The government is still waiting for the commitment of the petrochemical industry will absorb the gas and the Abadi field, Masela to be able to accelerate the production of the block located on the sea Arafuru, Maluku. Second, the capacity of 9.5 mtpa LNG and 150 MMSCFD gas pipeline. Either scenario would be decided after the pre assessment phase of defining the basic (front end engineering design / FEED) is complete.

Pemerintah masih menunggu komitmen industri petrokimia yang akan menyerap gas dan lapangan Abadi, Blok Masela untuk dapat mempercepat produksi blok migas yang berlokasi di Laut Arafuru, Maluku itu. Menteri Energi dan Sumber Daya Mineral (ESDM) Ignasius Jonah membenarkan pihaknya telah menerima surat usulan alokasi gas Blok Masela dari Kementerian Perindustrian. Kendati demikian, dia menyebut industri yang akan memanfaatkan gas tersebut harus menyatakan komitmen untuk menyerap gas dari Masela.
Pemerintah memiliki dua skenario produksi gas di Lapangan Abadi. Pertama, kilang gas alam cair/LNG berkapasitas 7,5 juta ton per tahun (mtpa) dan gas pipa 474 juta kaki kubik per hari (MMscfd). Kedua, kapasitas LNG 9,5 mtpa dan 150 MMscfd gas pipa. Kedua skenario itu akan diputuskan setelah tahap kajian pre pendefinisian dasar (front end engineering design/FEED) tuntas.
Menurutnya, melalui kajian tersebut nantinya bisa terlihat mana yang lebih layak dan memberikan nilai tambah. Kementerian Perindustrian memang berhak mengajukan usulan untuk volume alokasi gas. Secara umum, Menteri Energi dan Sumber Daya Mineral (ESDM) Ignasius berharap agar volume gas bisa dimanfaatkan sebesar-besarnya bagi industri domestik. Namun, dia menginginkan agar industri yang akan memanfaatkan gas tersebut menunjukkan komitmen-nya sehingga semua volume gas pipa yang dialokasikan terserap. “Yang mau membangun siapa? Ada tidak komitmennya?Kalau disediakan 474 MMscfd, tetapi tidak ada yang mau membangun bagaimana?” katanya.
Di sisi lain, semua hal yang diajukan Inpex, sebagai operator Blok Masela telah diselesaikan. Pemerintah mengabulkan penggantian masa kontrak selama tujuh tahun dari sepuluh tahun yang diajukan operator. Seharusnya, Inpex bersama mitranya Shell, bisa memulai kajian pre-FEED yang direncanakan dimulai pada Januari 2017 usai mendapat kepastian dari pemerintah.
Direktur Kimia Hulu Kementerian Perindustrian Muhammad Khayam mengatakan, perusahaan yang memanfaatkan gas Masela masih bisa berubah karena mengikuti kesiapan perusahaan melakukan investasi. Mengingat besarnya volume gas yang harus diserap, katanya, perusahaan yang mendapat alokasi akan menggandeng mitra. Kementerian Perindustrian telah mengusulkan alokasi gas dari Masela untuk tiga perusahaan yang akan membangun pabrik di sekitar proyek kepada Kementerian ESDM.
Perusahaan tersebut yakni PT Pupuk Indonesia dengan alokasi 240 MMscfd, PT Kaltim Methanol Industri 130 MMscfd, dan PT Elsoro Multi Pratama dengan kebutuhan 100 MMscfd.
