Pertamina Begins to Buy Chevron Oil



PT Pertamina (Persero) began to buy crude oil from the Rokan Block which is a ration or profit sharing from PT Chevron Pacific Indonesia. So far, Chevron has exported crude oil which is the profit share of the United States oil and gas company.



Pertamina began to buy (lifting) crude oil from Chevron's part in the Rokan Block which will be processed at the refinery owned by the government-owned company. The President Director of PT Pertamina (Persero) Nicke Widyawati said that the company would optimize the purchase of crude oil which became a share of the contractor of the cooperation contract to meet domestic needs.

The purchase of the contractor's ration oil will directly reduce imports so that it can reduce the use of foreign exchange. In the oil and gas production sharing contract, the government and the contractor get the production share. So far, the oil revenue sharing which has become the contractor's quota is always exported. In fact, domestic oil refineries still lack supply of crude oil.

At present, Pertamina still imports crude oil and condensate at around 342,000 barrels per day (bpd) to meet the needs of oil refineries. In addition to crude oil, Pertamina also imports fuel oil because the capacity of domestic refineries is only around 800,000 bpd, while national needs reach 1.6 million bpd.

Therefore, the value of oil and gas imports throughout 2018 reached US $ 29.8 billion or grew by around 22.59% and US $ 24.31 billion in the previous year. Based on BPS data, the increase in oil and gas imports was caused by an increase in imports of all oil and gas components, namely crude oil US $ 2.09 billion (29.7%), oil products US $ 3.05 billion (21.02%), and US natural gas $ 340.3 million (12.49%).

According to him, since the issuance of Minister of Energy and Mineral Resources Regulation No. 42/2018 regarding Priorities for Utilizing Petroleum for Domestic Needs at the beginning of September 2018, an agreement was reached between Pertamina and several contractors. One of the contractors is PT Chevron Pacific Indonesia, operator of the Rokan Block in Riau.

"Relations to and cooperation with B to B [on a business basis] between the two parties [Chevron and Pertamina] are expected to be even stronger," he said.

Government policies that prioritize the use of domestically produced crude oil to be processed at domestic refineries can cut oil imports and maintain national energy security. Pertamina carries out the initial transportation (lifting) of crude oil from the Rokan Block.

Crude oil is Sumatran Light Crude (SLC) and Thorn Crude (DC) produced by the Rokan Block, according to Pertamina's refinery configuration. In the initial phase, namely the period January - June 2019, the estimated volume of oil purchases from Chevron by Pertamina is estimated at 2.5 million barrels per month.

According to Nicke, with the purchase of crude oil from Blok Rokan, Pertamina will send SLC and DC oil to the Kasim Refinery in Sorong, West Papua.

"We are referring to the government's direction and have submitted a proposal stating that interest in all KKKS [cooperation contract contractors] to buy their crude oil rations. Purchases are based on business principles. "

Alben Simanjuntak, President Director of PT Chevron Pacific Indonesia, welcomed the cooperation with Pertamina.

"With the collaboration we formally apply the regulation on the sale of crude oil to contractors for domestic needs."

Director General of Oil and Gas, ESDM Ministry Djoko Siswanto hopes that this cooperation can be developed by Pertamina and other oil and gas contractors.

"This is a big example, that production from Block Rokan as the largest oil producer in Indonesia, can be increased the use of oil to be processed in domestic refineries."

Pertamina Mulai Beli Minyak Chevron


PT Pertamina (Persero) mulai membeli minyak mentah dari Blok Rokan yang merupakan jatah atau bagi hasil dari PT Chevron Pacific Indonesia.
Selama ini, Chevron mengekspor minyak mentah yang menjadi bagi hasil perusahaan minyak dan gas bumi asal Amerika Serikat itu.

Pertamina mulai membeli (lifting) minyak mentah bagian Chevron di Blok Rokan yang akan diolah di kilang milik perusahaan milik pemerintah tersebut. Direktur Utama PT Pertamina (Persero) Nicke Widyawati mengatakan bahwa perseroan akan mengoptimalkan pembelian  minyak mentah yang menjadi jatah (bagi hasil) kontraktor kontrak kerja sama untuk memenuhi kebutuhan di dalam negeri.

Pembelian minyak jatah kontraktor tersebut secara langsung akan mengurangi impor sehingga dapat mengurangi penggunaan devisa negara. Dalam kontrak bagi hasil migas, pemerintah dan kontraktor mendapatkan bagi hasil produksi. Selama ini, bagi hasil minyak yang menjadi jatah kontraktor selalu diekspor. Padahal, kilang minyak domestik masih kekurangan suplai minyak mentah.

Saat ini, Pertamina masih mengimpor minyak mentah dan kondensat sekitar 342.000 barel per hari (bph) untuk memenuhi kebutuhan kilang minyak. Selain minyak mentah, Pertamina juga mengimpor bahan bakar minyak (BBM) karena kapasitas kilang domestik hanya sekitar 800.000 bph, sedangkan kebutuhan nasional mencapai 1,6 juta bph.

Oleh karena itu, nilai impor minyak dan gas bumi sepanjang 2018 mencapai US$29,8 miliar atau tumbuh sekitar 22,59 % dan tahun sebelumnya US$ 24,31 miliar. Berdasarkan data BPS, peningkatan impor migas disebabkan oleh naiknya impor seluruh komponen migas, yaitu minyak mentah US$ 2,09 miliar (29,7%), hasil minyak US$ 3,05 miliar (21,02%), dan gas bumi US$ 340,3 juta (12,49%).
Menurutnya, sejak terbitnya Peraturan Menteri ESDM No. 42/2018 tentang Prioritas Pemanfaatan Minyak Bumi untuk Kebutuhan Dalam Negeri pada awal September 2018, telah tercapai kesepakatan antara Pertamina dan beberapa kontraktor. Salah satu kontraktor itu adalah PT Chevron Pacific Indonesia, operator Blok Rokan di Riau. 

“Hubungan dan kerja sama B to B [secara bisnis] antar kedua belah pihak [Chevron dan Pertamina] diharapkan semakin erat,” katanya.

Kebijakan pemerintah yang memprioritaskan penggunaan minyak mentah yang dihasilkan di dalam negeri untuk diolah di kilang domestik dapat memangkas impor minyak dan menjaga ketahanan energi nasional. Pertamina melakukan pengangkutan (lifting) perdana minyak mentah dari Blok Rokan.

Minyak mentah jenis Sumatran Light Crude (SLC) dan Duri Crude (DC) yang dihasikan oleh Blok Rokan, sesuai dengan konfigurasi kilang milik Pertamina. Pada tahap awal, yaitu periode Januari - Juni 2019, estimasi volume pembelian minyak dari Chevron oleh Pertamina diperkirakan mencapai 2,5 juta barel per bulan.

Menurut Nicke, dengan pembelian minyak mentah dari Blok Rokan, Pertamina akan mengirimkan minyak SLC dan DC ke Kilang Kasim di Sorong, Papua Barat. 

“Kami mengacu pada arahan pemerintah dan telah menyampaikan proposal menyatakan bahwa minat kepada seluruh KKKS [kontraktor kontrak kerja sama] untuk membeli jatah minyak mentah mereka. Pembelian dilakukan berdasarkan prinsip secara bisnis.”

Alben Simanjuntak, Presiden Direktur PT Chevron Pacific Indonesia, menyambut baik kerja sama dengan Pertamina tersebut.

“Dengan adanya kerja sama kami secara resmi menerapkan peraturan penjualan minyak mentah bagian kontraktor untuk kebutuhan domestik.”

Direktur Jenderal Minyak dan Gas Bumi, Kementerian ESDM Djoko Siswanto berharap agar kerja sama ini dapat dikembangkan Pertamina dan kontraktor migas lainnya.

“Ini menjadi contoh besar, bahwa produksi dari Blok Rokan sebagai penghasil minyak terbesar di Indonesia, bisa ditingkatkan pemanfaatan minyaknya untuk diolah di kilang dalam negeri.”
