The end of the year, the Government will finalize the establishment of new operators for about 17 oil and gas blocks to be completed by 2020-2026. The government has just announced operators for four oil and gas blocks whose contract expires next year. As for the four blocks that expire next year, two blocks will be handed over to Pertamina and the rest will be continued by the new contractor.
Director General of Oil and Gas of the Ministry of Energy and Mineral Resources Djoko Siswanto said the government has determined that PT Pertamina Hulu Energi Jambi Merang will be the operator of Jambi Merang Block, Pertamina Hulu Energi Tempirai for Raja-Pendopo Block, Kalrez Petroleum (Seram ) Ltd for Bula Block, as well as CITIC CERAM Energy Limited for Non Bula Blocks.

"Pertamina 100% (ownership of the right of participation) in Jambi Merang and Raja-Pendopo, Kalrez also, with all 10% for BUMD," he explained in press release in Jakarta.
The signing of the new production sharing contract (PSC) of the four oil and gas blocks is targeted by Djoko to be signed two weeks later. Of these four oil and gas blocks, the government received a signature bonus of US $ 20.29 million and a five year mandatory investment commitment of US $ 308.99 million. The four oil and gas blocks are extended for another 20 years.
"We ask Pertamina and other contractors to maintain, or even increase the oil and gas production of these four blocks," said Djoko.
Last year, Jambi Merang Block oil production was recorded at 3,700 barrels per day (bpd) and gas 80 million cubic feet per day / mmscfd, Raja-Pendopo 500 bph, Bula 300 bph and Seram Non Bula 1,700 bpd. Djoko Siswanto said, in accordance with Government Regulation no. 35 of 2004 Article 28, the existing contractor may apply for a contract extension not later than 10 years and no later than 2 years before the contract is completed. While the government must make a new manager's decision at least one year before the contract is terminated.
However, the government will attempt to immediately establish new operators of this terminating oil and gas block. Target for which (the contract is completed) 2020 is set in June, next being 2021 in July, 2022 in August, 2023 in September, 2024 in October, 2025 in November, and 2026 in December. In determining the new operator the government will wait for the existing contractor to propose his interest. If the existing contractor is not interested, then the government will offer the block to PT Pertamina (Persero). But if Pertamina is not interested, the government will auction off the block.
Auction options are also considered to be used when too many companies are interested in working on the termination blocks, including the Rokan Block completed in 2021.
"The Rokan Block is hardest, a lot of devotees. If a lot of devotees, we are only auction which can provide benefits to the big government, "said Djoko.
Referring to data from the Ministry of Energy and Mineral Resources, there are 21 oil and gas blocks that will expire in 2019-2026, including four oil and gas blocks that expired in 2019 earlier. In 2020, Block J Block South Bl, Brantas, Salawati Bird's Head, Malacca Strait, Makassar Strait, and Onshore Salawati Basin will be completed by contract.
In 2021, the contracted block is the Bentu Segat Block, the Long Strait, and the Rokan Block which produces the largest oil in Indonesia. In 2022, following the Tarakan East Block, Coastal Plains and Pekan-baru, Bengkal and Sengkang will be completed by contract. Furthermore in 2023, Rimau Block, Jabung, and Corridor. The Corridor Block is one of the blocks with a large gas production in Indonesia which is worked on by Conoco Philips. In 2025, the Bangko Block will follow the completion of the contract.
Increase Production
With a total of 10 oil and gas blocks handed over to Pertamina, Djoko added that the state-owned oil and gas production will increase significantly.
"So Pertamina's production rose from 20% to 30-40% of national production. We expect Pertamina to maintain, even increase its production, "he said.

Acting President Director of Pertamina Nicke Widyawati details, per day, Pertamina contributes to 20% of national oil and gas production. Akhir Tahun, Pemerintah Rampungkan Penetapan Operator Baru
Akhir tahun, Pemerintah akan merampungkan penetapan operator baru untuk sekitar 17 blok migas yang akan selesai kontraknya selama 2020-2026. Pemerintah baru saja mengumumkan operator bagi empat blok migas yang kontraknya berakhir pada tahun depan. Sementara untuk empat blok yang habis kontrak tahun depan, sebanyak dua blok diserahkan ke Pertamina dan sisanya dilanjutkan kontraktor baru.
Direktur Jenderal Minyak dan Gas Bumi Kementerian Energi dan Sumber Daya Mineral (ESDM) Djoko Siswanto mengatakan, pemerintah menetapkan PT Pertamina Hulu Energi Jambi Merang akan kembali menjadi operator Blok Jambi Merang, PT Pertamina Hulu Energi Tempirai untuk Blok Raja-Pendopo, Kalrez Petroleum (Seram) Ltd untuk Blok Bula, serta CITIC Seram Energy Limited untuk Blok Seram Non Bula.
“Pertamina 100% (kepemilikan hak partisipasi-nya) di Jambi Merang dan Raja-Pendopo, Kalrez juga, dengan semuanya 10% bagi BUMD,” jelasnya dalam
keterangan pers di Jakarta.
Penandatangan kontrak kerja sama (production sharing contract/ PSC) baru keempat blok migas ini ditargetkan Djoko bisa ditanda tangani dua pekan berikutnya. Dari keempat blok migas ini, pemerintah memperoleh bonus tanda tangan sebesar US$ 20,29 juta dan komitmen pasti investasi lima tahun sebesar US$ 308,99 juta. Kontrak keempat blok migas ini diperpanjang selama 20 tahun ke depan.
“Kami meminta agar Pertamina dan kontraktor lainnya untuk mempertahankan, atau bahkan menaikkan produksi migas keempat blok ini,” tutur Djoko.
Pada tahun lalu, produksi minyak Blok Jambi Merang tercatat sebesar 3.700 barel per hari (bph) dan gas 80 juta kaki kubik per hari/mmscfd, Raja-Pendopo 500 bph, Bula 300 bph, dan Seram Non Bula 1.700 bph. Djoko Siswanto mengatakan, sesuai dengan Peraturan Pemerintah No. 35 Tahun 2004 Pasal 28, kontraktor eksisting dapat mengajukan perpanjangan kontrak paling cepat 10 tahun dan paling lambat 2 tahun sebelum kontrak selesai. Sementara pemerintah harus membuat keputusan pengelola baru paling lambat satu tahun sebelum kontrak diterminasi.
Namun pemerintah akan berupaya secepatnya menetapkan operator baru dari blok migas terminasi ini. Targetkan untuk yang (kontraknya selesai) 2020 ditetapkan pada Juni nanti, berikutnya yang 2021 di Juli, 2022 di Agustus, 2023 di September, 2024 di Oktober, 2025 di November, dan 2026 di Desember. Jadi tahun ini selesai (penetapan pengelola baru),” kata dia.
Dalam menentukan operator baru pemerintah akan menunggu kontraktor eksisting untuk mengajukan minatnya. Jika kontraktor eksisting tidak berminat, maka pemerintah akan menawarkan blok tersebut kepada PT Pertamina (Persero). Namun jika Pertamina tidak berminat juga, pemerintah akan melelang blok tersebut.
Opsi lelang juga dipertimbangkan untuk dipakai ketika terlalu banyak perusahaan yang berminat menggarap blok-blok terminasi itu, termasuk Blok Rokan yang selesai di 2021.
“Blok Rokan paling berat, banyak peminatnya. Kalau banyak peminatnya, kami lelang saja mana yang bisa memberikan benefit kepada pemerintah yang besar,” kata Djoko.
Mengacu pada data Kementerian ESDM, terdapat 21 blok migas yang akan berakhir pada 2019-2026, termasuk empat blok migas yang habis pada 2019 tadi. Pada 2020, Blok South Jambi Block B, Brantas, Salawati Kepala Burung, Malacca Strait, Makassar Strait, serta Onshore Salawati Basin akan rampung kontraknya.
Pada 2021, blok yang terminasi kontraknya adalah Blok Bentu Segat, Selat Panjang, dan Blok Rokan yang menghasilkan minyak terbesar di Indonesia. Pada 2022, menyusul Blok Tarakan East, Coastal Plains and Pekan-baru, Bengkal serta Sengkang bakal rampung kontraknya. Selanjutnya di 2023, Blok Rimau, Jabung, dan Koridor. Blok Koridor merupakan salah satu blok dengan produksi gas cukup besar di Indonesia yang digarap Conoco Philips. Di 2025, Blok Bangko akan menyusul rampung kontraknya.
Tingkatkan Produksi
Dengan total 10 blok migas diserahkan kepada Pertamina, Djoko menambahkan, produksi migas BUMN ini akan naik signifikan.
“Jadi produksi Pertamina naik dari 20% menjadi 30-40% terhadap produksi nasional. Kami berharap Pertamina mempertahankan, bahkan meningkatkan produksinya,” ujarnya.
Pelaksana Tugas Direktur Utama Pertamina Nicke Widyawati merinci, per hari ini, Pertamina berkontribusi terhadap 20% produksi migas nasional. Dengan tambahan Blok Mahakam dan 8 blok migas yang bulan lalu diserahkan dan dua blok baru ini. maka produksi perseroan diproyeksikan akan naik menjadi 36% dari produksi nasional.
“Ini lompatan besar karena dalam dua tahun terakhir dapat tambahan yang dapat menggandakan produksi migas Pertamina dalam 2-3 tahun ke depan,” tutur dia.
Pihaknya berkomitmen terus menggenjot produksi migas dari blok yang dikelolanya.
“Kami juga bisa mendapatkan potensi pendapatan senilai US$ 24 miliar selama 20 tahun kontrak 10 blok itu berjalan," tambah Nicke.
Kepala Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) Amien Sunaryadi menambahkan, Pertamina telah menganggarkan dana US$ 214 juta untuk eksplorasi di Blok Jambi Merang. Pihaknya berharap Pertamina bisa menemukan cadangan migas baru di wilayah ini.
“Kemudian sesuai Peraturan Menteri 35/ 2017, dana eksplorasi bisa dipakai di daerah open dengan joint study, dengan mengajukan ke pemerintah,” ujarnya.
Terkait kemitraan dalam menggarap blok terminasi, Nicke menegaskan bahwa Pertamina selalu terbuka. Bekerja sama dengan perusahaan migas lain merupakan salah satu strategi untuk memitigasi resiko dalam menggarap blok migas.
