Petronas Carigali Muriah Ltd. tidak mampu menyuplai gas dari Lapangan Kepodang, Blok Muriah sesuai dengan kontrak jual beli gas yang telah disepakati karena kemampuan produksi tidak sesuai dengan perkiraan awal.
Direktur Pembinaan Usaha Hulu Minyak dan Gas Bumi Kementerian Energi dan Sumber Daya Mineral (ESDM) Tunggal mengatakan bahwa kondisi di lapangan menunjukkan gas dari Lapangan Kepodang tidak dapat memenuhi penyaluran sesuai dengan kontrak yang telah ditetapkan.
Berdasarkan kontrak jual beli gas yang telah disepakati, Lapangan Kepodang akan menyuplai gas sebanyak 116 million standard cubic feet per day/MMscfd selama 12 tahun. Produksi gas perdana dari Lapangan Kepodang dimulai pada September 2015. Pada blok tersebut, Petronas Carigali Muriah Limited menguasai saham partisipasi sebesar 80% dan Saka Energi Muriah Limited sebesar 20%.
“Kemampuan produksi tidak sesuai dengan perkiraan awal pada waktu pengembangan lapangan sehingga dampaknya tidak dapat memenuhi kontrak dengan buyer [pembeli gas],” ujarnya.
Secara terpisah, Deputi Operasi SKK Migas Fataryani Abdurahman mengatakan, sebagai akibat kondisi kahar atau force majeure, dari komitmen 116 MMscfd, saat ini gas yang disalurkan sebesar 70 MMscfd. Kondisi kahar sendiri merupakan kondisi yang terjadi di luar kendali kontraktor yang memengaruhi operasi di Lapangan.
Berdasarkan kondisi kahar yang telah disampaikan Petronas Carigali Muriah Limited sebagai operator, pasokan gas akan disalurkan hingga 2018. Gas Kepodang dijual seharga Us$4,61 per MMBtu dengan eskalasi 8,6%. per tahun akan dialirkan ke Pembangkit Listrik Tenaga Gas Uap (PLTGU) Tambaklorok yang berkapasitas 1.000 megawatt (MW). Gas itu disalurkan melalui ruas pipa gas Kepodang-Tambaklorok.
“Masih memasok sampai dengan akhir 2018. Hanya saat ini jumlah supply-nya sekitar 70 MMscfd jauh dibawah kontrak yang seharusnya 116 MMscfd,” katanya.
Dengan deklarasi kahar dari pihak operator, katanya, akan menjadi dasar SKK Migas untuk melakukan revisi kontrak jual beli gas. Namun, dia menyebut, perlu menanti opini dari Pusat Penelitian dan Teknologi Minyak dan Gas Bumi (Lemigas) dalam mengambil keputusan terkait persoalan itu.
Sesuai dengan perjanjian jual beli gas, Lemigas telah ditunjuk sebagai pihak independen yang berhak memberikan opini dalam hal terjadinya kahar. Senior Manager Corporate Affairs Petronas Carigali mengatakan, pihaknya telah menyatakan kondisi force majeure di Lapangan Kepodang pada 8 Juni 2017.
"PC Muriah Ltd sedang bekerja sama dengan pihak terkait untuk menyelesaikan masalah.
