Production Genjot to Balance Consumption



Oil and gas production in Indonesia is not proportional to the consumption needs of society and industry. Production ranges from 700,000 to 800,000 barrels per day, while its consumption reaches 1.6 million barrels per day. While the gas supply is 7,651 million standard cubic feet per day or MMSCFD and demand reaches 9,323 MMSCFD. The shortage of production is still filled with imports.

Head of Oil and Gas Special Working Unit The representative of Java Bali Nusa Tenggara (Jabanusa) Ali Masyhar in Gresik-East Java stated that production should be increased by finding new sources of oil and gas. Another thing is also the need to innovate the utilization of non-fossil energy sources, such as geothermal, solar, water, and wind for the transportation and industrial sectors.

"If there is no supply of energy, essentially a country is dead. Industry can stop. Transportation needs fuel oil, power plant still use gas and diesel, "Ali said in a workshop attended by journalists and representatives of contractor contracting companies (KKKS) of oil and gas sector.

East Java is still a source of oil and gas. Of the 800,000 barrels per day of national oil production, 30 percent of it is from oil and gas fields in East Java. East Java also contributes 10-12 percent of the total gas supply in Indonesia.

Head of Monetization and Commercialization Division of Oil and Gas Special Unit for Upstream Oil and Gas Business Activities (SKK Migas) Waras Budi Santoso said, East Java still save the potential of gas from the field offshore. However, there are several factors that inhibit exploration and exploitation until the gas reaches the buyer. Produksi minyak dan gas di Indonesia tidak sebanding dengan kebutuhan konsumsi masyarakat dan industri. Produksi berkisar 700.000-800.000 barrel per hari, sedangkan konsumsinya mencapai 1,6 juta barrel per hari. Sementara pasokan gas 7.651 juta standar kaki kubik per hari atau MMSCFD dan permintaan mencapai 9,323 MMSCFD. Kekurangan produksi itu masih dipenuhi dengan impor.

Kepala Satuan Kerja Khusus Minyak dan Gas Bumi Perwakilan Jawa Bali Nusa Tenggara (Jabanusa) Ali Masyhar di Gresik-Jawa Timur menyatakan produksi harus di tingkatkan dengan mencari sumber migas baru. Hal lain adalah juga perlu inovasi pemanfaatan sumber energi nonfosil, seperti panas bumi, matahari, air, dan angin untuk sektor transportasi dan industri.

”Jika tak ada pasokan energi, pada hakikatnya sebuah negara sama saja mati. Industri bisa terhenti. Transportasi butuh bahan bakar minyak, pembangkit listrik pun masih menggunakan gas dan solar,” kata Ali dalam lokakarya yang diikuti wartawan dan perwakilan dari perusahaan kontraktor kontrak kerja sama
(KKKS) sektor migas.

Jawa Timur masih menjadi sumber minyak dan gas. Dari 800.000 barrel per hari produksi minyak nasional, 30 persen di antaranya dari lapangan minyak dan gas di Jawa Timur. Jawa Timurjuga berkontribusi 10-12 persen dari total pasokan gas di Indonesia.

Waras Budi Santoso mengatakan, Jatim masih menyimpan potensi gas dari lapangan lepas pantai. Namun, ada beberapa faktor yang menghambat eksplorasi dan eksploitasi hingga gas sampai ke pembeli. Ketidak tepatan jadwal produksi gas membuat KKKS yang sudah berkomitmen memproduksi berpotensi rugi ketika calon konsumen beralih ke solar dan batubara.

Diminta solid

    Terkait migas, pengusaha yang tergabung dalam Asosiasi Perminyakan Indonesia (IPA) dari Kementerian Energi dan Sumber Daya Mineral diminta menjaga kesolidan menyusul teguran kepada asosiasi tersebut. Teguran dikeluarkan SKK Migas terkait pelaksanaan Konvensi dan Pameran IPA Ke-42 di Jakarta pada 2-4 Mei lalu.

Teguran yang ditandatangani Kepala SKK Migas Amien Sunaryadi itu memuat dua hal, yaitu pelibatan salah satu panelis tanpa mendapat persetujuan Wakil Menteri ESDM Arcandra Tahar serta hasil jajak pendapat dalam salah satu sesi diskusi yang dinilai memojokkan Arcandra.

”Jangan sampai hal semacam ini mengganggu kinerja kedua pihak di saat upaya memperbaiki iklim investasi hulu migas di Indonesia,” kata Wakil Ketua Komisi VII Dewan Perwakilan Rakyat (DPR) Eni Maulani Saragih di Jakarta.

Panelis yang dimaksud adalah Fred McMahon dari Fraser Institute, lembaga independen yang bergerak di bidang penelitian. Terkait penelitian iklim investasi hulu migas global 2012 Fraser Institute menempatkan Indonesia dalam daftar negara yang paling buruk untuk investasi bersama Venezuela, Libya, Irak, Ekuador, Bolivia, California, Kamboja, Perancis, dan Yaman.

Tentang hasil jajak pendapat, ada nama Arcandra di antara belasan tulisan lain. Hal paling menonjol dari hasil jajak pendapat ini adalah gross split (skema bagi hasil migas berdasar produksi bruto).

Pengurus IPA sudah mengirimkan balasan yang ditujukan kepada Menteri ESDM Ignasius Jonan dan Wakil Menteri ESDM Arcandra Tahar. Selain berterima kasih terhadap dukungan pemerintah, IPA meminta maaf terhadap pemakaian hasil survei Fraser Institute dan pertanyaan jajak pendapat dianggap disalahgunakan oleh orang yang tidak bertanggung jawab.
