Capaian tersebut merupakan catatan rekor pemerintah karena sejak 2007 capaian lifting minyak dalam APBN tidak pernah mencapai target.

    Lifting minyak 2016 telah mencapai 820.300 bph, lebih tinggi dan target APBN-P 2016 sebesar 820.000 bph. Sédangkan, lifting gas mencapai 1.181,5 juta barel setara minyak per hari (MBOEPD) atau 2% lebih tinggi dari target sebesar 1.150 MBOEPD," ujar Menteri Energi dan Sumber Daya Mineral Ignasius Jonan dalam keterangan.

    Jonan mengungkapkan, tren penurunan harga minyak dunia yang masih mewarnai tahun 2016 tidak berpengaruh besar terhadap capaian produksi migas nasional. Pihaknya merinci, realisasi harga minyak Indonesia atau Indonesia crude price (ICP) hingga akhir 2016 diperkirakan sekitar USD39,5 per barel, lebih rendah dari target dalam APBN 2016 mencapai USD 40 per barel.

    Mantan Menteri Perhubungan ini berkomitmen akan terus mendorong iklim investasi migas supaya lebih bergairah. Salah satunya dengan merevisi Peraturan Pemerintah Nomor 79 Tahun 2010 terkait perpajakan sektor migas dan biaya operasi migas yang dapat dikembalikan (cost recovery). Selain itu, pemerintah juga tengah menyiapkan skema kontrak kerja sama migas yakni gross split yang dinilai dapat lebih efisien, birokrasi yang lebih sederhana serta mempercepat eksplorasi dan eksploitasi.

    Skema bagi hasil gross split migas disusun dengan tetap mendorong penguatan industri di dalam negeri. Diharapkan, efektivitas eksplorasi meningkat sehingga penemuan cadangan migas akan lebih tinggi, kata Jonan. Kepala SKK Migas Amien Sunaryadi optimistis target produksi tahun depan juga akan melampaui target sebesar 815.000 bph. SKK Migas menargetkan, lifting pada tahun depan mencapai 825.000 bph.

    Adapun, target 825.000 bph ditetapkan oleh internal SKK Migas dengan Kementerian ESDM. Berdasarkan kesepakatan pemerintah dengan DPR Komisi VII, target lifting minyak dalam APBN 2017 sebesar 815.000 bph sedangkan lifting gas ditetapkan sebesar 1.150 juta setara minyak per hari (BOEPD). Kami ditawari mau menekan pengembalian biaya operasi hulu migas atau menaikkan lifting . Saya pilih menaikkan lifting. Tidak mudah tetapi harus dicoba," katanya.

     Sementara, Presiden Direktur Chevron Pacific Indonesia Albert Simanjuntak menargetkan produksi minyak siap jual CPI tahun depan mencapai 330.000 bph dengan tetap meningkatkan keselamatan dalam kegiatan operasi minyak dan gas bumi dengan tujuan dapat memenuhi komitmen produksi untuk mendukung target pemerintah. Mengingat, produksi chevron menyumbang 40% dari total produksi minyak nasional.
