Kementrian ESDM segera menerbitkan surat penunjukan Pertamina untuk mengandeng mitra strategis dalam membangun kilang baru Bontang, Kalimantan Timur, dan sejumlah kilang lain di Indonesia. Pemerintah juga memberikan izin membangun kilang ,dan izin niaga umum kepada swasta untuk berjualan bahan bakar minyak di Indonesia. Sebelumnya, pemerintah diketahui telah mengubah skema pembangunan Kilang Bontang dari kerja sama pemerintah dengan badan usaha atau KPBU menjadi penugasan kepada PT Pertamina.
Melalui pengubahan skema tersebut, proyek Kilang Bontang diharapkan dapat berjalan lebih cepat sehingga ditargetkan rampung pada 2023. Beberapa calon mitra Pertamina yang sudah menyatakan minat disebutkan berasal dari Oman, Iran, Kuwait, dan China yang umumnya telah terlibat dalam proses Ielang pada Kilang Tuban. Kilang Bontang diperkirakan memiliki kapasitas 300.000 barel per hari (bph) dengan target produksi Premium diperkirakan 120.000 bph. Kilang tersebut juga memiliki tingkat internal rate of return (IRR) sebesar 7%, sedangkan skema pembangunan kilang terintegrasi menghasilkan gasolin yang lebih kecil yaitu 60.000 bph dengan proyeksi investasi sekitar US$ 12 miliar-U$ 13 miliar.
Kementrian ESDM juga telah memberikan izin pembangunan kilang dan izin niaga umum kepada perusahaan swasta di Tanah Air. Dalam pengembangan bisnisnya, pemerintah juga mempersilahkan swasta untuk mengekspor hasil minyak mentahnya keluar negeri. Terkait dengan peraturan menteri soal gas,
Jonan menyebutkan, sesuai dengan Peraturan Presiden, harga gas diputuskan untuk tiga sektor yakni pupuk, baja, dan petrokimia. Harga gas itu diputuskan di tiga sektor itu dulu sesuai perpres, harganya anlara US$ 3-US$ 6 per Mmbtu.
