Chevron: Deregulation of Oil and Gas Sector Make Competitive

PT Chevron Pacific Indonesia appreciates the Special Unit for Upstream Oil and Gas Business Activities (SKK Migas) and the Ministry of Energy and Mineral Resources (ESDM) which makes the investment climate of oil and gas in Indonesia more competitive. One of them, simplification of regulations and the application of fiscal provisions is more interesting.

With a competitive investment climate and reserve potential, Indonesia has the opportunity to increase oil and gas investment, employment and higher revenues for the government, "said Chuck Taylor, Managing Director of Chevron IndoAsia Business Unit.

At a time when commodity prices are low in recent years, oil and gas investors are required to find ways to lower costs and be more selective in making investment decisions. Meanwhile, other countries are also competing to withdraw capital. He said investors need fiscal certainty and fiscal competitiveness.

A number of key to attract oil and gas investment. These include revenue sharing that provides competitive returns to investors, adherence to existing commitments in contracts, regulatory drafting based on data and practices globally.

In addition, timely approval, simplification of the licensing process, alignment of policies between ministries and central and local government.

"Investors expect contract deals that support operating performance," he said.

Indonesia Can Become a Net Importer of Gas

Production Not Bid Domestic Demand

Indonesia is expected to become a gas importing country by 2022. This is in line with the increasing demand for gas in the country, which is not offset by rising national oil and gas production. President of the Indonesian Petroleum Association (IPA) Ronald Gunawan said, to overcome the imbalance, it takes a big investment. Especially for exploration to find new sources of oil and gas.

"With the continued decline in national oil and gas production, Indonesia is expected to become a net importer of gas in 2022," he said at the opening of The 42th IPA Convention & Exhibition in Jakarta.

According to him, it becomes a big challenge because the exploration to find new oil and gas reserves has shifted to frontier areas and deep sea.

"Large initial investment and high technology are needed," he said.

Indonesia has now become a net importer or a country that imports more than exporting petroleum since 2002. The national energy general plan (RUEN) regulated in Presidential Regulation No. 22 of 2017 sets the target of energy portion from oil and gas in 2050 by 44 percent. Thus, oil and natural gas remain the backbone of national energy in the next 20 to 30 years.

Based on data from SKK Migas, national natural gas production has declined since 2014. In fact, the Ministry of Industry projects that gas demand for industries will continue to increase by 2035. That is, from 678,617.9 mmbtu in 2012 to 2.4 million mmbtu by 2035. Increased domestic gas demand coming from the electricity and household sectors.

In the forum, President Joko Widodo (Jokowi) also criticized Pertamina's performance. As an energy SOE in Indonesia, Pertamina is considered to have never conducted significant new explorations. Consequently, domestic oil production numbers continue to decline. Jokowi said, already more than 30 years this government-owned company does not do a great exploration. He even admitted confused with the condition.

"What's there, little explorations, what's going on?" he said when opening the event.

Whereas if the problem is the complexity of the rules, deregulation efforts have been conducted since last year. The ESDM minister has already cut 186
regulations that complicate investment in the energy field. A total of 14 are related to upstream production regulation. When met after opening the event, Jokowi hopes Pertamina can increase production. Thus, the need for imported fuel can be suppressed.

'"What we see until we decline, decrease, decrease. So we are getting more and more imports "The President added.

The former mayor of Solo added, if the regulation related to investment in upstream oil and gas sector is still difficult, it opens the discussion room.

"If it is considered complicated, on the other side, in order to increase production and more exploration, so that people are more interested to enter the upstream sector," he said.

SVP Upstream Business Development PT Pertamina (Persero) Denie Tampubolon said, the challenge is already mature Pertamina working area.

"So, if the geology is mature, it is certainly no longer a discovery area like in the new green area altogether, yes, Iadi, rather limited in size," he said. Nevertheless, Pertamina keeps trying to drill 20 exploration wells this year and 15 exploration wells last year.

ESDM Minister Ignatius Jonan said there will be a gas sale and purchase transaction in the IPA. The details, among others, Petrokimia Gresik will buy gas from Kangean wells in Madura. There will also be gas purchases to supply the Pupuk Sriwijaya factory in Palembang. Then purchase gas to Pertamina EP for oil lifting, to PT Pertamina for refinery in Kasim, and to Pertagas for oil lifting and electricity for Dumai refinery. There is also a gas supply from PGN in Musi Banyuasin for household needs.

Indonesia Bisa Menjadi Net Importer Gas

Produksi Tidak Imbangi Permintaan Domestik

Berdasar data SKK Migas, produksi gas bumi nasional menurun sejak 2014.

Chevron & Exxon Review Margin Amount

International oil and gas company ExxonMobil and Chevron assess that in encouraging upstream oil and gas investment requires fiscal policy that is able to support good profit margins. With such a good margin, oil and gas companies are also keen to pour more sustainable investments in the future.

ExxonMobil Vice President of ExxonMobil Raymond E. Jones said that in deciding oil and gas investment, oil and gas companies will see from fiscal and geological side. Both of these things become the most important in seeing the sustainability of business in a country.

"From a geological point of view, in drilling the rocks it has certain technical risks that will influence investment decisions. Well, in supporting the risks in the operation required also flexibility from the fiscal side, "he said in the 42nd Indonesia Petroleum Association (IPA) Convex.

Raymond says, more flexible fiscal requirements can make future estimates and prospects a viable partnership. then, in the process of dealing with PT Pertamina (Persero), as the Indonesian national oil and gas company, should also be made easier. On the other hand, Chevron compares between oil and gas operation policy in Indonesia and Permian Basin, United States (US).

Companies from the United States that also highlighted the new scheme-related contracts, the share of gross or new gross split applied in Indonesia. Managing Director of Chevron IndoAsia Business Unit Chuck Taylor said, in the contract scheme in Permina Basin, United States (US), the government gets a net result of about 28% -30%.

With an attractive revenue-sharing rate for the investor, Chevron claims to boost production by 35% to 2 million barrels per day. In Indonesia, with the cost recovery scheme, the government's share is much larger, at 70% with the lure of operational costs incurred by contractors returned by the government.

"With the scheme, investors have difficulty determining NPV [net present value]. Well, the decision of scolding gross split scheme is what can make the profit sharing to the contractor can be bigger, "he said.

Chevron considers that the gross split scheme has become one of the best for oil and gas investment in Indonesia. However, Chuck judged with the cost recovery scheme, the revenue share for his side as an example around 88:12 (88% government and 12% contractor) to 60:40. With the gross split, the amount of profit sharing can be more positive for the investor even if it does not get the cost of returning the operation.

"It's just that with gross split alone will not be able to encourage oil and gas investment. Flexible fiscal policy will encourage better, especially
for investors' margin, "he said.

Raymond also mentioned, Indonesia also must provide higher return on investment in order to be more competitive with other countries. However, Chevron and Exxon also assessed that Indonesia has improved itself to create an investment climate, especially in the upstream sector of oil and gas could be even better. For example, the application of gross split contracts and rule simplification.

Head of SKK Migas Amien Sunaryadi said oil and gas investment in Indonesia is expected to rise with the revocation of rules and revisions that are considered to make the business process convoluted. It is also active to encourage oil and gas investment in Indonesia. IPA President Ronald Gunawan said the government's move, especially the Ministry of Energy and Mineral Resources, is getting better with the simplification of rules and gross split contracts and fiscal incentives. However, this is beginning to shape the investment climate for the better.

"Some of the other processed others are related to the steel import process that will be easier for upstream oil and gas companies," he said.

Chevron & Exxon Review Besaran Margin

Ordinary Oil Giant For Jokowi

Since inaugurated as the 7th President of Indonesia on October 20, 2015, Joko Widodo first attended one of the big events held by oil and gas contractors in the country. Joko Widodo (Jokowi) did not attend the Annual Convention and Exhibition of Indonesian Petroleum Association (IPA Convex) in 2015, 2016 and 2017. IPA Convex 2015 was opened by Coordinating Minister for Marine Affairs Indroyono Soesilo. In 2016, the event was opened by Coordinating Minister for Economic Affairs Darmin Nasution, while in 2017 was opened by Minister of Energy and Mineral Resources (ESDM) Ignasius Jonan.

After three times, the Head of State finally attended the Upstream Oil and Gas Sector event and opened the event at the Jakarta Convention Center on Wednesday (2/5). If quoting the press statement, Chairman of the Convex 2018 IPA Committee Novie Hemawati assess, the presence of Jokowi can reinforce the commitment of the Government of Indonesia as one of all stakeholders to improve the competitiveness of the upstream oil and gas sector of Indonesia.

Sure enough, in a 17-minute Jokowi speech, an affirmation of the government's commitment to the sustainability of the upstream oil and gas industry was delivered. In his Convex 2018 speech, Jokowi praised the oil and gas industry players as one of the most famous and elite sectors. In fact, the big name of the company and its business actors, trembling politicians.

"But for me yes, mediocre," he joked.

In the midst of global challenges, Jokowi also explained the challenges of the oil and gas industry in the future. At least by comparing the performance of 10 largest companies in the world in the last decade. In the last 10-20 years, at least five companies from the oil and gas sector occupy the top 10 most promising corporations. In contrast to now, where companies with the core of information technology business become champions.

WONDER

In addition, the President also insinuated PT Pertamina (Persero) as a government-owned company engaged in the oil Just for me to wonder, in the oil and gas industry, for example Pertamina, since the 1970s has never done exploration until now. From the information obtained, Head of State knows that Pertamina's exploration is small scale. "This is what?" Seeing the condition, the President saw that the problem of ease of investment licensing becomes an obstacle.

Jokowi has ordered the Minister of Energy and Mineral Resources Ignasius Jonan to cut as many rules that make investment in this sector seem complicated. To date there are at least 186 regulations that are difficult and long-winded in the oil and gas sector. Especially in upstream investment, there are 14 regulations that are cut.

"What we expect, can be more simplified so that investment into our country."

The government expects more investment flows to enter the oil and gas sector in an effort to cut 186 rules that are considered to complicate the flow of investment. However, President Joko Widodo asks the business actors to be open, if there is still any constraint or investor complexity in meeting the licensing requirements. Head of State admitted since last year has ordered the Minister of EMR to cut various policies that complicate incoming investment.

"If it is still considered difficult, which side? In order for exploration to increase, So people [investors] come here, "said Jokowi.

The Head of State hopes that in the annual meeting of the Indonesian Petroleum Association, business actors will issue any remaining rules
hamper and disrupt investment flows.

"Including, matters relating to gross split, what to do there. Tell the Minister of Energy and Mineral Resources, if it is difficult, convey it directly to me. "

SVP Upstream Business Development Pertamina Denie Tampubolon said the criticism from President Joko Widodo means a direction to further intensify future exploration activities.

"However, it needs to be checked as well, we are actually the oil companies that drilling the most exploration wells than the other oil and gas block operators," he said.

Head of SKK Migas Amien Sunaryadi said, to intensify the planning of new oil and gas reserves needed a strategy to boost domestic investment climate more competitive.

"Until March 2018, upstream oil and gas investment in Indonesia has reached US $ 2.4 billion or 17 percent of the total target of 2018 which is US $ 14.2 billion," he said.

However, the first presence of Jokowi in IPA often appears multif tafsir. Moreover, the energy sector can hardly escape and political elements. Because, in 2015, 2016, and 2017, the Head of State was not present, Could be, the science event at that time coincided with a more important agenda of the President. Although the first time to attend, the President immediately criticized about the complexity of the licensing of upstream oil and gas sector and low exploration activities to find new oil and gas reserves, especially Pertamina as a national oil and gas company.

Raksasa Minyak Biasa Saja Bagi Jokowi

Chevron Supports Deep Sea Project

Chevron is committed to supporting the development of energy resources in Indonesia, both onshore and offshore. One of them is through the development of a deep-sea gas field or the Indonesia Deepwater Development Project (IDD). The first phase of Chevron's IDD project is the development of Bangka Field which has been in production since August 2016 and produced eight liquefied natural gas (LNG) cargoes which are shipped from Bontang LNG Terminal, East Kalimantan.

While the second stage, namely the development of Gendalo-Gehem in Makassar Strait is expected to provide opportunities in maximizing the value of deep-sea gas assets for stakeholders in the country. Managing Director of Chevron IndoAsia Business Unit Chuck Taylor said the study and concept of feasibility of engineering work and design or pre-front end engineering and desing of IDD project has started in December 2017 run well.

"We are working to complete this study as soon as possible and will continue to work with the Government of Indonesia to continue this strategic project to the next stage" he said.

Meanwhile, past the age of 77 years, Duri Field in Riau until now still be the support of oil production Chevron. The success is thanks to the application of steam hood technology that makes Duri Field production five times more than conventional technology.

"The steam injection technology in the field is the first in Indonesia and one of the largest in the world," said Senior Vice President of Policy, Government, and Public Affairs of ChevronYanto Sianipar.

Yanto said, the success of management and increasing the age of oil and gas field is also determined by the technology used. Chevron continues to invest in the development of oil search technology and enhanced oil recovery (EOR) to optimize oil recovery rates. The Duri field includes the working area of Rukan Block in Riau managed by PT Chevron Pacific Indonesia (CPI). The field was discovered in 1941 and subsequently produced 17 years later, in 1958.

CPI started a pilot project (steam injection pilot project at Duri Field in 1975. Ten years later, the technology was implemented on a large scale and able to raise production to 300,000 barrels per day in 1993. Until now, Duri Field has produced more than 2, 6 billion barrels.

BHGE is eyeing an old Oil and Gas Field

BHGE (Baker Hughes and General Electric) Indonesia is eyeing projects in the old oil and gas fields. To run it, a joint venture between Baker Hughes and GE (General Electric) is launching support services for the Indonesian oil and gas industry, FullStream.

BHGE (Baker Hughes and General Electric)

BHGE Indonesia President Director Iwan S. Chandra said FuIlStream is a service for the oil and gas (oil and gas) industry starting from upstream activities such as drilling. Up to downstream activities such as manufacturing of natural gas liqufied gas (LNG) Plant to power plants with digital systems. By controlling the operational activities become more optimal.

"A lot of old fields with small oil content We study again From drilling to production we can optimize the fields how long the production, whether with a new pump or drilling the right target, explains Iwan.

Iwan even claimed, this service can increase oil and gas production up to 20% for old fields. This increase in production can be seen within a year. Meanwhile, some of the field that has been conducted by BHGE study is Salawati Block and Simenggaris Block. In addition, Iwan said it is eyeing other old oil and gas fields such as Mahakam Block and eight termination blocks currently managed by PT Pertamina (Persero). Especially with a profit-sharing contract or gross split applied to these termination blocks can be profitable for BHGE.

Performance of Oil and Gas giant is Shiny

The increase in crude oil prices became one of their performance factors during the first 3 months of this year is very shining. The nickname The Seven Sisters taken from Greek mythology appeared in the mid 1940s. At that time, seven oil and gas companies were Anlo-Iranian Oil Company (now BP), Gulf Oil (now part of Chevron), Royal Dutch Shell, Standard Oil Company of Califonia (now Chevron), Standard Oil Company of New Jersey now part of ExxonMobil), and Texaco (merged into Chevron).

The seven companies are the first group dubbed The Seven Sister because it has a big influence on world oil production. Although the nickname has begun to fade with the presence of the Organization of Petroleum Exporting Countries (OPEC), but the perception is still attached to the four major companies, namely ExxonMobil, Chevron, Shell, and BP.

On the other hand, upstream oil and gas business was disrupted along with the decline in world oil prices to the level of lows at the level of US $ 25 per barrel in the early period of 2016. However, the dark period for oil and gas companies has begun to end, especially when world oil prices began to rise again during the first 4 months of this year.

As of Monday, West Texas Intermediate (WTI) oil prices rose 11.5% to US $ 67.37 per barrel compared to the end of last year, while Brent oil prices had risen by 10.13% to US $ 73, 65 per barrel compared to the end of 2017. Along with the surge, the performance of the Seven Sisters, except BP, which has not released its first quarter / 2018 financial report, posted a significant net income increase.

Royal Dutch Shell posted the largest net profit and growth. Shell recorded a 68.67% net profit growth in the first quarter of 2018 to US $ 5.7 billion compared to the same period in 2017. Royal Dutch Shell chief executive officer Ben Van Beurden said the first quarter net profit gained strong support from higher oil and gas positions. The ongoing business process through integrated gas business is also one of the contributors to the company's performance.

"Our upstream oil and gas business is still able to increase profits when downstream oil and gas business is less profitable," he said through Shell's official website on Monday (30/4).

Similarly, ExxonMobil, the US-based company, posted net profit growth of 15.96% to US $ 4.65 billion compared with US $ 4.01 billion in the same period last year, ExxonMobil Chief Executive Officer Danen W Woods said , the rise in commodity prices became the main supporter of profit increase during the first 3 months of this year. In addition, ExxonMobil also continues to operate efficiently and strengthen its business portfolio.

"Through new inventions [inventories] and acquisitions, we have also made good progress in plans to improve the production mix, as well as boost sales of premium products in downstream and chemical businesses. On the other hand, Chevron posted net profit growth in the first quarter of 2018 of 5.64% to US $ 3.63 billion compared to the first quarter of 2017.

Chevron Chief Executive Officer Michael Wirth said net profit in the first quarter of this year recorded a significant increase compared to last year. The profit earned by one of the Seven Sister companies is due to a combination of increased production and rising world oil prices.

"We also recorded an increase in cash flow due to support combination of upstream margins and volume levels of production. Our increase in oil and gas production is supported development of shale [oil and shale gas] in the Permian Basin to drive up production there to 65% compared to last year, "he said.

DOWNSTREAM IS DARK

Nevertheless, the three companies are compact record revenue drop in the downstream sector of oil and gas. Shell recorded a 30% drop in oil and gas downstream revenues to US $ 1.8 billion. Then, total downstream net income, ExxonMobil posted a huge decline of 15.77% to US $ 940 million.

Chevron also posted lower downstream oil and gas revenues by 21.38% to US $ 728 million compared to the first quarter of last year. Reforminer Observer Pri Agung Rakhmanto said the income in the downstream sector of The Seven Sisters happened because the income in the previous year was better along with the low oil price. This is inversely proportional to the upstream conditions, after massive efficiency becomes a big advantage when oil prices soar.

"The prospects of downstream oil and gas and upstream oil and gas business may be profitable or not opponent as the movement of dynamic oil prices. The reason, determining investment timing, not oil price developments, "he said.

Well, along with the movement of oil prices that direction continues to climb, does not mean the downstream earnings prospects will continue to fall. If oil prices continue to stabilize, there is an opportunity for upstream and downstream sector of oil and gas to come back positively together in the future.

Kinerja Raksasa Migas Makin Kinclong

Di sisi lain, Chevron mencatatkan pertumbuhan laba bersih sepanjang kuartal I/2018 sebesar 5,64% menjadi US$ 3,63 miliar dibandingkan dengan kuartal I/2017.

Shell mencatat penurunan pendapatan bersih hilir minyak dan gas sebesar 30% menjadi US$ 1,8 miliar. Lalu, pendapatan bersih hilir secara total, ExxonMobil mencatatkan penurunan sangat besar, yakni 15,77% menjadi US$ 940 juta.

Chevron pun mencatatkan penurunan pendapatan bersih hilir migas sebesar 21,38% menjadi US$ 728 juta dibandingkan dengan kuartal pertama tahun lalu.
