1 Januari 2017, Harga Gas Tiga Sektor lndustri Turun

    Janji penurunan harga gas industri oleh pemerintah belum juga terwujud. Pasalnya, kini rumusan penurunan harga gas industri belum seluruhnya rampung. Hingga pekan ketiga November 2016, pemerintah baru bisa merampungkan rumusan penurunan harga gas untuk tiga sektor industri, yakni industri petrokimia, pupuk dan baja. Harga gas untuk tiga sektor ini maksimum US$ 6 per mmbtu, kata Ignasius Jonan, Menteri Energi dan Sumber Daya Mineral (ESDM). Menurutnya, penurunan harga gas untuk ketiga sektor industri ini akan di finalisasi pekan depan.

    Rencananya, Kementerian ESDM akan menerbitkan peraturan menteri ESDM sebagai payung hukum penurunan harga gas untuk tiga sektor industri yang dimaksud. Jonan menambahkan, setelah aturannya terbit, penurunan harga gas industri untuk tiga sektor yakni petrokimia, pupuk dan baja akan berlaku mulai 1 Januari 2017 , meleceng dari janji pemerintah di paket ketiga yang seharusnya berlaku 1 Januari 2016. 

    Direktur Jenderal Industri Logam, Mesin, Alat Transportasi dan Elektronika Kementerian Perindustrian (Kemperin) I Gusti Putu Suryawirawan menambahkan, dalam rapat koordinasi yang digelar di Kantor Menko Perekonomian kemarin, pemerintah belum mengambil keputusan penurunan harga gas industri di luar tiga sektor tersebut. Menurut Putu, untuk sektor industri lainnya, rapat hanya memutuskan mekanisme perhitungan penurunan harga gasnya. 

    Setelah penetapan mekanisme itu, pemerintah akan menetapkan penurunan harga gas untuk sektor industri lainnya. Dalam Peraturan Presiden (Perpres) Nomor 40 tahun 2016 tentang Penetapan Harga Gas Bumi, ada tujuh sektor industri yang bisa menikmati fasilitas penurunan harga gas. Yakni industri pupuk, industri petrokimia, industri oleochemical, industri baja, industri keramik, industri kaca dan industri sarung tangan karet.

    Di luar itu, Kementerian Perindustrian juga mengusulkan perluasan industri yang berhak menikmati penurunan harga gas yakni industri makanan dan minuman, industri pulp dan kertas, industri ban, dan industri tekstil dan alas kaki. Dalam rapat terbatas yang digelar awal Oktober lalu, Presiden Joko Widodo minta menteri terkait untuk merampungkan pembahasan penurunan harga gas industri November 2016.

    Untuk menuntaskan seluruh perumusan harga gas untuk industri, pekan lalu, pemerintah telah membentuk tim kecil yang beranggotakan para direktorat jenderal di Kementerian ESDM, Kementerian Perindustrian dan Deputi Kementerian BUMN dan Kementerian Keuangan. Tim ini punya waktu 10 hari untuk menghitung formula penurunan harga gas per sektor industri.

ESDM Ingin Blok East Natuna Segera Jalan

    Kementerian Energi dan Sumber Daya Mineral (ESDM) mengultimatum, agar konsorsium Blok East Natuna segera menyelesaikan kesepakatan internal. Hal ini agar proyek blok gas itu segera berjalan. Asal tahu saja, pimpinan konsorsium East Natuna adalah Pertamina dengan anggota ExxonMobil dan PTTEP Thailand. Kandungan gas di dalam perut Blok East Natuna sendiri mencapai 46 triliun cubic feet (tcf) dengan investasi US$ 24 miliar.

    Direktur Jenderal Minyak dan Gas Bumi Komenterian ESDM I Gusti Nyoman Wiratmaja Puja mengatakan, pemerintah masih menunggu sikap anggota konsorsium dan berharap penandatangan production sharing contract (PSC) bisa dilakukan akhir tahun ini. Konsorsium East Natuna mempunyai waktu sampai dengan pekan ini untuk menyampaikan laporan kesepakatan konsorsium. Ia enggan menjelaskan, bila laporan kesepakatan antar konsorsium itu tidak selesai dalam pekan ini, apakah pengembangan Blok East Natuna akan menjadi molor.

    Selama ini pengembangan Blok East Nattma ini terkendala masalah syarat dan ketentuan atau term and condition dalam kontrak. Karena jumlah kandungan CO2 di dalam blok itu lebih dari 70%, sehingga membutuhkan investasi besar. Direktur Hulu Pertamina Syamsu Alam menyatakan, secara umum sudah ada kesepakatan dengan para anggota konsorsium. Termasuk masalah pembagian split yang tinggal menunggu beberapa detail untuk bisa ditandatangani.

    Menurutnya, pembahasan East Natuna sempat tertunda, karena baik Exxonmobil maupun PTTEP sempat menunda pembicaraan, karena mencermati keputusan pemerintah terkait revisi Peraturan Pemerintah No 79 Tahun 2010, tentang aturan cost recovery dan pajak hulu migas. Setelah peraturan itu terbit, kajian pengelolaah East Natuna kembali berlanjut. Anggota Devvan Energi Nasional (DEN) Andang Bachtiar menyatakan, masalah utama pengembangan Blok East Natuna sebenarnya bukan di penerapan teknologi terkait kandungan CO2 yang tinggi.

    Sebab teknologi untuk meminimalisir CO2 sudah ada. Menurut dia, permasalahan utama dalam East Natuna adalah belum adanya kata sepakat dalam pembagian hasil, Jadi, yang menjadi masalah bagi hasilnya, itu kalau tidak untung banyak, pasti tidak mau.

Medco Selesaikan Akuisisi Blok B South Natuna

    PT Medco Energi Internasional telah menyelesaikan akuisisi ConocoPhillips Indonesia Inc Ltd dan ConocoPhillips Singapore Operations Pte. Ltd. Keduanya merupakan anak perusahaan dari ConocoPhillips. Sebelumnya Medco mengumumkan akuisisi itu pada 19 September lalu. ConocoPhillips Indonesia adalah operator PSC South Natuna Sea Block B PSC dengan hak partisipasi sebesar 40% dan juga merupakan operator West Natuna Transportation System. Sementara CSOP mengoperasikan onshore receiving facility di Singapura.

    Infrastruktur West Natuna Transportation System beserta jaringan pipa gas Malaysia akan terus memegang peran penting dalam mengkomersialkan temuan temuan minyak dan gas serta aktivitas eksplorasi yang berlangsung di kawasan Natuna. Medco Completes Acquisition of Block B South Natuna

Reinforced Gas Power

Bahkan acara tersebut juga tertutup untuk media.

    Perwakilan Kades Kawengan Kabupaten Bojonegoro, Lasmudi mengungkapkan kekecewaan hasil pertemuan dan sosialisasi kemarin. Selain tidak dihadiri pemerintah daerah, pada pertemuan itu perwakilan dari pihak penambang sumur tua tidak diberi kesempatan untuk memberi usulan kepada PT. GCI. Pokok intinya sumur tua akan diminta kembali. Penambang sumur tua diberi waktu untuk membereskan alat-alatnya. Untuk itu, jika sumur tua hendak ditertibkan dari penambang tradisional, ia meminta PT GCI memberikan pengganti berupa pekerjaan. Selama ini yang bekerja di perusahaan tersebut kebanyakan warga dari luar daerah. Pokoknya warga sekitar harus dipekerjakan.

Warga Tagih Janji Camat dan Pertamina EP

 
    Warga Desa Jatisari, Kecamatan Senori, Kabupaten Tuban menagih janji Camat Senori, Eko Julianto dan pihak Pertamina EP terkait perbaikan jalan raya Desa Jatisari menuju Desa Medalem. Rusaknya jalan tersebut disebabkan oleh kendaraan Pertamia EP yang mengangkut alat berat (moving) ke sumur minyak Tapen di Desa Sidoharjo. Jalan yang rusak sepanjang sekitar 700 meter itu akan dibangun dengan konstruksi eor oleh Pertamina EP, namun hingga kini tak jelas kepastiannya. Kepala Desa Jatisari, Wawan Setiawan membenarkan jika ia pernah dijanjikan oleh Pemerintah Kecamatan Senori, bahwa di akhir Oktober, fasilitas umum yang rusak akan diperbaiki.

    Sebab, Pertamina EP sudah mengakhiri aktivitas pengeboran di Sumur Tapen. Dulu desa dijanjikan seperti itu, jalan akan dicor oleh PT Pertamina, dan hal itu disampaikan langsung oleh pak camat.  Camat Senori Eko Julianto mengungkapkan bahwa pihaknya sudah berkoordinasi dengan pihak Pertamina EP. Eko berdalih, bahwa saat ini perbaikan jalan belum siap karena terkendala cuaca. Mestinya Oktober, karena waktu itu diperkirakan moving selesai Oktober. Ia pun tak bisa memastikan kapan perbaikan jalan itu akan terealisasi. Saya akhir Oktober sudah berkirim Surat ke Pertamina dan tembusan Kepala Dinas Pekerjaan Umum. Kalau per telepon sudah berkomunikasi, katanya segera diperbaiki.

Pertamina Tambah Aset Baru di Luar Negeri

    PT Pertamina  melalui anak usahanya PT Pertamina International EP (PIEP) menambah sembilan aset baru di luar negeri hingga akhir September 2016, dibandingkan pada 2015 hanya ada di tiga negara yaitu Aljazair, Malaysia dan Irak. Aset baru yang dimiliki Pertamina tercatat ada dua di Eropa, yakni Perancis dan Italia, Dua di Amerika, yakni Kanada dan Kolombia Serta satu di Asia, yaitu di Myanmar. Aset baru Pertamina di Afrika berada di Namibia, Tanzania, Nigeria dan Gabon, kata Vice President Corporate Communication Pertamina, Wianda Pusponegoro.

    Dari tambahan aset baru itu, yang sudah produksi aset di Gabon dan Nigeria total sekitar 30 barel setara minyak per hari (BOEPD). Sisanya masih dalam tahap eksplorasi dan pengembangan. Wianda mengatakan ke depan Pertamina akan terus agresif mencari sumber-sumber minyak dan gas di berbagai negara. Tujuan Pertamina untuk mencapai target produksi nasional, termasuk menjaga kelangsungan pasokan minyak mentah bagi produksi BBM di Indonesia.

    Wianda mengatakan produksi minyak Pertamina hingga kuartal III-2016 sebesar 309 ribu barel per hari (BOPD). Sebanyak 72 persen dari kontribusi ladang migas di dalam negeri, 28 persen lagi dari luar negeri. Sedangkan produksi gas sebesar 1.953 juta kaki kubik per hari (MMSCFD), naik dibandingkan periode sama 2015 sebesar 1.728 MMSCFD.
