The government overhauled the deputies of the Special Forces for Upstream Oil and Gas Business Unit (SKK Migas) and replaced the committee and members of the Bada Gas Oil and Gas Regulatory Agency (BPH Migas). This change is expected to reduce cost recovery speed up licensing, and, improve efficiency.
In this organizational change, the Deputy Chief of SKK Migas, once held by Zikrullah, was replaced by Sukandar. Furthermore, Arief Setiawan Handoko replaces Budi Agustyono as Secretary of SKK Migas. Then, Deputy Planning is now held by Jaffee Arizon Suardin, Deputy of Operations held by Fatar Yani Abdurrahman, and Deputy of Business Support filled by M Atok Urrahman. These three positions were held by Gunawan Sutadiwira, Muliawan and Rudianto Rimbono respectively.
Minister of Energy and Mineral Resources (ESDM) Ignasius Jonan said the reform of SKK Migas's deputies was done in order to improve its performance. In APBN, gas lifting is targeted at 6,440 MMSCFD, while the realization reaches 6,503 MMSCFD or 101% of target.
Inaugurated BPH Migas
At the same time, Jonan also inaugurated the BPH Migas Committee. Andy Noorsaman Sommeng was replaced by M Fanshurullah Asa as Head of BPH Migas. The next members of the committee are Henry Ahmad, Ahmad Rizal, Sumihar Panjaitan, Pratoyo Day, Muhammad Ibn Dawn Jugi Prajogio, Saryono Hadiwidjoyo, and Marwansyah Lobo Balia. Dalam perubahan organisasi ini, Wakil Kepala SKK Migas yang dulunya dipegang Zikrullah, digantikan oleh Sukandar. Selanjutnya, Arief Setiawan Handoko menggantikan Budi Agustyono sebagai Sekretaris SKK Migas. Kemudian, Deputi Perencanaan sekarang dipegang oleh Jaffee Arizon Suardin, Deputi Operasi dijabat oleh Fatar Yani Abdurrahman, dan Deputi Dukungan Bisnis diisi oleh M Atok Urrahman. Sebelumnya ketiga jabatan ini masing-masing dipegang oleh Gunawan Sutadiwira, Muliawan, dan Rudianto Rimbono.
Menteri Energi dan Sumber Daya Mineral (ESDM) Ignasius Jonan mengatakan, perombakan deputi SKK Migas dilakukan agar kinerjanya menjadi lebih baik. Utamanya, jajaran deputi baru diminta untuk menekan cost recovery menjadi lebih efisien. Dirinya tidak ingin cost recovery terus naik tinggi, sementara produksi migas nasional kian turun drastis.
Menurutnya, biaya produksi migas harus dapat dipangkas, lantaran harga minyak tidak dapat dikendalikan oleh satu pihak saja. “Saya tidak minta produksi migasnya lebih tinggi, itu nanti dengan KKKS (kontraktor kontrak kerja sama). Tetapi anda semua harus menjaga supaya lebih efisien. Kalau hulu migas tidak efisien, nanti industri lainnya tidak efisien,” kata dia usai melantik pejabat baru di SKK Migas dan Badan Pengatur Hilir Migas (BPH Migas), Jumat (26/5).
Tugas kedua, jajaran deputi harus dapat memangkas waktu yang dibutuhkan untuk memperoleh perizinan dari SKK Migas. Jonan mengungkapkan sengaja memilih pejabat yang lebih muda agar dapat membuat gerak SKK Migas lebih cepat lagi. “Saya tidak mau mendengar lagi orang protes ke saya proses perizinan di SKK Migas telat,” tegasnya.
Seperti diketahui, percepatan perizinan adalah salah satu hal yang dijanjikan Jonan kepada perusahaan dalam gelaran Indonesia Petroleum Association (IPA) Convention and Exhibition pada pekan lalu. Utamanya, percepatan perizinan akan dilakukan untuk yang merupakan wewenang Kementerian ESDM dan SKK Migas. Sebagai gantinya, Jonan menginginkan ada komitmen perusahaan migas terkait perubahan pasca adanya perbaikan perizinan.
“Kami paham bagaimana bisnis berjalan, tetapi kami butuh proposal, jika kami menyederhanakan birokrasi, kalau kami memberikan insentif, apa yang akan kami dapat sebagai gantinya,” tegas dia. Hingga 31 Maret 2017, produksi minyak yang terjual (lifting) mencapai 787.800 barel per hari (bph) atau 96,7% dari target APBN sebanyak 815.000 bph. Sementara dari sisi gas, realisasi lifting sampai akhir Maret sudah di atas target.
Dalam APBN, lifting gas ditargetkan sebesar 6.440 MMSCFD, sedangkan realisasinya mencapai 6.503 MMSCFD atau 101% dari target.
Lantik BPH Migas
Pada saat yang sama, Jonan juga melantik Komite BPH Migas. Andy Noorsaman Sommeng digantikan oleh M Fanshurullah Asa sebagai Kepala BPH Migas. Selanjutnya anggota komite yakni Henry Ahmad, Ahmad Rizal, Sumihar Panjaitan, Hari Pratoyo, Muhammad Ibnu Fajar Jugi Prajogio, Saryono Hadiwidjoyo, dan Marwansyah Lobo Balia. Anggota lama yang tidak lagi menjabat adalah Karseno, Ibrahim Hasyim, Fahmi Harsandono, Martin Samodra Ritonga, dan A Qoyum Tjandranegara, Jonan menyebut ada dua tugas Komite BPH Migas yang baru saja dilantik.
Sama seperti SKK Migas, BPH Migas juga ditugaskan untuk melakukan efisiensi besar-besar di sektor hilir migas. Investasi pembangunan pipa transmisi gas misalnya, disebutnya harus efisien dan tidak mengandalkan pengembalian biaya. “Jadi cost untuk midstream gas, ini mesti diatur lagi supaya fair,” tuturnya, Selain itu, Komite BPH Migas juga diberi amanat untuk mengawal penerapan bahan bakar minyak (BBM) satu harga di seluruh Indonesia.
Fanshurullah mengungkapkan, pihaknya akan menjalankan tugas dari Menteri Jonan. Untuk menekan harga gas, pihaknya akan terlibat lebih awal dalam perencanaan pembangunan pipa gas sehingga dapat menekan biaya investasinya. Hal ini disebutnya akan berdampak pada penghitungan ongkos angkut.
“Kami akan koordinasi dengan Ditjen Migas karena ada regulasi yang mesti disesuaikan. Kemudian kami akan koordinasi bersama dengan badan usaha,” ujarnya.
Terkait BBM Satu Harga, pihaknya sudah menugaskan PT Pertamina dan PT AKR Corporindo Tbk. Dari 150 titik lokasi yang harus direalisasikan Pertamina, saat ini baru terealisasi 12 titik SPBU atau agen penyalur baru. Pihaknya akan mempercepat penambahan SPBU atau agen penyalur di daerah-daerah terpencil.
