Total & Inpex Given Allotment of 39%



The government still offers 39% stake in Mahakam Block participation to PT Total E & P Indonesia Indoneie and lnpex Corporation after its contract expires on December 31, 2017.

Total is the operator of oil and gas blocks located in East Kalimantan with 50% ownership and 50% lnpex. However, starting January 1, 2018, PT Pertamina was appointed operator of the Mahakam Block.

Pemerintah masih menawarkan porsi kepemilikan saham partisipasi Blok Mahakam sebesar 39% kepada PT Total E&P lndonesie dan lnpex Corporation setelah kontraknya berakhir pada 31 Desember 2017.

Total menjadi operator blok minyak dan gas bumi yang berlokasi di Kalimantan Timur itu dengan kepemilikan saham 50% dan lnpex 50%. Namun, mulai 1 Januari 2018, PT Pertamina ditunjuk menjadi operator Blok Mahakam.

Wakil Menteri Energi dan Sumber Daya Mineral (ESDM) Arcandra Tahar mengatakan bahwa ruang bagi kontraktor Blok Mahakam setelah kontrak berakhir masih mengacu pada keinginan Menteri ESDM lgnasius Jonan dengan bagian maksimum 39%. Total E&P lndonesie sebagai operator dan lnpex sebagai mitra dengan kepemilikan hak kelola [participating interest/Pl) sebesar 50% di Blok Mahakam bisa menguasai hingga 39% saham partisipasi pada 2018 melalui skema bisnis dengan Pertamina sebagai kontraktor barunya.

Dalam kesempatan kunjungan kerja ke Blok Mahakam, Menteri ESDM Ignasius Jonan mengatakan, Total dan lnpex bisa kembali mendapat hak kelola di Blok Mahakam melalui skema bisnis dengan Pertamina.

Adapun bagian maksimum 39% masih menyisakan ruang sebesar 51% untuk Pertamina dan 10% untuk badan usaha milik daerah yang berhak mendapat penawaran saham partisipasi Blok Mahakam. Meskipun berbeda dengan keputusan yang dikeluarkan pada 2015, yakni kontraktor existing hanya mendapat ruang maksimum 30% pada Blok Mahakam, Jonan menilai bagian 39% tidak akan menjadi masalah karena Pertamina tetap mendominasi kepemilikan saham partisipasi.

“Kata Menteri ESDM seperti itu,” kata Arcandra, Rabu (23/8).

Menurutnya, bila memang Total dan Inpex masih berminat, opsi terbuka melalui kesepakatan yang harus dicapai melalui skema bisnis. 

“Kita minta Total bicara b to b [mekanisme bisnis] dengan Pertamina,” katanya.

Direktur Hulu Pertamina Syamsu Alam mengatakan bahwa perseroan masih mengacu pada batas kepemilikan saham partisipasi kontraktor existing, yaitu maksimal 30%. Pembicaraan tentang bagian kontraktor lama pada kontrak baru masih berjalan.

Syamsu menjelaskan, pembicaraan soal saham partisipasi itu sudah di mulai. Namun, dia berharap agar transaksi bisa diselesaikan ketika kontrak baru berlaku pada 1 Januari 2018 sehingga pelaksanaan kegiatan pada 2018 bisa lebih optimum.

Berdasarkan data SKK Migas, realisasi produksi gas Blok Mahakam hingga Juni 2017 sebesar 1.504 MMscfd atau 105% dari target 1.430 MMscfd. Produksi gas Mahakam berkontribusi sebesar 20% terhadap produksi gas nasional yang menyentuh 7.512 MMscfd

Subang Field Production Above 90%



During the period of January-August 2017, the average production per month of PT Pertamina EP Asset 3 Subang Field on the 2017 performance target of 95.1% for petroleum and 90.1% for natural gas.

Meanwhile, PEP Asset 3 oil production amounted to 1,527.09 barrels per day (bph) and 214.82 MMScfd for gas. The average oil and gas production of Pertamina EP has reached 353.48130 bpd (oil) and 50,053,215 MMscfd (gas).

Number of wells in Subang Field as many as 117 wells consisting of 58 wells producing, 52 wells not producing and 7 injection wells.

Currently Subang Field work area includes Subang, Purwakarta, and Karawang. Field Subang has 4 districts, namely District Subang, Cilamaya District, District Pegaden, and Cicauh Sukamandi District.

Subang District consists of Subang Collector Station, Pasirjadi Collector Station, and Test Unit Tunggulmaung. Cilamaya District includes Cilamaya Collecting Station. The Pegaden District area includes Pagaden Collecting Station, Tanjungsari Collector Station, Bojongraong Collecting Station, Pamanukan Collector Station, and Jatiasri Test Unit. Pertamina EP Asset 3 Subang Field established a program related to HIV / AIDS prevention in Subang Regency as one form of corporate social responsibility (CSR).

Produksi subang Field di Atas 90%


Sepanjang periode Januari-Agustus 2017, pencapaian rata-rata produksi per bulan PT Pertamina EP Asset 3 Subang Field terhadap target kinerja 2017 sebesar 95,1 % untuk minyak bumi dan 90,1% untuk gas bumi.

Sementara itu, produksi minyak PEP Asset 3 sebesar 1.527,09 barel per hari (bph) dan 214,82 MMScfd untuk gas. Rerata produksi migas Pertamina EP hingga saat ini mencapai 353.48130 bph (minyak) dan 50,053,215 MMscfd (gas).

Jumlah Sumur yang terdapat di Subang Field sebanyak 117 sumur yang terdiri dari 58 sumur yang berproduksi, 52 sumur tidak berproduksi dan 7 sumur injeksi.

Saat ini wilayah kerja Field Subang meliputi Kabupaten Subang, Purwakarta, dan Karawang. Field Subang memiliki 4 distrik, yakni Distrik Subang, Distrik Cilamaya, Distrik Pegaden, dan Distrik Cicauh Sukamandi.

Distrik Subang terdiri dari Stasiun Pengumpul Subang, Stasiun Pengumpul Pasirjadi, dan Test Unit Tunggulmaung. Distrik Cilamaya mencakup Stasiun Pengumpul Cilamaya. Wilayah Distrik Pegaden meliputi Stasiun Pengumpul Pagaden, Stasiun Pengumpul Tanjungsari, Stasiun Pengumpul Bojongraong, Stasiun Pengumpul Pamanukan, dan Test Unit Jatiasri. Adapun, Distrik Cicauh Sukamandi terdiri dan Stasiun Pengumpul Cicauh, Stasiun Pengumpul Sukamandi, dan Test Unit Bambu Besar. 

Pertamina EP Asset 3 Subang Field membentuk program terkait penanggulangan HIV/AIDS di Kabupaten Subang sebagai salah satu bentuk tanggung jawab sosial perusahaan (corporate social responsibility/ CSR).

Pertamina EP menginisiasi pembentukan Warga Peduli AIDS (Wapa) dan Pasukan Anti Penularan HIV/AIDS (Pantura) di Desa Sukareja, Kecamatan Sukasari, Subang. Peluncuran program Wapa Pantura Subang diresmikan oleh Asisten Sekwilda 11 Pemerintah Kabupaten Subang Komir Bastaman di Kantor Desa Sukareja, Kamis (24/8).

“Wapa Pantura merupakan salah satu program CSR Pertamina EP Asset 3 Subang Field.

Kami ingin turut serta memberdayakan masyarakat terkait penanggulangan HIV/AIDS, apalagi Subang Field memiliki wilayah kerja operasi di Subang dan Karawang," ujar General Manager Pertamina EP Asset 3 Wisnu Hindadari dalam acara peluncuran tersebut.

Selain kesehatan, Pertamina EP juga memasuki sektor pendidikan dan ekonomi di wilayah kerja Subang Field. Sejak 2013, Pertamina EP mulai memberi bantuan alat mesin jahit untuk kursus pelatihan menjahit. Mulai 2014, Pertamina EP mulai mengembangkan pusat kegiatan belajar masyarakat (PKBM) Assolahiyah di Desa Pasirjaya, Kecamatan Cilamaya Kulon, Kabupaten Karawang.

Direktur PKBM Assolahiyah Heru Saleh mengatakan, PKBM tersebut dibentuk pada 2008 sebagai salah satu cara untuk menempuh pendidikan secara infomual bagi masyarakat sekitar.

Tuban Block Wait Management Certainty

Blok Tuban Tunggu Kepastian Pengelola


Meski pengelolaan Wilayah Kerja (WK) Blok Tuban oleh Joint Operating Body Pertamina Petrochina East Java (JOB PPEJ) akan berakhir 28 Februari 2018 mendatang, hingga kini belum ada penjelasan resmi siapa yang akan mengelola blok itu.

Menurut Admin Superintendent JOB PPEJ Akbar Pradima, Wilayah Kerja Blok Tuban yang akan diserahkan JOB PPEJ pada pemerintah, selanjutnya pada 1 Maret 2018 oleh pemerintah pengelolaannya akan diserahkan kepada Pertamina Hulu Energi (PHE).

“Setahu saya, Wilayah Kerja Blok Tuban akan dikelola oleh Pertamina Hulu Energi (PHE). Apakah Petrochina akan bergabung, saya tidak dalam kapasitas menjelaskan,” kata Akbar Pradima.

Di pihak lain, General Manager Pertamina EP Asset 4 Didik Susilo menegaskan bahwa Lapangan Sukowati akan dikelola oleh Pertamina EP Asset 4. Alasannya, lapangan Sukowati sebagai bagian dari wilayah kerja Pertamina EP.

“Sudah ada surat dari Direktur Hulu Pertamina bahwa mulai 1 Maret 2018 lapangan Sukowati akan dikelola Pertamina EP Asset 4,” kata Didik Susilo dalam pertemuan dengan 36 editor media nasional yang melakukan kunjungan lapangan di wilayah Tuban, Bojonegoro dan Cepu.

Wilayah Kerja Blok Tuban yang terbagi menjadi Blok Tuban Timur meliputi Wilayah Kabupaten Sidoarjo, Kabupaten Mojokerto, Kabupaten Gresik dan Kabupaten Lamongan. Sementara Blok Tuban Barat meliputi Wilayah Kabupaten Tuban dan Kabupaten Bojonegoro.

Pada awal penandatangan kontrak 29 Februari 1988, Wilayah Kerja Blok Tuban seluas 7.391 km2. Setelah tiga kali penyisihan wilayah, saat ini luas wilayah kerja hanya sekitar 1.478 km2. Setelah mendapatkan mandat mengelola Wilayah Kerja Blok Tuban, penemuan cadangan terbukti pertama pada bulan April 1994.

Penemuan cadangan pertama ini diberi nama Lapangan Mudi. Penemuan selanjutnya terjadi di tahun 2001 yang dikenal dengan nama lapangan Sukowati.

Sebelum krisis harga minyak dunia, total kontribusi JOB PPEJ sekitar 25.083 BOPD minyak mentah (crude oil) dan 25,73 MMCPD gas (Juli 2014). Produksi tertinggi JOB PPEJ terjadi pada tahun 2012 yang bisa mencapai 48,000 barel per hari.

Kini, akibat tiadanya pengeboran sumur baru, untuk melawan penurunan alamiah, produksi JOB di Lapangan Mudi dan Sukowati berupaya dikendalikan lewat kegiatan perawatan sumur dan inovasi. Total jumlah sumur yang aktif dikelola JOB PPEJ pada saat ini sebanyak 35 sumur, dengan rincian Lapangan Sukowati 26 sumur dan Lapangan, Mudi 9 sumur.

Karena proses alamiah yang biasa disebut dengan istilah Normal Production Decline, kini produksi air jauh lebih besar daripada minyaknya. Di Lapangan Mudi saja air yang ikut diproduksi sebanyak 18.000 - 19.000 barel water per day (BWPD), sementara produksi minyak hanya sekitar 1.100 - 1.200 BOPD.

“Begitu juga dengan Lapangan Sukowati yang produksi airnya 19.000 - 20.000 BWPD dan minyak 8.700 - 8.900 BOPD,” kata Acting Field Manager JOB PPEJ, Fauzy Mayanullah.

ESDM Awaits Lemigas Investigation in Kepodang



Ministry of Energy and Resources stated until now has not decided any steps that will be taken after the announcement of force majeure aka kahar condition in Kepodang Field. According to Deputy Minister of Energy and Mineral Resources (ESDM) Arcandra Tahar, the government will decide the fate of Kepodang field after doing subsurface analysis.

"Evaluation is done by Lemigas," he said, Thursday (8/24).

The government gave a period of between 1.5 months and two months to Lemigas completing the Kepurang Field subsurface analysis located in the Muriah Block. That way Arcandra hope, at the end of August or next September there has been a result of subsurface analysis.

Once there is a result, the government will decide on contract amendments or penalties to be awarded to the Kepodang Field contractor, Petronas Carigali Muriah Ltd and Saka Energi Indonesia.

"Historical view, analyze existing data, reanalyzed, then decided the next step," he said.

According Arcandra, kahar conditions not only occur in the Field Kepodang, but never happened also in West Seno Square.

"Cases like this are also happening around the world with a variety of different cases, so it's a lot of cases, so people should not be arrogant," said Arcandra.

ESDM Menanti Investigasi Lemigas di Kepodang


Kementerian Energi dan Sumber Daya menyatakan hingga saat ini belum memutuskan satupun langkah yang akan diambil pasca diumumkannya kondisi force majeure alias kahar di Lapangan Kepodang. Produksi Lapangan Kepodang, Blok Muriah, Jawa Tengah terus menurun dari 116 mmscfd, sekarang hanya mencapai 80 mmscfd. Padahal Petronas Carigali baru saja memproduksi tahun 2015 lalu.

Menurut Wakil Menteri Energi dan Sumber Daya Mineral (ESDM) Arcandra Tahar, pemerintah akan memutuskan nasib lapangan Kepodang setelah melakukan analisa subsurface. 

"Evaluasi dilakukan oleh Lemigas," katanya, Kamis (24/8).

Pemerintah memberikan waktu antara 1,5 bulan hingga dua bulan ke Lemigas menyelesaikan analisa subsurface Lapangan Kepodang yang berada di Blok Muriah. Dengan begitu Arcandra berharap, pada akhir bulan Agustus atau September mendatang sudah ada hasil dari analisa subsurface.

Setelah ada hasil, pemerintah akan memutuskan soal amandemen kontrak atau penalti yang akan diberikan pada kontraktor Lapangan Kepodang, yaitu Petronas Carigali Muriah Ltd dan Saka Energi Indonesia. 

"Lihat historis, menganalisa data yang ada, dianalisa ulang, setelah itu diputuskan langkah selanjutnya," ujarnya.

Menurut Arcandra, kondisi kahar tidak hanya terjadi di Lapangan Kepodang, tapi pernah terjadi juga di Lapangan West Seno. 

"Kasus seperti ini juga banyak terjadi di seluruh dunia dengan beragam kasus yang berbeda. Jadi memang case bermacam-macam. Oleh karena itu manusia tidak boleh sombong," kata Arcandra.

Jonan Still Want Total Get 39%

Kementerian Energi dan Sumber Daya Mineral (ESDM) sedang galau soal Blok Mahakam. Dalam tempo 10 hari sikap kementerian ini berubah terkait pembagian saham Blok Mahakam. Mari kita rekam, pada Senin 14 Agustus 2017 lalu Wakil Menteri ESDM Arcandra Tahar menolak memberikan besaran 39% saham ke Total EP Indonesie di Blok Mahakam. Namun, pada Kamis (24/8), Arcandra mengungkapkan, pihaknya segera kembali memanggil Pertamina untuk membicarakan soal pembagian saham Blok Mahakam.

"Kata Menteri ESDM seperti itu (39% ke Total E&P),“ kata Arcandra, di Kantor Kementerian ESDM,” Rabu malam (23/8).

Ia bilang, meskipun pemerintah berniat memberikan lampu hijau kepada Total E&P mendapat bagian 39% saham di Blok Mahakam, tapi tetap harus melalui proses. Juga dipastikan tidak akan melanggar regulasi yang ada. 

"Nanti saya tanya ke Pertamina, governance yang correct seperti apa. Kita sudah menolak permintaan Total E&P, kita meminta total bicara business to business (B to B) dengan Pertamina. Dan Pertamina bilang tunggu pemerintah," katanya.

Seperti diketahui, Pertamina memang masih berpegangan pada keputusan menteri sebelunmya. Yaitu saat Sudirman Said menjabat sebagai Menteri ESDM. Keputusan saat itu adalah maksimal bagian saham bagi Total E&P jika ingin masuk lagi dalam pengelolaan Blok Mahakam adalah sebesar 30%.

The Government will Change the Return on Oil and Gas Investment



Although only published on January 13, the Regulation of the Minister of Energy and Mineral Resources (ESDM) No. 8 of 2017 on the gross split contract will be revised. The new ministerial regulation issued earlier this year is improved to increase national oil and gas investment.

According to him, the amount of profit sharing (split) given to the oil and gas company will be added. It re-analyzed data on oil and gas blocks owned not only from the existing blocks but also the newly proposed oil and gas blocks of its development plan (POD). This is because the incorrect input received by the government is the need to analyze the implementation of a full cycle gross split contract on oil and gas blocks, starting from exploration, exploitation and decommissioning.

In Ministerial Regulation 8/2017, the government only provides incentives in the form of an additional 5% split for the first POD oil and gas blocks. This incentive is already included for the exploration period. Meanwhile, when in one block submitted a second POD, then there is no additional split for oil and gas companies.

"If in a block then there is a new POD, if not given incentives, whether or not they develop. For that, we give incentives in the second POD, "said Arcandra. Unfortunately, he is still reluctant about how much incentive is given.

In addition, the government will also add to the factors included in the split and progressive split variables. In the applicable rules, the determining factors in the determination of split variables are field status, field location, reservoir depth, availability of supporting infrastructure, reservoir type, carbon dioxide content, hydrogen sulfide content, oil weight, Domestic Component Level (TKDN), and stages production. Furthermore, the determinants of progressive split are the price of oil and the cumulative amount of oil and gas production.

Related to when this new rule is published, Arcandra has not elaborated. However, he promised to invite oil and gas companies, including those attending the auction, to discuss the new regulation before it is issued. Marjolijn Wajong, Executive Director of the Indonesian Petroleum Association (IPA), appreciated the government's decision to listen to the oil and gas industry's proposal to improve Ministerial Regulation 8/2017 on the gross split contract. "IPA expects that the revised regulation will be able to raise Indonesia's competitiveness in the eyes of investors," Marjolijn said.

Pemerintah akan Ubah Tingkat Pengembalian lnvestasi Migas


Meski baru diterbitkan pada 13 Januari lalu, Peraturan Menteri Energi dan Sumber Daya Mineral (ESDM) Nomor 8 Tahun 2017 tentang kontrak bagi hasil kotor (gross split) akan direvisi. Peraturan Menteri yang baru terbit awal tahun tersebut diperbaiki untuk meningkatkan investasi migas nasional.

Wakil Menteri ESDM Arcandra Tahar mengatakan, pemerintah sedang menawarkan blok migas kepada investor. Untuk menarik minat investor mengikuti lelang ini, pihaknya akan mengevaluasi Peraturan Menteri 8/2017 soal kontrak kerja sama (Production Sharing Contract/ PSC) gross split. Pihaknya akan mempertimbangkan masukan-masukan yang diberikan oleh perusahaan migas.

Salah satu yang akan dilihat kembali yakni soal tingkat pengembalian investasi (Internal Rate of Return/ IRR) dan net present value (NPV) dari blok migas. 

“Yang menjadi saran adalah masalah NPV. Setelah kami analisa, NPV-nya akan setidaknya sama atau lebih dari PSC cost recovery. IRR juga setidaknya sama atau lebih,” kata dia di Jakarta, Selasa (23/ 8) malam.

Menurutnya, besaran bagi hasil (split) yang diberikan kepada perusahaan migas akan ditambah. Pihaknya menganalisa ulang data blok migas yang dimiliki, tidak hanya dari blok eksisting tetapi juga blok migas yang baru mulai diajukan rencana pengembangannya (Plan of Development/ POD). Hal ini lantaran salah masukan yang diterima pemerintah adalah perlunya analisa penerapan kontrak gross split secara full cycle pada blok migas, yakni dimulai dari eksplorasi, eksploitasi, dan decommissioning.

Dalam Peraturan Menteri 8/2017, pemerintah hanya memberikan insentif berupa tambahan split 5% untuk POD pertama blok migas. Insentif ini sudah termasuk untuk masa eksplorasi. Sementara ketika dalam satu blok diajukan POD kedua, maka tidak ada lagi tambahan split bagi perusahaan migas.

“Kalau dalam satu blok kemudian ada POD baru, kalau tidak diberi insentif, mau atau tidak mereka mengembangkan. Untuk itu, kami berikan insentif di POD kedua,” ujar Arcandra. Sayangnya, dia masih enggan berapa insentif yang diberikan ini.

Selain itu, pemerintah juga akan menambah faktor-faktor yang termasuk dalam variable split dan progressive split. Dalam aturan yang berlaku, faktor yang menentukan dalam penetapan variable split yakni status lapangan, lokasi lapangan, kedalaman reservoir, ketersediaan infrastruktur pendukung, jenis reservoir, kandungan karbondioksia, kandungan hidrogen sulfida, berat jenis minyak, Tingkat Komponen Dalam Negeri (TKDN), dan tahapan produksi.  Selanjutnya, faktor penentu progressive split yakni harga minyak bumi dan jumlah kumulatif produksi migas.

Terkait kapan aturan baru ini terbit, Arcandra belum merincinya. Namun, dirinya berjanji akan mengundang perusahaan migas, termasuk yang mengikuti lelang, untuk membahas peraturan baru ini sebelum diterbitkan. Soal lelang blok migas, dirinya juga belum dapat memastikan apakah akan diperpanjang atau tidak.

“Kita lihat nanti. Saya diskusi dulu dengan Menteri ESDM Ignasius Jonan ,” katanya.

Direktur Eksekutif Indonesian Petroleum Association (IPA) Marjolijn Wajong mengapresiasi langkah pemerintah yang akhirnya mau mendengarkan usulan industri migas untuk memperbaiki Peraturan Menteri 8/2017 soal kontrak gross split. Pihaknya menanti revisi Peraturan Menteri yang masih dalam perumusan pemerintah itu. 

“IPA mengharapkan agar revisi peraturan nantinya dapat menaikkan daya saing Indonesia di mata investor,” kata Marjolijn.

Pihaknya berharap revisi aturan ini tidak lagi mematok suatu angka tertentu yang diterapkan untuk seluruh lapangan migas. Revisi Peraturan Menteri diusulkan lebih fleksibel dengan memperhatikan karakteristik keekonomian masing-masing lapangan yang diakibatkan dari tingkat kesulitan pengerjaannya untuk menetapkan kecukupan untuk dapat menarik kembali investasi.

Vietnam Interested in Tuna Block Gas Blocking


OIL AND GAS DEVELOPMENT

Vietnam intends to buy natural gas from the Tuna Block in the Natuna Islands operated by Premier Oil Tuna B.V. Minister of Energy and Mineral Resources Ignatius Jonan stated that the contractor will install a gas pipeline as long as 71 km if Vietnam will seriously absorb gas from the Tuna Block. The distance of Tuna Block gas wells to the boundary of water along the 11 km and about 60 km continued to the mainland.

EAST NATUNA BLOCK

Meanwhile, Northwest Natuna (Santos Australia) and Sembilang (PT Mandiri Panca Usaha) Not yet in production.

SEISMIC EAST NATUNA

This working area has total proven reserves of 4 trillion cubic feet (tscf) and oil and condensate of 201.401 million ton barrels (MMstb). Total production, amounting to 490.31 MMscfd of gas and 25,113 bpd of oil and condensate. 

     Exploration blocks contained in Natuna, Tuna (Premier Oil Tuna BV), Duyung (West Natuna Exploration Ltd), Sokang (Black Platinum Investment Ltd) South Sokang (Lundin South Sokang BV), Octopus (Lundin Gurita BV), East Sokang PT Ekuator Energi Sokang), and North Sokang (North Sokang Energy Ltd).

PT. ExxonMobil Indonesia opted out of the East Natuna Block because it was considered uneconomical. Though the government continues to encourage ExxonMobil to immediately develop the East Natuna Block.

Vietnam Berminat Serap Gas Blok Tuna


Vietnam berniat membeli gas bumi dari Blok Tuna di Kepulauan Natuna yang dioperatori oleh Premier Oil Tuna B.V. Menteri Energi dan Sumber Daya Mineral Ignasius Jonan menyatakan bahwa kontraktor akan memasang pipa gas sepanjang 71 km jika Vietnam serius akan menyerap gas dari Blok Tuna. Jarak sumur gas Blok Tuna ke batas perairan sepanjang 11 km dan sekitar 60 km lanjutan ke daratan.

“Intinya begini, hasil gas dari blok Tuna yang dikelola oleh Premier Oil itu melalui SKK Migas akan menjual gasnya ke Vietnam,” ujar Jonan usai mendampingi Presiden Joko Widodo menerima delegasi Sekretaris Jenderal Partai Komunis Vietnam Nguyen Phu Trong, Selasa (23/8).

Selain soal gas, Menteri ESDM juga mengemukakan pemerintah Indonesia kerja sama soal batu bara antara Indonesia dan Vietnam juga disinggung dalam pembicaraan bilateral. Namun, dia menyebutkan kerja sama tersebut akan di implementasi secara bisnis. 

“Pernyataan bilateral ini hanya perlindungan fasilitas saja supaya ada perhatian kedua pemerintah ini, supaya ekspor batu bara Indonesia ke Vietnam ini juga bisa berjalan,” kata Jonan.

Jika melihat Natuna, perhatian pemerintah tertuju pada pengembangan daerah tertinggal, besarnya potensi sumber daya juga lokasi strategis menyangkut isu geopolitik. 

     Dari data Kementerian Energi dan Sumber Daya Mineral (ESDM) 2016, terdapat enam wilayah kerja (WK) migas eksploitasi dan 10 blok eksplorasi di Natuna, Enam blok yang memasuki tahap pengembangan, yakni South Natuna
Sea Block B (ConocoPhillips Indonesia), Udang Block (Pertamina), Kakap (Star Energy dan Natuna Sea Block A (Premier Oil Natuna Sea BV) telah berproduksi, Sementara itu, Northwest Natuna (Santos Australia) dan Sembilang (PT Mandiri Panca Usaha) belum berproduksi.

Wilayah kerja ini memiliki total cadangan terbukti gas 4 triliun kaki kubik (tscf) dan minyak serta kondensat sebesar 201,401 juta ton barel (MMstb).

      Total produksinya, sebesar 490,31 MMscfd gas dan 25.113 bph minyak serta kondensat. Blok eksplorasi yang terdapat di Natuna, yakni Tuna (Premier Oil Tuna BV), Duyung (West Natuna Exploration Ltd), Sokang (Black Platinum Investment Ltd) South Sokang (Lundin South Sokang BV), Gurita (Lundin Gurita BV), East Sokang (PT Ekuator Energi Sokang), dan North Sokang (North Sokang Energy Ltd).

PT. ExxonMobil Indonesia memilih keluar dari Blok East Natuna karena dinilai tidak ekonomis. Padahal pemerintah terus mendorong ExxonMobil agar segera mengembangkan Blok East Natuna.

Businesspeople Ask for Flexibility



Business actors in the upstream oil and gas sector requested that in the revision of the rules on the implementation of Gross Split Revenue Contracts or Gross Split can be given more space to improve the field economy.

Executive Director of Indonesia Petroleum Association (IPA) Marjolijn Wajong said to attract investment, the government needs to pay attention to the economic characteristics of each field. According to him, each field has a character that has a challenge to be developed.

With that in mind, the government can not assign a number that must be applied in other fields. Therefore, through the government's efforts to improve the seven-month-old rule, he hopes there is room for contractors to raise their field economies on a gross split basis.

Through Ministerial Regulation no. 8/2017 issued in January 2017, the government implements a gross split Production Sharing Contract (PSC) contract for new contracts. The government offers a gross revenue share between the government and contractors for oil development of 57:43 and 52:48 for gas.

Unlike the current contract of cooperation, gross split eliminates the operating cost recovery factor so that the profit received by the contractor has calculated the cost to produce oil and gas.

From the basic split set by the government try to make a list of field development challenges and calculate the split weight that the contractor can get. The challenges faced in the development of the field include the location of development, the availability of infrastructure to the factor of impurities or the content of impurities such as sludge or carbon dioxide. In addition to variables, factors of oil price levels and cumulative production will be factors in a progressive split.

"The revision of the regulation should pay attention to the economic characteristics of each field," he said

BUSINESS CLIMATE

The amendment of this rule is important because the government wants the exploration and production activities to be maintained despite the environmental factors of the upstream oil and gas industry, which are not enthusiastic. Since reaching the highest number of work areas in 2013 with 321 oil and gas working areas operating within 7 years the number of operating areas decreased to 277 regions.

Of 277 oil and gas blocks operating, 86 oil and gas blocks in exploitation and 137 blocks in exploration phase with 43 blocks of which are in the process of return to the government. The remaining non-conventional oil and gas blocks.

The decline in the number of existing work areas has not been closed with the achievement of auction of new work areas undertaken by the government. In a Fraser Institute report on the Global Petroleum Survey published in December 2016, investors complained about some things that dampened investment interest. Issues that reduce investment interest include the obligation to use the Rupiah currency in domestic transactions, restrictions on foreign workers, the application of land and building taxes on offshore work areas and investors are under pressure to use unsuitable labor qualifications and inappropriate goods The specifications that generally come from China not from Indonesia.

Deputy Minister of Energy and Mineral Resources Arcandra Tahar said his agency conducted an evaluation based on suggestions from business actors. Pebisnis Minta Keleluasaan


Pelaku usaha sektor hulu minyak dan gas bumi meminta agar dalam revisi aturan tentang Penerapan Kontrak Bagi Hasil Kotor atau Gross Split bisa diberikan ruang lebih leluasa untuk meningkatkan keekonomion lapangan.

Direktur Eksekutif Indonesia Petroleum Association (IPA) Marjolijn Wajong mengatakan untuk bisa menarik investasi, pemerintah perlu memperhatikan karakteristik keekonomian masing-masing lapangan. Menurutnya, setiap lapangan memiliki karakter sehingga memiliki tantangan untuk bisa dikembangkan.

Dengan pertimbangan itu, pemerintah tidak bisa menetapkan satu angka yang harus diterapkan di lapangan lainnya. Oleh karena itu, melalui upaya pemerintah untuk memperbaiki peraturan yang baru berusia tujuh bulan ini, dia berharap terdapat ruang agar kontraktor bisa menaikkan keekonomian lapangannya dengan kontrak gross split.

Melalui Peraturan Menteri No. 8/2017 yang terbit pada Januari 2017, pemerintah menerapkan kontrak bagi hasil kotor atau Production Sharing Contract (PSC) gross split bagi kontrak baru. Pemerintah menawarkan bagi hasil secara kotor antara pemerintah dan kontraktor untuk pengembangan minyak sebesar 57:43 dan 52:48 untuk gas.

Berbeda dengan kontrak kerja sama yang berlaku saat ini, gross split menghilangkan faktor pengembalian biaya operasi sehingga bagi hasil yang diterima kontraktor telah menghitung biaya untuk menghasilkan minyak dan gas.

Dari split dasar yang ditetapkan pemerintah mencoba membuat daftar tantangan pengembangan lapangan dan menghitung bobot split yang bisa diperoleh kontraktor. Adapun aspek tantangan dalam pengembangan lapangan mencakup lokasi pengembangan, ketersediaan infrastruktur hingga faktor impurities atau kandungan zat pengotor seperti lumpur atau karbondioksida. Selain variabel, faktor tingkat harga minyak dan kumulatif produksi akan menjadi faktor dalam split progresif.

"Revisi peraturan tersebut harus memperhatikan karakteristik keekonomian masing-masing Iapangan," ujarnya

IKLIM USAHA

Perubahan aturan ini menjadi penting karena pemerintah menginginkan agar kegiatan eksplorasi dan produksi tetap terjaga kendati faktor lingkungan industri hulu migas cenderung tidak bergairah. Sejak mencapai jumlah wilayah kerja tertinggi pada 2013 dengan 321 wilayah kerja minyak dan gas bumi yang beroperasi dalam 7 tahun jumlah wilayah kerja yang beroperasi menurun menjadi 277 wilayah.

Dari 277 blok migas yang beroperasi, 86 blok migas dalam tahap eksploitasi dan 137 blok dalam tahap eksplorasi dengan 43 blok di antaranya dalam proses pengembalian kepada pemerintah. Sisanya blok migas non-konvensional.

Penurunan jumlah wilayah kerja eksisting pun belum bisa ditutup dengan pencapaian lelang wilayah kerja baru yang dilakukan pemerintah. Pada 2016, tidak ada satupun wilayah kerja baru yang ditandatangani kontraknya meskipun pemerintah menawarkan 17 blok migas yang dibagi menjadi dua tahap. Pada tahun ini, pemerintah masih memiliki 15 blok migas baru yang diharapkan bisa laris terjual dengan tambahan kontrak baru yang diteken.

Dalam laporan Fraser Institute tentang Global Petroleum Survey yang diterbitkan pada Desember 2016, investor mengeluhkan beberapa hal yang mengurangi minat investasi. Masalah yang mengurangi minat investasi yaitu kewajiban menggunakan mata uang Rupiah dalam melakukan transaksi di dalam negeri, pembatasan tenaga kerja asing, penerapan pajak bumi dan bangunan pada wilayah kerja lepas pantai dan investor mendapat tekanan untuk menggunakan tenaga kerja yang tidak sesuai kualifikasi dan barang yang tidak sesuai spesifikasi yang umumnya berasal dari China bukan dari Indonesia.

Wakil Menteri ESDM Arcandra Tahar mengatakan pihaknya melakukan evaluasi berdasarkan saran dari pelaku usaha. Berdasarkan usulan pelaku usaha, terdapat beberapa jaminan perubahan dalam Peraturan Menteri tentang Gross Split. Misalnya, pemerintah telah melakukan kajian secara komprehensif masa proyek dari tahap eksplorasi hingga produksi sehingga pada tahap pengajuan rencana pengembangan lapangan (plan of development/ POD) tidak hanya penyampaian POD yang pertama yang mendapat insentif, melainkan PoD berikutnya.

Berdasarkan analisis yang dilakukan, penting untuk menjamin nilai investasi yang dilihat dari saat ini, paling tidak sama atau lebih dari kontrak yang berlaku saat ini.

Kepala Biro Komunikasi, Iayanan Informasi dan Kerja Sama Kementerian ESDM Dadan Kusdiana mengatakan porsi PHE ONWJ yang saat ini berlaku masih bisa berubah karena faktor harga minyak, harga gas dan realisasi penggunaan produk lokal.
