Pemerintah akan Pasang Alat Pengukur Produksi Migas
Kementerian Energi dan Sumber Daya Mineral (ESDM) akan menempatkan alat pengukur produksi minyak dan gas bumi (flow meter) yang ditempatkan di sumur-sumur migas. Hal ini guna memastikan tingkat produksi migas setiap sumur. Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM IGN Wiratmaja Puja mengatakan selama ini jumlah produksi hanya berdasarkan laporan dari Kontraktor Kontrak Kerja Sama (KKKS). Belum ada kewajiban penempatan flow meter di fasilitas produksi migas.Tujuan flow meter ini untuk monitoring produsi. Ini real time disana berapa datanya masuk ke SKK Migas (Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi), kemudian ke ESDM, kata Wiratmaja. Wiratmaja menuturkan flow meter selama ini hanya untuk mengukur tingkat migas siap jual alias lifting. Perangkat tersebut ditempatkan di fasilitas yang mengalirkan migas ke kapal untuk diangkut. Dengan penempatan flow meter pada fasilitas produksi maka monitoring produksi migas dapat diketahui secara pasti disetiap waktu.
Dengan begitu ada kepastian dalam pencatatan produksi migas. Tentunya nanti jumlah produksi migas akan lebih besar dari lifting karena yang keluar dari sumur itu bukan hanya berupa minyak dan gas bumi. Pasalnya masih ada kandungan air di dalamnya yang harus dialirkan ke fasilitas produksi untuk dipisahkan. Lifting dan produksi tidak selalu sama, bisa berbeda 0,25-1,6 persen tergantung lapangannya. Dikatakannya kewajiban pemasangan flow meter di fasilitas produksi nantinya diatur oleh payung hukum setingkat Peraturan Menteri ESDM.
Dia bilang pengadaan alat pengukur ini tidak akan membebani KKKS. Pasalnya pembelian flow meter akan menggunakan dana dari Anggaran Pendapatan Belanja Negara (APBN). Kemudian instalasi perangkat itu dilakukan dan diawasi oleh SKK Migas. Namun Wiratmaja belum memaparkan kapan penerapan flow meter ini diberlakukan. Flow meter ini properti negara. SKK Migas yang ditugaskan memasang dan dioperasikan SKK Migas juga.
