Peminat Lelang Blok Migas Terus Menguap

Yang beli dokumen ada empat, tapi dari empat tadi yang berlanjut sampai penawaran hanya tiga perusahaan untuk tiga blok migas“ kata Direktur Pembinaan Hulu Migas Kementerian ESDM Tunggal.

    Ketiga , blok migas yang mendapatkan penawaran adalah Blok Ebuny, Blok Onin, dan Blok Wesk Kaimana. Tunggal bilang, dalam pekan ini Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM IGN Wiratmaja Puja akan segera menetapkan pemenang lelang tersebut. Pemenang lelang akan diumumkan pada J anuari 2017 mendatang. Sementara empat blok migas yang belum diminati dari penawaran langsung adalah Blok Batu Gajah, Blok Kasongan Sampit, Blok Ampuh, dan Blok Bukit Barat. Maka dari itu, keempat blok migas itu akan dilelang ulang pada tahun depan.

    Dia mensinyalir, minimnya  minat para investor migas bukan karena mereka tidak ingin ikut. Tapi banyak investor tidak memenuhi komitmen investasi yang menjadi syarat administrasi. Kemungkinan besar karena terimbas penurunan harga minyak, sehingga investor menekan budget investasi. Sementara, pada skema reguler, ada tujuh blok migas yang masih terus ditawarkan hingga tahun depan. Yakni Blok South CPP, Suremana I, Oti, Manakarra Mamuju, SE Mandar, North Argunim, dan Kasmi II.

    Tunggal menyatakan, sebenarnya sudah banyak blok diminati, terbukti ada pembelian dokumen lelang oleh investor, terutama dari luar negeri. Dari segi minat seperti Statoil, Total Indonesia, Aspect, itu asing-asing ingin membeli dokumen. Tentu saja mereka melihat kelengkapan dokumen. Sejauh ini pemerintah masih menelusuri peminat lelang skema reguler tujuh blok migas itu.

    Vice President Indonesian Petroleum Association (IPA), Ignatius Tenny Wibowo bilang, secara umum ketersediaan dana industri migas untuk harga minyak. Sehingga kompetisi berinvestasi di berbagai negara menjadi lebih keras. Untuk menarik investasi tersebut, fiscal term dan berbagai proses, harus lebih menarik dibandingkan negara lain.
