Pengeboran Minyak Ilegal masih Marak

Ilegal drilling (pengeboran ilegal) di Indonesia kian marak. Sekretaris Dinas ESDM Provinsi Jatim, Supoyo menjelaskan, pengelolaan sumur tua diatur dalam Peraturan Menteri ESDM No 01 tahun 2008 tentang Pedoinan Pengusahaan Pertambangan Minyak Bumi Pada Sumur Tua. Dalam aturan itu, ditetapkan bahwa KUD atau BUMD yang ingin bekerja sama memproduksi minyak bumi pada sumur ma, dapat mengajukan permohonan kepada KKKS dengan tembusan kepada Menteri ESDM cq Dirjen Migas dan BPMIGAS (kini SK Migas).

Jika permohonan disetujui, maka Dirjen Migas atas nama Menteri ESDM memberikan persetujuan rnemproduksi kepada KKKS. Selanjutnya, KKKS dan KUD atau BUMD wajib menindaklanjuti dengan perjanjian memproduksi minyak bumi. Jangka waktu perjanjian tidak melebihi sisa waktu KKS dan diberikan paling lama 5 tahun serta dapat diperpanjang untuk jangka waktu 5 tahun. Perpanjangan ini wajib mendapat persetujuan Menteri ESDM. Supoyo menerangkan, KUD atau BUMD dapat mulai memproduksi minyak setelah ada perjanjian dengan KKKS.

Hasil yang diperoleh, harus diserahkan kepada KKKS dan untuk itu, KUD atau BUMD mendapat imbalan jasa yang besarannya didasarkan kesepakatan kesepakatan kedua helah pihak. Ketika ditanya, daerah di Jatim yang masih memanfaatkan sumur tua, Supoyo menerangkan, Jatim ada empat daerah yakni Kota Surabaya sebanyak 800 sumur, Kabupaten Gresik kurang lebih 10 sumur, Kabupaten Tuban kurang lebih 10 sumur dan Kabupaten Bojonegoro kurang lebih 250 sumur. Saat ini, hanya Surabaya yang memilih menutup sumur tersebut.

Supoyo explained, cooperatives or enterprises can begin producing oil after the agreement with the PSC.

The results obtained, shall be submitted to the PSC and for the cooperatives or local government services has been rewarded with the amount based on the deal agreed by both parties. When asked, the areas in East Java that still utilize old wells, Supoyo explained, there are four areas namely East Java city of Surabaya as many as 800 wells, Gresik approximately 10 wells, approximately 10 Tuban and Bojonegoro wells of approximately 250 wells. Currently, only Surabaya who choose to close these wells.
