Pertamina picks Omani, Japanese firms



    State-owned energy giant Pertamina has appointed a consortium of Omani and Japanese companies as its partner to develop the new US$10 billion Bontang refinery in East Kalimantan.

    The deal will see Pertamina make no capital contribution for the refinery, which is expected to have an input capacity of 300,000 barrels of oil per day (bopd) once it is operational in 2025. Pertamina began looking for partners in January 2017.

     After selecting eight companies as prospective partners out of around 100 applicants, the state company eventually chose a consortium consisting of Omani energy firm Overseas Oil and Gas (OOG) and Singapore-based Cosmo Oil International, a trading arm of Japan’s Cosmo Energy Holdings.

“We picked this consortium based on several considerations. First, OOG will be backed by the Omani government, whether in terms of financing or crude supply. Then, Cosmo Oil will provide technical support and marketing assistance for this project,” Pertamina petrochemical and processing megaproject director Ardhy N. Mokobombang said.

    Ardhy added that the refinery would rely mostly on crude supply from Oman, especially considering the country’s relatively high oil production of around 1 million to 1.2 million bopd compared to Indonesia’s 801,400 bopd as of last year. However, he said Pertamina would still have the right to supply up to 20 percent of the Bontang facility’s crude needs.

“So, if needed, we can utilize Pertamina’s crude stock coming from [our oil fields in] East Kalimantan.”

    Pertamina plans to sign a framework agreement with the consortium soon, before immediately conducting feasibility and engineering studies for the project. Then, it expects to reach the final investment decision (FID) and begin the relinery’s construction process by mid 2020. 

    Pertamina investment planning and risk management director Gigih Prakoso said the consortium would control a 90 percent stake in the project as it would fully fungi Bontang refinery’s development, while Pertamina would own 10 percent without having to inject any capital into the project.

“During the initial preparation phase, Pertamina will only hold a 10 percent stake. But later after the FID has been reached, we will review our status once again, to see whether we have to increase our shares or not in this project,” Gigih said, while adding that this move was needed to reduce Pertamina’s risk exposure.

    Pertamina and the consortium will also conduct joint marketing efforts for Bontang refinery’s products through the establishment of a joint venture (JV ) company. The JV will then enter a Sales and Purchase Agreement (SPA) with Pertamina for marketing the refineiys products domestically, while also looking for and securing export markets if there is excess output from the facility. Ardhy said the JV would prioritize the domestic market, as the type of fuel produced from the Bontang facility would also be designed inline with domestic needs.

“Pertamina is currently upgrading its four refineries and developing two new ones. After the completion of all of those projects, we estimate that our gasoline production will just be on par with domestic consumption levels, while there will be a slight excess in terms of diesel supply,” he added.

    Hence, Pertamina will optimize the production of gasoline and jet fuel from the Bontang facility, while minimizing its diesel output.  Pertamina estimated that it would need around $120 billion to support its business plans within the next decade, one-third of which would be used to finance its various refinery projects.

    This year alone, Pertamina has allocated $5.59 billion in capital expenditure, up 55 percent annually. About 59 percent of the allocated figure will be used to support its upstream business activities, including the development of the newly acquired Mahakam block in East Kalimantan and the Jambaran-Tiung Biru field in East Java.

Government Obtains Investment Commitment of US $ 23.6 Million

    Dua perusahaan internasional, Premier Oil dan Mubadala Petroleum, mengikuti lelang blok migas karena menilai investasi di Indonesia masih menarik. Pertimbangan lainnya, potensi migas di blok yang diincar perusahaan juga sangat menjanjikan.

“Menurut informasi semuanya di Blok Andaman cukup menarik dieksplorasi,” kata Vice President and Information Service Premier Oil Indonesia Erfan Chidir.

    Vice President Exploration PT Saka Energi Indonesia Rovicky Putrohari mengatakan, skema kontrak gross split bukanlah satu-satunya hal yang menjadi pertimbangan perusahaan. Apalagi, skema gross split ini masih bisa dinegosiasikan dengan pemerintah. Selama potensi migas dalam blok tertentu dinilai cukup bagus, pihaknya pasti tertarik untuk mengeluarkan dana di blok tersebut.

“Intinya, kalau potensinya itu memang cukup besar, dengan skema apapun mungkin akan masih menarik,” jelasnya. Dua blok yang diperoleh pihaknya termasuk kategori yang memiliki cadangan cukup bagus.

Terus Perbaiki

    Sementara itu, pada tahun ini, Arcandra menyebut bahwa pihaknya akan melelang 25 - 40 blok migas pada pertengahan Februari. Pihaknya menjanjikan akan membuat berbisnis di sektor migas Indonesia semakin mudah dan menarik bagi investor.

    Sebelumnya, melalui Peraturan Men 52/2017 tentang kontrak gross split dan Peraturan Pemerintah 53/2017 tentang perpajakan gross split, pihaknya sudah memberikan sejumlah insentif. Kini, pemerintah seang merampungkan revisi Peraturan Pemerintah 35/2004 tentang kegiatan usaha hulu migas. Sejumlah perbaikan dilakukan melalui Peraturan Pemerintah ini.

 “Seperti firm commitment bisa ditransfer, kemuadian aset yang dipakai selama ekslplorasi bisa digunakan di wilayah kerja lain, atau jika tidak ditemukan hidrokarbon, barang-barang yang dibeli bisa digunakan perusahaan lain dengan membayar import duty," papar Arcandra.

    Tidak hanya itu, lanjumya, regulasi ini juga akan memberikan dasar hukum untuk pembukaan data migas yang ada selama ini. Kementerian ESDM akan mengumpulkan data-data yang ada di Pusat Data dan Informasi (Pusdatin) dan Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas). Seluruh data akan bisa diakses, kecuali data yang masih aktif digunakan perusahaan yang memegang kontrak.

“Dalam melakukan analisa-analisa, data yang sudah di buka, maka bisa digunakan. Mungkin bisa dilihat, analisanya sampai basin basis,” tuturnya.

    Rovicky menilai rencana untuk mengumpnlkan dan membuka data migas itu sangat bagus. Pasalnya, selama ini perusahaan kesulitan untuk melengkapi data dari blok migas yang diincar. Pihaknya berharap blok yang dilelang nantinya bisa dilengkapi data-nya sehingga menjadi lebih menarik bagi investor.

“Datanya dilengkapi dan memang sudah dilakukan evaluasi awal oleh ESDM, sehingga ketika dijual itu (blok migas) menarik. Utamanya. seberapa besar potensinya tadi,” ujarnya.
   
    Disinggung apakah akan mengikuti lelang blok migas tahun ini, Rovicky menuturkan, Saka Energi sebagai perusahaan Indonesia, selalu mengevaluasi peluang-peluang yang ada di Indonesia. Dari 40 blok yang ditawarkan tahun ini, sekitar 2030% dinilai menarik untuk dikembangkan. Sementara beberapa blok migas tidak menarik bukan karena fiskalnya.

“Sekarang kami evaluasi lagi dengan cara yang sama kalau semuanya menggunakan gross split itu seperti apa,” kata dia.

Investors are interested in Oil and Gas Auction with profit sharing scheme



    Ministry of Energy and Mineral Resources (ESDM) announces the winners of the auction of conventional oil and gas working area using a scheme of contracts for the gross split, the results of the first stage of 2017.

    Berdasarkan data, Wilayah Kerja (WK) migas itu merupakan lelang pertama yang menggunakan skema gross split. Jumlah WK yang ditawarkan ialah 10 (sepuluh) WK, terdiri atas 7 WK melalui penawaran langsung dan 3 WK melalui lelang reguler.

    Lelang WK telah dimulai sejak akhir Mei 2017 dan diperpanjang sebanyak empat kali karena menunggu pengesahan peraturan pemerintah (PP) tentang perpajakan gross split.

    Sampai dengan batas akhir penyampaian dokumen partisipasi yakni 29 Desember 2017, terdapat tujuh dokumen partisipasi untuk lima WK yang selanjutnya dilakukan pembukaan dan pemeriksaan serta penilaian akhir oleh tim penawaran untuk memberikan rekomendasi pemenang.

    Pemenang lelang penawaran langsung di antaranya Mubadala Petroleum (SE Asia) Ltd (Andaman I), konsorsium Premier Oil Far East Ltd-KrissEnergy (Andaman Il), BV-Mubadala Petroleum (Andaman II ISA) Ltd, PT Tansri Madjid Energi (Merak-Lampung), serta PT Saka Energi Sepinggan (Pekawai da West Yamdena).

    Adapun untuk lelang reguler pada Blok Kasuri III, Blok Tongkol, Blok East Tanimbar, dan Blok Memberamo tidak ada pemenang. Kemudian lima WK konvensional lainnya belum diminati menjadi wilayah kerja available dan akan ditawarkan kembali pada periode penawaran WK migas selanjutnya.

    Investasi komitmen pasti dari lima WK konvensional tersebut sebesar US$ 23.575.000 dan total bonus tanda tangan sebesar US$ 3,250,000.

    Pelaksana Tugas Direktur Jenderal Migas, Kementerian ESDM Ego Syahrial mengatakan skema bagi hasil antara pemerintah dan investor migas mendapat sambutan positif.

“Jadi, sinyalemen selama ini yang mengatakan bahwa sistem gross split hanya cocok untuk WK perpanjangan ternyata tidak juga. Ini terbukti untuk WK baru atau WK eksplorasi, dari tujuh yang ditawarkan, lima WK diminati,” jelas Ego Syahrial.

Jonan Reveals EMR Performance in London

    Hal tersebut menjadi poin penting yang disampaikan Menteri ESDM Ignasius jonan dalam diskusi Indonesia Roundtable Series bersama pimpinan Bloomberg di London. Di sektor migas, Kementerian ESDM telah menyederhanakan perizinan dari 104 menjadi 6 perizinan. Sementara, sektor Mineral dan Batubara kini hanya ada 6 perizinan dari sebelumnya 117 perizinan, 5 perizinan bagi sektor ketenagalistrikan dan Energi Baru dan Terbarukan (EBT) menyisakan 10 perizinan.

“Di kementerian yang saya pimpin, perizinan di bidang minyak dan gas sekarang hanya enam izin dari sebelumnya 104 perizinan. Kami akan terus memangkas dan mempermudah perizinannya," kata Jonan.

    Sejalan dengan hal tersebut, pembangunan infrastruktur ketenagalistrikan juga mengalami kemajuan pada dua tahun terakhir, Hal ini dibuktikan dengan 70 kontrak penandatangan Power Purchase Agreement WPA) berbasis EBT dengan kapasitas lebih dari 1,2 Giga Watt (GW). Kemajuan ini berdampak pada terlampuinya target rasio elektrifikasi pada akhir 2017 mencapai 95,4%, naik dari pencapaian sebesar 91,2% di 2016.

    Selain itu, beberapa kebijakan strategis lain di implementasikan oleh Pemerintah untuk mereformasi sektor ESDM di Indonesia, seperti penggunaan skema gross split bagi hulu migas hingga implementasi Bahan Bakar Minyak (BBM) Satu Harga yang memberikan harga BBM sama di seluruh wilayah Indonesia.

    Terkait kebijakan tersebut, Jonan kembali melakukan pendalaman diskusi dengan beberapa Duta Besar Republik Indonesia di Eropa, seperti Duta Besar Republik Indonesia untuk Inggris Rizal Sukma, Duta Besar Republik Indonesia untuk Belanda I Gusti Wesaka Puja, Duta Besar Republik Indonesia untuk Belgia Yuri O. Thamrin, Duta Besar Republik Indonesia untuk PBB di Jenewa Hasan Kleib, Deputi V Kantor Staf Kepresidenan Jaleswari Pramodhawardani, serta pejabat kedutaan lainnya.

    Mantan Menteri Perhubungan itu mengutarakan tujuan kebijakan tersebut agar harga BBM di seluruh wilayah Indonesia sama dengan di Pulau Jawa, terutama di Provinsi Papua dan Papua Barat. Jonan menuturkan, akan ada 33 kabupaten yang akan dibangun lembaga penyalur BBM hingga 2019.

"Tahun 2017 lalu total sudah ada 57 titik BBM Satu Harga sehingga harganya sama dengan Pulau Jawa. Dari total tersebut, 16 titik berada di Papua dan Papua Barat,” ujarnya dalam Focus Group Discussion (FGD) bersama pejabat kedutaan tersebut.

    Selain kebijakan BBM Satu Harga, di sektor Migas pembangunan di Papua juga melalui pembangun infrastruktur Jaringan- Gas Kota sepanjang 3.898 Sambungan Rumah Tangga (SR) di Kota Sorong. Direncanalaan tahun 2018 akan terbangun Jaringan Gas Kota di 2 lokasi dengan 11.500 SR.

    Pada subsektor Ketenagalistrikan, komitmen Kementerian ESDM sangat besar di Indonesia Timur. Program pembangunan listrik di Papua dan Papua Barat ditargetkan sebesar 514 Mega Watt (WM) rampung hingga 2019. Selain itu program listrik pedesaan jugal dilanjutkan hingga menjangkau 186 ribu pelanggan sampai tahun 2019.

    Inovasi kebijakan lain untuk meningkatkan akses listrik di wiayah Timur Indonesia bertumpu pada sektor Energi Baru Terbarukan (EBT) dengan membagikan paket Lampu Tenaga Surya Hemat Energi (LTSHE) kepada sekitar 250 ribu rumah di 20 provinsi. Lampu LTHSE telah menerangi 79.564 rumah di 5 provinsi dan pemerintah mentargetkan akan memberikan LTHSE pada tahun 2018 dua kali lipat dari tahun 2017 yakni sebanyak 175.782 unit.

    Di penghujung diskusi, Jonan menegaskan kembali kebijakan prioritas bagi Papua dan Papua Barat adalah wujud keadilan sosial bagi seluruh rakyat Indonesia.

"'Sesuai amanat Presiden Joko Widodo, BBM Satu Harga adalah wujud keadilan sosial dan bisa menjadi pemersatu bagi rakyat Indonesia," tuturnya.

Saka Will Work on Joint Study of Two Oil and Gas Blocks



    PT Saka Energi Indonesia is proposing a joint study of two new oil and gas blocks in Indonesia. Saka targets to continue to increase oil and gas reserves through the exploration of new oil and gas blocks.

    Saka Energy Exploration Vice President Rovicky Putrohari said there was no target that the company would add new exploration blocks to a certain amount each year. Saka Akan Mengerjakan Joint Study Dua Blok Migas


    PT Saka Energi Indonesia sedang mengajukan proposal kajian bersama (joint study) dua blok migas baru di Indonesia. Saka menargetkan dapat terus menambah cadangan migas melalui eksplorasi blok migas baru.

    Vice President Exploration Saka Energi Rovicky Putrohari mengatakan tidak ada target bahwa perusahaan akan menambah blok eksplorasi baru dalam jumlah tertentu setiap tahunnya. Namun pihaknya terus berupaya mendapat tambahan cadangan migas sebagai ganti migas yang sudah diproduksikan. Hal ini agar perusahaan dapat bertahan di masa mendatang.

“Kalau tidak seperti itu, kami dying saja. Makanya kami tidak hanya sekadar mencari yang sudah ada, tetapi kami juga menemukan (cadangan migas) yang belum ada,” kata dia usai pengumuman pemenang lelang blok migas 2017 di Jakarta.

    Salah satu langkah yang ditempuh Saka yakni dengan melakukan kajian bersama blok migas dengan pemerintah. Menurut Rovicky, pihaknya kini sedang mengajukan proposal untuk melakukan kajian bersama di dua blok migas. Sayangnya dia enggan mengungkapkan blok mana saja yang diincar untuk dikembangkan ini. Pasalnya, blok yang dikaji ini biasanya akan dilelang oleh pemerintah.

“Kami sedang ajukan proposal joint study di dua Wilayah Kerja migas baru. Untuk joint studynya delapan bulan,” jelasnya.

    Saat ini, Saka terlibat dalam pengelolaan 11 blok migas di dalam dan luar negeri. Tiga blok migas masih dalam tahap eksplorasi, yakni South Sesulu, West Bangkanai, dan Wokam II. Sementara lainnya sudah berproduksi, yakni Blok Muara Bakau, Blok Bangkanai, Pangkah, Ketapang, South East Sumatera, Muriah, serta Sanga-Sanga. Di luar negeri, Saka memiliki saham di Blok Fasken, Amerika Serikat.

    Sebelumnya, Presiden Direktur Saka Energi Indonesia Tumbur Parlindungan mengatakan, produksi migas perusahaan yang dipimpinnya itu bisa mencapai 100 ribu barel setara minyak per hari (barrel oil equivalent per day/boepd) dalam lima tahun ke depan. Pencapaian itu dengan hanya mengandalkan blok-blok yang telah dimiliki perusahaan pada saat ini.

    Namun, pencapaian proyeksi itu tergantung pada keberhasilan eksplorasi yang dilakukan Saka Energi. Pada 2018 ini, Saka menargetkan produksi migasnya bisa naik 10% dari realisasi produksi tahun lalu. Untuk itu, Saka menganggarkan dana investasi sekitar US$ 150-200 juta untuk menggarap blok-blok migas yang dikelolanya.

    Sebagian besar belanja modal akan disalurkan untuk kegiatan pengeboran di Blok Pangkah di mana Saka menjadi operator dan memegang hak partisipasi sebesar 100%.

    Sepanjang 2018, Saka merencanakan untuk melakukan tujuh kegiatan pengeboran. Lima di antaranya dilakukan di Blok Pangkah, Jawa Timur yang terdiri dari empat pengerboran pengembangan dan satu pengeboran eksplorasi. Sisanya, satu kegiatan pengeboran eksplorasi di Wokam ll, Papua dan satu pengeboran eksplorasi di South Sesulu, Kalimantan Timur. Selain itu, pihaknya memulai fase pengembangan Proyek Sidayu dan West Pangkah di Blok Pangkah.

Winner of Five Oil and Gas Blocks Using Gross Split

Pemenang Lima Blok Migas Mengunakan Gross Split

    Lelang blok migas tahun 2017 lalu penuh dengan drama, setelah sampai empat kali diulang karena tidak ada perusahaan yang berminat. Akhirnya tanggal 31 Januari 2018 ini drama lelang migas itu happy ending, dengan ditetapkannya pemenang lelang lima blok migas dari 15 blok yang dilelang tahun lalu.

    Sekretaris Jenderal Kementerian Energi dan Sumber Daya Mineral (ESDM) sekaligus Pelaksana Tugas Direktur Jenderal Migas Ego Syahrial mengatakan, terdapat tujuh peserta yang memasukkan penawaran di lima blok migas.

    Adapun empat blok migas masing-masing diikuti satu peserta, yaitu Blok, Andaman I, Blok Merak-Lampung, Blok Pekawai, dan Blok West Yamdena. Adapun Blok Andaman II diminati oleh tiga peserta.

    Dalam keputusan akhir, perusahaan migas jumbo, Repsol Exploration dan perusahaan milik Bakrie Group PT Energi Mega Persada Tbk tidak memenangkan lelang Blok Andaman II. Sementara yang lain karena peserta tunggal, akhirnya menang.

    Dengan pengumuman pemenang lelang blok migas tahun lalu, Kementerian ESDM berharap akan ada penemuan cadangan migas baru di Indonesia. Wakil Menteri ESDM Arcandra Tahar menyebutkan, dengan adanya pemenang di lima blok migas ini,
maka ada kepercayaan dari investor terhadap kondisi migas di Indonesia, terutama setelah adanya skema menggunakan gross split.

Apalagi kelima peserta yang berhasil menang di lelang blok migas tahun lalu bukanlah perusahaan-perusahaan kecil.

“Perusahaan ini bukan perusahaan kecil. Mubadala misalnya bukan perusahaan kecil. Repsol merupakan perusahaan yang sangat besar, yang mengambil blok kita bukan perusahaan kecil," klaim Arcandra bangga.

    Menurutnya, gross split justru akan membantu perusahaan migas menjalankan bisnis mereka di Indonesia.

"Kami mengharapkan skema gross split bisa memudahkan bisnis dan efisiensi," ujarnya yakin.

    Ke depan, Kementerian ESDM juga akan melakukan sejumlah perbaikan, di antaranya firm commitment yang bisa ditransfer. Selain itu, pemerintah juga akan mengubah aturan terkait aset yang digunakan selama eksplorasi bisa digunakan di blok lain.

    Atau bisa juga seandainya dengan eksplorasi tidak menemukan hidrokarbon yang cukup, barang-barang yang digunakan selama eksplorasi bisa digunakan kembali oleh Kontraktor Kontrak Kerjasama (KKKS) dengan membayar biaya dan bisa ditransfer ke blok migas lain yang masih terafiliasi. Selain itu pemerintah juga akan lebih terbuka terhadap data-data migas.

"Data-data lama yang ada di Pusat Data Industri (Pusdatin) akan kami kumpulkan, SKK Migas yang bertanggung jawab, dan ini akan dilindungi dalam revisi Peraturan Pemerintah 35/2004," ujar Arcandra.

    Di antara pemenang lelang 5 blok migas itu ada nama PT Tansri Madjid Energi yang merupakan perusahaan tambang emas di Tambang Lebong, Bengkulu. Tansri adalah anak usaha Sugico Group yang pernah bekerjasama dengan PT Pertamina Hulu Energi untuk 5 proyek coal bed methane di Sumatra.

Pertamina EP Earned US $ 615 Million Profit

"Karena di akhir tahun harga minyak membaik. Itu di angka US$ 70 per barel untuk minyak Brent, sehingga laba bersih terbantu," katanya.

    Pendorong laba bersih tahun 2017 juga dari stok minyak yang Pertamina EP dikeluarkan tahun lalu, sehingga lifting tahun 2017 mencapai 77.900 bph lebih tinggi dari produksinya.

"Kami mempunyai stok, harga Iagi bagus, kami jual," kata dia.
   
    Sepanjang tahun 2017 perusahaan ini mengeluarkan belanja modal alias capital expenditures (capex) sebesar US$ 644 juta dan operating expenditures (opex) sebesar US$ 1,1 miliar.

"Tahun lalu 61 sumur kami bor. Sumur eksplorasi kami bor 10 dan 4 selesai Januari ini," katanya.

    Pertamina EP saat ini mengelola 21 lapangan yang tersebar di 15 provinsi. Aset paling banyak memberikan kontribusi besar saat ini masih di daerah Sumatra. Tahun 2018 ini Pertamina EP menargetkan pendapatan US$ 2,7 miliar dengan laba bersih US$ 547 juta.

"Kami estimasi target laba bersih 2018 memang lebih rendah dulu, tetapi realisasi Insya Allah lebih tinggi karena kami masih melihat harga minyak,“ kata dia.

    Tahun ini pendapatan dan laba bersih tersebut baru memperhitungkan harga minyak sebesar US$ 48 per barel. Sementara tahun ini biaya produksi minyak Pertamina EP sebesar US$ 17 per barel. Adapun biaya produksi minyak tahun 2016 sebesar US$ 19 per barel, tahun 2017 sebesar US$ 16 per barel.

”Presiden sangat peduli untuk membuat investor mudah berinvestasi. Lima perusahaan ini yakin bisnis migas di Indonesia,” kata Arcandra.

    Dari 10 WK yang ditawarkan, ada lima perusahaan atau konsorsium yang berminat dan mengikuti proses lelang di lima WK. Adapun lima perusahaan yang memenangi lelang itu adalah Mubadala Petroleum Ltd di WK Andaman I, Konsorsium Premier Oil Far East Limited-Krisenergy-Mubadala Petroleum Ltd di WK Andaman II, PT Tansri Madjid Energi di WK Merak Lampung, PT Saka Energi Sepinggan di WK Pekawai, dan PT Saka Energi Indonesia di WK West Yamdena.

    Dari lima WK itu, total nilai komitmen pasti, yaitu nilai pekerjaan pada 3 tahun pertama, sebesar 23,57 juta dollar AS. Selain itu, nilai bonus tanda tangan yaitu penerimaan negara bukan pajak yang menjadi kewajiban kontraktor kontrak kerja sama sebagai pemenang lelang, sebesar 3,25 juta dollar AS.

    Sementara itu, PT Perusahaan Gas Negara (Persero) Tbk belum melakukan persiapan khusus terkait rencana pemindahan saham ke PT Pertamina (Persero), terkait pembentukan perusahaan induk BUMN migas. Sambil menanti peraturan pemerintah disahkan, PGN akan berkoordinasi dengan tim implementasi.

    Rancangan Peraturan Pemerintah tentang Penambahan Penyertaan Modal Negara Republik Indonesia ke Dalam Modal Saham Perusahaan Pertamina. Rancangan PP tersebut telah diserahkan kepada Presiden Joko Widodo sebagai dasar pembentukan perusahaan induk.

”Belum ada persiapan apa-apa. Karena Peraturan Pemerintah belum disahkan, kami tidak berani melalukan apapun” ujar Sekretaris Perusahaan PGN Rachmat Hutama seusai penganugerahan Kompetisi Jurnalistik PGN di Jakarta.

    Rachmat menjelaskan tugas tim implementasi antara lain adalah menyiapkan segala hal yang mendukung proses pembentukan perusahaan induk.

Local Domination Winner of Oil and Gas Block

Mubadala Petroleum (SE Asia) Ltd

     The winners of the auction of five blocks of oil and gas, among others, the Andaman Work Area I won by Mubadala Petroleum (SE Asia) Ltd. The commitment value reached USD 2.150 million with a signature bonus of USD 750 thousand. Then, WK Andaman II was won by Premier Oil Far East Ltd consortium Krissl-Energy (Andaman II) BV-Mubadala Petroleum (Andaman II ISA) Ltd. The exact commitment value of the block amounts to US $ 7,550 million with a signature bonus of USD 1 million.

    Furthermore, the Merak-Lampung Working Area was won by PT Tansri Madjid Energi. The exact commitment value reaches USD 1.325 million and the signature bonus is USD 500 thousand.

    Then, the Working Areas of Pekawai and West Yamdena Working Areas are each won by a subsidiary of PT Perusahaan Gas Negara (Persero) Tbk, which is engaged in oil and gas. Namely, PT Saka Energi Sepinggan and PT Saka Energi Indonesia. The exact commitment value of each block, is USD 10.450 million and USD 2.1 million. The signature bonus is USD 500 thousand each.

    Penerapan skema gross split tetap membuat bisnis minyak dan gas di Indonesia diminati. Kementerian Energi dan Sumber Daya Mineral (ESDM) mengumumkan pemenang lelang untuk lima blok migas atau Wilayah kerja (WK) tahap pertama 2017. Dua perusahaan di antaranya merupakan perusahaan migas asing.

    Wakil Menteri ESDM Arcandra Tahar mengakui, ditetapkannya pemenang lelang menjadi bukti bahwa lima perusahaan migas berminat pada bisnis minyak dan gas di Indonesia.

"Beberapa perusahaan melihat implementasi gross split. Ada yang masih salah paham tentang gross split," tuturnya saat pengumuman pemenang lelang blok migas di Kementerian ESDM.

    Pemenang lelang lima blok migas tersebut, antara lain, Wilayah Kerja Andaman I yang dimenangkan Mubadala Petroleum (SE Asia) Ltd. Nilai komitmennya mencapai USD 2,150 juta dengan bonus tanda tangan USD 750 ribu. Lalu, WK Andaman II dimenangkan konsorsium Premier Oil Far East Ltd-Kriss l-Energy (Andaman II) BV-Mubadala Petroleum (Andaman II ISA) Ltd. Yakni, PT Saka Energi Sepinggan dan PT Saka Energi Indonesia. Nilai komitmen pasti setiap blok, itu USD 10,450 juta dan USD 2,1 juta. Bonus tanda tangannya masing-masing USD 500 ribu.

PEP Target Slightly Up



    PT Pertamina Exploration and Production (PEP), a subsidiary of PT Pertamina (Persero), targets oil and gas production in 2018 to reach 253,202 barrels of oil equivalent per day (boepd).

    The production target is up slightly compared to the realization in 2017 of 253,000 boepd. This year's production target consists of 83,000 barrels per day of crude oil and 986.11 million cubic feet of gas per day (MMscfd) of natural gas.

    Target produksi tersebut naik sedikit dibandingkan dengan realisasi pada 2017 sebanyak 253.000 boepd. Target produksi pada tahun ini terdiri dari minyak mentah 83.000 barel per hari dan gas bumi 986,11 juta kaki kubik per hari (MMscfd).

    Presiden Direktur Pertamina EP Nanang Abdul Manaf mengatakan bahwa produksi minyak perseroan pada tahun ini dari Lapangan Bunyu di Kalimantan Utara. Produksi gas masih mengandalkan pada proyek-proyek yang telah beroperasi.

    Pada beberapa pabrik yang menjadi konsumen PEP mengalami shut down/menghentikan operasi dalam beberapa waktu untuk perawatan mesin. Ada fasilitas mengalami shut down di Subang, DSLNG [Donggi-Snoro LNG]. DSLNG turn around [perawatan mesin], kita ikut turn around ujarnya saat memberikan penjelasan kinerja Pertamina EP.

Menurutnya, untuk mencapai target tersebut, perseroan akan melaksanakan program tepat waktu dan pelaksanaan program berdasarkan skala prioritas serta melanjutkan upaya efisiensi.

    Sementara itu, realisasi produksi migas Pertamina EP pada 2017 sebesar 253.000 barel setara minyak per hari atau hanya 96% dari target. Produksi minyak mentah pada 2017 sebanyak 77.200 barel per hari (bph) turun dibandingkan dengan tahun sebelumnya 83.632 bph. Produksi gas PEP pada 2017 sebanyak 1.018 MMscfd naik dibandingkan dengan tahun sebelumnya 989,27 MMscfd.

    Nanang menjelaskan, produksi migas perseroan pada 2017 meningkat sejak September-Desember ketika harga minyak mulai menguat. Ada unsur positif seiring harga minyak naik pada akhir 2017 dan produksi naik di akhir 2017.

    Direktur Eksplorasi Pertamina EP Achmad Alfian Husein mengatakan, cadangan migas Pertamina EP pada 2018 direncanakan ditambah melalui 23 pengeboran sumur dari Asset 1-5, aktivitas pembuatan rencana pengembangan (POD) dari struktur temuan baru di Lapangan Karang Makmur dan Benggala.
