ESDM Auction 12 Oil and Gas Blocks in 2020

The Ministry of Energy and Mineral Resources (ESDM) plans to bid or auction 12 oil and gas blocks in 2020. Director of Upstream Business Development Directorate General of Oil and Gas at the Ministry of Energy and Mineral Resources Mustafid Gunawan said there were 10 conventional oil and gas blocks and two non-conventional blocks to be offered.

"This year the auction for oil and gas WK Working Areas has a conventional target of 10, and has been prepared for the scheme, judging from the technical side of whether cost recovery or gross split," he said.

Mustafid explained that in the first quarter of 2020, he would explain which 10 conventional WKs were offered. Meanwhile, oil and gas working areas Non-conventional, according to Mustafid, have not been offered for a long time.

Last year, 3 new working areas were signed, namely Anambas, Selat Panjang, and West Ganal. The government gets a signature bonus of US $ 37.6 million and a definite commitment of US $ 268.5 million. In addition, a contract to extend/manage 5 oil and gas blocks was signed. The total work commitment is definitely US $ 855.38 million and the signature bonus is US $ 1.04 billion.

In order to make investment in upstream oil and gas more attractive, Mustafid claims the government has taken various steps, namely by opening oil and gas data that can be accessed online, as stated in Minister of Energy and Mineral Resources Regulation (Minister of Energy and Mineral Resources Regulation) No. 7 of 2019 regarding Management and Utilization of Oil Data and natural gas.

The opening of the oil and gas data so far is still in a 6 month transition period. According to him, so far a discussion on the amount of membership fees, where investors who are members can access all data.

"We are in the transition period from the enactment of the Ministerial Regulation, so it will be around March [officially enacted]. We hope that as soon as it has been resolved many investors will ask for it, "he added.

On the other hand, Acting Director-General of Oil and Gas at the Ministry of Energy and Mineral Resources, Djoko Siswanto, confirmed that two contract schemes will be offered in the oil and gas block auction this year to avoid polemics between Cooperation Contract Contractors (KKKS). Joko said that cost recovery still dominated as many as 200 contracts, while gross split was only around 45 contracts.

"If the cost recovery is definitely split, the government will be greater because the government will share the costs. If it is a gross split, the portion of the government is small because it is the contractor, "he said.

Previously, ESDM Minister Arifin Tasrif ensured that the oil and gas Working Area auction would use the selection of two oil and gas contract schemes.

Supply Is Ready to Increase from 12 Projects

The Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) estimates 12 upstream oil and gas projects are ready to operate throughout 2020 with estimated gas production of 705 million standard cubic feet per day (MMscfd) and oil of 3,000 barrels per day (BPD).

SKK Migas Deputy for Operations Julius Wiratno said that of the 12 oil and gas projects planned to start operating this year, the biggest was the Merakes Project undertaken by Eni Indonesia.

"Merakes will be operational in the fourth quarter of 2020," he said.

Julius said the Merakes project by Eni East Sepinggan Ltd had an estimated production of 400 MMscfd. Meanwhile, gas reserves in the Merakes Field are estimated at 2 trillion cubic feet (Tcf).

Eni started the Merakes-1 Well in 2014. Three years ago, Eni had drilled the Merakes-2 Appraisal Well. Meanwhile, the government has approved the proposed development plan (POD) for the Merakes Field, located in the Kutai basin, off the coast of East Kalimantan, in April 2018. Eni has begun developing the Merakes Field in May 2019.

On 2 May 2019, a symbolic steel cutting was carried out as a proof of the start of the Merakes Field development project. In Merakes Field, Eni plans to drill six underwater wells and build an underwater pipeline system that will be connected to Jangkrik's floating production unit (FPU) in Muara Bakau Block. Based on SKK Migas data, in the first quarter of 2020, there are estimated to be four upstream oil and gas projects

operate.

The four projects are Bukit Tua Phase 3 by Petronas Carigali Ketapang II Ltd with an estimated production of 31.5 MMscfd, Grati Pressure Lovering by Ophir Indonesia (Sampang) Pty. Ltd with an estimated production of 30 MMscfd, Buntal-5 by Medco E&P Natuna Ltd with an estimated production of 45 MMscfd, and Sembakung Power Plant by Pertamina EP:

Furthermore, in the second quarter of 2020 there were three projects planned to be operational. Call it the Randu Scissors project by PT PHE Randu Scissors with an estimated production of 3 mmscfd, Betung Compressors by Pertamina EP with an estimated production of 15 mmscfd, Malacca Strait Phase-1 by EMP Malacca Strait with an estimated production of 3,000 BPD, Meliwis by Ophir Indonesia (Madura Offshore) Pty. Ltd with an estimated production of 20 mmscf.

Entering the third quarter of 2020, SKK Migas projects that three projects will produce. Starting from the Cantik project by PT Sele Raya Belida with an estimated production of 2.5 mmscfd, LP-MP SKG-19 Compressor by Pertamina EP with an estimated production of 150 mmscfd and Peciko 8A by Pertamina Hulu Mahakam with an estimated production of 8 mmscfd.

This year, the government is targeting lifting oil and gas 1.95 million Barrels of Oil Equivalent Per Day (BOEPD), while the realization of lifting in 2019 is 1.8 million BOEPD. Meanwhile, the oil production target is 755,000 BPD, while gas is 1.19 million BOEPD. Achievement of lifting oil 7,000 BPD, and gas 1.06 million BOEPD in 2019.

SPEED OF LICENSING

Meanwhile, SKK Migas accelerates the upstream oil and gas licensing process to an average of 3 days from the previous 15 days to ensure all oil and gas projects are completed on time.

SKK Migas Head Dwi Soetjipto said the One Door Service Policy (ODSP) program was present to build a transformation towards improving upstream oil and gas investment. In addition, the implementation of OSDP is expected to be in line with the dream of producing 1 million barrels of oil in 2030.

According to him, oil and gas exploration and exploitation activities require several licenses involving more than one agency. Through ODSP, SKK Migas claims that all licensing contract cooperation (KKKS) licensing process services are carried out in one door quickly.

Not only that, SKK Migas and KKKS also jointly conducted research on the completeness for each licensing requirement from various existing agencies. Dwi also promised that in the future the upstream oil and gas licensing related to SKK Migas would be integrated into the local government level.

      Licensing processes that take time, such as the EIA permit are promised to be completed sooner. Dwi added that this was important considering that if the project was completed on time, the project costs would not have been substantial and those that had been agreed upon and implementation were more efficient.

On the same occasion, Secretary-General of the Ministry of Energy and Mineral Resources (ESDM) Ego Syahrial said that from 2017 to 2019 it had cut 189 permits. Of the licenses that were cut, at least 60 regulations came from the oil and gas sector.

"This year continued with ODSP, SKK Migas took the role even further. The end is to be able to produce 1 million barrels, "he said.

Meanwhile, Vice President of Corporate Services of Inpex Masela Ltd, Nico Muhyiddin, admitted that licensing issues are things that can slow down the project. According to him, the collaboration between SKK Migas and KKKS will see deeper problems so that efforts to find a way out more quickly and precisely.

Pasokan Siap Bertambah dari 12 Proyek

Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) memperkirakan 12 proyek hulu migas siap beroperasi sepanjang 2020 dengan estimasi produksi gas sebesar 705 juta standar kaki kubik per hari (MMscfd) dan minyak 3.000 barel per hari (bph).

Deputi Operasi SKK Migas Julius Wiratno mengatakan mengatakan dari 12 proyek migas yang direncanakan mulai beroperasi pada tahun ini, yang paling besar adalah Proyek Merakes yang dikerjakan Eni Indonesia.

“Merakes akan beroperasi pada kuartal keernpat tahun 2020 ini,” ujarnya.

Julius mengatakan proyek Merakes oleh Eni East Sepinggan Ltd memiliki estimasi produksi 400 MMscfd. Adapun, cadangan gas di Lapangan Merakes diperkirakan sebesar 2 triliun kaki kubik (Tcf). 

Eni mulai Sumur Merakes-1 pada 2014. Tiga tahun berselang, Eni telah mengebor Sumur appraisal Merakes-2. Adapun, pemerintah telah menyetujui proposal rencana pengembangan (POD) Lapangan Merakes yang terletak di cekungan Kutai, lepas pantai Kalimantan Timur, pada April 2018. Eni sudah memulai pengembangan Lapangan Merakes pada Mei 2019.

Pada 2 Mei 2019, dilakukan pemotongan baja secara simbolis sebagai salah satu bukti dimulainya proyek pengembangan Iapangan Merakes. Di Lapangan Merakes, Eni rencananya akan mengebor enam sumur bawah laut serta membangun sistem pipa bawah laut yang akan terhubung dengan fasilitas produksi terapung (floating production unit/FPU) Jangkrik di Blok Muara Bakau. Berdasarkan data SKK Migas, pada kuartal I/2020, diperkirakan ada empat proyek hulu migas yang

beroperasi.

Keempat proyek tersebut adalah Bukit Tua Phase 3 oleh Petronas Carigali Ketapang II Ltd dengan estimasi produksi 31,5 MMscfd, Grati Pressure Lovering oleh Ophir Indonesia (Sampang) Pty. Selanjutnya, pada kuartal II/2020 tercatat ada tiga proyek yang direncakan beroperasi. Sebut saja seperti proyek Randu Gunting oleh PT PHE Randu Gunting dengan estimasi produksi 3 mmscfd, Kompresor Betung oleh Pertamina EP dengan estimasi produksi sebesar 15 mmscfd, Malacca Strait Phase-1 oleh EMP Malacca Strait dengan estimasi produksi 3.000 bph, Meliwis oleh Ophir Indonesia (Madura Offshore) Pty. Ltd dengan estimasi produksi 20 mmscf. 

Memasuki kuartal III/2020, SKK Migas memproyeksikan tiga proyek akan berproduksi. Mulai dari proyek Cantik oleh PT Sele Raya Belida dengan estimasi produksi sebesar 2,5 mmscfd, Kompresor LP-MP SKG-19 oleh Pertamina EP dengan estimasi produksi 150 mmscfd serta Peciko 8A oleh Pertamina Hulu Mahakam dengan estimasi produksi 8 mmscfd.

Tahun ini, pemerintah menargetkan lifting migas 1,95 juta barel setara minyak per hari (boepd), sedangkan realisasi lifting 2019 sebesar 1,8 juta boepd. Adapun, target produksi minyak 755.000 bph, sedangkan gas sebesar 1,19 juta boepd. Capaian lifting minyak 7.000 bph, serta gas 1,06 juta oepd pada 2019.

PERCEPAT PERIJINAN

Adapun, SKK Migas mempercepat proses perizinan hulu migas menjadi rata-rata 3 hari dari sebelumnya selama 15 hari untuk memastikan seluruh proyek migas selesai tepat waktu. 

Kepala SKK Migas Dwi Soetjipto mengatakan program One Door Service Policy (ODSP) hadir untuk membangun transformasi menuju perbaikan investasi hulu migas. Selain itu, pelaksanaan OSDP diharapkan searah dengan mimpi produksi minyak 1 juta barel pada 2030. 

Menurutnya, dalam kegiatan eksplorasi maupun eksploitasi migas membutuhkan beberapa perizinan yang melibatkan lebih dari satu instansi. Melalui ODSP, SKK Migas mengklaim seluruh layanan proses perizinan Kontraktor Kontrak Kerja Sama (KKKS) dilaksanakan dalam satu pintu dengan cepat.

Tidak hanya itu, SKK Migas dan KKKS juga bersama-sama melakukan penelitian atas kelengkapan untuk setiap persyaratan perizinan dari berbagai instansi yang ada. Dwi juga menjanjikan ke depan perizinan hulu migas yang berhubungan dengan SKK Migas akan ikut diintegrasikan hingga ke level pemerintah daerah. 

Proses perizinan yang menghabiskan waktu, seperti perizinan Amdal dijanjikan akan diselesaikan lebih cepat. Dwi menambahkan hal ini penting mengingat jika proyek selesai tepat waktu, biaya proyek juga tidak akan bertamnah besar dan yang telah disetujui dan pelaksanaan lebih efisien. 

Pada kesempatan yang sama, Sekretaris Jenderal Kementerian Energi dan Sumber Daya Mineral (ESDM) Ego Syahrial mengatakan sepanjang 2017 hingga 2019 pihaknya telah memangkas 189 perizinan. Dari perizinan yang dipangkas, setidaknya 60 regulasi yang berasal dari sektor migas.

“Tahun ini dilanjutkan dengan ODSP, SKK Migas ambil peran lebih jauh lagi. Ujungnya untuk mampu memproduksi 1 juta barel,” katanya.

Sementara itu Vice President Corporate Services Inpex Masela Ltd Nico Muhyiddin mengakui permasalahan perizinan merupakan hal yang dapat memperlambat proyek. Menurutnya, kolaborasi antara SKK Migas dan KKKS akan melihat permasalahan lebih dalam sehingga upaya mencari jalan keluar lebih cepat dan tepat.

“Kami harapkan implementasi program ini berlangsung dengan baik sehingga target yang dituju bisa dicapai dengan benar," katanya.

Vice President Public and Government Affairs ExxonMobil Indonesia Azi N. Alam juga mengapresiasi langkah SKK Migas menerapkan layanan ODSP. Azi menjelaskan koordinasi yang sudah terjalin ditambah dengan ODSP memberikan kemajuan dalam proses adendum revisi analsisi mengenai dampak lingkungan (Amdal) di Lapangan Banyu Urip Bojonegoro Jawa Timur.

“Kami kerja sama dengan SKK Migas, Kementerian ESDM, dan KLHK [Kementerian Lingkungan Hidup dan Kehutanan] untuk kemauan adendum amdal,” katanya.

Oil and Gas Project Permit Can Be Completed in Three Days

SKK Migas launched the One Door Service Policy (ODSP) program for various licenses.

The Special Task Force for Upstream Oil and Gas Business Activities (SKKK Migas) released the One Door Service Policy (ODSP) program to simplify the various licensing processes in the upstream oil and gas sector.

SKK Migas hopes that this system can accelerate the implementation of oil and gas projects in Indonesia. Head of SKK Migas Dwi Soetjipto said ODSP was one of the implementations of the SKK Migas strategy in resolving licensing constraints related to oil and gas projects.

"With the ODSP, both SKK Migas and the Cooperation Contract Contractors (KKKS) will become a team. Both of them coordinate with each other while proactively supervising various permits," he said.

Now, oil and gas contractors do not need to walk independently in managing permits related to oil and gas projects. Before there was an ODSP, sometimes KKKS took care of direct permits to several related agencies, but there were also those who passed SKK Migas first, Dwi said.

Inevitably, due to the seemingly complicated and separate licensing process, it took about 14 days for the contractor to obtain a permit. With the ODSP, the licensing process only takes three days, "Dwi claimed.

The problem is that oil and gas entrepreneurs have long complained about the licensing process. As a result, oil and gas investment in the country continues to decline, in addition to the impact of global economic conditions that are not attractive.

Referring to the SKK Migas data, the realization of investment in upstream oil and gas still misses the target in 2019, investment in upstream oil and gas is recorded at the US $ 11.49 billion, or only equal to 78.16% of the 2019 target of US $ 14.7 billion. The realization came from exploration investments of US $ 0.62 billion, development of US $ 1.59 billion, production of US $ 8.37 billion and administration of US $ 0.91 billion.

Dwi hopes the presence of ODSP can realize Indonesia's ideals in 2030, which is capable of producing 1 million Barrels of Oil Per Day (BOPD). The ODSP program includes three services, namely licensing consultations, preparation, and equipment of licensing requirements, as well as escorting or advocating for licensing constraints.

Once ODSP is implemented, the EIA permit process for Inpex Masela Ltd can be faster. Vice President of Public and Government Affairs of ExxonMobil Indonesia Azi N Alam said ODSP had the right initiative from SKK Migas in facilitating the bureaucracy in licensing oil and gas projects in the country. We appreciate this program especially since the final goal is to improve the production capability of the KKKS, he said.

With ODSP, contractors and SKK Migas can improve communication and coordination in obtaining permits to relevant agencies, the Ministry of Agriculture and Spatial Planning and the Ministry of Environment and Forestry.

Izin Proyek Migas Bisa Selesai dalam Tiga Hari 

     SKK Migas meluncurkan program One Door Service Policy (ODSP) untuk berbagai perizinan.

Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKKK Migas) merilis program One Door Service Policy (ODSP) untuk mempermudah proses berbagai perizinan di sektor hulu migas. 

SKK Migas mengharapkan sistem tersehut bisa mempercepat pelaksanaan proyek-proyek migas di Indonesia. Kepala SKK Migas Dwi Soetjipto menyampaikan, ODSP mempakan salah satu implementasi strategi SKK Migas dalam menyelesaikan hambatan perizinan yang berkaitan dengan proyek migas.

"Dengan adanya ODSP, baik SKK Migas dan Kontraktor Kontrak Kerja Sama (KKKS) akan menjadi satu tim. Keduanya saling berkoordinasi sekaligus mengawasi secara proaktif dalam mengurus berbagai perizinan,” kata dia.

Kini, kontraktor migas tidak perlu berjalan sendiri-sendiri Iagi dalam mengurus perizinan terkait proyek migas. Sebelum ada ODSP, kadang KKKS mengurus izin Iangsung ke beberapa instansi terkait, tapi ada juga yang Iewat SKK Migas dulu, ujar Dwi. 

Tidak pelak, akibat proses perizinan yang terkesan berbelit-belit dan terpisah, maka membutuhkan waktu sekitar 14 hari bagi kontraktor untuk mendapatkan izin. Dengan adanya ODSP, proses perizinan hanya memakan waktu tiga hari," klaim Dwi.

Soalnya, para pengusaha migas sudah lama mengeluhkan proses perizinan. Alhasil, investasi migas di tanah air terus menurun, selain imbas kondisi ekonomi global yang sedang tidak menarik. 

Mengacu data SKK Migas, realisasi investasi di hulu migas masih meleset dari target sepanjang2019, investasi di hulu migas tercatat US$ 11,49 miliar atau hanya setara 78.16% dari target 2019 yang senilai US$ 14,7 miliar. Realisasi tersebut berasal dari investasi eksplorasi US$ 0,62 miliar, pengembangan US$ 1,59 miliar, produksi US$ 8,37 miliar dan administrasi senilai US$ 0,91 miliar.

Dwi berharap kehadiran ODSP dapat mewujudkan cita-cita Indonesia di tahun 2030 nanti, yakni mampu memproduksi minyak sebanyak 1 juta barrel oil per day(bopd). Program ODSP meliputi tiga Iayanan yakni konsultasi perizinan, penyiapan dan perlengkapan syarat perizinan, serta pengawalan atau advokasi terhadap kendala perijnan.

Vice President Corporate Service Inpex Masela Ltd Nico Muhyiddin menilai, perizinan menjadi salah satu kendala utama yang bisa memperlambat proyek migas. Melalui ODSP, SKK Migas dan kontraktor bisa berkolaborasi sehingga masalah perizinan bisa dilihat secara tepat. Harapan kami masalah terkait izin proyek bisa ditangani lebih cepat, kata dia.

Saat ini, Inpex Masela Ltd masih mengurus analisis dampak Iingkungan (amdal) proyek Lapangan Gas Abadi Blok Masela. Sebelumnya, mereka juga sudah terus berkoordinasi dengan SKK Migas dalam mengurus izin tersebut. 

Begitu ODSP diterapkan, proses izin amdal bagi Inpex Masela Ltd bisa lebih cepat. Vice President Public and Government affairs ExxonMobil Indonesia Azi N Alam menyebut, ODSP mempakan inisiatif yang tepat dari SKK Migas dalam mempermudah birokrasi perizinan proyek migas di tanah air. Kami apresiasi program ini apalagi tujuan akhirnya adalah meningkankan kemampuan produksi dari KKKS, sebut dia.

Dengan ODSP, kontraktor dan SKK Migas dapat meningkatkan komunikasi dan koordinasi dalam mengurus izin ke instansi terkait, Kementerian Agraria dan Tata Ruang serta Kementerian Lingkungan Hidup dan Kehutanan.

The Government Will Bid 12 Oil and Gas Blocks

The Ministry of Energy and Mineral Resources (ESDM) will auction 12 conventional and non-conventional oil and gas blocks this year. The ESDM Ministry is optimistic that there are still many investors interested in entering the national upstream oil and gas business. 

     Director of Upstream Business Development Directorate General of Oil and Gas at the ESDM Ministry Mustafid Gunawan said the 12 oil and gas blocks to be auctioned consisted of 10 conventional oil and gas blocks and two non-conventional oil and gas blocks.

Currently, his office is preparing a tender for 12 oil and gas blocks. However, he continued, not all oil and gas blocks will be auctioned together. In the initial stage, it will offer conventional oil and gas blocks first.

"Hoping this March or April conventional oil and gas blocks can be auctioned, 10 oil and gas blocks first," he said.

As for the auction of the two non-conventional oil and gas blocks, he said that they would do afterward. This is because it requires more time to prepare for conventional block auction, bearing in mind that the auction of conventional oil and gas blocks has been resumed after a long stop. Even last year, there was no auction for non-conventional oil and gas blocks.

"The [auction] non-conventional oil and gas block has long been [not done]. We are still looking for what [the strategy] is so that the non-conventional oil and gas block [auction] is even more active, ”explained Mustafid.

The preparation of the auction, which includes the cooperation contract / PSC scheme to be used, is the investment cost that can be returned (cost recovery) or gross profit sharing (gross split). It will see which scheme is more interesting from the technical side.

"What is clear, from the open leadership [whether using cost recovery or gross split, depending on technical results," he said.

Acting Director-General of Oil and Gas at the Ministry of Energy and Mineral Resources, Djoko Siswanto, added that Indonesia is currently still using the two PSC schemes. Of the 254 existing PSCs, only around 45 PSCs use a gross split scheme and the remainder a cost recovery scheme.

However, to avoid polemics, he will offer the two PSC schemes in the oil and gas block auction this year. Therefore, preparation for the auction requires a longer time. This is because it must calculate the amount of profit-sharing (split) offered to the contractor for each scheme so that the economy is the same.

"In terms of cost recovery, surely the government split is greater because it also shares costs. If the gross split, the government is small because the contractor is responsible for the cost. We need time to compare this because the exploration block auctioned is difficult to calculate its economy, "Djoko explained.

Still Interesting

Outside the oil and gas block auction, Mustafid revealed, there were very many international oil and gas companies that were interested in conducting exploration in open areas of Indonesia. Two of these companies are Neptune Energy and BP.

"BP is discussing conducting a survey outside its working area, as a diversion of commitment. This is still being processed, the funds are very large, "he said.

Separately, Deputy Head of the Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) Fatar Yani Abdurrahman explained, his party had brought in oil and gas investors from various countries last year. Some of these oil and gas companies claim that oil and gas investment in Indonesia is increasingly attractive.

This data disclosure is called using a membership system. At present, he is still calculating the amount of membership fees to access this data. Later if an oil and gas company becomes a member, then the contractor can access all existing oil and gas block data. However, if not registered as a member, oil and gas companies can only access basic data.

Pemerintah Akan Lelang 12 Blok Migas

Kementerian Energi dan Sumber Daya Mineral (ESDM) akan melelang 12 blok migas konvensional dan non-konvensional pada tahun ini. Kementerian ESDM optimistis masih banyak investor yang berminat masuk di bisnis hulu migas nasional. 

    Direktur Pembinaan Usaha Hulu Direktorat Jenderal Minyak dan Gas Bumi Kementerian ESDM Mustafid Gunawan mengatakan, 12 blok migas yang akan dilelang ini terdiri dari 10 blok migas konvensional dan dua blok migas nonkonvensional. 

Saat ini, pihaknya sedang menyiapkan dokumen lelang 12 blok migas ini. Namun, lanjutnya, tidak seluruh blok migas akan dilelang bersamaan. Di tahap awal, pihaknya akan menawarkan blok migas konvensional terlebih dahulu.

“Berharap Maret atau April ini yang blok migas konvensional bisa dilelang, 10 blok migas dulu,” kata dia.

Sedangkan untuk lelang dua blok migas nonkonvensional, disebutnya akan dilakukan setelahnya. Hal ini lantaran pihaknya membutuhkan waktu lebih lama untuk menyiapkan lelang blok konvensional, mengingat lelang blok migas konvensional ini kembali dilakukan setelah sekian lama berhenti. Pada tahun lalu pun, tidak ada lelang blok migas nonkon-vensional.

“Yang [lelang] blok migas non-konvensional sudah lama [tidak dilakukan]. Kami masih mencari seperti apa [strateginya] agar [lelang] blok migas nonkonvensional lebih giat lagi,” jelas Mustafid.

Persiapan lelang yang dilakukan yakni termasuk skema kontrak kerja sama/PSC yang akan digunakan, apakah biaya investasi yang dapat dikembalikan (cost recovery) atau bagi hasil kotor (gross split). Pihaknya akan melihat skema mana yang lebih menarik dari sisi teknis.

“Yang jelas, dari pimpinan terbuka [apakah memakai cost recovery atau gross split, tergantung hasil teknis,” tuturnya.

Pelaksana Tugas Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM Djoko Siswanto menambahkan saat ini pun Indonesia masih menggunakan dua skema PSC tersebut. Dari 254 PSC yang ada saat ini, hanya sekitar 45 PSC yang memakai skema gross split dan sisanya skema cost recovery. 

Namun, untuk menghindari polemik pihaknya akan menawarkan kedua skema PSC tersebut dalam lelang blok migas tahun ini. Karenanya, persiapan lelang membutuhkan waktu lebih lama. Hal ini lantaran pihaknya harus menghitung besaran bagi hasil (split) yang ditawarkan ke kontraktor untuk masing-masing skema agar keekonomiannya sama.

“Kalau cost recovery, pasti split pemerintah lebih besar karena ikut tanggung cost. Kalau gross split, pemerintah kecil karena yang menanggung cost itu kontraktor. Kami perlu waktu untuk bandingkan ini, karena yang dilelang blok eksplorasi jadi sulit menghitung keekonomiannya,” jelas Djoko.

Masih Menarik

Di luar lelang blok migas, Mustafid mengungkapkan, sangat banyak perusahaan migas internasional yang berminat melakukan eksplorasi di wilayah terbuka Indonesia. Dua perusahaan diantaranya adalah Neptune Energy dan BP.

“BP sedang berdiskusi untuk lakukan survey di luar wilayah kerjanya, sebagai pengalihan komitmen. Ini masih diproses, dananya sangat besar sekali,” ujarnya.

Secara terpisah, Wakil Kepala Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) Fatar Yani Abdurrahman menjelaskan, pihaknya telah mendatangkan investor migas dari berbagai negara pada tahun lalu. Beberapa perusahaan migas ini menyatakan bahwa investasi migas di Indonesia semakin menarik. 

Sejauh ini, perusahaan yang berminat adalah Neptune Energy, Premire Oil, Petrochina, dan BP. Senada dengan Mustafid, BP akan mengeluarkan beberapa investasi baru yang mencapai US$ 4 miliar di lapangan baru.

“Ini investasi migas Indonesia masih sangat menarik. Apalagi banyak basin-basin yang belum dieksplor,” tegas Fatar.

Mustafid menambahkan, pemerintah siap mendukung investor untuk masuk ke bisnis hulu migas nasional. Salah satunya yakni dengan memastikan implementasi keterbukaan data migas bisa berlangsung dalam enam bulan mendatang.

“Yang sangat menentukan [investasi] tentang data, jadi data dibuka, boleh di akses dan bahkan boleh diolah,” ungkapnya.

Keterbukaan data ini disebutnya menggunakan sistem keanggotaan. Saat ini, pihaknya masih menghitung berapa besaran iuran keanggotaan untuk mengakses data ini. Nantinya jika sebuah perusahaan migas menjadi anggota, maka kontraktor bisa mengakses seluruh data blok migas yang ada. Namun jika tidak terdaftar sebagai anggota, perusahaan migas hanya dapat mengakses data dasar.

SKK Migas Ensures Oil and Gas Licensing for Only Three Days

The Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) accelerates and simplifies the upstream oil and gas licensing process to only three days to ensure all oil and gas projects are completed on time. This year, there are 12 oil and gas projects targeted to start operating.

Head of SKK Migas Dwi Soetjipto said oil and gas exploration and exploitation activities require several licenses involving more than one agency. Therefore, with the active support of SKK Migas, he is optimistic that there will be no more constraints on licensing in the upstream oil and gas sector and licensing can be completed sooner. 

    The acceleration of this permit can be realized by the inauguration of the One Door Services Policy (ODSP).

"So that the licensing process can be accelerated from the usual 15 days to only three days," he said after inaugurating the ODSP.

Through ODSP, the entire service contract licensing contract (KKKS) licensing process is carried out in one door and the process is also faster. SKK Migas and KKKS jointly conduct research on the completeness of each licensing requirement from various agencies that exist today. 

    Even more than that, SKK Migas will help the KKKS to be able to fulfill the documents that are required for licensing and assist the licensing arrangements in the relevant agencies.

According to Dwi, with the delay in the completion of the upstream oil and gas project due to the ODSR due to the long and time-consuming process of licensing, this will not happen again. This is important considering that if the project is completed on time, the project costs will also not increase greater than agreed upon and implementation is more efficient.

"Because any delays in the upstream oil and gas project will lead to cost escalation. The impact on the government is that state revenue is delayed and not optimal, "he stressed.

He said the ODSP service completes the operation of the Integrated Operation Center (IOC) conducted by his party at the end of last year. He is optimistic that with these two improvements, the upstream oil and gas target this year can be achieved. Because the operation of the IOC and ODSP can overcome several obstacles, including in the field of licensing and data accuracy.

"We have enough time to make improvements if there are obstacles found during the implementation of the WP&B (work plan and budget). We have data to prevent negative events that could hamper upstream oil and gas operations this year, "Dwi explained.

Going forward, he hopes that ODSP services can provide a real and optimal contribution to improving the national oil and gas investment climate. Thus, Indonesia is able to compete with other countries in the region such as Malaysia, Thailand, and Vietnam, as well as other parts of the world, considering that upstream oil and gas investments are cross-border investments.

12 Projects

Meanwhile, SKK Migas Deputy for Operations Julius Wiratno said there were 12 oil and gas projects planned to start operating this year. One of the biggest is the Merakes Project undertaken by ENI Indonesia.

"Merakes will be operational in the fourth quarter of this year," he said.

In the Merakes Field, ENI plans to drill six underwater wells and build an underwater pipeline system that will be connected to the floating production unit / FPU Jangkrik facility in the Muara Bakau Block.

The peak production of the Merakes Field is estimated to reach 60,305 barrels of oil equivalent per day (boepd barrels equivalent). In the first quarter, Julius continued, there were four projects targeted to operate. In particular, Bukit Tua Phase-3 with an estimated production of 31.5 million cubic feet per day / mmscfd by Petronas Carigali Ketapang II Ltd, Grati Pressure Lowering 30 mmscfd by Ophir Indonesia (Sampang) Pty Ltd, Buntal-5 45 mmscfd by Medco E&P Natuna Ltd, and the Sembakung Power Plant by PT Pertamina EP.

Furthermore, four projects will operate in the second quarter. In particular, the Scissor Randu Project with an estimated production of 3 mmscfd by PT Pertamina Hulu Energi Randu Scissors, a 15 mmscfd Betung Compressor by PT Pertamina EP Malacca Strait Phase-13,000 BPD by EMP Mallacca Strait, and Meliwis 20 mmscfd by Ophir Indonesia (Madura Offshore) Pty Ltd . 

     Finally in the third quarter of 2020 there were three oil and gas projects scheduled to operate. These three projects are the 2.4 mmscfd Beauty Project by PT Sele Raya Belida, the 150 mmscfd LP-MP Compressor by PT Pertamina EP and Peciko 8A 8 mmscfd by PT Pertamina Hulu Mahakam.

In 2020, national oil and gas lifting is set at 1.95 million boepd, up slightly from last year's 1.8 million boepd. Specifically, oil production rose to 755 thousand bpd from the realization of 746 thousand bpd, and gas to 1.19 million boepd from the realization of 1.06 million boepd.

SKK Migas Pastikan Perizinan Migas Hanya Tiga Hari

Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) mempercepat dan mempermudah proses perizinan hulu migas menjadi hanya tiga hari untuk memastikan seluruh proyek migas selesai tepat waktu. Pada tahun ini, terdapat 12 proyek migas yang ditargetkan mulai beroperasi.

Kepala SKK Migas Dwi Soetjipto menuturkan, kegiatan eksplorasi maupun eksploitasi migas membutuhkan beberapa perizinan yang melibatkan lebih dari satu instansi. Karenanya, dengan dukungan aktif SKK Migas, dia optimistis tidak akan ada lagi kendala perizinan di hulu migas dan perizinan bisa selesai lebih cepat. Percepatan perizinan ini dapat direalisasikan dengan diresmikannya One Door Services Policy (ODSP).

“Sehingga proses perizinan bisa dipercepat dari biasanya 15 hari menjadi hanya tiga hari,” kata dia usai meresmikan ODSP.

Melalui ODSP, seluruh layanan proses perizinan kontraktor kontrak kerja sama (KKKS) dilaksanakan dalam satu pintu dan prosesnya juga lebih cepat. SKK Migas dan KKKS bersama-sama melakukan penelitian atas kelengkapan untuk setiap persyaratan perizinan dari berbagai instansi yang ada saat ini. Bahkan lebih dari itu, SKK Migas akan membantu KKKS untuk dapat memenuhi dokumen yang menjadi persyaratan perizinan serta mendampingi pengurusan perizinan di instansi terkait.  

Menurut Dwi, dengan adanya ODSR keterlambatan penyelesaian proyek hulu migas karena hambatan proses perizinan yang lama dan menghabiskan waktu, tidak akan terjadi lagi. Hal ini penting mengingat jika proyek selesai tepat waktu, maka biaya proyek juga tidak akan bertambah lebih besar dari yang telah disetujui dan pelaksanaan lebih efisien.

“Karena setiap keterlambatan proyek hulu migas akan menimbulkan ekskalasi biaya. Dampak bagi pemerintah adalah penerimaan negara tertunda dan tidak optimal,” tegas dia.

Layanan ODSP disebutnya melengkapi pengoperasian Integrated Operation Center (IOC) yang dilakukan pihaknya pada akhir tahun lalu. Dia optimis dengan dua perbaikan ini, target hulu migas pada tahun ini dapat tercapai. Pasalnya, beroperasinya IOC dan ODSP dapat menyelesaikan beberapa hambatan, antara lain di bidang perizinan dan akurasi data.

“Kami memiliki cukup waktu untuk melakukan perbaikan jika ada kendala yang ditemukan saat implementasi WP&B (work plan and budget/rencana kerja dan anggaran). Kami memiliki data untuk mencegah kejadian negatif yang dapat menghambat operasional hulu migas di tahun ini,” jelas Dwi.

Ke depannya, pihaknya berharap layanan ODSP dapat memberikan kontribusi yang nyata dan optimal untuk meningkatkan iklim investasi minyak dan gas nasional. Sehingga, Indonesia mampu bersaing dengan negara-negara lain di kawasan seperti Malaysia, Thailand dan Vietnam, maupun belahan dunia lainnya, mengingat investasi hulu minyak dan gas adalah investasi lintas negara.

“Ini tahapan kami ingin membangun transformasi, sesuai visi pemerintah dan arahan Pak Menteri (Menteri ESDM Arifin Tasrif) , kami harus selalu memperbaiki investasi di hulu migas. Salah satunya untuk mengejar mimpi 1 juta bph (barel per hari) ,” tutur Dwi.

Vice President Corporate Services INPEX Masela Ltd Nico Muhyiddin dan Vice President Public and Government Affairs ExxonMobil Indonesia Azi N Alam mengapresiasi langkah SKK Migas menerapkan layanan ODSP Kedua perusahaan ini sudah secara langsung merasakan manfaat ODSP ketika mengurus analisi dampak lingkungan (Amdal) proyek migas yang digarap masing-masing perusahaan.

“Seperti diketahui perizinan selama ini merupakan hal yang dapat memperlambat proyek. Langkah ini sangat tepat, harapan kami permasalahan akan ditangani dengan cepat dan tepat. Kami harapkan implementasi program ini berjalan dengan baik sehingga target yang dituju bisa dicapai dengan benar,” ujar Nico.

12 Proyek

Sementara itu, Deputi Operasi SKK Migas Julius Wiratno mengatakan, terdapat 12 proyek migas yang direncanakan mulai beroperasi pada tahun ini. Salah satu yang paling besar adalah Proyek Merakes yang dikerjakan ENI Indonesia.

“Merakes akan beroperasi pada kuartal keempat tahun ini,” ujarnya.

Di Lapangan Merakes, ENI rencananya akan mengebor enam sumur bawah laut serta membangun sistem pipa bawah laut yang akan terhubung dengan fasilitas floating production unit/FPU Jangkrik di Blok Muara Bakau. 

Puncak produksi Lapangan Merakes diperkirakan bisa mencapai 60.305 barel setara minyak per hari (barrel oil equivalent per day/ boepd). Pada kuartal pertama, Julius melanjutkan, terdapat empat proyek yang ditargetkan beroperasi. 

     Rincinya, Bukit Tua Phase-3 dengan estimasi produksi 31,5 juta kaki kubik per hari/ mmscfd oleh Petronas Carigali Ketapang II Ltd, Grati Pressure Lowering 30 mmscfd oleh Ophir Indonesia (Sampang) Pty Ltd, Buntal-5 45 mmscfd oleh Medco E&P Natuna Ltd, dan Sembakung Power Plant oleh PT Pertamina EP.

Selanjutnya, empat proyek akan beroperasi di kuartal kedua. Rincinya, Proyek Randu Gunting dengan perkiraan produksi 3 mmscfd oleh PT Pertamina Hulu Energi Randu Gunting, Kompresor Betung 15 mmscfd oleh PT Pertamina EP Malacca Strait Phase-13.000 bph oleh EMP Mallacca Strait, serta Meliwis 20 mmscfd oleh Ophir Indonesia (Madura Offshore) Pty Ltd. 

      Terakhir di kuartal ketiga 2020 terdapat tiga proyek migas yang dijadwalkan beroperasi. Ketiga proyek ini adalah Proyek Cantik 2,4 mmscfd oleh PT Sele Raya Belida, Kompresor LP-MP SKG-19 150 mmscfd oleh PT Pertamina ER serta Peciko 8A 8 mmscfd oleh PT Pertamina Hulu Mahakam.

Pada 2020, lifting migas nasional ditetapkan 1,95 juta boepd, naik sedikit dari realisasi tahun lalu 1,8 juta boepd. Rincinya, produksi minyak naik menjadi 755 ribu bph dari realisasi 746 ribu bph, serta gas menjadi 1,19 juta boepd dari realisasi 1,06 juta boepd.
