Jindi Group Controls South Jambi Block B



The government provides oil and gas working areas located in Jambi, South Jambi B Block, to Hong Kong Jindi Group in the oil / gas block phase II / 2018.

In addition to Jindi Group, PT Minarak Brantas Gas won the Banyumas Block tender located in Central Java. South Jambi B, is an onshore oil and gas working area that was previously operated by ConocoPhillips. ENI REFUSED

Meanwhile, two other work areas that are of interest to contractors, namely the Makassar Strait Block and the Long Strait Block. However, the ESDM Ministry rejected the proposal submitted by Eni Muara Bakau B.V. in the Makassar Strait Block because the oil and gas contractor from Italy did not meet the requirements provided by the government. Arcandra said from the commercial side there were no problems, such as signature bonuses and definite work commitments.

Representative from Eni Muara Bakau BM Davide Casini Ropa said, he was interested in the Makassar Strait Block so he would try to take part in the next auction.

David explained, the reason for Eni's interest in oil and gas blocks off the coast of East Kalimantan was because of the Kutai Basin. Eni also projects that oil and gas reserves in Makassar Strait are quite good.

"This is not our decision. This block is interesting because it is close to our other facilities [Jangkrik Field], "he said.

Director General of Oil and Gas of the Ministry of Energy and Mineral Resources, Djoko Siswanto, said the government would discuss the continuation of Makassar Strait and the Long Strait. Pemerintah memberikan wilayah kerja minyak dan gas bumi yang berlokasi di Jambi, Blok South Jambi B, kepada Hong Kong Jindi Group dalam Lelang blok migas tahap ll/2018.

Selain Jindi Group, PT Minarak Brantas Gas memenangkan tender Blok Banyumas yang berlokasi di Jawa Tengah. South Jambi B, merupakan wilayah kerja migas darat (onshore) yang sebelumnya dioperatori oleh ConocoPhillips. Para investor hanya mengambil dua wilayah kerja minyak dan gas bumi dan total enam blok yang ditawarkan dalam lelang tahap ll/2018 oleh Kementerian Energi dan Sumber Daya Mineral.

Lelang blok migas tahap II/2018 digelar pada 14 Agustus-12 Oktober 2018. Blok yang dilelang itu terbagi dari wilayah kerja produksi dan eksplorasi. Wilayah kerja produksi terdiri atas Blok Makassar Strait, Selat Panjang, dan South Jambi B. Wilayah kerja eksplorasi adalah Blok Southeast Mahakam, Banyumas, dan Andika Bumi Kita.

Hingga batas akhir pemasukan dokumen partisipasi/penawaran pada 12 Oktober 2018, ada 18 dokumen penawaran yang diakses oleh peminat lelang, dengan hasil empat wilayah kerja diminati oleh lima peserta lelang.

Wakil Menteri ESDM Arcandra Tahar mengatakan bahwa untuk empat blok migas yang tidak diminati akan dimasukkan dalam lelang migas tahap III/2018. Lelang tahap ketiga itu akan dibuka pada pekan depan. Lelang blok migas tahap III/2018 terdiri atas wilayah kerja yang sudah dan sedang melakukan studi bersama antara pemerintah dan kontraktor migas.

Untuk menarik para investor, lelang tahap III ini akan dilakukan secara langsung dan melalui mekanisme studi bersama. Dengan skema penawaran langsung, kontraktor sudah terlebih dulu melakukan studi bersama dengan pemerintah sebelum lelang blok migas dibuka. Kontraktor migas mencari data sendiri.

Dalam lelang reguler, pemerintah menyiapkan data sendiri terkait dengan blok migas yang akan ditawarkan kepada kontraktor. Dalam arena pemilihan terbatas (beauty contest) blok migas kali ini, Kementerian ESDM telah mengevaluasi peserta lelang dengan kriteria memiliki kemampuan finansial dan teknik untuk membiayai dan melaksanakan kegiatan operasi perminyakan, memiliki rekam jejak baik, dan memenuhi syarat dan ketentuan inti lelang wilayah kerja migas.

Hasilnya, Blok South Jambi B diserahkan kepada Hong Kong Jindi Group Co. Ltd., serta Blok Banyumas dikelola oleh PT Minarak Brantas Gas. Blok Banyumas merupakan wilayah darat yang berlokasi di Jawa Tengah. 

“Sampai sekarang berarti sudah ada enam Wilayah Kerja (WK) yang laku dengan [skema kontrak] gross split [bagi hasil kotor],” tuturnya.

Pemerintah menerima proposal Hong Kong Jindi Group dengan komitmen kerja pasti selama 5 tahun pertama yang tersaji melalui survei seismic 2D sepanjang 300 km, seimsik 3D seluas 400 km2, dan tiga sumur dengan nilai US$ 60 juta.

Hong Kong Jindi Group menjanjikan penandatanganan kontrak Blok South Jambi B pada akhir November 2018. Blok migas yang berlokasi di Jambi itu memiliki tingkat produksi minyak tertinggi 1.500 barel per hari.

PT Minarak Brantas Gas memberikan komitmen kerja pasti US$ 4 juta dan memberikan bonus tanda tangan senilai US$ 500.000 di Blok Banyu mas. Penandatanganan kontrak blok ini juga rencananya pada akhir November.

Presiden Direktur Lapindo Brantas Inc. Faruq Adi Nugroho mengaku bahwa pihaknya sudah menyiapkan diri untuk mengelola blok dengan potensi migas sebanyak 45 juta setara minyak (boe). Gas yang didapat dari Blok Banyumas akan dijual ke pemerintah melalui PT Perusahaan Gas Negara Tbk. atau PT Pertamina Gas (Pertagas).

“Ini Tanah Air saya, jadi tidak apa-apa apa dong membangun Tanah Air sendiri. Nanti seperitnya produksinya minyak akan lebih banyak," katanya.

ENI DITOLAK

Sementara itu, dua wilayah kerja lain yang diminati kontraktor, yakni Blok Makassar Strait dan Blok Selat Panjang. Namun, Kementerian ESDM menolak proposal yang diajukan oleh Eni Muara Bakau B.V. di Blok Makassar Strait karena kontraktor migas dari Italia tersebut tidak memenuhi persyaratan yang diberikan oleh pemerintah. Arcandra mengatakan dari sisi komersial tidak ada masalah, seperti bonus tanda tangan dan komitmen kerja pasti. 

“Ada persyaratan lain sehingga penawaran Eni gagal. Ini antara pemerintah dan ENI saja [pembahasannya]."

Perwakilan dari Eni Muara Bakau BM Davide Casini Ropa mengatakan, pihaknya tertarik dengan Blok Makassar Strait sehingga akan mencoba ikut lelang berikutnya.

David menjelaskan, alasan ketertarikan Eni pada blok migas lepas pantai Kalimantan Timur ini karena ada Cekungan Kutai. Eni juga memproyeksikan cadangan migas di Makassar Strait cukup bagus. 

“Ini bukan keputusan kami. Blok ini menarik karena dekat dengan fasilitas kami yang lain [Lapangan Jangkrik]," katanya.

Dirjen Minyak dan Gas Bumi Kementerian ESDM Djoko Siswanto mengatakan, pemerintah akan membahas mengenai kelanjutan Makassar Strait dan Selat Panjang. Dalam lelang tahap ketiga, dua blok tersebut akan diikutsertakan lagi. Ditolaknya proposal Eni, menurutnya, karena ada substansi dalam syarat dan ketentuan yang diberikan dan perbedaan cara pandang pemerintah dan perusahaan dari Italia tersebut.

“Mereka (ENI) mengganggap syarat tersebut mengganggu komersialisasi, sedangkan kami menganggap itu kewajiban. Dan sepertinya mereka akan menegosiasikan dulu, tetapi kalau dalam lelang tidak bisa begitu,” katanya.

Dalam lelang kali ini, ada pula blok yang sepi peminat, yakni Blok Andika Bumi Kita dan Southest Mahakam. Djoko mengatakan ada kemungkinan Pertamina melakukan studi bersama terhadap dua blok tersebut. Dia mengakui, PT Pertamina (Persero) memang belum menunjukkan ketertarikan dengan pernyataan resmi, tetapi secara lisan sudah mengutarakan minatnya.

Tuban Refinery Project Potentially Relocated



The government said that PT Pertamina (Persero) was re-evaluating the 300 thousand barrels per day (bpd) project allocation in Tuban, East Java. The project that was carried out with Rosneft Oil Company has the potential to be moved to Situbondo, East Java.



Deputy Minister of Energy and Mineral Resources (ESDM) Arcandra Tahar said that his party had summoned Pertamina's management to discuss the continuation of the Tuban Refinery Project. The reason is that the construction of a new refinery with a capacity of 300 thousand bpd is hampered by land problems.

"Pertamina said there was an idea to change locations, in Tuban or Situbondo-East Jwa. Pertamina said that was an option, "he said in Jakarta. Pertamina, he said, is now evaluating location change options.

As is known, Pertamina and the East Java Provincial Government had signed a memorandum of understanding on the use of land assets of the Ministry of Environment and Forestry in Tanjung Awar-Awar, Tuban. In the memorandum of understanding, the East Java Provincial Government supports the Ministry of Environment and Forestry's land use for the construction of the Tuban Refinery.

Not only that, the East Java Provincial Government also provided the permits needed for the construction of the refinery, namely permits for the use of space and others in accordance with applicable regulations. Furthermore, Pertamina will replace the 60-hectare land of the Ling Ling Life and Forestry Support.

In addition, the company and partners also reclaim or flatten coastline smoothing and carry out dredging of the vessel's grooves. The Tuban Refinery and its supporting facilities occupy an area of ​​around 404 hectares located in Remen Village, Mentoso, Rawasan, Wadung, and Kaliuntu in Jenu District, Tuban Regency, East Java Province.

Unfortunately, Arcandra did not specify what problems Pertamina faced in completing the land acquisition for the refinery project location. He only mentioned that he would call Pertamina's board of directors again.

"Two weeks ago I called because of land issues. Pertamina again evaluates its location. I'll call again later, "he said.

He said, the government seriously encouraged the construction of new refineries in Indonesia. Because the construction of the refinery is considered more efficient than importing fuel oil (BBM). Arcandra had conveyed his calculation that there was a difference of around 5% between importing processed products and producing fuel oil (BBM) domestically.

He explained, if the price of BBM products with an octane number of 92 in the range of US $ 72-74 per barrel, then there would be a difference of US $ 3.5 per barrel compared to if it produced itself. This price difference can reach US $ 3 million in one day or US $ 1 billion in one year. Thus, the delay in the construction of the refinery will be detrimental to Indonesia.

"We are serious (building refineries). We have facilitated Pertamina, and Pertamina is trying hard, "said Arcandra.

Previously, Pertamina and Rosneft had formed a joint venture, namely PT Pertamina Rosneft Processing and Petrochemicals (PRPP), which would work on the Tuban Refinery Project worth US $ 15 billion. Pertamina holds a 55% shareholding and Rosneft 45%. The plan, Tuban Refinery
will produce gasoline (gasoline) products of 80 thousand bpd, diesel fuel 90 thousand bpd, and avtur 26 thousand bpd.

Not only that, Tuban Refinery will also produce new petrochemical products. The details of this product are 1.3 million tons of polypropylene per year, polyethylene 0.65 million tons per year, styrene 0.5 million tons per year and paraxylene 1 million tons per year.

In addition to adding fuel and petrochemical supplies, the Tuban Refinery Project is also planned to require 20 thousand to 40 thousand workers during construction and 2,000 workers after operating. This project will also have a positive chain effect, in the form of taxes for the government and economic growth of national and regional communities.

Must be a Priority

Energy Observer and Chair of the Indonesian Petroleum Engineering Association (IATMI) Pri Agung Rakhmanto questioned the planned construction of refineries that were not realized even though more than 10 years had passed. The refinery project has so far been assessed as having no progress and no certainty.

"Refineries should be included as a vital national project that should also be a priority of the government," he said.

This includes the construction of the Tuban Refinery. If there are indeed land constraints, the government should help with the settlement, not just handed over to Pertamina. Moreover, so far, the government has succeeded in building other infrastructure projects in various regions.

"Yes, that is just the role of the government in developing the word Pri Agung"

Pri Agung encouraged the government to play a stronger role in the construction of this refinery. This is because the negative impact of the failure to realize the construction of new refineries is very heavy for Indonesia.

"Fuel imports are getting bigger, more burdening the economy, the trade balance deficit, and weakening the rupiah," he explained.

As is known, Pertamina is working on six refinery projects at the same time, new refinery units and increasing the capacity and quality of existing refineries. Construction of two new unit refineries in Tuban-East Java and Bontang-East Kalimantan, as well as repairs to four existing refineries spread across Balongan-West Java; Balikpapan-East Kalimantan; Dumai-Riau; and Cilacap-Central Java. All of these projects are projected to be completed by 2025.

Proyek Kilang Tuban Berpotensi Direlokasi


Pemerintah menyatakan PT Pertamina (Persero) tengah mengevaluasi ulang Iokasi dari Proyek Kilang 300 ribu barel per hari (bph) di Tuban, Jawa Timur. Proyek yang dikerjakan bersama Rosneft Oil Company ini berpotensi dipindah ke Situbondo, Jawa Timur.

Wakil Menteri Energi dan Sumber Daya Mineral (ESDM) Arcandra Tahar mengatakan pihaknya telah memanggil manajemen Pertamina untuk membahas kelanjutan Proyek Kilang Tuban. Pasalnya, proyek pembangunan kilang baru berkapasitas 300 ribu bph itu terkendala masalah lahan.

“Pertamina menyampaikan ada ide mengubah lokasi, di Tuban atau Situbondo-Jwa Timur. Pertamina menyampaikan itu opsi,” kata dia di Jakarta. Pertamina disebutnya kini sedang mengevaluasi opsi perubahan lokasi.

Seperti diketahui, Pertamina dan Pemerintah Provinsi Jawa Timur sebelumnya telah meneken nota kesepahaman pemanfaatan lahan aset Kementerian Lingkungan Hidup dan Kehutanan di Tanjung Awar-Awar, Tuban. Dalam nota kesepahaman itu, Pemerintah Provinsi Jawa Timur mendukung pemanfaatan lahan Kementerian Lingkungan Hidup dan Kehutanan untuk pembangunan Kilang Tuban.

Tidak hanya itu, Pemerintah Provinsi Jawa Timur juga memberikan izin-izin yang dibutuhkan untuk pengerjaan kilang, yakni izin pemanfaatan ruang dan lainnya sesuai dengan ketentuan yang berlaku. Selanjutnya, Pertamina akan mengganti lahan Kementerian Lingukungan Hidup dan Kehutanan seluas 60 hektar itu.

Selain itu, perseroan dan mitra juga mereklamasi atau meratakan perataan garis pantai dan melaksanakan pengerukan alur kapal. Kilang Tuban beserta fasilitas penunjangnya menempati areal sekitar 404 hektar yang berlokasi di Desa Remen, Mentoso, Rawasan, Wadung, dan Kaliuntu di Kecamatan Jenu, Kabupaten Tuban, Provinsi Jawa Timur.

Sayangnya, Arcandra tidak merinci seperti apa masalah yang dihadapi Pertamina dalam merampungkan pembebasan lahan lokasi proyek kilang tersebut. Dia hanya menyebut pihaknya akan memanggil lagi direksi Pertamina. 

“Dua pekan lalu saya panggil karena masalah lahan. Pertamina lagi evaluasi lagi lokasinya. Nanti saya panggil lagi,” ujarnya.

Dikatakannya, pemerintah serius mendorong pembangunan kilang baru di Indonesia. Pasalnya, membangun kilang dinilainya lebih efisien daripada mengimpor bahan bakar minyak (BBM). Arcandra sempat menyampaikan hitungannya bahwa ada selisih sekitar 5% antara mengimpor produk olahan dan memproduksi Bahan Bakar Minyak (BBM) di dalam negeri.

Dia menjelaskan, jika harga produk BBM dengan angka oktan 92 di kisaran US$ 72-74 per barel, maka ada selisih US$ 3,5 per barel dibandingkan jika memproduksi sendiri. Selisih harga ini bisa mencapai US$ 3 juta dalam satu hari atau US$ 1 miliar dalam satu tahun. Sehingga, keterlambatan pemban-
gunan kilang akan merugikan bagi Indonesia.

“Kami serius (membangun kilang). Kami sudah fasilitasi Pertamina, dan Pertamina sedang berusaha keras,” tegas Arcandra. 

Sebelumnya, Pertamina dan Rosneft telah membentuk perusahaan patungan, yakni PT Pertamina Rosneft Pengolahan dan Petrokimia (PRPP), yang akan menggarap Proyek Kilang Tuban senilai US$ 15 miliar. Pertamina memegang kepemilikan saham 55% dan Rosneft 45%. Rencananya, Kilang Tuban
akan menghasilkan produk bensin (gasoline) sebesar 80 ribu bph, solar 90 ribu bph, dan avtur 26 ribu bph. 

Tidak hanya itu, Kilang Tuban juga akan memproduksi produk-produk baru petrokimia. Rincian produk ini adalah polipropilen 1,3 juta ton per tahun, polietilen 0,65 juta ton per tahun, stirena 0,5 juta ton per tahun dan paraksilen 1, juta ton per tahun.

Selain menambah pasokan BBM dan petrokimia, Proyek Kilang Tuban juga direncanakan bisa membutuhkan 20 ribu hingga 40 ribu tenaga kerja saat konstruksi dan 2.000 tenaga kerja setelah beroperasi. Proyek ini juga akan memberikan dampak positif berantai, berupa pajak untuk pemerintah dan pertumbuhan ekonomi masyarakat nasional maupun regional.

Harus Jadi Prioritas

Pengamat Energi sekaligus Ketua Ikatan Ahli Teknik Perminyakan Indonesia (IATMI) Pri Agung Rakhmanto mempertanyakan rencana pembangunan kilang yang tidak juga terealisasi meski sudah berlalu 10 tahun lebih. Proyek kilang selama ini dinilainya tidak ada kemajuan dan tidak ada kepastian.

“Kilang semestinya masuk sebagai proyek vital nasional yang seharusnya juga menjadi prioritas pemerintah,” kata dia.

Hal ini termasuk untuk pengerjaan Kilang Tuban. Jika memang ada kendala lahan, pemerintah seharusnya membantu penyelesaiannya, tidak diserahkan kepada Pertamina saja. Apalagi, selama ini pun, pemerintah berhasil membangun proyek infrastruktur lain di berbagai daerah. 

“Ya seperti itu saja peranan pemerintah dalam membangun ujar Pri Agung" 

Pri Agung mendorong pemerintah berperan lebih kuat dalam pembangunan kilang ini. Hal ini mengingat dampak negatif dari tidak kunjung terealisasinya pembangunan kilang baru sangat berat bagi Indonesia.

“Impor BBM semakin besar, semakin memberatkan perekonomian, neraca perdagangan defisit, dan memperlemah Rupiah,” jelasnya.

Seperti diketahui, Pertamina mengerjakan enam proyek kilang sekaligus, kilang unit baru maupun peningkatan kapasitas dan kualitas dari kilang yang ada. Pembangunan dua kilang unit baru di Tuban-Jawa Timur dan Bontang-Kalimantan Timur, serta perbaikan empat kilang eksisting yang tersebar di Balongan-Jawa Barat; Balikpapan-Kalimantan Timur; Dumai-Riau; serta Cilacap-Jawa Tengah. Seluruh proyek ini diproyeksikan akan selesai pada 2025.

NSO Block Contracts Extended Until 2038



The North Sumatra Offshore (NSO) Block production sharing contract (PSC) was officially extended from October 16 to 2038. The Blok NSO oil reserves are 272 thousand barrel tanks and 92 billion cubic feet of gas. PHE NSO will continue to strive to improve existing production and development, so as to be able to support national energy security.


Pertamina took over the NSO Block from ExxonMobil in October 2015. The NSO block began production since 1996 with a peak production of 400 mmscfd.

Kontrak Blok NSO Diperpanjang Sampai 2038


Kontrak kerja sama (production sharing contract/PSC) Blok North Sumatera Offshore (NSO) resmi diperpanjang mulai 16 Oktober lalu menjadi sampai 2038. Namun, kontrak yang dikelola oleh PT Pertamina Hulu Energi (PHE) NSO itu tidak lagi menggunakan PSC pengembalian biaya operasi (cost recovery), melainkan bagi hasil kotor (gross split). Direktur Eksplorasi PHE Abdul Mutalib Masdar mengatakan, lantaran termasuk lapangan tua, pengelolaan Blok NSO penuh tantangan. 

“Namun berkat pengalaman yang telah teruji, PHE-optimis untuk terus memaksimalkan kinerja blok. Hal ini bisa kita lihat dari angka capaian produksi sejak
2016, nilainya tetap dapat kita jaga,” kata dia.

Sampai semester pertama lalu, Blok NSO mencatatkan produksi gas mencapai 91 million standard cubic feet per day/mmscfd atau 52% dari target dalam rencana kerja dan anggaran perusahaan (RKAP) 60 mmscfd. Sementara produksi kondensatnya mencapai 84 barel per hari (bph), lebih tinggi 27% dari target 66 bph.

“PHE NSO berhasil melampai target selama 2 tahun berturut turut, demikian juga dengan capaian semester pertama 2018 ini,” tutur General Manager PHE
NSO Akhmad Miftah.

PHE NSO berkomitmen untuk terus meningkatkan jumlah produksi dengan upaya peningkatan reserve to production (R/P). Caranya, yakni dengan merencanakan pengeboran tiga sumur eksplorasi, masing-masing satu sumur pada akhir 2018 dan dua sumur berikutnya pada 2019. Adapun cadangan minyak Blok NSO sebesar 272 ribu tank barel dan gas 92 miliar kaki kubik. PHE NSO akan terus berupaya meningkatkan produksi dan pengembangan yang ada, sehingga mampu mendukung ketahanan energi nasional.

    Pertamina mengambil alih Blok NSO dari ExxonMobil pada Oktober 2015 lalu. Blok NSO mulai berproduksi sejak 1996 dengan puncak produksi 400 mmscfd.

ExxonMobil Produces 25 Percent of National Oil



Oil production in the Banyu Urip field, Bojonegoro, continues to increase. At present the average amount of oil produced has reached more than 210 thousand barrels of oil per day (bopd). Last year the number was around 200 thousand bopd. ExxonMobil Cepu Limited (EMCL) Spokesperson and Public Relations Rexy Mawardijaya explained that the figure was equivalent to more than 25 percent of the total national oil production which was around 800 thousand bopd.

"Of course, that number represents a significant increase in national energy security because the initial target of our oil production was only 165 thousand bopd," he said.



This growth can be achieved because the performance of the wells in Banyu Urip Field is very optimal. In addition, ExxonMobil continues to maximize steps to increase production capacity with existing facilities. The Banyu Urip field has 729 million barrels of oil reserves. This figure increased 60 percent compared to when the initial plan of development (PoD) proposal was only 450 million barrels.

Rexy explained that the Banyu Urip Field in the Cepu Block has 45 wells. The details are 30 production wells and the rest are injection wells. Injection wells are wells that are used to return water and gas content to water to keep oil pressure stable. Now, to maximize oil production, ExxonMobil is currently developing the Kedung Keris Field. Oil from the field is expected to start flowing by the end of 2019.

"Production in Kedung Keris is estimated to reach 10 thousand bopd. So it will increase oil production in this Cepu Block," he said.

Oil from a well in Kedung Keris Field will flow through a pipe connected to the central processing facility in Banyu Urip Field. According to Rexy, the progress of Kedung Keris is very good. The EPC (engineering, procurement construction) contract has been signed. Then, the process of land acquisition for the pipeline has also been completed.

"Currently the EPC contractor is making preparations in the field for planting pipelines that are around 16 kilometers long," he explained.

ExxonMobil Produksi 25 Persen Minyak Nasional


Produksi minyak dilapangan Banyu Urip, Bojonegoro, terus meningkat. Saat ini rata-rata jumlah minyak yang telah dihasilkan mencapai Iebih dari 210 ribu barrel oil per day (bopd). Tahun lalu jumlahnya berada di kisaran angka 200 ribu bopd. Juru Bicara dan Humas ExxonMobil Cepu Limited (EMCL) Rexy Mawardijaya menjelaskan, angka tersebut setara lebih dari 25 persen terhadap total produksi minyak nasional yang sekitar 800 ribu bopd. 

”Tentu jumlah itu merupakan peningkatan yang signifikan bagi ketahanan energi nasional karena dulu target awal produksi minyak kami hanya 165 ribu bopd,”  tuturnya.

Pertumbuhan tersebut dapat tercapai karena kinerja sumur di Lapangan Banyu Urip  tentang sangat optimal. Selain itu, ExxonMobil terus memaksimalkan langkah peningkatan kapasitas produksi dengan fasilitas yang ada. Lapangan Banyu Urip memiliki cadangan minyak 729 juta barel. Angka tersebut meningkat 60 persen jika dibandingkan dengan saat proposal rencana pengembangan lapangan (plan of development/ PoD) awal  yang hanya 450 juta barel. 

Rexy menjelaskan, Lapangan Banyu Urip di Blok Cepu tersebut memiliki 45 sumur. Perinciannya, 30 sumur produksi dan sisanya sumur injeksi. Sumur injeksi adalah sumur yang dipergunakan untuk mengembalikan kandungan air dan gas ke reseroir untuk menjaga tekanan minyak agar tetap stabil. Nah, untuk lebih memaksimalkan produksi minyak, ExxonMobil saat ini sedang melakukan pengembangan Lapangan Kedung Keris. Minyak dari lapangan tersebut diharapkan dapat mulai mengalir pada akhir 2019. 

"Produksi di Kedung Keris diperkirakan mencapai 10 ribu bopd. Jadi akan menambah produksi minyak di Blok Cepu ini," tuturnya. 

Minyak dari sumur di Lapangan Kedung Keris akan mengalir melalui pipa yang terhubung ke fasilitas pemrosesan pusat di Lapangan Banyu Urip. Menurut Rexy, progres Kedung Keris sangat baik. Kontrak EPC (engineering, procurement construction) sudah ditandatangani. Lalu, proses pengadaan tanah untuk jalur pipa juga sudah selesai. 

"Saat ini kontraktor EPC sedang melakukan persiapan di lapangan untuk penanaman jalur pipa yang memiliki panjang sekitar 16 kilometer,” jelasnya.

Winner of 4 Oil and Gas Not Clear



The government claims to have determined four winners from the six working area auctions (WK) or the second phase of oil and gas blocks this year. One of the winners of the block auction was an Italian company, Eni, which obtained the management rights of the Makassar Strait Block.



Director General of Oil and Gas at the Ministry of Energy and Mineral Resources (ESDM) Djoko Siswanto said Eni was the only company that made an offer for the Makassar Strait Block. From the results of the evaluation of the 2018 Second Phase Oil and Gas auction, Eni has met the requirements of the government so that it is likely to be appointed as the winner.

What's more, Eni is currently managing the Jangkrik Field Muara Bakau Block which is located adjacent to the Makassar Strait Block. With the entry of Eni to Makassar Strait, it is expected to make the oil and gas project more economical.

"They have facilities there, only need to tapping pipes, so the cost can be cheaper," Djoko said.

But the Deputy Minister of ESDM Arcandra Tahar denied Eni had won the Makassar Strait Block.

"No winners have yet been announced," Arcandra said in her office

Arcandra also said the government had officially not announced the winners of the four blocks being auctioned. Likewise, the winner of the Block Corridor whose contract period expired December 19, 2023.

"As soon as possible, I announce the winner of the Block Corridor," he said.



The Ministry of Energy and Mineral Resources decided to auction the Makassar Strait Block which will be terminated in 2020 because the old cooperation contract contractor (KKKS) in the block, namely PT Chevron Pacific Indonesia with participating interest (Pl) of 72% and 18% Sinopec no longer interested in managing the block that is. The state-owned oil and gas company PT Pertamina also refused to manage the block.

Understandably, the Makassar Strait Block, which includes two oil and gas projects, namely West Sono and Maha, is still in the exploration stage so that it is considered uneconomical. Head of SKK Migas Anmen Sunaryadi said, Managing Director of Chevron Indo Asia Business Unit, Chuck Taylor, once stated that he officially released the Makassar Strait Block because the block's not present value (NPV) calculation was negative.

Pemenang 4 Migas Belum Jelas


Pemerintah mengaku telah menentukan empat pemenang dari enam lelang Wilayah kerja (WK) atau blok migas tahap kedua pada tahun ini. Salah satu pemenang lelang blok itu adalah perusahaan dari Italia, Eni, yang memperoleh hak pengelolaan Blok Makassar Strait.

Direktur Jenderal Minyak dan Gas Bumi Kementerian Energi dan Sumber Daya Mineral (ESDM) Djoko Siswanto menyebutkan Eni merupakan satu-satunya perusahaan yang memberikan penawaran untuk Blok Makassar Strait. Dari hasil evaluasi lelang Migas Tahap Kedua 2018 pun, Eni sudah memenuhi persyaratan dari pemerintah sehingga kemungkinan besar akan ditunjuk sebagai pemenang.

Terlebih lagi, saat ini Eni sedang mengelola Lapangan Jangkrik Blok Muara Bakau yang lokasinya berdekatan dengan Blok Makassar Strait. Dengan masuknya Eni ke Makassar Strait diharapkan bisa membuat proyek migas tersebut menjadi lebih ekonomis.

"Mereka memiliki fasilitas di sana, hanya perlu tapping pipa saja, jadi dari sisi biaya bisa lebih murah," kata Djoko.

Namun Wakil Menteri ESDM Arcandra Tahar membantah Eni sudah memenangi Blok Makassar Strait.

"Belum ada pemenang, belum diumumkan," kata Arcandra di ruang kerjanya

Arcandra juga menyatakan pemerintah secara resmi belum mengumumkan pemenang empat blok yang dilelang. Demikian pula pemenang Blok Corridor yang masa kontraknya habis 19 Desember 2023. 

"Secepatnya saya umumkan pemenang Blok Corridor," ungkap dia.

Kementerian ESDM memutuskan melelang Blok Makassar Strait yang akan terminasi pada tahun 2020 karena kontraktor kontrak kerja sama (KKKS) lama di blok tersebut, yaitu PT Chevron Pacific lndonesia dengan participating interest (Pl) sebesar 72% dan Sinopec sebesar 18% tidak berminat lagi mengelola blok tersebut. Perusahaan migas milik pemerintah PT Pertamina juga menolak mengelola blok tersebut.

Maklumlah, Blok Makassar Strait yang meliputi dua proyek migas yaitu West Sono dan Maha masih dalam tahap eksplorasi sehingga dianggap tidak ekonomis. Kepala SKK Migas Anmen Sunaryadi menyebutkan, Managing Director Chevron Indo Asia Business Unit, Chuck Taylor, pernah menyatakan secara resmi melepas Blok Makassar Strait karena perhitungan not present value (NPV) blok itu negatif.

Eni Indonesia has the opportunity to work on the Makassar Strait Block


Eni Indonesia has the opportunity to win the auction of Makassar Strait oil and gas blocks. Because, the oil and gas company from Italy has now operated the Muara Bakau Block which is located near the Makassar Strait Block.

Director General of Oil and Gas at the Ministry of Energy and Mineral Resources (ESDM) Djoko Siswanto said, Eni Indonesia had included bidding documents to win the Makassar Strait Block. At present, it is evaluating the winning candidates for the second phase of the oil and gas block auction, including for Makassar Strait.



"Probably yes (Eni won Makassar Strait), because ENI had submitted a document proposal," Djoko said in Jakarta

Eni is the only company interested in taking the Makassar Strait Block. Makassar Strait Block consists of two fields, West Seno Field still has proven reserves of 1.8 million barrels of oil and 288 BSCF gas and Maha Field with probable reserves of 209.7, million barrels of oil equivalent. At present, the block produces 716 bpd of oil and 1.4 mmscfd of gas from West Seno Field, while Lapangan Maha has not yet produced.



One of the considerations of the government is that Eni has facilities near the Makassar Strait Block. At present, Eni Indonesia through Eni Muara Bakau BV is the operator of the Jangkrik Field, Muara Bakau Block which is also located in the Makassar Strait. This block has now produced gas of up to 670 million cubic feet per day (million cubic feet per day / mmscfd).

"That's right, I said ENI had facilities there, then just tapping pipes. So in terms of cost, it can be cheap, "explained Djoko.

While the Jangkrik Field began operations in May last year. The project with an investment of US $ 3.77 billion includes Jangkrik Field and North East Jangkrik, and has a floating production unit (FPU) with a capacity of 450-600 mmscfd. In addition to the cricket project, Eni is also developing the Merakes Field.

SKK Migas said, Merakes Field will produce gas of around 150 mmscfd in 2019. This gas production will be channeled to the FPU of Jangkrik Field, Muara Bakau Block. This is possible because when the Merakes Field was operating, gas production from the Jangkrik Field began to fall.

Eni also recently signed a production sharing contract (PSC) for the East Ganal Block. According to Djoko, the oil and gas production of the East Ganal Block will replace oil and gas production from the Muara Bakau and Merakes Block which will decline in the future. Later, oil and gas production from the East Ganal Block will be connected to the FPU in Jangkrik Field.

In the Muara Bakau Block, Eni Muara Bakau BV holds a 55% shareholding and its partner Engie E & P is 33.3% and PT Saka Energi Muara Bakau is 11.7%. Furthermore, in the East Sepinggan Block, Eni has a participation interest of 85%, while the rest is owned by PT Pertamina Hulu Energy ENI has been operating in Indonesia since 2001 and manages a number of exploration, production and development assets, including Jangkrik Field. Other production assets are the Sanga-Sanga Block with a yield of 16 thousand barrels of oil equivalent per day.

Eni lndonesia Berpeluang Garap Blok Makassar Strait


Eni Indonesia berpeluang memenangkan lelang blok migas Makassar Strait. Pasalnya, perusahaan migas dari Italia itu kini telah mengoperasikan Blok Muara Bakau yang berlokasi dekat dengan Blok Makassar Strait.

Direktur Jenderal Minyak dan Gas Bumi Kementerian Energi dan Sumber Daya Mineral (ESDM) Djoko Siswanto mengatakan, Eni indonesia telah memasukkan dokumen lelang untuk memenangkan Blok Makassar Strait. Saat ini, pihaknya sedang mengevaluasi para calon pemenang untuk lelang blok migas tahap kedua, termasuk untuk Makassar Strait.

“Kemungkinan iya (Eni memenangkan Makassar Strait), karena ENI yang memasukkan proposal dokumen,” kata Djoko di Jakarta

Eni merupakan satu-satunya perusahaan yang berminat mengambil Blok Makassar Strait. Blok Makassar Strait terdiri dari dua lapangan, Lapangan West Seno masih memiliki cadangan terbukti 1,8 juta barel minyak dan 288 BSCF gas dan Lapangan Maha dengan cadangan mungkin (probable) 209,7, juta barel setara minyak. Saat ini, blok tersebut menghasilkan minyak 716 bph dan gas 1,4 mmscfd dari Lapangan West Seno, sementara Lapangan Maha belum berproduksi.

Salah satu pertimbangan pemerintah yakni Eni telah memiliki fasilitas di dekat Blok Makassar Strait. Saat ini, Eni Indonesia melalui Eni Muara Bakau BV merupakan operator dari Lapangan Jangkrik, Blok Muara Bakau yang juga berlokasi di Selat Makassar. Blok ini kini telah menghasilkan gas hingga 670 juta kaki kubik per hari (million cubic feet per day/ mmscfd).

“Itu kan saya bilang ENI punya fasilitas di situ, selanjutnya tapping pipa saja. Jadi dari segi cost, bisa murah,” jelas Djoko.

Sementara Lapangan Jangkrik mulai beroperasi pada Mei tahun lalu. Proyek dengan nilai investasi US$ 3,77 miliar ini meliputi Lapangan Jangkrik dan North East Jangkrik, serta memiliki fasilitas produksi terapung (floating production unit/FPU) berkapasitas 450-600 mmscfd. Selain Proyek jangkrik, Eni juga sedang mengembangkan Lapangan Merakes. 

SKK Migas menyebutkan, Lapangan Merakes akan menghasilkan gas sekitar 150 mmscfd pada 2019. Produksi gas ini akan dialirkan ke FPU Lapangan Jangkrik, Blok Muara Bakau. Hal ini memungkinkan karena pada saat Lapangan Merakes beroperasi, produksi gas dari Lapangan Jangkrik mulai turun.

Eni juga belum lama ini menandatangani kontrak kerja sama (production sharing contract/ PSC) untuk Blok East Ganal. Menurut Djoko, produksi migas Blok East Ganal akan menggantikan produksi migas dari Blok Muara Bakau dan Merakes yang akan turun di masa mendatang. Nantinya, produksi migas dari Blok East Ganal akan disambungkan ke FPU di Lapangan Jangkrik.

Di Blok Muara Bakau, Eni Muara Bakau BV memegang kepemilikan saham sebanyak 55% dan mitranya Engie E&P sebesar 33,3% serta PT Saka Energi Muara Bakau sebesar 11,7%. Selanjutnya di Blok East Sepinggan, Eni memiliki hak partisipasi 85%, sementara sisanya dimiliki PT Pertamina Hulu Energy ENI telah beroperasi di Indonesia sejak 2001 dan mengelola sejumlah aset eksplorasi, produksi, dan pengembangan, termasuk Lapangan Jangkrik. Aset produksi lainnya yakni Blok Sanga-Sanga dengan hasil 16 ribu barel setara minyak per hari.

Pertamina Interested in 2 Exploration Blocks



The two auction of oil and gas working areas which are still in the exploration phase are not attractive to investors. The two regions are the Andika Bumi Kita Block located off the coast of East Java and the Southeast Mahakam Block off the coast of East Kalimantan. However, the Ministry of Energy and Mineral Resources claims that PT Pertamina [Persero) is interested in working on the two exploration blocks.

The government opens a phase II oil and gas block auction in August 2018. Of the six blocks auctioned, the remaining two blocks are not in demand by investors. The auctioned area consists of 3 exploration blocks and 3 production blocks. The three regions are Banyumas Block, Andika Bumi Kita, and Southeast Mahakam. Three oil and gas blocks that have entered the production phase, namely the Makassar Strait Block, South Jambi B, and the Long Strait.

Director General of Oil and Gas, Ministry of Energy and Mineral Resources Djoko Siswanto said, so far his party had communicated with Pertamina.

 "Pertamina is interested in taking oil and gas blocks that have not been sold, but with joint studies [contractors and the government]. We have communicated with Pertamina. They will look at the data and hope that joint studies can be carried out, "he said.

According to him, Pertamina is studying data from the Andika Block of Our Earth and Southeast Mahakam. He considered that the potential development of the Southeast Mahakam was better because of its location close to the Mahakam Block. At present, Pertamina is the operator of the Mahakam Block.

"Who knows the reservoir is connected [Southeast and Mahakam]. Therefore Pertamina wants to conduct a joint study. Pertamina is the one who submitted, we agreed. There has been talk. "

Djoko added, joint studies of oil and gas blocks usually last at the latest 4 months and can reach a maximum of one year.

"Yes, the name of the joint study must be cooperation with universities, the data will be studied again, some can be up to a year, but on average 6-9 months," he said.



Eni Sp.A., an oil and gas company from Italy has a big chance of getting the Makassar Strait Block.

"Possibly yes, because ENI made a proposal [Makassar Strait Block auction], which included the proposal was Eni. Others do not [have entered the proposal], "said Djoko Siswanto.

According to him, Eni has oil and gas production facilities in the Jangkrik field that can be integrated with Makassar Strait so that the company has the potential to obtain oil and gas working areas currently operated by Chevron.

Pertamina Tertarik 2 Blok Eksplorasi


Lelang dua Wilayah kerja minyak dan gas bumi yang masih tahap eksplorasi tidak diminati investor. Kedua Wilayah itu adalah Blok Andika Bumi Kita berlokasi di lepas pantai Jawa Timur dan Blok Southeast Mahakam di lepas pantai Kalimantan Timur. Namun, Kementerian Energi dan Sumber Daya Mineral mengklaim bahwa PT Pertamina [Persero) berminat untuk menggarap kedua blok eksplorasi itu.

Pemerintah membuka lelang blok migas tahap II pada Agustus 2018. Dari enam blok yang dilelang, tersisa dua blok yang tidak diminati oleh investor. Wilayah yang dilelang itu terdiri dari 3 blok eksplorasi dan 3 blok produksi. Ketiga wilayah itu adalah Blok Banyumas, Andika Bumi Kita, dan Southeast Mahakam. Tiga blok migas yang sudah memasuki tahap produksi, yakni Blok Makassar Strait, South Jambi B, dan Selat Panjang.

Dirjen Minyak dan Gas Bumi, Kementerian ESDM Djoko Siswanto mengatakan, sejauh ini pihaknya sudah melakukan komunikasi dengan pihak Pertamina.

 “Pertamina berminat untuk mengambil blok migas yang belum laku, tetapi dengan studi bersama [kontraktor dan pemerintah]. Kami sudah komunikasikan dengan Pertamina. Mereka akan melihat data-datanya dan berharap bisa dilakukan studi bersama," katanya.

Menurutnya, Pertamina sedang mempelajari data dari Blok Andika Bumi Kita dan Southeast Mahakam. Dia menilai bahwa potensi pengembangan Southeast Mahakam lebih bagus karena lokasinya dekat dengan Blok Mahakam. Saat ini, Pertamina menjadi operator Blok Mahakam. 

“Siapa tahu reservoirnya terhubung [Southeast dan Mahakam]. Oleh karena itu Pertamina mau untuk dilakukan studi bersama. itu Pertamina yang mengajukan, kita yang menyetujui. Sudah ada pembicaraan.” 

Djoko menambahkan, studi bersama terhadap blok migas biasanya berlangsung paling cepat 4 bulan dan maksimal bisa mencapai 1 tahun. 

“Ya namanya joint study [studi bersama] harus ada kerja sama dengan universitas-universitas, dipelajari datanya lagi, ada yang bisa sampai setahun, tapi rata-rata 6-9 bulan,” katanya.

Eni Sp.A., perusahaan migas dari Italia berpeluang besar mendapatkan Blok Makassar Strait. 

“Kemungkinan iya, soalnya ENI yang buat proposal [lelang Blok Makassar Strait], yang memasukan proposal adalah Eni. Lainnya tidak ada [yang memasukan proposal ],” kata Djoko Siswanto. 

Menurutnya, Eni memiliki fasilitas produksi migas di lapangan Jangkrik yang bisa diintergiasikan dengan Makassar Strait sehingga perusahaan itu berpotensi mendapatkan wilayah kerja migas yang saat ini dioperatori oleh Chevron. 

“Eni punya fasilitas di situ, hanya kurang pasang pipa saja. Jadi, dari  biaya, ENI bisa murah."
