Balikpapan refinery Begin Full Operation



Treatment takes 42 days.

PT Pertamina announced the treatment period (turn around) the Balikpapan refinery in East Kalimantan was over. Oil processing facility was fully operational from today.

Kilang Balikpapan Mulai Beroperasi Penuh

PT Pertamina mengumumkan masa perawatan (turn around) kilang Balikpapan di Kalimantan Timur telah usai. Fasilitas pengolahan minyak itu beroperasi penuh terhitung mulai hari ini.

“Komitmen kami melaksanakan sesuai dengan target, yaitu tidak ada kecelakaan, kualitas mutu terbaik, tepat waktu, dan tepat biaya," ujar General Manager Pertamina Refinery Unit V Yulian Dekri.

Pertamina memulai perawatan kilang Balikpapan sejak 6 Maret lalu. Yulian mengatakan proses ini sebenarnya telah rampung pada 3 April. Tapi pengoperasian kembali kilang harus dilakukan secara bertahap. Kegiatan perawatan kilang menyedot sekitar 3.500 tenaga kerja.

Kilang Balikpapan termasuk prasarana vital Pertamina yang berkapasitas 260 ribu barel per hari (bph). Kilang ini menjadi pemasok bahan bakar minyak terbesar kedua setelah kilang Cilacap. Produksinya beragam, dari BBM (solar, Pertamax, avtur, kerosin),  gas dan petrokimia (LPG, produk aromatik), hingga produk antara (nafta, LSWR). 

Pada 2016, produksi kilang Balikpapan mencapai 90,3 juta barel. Sebagian pasokan BBM pengganti yang seharusnya berasal dari Balikpapan diperoleh Pertamina dari luar negeri.

Direktur Pengolahan Pertamina, Toharso, melaporkan perawatan kilang tertunda setahun. Akibatnya, pada awal tahun lalu operasinya sempat padam selama lebih dari 24 jam karena kebocoran uap dari pipa generator. Kilang mulai aktif secara perlahan di unit distilasi minyak mentah (crude distillation unit) IV pada 16 Januari lalu. Keesokan harinya, produksi di unit tersebut mulai stabil pada angka 150 ribu bph, dari kapasitas sebesar 186 ribu bph.

Pertamina mencatat sepanjang 2016 terdapat 35 gangguan kinerja. Menurut dia, semakin tua usia kilang, perawatan harus dilaksanakan tepat waktu.

“Kebocoran ini dari awal kurang terdeteksi karena kilang sudah tua. Seharusnya ada deteksi dini, sehingga kalau bocor bisa tahu sejak awal.”

Perusahaan juga menunda perawatan kilang Dumai di Riau. Waktu perawatan dilakukan pada Juni, atau tertunda sebulan dari rencana sebelumnya, yaitu pada Mei. “Perawatan ditunda sebulan. Seharusnya bulan Mei,” ujar Toharso.

Dia mengklaim penundaan perawatan sudah dikaji secara teknis oleh perusahaan. Alasannya, jadwal awal bertepatan dengan Ramadan yang datang pada akhir Mei nanti. Perusahaan memperkirakan waktu perawatan mencapai 30 hari. Dia menjamin penundaan bukan berkaitan dengan alasan teknis.

Fasilitas yang baru selesai perawatannya adalah kilang Balongan di Jawa Barat. Perusahaan baru saja menyelesaikan proses perawatan kilang pada akhir Februari lalu.

Sempat beredar kabar kilang mengalami mati total (total black out). Tapi rumor tersebut dibantah Toharso. Kata dia, kilang setelah masa perawatan memang belum bisa beroperasi normal. Sebab, perusahaan harus menghidupkan mesin-mesin secara bertahap yang memerlukan waktu hingga lima hari.

“Mungkin mesin kilang butuh penyesuaian dan sinkronisasi dulu sampai kilang berjalan normal. Jadi, bukan total black out, melainkan start up setelah turn around,” kata Toharso.

Kilang Balongan tergolong strategis karena menghasilkan produk bensin yang dipasok untuk wilayah Jakarta dan Jawa Barat. Kapasitasnya mencapai 125 ribu bph.

Balikpapan refinery Routine Maintenance On Schedule



PT Pertamina successfully completed routine maintenance (turn around) Balikpapan refinery unit II on schedule for 42 calendar days. Currently Balikpapan refinery with total capacity of 260 thousand barrels per day (bpd) is now fully operational.

Balikpapan refinery has a total capacity of 260 thousand bpd, consisting of two units, Unit l 60 thousand bpd and Unit II of 200 thousand bpd. The products produced in the form of Premium, Pertalite, PERTAMAX, Diesel, LPG, Aviation Fuel, Pertamina Dex and various other products. The refinery supplies about 26% of the total consumption of fuel oil (BBM) in Indonesia and is the second largest refinery in Indonesia after the Cilacap refinery.

Turn Around is an overall refinery of regular maintenance that aims to maintain the performance of the production in the future and regularly conducted every 3-4 years.

This year, Pertamina scheduled maintenance for its entire refinery. Care Balongan refinery was completed in February. Next, Pertamina will realize the Dumai refinery maintenance in April, Cilacap in the second half and refinery Kasim at the end of the year.

Perawatan Rutin Kilang Balikpapan Sesuai Jadwal


PT Pertamina berhasil merampungkan perawatan rutin (turn around) Kilang Balikpapan unit II sesuai jadwal selama 42 hari kalender. Saat ini Kilang Balikpapan berkapasitas total 260 ribu barel per hari (bph) ini sudah beroperasi penuh. 

General Manager Refinery Unit V Pertamina Yulian Dekri mengatakan, turn around Kilang Balikpapan II dilaksanakan "on to on” sejak 6 Maret sampai dengan 16 April 2017. Kegiatan turn around dilakukan konsisten dengan HSSE (health, safety, security, and environment) Golden Rules untuk menjamin aspek keselamatan, kesehatan kerja dan perlindungan lingkungan.

“Startup kilang mulai dilaksanakan bertahap Sejak 3 April sesuai Standard Operating Procedure (SOP) yang berlaku. Saat ini Kilang Balikpapan II sudah mulai beroperasi penuh kembali,” kata Yulian.

Yulian menuturkan, perawatan kilang Balikpapan Il melibatkan sekitar 3.500 tenaga kerja sebagai upaya pelibatan tenaga kerja lokal di Balikpapan dan sekitarnya, serta dilaksanakan 24 jam penuh. Sebelum melakukan aktifitas di area kilang tenaga kerja tersebut diwajibkan untuk melakukan pemeriksaan kesehatan setiap pagi dan malam di Gerbang 4A yang meliputi pemeriksaan tekanan darah dan kondisi fisik untuk pekerjaan di lokasi tinggi dan tertutup dilengkapi dengan lolos hasil pemeriksaan MCU.

“Komitmen kami dalam turn around ini, sesuai target Turn Around Excellent, yaitu tidak ada accident berupa fatality, kebakaran, dan pencemaran lingkungan, kemudian kualitas mutu terbaik, tepat waktu, dan tepat biaya,” ujarnya.

Kilang Balikpapan memiliki kapasitas total sebesar 260 ribu bph yang terdiri dari dua unit, Unit l 60 ribu bph dan Unit ll 200 ribu bph. Produk yang dihasilkan berupa Premium, Pertalite, Pertamax, Solar, Elpiji, Avtur, Pertamina Dex dan berbagai produk lainnya. Kilang ini menyuplai sekitar 26% dari total konsumsi bahan bakar minyak (BBM) di Indonesia dan merupakan kilang terbesar kedua di Indonesia setelah Kilang Cilacap.

Turn Around merupakan perawatan berkala kilang secara menyeluruh yang bertujuan untuk menjaga performa produksi di masa mendatang dan dilaksanakan secara berkala setiap 3-4 tahun.

Tahun ini, Pertamina menjadwalkan perawatan untuk seluruh kilang yang dimilikinya. Perawatan Kilang Balongan telah selesai pada Februari lalu. Berikutnya, Pertamina akan merealisasikan perawatan Kilang Dumai pada April, Kilang Cilacap pada semester kedua dan Kilang Kasim pada akhir tahun.

Direktur Pengolahan Pertamina, Toharso sempat mengatakan, pihaknya tidak akan lagi menunda-nunda perawatan kilang. Pasalnya, penundaan jadwal perawatan dapat menyebabkan mesin kilang bermasalah sehingga terjadi penghentian operasi tidak terencana (unplanned shutdown). 

“Jadi pada akhir 2017 maka semua kilang sudah diperbaiki dengan catatan semua spare part engine harus ready for use,” ujarnya. 

Dengan tidak adanya penundaan perawatan, Toharso berharap tidak akan lagi terjadi unplanned shutdown kilang pada tahun ini. Diakuinya, pada tahun lalu, sempat terjadi 35 kejadian unplanned shutdown di seluruh kilang yang dikelolanya. Salah satu penyebab unplanned shutdown ini karena ditundanya kegiatan perawatan.

Meski dilakukan perawatan kilang, Pertamina justru merencanakan impor minyak mentah tahun ini lebih tinggi dari tahun lalu. Sebelumnya, Senior Vice President Integrated Supply Chain (ISC) Pertamina Daniel Purba merinci impor minyak mentah tahun ini sebesar 140 juta barel, naik sedikit jika dibandingkan realisasi tahun lalu yang sebesar 134 juta barel. Perkiraan ini sudah memperhitungkan adanya perawatan tiga kilang, yakni Kilang Balongan, Kilang Balikpapan dan Kilang Dumai.

Mandatory Contractor Investment Up Contract Ends



Employers will look at the potential oil and gas is still worth the investment or not

In order for the old contractor still want to invest even though the contract expires, the Government requires a new contractor to pay the cost of investment incurred the old contractor. Consequently, the new contractor can directly get the result of the block that are already in production in the first year. "The investment costs are paid before the contract expires," he said.

On the other hand, this rule Minister has discretion in determining the cost of the return on investment. Requirement Ministers will look at the economic field, such as the use of techniques of recovering oil advanced stage alias Enhanced Oil Recovery (EOR).

"Existing Contractor must calculate when using EOR how his return? If it is not economical, not using EOR," he said.

Mount Sardjono Hadi, President Director of Pertamina Hulu Energi expressed support for this rule. "Our understanding will be taken into account in addition to split the new operator. So that each block of the termination process will not decline in production caused by a decrease in investment old contractor," he said.

In response, the Executive Director of the Indonesian Petroleum Association, Marjolijn Wajong said that if a good investment would be good for the old and new contractors contractor and the government.

"Regulation can be used as a legal basis. But if its potential is small, old contractor difficult to invest," he said.

Kontraktor Wajib Investasi Sampai Kontrak  Berakhir


Pengusaha migas akan melihat potensi migas masih layak untuk investasi atau tidak

Kementerian Energi dan Sumber Daya Mineral (ESDM) mengaku terus berupaya membuat investor nyaman menanamkan duit di sektor migas sampai akhir kontrak. Salah satunya dengan dengan menerbitkan Peraturan Menteri ESDM No 26/2017 tentang Mekanisme Pengembalian Biaya Investasi pada Kegiatan Usaha Hulu Minyak dan Gas Bumi. 

Terbitnya aturan itu juga merespon beberapa blok migas yang akan habis 2017 dan 2018, yang diserahkan ke Pertamina. Penyerahan ini membuat kontraktor eksisting mengurangi investasi di blok migas tersebut. Padahal menurut Kementerian ESDM, harusnya kontraktor tetap berinvestasi.

Misalnya pada Blok Mahakam, yang diprediksi akan mengalami penurunan, produksi lantaran Total EP dan Inpex Corp memangkas investasi mereka di blok ini. Sementara Pertamina sebagai kontraktor baru hanya bisa melakukan pengeboran 8 sumur tahun ini. 

Padahal tiap tahun Total EP mengebor minimal sampai 100 sumur. Pengalaman itulah yang Wakil Menteri ESDM Arcandra Tahar, membuat instansinya merilis beleid ini agar bisa mempertahankan produksi minyak dan gas.

"Kami mau menaikkan produksi, karenanya kontraktor eksisting harus investasi sampai kontrak berakhir," katanya

Agar kontraktor lama tetap mau menanamkan investasi meskipun kontraknya akan berakhir, Pemerintah mewajibkan kepada kontraktor baru untuk membayar biaya investasi yang dikeluarkan kontraktor lama itu. Konsekuensinya, kontraktor baru bisa langsung mendapatkan hasil dari blok yang sudah berproduksi di tahun pertama. "Biaya investasi dibayar sebelum kontrak berakhir," katanya.

Di sisi lain, aturan ini Menteri ESDM memiliki diskresi dalam menentukan biaya pengembalian investasi. Syaratnya Menteri akan melihat keekonomian lapangan tersebut, seperti misalnya penggunaan teknik pengurasan minyak tahap lanjut alias Enhanced Oil Recovery (EOR). 

"Kontraktor eksisting harus menghitung kalau menggunakan EOR berapa return-nya? kalau memang tidak ekonomis, jangan menggunakan EOR," katanya.

Gunung Sardjono Hadi, Presiden Direktur Pertamina Hulu Energi menyatakan dukungan terhadap aturan ini. "Pemahaman kami akan diperhitungkan di penambahan split untuk operator baru. Sehingga tiap proses terminasi blok tidak akan terjadi penurunan produksi yang disebabkan penurunan investasi kontraktor lama," katanya. 

Menanggapi ini, Direktur Eksekutif Indonesia Petroleum Association, Marjolijn Wajong bilang, kalau investasinya bagus tentu akan baik untuk kontraktor lama maupun kontraktor baru dan pemerintah.

"Peraturan Menteri tersebut bisa dipakai sebagai landasan hukumnya. Tetapi kalau potensinya kecil, kontraktor lama sulit untuk investasi," katanya.

10 Contractor Not Offer to LGs



About 10 contractors are yet to offer the maximum participation of 10% stake to local governments, the location of the working area of oil and gas. Contractor judge still needs time to realize the policy.

In fact, the Minister of Energy and Mineral Resources has appointed Ignasius Jonan local owned enterprises (enterprises) who are entitled to participation share offer oil and gas blocks. The provision was already contained in the Minister of Energy and Mineral Resources No. 37/2016 on Terms of Participation Shares Offer 10% On Oil and Gas Working Area. 

     Jonan has appointed enterprises that are entitled to a share offering maximum participation of 10% oil and gas blocks. However, until now the 10 contractors who have not made an offer to enterprises that have been designated.

Based on that rule, since the field development plan will first be produced to be on land or offshore up to 12 nautical miles, the contractor is required to offer 10% stake to local enterprises participation. Enterprises that are entitled to the offer must be owned entirely by the local government or in the form of a limited liability company with 99% owned by the local government.

Status of public enterprises and companies that passed through the local regulations and do not conduct business activities other than the management of oil and gas block participation shares. Ten working area that has not been offered ownership participation to local authorities, namely the Offshore North West Java (Pertamina Hulu Energi ONWJ), Mahakam block (Pertamina Hulu Mahakam), West Madura Offshore Block (Pertamina Hulu Energi WMO East Java, Block Ketapang (Petronas Ketapang Carigali), and Kangean (Kangean Energy Indonesia).

10 Kontraktor Belum Tawarkan ke Pemda


Sekitar 10 kontraktor kontrak kerja sama belum menawarkan saham partisipasi maksimum 10% kepada pemerintah daerah yang menjadi lokasi wilayah kerja minyak dan gas bumi. Kontraktor menilai masih butuh waktu untuk direalisasikan kebijakan tersebut.

Padahal, Menteri Energi dan Sumber Daya Mineral Ignasius Jonan telah menunjuk badan usaha milik daerah (BUMD) yang berhak mendapat penawaran saham partisipasi blok migas. Ketentuan itu telah tertuang dalam Peraturan Menteri ESDM No. 37/2016 tentang Ketentuan Penawaran Saham Partisipasi 10% Pada Wilayah Kerja Migas. 

    Jonan telah menunjuk BUMD yang berhak mendapat penawaran saham partisipasi maksimum 10% blok migas. Namun, hingga saat ini 10 kontraktor yang belum melakukan penawaran kepada BUMD yang telah ditunjuk.

Berdasarkan aturan itu, sejak rencana pengembangan lapangan yang pertama kali akan diproduksi berada di daratan atau lepas pantai sampai dengan 12 mil laut, kontraktor wajib menawarkan saham partisipasi 10% kepada BUMD. BUMD yang berhak mendapat tawaran harus dimiliki seluruhnya oleh pemerintah daerah atau berupa perseroan terbatas dengan 99% sahamnya dimiliki pemda.

Status BUMD dan perusahaan itu disahkan melalui peraturan daerah dan tidak melakukan kegiatan usaha selain pengelolaan saham partisipasi blok migas tersebut. Sepuluh Wilayah kerja yang belum ditawarkan kepemilikan saham partisipasinya kepada pemerintah daerah, yaitu Blok Offshore North West Java (Pertamina Hulu Energi ONWJ), Blok Mahakam (Pertamina Hulu Mahakam), Blok West Madura Offshore (Pertamina Hulu Energi WMO Jawa Timur, Blok Ketapang (Petronas Carigali Ketapang), dan Blok Kangean (Kangean Energy Indonesia).

Selain itu, blok migas yang belum menawarkan saham partisipasi kepada pemerintah daerah lainnya, yaitu Blok Rapak (Chevron Rapak), Ganal (Chevron Ganal), Blok Muriah (Petronas Carigali Muriah), Blok Merangin II (Sele Raya Merangin ll), dan Blok Simenggaris (JOB Pertamina Medco Simenggaris). 

Senior Vice President Upstream Bussiness and development PT Pertamina Denie Tampubolon mengatakan, hingga saat ini, pembicaraan dengan sejumlah pemerintah daerah telah dilakukan terkait saham partisipasi blok migas. Namun, pihaknya membutuhkan waktu bila harus meneken transaksi secara komersial. “Kontraktor itu bukan tidak mau melakukan penawaran,” ujarnya.

Dia menyebut Blok Mahakam sudah dibicarakan dengan BUMD Kalimantan Timur, PT Migas Mandiri Pratama. BUMD itu meminta untuk segera mengakses ruang data Blok Mahakam. Menurut Denie, hal itu tidak bisa dilakukan saat ini karena kontrak yang baru belum berlaku.

Oil and Gas Blocks Out of Contract

Secretary of the Special Unit of Upstream Oil and Gas (SKK Migas) Agustyono Budi said the upstream oil and gas investment target this year has been adjusted to the plan of activities set SKK Migas and cooperation contracts (KKSK) last year.

Investasi Hulu Migas Turun


Kendati realisasi investasi hulu minyak dan gas bumi selama kuartal I/2017 turun 32%, pemerintah masih optimistis Target penanaman modal tahun ini US$ 13,80 miliar dapat tercapai.

Realisasi investasi hulu migas pada kuartal l/2017 US$1,90 miliar turun 32% dibandingkan dengan realisasi periode yang sama tahun lalu US$2,80 miliar. Selain itu, faktor blok migas yang akan habis kontrak pada 2017 dan 2018 diperkirakan menjadi faktor penekan investasi hulu migas.

Pasalnya, kontraktor kontrak kerja sama (KKKS) biasanya mengurangi kegiatan produksi dan eksplorasi karena kontrak akan berakhir. Berdasarkan data Kementerian Energi dan Sumber Daya Manusia (ESDM) , ada delapan wilayah kerja minyak dan gas bumi yang akan habis masa kontraknya pada 2017 dan 2018.

     Kedelapan blok migas yang akan habis kontrak itu antara lain yaitu Blok Attaka, Blok Tuban, Blok Ogan Komering, Blok Sanga-Sanga, Blok South East Sumatera, Blok Tengah, Blok North Sumatera Offshore, dan Blok East Kalimantan. 

Selain itu, ada Blok Mahakam yang kontraknya selesai pada 31 Desember 2017. Blok Mahakam dialihkan dari Total E&P lndonesie ke PT Pertamina. Blok migas yang berlokasi di Kalimantan Timur itu tidak menggunakan skema bagi hasil kotor (gross split).

Sementara itu, delapan blok yang akan habis kontrak pada 2017 dan 2018 tersebut akan menggunakan skema gross split menggantikan skema bagi hasil biaya operasional yang dapat dikembalikan (cost recovery). 

Sekretaris Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) Budi Agustyono mengatakan, target investasi hulu migas pada tahun ini telah disesuaikan dengan rencana kegiatan yang ditetapkan SKK Migas dan kontraktor kontrak kerja sama (KKSK) pada tahun lalu. 

Dengan demikian, faktor berakhirnya masa kontrak delapan wilayah kerja migas tersebut telah diperhitungkan sejak penetapan Rencana Kerja dan Anggaran (Work Plan and Budget/WP&B) 2017. Oleh karena itu, jika realisasi investasi hulu migas hingga akhir 2017 tetap rendah, hal itu disebabkan oleh faktor teknis yang belum diperhitungkan. 

     Selain itu, pergantian jenis kontrak dari skema cost recovery ke gross split yang berlaku pada Blok Offshore North West Java pada awal 2017 belum menunjukkan adanya perubahan kegiatan dari rencana semula. 

Berdasarkan data SKK Migas, realisasi kegiatan hulu migas hingga akhir Februari 2017, KKKS wilayah produksi sudah merealisasikan pengeboran 19 sumur pengembangan, 119 kegiatan kerja ulang (work over), dan 4.350 perawatan sumur (well service).

Sementara itu, KKKS eksplorasi telah melakukan satu survei seismik, dua survei non-seismik, lima pengeboran sumur eksplorasi, dan satu pengeboran kerja ulang sumur eksplorasi. Selain itu, realisasi investasi hulu migas selama Januari-Maret 2017 baru mencapai US$1,90 miliar atau 14% dari target US$13,80 miliar. 

Realisasi investasi hulu migas itu terdiri dari US$51,80 miliar dari blok produksi dan sisanya U$100 juta dari blok eksplorasi. "Target investasi tahun ini sesuai dengan rencana kerja yang telah dibuat tahun lalu. Jadi terkait beberapa wilayah kerja yang habis kontrak itu tidak akan memengaruhi capaian pada tahun ini,” ujarnya 

Hingga saat ini, katanya, semua kegiatan masih berjalan sesuai rencana. Kendati revisi WP&B dilakukan pada Juni 2017, dia menyebut belum ada kontraktor yang mengusulkan perubahan kegiatan secara informal. Oleh karena itu, dia optimistis target investasi tahun ini bisa tercapai.

“Pengajuan revisi WP&B biasanya dimulai Juni dan sekarang belum ada yang mengajukan secara informal," katanya. Sementara itu, target produksi minyak siap jual (lifting) Hingga 31 Maret 2017 mencapai 787.800 barel per hari (bph) atau 96.7% dan target APBN sebanyak 815.000 bph. Faktor penekan lifting tersebut antara lain kondisi cuaca dan kendala pada proses pengangkutan.

Pasalnya, dari sisi produksi, realisasi sampai akhir Maret sudah mencapai 815.600 bph. Di sisi lain, realisasi lifting gas sampai akhir Maret 2017 mencapai 6.503 juta kaki kubik per hari (MMscfd) atau 101% dari target 6.440 MMscfd.

Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM I Gusti Nyoman Wiralmaja Puja mengatakan pihaknya ingin menjamin pengembalian investasi kontraktor hingga masa akhir kontrak seperti yang diatur dalam Peraturan Menteri ESDM No. 26/2017 tentang Mekanisme Pengembalian Biaya Investasi Pada Kegiatan Usaha Hulu Migas.

Sebelum dialihkan pengelolaannya, biaya yang dikeluarkan untuk mempertahankan produksi harus dihitung. Setelah itu, kontraktor yang baru menghitung keekonomian lapangan dengan penambahan biaya tersebut. Bila keekonomian lapangan kurang bagus, kontraktor baru itu dapat mengusulkan penambahan bagi hasil (split) kepada pemerintah. 

Mengacu pada Peraturan Menteri ESDM No. 8/2017 tentang Kontrak Gross Split, wilayah kerja yang tidak di perpanjang kontrak kerja samanya, secara otomatis beralih dari skema cost recovery menjadi gross split. Bila lapangan migas memiliki skala ekonomi rendah, pemerintah memiliki hak untuk menambah bagi hasil KKKS hingga 5%.

“Arahnya langsung, siapapun kontraktornya, pembayarannya seperti signature bonus harus mengembalikan unrevovered cost untuk menjaga produksi.

Pertamina Work On Land Clearing


BALIKPAPAN REFINERY

PT Pertamina Refinery Unit V is working on land clearing in the development stage and the Balikpapan refinery in the near future, the main engines will be booked. Pertamina Garap Land Clearing


PT Pertamina Refinery Unit V sedang mengerjakan land clearing dalam tahapan pengembangan kilang minyak Balikpapan dan dalam waktu dekat, mesin-mesin utama akan dipesan. Sambil menyelesaikan perataan tanah, perseroan juga menyusun detail engineering design sehingga saat pembangunan fisik dimulai, rancangan detail mesin sudah siap.

General Manager Pertamina RU V Yulian Dekri mengatakan perataan bangunan-bangunan perumahan disekitar area kilang akan dilaksanakan setelah semua pekerja dipindahkan ke apartemen.

“ Bulan Mei, kami targetkan apartemen sudah di isi.  Jadi, perumahan segera diratakan. Apartemen harus sudah siap dulu, setelah itu pekerja dipindahkan, sekarang apartemennya sudah siap,” jelasnya, Senin (17/4).

Mesin-mesin utama pendukung perluasan kilang juga mulai dipesan, sebab tidak semua mesin dapat dipesan dalam waktu dekat. Contohnya saja, untuk memesan reaktor dibutuhkan waktu 18 bulan. Oleh karena itu, pemesanan mesin-mesin utama dilaksanakan mulai tahun ini agar saat kilang selesai dikembangkan pada 2019, perseroan dapat memenuhi targetnya, yaitu kilang siap dioperasikan.

Lebih lanjut, Yulian mengatakan setelah lahan siap dibangun, pekerjaan-pekerjaan besar akan mulai dilelang. Menurutnya, pemilihan kontraktor berdasarkan pada keahliannya dan kebutuhan perseroan. Pernyataan itu merupakan tanggapan atas desakan sejumlah pengusaha lokal yang ingin dilibatkan sebagai sub kontraktor dalam proyek ini, dengan alasan untuk mendorong perekonomian daerah.

“Tidak mungkin kami berikan, kalau keahliannya tidak sesuai, untuk apa? Ini untuk pekerjaan besar, kalau untuk pekerjaan biasa, kontraktor besar pasti memperkerjakan sub kontraktor, tapi itu pun tidak bisa sembarangan juga."

Sebagai informasi tambahan, pengerjaan proyek pengembangan kilang minyak Pertamina Balikpapan dikerjakan dalam dua tahapan dengan investasi senilai US$4,6 miliar.

Oil imports still dominate



Efforts to achieve national energy security is a challenge that must be addressed and a solution treatment.

Deputy Minister of Energy and Mineral Resources (ESDM) Arcandra Tahar said that about 50% of oil kehutuhan on a national scale remains to be imported.

"The need for a national energy than petroleum sector currently reaches 1.6 million barrels per day, while the national production of petroleum Indonesia is only about 800 thousand barrels per day," said Arcandra

Furthermore, he explained, means that there are about 800 thousand barrels or half of Indonesia's oil needs to be provided by the government through import. Therefore, national energy security issues become the focus of the government in efforts to achieve energy independence as set out in the program "Nawa Cita / Nine Hope"

It also briefly touched upon the Deputy Minister while inaugurating the operation of petroleum storage tanks owned by PT Karimun in the Gulf Oil tanking Lekup, District West Meral , Karimun regency, Riau Islands Province.

According to him, efforts to achieve national energy security is a challenge that must be addressed and a solution treatment.

"The availability of energy is our challenge. If the hope of domestic production, it always comes down, "said Arcandra.

According Arcandra, the construction of fuel storage tanks is one effort in improving national energy security.

Still related to energy needs, a manager of the Energy Star geothermal power plant (the largest PLTBL in Indonesia after the acquisition of two assets that Chevron Corporation of Mount Salak and Darajat geothermal power plant in West Java.

Data from the Ministry of Energy and Mineral quoted in Jakarta, shows Mount Salak geothermal power plant has a capacity of 377 Mw and Darajat geothermal power plant of 270 Mw. Star Energy, company affiliation PT Barito Pacific Tbk, previously managing Wayang Windu geothermal power plants with a capacity of 287 Mw.

Impor Minyak masih Mendominasi


Upaya mewujudkan ketahanan energi nasional menjadi tantangan yang harus disikapi dan dicarikan  solusi penanganannya.

Wakil Menteri Energi dan Sumber Daya Mineral (ESDM) Arcandra Tahar mengatakan sekitar 50% kehutuhan minyak untuk skala nasional masih harus impor.

“Kebutuhan energi nasional dari sektor minyak bumi saat ini mencapai 1,6 juta barel per hari, sementara produksi nasional minyak bumi Indonesia hanya sekitar 800 ribu barel per hari,” kata Arcandra

Lebih lanjut ia menjelaskan, artinya ada sekitar 800 ribu barel atau setengah dari kebutuhan minyak Indonesia yang harus disediakan pemerintah melalui jalur impor. Karena itu, isu ketahanan energi nasional menjadi fokus pemerintah dalam upaya mewujudkan kemandirian energi seperti yang tertuang dalam program "Nawa Cita/ Sembilan Harapan"

Hal tersebut juga sempat disinggung Wakil Menteri ESDM ketika meresmikan beroperasinya tangki penyimpanan BBM milik PT Oil tanking Karimun di Teluk Lekup, Kecamatan Meral Barat, Kabupaten Karimun, Provinsi Kepulauan Riau.

Menurutnya, upaya mewujudkan ketahanan energi nasional menjadi tantangan yang harus disikapi dan dicarikan solusi penanganannya.

“Ketersediaan energi tantangan kita. Kalau berharap produksi dalam negeri, itu selalu turun,” kata Arcandra. 

Menurut Arcandra, pembangunan tangki penyimpanan BBM merupakan salah satu upaya dalam meningkatkan ketahanan energi nasional.

“Dengan ini kita berharap ketahanan energi kita bisa ditingkatkan lagi agar kebutuhan di dalam negeri terutama oil product, BBM, bisa kita penuhi,” ujarnya.   

Jumlah kebutuhan oil product Indonesia sebesar 68-70 juta kiloliter per tahun. Jumlah tersebut sama dengan 250 ribu kiloliter kebutuhan minyak dalam sehari. Dengan kapasitas total sebanyak 730 ribu kiloliter, beroperasinya tangki penyimpanan PT Oil-tanking Karimun sama dengan penambahan tiga hari kebutuhan BBM di dalam negeri.

“Kalau kita bagi, kebutuhan kita 68 juta kiloliter, kita bagi 365 hari, itu sekitar 250 ribu-300 ribu kiloliter per hari. Kalau ini 730 kiloliter dibagi 250 kiloliter, sekitar tiga hari penambahan cadangan kita di seluruh Indonesia,” kata Arcandra.

Star Energy

Masih berkaitan dengan kebutuhan energi, Star Energy menjadi pengelola pembangkit listrik tenaga panas bumi (PLTBL terbesar di Indonesia pasca akuisisi dua aset Chevron Corporation yakni PLTP Gunung Salak dan Darajat di Jawa Barat.

Data Kementerian ESDM yang dikutip di Jakarta, menunjukkan PLTP Gunung Salak memiliki kapasitas 377 Mw dan PLTP Darajat sebesar 270 Mw. Star Energy, perusahaan afilisasi PT Barito Pacific Tbk, sebelumnya sudah mengelola PLTP Wayang Windu dengan kapasitas 287 Mw.

Dengan demikian, setelah mengelola PLTP Gunung Salak, Darajat, dan Wayang Windu, total kapasitas PLTP yang dikelola perusahaan itu menjadi 934 Mw atau terbesar di Indonesia.

Untuk diketahui, konsorsium Star Energy pada 31 Maret 2017 telah menyelesaikan pembelian dua aset PLTP Chevron, yakni Gunung Salak dan Darajat. Sementara itu, untuk aset panas bumi Chevron di Filipina paling lambat selesai pada akhir 2017.

Pada 22 Desember 2016, Konsorsium Star Energy dan Chevron menandatangani share sale and purchase agreement untuk dua aset di Indonesia dan satu aset di Filipina tersebut.
