Oil and Gas Holding Awaits Permission from Minister of Finance



The establishment of oil and gas holding is expected to make Pertamina and PGN bigger.

The merger or holding of state-owned enterprises (SOEs) of the oil and gas sector (oil and gas) will soon be completed. Currently, the next stage gets approval from the Ministry of Finance.

Deputy Energy Business, Logistics, Tourism Ministry of State Enterprises Edwin Hidayat Abdullah revealed it during the discussion themed Empowering the nation through value creation of holding company, in Jakarta.

He explained that the discussion on oil and gas holding has been completed at the level of the Ministry of SOEs. Furthermore, if approved by the Finance Minister, an Extraordinary General Shareholders Meeting of PT Perusahaan Gas Negara (PGN) will be conducted. After that, PGN will acquire Pertagas and end up holding an oil and gas holding with its parent PT Pertamina.

"So the purpose of forming oil and gas holding is not to enlarge Pertamina alone, but also PGN. We expect both to grow even bigger, "he said.

According to Edwin, the benefits that will be born from holding business capital will be more competitive when compared with their own business. In addition, the business link from upstream to downstream will also be more integrated. Another benefit is improving operational efficiency.

"With the formation of oil and gas holding, hope that gas price will be more competitive through good governance from upstream to downstream," said a member of House of Commission VII DPR, Eni Maulani Saragih.

Holding Migas Menunggu Izin Menteri Keuangan


Pembentukan holding Migas diharapkan dapat membuat Pertamina dan PGN semakin besar.

Penggabungan atau holding badan usaha milik negara (BUMN) sektor minyak dan gas (migas) akan segera rampung. Saat ini, tahapan selanjutnya mendapat persetujuan dari Kementerian Keuangan.

Deputi Usaha Energi, Logistik, Pariwisata Kementerian BUMN Edwin Hidayat Abdullah mengungkapkan hal tersebut saat diskusi bertema Empowering the nation through value creation of holding company, di Jakarta.

Ia menjelaskan pembahasan holding migas sudah selesai di tataran Kementerian BUMN. Selanjutnya, jika sudah disetujui menteri keuangan, segera dilakukan Rapat Umum Pemegang Saham Luar Biasa PT Perusahaan Gas Negara (PGN). Setelah itu, PGN akan mengakuisisi Pertagas dan berakhir pada holding minyak dan gas dengan induknya PT Pertamina.

“Jadi tujuan pembentukan holding migas ini bukan untuk memperbesar Pertamina saja, melainkan juga PGN. Kita harapkan dua-duanya semakin lehih besar lagi,” katanya.

Menurut Edwin, manfaat yang akan lahir dari holding ialah modal bisnis akan lebih berdaya saing jika dibandingkan dengan usaha sendiri-sendiri. Selain itu, mata rantai usaha dari hulu ke hilir juga akan Iebih terintegrasi. Manfaat lainnya ialah meningkatkan efisiensi operasional. 

"Dengan dibentuknya holding migas, harapannya nanti harga gas bisa lebih kompetitif melalui tata kelola yang baik dari hulu sampai hilir,” ujar anggota Komisi VII DPR, Eni Maulani Saragih.

Negeri Jiran

Managing Director Lembaga Manajemen Fakultas Ekonomi dan Bisnis Universitas Indonesia (LM FEB UI) Toto Pranoto menilai kebijakan pembentukan holding company BUMN terbukti berdampak positif bagi perusahaan.

Bahkan mampu menggulirkan pertumbuhan ekonomi melalui penciptaan lapangan kerja, pertumbuhan bisnis pada swasta, dan meningkatkan posisi tawar entitas bisnis Indonesia di mata internasional.

“Stimulasi pembangunan yang baik pada pemerintahan saat ini secara tidak langsung juga menstimulasi BUMN terus mengembangkan kemampuan inovasi, ekspansi, dan menciptakan nilai korporasi,” ujarnya.

Toto mengungkapkan gagasan membentuk holding company BUMN mulai terbentuk sejak kawasan Asia Tenggara, termasuk Indonesia dilanda krisis moneter pada 1997/1998. Hal serupa juga terjadi di Singapura dan Malaysia. Singapura memiliki holding BUMN bernama Temasek Holdings dan Malaysia dengan nama Khazanah Nasional.

Menurut data LM FEB UI, dari posisi aset besaran BUMN Indonesia, Singapura, dan Malaysia, masing-masing tumbuh sebesar 42,3%, 128,99%, dan 10,77%. Ia berpendapat bentuk holding BUMN Singapura dan Malaysia sebenarnya tetap lebih baik daripada BUMN Indonesia. Pasalnya, dalam 5 tahun terakhir, aset BUMN kedua negara itu mampu tumbuh signifikan.

Toto mengungkapkan, rasio aset Temasek terhadap PDB Singapura pada 2012 sebesar 93,87 % atau senilai US$ 361,49 juta, sedangkan pada 2016 menjadi S$ 410,27 juta atau tumbuh hingga 128,99.

Indonesia Crude Oil Price 2017 Reached US $ 51.19 per Barrel



Based on the calculation, Indonesian crude price (ICP) in December 2017 increased from the previous month. The average ICP rose by US $ 1.56 per barrel to US $ 60.90 per barrel from US $ 59.34 per barrel in November 2017, and was the highest figure in 2017.

The Indonesian Oil Price Team of the Ministry of Energy and Mineral Resources (ESDM) noted that with the ICP rise in December, the average ICP of 2017 from January to December reached US $ 51.19 per barrel, up 27% over the ICP averaging 2016 which reached US $ 40.13 per barrel.

Energy Information Administration (EIA) USA said crude oil price rises in recent months represent the impact of declining inventories of crude oil and other liquid fuels globally by an average of 0.4 million barrels per day by 2017. After the world crude oil inventory declining in 2017, EIA expects world oil inventories to increase by 0.2 million barrels per day by 2018 and by 0.3 million barrels per day by 2019.

It is expected to hold world oil prices at around US $ 60 per barrel. The OPEC and Russia deal extended production restrictions by the end of 2018 at a general meeting on November 30, 2017 and in Vienna are also one of the triggers of rising world oil prices today.

Another factor is that world oil prices are also affected by the warming geopolitical conditions in the Middle East as well as rising demand for crude oil in China, followed by increased demand for diesel oil, kerosene, Liquefied Petroleum Gas (LPG), fuel oil and gasoline.

Harga Minyak Mentah Indonesia 2017 Mencapai US$ 51,19 per Barel


Berdasarkan hasil perhitungan, harga minyak mentah Indonesia atau Indonesian Crude Price (ICP) pada bulan Desember 2017 mengalami peningkatan dibandingkan bulan sebelumnya. Rata-rata ICP naik sebesar US$ 1,56 per barel menjadi US$ 60,90 per barel dari US$ 59,34 per barel pada November 2017, dan merupakan angka tertinggi sepanjang tahun 2017.

Tim Harga Minyak Indonesia Kementerian Energi dan Sumber Daya Mineral (ESDM) mencatat, dengan kenaikan ICP Desember tersebut, ICP rata-rata tahun 2017 dari Januari hingga Desember mencapai US$ 51,19 per barel, atau naik 27% dibanding ICP rata-rata 2016 yang mencapai US$ 40,13 per barel.

Energy Information Administration (EIA) USA menyampaikan, meningkatnya harga minyak mentah pada Beberapa bulan terakhir merupakan dampak penurunan inventory minyak mentah dan bahan bakar cair lainnya secara global sebesar rata-rata 0,4 juta barel per hari pada 2017. 

    Setelah tingkat inventory minyak mentah dunia menurun pada tahun 2017, EIA memperkirakan inventory minyak dunia akan mengalami kenaikan sebesar 0,2 juta barel per hari pada tahun 2018 dan sebesar 0,3 juta barel per hari pada 2019.

Hal tersebut diperkirakan dapat menahan harga minyak dunia pada kisaran US$ 60 per barel. Kesepakatan OPEC dan Rusia memperpanjang pembatasan produksi hingga akhir tahun 2018 pada general meeting 30 November 2017 lalu di Vienna juga menjadi salah satu pemicu naiknya harga minyak dunia saat ini.

Faktor lain, harga minyak dunia juga dipengaruhi kondisi geopolitik di Timur Tengah yang masih memanas juga meningkatnya permintaan minyak mentah di China yang diikuti peningkatan permintaan minyak solar, minyak tanah, Liquified Petroleum Gas (LPG), minyak bakar dan bensin.

SKK Migas Boost Three Fields



SKK Migas to pursue the completion of three unfinished oil and gas field development plans in 2017 could be completed earlier this year. The three plans to develop three oil and gas fields are expected to increase oil and gas reserves in Indonesia by 2018.

Head of Program and Communications Division of SKK Migas Wisnu Prabawa, said the total amount of oil and gas reserves from the three plans of development (POD) amounted to 311.84 million barrels of oil equivalent.

The three oil and gas fields include the Kido Red Smoke, Kasuri Block in West Papua with reserves of 262.52 million barrels of oil equivalent. North West Kenanga Field, Batanghari Block in South Sumatra with a potential reserve of 7.78 million barrels of oil equivalent, and Sinamar Field, South West Bukit Barisan Block in West Sumatra with reserves of 41.511 million barrels of oil equivalent per day.

"Third POD is also expected to increase oil and gas reserves this year," he said.

Earlier, Deputy Chief of SKK Migas Sukandar said the target of oil and gas reserves in 2017 that is not achieved is also related to the completion of three oil and gas field development plans.

"Of the three PoDs it can add 3 tcf / trillion cubic of natural gas reserves."

According to SKK Migas data, the ratio of oil and gas reserve replacement ratio (RRR) in Indonesia in 2017 is at 55.33%, which is still below the target of 60% last year.In this year, the Ministry of Energy and Mineral Resources hopes that the ratio Indonesia's oil and gas reserves could return to 100%.

Director of Upstream Oil and Gas Supervision at the Ministry of ESDM Tunggal said the ESDM Ministry hopes that the target rate of replacement of oil and gas reserves can be above 100%. However, to achieve 100% needs to be accompanied by exploration activities to find new oil and gas reserves.

"Then exploration activities also depend on WP & B [work program & budget] exploration activities that have been discussed and agreed between KKKS [contractor cooperation contract] and SKK Migas."

Ego Syahrial 

Executing the Directorate General of Oil and Gas, Ministry of Energy and Mineral Resources Ego Syahrial said the unexpected oil and gas reserves does not mean that the reserve is exhausted. The reason is, Indonesia still has 128 oil and gas basins, and only 45% have been explored optimally.

Previously, in the past year had projected oil and gas reserves Indonesia could reach 68% or above the target of 60%. However, it can be called if the development of several oil and gas fields at that time was approved by SKK Migas.

SKK Migas Kebut Tiga Lapangan


SKK Migas mengejar penyelesaian tiga rencana pengembangan lapangan minyak dan gas bumi yang tidak rampung pada 2017 bisa diselesaikan pada awal tahun ini. Ketiga rencana pengembangan tiga lapangan migas itu diharapkan bisa menambah cadangan migas di Indonesia pada 2018.

Kepala Divisi Program dan Komunikasi SKK Migas Wisnu Prabawa mengatakan, total jumlah potensi cadangan migas dari tiga rencana pengembangan (plan of development/POD) itu sebesar 311,84 juta barel setara minyak.

Ketiga lapangan migas itu antara lain Asap Merah Kido, Blok Kasuri di Papua Barat dengan potensi cadangan 262,52 juta barel setara minyak. Lapangan North West Kenanga, Blok Batanghari di Sumatra Selatan dengan potensi cadangan 7,78 juta barel setara minyak, dan Lapangan Sinamar, Blok South West Bukit Barisan di Sumatra Barat dengan potensi cadangan 41,511 juta barel setara minyak per hari.

“Ketiga POD itu pun diharapkan dapat menambah cadangan migas pada tahun ini,” ujarnya.

Sebelumnya, Wakil Kepala SKK Migas Sukandar menyebutkan, target cadangan migas pada 2017 yang tidak tercapai juga terkait dengan belum selesainya tiga rencana pengembangan lapangan migas tersebut.

“Dari tiga PoD itu bisa menambah cadangan gas bumi 3 tcf/triliun kaki kubik.”

Menurut data SKK Migas, tingkat rasio penggantian cadangan migas (reserve replacement ratio/RRR] migas di Indonesia sepanjang 2017 berada di level 55,33%. Hasil itu masih di bawah target tahun lalu 60%. Pada tahun ini, Kementerian ESDM berharap agar rasio cadangan migas Indonesia bisa kembali menjadi 100 %.

Direktur Pembinaan Usaha Hulu Migas Kementerian ESDM Tunggal mengatakan, Kementerian ESDM berharap agar target tingkat penggantian cadangan migas bisa di atas 100%. Namun, untuk mencapai 100% perlu dibarengi dengan kegiatan eksplorasi untuk menemukan cadangan migas baru.

“Lalu kegiatan eksplorasi pun tergantung WP&B [work program & budget] kegiatan eksplorasi yang telah dibahas dan disepakati antara KKKS [kontraktor kontrak kerja sama] dan SKK Migas.”

Pelaksana tugas Dirjen Minyak dan Gas Bumi, Kementerian ESDM Ego Syahrial mengatakan, cadangan migas yang tidak tercapai itu bukan berarti cadangan sudah habis. Pasalnya, Indonesia masih memiliki 128 cekungan migas, dan hanya 45% yang sudah dieksplorasi secara maksimal.

Sebelumnya, pada tahun lalu sempat diproyeksikan cadangan migas Indonesia bisa mencapai 68% atau di atas target yang sebesar 60%. Namun, hal itu disebut bisa terjadi kalau pengembangan beberapa lapangan migas saat itu disetujui oleh SKK Migas.

25 Areas Immediately Auctioned



Deputy Minister of Energy and Mineral Resources Arcandra Tahar said it has evaluated the Working Areas (WK) to be auctioned this year.

"The number is about 25 WK [Working Area], it seems there is no extra anymore. Later, it may be auctioned around mid-February 2018, "he said on Tuesday Night (16/1).

Unfortunately, Archandra did not specify the name of 25 WK to be auctioned next month. then, 25 WK auctioned are all conventional type.

Previously, the executive of the Directorate General of Oil and Gas Ministry of Energy and Mineral Resources Ego Syahrial said the auction of WK conducted this year will be combined work areas that do not sell in the period 2015 and 2016.

As for the possibility of starting offering non-conventional working areas in the auctions, the ESDM Ministry is still waiting for oil price movements.

25 Wilayah Segera Dilelang


Wakil Menteri Energi dan Sumber Daya Mineral Archandra Tahar mengatakan, pihaknya sudah mengevaluasi Wilayah Kerja (WK) yang akan dilelang pada tahun ini.

“Jumlahnya sekitar 25 WK [Wilayah Kerja], sepertinya sudah tidak ada tambahan lagi. Nanti, mungkin akan dilelang sekitar pertengahan Februari 2018,” ujarnya pada Selasa Malam (16/1).

Sayangnya Archandra tidak merinci nama 25 WK yang akan dilelang pada bulan depan tersebut. lalu, 25 WK yang dilelang tersebut semuanya berjenis konvensional.

Sebelumnya, pelaksana tugas Dirjen Migas Kementerian ESDM Ego Syahrial menyebutkan, lelang WK yang dilakukan pada tahun ini akan digabung wilayah kerja yang tidak laku pada periode 2015 dan 2016.

“Jadi bukan hanya 11 WK, ada wilayah kerja yang tidak diminati pada 2015 sekitar 12 sampai 15, lalu juga ditambah dengan WK yang juga tidak diminati pada 2016. Jadi, total sekitar 20an WK yang ditawarkan," ujarnya.

Data kementerian ESDM menunjukkan pada 2015 dari total 8 WK yang ditawarkan tidak ada yang diminati, sedangkan pada 2016 dari total 14 blok migas yang ditawarkan juga tidak ada yang diminati.

Adapun mengenai kemungkinan mulai menawarkan wilayah kerja non-konvensional dalam lelang, Kementerian ESDM masih menunggu pergerakan harga minyak.

“Karena yang non-konvensional membutuhkan biaya yang lebih besar sehingga menunggu harga minyak kembali bagus terlebih dulu. Untuk saat ini kami terus memantau perkembangan harga minyak,” ujar Arcandra.

Indonesia Crude Price (ICP) sudah berada di level US$ 60,9 per barel dibandingkan dengan sebelumnya senilai US$ S9,34 per barel pada Desember 2017, sedangkan untuk ICP Sumatera Light Crude (SIC) berada pada level US$ 61,19 per barel dibandingkan dengan sebelumnya US$ 59,83 per barel.

Selain itu harga minyak global dari sisi Brent sampai perdagangan Rabu (17/1) pukul 12:55 WIB mencatatkan penurunan 0,09% menjadi US$ 69,9 per barrel dibandingkan dengan kemarin, sedangkan harga minyak West Texas Intermediate (WTI) turun 0,08% menjadi US$ 63,68 per barel.

Archandra menegaskan pihaknya tidak akan memberikan insentif tambahan untuk mendorong investor masuk ke WK non-konvensional.

“Semua insentif sudah tersedia dalam skema gross split. Jadi, sudah tidak dibutuhkan tambahan insentif lagi,” katanya.

Industrial Gas Supply in Medan City Back Normal



PT Perta Arun Gas said that gas supply for industries in Medan City, North Sumatra has returned to normal after a disruption at the end of last year. The normal supply after Perta Arun Gas completed the repair of its gas processing unit.

President Director of Perta Arun Gas Budiyana admitted that at the end of last year, the sulfur removal unit (SRU) and gas processing unit at Arun regasification facility had been shut down for the planned operation. However, the repair has been completed by the end of December and the unit is already operating normally.

"The gas supply from PHE (Pertamina Hulu Energi) to the industry in Medan is normal from the end of December 2017," he said.

As is known, the industry in Medan obtained gas supplies from the North Sumatra Offshore Block (NSO) and North Sumatera Block B (NSB) managed by PT Pertamina Hulu Energi (PHE). However, before entering the industry, the gas supply needs to be processed in Perta Arun Gas because the carbon dioxide and hydrogen sulfide content are quite high.

Both blocks are usually capable of producing 120 million cubic feet per day (million standard cubics per day/mmscfd). However, after removal of hydrogen sulfide and its carbon dioxide and reduced its own use, the volume of gas supplied to the buyer is only about 60 mmscfd.

In addition to the industry, the supply of gas from PHE is also channeled to PT Pupuk Iskandar Muda (PIM) in Aceh. But unlike the fate of gas supply to industry, gas supply to PIM has not returned to normal.

"For supply treated gas to PIM is currently waiting for sufficient feed raw gas NSB to be processed by PAG," he explained.

On the other hand, he ensures there is no disruption of gas supply for power plant, Belawan gas power plant in North Sumatra and Arun PLTMG in Aceh. Its regasification facility operates normally without interruption so that the gas supply to PLTG Belawan and PLTMG Arun remain smooth.

PHE President Director Gunung Sardjono Hadi confirmed that the gas supply from the NSO and NSB Blocks has not returned to fully normal. It is still seeking to obtain MDEA chemical supply.

"We expect the end of this January to be overcome its MDEA supply problem," he said.

Unfortunately, the Mountain does not specify how the current gas production position. Previously, in a few weeks in December 2017, gas supply for industries in Medan was disrupted.

According to PT Perusahaan Gas Negara (Persero) Tbk (PGN), initially, the disruption was caused by the NSO Block due to bad weather. After that, the disturbance occurred due to the improvement of gas processing facilities owned by Perta Arun Gas.

Pasokan Gas industri di Kota Medan Kembali Normal


PT Perta Arun Gas menyatakan pasokan gas untuk industri di Kota Medan, Sumatera Utara telah kembali normal setelah terjadi gangguan pada akhir tahun lalu. Pasokan normal setelah Perta Arun Gas merampungkan perbaikan unit pemroses gasnya.

Direktur Utama Perta Arun Gas Budiyana mengakui, pada akhir tahun lalu, unit pemisahan sulfur (sulfur removal unit/ SRU) dan pemrosesan gas di fasilitas regasifikasi Arun memang sempat dihentikan operasinya untuk perbaikan (planned shut down). Namun, perbaikan tersebut telah dirampungkan pada akhir Desember lalu dan unit tersebut sudah beroperasi normal. 

“Pasokan gas dari PHE (Pertamina Hulu Energi) ke industri di Medan sudah normal dari akhir Desember 2017 ,” kata dia 

Seperti diketahui, industri di Medan memperoleh pasokan gas dari Blok North Sumatera Offshore (NSO) dan North Sumatera Blok B (NSB) yang dikelola oleh PT Pertamina Hulu Energi (PHE). Namun, sebelum masuk ke industri, pasokan gas tersebut perlu diproses di Perta Arun Gas lantaran kandungan karbondioksida dan hidrogen sulfidanya cukup tinggi.

Kedua blok tersebut biasanya mampu memproduksi gas sebesar 120 juta kaki kubik per hari (million standard cubic ket per day/mmscfd). Namun setelah dihilangkan kandungan hidrogen sulfida dan karbondiosidanya dan dikurangi pemakaian sendiri, Volume gas yang dialirkan ke pembeli hanya sekitar 60 mmscfd.

Selain ke industri, pasokan gas dari PHE juga dialirkan ke PT Pupuk Iskandar Muda (PIM) di Aceh. Namun berbeda dengan nasib pasokan gas ke industri, pasokan gas ke PIM belum kembali normal. 

“Untuk supply treated gas ke PIM saat ini sedang menunggu kecukupan feed raw gas NSB yang akan diproses oleh PAG,” jelasnya.

Di sisi lain, dia memastikan tidak ada gangguan pasokan gas untuk pembangkit listrik, yakni PLTG Belawan di Sumatera Utara dan PLTMG Arun di Aceh. Fasilitas regasifikasi miliknya beroperasi normal tanpa gangguan, sehingga pasokan gas ke PLTG Belawan dan PLTMG Arun tetap lancar. 

Presiden Direktur PHE Gunung Sardjono Hadi membenarkan bahwa pasokan gas dari Blok NSO dan NSB belum kembali normal sepenuhnya. Pihaknya masih mengupayakan untuk memperoleh pasokan kimia MDEA. 

“Kami harapkan akhir Januari ini bisa teratasi masalah pasokan MDEA-nya,” kata dia. 

Sayangnya, Gunung tidak merinci berapa posisi produksi gas saat ini.  Sebelumnya, dalam beberapa pekan pada Desember 2017, pasokan gas untuk industri di Medan mengalami gangguan.

Menurut PT Perusahaan Gas Negara (Persero) Tbk (PGN), awalnya gangguan disebabkan oleh berhenti operasinya Blok NSO akibat cuaca buruk. Setelah itu, gangguan terjadi karen adanya perbaikan fasilitas pengolahan gas milik Perta Arun Gas.

Pertamina to Export LNG Worth US $ 12 M



PT Pertamina (Persero) will export liquefied natural gas / LNG about 3 million tons per year / MTPA to Pakistan and Bangladesh. The value of this LNG sale transaction is expected to reach US $ 12 billion.

Deputy Minister of Energy and Mineral Resources (ESDM) Arcandra Tahar said Pertamina would send 1-1,5 MTPA each to Pakistan and Bangladesh. The LNG supply is contracted for 10 years, although he can not yet confirm when the first shipment was made. The contract value of LNG is estimated to reach US $ 12 billion.

"His trading value is up to US $ 6 billion for each [contract]," he said.

Currently, Pertamina is still in the stage of intensive exploration with Pakistan and Bangladesh. Later, Pertamina
will be contracting with Pakistan LNG Limited and Bangladesh Oil and Gas Corporation (Petrobangla). It hopes there will be an agreement signed during the visit of President Joko Widodo to South Asian countries.

"If it can be said SPA (sales purchase agreement/sale agreement), he said Pertamina.

What is clear is one of the agenda of the ESDM Ministry to discuss it, "explained Arcandra.

The sale and purchase agreement of LNG, he said, is a continuation of the memorandum of understanding that has been signed by Indonesia and Bangladesh before. In a memorandum of understanding with Bangladesh, Bangladesh's desire, readiness and willingness to discuss further the construction of LNG receiving and infrastructure facilities in the country, including the possible supply of LNG spot from Indonesia.

On the other hand, the MoU also affirms Indonesia's willingness to facilitate discussions with Indonesian LNG producers and marketers. In addition to supply LNG to Bangladesh, through this memorandum of understanding is also opened an opportunity for Pertamina then build building facilities LNG acceptance.

In detail, Pertamina can work on FSRU projects, moorings, and be offloading, sub-sea infrastructure and onshore gas pipelines to natural gas grids. However, Arcandra claimed could not confirm whether the LNG sale to Bangladesh as well as infrastructure development.

"For FSRU (floating storage and regasification unit) and others, I do not know for sure. But definitely commitment (supply) 1-1.5 MTPA, "he said.

Earlier, Minister of State for Electricity, Energy, and Mineral Resources Nasrul Hamid said Bangladesh's energy needs continue to increase every year. LNG imports from Indonesia are expected to overcome LNG deficit in Bangladesh which is estimated to reach 1 million tons per year in 2018 and increase to 11 million tons per year by 2030.

To overcome this, Bangladesh has also agreed on the construction of two floating shelter and regasification units (FSRUs) with a capacity of 1,000 millions of standard cubic feet /mmscfd.

"By mid-2018, we expect to be able to obtain the first ever LNG supply in our pipeline. It will continue to grow in the future, "he said.

It is also expressed by Chairman of Bangladesh Oil and Gas Corporation (Petrobangla) Abul Mansur Md Faizullah. It hopes the supply of LNG from Indonesia can be realized as soon as possible. Because, in April 2018, an FSRU unit that was built will begin to operate. The next unit will start in October 2018.

Pertamina Akan Ekspor LNG Senilai US$ 12 M


PT Pertamina (Persero) akan mengekspor gas alam cair/LNG sekitar 3 juta ton per tahun/MTPA ke Pakistan dan Bangladesh. Nilai transaksi penjualan LNG ini diperkirakan rnencapai US$ 12 miliar.

Wakil Menteri Energi dan Sumber Daya Mineral (ESDM) Arcandra Tahar mengatakan, Pertamina akan mengirim masing-masing 1-1,5 MTPA ke Pakistan dan Bangladesh. Pasokan LNG ini terkontrak untuk 10 tahun, walaupun dia belum dapat memastikan kapan pengapalan pertama yang dilakukan. Sementara nilai kontrak penjualan LNG ini diperkirakan mencapai US$ 12 miliar. 

“Nilai trading-nya up to US$ 6 miliar untuk masing-masing [kontrak],” kata dia.

Saat ini, pihak Pertamina masih pada tahap penjajakan intensif dengan pihak Pakistan dan Bangladesh. Nantinya, Pertamina akan berkontrak dengan Pakistan LNG Limited dan Bangladesh Oil and Gas Corporation (Petrobangla). Pihaknya berharap akan ada kesepakatan yang ditandatangani saat kunjungan Presiden Joko Widodo ke negara-negara Asia Selatan.

“Kalau bisa katanya SPA (sales purchase agreement/perjanjian jual beli), katanya Pertamina.

Yang jelas salah satu agenda Kementerian ESDM bahas itu,” jelas Arcandra.

Kesepakatan jual beli LNG itu, disebutnya merupakan kelanjutan nota kesepahaman yang telah diteken Indonesia dan Bangladesh sebelumnya. Dalam nota kesepahaman dengan Bangladesh, disebutkan keinginan, kesiapan, dan kesediaan Bangladesh untuk berdiskusi lebih lanjut tentang pembangunan fasilitas penerimaan dan infrastuktur LNG di negaranya, termasuk kemungkinan pasokan LNG spot dari Indonesia.

Di sisi lain, nota kesepahaman ini juga menegaskan kesediaan Indonesia untuk memfasilitasi diskusi dengan produsen dan pemasar LNG Indonesia. Selain melakukan suplai LNG ke Bangladesh, melalui nota kesepahaman ini dibuka pula kesempatan bagi Pertamina selanjutnya membangun membangun fasilitas penerimaan LNG. 

Rincinya, Pertamina bisa mengerjakan proyek FSRU, mooring, dan infrastruktur offloading, sub-sea dan pipa gas onshore ke grid gas alam. Meski demikian, Arcandra mengaku tidak bisa memastikan apakah penjualan LNG ke Bangladesh ini sekaligus pembangunan infrastruktur.

“Untuk FSRU (floating storage and regasification unit/fasilitas penampungan dan regasifikasi terapung) dan lainnya, saya belum tahu pasti. Tetapi yang pasti komitmen (pasok) 1-1,5 MTPA,” tuturnya.

Sebelumnya, Menteri Negara Listrik, Energi, dan Sumber Daya Mineral Nasrul Hamid mengatakan, kebutuhan energi Bangladesh terus meningkat setiap tahunnya. Impor LNG dari Indonesia diharapkan bisa mengatasi defisit LNG di Bangladesh yang diperkirakan mencapai 1 juta ton per tahun pada 2018 dan meningkat menjadi 11 juta ton per tahun pada 2030.

Untuk mengatasi hal ini, Bangladesh juga sudah menyepakati pembangunan dua unit penampungan dan regasifikasi terapung (FSRU) dengan kapasitas 1.000 millions standard cubic ber day/mmscfd. 

“Pada pertengahan 2018, kami berharap bisa memperoleh pasokan LNG pertama kalinya dalam jaringan pipa kami. Ini akan terus bertambah ke depannya,” tuturnya.

Hal yang juga diungkapkan Chairman Bangladesh Oil and Gas Corporation (Petrobangla) Abul Mansur Md Faizullah. Pihaknya berharap pasokan LNG dari Indonesia bisa secepatnya direalisasikan. Pasalnya, pada April 2018, satu unit FSRU yang dibangun pihaknya akan mulai beroperasi. Sementara unit berikutnya akan dimulai pada Oktober 2018.

Field Project Jambaran Tiung Biru Need 3,800 Labor



The unitization project of the Jambaran-Tiung Biru gas field development (JTB) in Bojonegoro Regency, East Java in the early stages requires 3,800 workers whose recruitment process will be implemented in March-April.

Head of Development and Employment Division of Disperinaker Bojonegoro Joko Santoso explained the recruitment process of 3,800 workers needs based on the report submitted by subcontractors PT Rekaya Industri (Rekind).

The number of subcontractors reporting requires tens of workers because PT Rekind in handling the JTB gas field unitization development project has a substantial number of subcontractors, "he said, accompanied by the Head of Information and Employment Information Section of the Office of Perindustrian and Sugi Hartono.

According to him, the recruitment process schedule for the JTB gas field unitization project with Pertamina EP Cepu (PEPC) operator, which will start in March - April is not only skilled labor but also another workforce.

"The possibility of labor needs will still increase. Yes, the need for manpower of various kinds ranging from skilled manpower to ordinary labor, "he explained.

He also said that in this area there are quite a lot of skilled laborers, having previously worked in the Cepu Block oil project with ExxonMobil Cepu Limited (EMCL) operator.

"The number of recorded there is 1,500 skilled manpower, starting labor experts in the field of welding, electrical, mechanical, as well as others all of which are certified, "he said.

Therefore, according to him, the labor recruitment process in the JTB gas field unitization development project should prioritize local workforce.

"If the required power in the local area does not exist, then it can take the worker from outside the region according to the recommendation of the Office of Perindustrian and labor," said Head of Perindustrian and Agus Supriyanto.

Joko added in the Office of the Perindustrian and the labor has just received a report that one of PT Rekind sub-contractors has just reportedly needed eight security workers.

"The security workforce is available, but the subcontractor has not come to our office yet," he said.

According to the project data of JTB gas field development unitization with an investment of about 1.5 billion US dollars Bonds will produce 330 MMSCFD of gas with sales of 172 MMSCFD for 16 years.

Of the 172 MMSCFD utilization of the gas, of which 100 MMSCFD will be distributed to PLN Gresik Region at a price of 7.6 US dollars per MMBTU flat during the contract period, and 72 MMSCFD for industries in Central Java and East Java.

Proyek Lapangan Jambaran Tiung Biru Membutuh 3.800 Tenaga Kerja


Proyek unitisasi pengembangan lapangan gas Jambaran-Tiung Biru (JTB) di Kabupaten Bojonegoro, Jawa Timur pada tahap awal membutuhkan 3.800 tenaga kerja yang proses rekrutmen akan dilaksanakan pada Maret-April.

Kepala Bidang Pengembangan dan Penempatan Tenaga kerja Disperinaker Bojonegoro Joko Santoso menjelaskan proses rekrutmen kebutuhan 3.800 tenaga kerja itu berdasarkan laporan yang disampaikan subkontraktor PT Rekaya Industri (Rekind).

Jumlah subkontraktor yang melaporkan membutuhkan tenaga kerja puluhan, sebab PT Rekind dalam menangani proyek unitisasi pengembangan lapangan gas JTB memiliki subkontraktor yang jumlahnya cukup banyak,” kata dia didampingi Kepala Bagian Informasi Pasar Kerja dan Penempatan Tenaga Kerja Dinas Perindusterian dan tenaga kerja Sugi Hartono.

Menurut dia, jadwal proses rekrutmen tenaga kerja proyek unitisasi lapangan gas JTB dengan operator Pertamina EP Cepu (PEPC) , yang akan dimulai Maret - April tidak hanya tenaga kerja terampil, tetapi juga tenaga kerja yang lainnya.

“Kemungkinan kebutuhan tenaga kerja masih akan bertambah. Ya, kebutuhan tenaga kerjanya macam-macam mulai tenaga kerja terampil sampai tenaga kerja biasa,” ucapnya menjelaskan.

Ia juga mengatakan di daerahnya tenaga kerja terampil jumlahnya cukup banyak, karena sebelumnya pernah bekerja di proyek minyak Blok Cepu dengan operator ExxonMobil Cepu Limited (EMCL).

“Jumlah yang terdata ada 1.500 tenaga kerja terampil, mulai tenaga kerja ahli di bidang las, listrik, mekanik, juga lainnya yang semuanya bersertifikasi,” ujarnya.

Oleh karena itu, menurut dia, proses rekrutmen tenaga kerja di proyek unitisasi pengembangan lapangan gas JTB harus mengutamakan tenaga kerja lokal. 

“Kalau tenaga yang dibutuhkan di lokal tidak ada, maka bisa mengambil tenaga kerja dari luar daerah menurut rekomendasi Dinas Perindusterian dan tenaga kerja,” kata Kepala Dinas Perindusterian dan tenaga kerja Agus Supriyanto.

Joko menambahkan di Dinas Perindusterian dan tenaga kerja baru saja menerima laporan bahwa salah satu sub-kontraktor PT Rekind baru saja melaporkan membutuhkan delapan tenaga kerja keamanan.

“Tenaga kerja keamanannya sudah tersedia, tapi subkontraktornya belum datang lagi ke kantor kami,” ucapnya.

Sesuai data proyek unitisasi pengembangan lapangan gas JTB dengan investasi sekitar 1,5 miliar dolar Amerika Setikat akan memproduksikan gas sebesar 330 MMSCFD dengan penjualan sebesar 172 MMSCFD selama 16 tahun.

Dari 172 MMSCFD pemanfaatan gas tersebut, di antaranya sebesar 100 MMSCFD akan disalurkan ke PLN Wilayah Gresik dengan harga 7,6 dolar Amerika Serikat per MMBTU flat selama masa kontrak, dan 72 MMSCFD untuk industri di Jawa Tengah dan Jawa Timur.

PTTEP Will Focus Finding Termination Block



   Exploration and Production PCL (PTTEP) is still interested in developing business in Indonesia. The Thai oil and gas company is even preparing a new strategy to invest in Indonesia. Once it got down the price of oil is now starting to rise.

"We are now setting up our portfolio and new strategies to grow our business in Indonesia," said Titi Thongjen, General Manager, PTTEP South Mandar Limited and PTTEP Malunda Limited Indonesia.

    After exiting the East Natuna Block consortium last year, PTTEP currently prefers to look for opportunities in blocks already in production. Titi said PTTEP currently has a portfolio in five exploration blocks and one block of production in Indonesia, namely Block A West Natuna.

    But in block A West Natuna, PTTEP is only a partner, while the operator of the block is held by Premier Oil. So in the future PTTEP sees the opportunity to become a block operator in Indonesia, especially in termination blocks.

"We are looking at investment opportunities to become operators in future termination blocks, five years ahead or before 2024,"Titi said.

Titi Thongjen said there will be about 30 oil and gas blocks that will be terminated until 2024. The block will be returned to the government or auctioned for operators.

Titi Thongjen mentioned the reason for choosing the termination block because currently PTTEP already has many exploration blocks and blocks that are under development. That is why PTTEP is looking for blocks that are already in production.

"We are now looking to a production portfolio, it's PTTEP's focus," he explained.

   The corporation is optimistic to do business in Indonesia. One of them is due to some regulatory changes. As the contract changes from production sharing contract to gross split.

"So first after the gross split policy we see opportunities to do more activities in Indonesia," said Titi.

   Moreover, PTTEP is quite comfortable investing in Indonesia. As an Asian company, PTTEP already understands the way and context in doing business in Asia, especially in Indonesia.

"We started our first business in Indonesia more than 15 years ago. We have experience in Indonesia, "Titi said.

    According to Titi Thongjen, oil and gas companies consider Indonesia less attractive to invest because they do not understand the way the Asian people do business. For PTTEP, Indonesia is no different from other Asian countries.

"I would say this is our choice, PTTEP region to invest compared to other areas,"Titi said

PTTEP Bakal Fokus Mencari Blok Terminasi


Exploration and Production PCL (PTTEP) masih berminat mengembangkan bisnis di Indonesia. Perusahan minyak dan gas yang berasal dari Thailand ini bahkan sedang menyiapkan strategi baru untuk berinvestasi di Indonesia. Setelah sempat turun harga minyak kini mulai naik.

"Kami sekarang sedang menata portofolio kami dan strategi baru untuk mengembangkan bisnis di Indonesia," kata Titi Thongjen, General Manager, PTTEP South Mandar Limited and PTTEP Malunda Limited Indonesia. 

Pasca keluar dari konsorsium Blok East Natuna tahun lalu, PTTEP saat ini lebih memilih mencari peluang di blok-blok yang sudah berproduksi. Titi bilang PTTEP saat ini memiliki portofolio di lima blok eksplorasi dan satu blok produksi di Indonesia yaitu Blok A West Natuna.

Namun di blok A West Natuna, PTTEP hanya menjadi mitra, sementara operator blok tersebut dipegang oleh Premier Oil. Makanya ke depannya PTTEP melihat peluang menjadi operator blok di Indonesia terutama di blok-blok terminasi. 

“Kami sedang melihat peluang investasi menjadi operator di blok terminasi ke depan, lima tahun ke depan atau sebelum 2024," kata Titi.

Titi Thongjen bilang, akan ada sekitar 30 blok migas yang akan terminasi sampai 2024. Blok tersebut akan dikembalikan ke pemerintah atau dilelang untuk operator.

Titi Thongjen menyebut alasan memilih blok terminasi, karena saat ini PTTEP telah memiliki banyak blok eksplorasi dan blok yang dalam pengembangan. Makanya PTTEP sedang mencari blok-blok yang sudah berproduksi. 

"Kami sekarang melihat untuk portofolio produksi, itu fokus PTTEP," kata Titi.

Korporasi ini optimistis berbisnis di Indonesia. Salah satunya karena beberapa perubahan regulasi. Seperti perubahan kontrak dari production sharing contract menjadi gross split. 

"Jadi pertama setelah kebijakan gross split kami melihat peluang melakukan lebih banyak kegiatan di Indonesia," kata Titi.

Apalagi, PTTEP sudah cukup nyaman berinvestasi di Indonesia. Sebagai perusahaan Asia, PTTEP sudah memahami cara dan konteks dalam berbisnis di Asia, terutama di Indonesia. 

“Kami memulai bisnis pertama kali di Indonesia sudah lebih dari 15 tahun lalu. Kami memiliki pengalaman di Indonesia," ujarnya.

Menurut Titi Thongjen, perusahaan migas yang menganggap Indonesia kurang menarik untuk berinvestasi karena tidak memahami cara orang Asia daIam menjalankan bisnis. Bagi PTTEP, Indonesia tidak berbeda dengan negara-negara Asia lain. 

"Saya mau bilang ini pilihan kami, kawasan PTTEP untuk berinvestasi dibandingkan kawasan lain," kata Titi.
