Medco E & P Indonesia Continues to Boost Production



Medco E & P Indonesia continues its efforts to boost its oil and gas production by completing the development of Block A in Aceh. Until the first half of this year, Medco recorded the realization of oil and gas production of 90 thousand barrels of oil equivalent per day (boepd).

Senior Manager of Relations & Security at Medco E & P Indonesia and Medco E & P Natuna Ltd. Drajat Imam Panjawi said that although it has climbed up to 24 thousand boepd compared to the same period in 2016, it will continue to increase its oil and gas production.

It will monetize existing domestic oil and gas inventories, Near-Field exploration and well drilling, as well as underwater development.

"In addition, this year, Medco E & P focused on completing Block A Project in Aceh on schedule and budget," he said in a media gathering in Bogor on Saturday (19/11).

Previously, Medco announced it has added and certified proven reserves in Block A of 30 million barrels of oil equivalent. Overall, the construction of this block has reached 61.29%. As for the construction of gas processing facilities recorded already reached 85% and entered the first well flow test phase at the end of the first semester ago.

Block A is targeted to produce its first gas by the end of the first quarter of 2018. The development of Block A worth US $ 460 million is done by Medco with Krislinergy and Japex. Medco and partners started working on this block since early 2016, covering the development of Alan Siwah Square, Rayonu jungle and Rambong Ground.

Gas from this block of 63 billion british thermal units per day (bbtud) will be channeled through Pertamina Arun Belawan pipeline to meet the needs of fertilizer, electricity and industrial plants in Aceh and North Sumatra.

Medco and Pertamina have signed gas contracts at a price of US $ 9.45 per million British thermal units (mmbtu). Not only boost production, Medco also keeps the operations in efficient operation in terms of cost and safety priority. So far, the company managed to keep its production cost per barrel below US $ 10 per barrel oil equivalent.

"Medco E & P continues to optimize its field field with innovations in oil and gas technology and cost control of field assets, such as Rimau, South Sumatra and Lematang Block in South Sumatra and Tarakan Block in North Kalimantan," he explained.

As is known, until the end of the first half of this year, Medco recorded oil and gas production realization of 89.8 thousand boepd, up 26.4% from 2016's actual realization of 64 thousand boepd.

In detail, oil production rose from 30.2 thousand bpd to 35.5 thousand bpd and gas from 197.8 million cubic feet per day (mmscfd) to 290.6 mmscfd. The increase in production is driven by high gas sales from Senoro Field and increased production from South Natuna Block continues.

Medco's revenue rose 543 percent from the first half of 2016 to US $ 403.5 million. This is because the realization of higher oil and gas sales and rising crude oil prices. Medco also booked a profit increase of US $ 11.8 million in the first half of 2016 to US $ 80.7 million.

Medco E&P Indonesia terus berupaya memdongkrak produksi migasnya dengan merampungkan pengembangan Blok A di Aceh. Hingga semester pertama tahun ini, Medco mencatatkan realisasi produksi migasnya sebesar 90 ribu barel setara minyak per hari (boepd).  

Senior Manager Relations & Security Medco E&P Indonesia dan Medco E&P Natuna Ltd Drajat Imam Panjawi mengatakan, meski sudah naik hingga 24 ribu boepd dibandingkan periode yang sama 2016, pihaknya masih akan terus berupaya menaikkan produksi migasnya".

Pihaknya akan melakukan monetisasi penemuan-penemuan domestik migas yang ada, eksplorasi Near-Field dan pengeboran sumur, serta pengembangan bawah laut.

“Selain itu, tahun ini, Medco E&P fokus menyelesaikan Proyek Blok A di Aceh sesuai jadwal dan anggaran,” kata dia dalam media gathering di Bogor, Sabtu (19/11).

Sebelumnya, Medco mengumumkan telah menambahkan dan mendapat sertifikasi cadangan terbukti di Blok A sebesar 30 juta barel setara minyak. Secara keseluruhan, pengerjaan blok ini telah mencapai 61,29%. Sementara untuk pembangunan fasilitas pemrosesan gasnya tercatat sudah mencapai 85% dan masuk tahap pengujian aliran sumur pertama pada akhir semester pertama lalu.

Blok A ditargetkan bisa memprodukai gas pertamanya pada akhir kuartal pertama 2018. Pengembangan Blok A senilai US$ 460 juta ini dikerjakan Medco bersama Krislinergy dan JAPEX. Medco dan mitra mulai menggarap blok ini sejak awal 2016, meliputi pengembangunan Lapangan Alur Siwah, julu Rayeu, dan Alur Rambong. 

Gas dari blok ini sebesar 63 miliar british thermal unit per hari (bbtud) akan dialirkan melalui pipa Pertamina Arun Belawan untuk memenuhi kebutuhan pabrik pupuk, kelistrikan, dan industri di Aceh dan Sumatera Utara. 

Medco dan Pertamina telah menandatangani kontrak gas dengan harga US$ 9,45  per juta british thermal unit (mmbtu). Tidak sekadar menggenjot produksi, Medco juga menjaga agar kegiatan operasi tetap efisien dari sisi biaya dan mengutamakan keselamatan. Sejauh ini, perseroan berhasil mempertahankan biaya produksi per barel di bawah US$ 10 per barel setara minyak.

“Medco E&P terus mengoptimalisasi lapangan lapangan tuanya dengan berbagai inovasi di bidang teknologi migas serta pengendalian biaya aset lapangan, seperti di Blok Rimau, South Sumatra, dan Lematang di Sumatera Selatan, serta Blok Tarakan di Kalimantan Utara,” jelasnya.

Seperti diketahui, hingga akhir semester pertama tahun ini, Medco mencatatkan realisasi produksi migas sebesar 89,8 ribu boepd, naik 26,4% dari realisasi periode yang sama 2016 sebesar 64 ribu boepd.

Rincinya, produksi minyak naik dari 30,2 ribu bph menjadi 35,5 ribu bph dan gas dari 197,8 juta kaki kubik per hari (million standard cubic feet per day/ mmscfd) menjadi 290,6 mmscfd. Peningkatan produksi didorong oleh tingginya penjualan gas dari Lapangan Senoro dan peningkatan produksi dari Blok Natuna Selatan terus berlanjut.

Selanjutnya dari sisi keuangan, pendapatan Medco naik 543% dari semester pertama 2016 menjadi US$ 403,5 juta. Hal ini lantaran realisasi penjualan migas yang lebih tinggi dan kenaikan harga minyak mentah. Medco juga berhasil membukukan kenaikan laba dari US$ 11,8 juta pada semester pertama 2016 menjadi US$ 80,7 juta.

Medco Oil and Gas Production Approaches 90 Moepd



PT Medco E & P Indonesia and Medco E & P Natuna Ltd. (Medco E & P) scored oil and gas production growth in the first half of 2017.

Drajat lman Panjawi said oil and gas production in the first half of 2017 increased by about 24 barrels of oil equivalent per day (mboepd). Senior Manager Relations & Security Medco E&P Indonesia dan Medco E&P Natuna Ltd Drajat lman Panjawi bilang produksi migas pada semester pertama 2017 dengan 2016 terjadi peningkatan sekitar 24 barel setara minyak per hari atau million barrels oil equivalent per day (mboepd). Pada semester I-2017, produksi migas Medco E&P hampir mencapai 90 mboepd. Sementara semester I-2016 hanya 64 mboepd. 

"lni pencapaian yang sangat berarti di saat harga minyak dunia belum sesuai harapan," ujar Drajat, dalam acara media gathering, Sabtu (18/11).

Tahun ini, Medco E&P fokus menyelesaikan proyek Blok A di Nanggroe Aceh Darussalam, sesuai jadwal dan anggaran, memonetisasi penemuan-penemuan domestik migas yang ada, eksplorasi nearfield dan pengeboran sumur, serta pengembangan bawah laut. Semua aktivitas operasi tetap berpegang pada prinsip efisiensi biaya, tanpa menomor duakan aspek keselamatan. 

"Kami berhasil mempertahankan biaya produksi di bawah US$ 10 per barel setara minyak," kata dia.

Selain di Blok A, Medco E&P juga juga terus mengoptimalisasi lapangan-lapangan tua dengan berbagai inovasi di bidang teknologi migas. serta pengendalian biaya aset lapangan, seperti di Blok Rimau, South Sumatra, dan Lematang di Stunatra Selatan, serta Blok Tarakan di Kalimantan Utara.

Oil and Gas Block Auction Will Be Renewed Back



The government is considering extending the auction of oil and gas blocks for the first period of 2017. This will be done if government regulations (Government Regulation) on oil and gas contracts scheme for gross bills before the auction is completed on 27 November.

Director General of Oil and Gas at the Ministry of Energy and Mineral Resources Ego Syahrial said it hoped the government regulation governing taxation imposed in the gross split production sharing contract (PSC) could be issued before the auction closes.

The reason, although the incentives offered in the draft Government Regulation is welcomed by investors, legal black on white beleid is still needed.

"So, for example up to another week (Government Regulation gross split tax) has not come out. if necessary we extend (auction of oil and gas blocks), "he said in Jakarta, Thursday (16/11).

As it is known the government has held an auction of 15 oil and gas blocks since the middle of this year. As no one is interested, the auction period is then extended by the time limit of document access until November 20 and the entry of documents of participation maximum 27 November. So far, 19 oil and gas companies have taken the auction documents, but none have submitted any documents of participation.

Secretary of Oil and Gas Directorate Susyanto said that this is because the Government Regulation of gross split tax has not yet been issued.

"No one has entered the document yet. Hence oil and gas companies are still waiting for Government Regulation of gross split tax, "he said.

The block auctioned by the government recorded 15 blocks of oil and gas. 10 conventional oil and gas blocks and Ezra unconventional oil and gas blocks. A total of 10 blocks of oil and gas have the potential of oil reserves of about 830 million barrels and 22 trillion cubic feet of gas. While oil potential for five non-conventional oil and gas blocks is about 640 million barrels and 17 trillion cubic feet of gas.

For conventional oil and gas blocks auctioned through direct offerings are the Andaman I and Iaman Block II offshore Aceh, South Tuna offshore Natuna, Merak Lampung offshore and Banten-Lampung mainland, Pekawai offshore East Kalimantan, West Yamdena off beaches and mainland Maluku, and Kasuri III in West Papua.

While offered with regular auctions are the Block of Tongkol offshore Natuna, East Tanimbar off the coast of Maluku, and Mamberano on the mainland and off Papua monitor.

Furthermore, three unconventional oil and gas blocks auctioned through direct offerings are MNK Jambi I in Jambi, MNK II in Jambi and Sumatra, and GMB West Air Komering in South Sumatra. Finally, GMB Raja and GMB Bungamas in South Sumatra are offered through regular auctions.

For the progress of making Government Regulation of gross split tax, Susyanto explained, the design of the beleid has been completed. Earlier, Deputy Minister of Energy and Mineral Resources Arcandra Tahar said, this Government Regulation will provide incentives for oil and gas companies. During the exploration period, oil and gas companies will be exempt from UN and Import Duty. Likewise for indirect taxes, oil and gas companies will not be charged during the exploration period, ie from the approval of the plan of development (POD) to first oil production.

"After that (from first oil to break even point / BEP), if the economy is not enough, then compensated with split," said Arcandra.

The economic level of this project is based on the calculations made during the compilation of POD.

Not only that, investors will also get the facility of deferring tax loss carry forward 10 years. This is because at the beginning of the oil and gas project, oil and gas companies have not yet earned revenue from the project. Previously, oil and gas contractors had to apply to each of the agencies mentioned above. Although, previously it and its KKKS have an integrated system, but the Directorate General of Oil and Gas, SKK Migas, and Government Regulation INSW has not been involved. This service can be utilized KKKS next year.

Until now, the provision of oil and gas facilities that have been issued by Customs in 2015 amounted to 1,392 decree with import value of USS 2.3 billion. Furthermore, this value increased in 2016 to US $ 3.9 billion in which issued 1,221 letters of decree.

In the future, the integration of this system is said to be expanded to connect with the Directorate General of Taxation, Directorate General of State Assets, and Directorate General of Budget, specifically for Upstream Oil and Gas Business activities. So it is expected to use data for the benefit of cost recovery, asset valuation of State Owned (BMN), and calculation of Oil and Gas Income Tax and oil and gas PNBP can be more accurate.

Lelang Blok Migas Berpotensi Kembali Diperpanjang


Pemerintah mempertimbangkan untuk memperpanjang lelang blok minyak dan gas bumi periode pertama 2017. Hal ini akan dilakukan jika peraturan pemerintah (Peraturan Pemerintah) soal pajak kontrak migas skema bagi basil kotor (gross split) jelang Ielang selesai pada 27 November nanti.

Direktur Jenderal Minyak dan Gas Bumi Kementerian Energi dan Sumber Daya Mineral (ESDM) Ego Syahrial mengatakan, pihaknya berharap Peraturan Pemerintah yang mengatur soal perpajakan yang dikenakan dalam kontrak kerja sama (production sharing contract/ PSC) gross split dapat terbit sebelum lelang ditutup.

Pasalnya, meski insentif-insentif yang ditawarkan dalam draft Peraturan Pemerintah disambut baik oleh investor, legal hitam di atas putih beleid ini tetap dibutuhkan.

“Jadi, umpamanya sampai seminggu lagi (Peraturan Pemerintah pajak gross split) belum keluar. bila perlu kami perpanjang (lelang blok migas),” kata dia di Jakarta, Kamis (16/11).

Seperti diketahui pemerintah telah menggelar lelang 15 blok migas sejak tengah tahun ini. Karena tidak ada yang berminat, periode lelang kemudian diperpanjang dengan batas waktu akses dokumen sampai 20 November dan pemasukan dokumen partisipasi maksimal 27 November. Sejauh ini sebanyak 19 perusahaan migas sudah mengambil dokumen lelang, tetapi belum satu pun yang memasukkan dokumen partisipasi.

Sekretaris Ditjen Migas Susyanto sempat menuturkan, hal ini lantaran Peraturan Pemerintah pajak gross split belum terbit. 

“Belum ada yang memasukkan dokumen. Makanya perusahan migas masih menunggu Peraturan Pemerintah pajak gross split,” ujarnya.

Adapun blok yang dilelang oleh pemerintah tercatat terdapat 15 blok migas. 10 blok migas konvensional dan Ezra blok migas nonkonvensional. Sebanyak 10 blok migas konvensional ini memiliki potensi cadangan minyak sekitar 830 juta barel dan gas 22 triliun kaki kubik. Sementara potensi minyak untuk lima blok migas nonkonvensional sekitar 640 juta barel dan gas 17 triliun kaki kubik.

Untuk blok migas konvensional yang dilelang melalui penawaran langsung adalah Blok Andaman I dan Andaman II di lepas pantai Aceh, South Tuna di lepas pantai Natuna, Merak Lampung di lepas pantai dan daratan Banten-Lampung, Pekawai di lepas pantai Kalimantan Timur, West Yamdena di lepas pantai dan daratan Maluku, dan Kasuri III di Papua Barat. 

Sementara yang ditawarkan dengan lelang reguler yakni Blok Tongkol di lepas pantai Natuna, East Tanimbar di lepas pantai Maluku, dan Mamberano di daratan dan lepas pantau Papua.

Selanjutnya, tiga blok migas nonkonvensional dilelang melalui penawaran langsung adalah MNK Jambi I di Jambi, MNK II di Jambi dan Sumatera, serta GMB West Air Komering di Sumatera Selatan. Terakhir, GMB Raja dan GMB Bungamas di Sumatera Selatan ditawarkan melalui lelang reguler. 

Untuk progres pembuatan Peraturan Pemerintah pajak gross split ini, Susyanto menjelaskan, rancangan beleidnya sudah selesai disusun. Saat ini, pihaknya sedang meminta persetujuan prinsip dari Kepala Negara untuk mulai proses penerbitan regulasi baru ini. Begitu persetujuan diperoleh, selanjutnya dilakukan pembahasan dengan panitia antar kementerian (PAK).

Sebelumnya, Wakil Menteri ESDM Arcandra Tahar mengatakan, Peraturan Pemerintah ini akan memberikan insentif bagi perusahaan migas. Selama masa eksplorasi, perusahaan migas akan dibebaskan dari PBB dan Bea Masuk. Demikian juga untuk pajak-pajak tidak langsung, perusahaan migas tidak akan dikenai selama masa eksplorasi, yakni dari persetujuan rencana pengembangan (plan of development/ POD) hingga produksi minyak pertama (first oil).

“Setelah itu (dari first oil hingga break even point/ BEP), kalau keekonomiannya tidak cukup, maka dikompensasikan dengan split,” tutur Arcandra.

Tingkat keekonomian proyek ini berdasarkan hitungan semasa menyusun POD.

Tidak hanya itu, investor juga akan memperoleh fasilitas penangguhan pembayaran pajak penghasilan (tax loss carry forward) 10 tahun. Hal ini lantaran pada awal proyek migas, perusahaan migas belum memperoleh pendapatan dari proyek yang dikerjakan. Selanjutnya, seluruh biaya yang dikeluarkan sampai dihasilkan tetes minyak pertama akan menjadi pengurang pajak sampai 10 tahun.

Penyederhanaan Perizinan Sementara itu, pemerintah terus memberikan kemudahan untuk menaikkan investasi migas nasional. Salah satunya yakni dengan pengembangan integrasi sistem informasi dalam rangka pemberian fasilitas fiskal terhadap impor barang operasi keperluan Kontraktor Kontrak Kerja Sama (KKKS) untuk kegiatan usaha hulu migas oleh Bea Cukai dengan Ditjen Migas, Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas), dan Pengelola Portal Indonesia National Single window (Peraturan Pemerintah INSW).  Fasilitas Fiskal yang dimaksud yakni pembebasan bea masuk, Pajak Pertambahan Nilai (PPn) Impor dan Pajak Pengashilan (PPh) Impor.

Ego Syahrial mengatakan, Apalagi puncak kejayaan bisnis migas di Indonesia telah lewat di Era 70-an ketika produksi mencapai 1,7 juta barel per hari (bph). Karenanya, percepatan proses administrasi dan pemangkasan rantai birokrasi perlu dilakukan untuk kembali meningkatkan investasi sektor hulu migas.  Pasalnya, industri migas memerlukan proses panjang untuk bisa menghasilkan minyak dan gas bumi, setidaknya 10 tahun. 

“Mengembalikan itu butuh percepatan, tidak bisa melaksanakan dengan business as usual,” kata Ego,

Dengan sistem ini, menurut Direktur Jenderal Bea Cukai Heru Pambudi, KKKS hanya perlu mengajukan dokumen satu kali saja dalam mengajukan permohonan pengajuan Rencana Kebutuhan Barang Impor (RKBI) , Rencana Impor Barang (RIB), sampai dengan Surat Keputusan Fasllitas Pembebasan Bea Masuk (BM) dan Pajak Dalam Rangka Impor (PDRI).

     Tidak hanya itu, total transaksi yang dilakukan KKKS akan terpangkas menjadi dua kali saja dengan waktu yang dibutuhkan menjadi hanya 24 hari kerja.

     Sebelumnya, kontraktor migas harus mengajukan permohonan ini ke masing-masing instansi tersebut di atas. Sehingga, total transaksi mencapai enam kali hingga mendapatkan Surat Keputusan Masterlist dengan total waktu pelayanan mencapai 42 hari kerja. 

     Walaupun, sebelumnya pihaknya dan KKKS telah memiliki sistem terintegrasi, namun Ditjen Migas, SKK Migas, dan Peraturan Pemerintah INSW belum terlibat. Layanan ini dapat dimanfaatkan KKKS pada tahun depan.

“Untuk tahap pertama ini, piloting sudah bisa di-launch Maret-April tahun depan. Implementasi, karena biasanya testing butuh 1-2 bulan, maka normalnya akhir semester satu sudah life,” kata Heru.

Sampai saat ini, pemberian fasilitas migas yang telah dikeluarkan oleh Bea Cukai pada 2015 sebanyak 1.392 surat keputusan dengan nilai impor USS 2,3 miliar. Selanjutnya, nilai ini meningkat pada 2016 menjadi US$ 3,9 miliar di mana diterbitkan 1.221 surat keputusan.

Ke depan, integrasi sistem ini disebutnya akan diperluas agar terhubung dengan Direktorat Jenderal Pajak, Direktorat Jenderal Kekayaan Negara, dan Direktorat Jenderal Anggaran, khusus untuk kegiatan Usaha Hulu Minyak dan Gas Bumi. Sehingga diharapkan ke dapannya pemanfaatan data untuk kepentingan cost recovery, penilaian asset Barang Milik Negara (BMN), serta penghitungan Pajak Penghasilan Migas dan PNBP migas dapat Iebih akurat.

Imports of Oil and Gas Contractor Goods Will be Shortened



The government hopes the oil and gas industry can produce oil and gas faster

Ministry of Energy and Mineral Resources (ESDM) signed a memorandum of understanding with the Directorate of Customs of the Ministry of Finance for the development of information system integration. Impor Barang Kontraktor Migas Akan Dipersingkat


Pemerintah berharap industri migas bisa memproduksi migas Iebih cepat

Kementerian Energi dan Sumber Daya Mineral (ESDM) menandatangani nota kesepahaman dengan Direktorat Bea Cukai Kementerian Keuangan untuk pengembangan integrasi sistem informasi. Tujuannya adalah pemberian fasilitas fiskal terhadap impor barang operasi keperluan KKKS untuk kegiatan hulu migas. KKKS diharapkan bisa lebih cepat bekerja untuk memproduksi migas.

Asal tahu saja, Menteri Keuangan sudah lama menerbitkan aturan tentang bebas bea ini berdasarkan PMK Nomor 177/2007 mengenai pembebasan bea masuk atas impor barang untuk kegiatan usaha hulu migas dan panas bumi. Namun selama ini, jangka waktu mengurusnya sangat lama.

Direktur Jenderal Bea Cukai, Heru Pambudi menambahkan dengan kerjasama ini, pemerintah akan memberikan insentif pembebasan bea masuk barang impor untuk Kontraktor Kontrak Kerjasama (KKKS) dan pembebasan pajak barang impor baik PPN maupun PPh impor. Sinergi ini diharapkan dapat mempermudah KKKS dalam mengajukan permohonan fasilitas pembebasan fiskal atas impor barang operasi untuk kegiatan Usaha Hulu Migas. 

"Sehingga diharapkan KKKS tertarik untuk berinvestasi melakukan eksplorasi dan eksploitasi di Indonesia," kata Heru, di Kantor Kementerian ESDM, Kamis (16/11).

Setelah melakukan integrasi sistem, pelayanan terhadap pemberian fasilitas fiskal terhadap impor barang operasi keperluan KKKS untuk kegiatan usaha hulu migas akan lebih cepat. Jika sebelumnya transaksi dilakukan enam kali, maka setelah sistem terintegrasi akan hanya menjadi dua kali atau lebih cepat 66%. 

"Sementara untuk total waktu yang dibutuhkan dalam pengurusan fasilitas ini hanya akan menjadi 24 hari kerja atau kurang lebih 42.8% lebih cepat," jelasnya.

Dengan langkah sinergi ini diharapkan nilai impor bisa lebih besar. Berdasarkan data Bea Cukai, pemberian fasilitas migas yang telah dikeluarkan oleh Bea Cukai di tahun 2015 sebanyak 1.392 surat keputusan pemberian fasilitas migas dan di tahun 2016 sebanyak 1.221 surat. 

"Nilai impor yang meningkat dali US$ 2.3 miliar tahun 2015 menjadi US$ 13,9 miliar di tahun 2016. Penerimaan negara kami tingkatkan dan kalau ada cost recovery kami efisiensi," ujar Heru.

Salah satu contoh efisiensi yang bisa didapat KKKS melalui pemberian fasilitas migas adalah efisiensi 14 rig senilai Rp 300 miliar. Kepala SKK Migas Amien Sunaryadi juga optimistis, sinergi ini akan menciptakan efisiensi dari sisi anggaran cost recovery pada tahun depan. 

Pasalnya akan ada penghematan waktu untuk mengurus barang impor di bea cukai. Dengan sinergi, waktu yang dihabiskan oleh KKKS bisa lebih pendek. Ia belum bisa mengestimasi berapa persen efisiensi atau nilai dollar AS yang bisa dihemat. 

"Tapi cost recovery akan turun karena waktu yang harus dihabiskan KKKS lebih pendek, sehingga personel KKKS akan bisa menggunakan waktu untuk pekerjaan lain, jadi lebih produktif," jelas Amien.

Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM Ego Syahrial menjelaskan, tujuan kerjasama ini agar industri hulu migas kembali on the track. Salah satunya upaya meningkatkan produksi migas. Sebab kebutuhan minyak mencapai 1,6 juta barel per hari. Tapi produksi hanya 800.000 barel per hari.

Dengan kondisi tersebut, Indonesia harus mengimpor sekitar 800.000 minyak per hari. Untuk itu pihaknya berharap KKKS bisa melakukan produksi secara cepat dengan penyederhanaan izin dan bebas cukai atas barang produksi KKKS. 

"Rata-rata waktu memproduksi minyak dari suatu lapangan migas mencapai 10 tahun," kata dia.

Dia menyatakan, saat ini ada beberapa proyek hulu migas yang strategis seperti proyek IDD di Bangka Selat Makassar, proyek Tangguh Train 3, proyek Lapangan Tiung Biru, dan yang terbesar itu pengembangan Lapangan Masela yang ada di Timur Indonesia.

Selain meningkatkan produksi, Ego memang berharap dengan adanya sinergi ini maka target investasi pada tahun depan sebesar US$ 13,5 miliar bisa tercapai. Sebab pada tahun ini target investasi migas sebesar US$ 14 miliar sulit tercapai. Hingga Oktober, realisasi investasi migas hanya US$ 6,4 miliar. 

"Awal tahun 2018 kegiatan investasi migas kami harapkan bergairah lagi. Banyak proyek yang groundbreaking seperti proyek Tiung Biru, pipa Duri-Dumai. Tahun depan kami harapkan lapangan migas sudah bisa onstream," jelas Ego.

How Fiscal Incentives are Provided



The government facilitates the administrative process of providing fiscal incentives to contractors of contracts of cooperation in the upstream oil and gas industry through an integrated system.

Directorate General of Customs, Directorate General of Oil and Gas Ministry of Energy and Mineral Resources, and SKK Migas signed memorandum of understanding to start merging system to be integrated. The system will be used as a way to provide fiscal incentives.

In the early stages, the system will accommodate the channeling of fiscal incentives to the import of contractor cooperative contracts [KKKS] operating goods. Fiscal facilities that can be channeled through this system include import duties, sales tax (VAT) for imported goods, and income tax (PPh) import.

Currently, inter-ministerial information systems have not been linked so that there is often repetition of data and the process of applying for fiscal facilities to be long.

To obtain fiscal facilities in import activities, the contractor needs to submit three applications with a total of six transactions.

After that, the contractor must wait 42 working days to get the Masterlist Decree. Later on, the process of submitting the plan for the need of imported goods (RKBI), the import of goods plan (RIB), until the issuance of Decision Letter of import duty exemption facility, and Import Tax (PDRI) is obtained within 24 working days.

Director General of Oil and Gas ESDM Ministry Ego Syahrial said that the acceleration of administrative and bureaucratic cutting process needs to be done to increase upstream oil and gas investment.

To help restore investment, the government needs to create a system for the entire process to be accelerated. He described, at least 10 years to make a working area produce oil and gas. 

     Thus, the government needs to support through the acceleration of administrative processes. On the other hand, there are other factors, such as oil prices that can not be monitored, but also determine the investment.

In addition to fiscal incentives on import activities, the system will connect with other administrative processes at the Directorate General of Taxation, Directorate General of State Assets, and the Directorate General of Budget of the Ministry of Finance.

"The return is needed to accelerate, can not carry out with business as usual," he said after attending the signing of a memorandum of understanding on the information system of fiscal facility granting to KKKS at the Directorate General of Customs office on Thursday (16/11).

Head of SKK Migas Amien Sunaryadi said it could not yet calculate exactly what percentage of cost recovery savings created from the enactment of this System. He ensures, if the process gets shorter, the project can be completed on time in accordance with the established project economy.

Cara Pemberian lnsentif Fiskal Dipermudah


Pemerintah mempermudah proses administrasi pemberian insentif fiskal kepada kontraktor kontrak kerja sama di industri hulu minyak dan gas bumi melalui sistem terintegrasi.

Ditjen Bea Cukai, Ditjen Minyak dan Gas Bumi Kementerian ESDM, dan SKK Migas meneken nota kesepahaman untuk memulai penggabungan sistem agar terintegrasi. Sistem itu akan digunakan sebagai cara untuk pemberian insentif fiskal. 

Pada tahap awal, sistem akan mengakomodasi penyaluran insentif fiskal terhadap impor barang operasi kontraktor kontrak kerja sama [KKKS). Fasilitas fiskal yang bisa disalurkan melalui sistem ini mencakup bea masuk, pajak penjualan (PPn) untuk barang impor, dan pajak penghasilan (PPh) impor.

Saat ini, sistem informasi antar kementerian belum saling terhubung sehingga sering terdapat pengulangan data dan proses permohonan pemberian fasilitas fiskal menjadi panjang.

Untuk mendapatkan fasilitas fiskal dalam kegiatan impor, kontraktor perlu mengajukan tiga Surat permohonan dengan total transaksi mencapai enam kali.

Setelah itu, kontraktor harus menanti 42 hari kerja untuk mendapatkan Surat Keputusan Masterlist. Nantinya, proses pengajuan rencana kebutuhan barang impor (RKBI), Rencana Impor Barang (RIB), sampai keluarnya Surat keputusan fasilitas pembebasan bea masuk, dan Pajak Dalam Rangka Impor (PDRI) diperoleh dalam waktu 24 hari kerja.

Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM Ego Syahrial mengatakan bahwa percepatan proses administrasi dan pemangkasan rantai birokrasi perlu dilakukan untuk meningkatkan investasi sektor hulu migas.

Untuk membantu memulihkan investasi, pemerintah perlu menciptakan sistem agar seluruh proses bisa dipercepat. Dia menggambarkan, paling tidak perlu 10 tahun untuk membuat sebuah wilayah kerja menghasilkan minyak dan gas bumi. 

    Dengan demikian, pemerintah perlu mendukung melalui percepatan proses administrasi. Di sisi lain, terdapat faktor lain, seperti harga minyak yang tidak bisa diawasi, tetapi turut menentukan investasi.

Selain insentif fiskal pada kegiatan impor, sistem itu akan menghubungkan dengan proses administrasi lain di Ditjen Pajak, Ditjen Kekayaan Negara, dan Ditjen Anggaran Kementerian Keuangan.

“Mengembalikan itu butuh percepatan, tidak bisa melaksanakan dengan business as usual  ujarnya usai menghadiri penandatanganan nota kesepahaman sistem informasi pemberian fasilitas fiskal kepada KKKS di kantor Ditjen Bea Cukai, Kamis (16/11).

Kepala SKK Migas Amien Sunaryadi mengatakan, pihaknya belum bisa menghitung secara pasti berapa persen penghematan Cost Recovery yang diciptakan dari berlakunya Sistem ini. Dia memastikan, bila proses semakin pendek, proyek bisa selesai tepat waktu sesuai dengan keekonomian proyek yang telah ditetapkan.

Oil and Gas Block Auction Is Restarted



The government has the opportunity to re-extend the limitation of return of the auction document of oil and gas working area this year.

Director General of Oil and Gas at the Ministry of ESDM Ego Syahrial said that on this occasion there is an option to extend the limitation of return of tender documents. According to him, if in the next seven days Government Regulation on Taxation Gross Split has not come out, the government will extend the return of documents auction.

Lelang Blok Migas Kembali Diperpanjang


Pemerintah berpeluang kembali memperpanjang batas pengembalian dokumen lelang wilayah kerja minyak dan gas bumi pada tahun ini.

Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM Ego Syahrial mengatakan bahwa pada kesempatan lelang kali ini masih terdapat opsi memperpanjang batas pengembalian dokumen lelang. Menurutnya, bila pada tujuh hari mendatang Peraturan Pemerintah tentang Perpajakan Gross Split belum keluar, pemerintah akan memperpanjang waktu pengembalian dokumen lelang.

Pada lelang blok migas 2017, pemerintah telah melakukan dua kali perpanjangan batas pengambilan dan pengembalian dokumen tender. Pada awal pembukaan lelang, pemerintah menetapkan batas akses dan pengembalian dokumen tender pada Juli 2017. Kemudian pemerintah memperpanjang batas waktu lelang hingga 9 Agustus 2017 dengan alasan menunggu regulasi tentang gross split. Pemerintah pun kembali memperpanjang lelang hingga 11 September 2017.

Dengan alasan adanya revisi Peraturan Menteri ESDM tentang gross split, Kementerian ESDM kembali memperpanjang waktu lelang hingga 20 November 2017 dan batas pengembalian dokumen pada 27 November 2017.

“Sampai seminggu lagi belum keluar Peraturan Pemerintah tentang Pajak Gross Split. bila perlu kita perpanjang,” ujarnya usai menghadiri penandatanganan nota kesepahaman sistem informasi pemberian fiskal kepada kontraktor kontrak kerja sama di kantor Ditjen Bea Cukai, Kamis (16/11).

Pada tahun ini, pemerintah menawarkan 15 wilayah kerja migas yang terdiri atas 10 blok konvensional dan lima blok migas non-konvensional.

Sebanyak tujuh blok migas konvensional yang ditawarkan secara langsung antara lain Blok Andaman 1 (lepas pantai Aceh), Andaman Il (lepas pantai Aceh), South Tuna (lepas pantai Natuna), Merak Lampung (lepas pantai dan daratan Banten-Lampung), Pekawai (lepas pantai Kalimantan Timur), West Yamdena (lepas pantai dan daratan Maluku, dan Blok Kasuri III (daratan Papua Barat).

Tiga blok migas konvensional ditawarkan melalui lelang reguler, yaitu Blok Tongkol (lepas pantai Natuna) , East Tanimbar (lepas pantai Maluku), dan Mamberamo (daratan dan lepas pantai Papua).

Saat ini, terdapat 19 dokumen yang diakses dari 10 blok migas konvensional yang ditawarkan. Namun, dia tidak menyebut secara detail 19 dokumen itu merujuk pada blok mana saja.

Sejak masa pengambilan dokumen lelang dibuka pada Mei-Juli 2017, lima dokumen di Blok Andaman II dan dua dokumen di Blok East Tanimbar. Blok Mamberamo, Tongkol, West Yamdena, Pekawai, dan Andaman I masing-masing satu dokumen. Lelang itu akan berkontribusi terhadap peningkatan produksi migas di Tanah Air ke depan.

PGN Gas Business Managed Transparently



PT Perusahaan Gas Negara Tbk (PGN) is ready to deliver in a transparent and accountable manner in the management of natural gas. This follows the decision of the panel of judges of the Business Competition Supervisory Commission (KPPU) in the trial of monopoly case of natural gas price that occurred in Medan, North Sumatra.

PGN Corporate Secretary Rachmat Hutama said that so far the implementation of PGN's business, especially in pricing, has been based on the prevailing laws and regulations.

"The high gas price in the period of August-November 2015 is due to additional gas coming from LNG in addition to the costs incurred in each business chain (trader without facility), besides and gas supply and Pertamina EP," said Rachmat Hutama, in Jakarta , yesterday.

As is known, in the last trial held on Tuesday (14/11), the panel of judges KPPU decided PGN management is guilty in determining the selling price of natural gas in Medan. In its decision, PGN is declared to have set the excessive price by not considering the ability of domestic consumer purchasing power in determining the increase of gas price in the period of August-November 2015.

In addition, in a number of Gas Purchase Agreements (PJBG) signed between PGN and consumers there is an adverse raw clause. In response, PGN management will take more steps to study the copy of the verdict.

Bisnis Gas PGN Dikelola Transparan


PT Perusahaan Gas Negara Tbk (PGN) siap menyampaikan secara transparan dan akuntabel dalam pengelolaan gas bumi. Hal ini menyusul putusan majelis hakim Komisi Pengawas Persaingan Usaha (KPPU) dalam persidangan perkara monopoli harga gas bumi yang terjadi di Medan, Sumatera Utara.

Sekretaris Perusahaan PGN Rachmat Hutama mengatakan, sejauh ini pelaksanaan bisnis PGN, khususnya dalam penetapan harga, telah mengacu pada peraturan perundang-undangan yang berlaku.

”Tingginya harga gas pada periode Agustus-November 2015 disebabkan masuknya gas tambahan yang bersumber dari LNG di tambah biaya yang timbul pada masing-masing rantai bisnis (trader tanpa fasilitas), selain dan pasokan gas dan Pertamina EP," kata Rachmat Hutama, di Jakarta, kemarin.

Seperti diketahui, dalam persidangan terakhir yang digelar Selasa (14/11), majelis hakim KPPU memutuskan manajemen PGN bersalah dalam penetapan harga jual gas bumi di Medan. 

     Dalam amar putusannya, PGN dinyatakan telah menetapkan harga yang berlebihan (excessive price) dengan tidak mempertimbangkan kemampuan daya beli konsumen dalam negeri dalam menetapkan kenaikan harga gas dalam kurun waktu Agustus-November 2015. 

Selain itu, dalam sejumlah Perjanjian Jual beli Gas (PJBG) yang diteken antara PGN dan konsumen terdapat adanya klausul baku yang bersifat merugikan. Menanggapi hal tersebut, manajemen PGN akan mangambil langkah lebih untuk mempelajari salinan putusan tersebut. 

Adapun hal yang juga menjadi sorotan manajemen PGN terhadap putusan persidangan bahwa dalam aspek tata kelola belum dilihat secara holistik, khususnya skema bisnis hilir gas bumi.

PGN selaku BUMN dengan status terbuka siap secara transparan untuk membuktikan akuntabilitas pengelolaan gas dalam kegiatan usahanya. Terutama PGN yang telah menjalankan fungsi pioneering disektor hilir gas selama lebih dari 52 tahun.

"Kami berkeyakinan bahwa penetapan harga yang kami jalankan sudah sesuai dan memenuhi aspek hukum yang berlaku,” tutur pria yang akrab disapa Temmy.
