The Ministry of Energy and Mineral Resources (ESDM) targets that the decision to divide the participating interest of 10% participating interest for the region in the Mahakam block will be completed no later than this month.
Deputy Minister of Energy and Mineral Resources Arcandra Tahar confirmed, two local governments concerned, namely the Government of East Kalimantan Province and the Government of Kutai Kartanegara Regency have agreed. Both of them handed over the decision to divide the portion of the participation of 10% of the Mahakam Block to the Ministry of Energy and Mineral Resources.

"So we will decide, as soon as we will finish," he said at the ESDM Ministry office on Wednesday (3/1).
Later the scheme of ownership of the right of local participation remains through a Regional Owned Enterprise (BUMD). This can be seen in the grant of participation rights from ONWJ Block managed by Pertamina Hulu Energi (PHE) ONWJ to the Provincial Government of DKI Jakarta and West Java.
"It should be one BUMD, like in ONWJ it is DKI Jakarta and West Java," he said on Wednesday (2/1).
The offer of participation rights of 10% of Mahakam Block according to Minister of Energy and Mineral Resources Regulation no. 37/2016 concerning the provision of part of participation of 10% oil and gas working area. BUMDs do not have to pay cash value from the management section.
Simply pay 10% of the governance by installments. On the other hand, the magnitude of the installment will not reduce all profits obtained, so that BUMDs can still benefit from the production of certain blocks that are deposited to the Regional Revenue Budget (APBD).

ESDM Siap Bereskan Hak Partisipasi Blok Mahakam
Kementerian Energi dan Sumber Daya Mineral (ESDM) menargetkan, keputusan pembagian 10% bagian partisipasi alias participating interest untuk daerah di Blok Mahakam akan selesai paling lambat bulan ini.
Wakil Menteri ESDM Arcandra Tahar menegaskan, dua pemerintah daerah yang berkepentingan, yakni Pemerintah Provinsi Kalimantan Timur dan Pemerintah Kabupaten Kutai Kartanegara sudah bersepakat. Keduanya menyerahkan keputusan pembagian porsi bagian partisipasi 10% Blok Mahakam kepada Kementerian ESDM.
"Jadi kita yang memutuskan. Secepatnya akan kita selesaikan," katanya di Kantor Kementerian ESDM, Rabu (3/1).
Nantinya skema kepemilikan hak partisipasi daerah tetap melalui satu Badan Usaha Milik Daerah (BUMD). Ini bisa dilihat dalam pemberian hak partisipasi dari Blok ONWJ yang dikelola Pertamina Hulu Energi (PHE) ONWJ kepada Pemerintah Provinsi DKI Jakarta dan Jawa Barat.
"Seharusnya memang satu BUMD, seperti di ONWJ itu. Ada DKI Jakarta dan Jawa Barat," ungkapnya, Rabu (2/1).
Penawaran hak partisipasi 10% Blok Mahakam sesuai Peraturan Menteri ESDM No. 37/2016 tentang ketentuan penawaran bagian partisipasi 10% Wilayah kerja minyak dan gas bumi. BUMD tidak perlu membayar tunai nilai dari bagian kelola. Cukup membayar 10% bagian kelola dengan cara mengangsur.
Di sisi lain, besarnya ansuran tidak akan mengurangi seluruh keuntungan yang diperoleh, sehingga BUMD tetap bisa mendapatkan keuntungan dari hasil produksi blok tertentu yang disetor ke Anggaran Pendapatan Belanja Daerah (APBD).
