Preparing Downstream Industry Masela

Deputy Minister of Energy and Mineral Resources Arcandra Tahar said one of Inpex's requests for Masela gas operation could be run and the Inpex party to conduct its Pre-FEED is business certainty.

This business certainty is called Archandra through a form of certainty of purchase. Unlike the nature of oil that can be stored, if gas production is done, then there must be a direct party who bought this gas production.

Inpex and the government are reviewing two options that will be used for both the state and lnpex parties to get a win win solution in the operation of the Masela Block.

Inpex is reviewing two scenarios of Masela Block production capacity. The first scenario, its production capacity of 7.5 million tons per year [mtpa] for LNG and 474 mmscfd for pipe gas. This scenario is the government's current desire.

The second scenario, Masela LNG production capacity of 9.5 mtpa. As for, as much as 150 mmscfd for gas pipeline for industry around Masela. This scenario is the desire of Inpex to develop the Masela Block.

If using the second scenario, the amount of gas allocation Masela Block for the needs of industry in the country becomes smaller. "If you do not find a gas buyer with 474 mmscfd, [choose] this second option," said Arcandra at the office of the Ministry ESDM, Jakarta.

To ensure that, Arcandra hopes, Inpex immediately completed the study and started the pre-defined project or Pre-Front End Engineering Design [pre FEED] stage.

The goal, to speed up the project because the pre-Feed stage takes about six to nine months. However, prior to Pre FEED, Inpex requested the government to provide and ensure that the gas produced by the Masela Block is readily accepted by the industry. So, the government finally prepared three petrochemical companies that will receive gas production from this Masela Block.

The government appointed PT Pupuk Indonesia, PT Kaltim Nethanol Industry, and PT. Elsoro Multi Pratama. These three companies are expected to absorb LNG / LNG produced from the Masela Block.

Even so, LNG is not the only production from the Masela Block. LNG is one part other than pure gas which will be allocated for domestic gas needs. On the one hand, the three companies claim to be ready to absorb gas, production of masela block if the economic price can be reached.

Given the three industries also have to do the processing to become ready-made goods. To be able to provide convenience and appeal to the three industries absorb gas production Masela, the government will provide incentives for the three industries.

Director of Basic Chemical Industry, Directorate General of IKTA, Ministry of Industry, Muhammad Kayam explained that the decision will be what kind of incentive will be given by the government to the three industries awaiting the results of the three companies post-Idul fitri presentation later.

Kayam explained that the gas price of the Masela Block will Inpex request no less than 5.86 dollars per MMBTU. Although, on the one hand, the petrochemical company asked for gas price from Masela about 3 dollars per mmbtu in order to produce cheap and economical petrochemicals.

To meet the needs of two parties, Kayam said, the government opens opportunities for incentive options for the three companies. This incentive can be a tax holiday or other options so that the gas buyer Masela can earn Profit from this production.

Mempersiapkan lndustri Hilir Masela

Wakil Menteri ESDM Arcandra Tahar mengatakan, salah satu permintaan Inpex agar operasi gas Masela ini bisa berjalan dan pihak Inpex mau melakukan Pre-FEED-nya adalah kepastian usaha. 

Kepastian usaha ini disebut Archandra melalui bentuk kepastian pembelian. Berbeda dengan sifat minyak yang bisa disimpan, apabila produksi gas dilakukan, maka harus langsung ada pihak yang membeli produksi gas ini.

Inpex bersama pemerintah sedang mengkaji dua opsi yang akan digunakan agar kedua belah pihak baik negara maupun lnpex-mendapatkan win win solution dalam pengoperasian Blok Masela. 

lnpex sedang mengkaji dua 2 skenario kapasitas produksi Blok Masela. Skenario pertama, kapasitas produksinya sebesar 7,5 juta ton per tahun [mtpa] untuk LNG dan 474 mmscfd untuk gas pipa. Skenario ini merupakan keinginan pemerintah saat ini.

Skenario kedua, kapasitas produksi LNG Masela sebesar 9,5 mtpa. Adapun, sebanyak 150 mmscfd untuk gas pipa bagi industri di sekitar Masela. Skenario ini merupakan keinginan dari Inpex untuk mengembangkan Blok Masela.

Jika memakai skenario kedua, jumlah alokasi gas Blok Masela untuk kebutuhan industri di dalam negeri menjadi lebih kecil. "Kalau tidak ditemukan pembeli gas yang 474 mmscfd, [pilih] opsi kedua ini," ujar Arcandra di kantor Kementerian ESDM, Jakarta.

Untuk memastikan hal itu, Arcandra berharap, Inpex segera menyelesaikan kajian tersebut dan memulai tahap pra-pendefinisian proyek atau Pre- Front End Engineering Design [pre FEED).

Tujuannya, untuk mempercepat proyek karena tahap pre-Feed membutuhkan waktu sekitar enam sampai sembilan bulan. Namun, sebelum melakukan Pre FEED, Inpex meminta pemerintah menyediakan dan memastikan bahwa gas hasil produksi Blok Masela sudah siap diterima oleh industri. Maka, pemerintah akhirnya menyiapkan tiga perusahaan petrokimia yang akan menerima gas produksi dari Blok Masela ini.

Pemerintah menunjuk PT Pupuk Indonesia, PT Kaltim Nethanol Industry, dan PT. Elsoro Multi Pratama. Tiga perusahaan ini nantinya diharapkan bisa menyerap gas alam cair/LNG yang diproduksi dari Blok Masela. 

Meski begitu, LNG bukan satu satunya produksi dari Blok Masela. LNG merupakan salah satu bagian selain gas murni yang nantinya akan diperuntukan bagi kebutuhan gas dalam negeri. Di satu sisi, ketiga perusahaan tersebut mengaku siap menyerap gas, produksi blok masela jika harga keekonomiannya bisa terjangkau.

Mengingat ketiga industri tersebut juga harus melakukan pengolahan hingga menjadi barang siap pakai. Untuk bisa memberikan kemudahan dan daya tarik bagi tiga industri tersebut menyerap produksi gas Masela, pemerintah akan memberikan insentif bagi tiga industri tersebut.

Direktur lndustri Kimia Dasar,  Ditjen IKTA, Kementerian Perindustrian, Muhammad Kayam menjelaskan, nantinya keputusan apa saja jenis insentif yang akan diberikan pemerintah terhadap tiga industri tersebut menunggu hasil presentasi ketiga perusahaan tersebut pasca idul fitri nanti.

" Kayam menjelaskan, nantinya pembahasan pada 17 Juli mendatang adalah mengenai harga keekonomian yang wajar bagi para pembeli gas Masela ini. Kayam menjelaskan, nantinya tiga perusahaan pembeli gas Masela dalam hal ini PT Pupuk Indonesia, PT Kaltim Nethanol lndustry, dan PT Elsoro Multi Pratama, mempresentasikan harga keekonomian mereka dari pengolahan hingga

menjadi petrokimia.

Kayam mengatakan, nantinya perhitungan harga keekonomian ini juga pemerintah ikut andil mengingat biaya produksi LNG juga menjadi campur tangan pemerintah. Nantinya, pemerintah juga akan berkomunikasi dengan Inpex selaku operator Blok

Masela terkait hal ini. 

"Sekitar tanggal 17 Juli berpikirnya secara integrasi, terus ini keekonomiannya nanti pemerintah yang akan turun tangan bagaimana ini bisa direalisasikan. 17 Juli ini respons dari pertemuan ini," ujar Kayam saat ditemui usai rapat blok masela di Kantor Kemenko Maritim.

Kayam menjelaskan, harga gas Blok Masela nantinya Inpex meminta tidak kurang dari 5,86 dolar per MMBTU. Meski, di satu sisi pihak perusahaan petrokimia meminta harga gas dari Masela sekitar 3 dolar per mmbtu agar bisa memproduksi petrokimia yang murah dan ekonomis.

Untuk memenuhi kebutuhan dua pihak, Kayam mengatakan, pemerintah membuka peluang opsi insentif bagi tiga perusahaan tersebut. insentif ini bisa berupa tax holiday atau opsi-opsi lain sehingga pihak pembeli gas Masela bisa memperoleh keuntungan dari produksi ini.
