Protes dilayangkan Pemerintah Kabupaten Bojonegoro kepada Menteri Keuangan terkait kebijakan dan penyaluran dana bagi hasil (DBH) migas yang mengalami kelebihan bayar Rp 549.508.726. 027 pada 2015. Kepala Dinas Pendapatan Daerah Pemkab Bojonegoro, Herry Sudjarwo, mengatakan sesuai laporan dari Menteri Keuangan, kata dia, perolehan DBH migas 2015 untuk daerahnya yang sudah diterima sebesar Rp 663 miliar mengalami kelebihan bayar sebesar Rp 549.508.726.027. Perolehan DBH Migas 2015 sebesar Rp 663 miliar itu ya jelas sudah dimanfaatkan untuk berbagai keperluan.
Dengan adanya kelebihan bayar sekitar Rp 550 miliar, berarti perolehan DBH migas pada 2015 sangat kecil jika dibandingkan produksi minyak Blok Cepu rata-rata ketika itu sekitar 58 ribu bph. Menurutnya, munculnya keputusan kelebihan bayar DBH migas 2015 untuk daerahnya disebabkan perolehan dari penjualan minyak Blok Cepu dimanfaatkan untuk membayar ‘cost recovery’. Padahal produksi minyak Blok Cepu pada 2015 mencapai 26,7 juta barel dengan harga minyak dunia rata-rata 45 dolar per barel bisa memperoleh 1.200.500.000 dolar.
Perolehan penjualan minyak itu dibayarkan untuk membayar ‘cost recovery’ sebesar 1.133. 400.000 dolar. Seharusnya pembayaran ‘cost recovery’ atau biaya produksi tidak langsung dibebankan kepada daerah sekaligus, tapi bisa dilakukan bertahap selama lima tahun. Karena itu, menurutnya, di dalam Surat yang ditandatangani Bupati Bojonegoro Suyoto tertanggal 4 November 2016 berisi permintaan penjelasan kepada Menteri Keuangan terkait adanya keputusan kelebihan bayar DBH migas 2015.
Masih di dalam Surat itu juga disampaikan kebijakan ‘cost recovery’ minyak Blok Cepu harus diperhitungkan dalam lima tahun ke depan. Ia juga menambahkan, pemkab mendesak Menkeu meninjau ulang penghitungan pengurangan pembagian dana alokasi umum (DAU) dan dana alokasi khusus (DAK) bagi daerahnya sebagai daerah penghasil migas. Perolehan DAU dan DAK Bojonegoro berkurang karena masuk daerah migas, padahal perolehan DBH migas kenyataan tidak sebanding berkurangnya DAU dan DAK. Surat protes itu juga disampaikan kepada Presiden RI dan Komisi VII DPR RI sebagai tembusan. Komisi VII DPR RI memperoleh tembusan karena yang menyetujui adanya pengurangan perolehan DBH migas 2015 untuk daerah kami.
