Pemangku Kepentingan Diusulkan Transparan
Dewan Energi Nasional mengusulkan seluruh pemangku kepentingan sektor gas agar transparan mengenai struktur biaya operasi, terkait rencana pemerintah menurunkan harga gas. Namun, usulan tersebut dinilai sulit dilakukan, terutama di bagian hilir, yang didominasi swasta. DEN mengeluarkan tiga rekomendasi perihal rencana penurunan harga gas, yaitu transparansi struktur biaya dari hulu hingga hilir, pemotongan mata rantai pasokan, dan penurunan harga di hulu dari produsen gas yang pengembalian investasinya sudah terpenuhi.
Anggota DEN, Dwi Hary Soeryadi, mengatakan, pihaknya mengusulkan agar seluruh pihak, dari hulu sampai hilir, berani transparan membuka struktur harga. Transparansi ini bertujuan untuk mencari point yang bisa diefisienkan agar harga gas bisa turun. Dengan demikian, industri pengguna gas di dalam negeri bisa berdaya saing. Soal mata rantai pasokan gas, sudah diatur dalam peraturan menteri tentang rencana penertiban pedagang gas secara bertahap.
Andang Bachtiar, anggota DEN, menambahkan, biaya operasi pengurasan minyak dan gas bumi di Indonesia sudah bisa diturunkan hingga menjadi kurang dari 30 dollar AS per barrel. Menurut dia, sudah selayaknya harga gas di hulu bisa diturunkan. Penurunan harga di hulu juga bisa diterapkan produsen gas yang pengembalian investasinya sudah tercapai. Sebagai imbalan, pemerintah bisa memperpanjang kontrak produsen gas yang sudah tercapai pengembalian investasinya dengan syarat harus menurunkan harga jual gas di hulu.
Wakil Ketua Komite Industri Hulu dan Petrokimia pada Kamar Dagang dan Industri (Kadin) Indonesia Achmad Widjaja menyampaikan, tidak mudah bagi pemerintah untuk meminta sektor hilir transparan dalam hal biaya operasi. Sebab, sektor hilir lebih banyak dikuasai swasta, sehingga pemerintah tidak mudah mengintervensi.

Stakeholders Proposed Transparent
National Energy Board proposes all stakeholders gas sector to be transparent about the cost structure of operations, related to the government's plan to lower gas prices. However, the proposal is considered difficult to do, especially in the lower part, which is dominated by the private sector. Vice-Chairman of the Committee on Hulu and Petrochemical Industry at the Chamber of Commerce and Industry (Kadin) Indonesia Achmad Widjaja convey, is not easy for the government to ask the downstream sector transparent in terms of operating costs. Therefore, the downstream sector is more controlled by the private sector, so the government is not easily intervene.
