ExxonMobil Produces 25 Percent of National Oil

Oil production in the Banyu Urip field, Bojonegoro, continues to increase. At present the average amount of oil produced has reached more than 210 thousand barrels of oil per day (bopd). Last year the number was around 200 thousand bopd. ExxonMobil Cepu Limited (EMCL) Spokesperson and Public Relations Rexy Mawardijaya explained that the figure was equivalent to more than 25 percent of the total national oil production which was around 800 thousand bopd.

"Of course, that number represents a significant increase in national energy security because the initial target of our oil production was only 165 thousand bopd," he said.

This growth can be achieved because the performance of the wells in Banyu Urip Field is very optimal. In addition, ExxonMobil continues to maximize steps to increase production capacity with existing facilities. The Banyu Urip field has 729 million barrels of oil reserves. This figure increased 60 percent compared to when the initial plan of development (PoD) proposal was only 450 million barrels.

Banyu Urip Field - Cepu Block

Rexy explained that the Banyu Urip Field in the Cepu Block has 45 wells. The details are 30 production wells and the rest are injection wells. Injection wells are wells that are used to return water and gas content to water to keep oil pressure stable. Now, to maximize oil production, ExxonMobil is currently developing the Kedung Keris Field. Oil from the field is expected to start flowing by the end of 2019.

"Production in Kedung Keris is estimated to reach 10 thousand bopd. So it will increase oil production in this Cepu Block," he said.

Oil from a well in Kedung Keris Field will flow through a pipe connected to the central processing facility in Banyu Urip Field. According to Rexy, the progress of Kedung Keris is very good. The EPC (engineering, procurement construction) contract has been signed. Then, the process of land acquisition for the pipeline has also been completed.

"Currently the EPC contractor is making preparations in the field for planting pipelines that are around 16 kilometers long," he explained.

ExxonMobil Produksi 25 Persen Minyak Nasional

Produksi minyak dilapangan Banyu Urip, Bojonegoro, terus meningkat.

Winner of 4 Oil and Gas Not Clear

The government claims to have determined four winners from the six working area auctions (WK) or the second phase of oil and gas blocks this year. One of the winners of the block auction was an Italian company, Eni, which obtained the management rights of the Makassar Strait Block.

Director General of Oil and Gas at the Ministry of Energy and Mineral Resources (ESDM) Djoko Siswanto said Eni was the only company that made an offer for the Makassar Strait Block. From the results of the evaluation of the 2018 Second Phase Oil and Gas auction, Eni has met the requirements of the government so that it is likely to be appointed as the winner.

the Jangkrik Field Muara Bakau Block by ENI

What's more, Eni is currently managing the Jangkrik Field Muara Bakau Block which is located adjacent to the Makassar Strait Block. With the entry of Eni to Makassar Strait, it is expected to make the oil and gas project more economical.

"They have facilities there, only need to tapping pipes, so the cost can be cheaper," Djoko said.

But the Deputy Minister of ESDM Arcandra Tahar denied Eni had won the Makassar Strait Block.

"No winners have yet been announced," Arcandra said in her office

Arcandra also said the government had officially not announced the winners of the four blocks being auctioned. Likewise, the winner of the Block Corridor whose contract period expired December 19, 2023.

"As soon as possible, I announce the winner of the Block Corridor," he said.

The Ministry of Energy and Mineral Resources decided to auction the Makassar Strait Block which will be terminated in 2020 because the old cooperation contract contractor (KKKS) in the block, namely PT Chevron Pacific Indonesia with participating interest (Pl) of 72% and 18% Sinopec no longer interested in managing the block that is. The state-owned oil and gas company PT Pertamina also refused to manage the block.

Understandably, the Makassar Strait Block, which includes two oil and gas projects, namely West Sono and Maha, is still in the exploration stage so that it is considered uneconomical. Head of SKK Migas Anmen Sunaryadi said, Managing Director of Chevron Indo Asia Business Unit, Chuck Taylor, once stated that he officially released the Makassar Strait Block because the block's not present value (NPV) calculation was negative.

Pemenang 4 Migas Belum Jelas

"Secepatnya saya umumkan pemenang Blok Corridor," ungkap dia.

Eni Indonesia has the opportunity to work on the Makassar Strait Block

Eni Indonesia has the opportunity to win the auction of Makassar Strait oil and gas blocks. Because, the oil and gas company from Italy has now operated the Muara Bakau Block which is located near the Makassar Strait Block.

Director General of Oil and Gas at the Ministry of Energy and Mineral Resources (ESDM) Djoko Siswanto said, Eni Indonesia had included bidding documents to win the Makassar Strait Block. At present, it is evaluating the winning candidates for the second phase of the oil and gas block auction, including for Makassar Strait.

"Probably yes (Eni won Makassar Strait), because ENI had submitted a document proposal," Djoko said in Jakarta

Eni is the only company interested in taking the Makassar Strait Block. Makassar Strait Block consists of two fields, West Seno Field still has proven reserves of 1.8 million barrels of oil and 288 BSCF gas and Maha Field with probable reserves of 209.7, million barrels of oil equivalent. At present, the block produces 716 bpd of oil and 1.4 mmscfd of gas from West Seno Field, while Lapangan Maha has not yet produced.

One of the considerations of the government is that Eni has facilities near the Makassar Strait Block. At present, Eni Indonesia through Eni Muara Bakau BV is the operator of the Jangkrik Field, Muara Bakau Block which is also located in the Makassar Strait. This block has now produced gas of up to 670 million cubic feet per day (million cubic feet per day / mmscfd).

"That's right, I said ENI had facilities there, then just tapping pipes. So in terms of cost, it can be cheap, "explained Djoko.

While the Jangkrik Field began operations in May last year. The project with an investment of US $ 3.77 billion includes Jangkrik Field and North East Jangkrik, and has a floating production unit (FPU) with a capacity of 450-600 mmscfd. In addition to the cricket project, Eni is also developing the Merakes Field.

SKK Migas said, Merakes Field will produce gas of around 150 mmscfd in 2019. This gas production will be channeled to the FPU of Jangkrik Field, Muara Bakau Block. This is possible because when the Merakes Field was operating, gas production from the Jangkrik Field began to fall.

Eni also recently signed a production sharing contract (PSC) for the East Ganal Block. According to Djoko, the oil and gas production of the East Ganal Block will replace oil and gas production from the Muara Bakau and Merakes Block which will decline in the future. Later, oil and gas production from the East Ganal Block will be connected to the FPU in Jangkrik Field.

In the Muara Bakau Block, Eni Muara Bakau BV holds a 55% shareholding and its partner Engie E & P is 33.3% and PT Saka Energi Muara Bakau is 11.7%. Furthermore, in the East Sepinggan Block, Eni has a participation interest of 85%, while the rest is owned by PT Pertamina Hulu Energy ENI has been operating in Indonesia since 2001 and manages a number of exploration, production and development assets, including Jangkrik Field. Other production assets are the Sanga-Sanga Block with a yield of 16 thousand barrels of oil equivalent per day.

Eni lndonesia Berpeluang Garap Blok Makassar Strait

Eni Indonesia berpeluang memenangkan lelang blok migas Makassar Strait.

Pertamina Interested in 2 Exploration Blocks

The two auction of oil and gas working areas which are still in the exploration phase are not attractive to investors. The two regions are the Andika Bumi Kita Block located off the coast of East Java and the Southeast Mahakam Block off the coast of East Kalimantan. However, the Ministry of Energy and Mineral Resources claims that PT Pertamina [Persero) is interested in working on the two exploration blocks.

The government opens a phase II oil and gas block auction in August 2018. Of the six blocks auctioned, the remaining two blocks are not in demand by investors. The auctioned area consists of 3 exploration blocks and 3 production blocks. The three regions are Banyumas Block, Andika Bumi Kita, and Southeast Mahakam. Three oil and gas blocks that have entered the production phase, namely the Makassar Strait Block, South Jambi B, and the Long Strait.

Director General of Oil and Gas, Ministry of Energy and Mineral Resources Djoko Siswanto said, so far his party had communicated with Pertamina.

"Pertamina is interested in taking oil and gas blocks that have not been sold, but with joint studies [contractors and the government]. We have communicated with Pertamina. They will look at the data and hope that joint studies can be carried out, "he said.

According to him, Pertamina is studying data from the Andika Block of Our Earth and Southeast Mahakam. He considered that the potential development of the Southeast Mahakam was better because of its location close to the Mahakam Block. At present, Pertamina is the operator of the Mahakam Block.

"Who knows the reservoir is connected [Southeast and Mahakam]. Therefore Pertamina wants to conduct a joint study. Pertamina is the one who submitted, we agreed. There has been talk. "

Djoko added, joint studies of oil and gas blocks usually last at the latest 4 months and can reach a maximum of one year.

"Yes, the name of the joint study must be cooperation with universities, the data will be studied again, some can be up to a year, but on average 6-9 months," he said.

Eni Sp.A., an oil and gas company from Italy has a big chance of getting the Makassar Strait Block.

"Possibly yes, because ENI made a proposal [Makassar Strait Block auction], which included the proposal was Eni. Others do not [have entered the proposal], "said Djoko Siswanto.

According to him, Eni has oil and gas production facilities in the Jangkrik field that can be integrated with Makassar Strait so that the company has the potential to obtain oil and gas working areas currently operated by Chevron.

"Eni has facilities there, only just lack of pipes. So, from the cost, ENI can be cheap. "

Pertamina Tertarik 2 Blok Eksplorasi

Eni Sp.A., perusahaan migas dari Italia berpeluang besar mendapatkan Blok Makassar Strait.

Genting Oil Supply Gas Starting in 2022

The government projects that the Kasuri Block off the coast of West Papua will release 42.85 million cubic feet of natural gas starting in 2022. The natural gas production of the Kasuri Block can be increased to 170 million cubic feet per day (MMscfd) by 2027. The Director General of Oil and Gas, Ministry . Energy and Mineral Resources Djoko Siswanto said that the estimated natural gas production and the Kasuri Block were adjusted in the 2018-2027 Gas Balance Sheet.

the Kasuri Block - Papua

"I forgot what the number is, but just adjust the 2018-2027 Gas Balance. The assumption is there, "he said after attending a hearing with the Commission VII of the House of Representatives (DPR).

In the 2018-2027 Gas Balance, the projection of natural gas supply in Region VI (Sulawesi, Nusa Tenggara, Maluku and Papua) is estimated to reach 1,613.49 MMscfd. The supply of gas from the same oil and gas block is 1,545.49 MMscfd, while the oil and gas working area project that will produce is 67.90 MMscfd.

Djoko believes that the estimated natural gas supply from the offshore oil and gas working area in Papua which is operated by Genting Oil Malaysia is the same as the assumption in the Kasuri Block PoD / development plan.

The PoD includes production plans, projections of oil and gas volumes, investments, gas prices, and others. Based on the PoD proposed to SKK Migas, the Kasuri Block began production in 2022. Gas production from Kasuri will be increased from 67.9 MMscfd to 170 MMscfd by 2027.

At the end of September 2018, Minister of Energy and Mineral Resources Ignasius Jonan approved the plan to develop the Kasuri Block. Head of the Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) Amien Sunaryadi agreed on the development plan which contained projections of investment value, oil and gas reserves potential, time needed to produce oil and gas, and market studies or prospective oil and gas buyers from The Kasuri Block has been approved by Minister Jonan.

Deputy Minister of ESDM Arcandra Tahar stressed that the supply of gas from Kasuri was not used for LNG, but entirely for petrochemical raw materials.

"If it's not wrong for methanol or ammonia, I don't remember."

Especially for Region VI, the estimated natural gas needs are most widely used for export needs or liquefied natural gas (LNG) commitments, then followed by the fertilizer and petrochemical sectors. Apart from Genting Oil, the estimated natural gas supply in the eastern region also came from BP Berau in Tangguh which flowed in 2020 at 154.61 MMscfd and then increased to 1,169.18 MMscfd in the next 5 years.

In addition, the gas supply from Inpex Corporation from the Abadi Field, Masela Block in the Arafuru Sea is expected to enter in 2027 with an estimated volume of 433.85 MMscfd. Genting Oil signed the Kasuri Block contract in 2008. The Kasuri block is estimated to be able to produce gas around 285 MMscfd. Exploration well drilling has also been carried out since 2013.

the Abadi Field, Masela Block in the Arafuru Sea

So far, the Kasuri Block PoD has been hampered by potential gas buyers because there is no price agreement with Genting Oil. Genting Oil is planning to invite investors from China to develop the petrochemical industrial area in Bintuni - Papua.

Genting Oil Suplai Gas Mulai 2022

Pertamina Drill 20 wells in the Algerian Oil and Gas Block

PT Pertamina (Persero), through its subsidiary PT Pertamina Internasional EP (PIEP), will drill 20 wells until 2021 at the Menzel Ledjment North (MLN) Field, Block 405a, in Algeria. The first well has been successfully drilled. PIEP is currently running the Phase-4 Development Project. The goal is to increase PIEP production in the MLN Field, Block 405a. This project was marked by drilling MLN-19 wells.

This well is the first production well drilled by Pertamina's engineerias. Later, the company will drill 20 wells in this field until 2021.

"The MLN well was hired on June 16 during Algeria, using Rig-3 Sahara with a capacity of 1,500 HP, Sahara WS," said PIEP President Director Denie S
Tampubolon.

According to him, through a series of Layer Content Tests (UKL), MLN-19 wells were able to increase MLN Field production by 1,000 barrels per day (bpd). The drilling of these wells is quite fast, which is only 9 days, faster than the target set.

"This has resulted in savings in drilling operation costs of up to US $ 5 million," he said.

Currently, said Denie, the MLN-19 well is temporarily closed because it is still waiting for the completion of the construction of production facilities until November 2018. It plans to have the well started to stream and increase MLN Field production no later than next year.

"So, the 10% increase in production that we are targeting in 2019 can be achieved," he said.

The success of the first drilling in this extreme climate has made the company optimistic that the next drilling will run smoothly and get results as expected. At the same time, PIEP has also built additional production facilities to accommodate production from these wells.

Through the PIEP, Pertamina seeks to close the difference in production and consumption of oil and gas which is increasingly widening in the country. Because, despite continuing to boost the performance of domestic upstream asset production, its production capability has indeed been reduced.

Therefore, Pertamina then pursues the potential of new oil and gas sources abroad through PIEP PIEP targeted to be able to contribute to the production of foreign assets of 650 thousand barrels of oil equivalent per day / boepd by 2025.

Until last July, Pertamina's Senior Vice President Strategic Planning and Operation Evaluation Meidawati said earlier, the realization of oil and gas production from foreign oil fields, the company's oil production actually dropped.

In the January-July 2017 period, the company's oil production from abroad was recorded at 104 thousand bpd. However, the realization of foreign oil production for the same period this year was only 103 thousand bpd. While the six-monthly target is 108 thousand bpd.

Low production due to the delay in rig mobilization in the company's field in Malaysia.

"What has dropped a lot is in Algeria, which is due to a delay in first oil from several wells," he explained.

While the biggest contribution to oil production came from Iraq by 45 thousand bpd. However, gas production from overseas fields actually rose significantly. He explained, gas production up to July was 5.6% higher than the production of the same period last year of 285 mrnscfd.

The additional gas production comes from the company's oil and gas field in Gabon, Africa, which was acquired from the acquisition of French oil and gas company Maurel & Promm, at 209 mmscfd.

In the coming year, Meidawati projects oil production from foreign assets to improve.

"For PIEP production increases from assets in Algeria. PIEP oil production rose from 108 thousand bpd to 112 thousand bpd, "said Meidawati.

At present, Pertamina has oil and gas blocks in several countries. In Algeria, the state-owned oil and gas company controls 65% of the shares in MLN Field and 16.9% in the EMK Field. In Iraq, the company owns shares in West Qurna Field 1. While in Malaysia, the company holds shares in Blok K, Kikeh Block, SNR Block SK309 Block and SK311 Block.

Pertamina also controls 72.65% of the shares of French oil and gas companies Maurel & Prom. Maurel & Prom has oil and gas assets spread in Gabon, Nigeria, Tanzania, Namibia, Colombia, Canada, Myanmar, Italy and other countries. However, the main assets that have been produced are in Gabon, Nigeria and Tanzania.

Pertamina targets its oil and gas production to reach 1.9 million boepd by 2025. For oil production, it is targeted to reach 822 thousand bpd by 2025, which is 353 thousand bpd from domestic and 469 thousand bpd from abroad. While for gas, it is targeted to increase to 5.71 billion cubic feet per day, which is 4.23 billion cubic feet from domestic and 1.48 billion cubic feet of foreign assets.

Pertamina Bor 20 Sumur di Blok Migas Aljazair

PT Pertamina (Persero) , melalui anak usahanya PT Pertamina Internasional EP (PIEP), akan mengebor 20 sumur hingga 2021 di Lapangan Menzel Ledjment North (MLN), Blok 405a, di Aljazair. Sumur pertama telah berhasil dibor. PIEP kini sedang menjalankan Phase-4 Development Project.

Menurut dia, melalui serangkaian Uji Kandungan Lapisan (UKL), sumur MLN-19 mampu menambah produksi Lapangan MLN sebesar 1.000 barel per hari (bph).

Sampai Juli lalu, Senior Vice President Strategic Planning and Operation Evaluation Pertamina Meidawati sebelumnya mengatakan, realisasi produksi migas dari ladang minyak luar negeri, produksi minyak perseroan justru turun.

Exploration Oil and Gas Blocks Still Lack of Interested

The government only sets the winner in one block from the auction of 19 exploration oil and gas blocks

The interest of oil and gas entrepreneurs to invest in exploration blocks is relatively low. The indication is that from the 19 exploration blocks that were auctioned so far this year, the government only decided on the winner for an exploration oil and gas block. The winner of the exploration block is set at the second phase of the auction, namely the period August 14 to October 13, 2018.

In this period, the Ministry of Energy and Mineral Resources (ESDM) actually auctioned six oil and gas blocks, including three termination blocks (production) and three exploration blocks. From the auction, the government assigns winners in four blocks, each of which is three production blocks and one exploration block. The Ministry of Energy and Mineral Resources has not been able to identify the auction winner.

"All termination blocks are in demand," said the Director General of Oil and Gas at the Ministry of Energy and Mineral Resources, Djoko Siswanto, after a hearing with Commission VII of the House of Representatives (DPR).

The best-selling termination oil and gas blocks are the Long Strait Block, South Jambi B Block and Makassar Strait Block. So, only one exploration oil and gas block is sold in the second phase of the auction. Djoko stressed that the two exploration blocks that have not been sold do not mean investors are not interested.

"The exploration block is not unsold. Actually it is in demand and there are those who are interested," he added.

Throughout this year, the government has auctioned 19 exploration and oil and gas blocks on a regular basis. From the results of the first phase of the auction, all exploration oil and gas blocks have not been sold, so the Ministry of Energy and Mineral Resources has re-opened the second phase of the auction. At this auction, the government only offered three exploration oil and gas blocks. From the auction results, only one exploration block is sold.

In the near future, the Ministry of Energy and Mineral Resources will officially announce the winner of the second phase of the oil and gas block auction. The government still has time to announce the second phase of the oil and gas block until October 25, 2018. The government will continue to evaluate the exploration block that has not been sold.

Head of SKK Migas, Amien Sunaryadi also assessed that exploration is very important to increase Indonesia's oil and gas reserves. Currently there are 224 oil and gas blocks in the country. Of that number, only 74 blocks have been produced and the majority are old-age blocks.

"This illustrates the trend of oil and gas lifting is decreasing, while the trend of production costs (Cost recovery) has not decreased. Indonesia must prioritize exploration," said Amien.

Blok Migas Eksplorasi Masih Sepi Peminat
