Five Company Passes Auction Qualification Mini Refinery



The government announced there are five companies that qualify for the small-scale auction of oil in selected areas with a supply of 3,700 barrels per day (bpd). In the announcement of the Directorate General of Oil and Gas at the Ministry of Energy and Mineral Resources (ESDM), there are seven business entities that participate in the auction mini. Pemerintah mengumumkan terdapat lima perusahaan yang lolos kualifikasi lelang minyak bumi skala kecil di wilayah Maluku dengan pasokan sebesar 3.700 barel per hari (bph). Dalam pengumuman Direktorat Jenderal Minyak dan Gas Bumi Kementerian Energi dan Sumber Daya Mineral (ESDM), terdapat tujuh badan usaha yang mengikuti lelang mini. Lima perusahaan dinyatakan lolos, yakni PT Alam Bersama Sentosa, PT Tri Wahana Universal, Kerja Sama Operasi (KSO) PT Remaja Bangun Kencana Kontraktor-Changling Petrochemical Engineering Design Co Ltd, PT Aliansi Lintas Teknologi, dan Kerja Sama Operasi (KSO) PT Harmoni Drilling Services-Oceanus Co Ltd. 

Sementara dua perusahaan dinyatakan tidak lolos, yaitu PT Bintuni Cipta Lestari dan PT Mit Ivel Gescience. Sebelumnya, dalam pengumuman lelang disebutkan, badan usaha pemenang akan berkewajiban untuk melaksanakan pembiayaan, penyediaan dan penyiapan lahan, rekayasa desain, perizinan, pembangunan, dan pengoperasian kilang dengan rencana pasokan minyak mentah 3.700 bph. Pasokan minyak ini rencananya berasal dari Lapangan Oseil dan Bula.

Selain di Maluku, kilang mini juga akan dibangun di tujuh klaster lain. Untuk Klaster I, kilang mini akan dibangun di dekat Blok Rantau dan Pangkalan Susu di Sumatera. Selanjutnya, Klaster II di Blok Emo Malacca Strait dan Petroselat di Selat Malaka Panjang dan Klaters III di Blok Tonga, Sial, Pendalian, Langgak, dan West Area di Riau. Kemudian, lokasi kilang mini di Klaster IV yakni di Blok Palmerah, Mengoepeh Lemang, dan Karang Agung di Jambi.

Sementara Klaster V di Blok Merangin III dan Ariodamar di Sumatera Selatan, Klaster VI di Blok Tanjung di Kalimantan Selarang, serta Klaster VII di Blok Bunyu, Sembakung, Mamburungun, dan Pamusian Juwata di Kalimantan Utara. “Maluku dulu (dilelang), kami akan lihat hasilnya. Kalau bagus, untuk klaster lainnya, baru akan ditawarkan pada 2017 ,” kata Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM I Gusti Nyoman Wiratmaja.

Pembangunan kilang mini mengacu pada Peraturan Menteri ESDM Nomor 22 Tahun 2016 tentang Pelaksanaan Pembangunan Kilang Minyak Skala Kecil di Dalam Negeri. Sesuai dengan aturan tersebut, pembangunan minyak skala kecil dapat dilakukan di dalam klaster atau di luar klaster yang ditetapkan oleh Dirjen Migas. Pembangunan kilang minyak skala kecil di dalam klaster, dapat dilakukan oleh Pemerintah atau badan usaha.

Dalam rangka meningkatkan kelayakan keekonomian, pelaksanaan pembangunan kilang minyak skala kecil bisa memperoleh fasilitas insentif fiskal maupun non fiskal sesuai dengan ketentuan peraturan perundang-undangan dan atau mengintegrasikan produksi produk petrokimia. Sementara untuk harga minyak bumi kilang mini ini akan ditetapkan formulanya oleh Menteri ESDM. 8 Block Oil and Gas Production to Decline


GROSS SPLIT PROFIT SHARING SCHEME 

The Government has appointed PT Pertamina to manage the eight oil and gas blocks whose contract expires in 2018.

Skema bagi hasil produksi pada delapan blok tersebut otomatis menggunakan skema gross split, dengan model seluruh biaya produksi menjadi tanggung jawab operator. Sementara itu, skema bagi hasil sebelumnya menggunakan cost recovery, biaya produksi menjadi tanggungan pemerintah. Delapan blok migas itu berusia tua yaitu lebih dari 30 tahun sehingga biaya produksi bakal lebih tinggi dibandingkan dengan blok baru. Hal itu dikhawatirkan menyebabkan produksi migas pada 2019 berpotensi turun karena menerapkan skema gross split.

Pertamina akan menjadi pemain baru di enam blok migas yang akan habis kontrak pada 2018 itu, sedangkan perseroan selama ini telah eksis sebagai operator di dua blok lainnya. Delapan blok migas yang ditugaskan kepada Pertamina yakni Blok Tuban (JOB Pertamina-PetroChina East Java), Blok Ogan Komering [JOB Pertamina-Talisman), Blok Sanga-Sanga (Virginia Indonesia Oil Company LLC/VICO), Blok Southeast Sumatera (CNOOC SES Limited), Blok North Sumatera Offshore, (Pertamina), Blok Tengah (Total E&P Indonesie), Blok East Kalimantan (Chevron Indonesia Company), dan Blok Attaka (Chevron).

Analis Hulu Migas dan Wood Mackenzie, perusahaan analis dan peneliti bidang energi, Johan Utama mengatakan, kontrak production sharing contract/PSC dengan skema gross split mendorong efisiensi biaya agar proyek memberi keuntungan lebih besar. Di sisi lain, secara umum pengelolaan lapangan tua membutuhkan biaya yang lebih besar untuk mempertahankan produksi minyak dan gas bumi.

Menurutnya, jumlah sumur-sumur yang tak diaktifkan bisa saja bertambah bila biaya pengembangannya tak sesuai dengan skala ke-ekonomian. Penurunan produksi, katanya, menjadi risiko yang otomatis harus diperhitungkan. Risiko bertambah karena selain adanya peralihan dari PSC cost recovery menjadi PSC gross split terdapat juga peralihan operator. 

Dalam laporan Wood Mackenzie, produksi minyak di Asia Pasifik diperkirakan akan merosot 1 juta barel per hari (bph) pada 2020. Kontribusi terbesar berasal dari China yakni 47% atau 470.000 bph, Indonesia 27% atau 270.000 bph, Thailand dan India 8% atau 80.000 bph, Malaysia 4% atau 40.000 bph, dan negara lainnya 7% atau 70.000 bph. “Terdapat kemungkinan beberapa lapangan terlalu mahal untuk melakukan perawatan. Bila itu terjadi, beberapa lapangan akan di nonaktifkan lebih awal dan kita akan melihat penurunan produksi yang lebih cepat,” ujarnya. Direktur Hulu PT Pertamina Syamsu Alam mengatakan, delapan blok migas yang akan habis kontrak dan akan dikelola oleh Pertamina telah sesuai dengan portofolio perseroan. 

Belum Dihitung

Namun, perseroan belum menghitung keekonomian lapangan bila menggunakan skema kontrak bagi hasil gross split. Dengan delapan aset tersebut, kontribusi perseroan terhadap produksi minyak domestik bisa bertambah menjadi sekitar 30%-40% pada 2019 dari posisi saat ini 24% atau 220.000 bph dari lifting nasional. Menurutnya, penambahan delapan aset baru itu menjadi tantangan karena delapan wilayah kerja telah berumur lebih dan 30 tahun. Di sisi lain, pemerintah menginginkan agar produksi migas dari blok-blok tersebut tetap terjaga kendati operator dan kontrak kerja sama yang digunakan berubah. 

“Strateginya jelas, harus tetap ada program kerja yang berkesinambungan dan tentu detail-nya akan kita evaluasi setiap tahun," ujar Alam. Dia menyebut, perseroan akan memulai proses transisi pada tahun ini karena pada 2018 kontraknya resmi berakhir. Dengan demikian, Pertamina bisa terlibat dalam kegiatan pengelolaan blok sebelum kontrak berakhir untuk menjaga produksi migas. Dia berharap agar masa transisi bisa berjalan secara mulus. “Tahun ini
sudah harus mulai karena kontraknya habis tahun depan.”

Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM IGN Wiratmaja Puja sebelumnya mengatakan, untuk mempertahankan stabilitas produksi migas di suatu lapangan bukanlah hal yang mudah. Namun, dia menyebut praktik yang diterapkan pada Blok Mahakam akan diulang pada blok yang beralih hak pengelolaannya dan kontraknya. Pemerintah telah menerbitkan Peraturan Menteri ESDM No. 30/2016 tentang Perubahan Atas Peraturan Menteri No.18/2015 tentang Pengelolaan Wilayah Kerja Minyak dan Gas Bumi yang akan Berakhir Masa Kontraknya.

Sementara itu, dalam Peraturan Menteri ESDM No. 8/2017 tentang Kontrak Gross Split, peralihan dari PSC cost recovery akan mengakomodasi biaya yang belum dikembalikan dengan cara mengkonversi menjadi bagi hasil kontraktor pada PSC gross split.

Saat ini, Direktur Utama Pertamina dijabat Dwi Soetjipto. Sedangkan Direktur Pemasaran Ahmad Bambang kini menjadi Wakil Direktur Utama. Deputi Bidang Energi, Logistik, dan Kawasan Pariwisata Kementerian BUMN, Edwin Hidayat Abdullah, menampik anggapan soal dualisme kepemimpinan tersebut. Pertamina ahold of 64.46% Stocks Maurel & Prom

Pertamina Kuasai 64,46% Saham Maurel&Prom

PT Pertamina lntemasional Eksplorasi dan Produksi (PIEP), anak usaha PT Pertamina sukses menggelar penawaran pembelian saham (tender offfer) tahap pertama MaureI&Prom. Saham Pertamina di perusahaan migas yang berbasis di Prancis ini naik menjadi 64/16% dari sebelumnya 24,53%. 

Hasil tender 019% ini diumumkan oleh Autorité des marchési financiers (AMF) Francis pada 25 Januari 2017 waktu setempat. Terhitung mulai 1 Februari 2017, PIEP akan mengendalikan Sebanyak 125.924.574 lembar saham dan hak suara, yang setara dengan 64,46% saham dan 63,35% hak suara di Maurel& Prom. Tak hanya itu, PIEP juga mengendalikan obligasi yang dapat ditukar dengan uang dan saham (Ornane). Rincinya, Ornane 2019 Sebanyak 6.845.626 atau setara dengan 46,70% dari outstanding Ornane 2019, Serta Ornane 2021 Sebanyak 3.848.620 yang setara dengan 36,88% dan outstanding Ornane 2021.

Pembayaran kepada pemilik Ornane tersebut akan dilakukan pada saat penyelesaian transaksi sekaligus penyerahannya kepada perusahaan. Nilai Ornane ini yakni sebesar € 17,28 per Ornane 2019 atau setara nilai nominal plus burla sebesar €0,02, dan € 11,05 per Ornane 2021 yakni sebesar nilai nominal plus bunga € 0,03.

Direktur Utama Pertamina Dwi Soetjipto mengatakan, setelah menjadi pemegang saham pengendali dengan minimal 51% kepemilikan saham, pihaknya dapat mengkonsolidasikan bagian produksi Maurel&Prom kepada produksi PIER Sehingga, kinerja hulu Pertamina bakal meningkat signitikan. Tambahan produksi minyak ini juga dapat berarti sernakin banyak minyak yang' dibawa ke Indonesia.

“Saat ini ISC (integrated Suppli Chain) mengkaji dan mempersiapkan kemungkinan untuk dapat menjadikan produksi minyak tersebut tidak sekadar menambah angka produksi Pertamina melainkan juga memperkuat pasokan untuk Indonesia,” kata dia.

Senior Vice President Upstream Business Development Pertamina Denie Tampubolon, perseroan belum dapat memastikan besaran tambahan minyak tersebut. Pasalnya, tender offer saham Maurel & Prom ini masih akan dilanjutkan ke tahap kedua yang direncanakan berlangsung selama satu bulan ke depan. “Setelah closing atau selesai, kami akan pastikan pencatatan produksinya di Pertamina sebagai pemegang saham mayoritas,” jelasnya.

Sesuai dengan artikel 232-4 dari AMF General Regulations, tender offer akan secara otomatis kembali terbuka untuk periode 10 hari kerja bursa. Jadwal tender offer tersebut segera dipublikasikan oleh AMF. “Dengan kesuksesan pelaksanaan tender offer tahap pertama ini, kami berharap dan optimistis tender offer tahap selanjutnya akan berjalan dengan baik dan memberikan hasil optimal bagi PIEP dan Pertamina,” kata Vice President Corporate Communication Pertamina Wianda Pusponegoro.

Sangat Potensial

Direktur Hulu Pertamina Syamsu Alam menambahkan, prospek aset-aset migas Maurel & Prom sangat potensial untuk dikembangkan Pertamina melalui PIER Pada akhir 2015, cadangan migas Maurel & Prom mencapai 205 juta barel setara minyak. Dengan aset yang tersebar di Eropa, Amerika, Afrika dan Asia, akuisisi perusahaan Perancis ini dapat menjadi ajang pembuktian kapabilitas perusahaan di bisnis hulu dalam skala global. “Pertamina semakin optimistis untuk dapat mengembangkan bisnis hulu dengan lebih cepat,” kata Syamsu Alam.

Maurel&Prom memiliki aset migas yang tersebar di Gabon, Nigeria, Tanzania, Namibia, Kolombia, Kanada, Myanmar, Italia, dan negara lainnya. Namun, aset utamanya yang telah berproduksi yakni di Gabon, Nigeria, dan Tanzania. Minyak mentah asal Afrika ini dinilai cocok dengan spesifikasi kilang dalam negeri.

Pertamina menargetkan produksi migasnya meningkat menjadi 1,9 juta boepd pada 2025 dan 2,04 juta boepd pada 2030. Untuk itu, Pertamina harus menggenjot produksi migasnya agar naik 8% per tahun. Salah satu tambahan produksi migas ini diupayakan melalui akuisisi blok migas. Khusus dari akuisisi blok migas, mulai 2018, target tambahan produksi yang ditargetkan mencapai setidaknya 227 ribu boepd. Selanjutnya, target itu meningkat menjadi 276 ribu boepd pada 2019, 366 ribu bopd pada 2020, 428 ribu boepd pada 2021,446 ribu boepd pada 2022, dan menyentuh 473 ribu boepd pada 2025.

Peraturan Menteri Impor Gas untuk Kelistrikan Segera Terbit


Pemerintah segera menerbitkan peraturan menteri yang memayungi kegiatan impor gas alam cair/LNG guna memenuhi pembangkit listrik. Impor gas dibatasi hanya jika harga yang diperoleh lebih rendah dari dalam negeri. Menteri  Energi dan Sumber Daya Mineral (ESDM) Ignasius Jonan mengatakan, rencana membuka kran impor gas masih akan dibahas lebih lanjut, utamanya impor gas oleh pelaku industri dalam negeri. Namun, pihaknya sepakat jika impor gas dengan harga murah perlu dilakukan untuk memenuhi kebutuhan pembangkit listrik nasional. Kalau untuk listrik, kami izinkan impor gas apabila harganya lebih murah. Kami pakai patokan harga dalam negeri. Kalau patokan harga itu dirasa mahal, silakan impor selama impor-nya bisa lebih murah,” kata dia. 

Impor gas untuk kelistrikan, sebutnya, tidak dibatasi hanya boleh dilakukan ketika terjadi defisit pasokan gas di dalam negeri. Ketika PT PLN atau produsen listrik swasta (independent power producer/IPP) merasa harga gas dalam negeri tidak kompetitif, impor gas dapat dilakukan. Saat ini pemerintah sedang menyusun peraturan menteri yang mengatur soal impor gas untuk kelistrikan ini. “Pokoknya ada aturannya. Saya sudah tanda tangan,” tegas Jonan.

Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM I Gusti Nyoman Wiratmaja menambahkan, beleid baru itu bakal merinci syarat-syarat diperbolehkannya impor gas untuk kelistrikan. Salah satunya syaratnya yakni terkait harga gas, di mana harga gas lebih murah itu termasuk transportasi sampai Indonesia. Selain masalah diperbolehkan impor  atau tidak, dia juga mengingatkan bahwa impor gas membutuhkan adanya infrastruktur penampungan dan regasifikasi  LNG di dalam negeri. Saat ini, kapasitas infrastruktur sejenis ini di Indonesia masih cukup terbatas. Pihaknya sedang membahas salah satu syarat tambahan untuk bisa impor gas adalah memiliki fasilitas tersebut. “Seperti di Korea Selatan, Jepang, dan Tiongkok, yang boleh impor yang punya storage dan regasfication facility,” kata dia. Syarat ini disebutnya juga akan membantu Indonesia untuk menaikkan ketahanan energi nasional.

Terkait impor gas oleh pelaku industri, Jonan menegaskan belum ada keputusannya. Menurutnya, pemerintah menginginkan harga gas dalam negeri harus dapat bersaing dengan di luar negeri. Pasalnya, jika harga gas domestik terlalu tinggi, maka seluruh industri pengguna gas di dalam negeri tidak dapat bersaing. Pemerintah tidak ingin harga gas dalam negeri, justru menyandera perusahaan yang mengupayakan efisiensi. “Itu (industri boleh impor gas atau tidak) keputusannya dari Pak Menteri Koordinator (Menteri Koordinator Perekonomian) bagaimana, yang penting harganya harus bersaing, negara punya kepentingan supaya industri pengguna gas ini bisa kompetitif dibandingkan negara lain,” jelasnya.

Utamakan Domestik

Direktur Perencanaan Korporat PLN Nicke Widyawati menuturkan, pihaknya tetap mengutamakan untuk memperoleh pasokan gas dari lapangan migas di dalam negeri. Hanya saja, impor gas menjadi salah satu solusi untuk memperoleh harga gas yang paling bagus. Ketika harga dalam negeri kurang bagus, baru pihaknya akan mengimpor gas. “Intinya adalah
bagaimana agar menekan BPP (biaya pokok produksi) supaya lebih efisien," ujarnya. jika nantinya terpaksa harus impor, pihaknya tidak terlalu khawatir. Pasalnya, ketika mencari kontraktor yang sekaligus mampu menyediakan gas untuk Indonesia Tengah, pihaknya sudah melakukan market sounding. Pihaknya telah mendapat tawaran dari berbagai perusahaan yang bersedia menyuplai gas.

Meski demikian, pihaknya belum merencanakan untuk impor gas dalam waktu dekat. Kami belum bicara impor dulu. Prioritaskan untuk (pasokan) domestik dulu,” tegas Nicke. Berdasarkan data Kementerian ESDM, kebutuhan gas untuk pembangkit listrik terus meningkat setiap tahunnya. Pada 2017 ini, kebutuhan gas untuk kelistrikan diperkirakan sebesar 474 miliar kaki kubik yang merupakan gas pipa dan 191 miliar kaki kubik dalam bentuk LNG. Pada 2025, kebutuhan gas pipa relatif stabil di kisaran 473 miliar kaki kubik, namun kebutuhan LNG meningkat tajam menjadi 838 miliar kaki kubik.

Pemerintah mulai memberlakukan skema kontrak bagi hasil (PSC) kotor berdasarkan produksi bruto (gross split) untuk eksplorasi dan produksi di hulu migas pada tahun 2017 yang menggantikan model bagi hasil sebelumnya, yaitu pengembalian biaya (cost recovery). Bila pada model pengembalian biaya yang dikeluarkan investor sepenuhnya diganti pemerintah, pada sistem bagi hasil bruto investor diminta membiayai seluruh investasi EP di hulu.

Besaran bagi hasil gross split tidak ada pengembalian biaya. Bagian pemerintah dan investor ditentukan sejumlah perubahan, antara   harga migas, Wilayah sumur, kandungan karbon dioksida dan sulfur karena menentukan kualitas minyak, pemakaian konten lokal, hingga tahapan produksi. Pemerintah memberlakukan, sistem gross split pertama pada kontrak perpanjangan blok Offshore North West Java (ONWJ).

PT Pertamina Hulu Energi ONWJ mendapat seluruh saham setelah masa kontrak kegiatan yang dilaksanakan patungan itu habis pada 18 .Ianuari 2017. Pemerintah juga menyerahkan delapan blok migas lain kepada Pertamina begitu habis masa kontraknya tahun ini dan tahun depan. Tujuannya, meningkatkan besar produksi migas dalam produksi nasional. Meski demikian, tantangan terbesar dan mendasar dalam membangun ketahanan energi nasional adalah menemukan sumur-sumur minyak baru di dalam negeri.

Produksi minyak dalam negeri terus turun, sementara kebutuhan meningkat. Saat ini, hanya separuh kebutuhan tersebut dipenuhi dari dalam negeri dengan produksi minyak saat ini pada kisaran 800.000 barel. Indonesia terhitung lambat mengganti penurunan produksi migas. Antara tahun 2012 dan 2016, penggantian cadangan hanya sedikit di atas 20 persen. Pada sisi lain, data konsultan WoodMackenzie memperlihatkan, waktu yang dibutuhkan untuk eksplorasi hingga produksi di Indonesia semakin lama. Bila pada tahun 1970-an hanya kadang dari lima tahun, pada tahun 2000-an menjadi berkisar 13-15 tahun. Oleh karena itu, investasi sumur baru di hulu mendesak segera di lakukan

Pada pasar global, membaiknya harga minyak mentah 2017 menjadi rata-rata sekitar 60 dollar AS per barrel untuk jenis Brent menyusul kesepakatan OPEC tahun lalu untuk membatasi produksi, membuat investasi global dalam EP di hulu meningkat 3 persen tahun ini. WoodMackenzie memperkirakan nilainya 450 miliar dollar AS. Namun, investasi bergeser dari megaproyek ke proyek yang pasti segera menghasilkan. Proyek tersebut ada di Amerika Utara berupa minyak dan gas serpih dengan teknologi yang semakin efisien. Investor menghindari proyek berisiko tinggi dan mahal. Saat ini, ladang minyak potensial Indonesia ada di timur yang minim infrastruktur dan di laut dalam.

Pemerintah mengubah model PSC menjadi gross split untuk memotong waktu 2-3 tahun untuk pengurusan izin mulai dari eksplorasi hingga produksi di SKK Migas. Namun, pertanyaan masih tetap sama, akankah model baru itu menarik investor? Percakapan dengan peneliti WoodMackenzie dan beberapa pelaku industri migas memperlihatkan, perbedaan antara gross split dan cost recovery tidak terlalu banyak memengaruhi keputusan melakukan investasi EP

Yang lebih menjadi perhatian adalah kepastian berusaha yang dinilai menjadi kelemahan Indonesia dibandingkan dengan negara lain. Kelemahan itu antara lain birokrasi panjang, porsi pemerintah 71 persen, sementara di Asia Pasifik rata-rata 67 persen dan dunia 58 persen, peraturan yang mudah berubah, hingga kepentingan kelompok dalam kebijakan. Direktur Riset Asia Pasifik Hulu Migas Wood Mackenzie Andrew Harwood mengatakan, Pemerintah Indonesia sudah berbuat banyak, termasuk mengubah skema bagi hasil menjadi model gross split. Namun, hal itu tidak cukup. Yang mendesak adalah memberi kepastian berusaha, terutama revisi Undang-Undang Migas yang masih menggantung.

Pertamina Request Additional splitt ONWJ

Pertamina Minta Tambahan Splitt Blok ONWJ


PT Pertamina sudah mendapatkan bagi hasil besar di Blok Offshore North West Java (ONWJ) pada 18 Januari 2017 saat penandatanganan kontrak perpanjangan. Namun, Pertamina masih kembali meminta insentif berupa tambahan bagi hasil untuk Blok ONWJ . Sebetulnya bagi hasil untuk Pertamina dari Blok ONWJ sudah lebih besar dibandingkan bagi hasil milik pemerintah.

Dalam kontrak baru dengan skema gross split, bagi hasil minyak yang didapat Pertamina mencapai 57,5% dan bagi hasil gas sebesar 62,5%. Sementara pemerintah hanya mendapatkan bagi hasil minyak sebesar 42,5% dan untuk gas sebesar 37,5%. Namun, Pertamina mengklaim, masih ada cost recovery yang belum dibayarkan pemerintah. Untuk itu, Pertamina meminta agar cost recovery tersebut bisa dibayarkan, berupa tambahan bagi hasil yang didapat oleh Pertamina.

Presiden Direktur Pertamina Hulu Energi (PHE) Gunung Sardjono Hadi mengatakan, cost recovery yang belum dibayarkan pemerintah mencapai US$ 453 juta. "Usulan kami bisa mendapatkan kompensasi dari pemerintah, yaitu berupa tambahan split," kata Gunung Sarjono Hadi.

Sementara itu, Menteri ESDM Ignasius Jonan mengatakan, cost recovery yang belum dibayar tersebut memang menjadi aset bagi Pertamina yang bisa diperhitungkan. Jonan belum menentukan tambahan split itu. Namun peluang mendapatkan tambahan split kepada PHE ONWJ sebagai operator ONWJ bisa terjadi. "Dimungkinkan tambahan insentif kalau betul. Tapi pasti audit dulu," kata Jonan.

Commitment Three Companies Awaited



The government is still waiting for the commitment of the petrochemical industry will absorb the gas and the Abadi field, Masela to be able to accelerate the production of the block located on the sea Arafuru, Maluku. Second, the capacity of 9.5 mtpa LNG and 150 MMSCFD gas pipeline. Either scenario would be decided after the pre assessment phase of defining the basic (front end engineering design / FEED) is complete.

Komitmen Tiga Perusahaan Ditunggu


Pemerintah masih menunggu komitmen industri petrokimia yang akan menyerap gas dan lapangan Abadi, Blok Masela untuk dapat mempercepat produksi blok migas yang berlokasi di Laut Arafuru, Maluku itu. Menteri Energi dan Sumber Daya Mineral (ESDM) Ignasius Jonah membenarkan pihaknya telah menerima surat usulan alokasi gas Blok Masela dari Kementerian Perindustrian. Kendati demikian, dia menyebut industri yang akan memanfaatkan gas tersebut harus menyatakan komitmen untuk menyerap gas dari Masela.

Pemerintah memiliki dua skenario produksi gas di Lapangan Abadi. Pertama, kilang gas alam cair/LNG berkapasitas 7,5 juta ton per tahun (mtpa) dan gas pipa 474 juta kaki kubik per hari (MMscfd). Kedua, kapasitas LNG 9,5 mtpa dan 150 MMscfd gas pipa. Kedua skenario itu akan diputuskan setelah tahap kajian pre pendefinisian dasar (front end engineering design/FEED) tuntas.

Menurutnya, melalui kajian tersebut nantinya bisa terlihat mana yang lebih layak dan memberikan nilai tambah. Kementerian Perindustrian memang berhak mengajukan usulan untuk volume alokasi gas. Secara umum, Menteri Energi dan Sumber Daya Mineral (ESDM) Ignasius  berharap agar volume gas bisa dimanfaatkan sebesar-besarnya bagi industri domestik. Namun, dia menginginkan agar industri yang akan memanfaatkan gas tersebut menunjukkan komitmen-nya sehingga semua volume gas pipa yang dialokasikan terserap. “Yang mau membangun siapa? Ada tidak komitmennya?Kalau disediakan 474 MMscfd, tetapi tidak ada yang mau membangun bagaimana?” katanya.

Di sisi lain, semua hal yang diajukan Inpex, sebagai operator Blok Masela telah diselesaikan. Pemerintah mengabulkan penggantian masa kontrak selama tujuh tahun dari sepuluh tahun yang diajukan operator. Seharusnya, Inpex bersama mitranya Shell, bisa memulai kajian pre-FEED yang direncanakan dimulai pada Januari 2017 usai mendapat kepastian dari pemerintah. 

Direktur Kimia Hulu Kementerian Perindustrian Muhammad Khayam mengatakan, perusahaan yang memanfaatkan gas Masela masih bisa berubah karena mengikuti kesiapan perusahaan melakukan investasi. Mengingat besarnya volume gas yang harus diserap, katanya, perusahaan yang mendapat alokasi akan menggandeng mitra. Kementerian Perindustrian telah mengusulkan alokasi gas dari Masela untuk tiga perusahaan yang akan membangun pabrik di sekitar proyek kepada Kementerian ESDM.

Perusahaan tersebut yakni PT Pupuk Indonesia dengan alokasi 240 MMscfd, PT Kaltim Methanol Industri 130 MMscfd, dan PT Elsoro Multi Pratama dengan kebutuhan 100 MMscfd.
