The development of the Abadi Field project in the Masela Block shows little progress. Head of Special Unit for Upstream Oil and Gas Business Activities (SKK Migas) Amien Sunaryadi said that lnpex Corporation as operator of Masela Block has now started pre-end engineering pre-FEED pre-qualification process pre-qualification.
In this pre-FEED process, lnpex will know how the pipeline estimates, the location certainty, and how it shapes its onshore design.

SKK Migas targets the pre-FEED process to be completed by mid-2018. By the end of the year, the company can complete the plan of development (POD) of Masela Block. As an illustration, pre-FEED results will be used to complete POD.

"By the end of 2018 we expect POD Masela to finish," said Amien. "Although we are seeing, the more time is coming back, the potential for disruption and potential difficulties will increase."
One of the disturbances referred to SKK Migas is the location of LNG Plant on land. The government has decided on two sites in West Southeast Maluku (MTB) to build LNG Plant.
lnpex is conducting a location study to select a location to be used for the LNG Plant project. But the location will actually be used for sugarcane plantations by companies from Jakarta. To that end, SKK Migas requested the help of local government to help lnpex Corporation.

Perkembangan proyek Lapangan Abadi di Blok Masela menunjukan sedikit kemajuan. Kepala Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) Amien Sunaryadi menyebut, lnpex Corporation sebagai operator Blok Masela, saat ini sudah memulai proses prakualifikasi pradesain rekayasa awal atau prefront end engineering design (pre-FEED).
Dalam proses pre FEED ini, lnpex akan mengetahui bagaimana perkiraan jalur pipa, kepastian lokasi, dan bagaimana bentuk desain onshore-nya.
"Untuk offshore kapalnya nanti seperti apa, dan lain-lain," jelas Amin, Minggu (7/1).
SKK Migas menargetkan proses pre-FEED ini bisa selesai pada pertengahan tahun 2018. Dengan begitu, pada akhir tahun nanti, perusahaan ini bisa menyelesaikan plan of development (POD) Blok Masela. Sebagai gambaran, hasil pre-FEED akan dipakai untuk menyelesaikan POD.
"Akhir 2018 kami harapkan POD Masela selesai. Walau kami melihat, makin mundur waktunya, potensi gangguan dan potensi kesulitan makin bertambah," kata Amien.
Salah satu gangguan yang dimaksud SKK Migas adalah soal lokasi LNG Plant di darat. Pemerintah telah memutuskan adanya dua lokasi di Maluku Tenggara Barat (MTB) untuk membangun LNG Plant.
lnpex sedang melakukan studi lokasi untuk memilih satu lokasi yang akan digunakan untuk proyek LNG Plant. Namun lokasi itu justru akan digunakan untuk perkebunan tebu oleh perusahaan asal Jakarta. Untuk itu, SKK Migas meminta bantuan pemerintah daerah setempat agar bisa membantu lnpex Corporation.
