15 Oil and Gas Working Areas Auctioned



The Ministry of Energy and Mineral Resources (ESDM) auctioned 15 oil and gas working area. The working area consists of 10 conventional working areas and 5 non-conventional working areas. The revenue-sharing scheme for the 15 working areas is a gross split based gross profit share.

Conventional working areas are off the coast of Aceh, offshore Natuna, Lampung, East Kalimantan, Maluku and Papua. "Access to auction documents can be done starting May 29, 2017. Sementara pengembalian dokumen dilakukan paling lambat 12 Juli 2017 untuk lelang penawaran langsung dan 25 September 2017 untuk lelang reguler,” kata Kepala Biro Komunikasi, Layanan Informasi Publik, dan Kerja Sama Kementerian ESDM Sujatmiko dalam siaran pers, Jumat (19/5).

Pemerintah menawarkan 15 wilayah kerja minyak dan gas bumi baru pada lelang putaran pertama 2017 yang akan menguji daya tarik penerapan kontrak kerja bagi hasil kotor atau gross split.

Dari total 15 blok migas baru itu sebanyak tujuh blok ditawarkan melalui penawaran lansung. Ketujuh blok tersebut yakni Andaman I, Andaman ll, South Tuna, Merak Iampung, Pekawai, West Yamdena dan Kasuri III. Untuk blok Tongkol, East Tanimbar, Memberamo, blok shale gas Jambi I dan Jambi II serta blok gas metana batubara Raja, Bungamas dan West Air Komering ditawarkan melalui lelang reguler.

Wakil Menteri Energi dan Sumber Daya Mineral (ESDM) Arcandra Tahar mengatakan pihaknya menanti respons penerapan gross split pada wilayah kerja baru pada penawaran blok putaran pertama itu. Dia tidak mau memberikan justifikasi awal terhadap gross split yang dianggap tidak menarik. Lagi pula, dia menyebut belum terdapat bukti bahwa wilayah kerja yang ditawarkan tidak diminati para investor

Ketua Umum Asosiasi Pengusaha Indonesia (APINDO) Hariyadi  Sukamdani mengatakan gambaran realisasi investasi pada 2015 dan 2016 cukup bisa mencerminkan minat pelaku usaha saat ini. Dari data Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas), realisasi investasi pada 2.015 mencapai US$l5,34 miliar sedangkan pada 2016 turun 27% menjadi US$ 11,15 miliar.

KONTRIBUSI SWASTA 

Dia menilai pemerintah masih membutuhkan kontribusi pelaku usaha swasta. Alasannya, pemerintah pun tidak bisa mengandalkan 100% seluruh kegiatan usaha hulu migas Tanah Air kepada PT Pertamina sebagai BUMN sektor migas. Terlebih, pada 2016 tak ada satu pun wilayah kerja yang ditandatangani kontrak barunya berdasarkan hasil penawaran pemerintah.

“Menyimak 1 tahun ini kelihatannya apa yang dikerjakan pemerintah itu tidak memberikan suatu daya tarik bagi pelaku di sektor ini. Ini yang jadi masalah,” katanya.

Dia menganggap upaya pemerintah untuk mempersingkat proses pengadaan melalui gross split belum cukup menarik investor. “Sekarang, langkah-langkahnya lebih seperti ad hoc atau trial and error," katanya.

Vice President IPA Daniel Wieczynski mengatakan secara umum Indonesia dianggap masih kurang menarik bagi investor dibandingkan dengan negara lain di Asia Pasifik. Padahal, Indonesia memiliki potensi dengan pertumbuhan ekonomi sekitar 5% per tahun.

Selain itu, kebijakan anggaran untuk mengurangi subsidi cukup memberikan Iampu hijau bagi pelaku usaha untuk menjadikan Indonesia sebagai destinasi investasi. Sayangnya, hal itu tak terjadi di sektor hulu migas dengan minimnya eksplorasi yang dieksekusi.

UAE-Pertamina to explore oil and gas cooperation

Deputy Minister of Energy and Mineral Resources Arcandra Tahar who accompanied the President explained that the cooperation is reciprocal in the upstream oil and gas project.

Arcandra explained, UAE is committed to increase the investment value of up to 5 billion US dollars. Currently, the amount of UAE investment in the country is about 2 billion US dollars. "The UAE wants to increase investment here, and they also invite Pertamina to invest in Abu Dhabi and Dubai," said Arcandra at the Presidential Palace Complex in Jakarta on Thursday (18/5)

He explained that UAE is one of the countries that actively invest in Indonesia in the energy field. One of the companies from UAE, Mubadala Petroleum, has been doing production in Ruby gas field located within the area of Cooperation Contract (KKS) Sebuku in Makassar Strait, between Kalimantan Island and Sulawesi Island. Cooperation to be established with Pertamina will likely involve Mubadala

Even so, the UAE hopes the government can provide investment guarantees. One form is the certainty that the government will not nationalize the UAE companies investing in Indonesia. "This is normal. Investment guarantees are needed, "he said.

President Director of PT Pertamina Elia Massa Manik said Pertamina will consolidate with Mubadala Petroleum to discuss the form of cooperation. Pertamina and Mubadala will first form a technical team to know the potential of the same work.

In addition to the upstream sector, there are also UAE investors, Masdar, who want to invest in the renewable energy sector, especially solar power plants (PLTS). Previously, Masdar already communicated with PT PLN discussed the form of cooperation.

UAE Energy Minister Suhail Mohammed Faraj Al-Mazroui said his arrival to Indonesia to discuss cooperation and increased investment with Indonesia. According to him, there is still a lot of cooperation that can be worked out between the two countries.

ESDM Minister Ignasius Jonan revealed that the cooperation being explored is not just about the operation of oil and gas field. The government is also reviewing the purchase of crude oil and gas directly from Abu Dhabi National Oil Company (ADNOC), by Pertamina. "The president wants to have oil purchases directly from ADNOC," he said.

UEA-Pertamina jajaki Kerja Sama Migas


Pertamina dan perusahaan asal UEA akan membentuk tim teknis.

Uni Emirat Arab (UEA) mengajak PT Pertamina bekerja sama menggarap proyek minyak dan gas. UEA mempersilakan Pertamina jika ingin berinvestasi atau melakukan eksplorasi lapangan migas di UEA.

Minat UEA untuk menjajaki kerja sama tersebut disampaikan Menteri Energi UEA Suhail Mohammed Faraj al-Mazroui saat melakukan pertemuan dengan Presiden Joko Widodo di Istana Kepresidenan Jakarta, Kamis (18/5). Wakil Menteri Energi dan Sumber Daya Mineral Arcandra Tahar yang turut mendampingi Presiden menjelaskan, kerja sama yang dijajaki bersifat resiprokal di proyek hulu migas.

Arcandra menjelaskan, UEA berkomitmen meningkatkan nilai investasi hingga 5 miliar dolar AS. Saat ini, jumlah investasi UEA di Tanah Air sekitar 2 miliar dolar AS. “UEA ingin menambah investasi di sini, dan mereka juga mengundang Pertamina berinvestasi di Abu Dhabi dan Dubai,” kata Arcandra di Kompleks Istana Kepresidenan Jakarta, Kamis (18/5)

Dia menjelaskan, UEA termasuk salah satu negara yang aktif berinvestasi di Indonesia dalam bidang energi. Salah satu perusahaan asal UEA, yakni Mubadala Petroleum, sudah melakukan produksi di lapangan gas Ruby yang terletak di dalam wilayah Kontrak Kerja Sama (KKS) Sebuku di Selat Makassar, di antara Pulau Kalimantan dan Pulau Sulawesi. Kerja sama yang akan dijalin dengan Pertamina kemungkinan akan melibatkan Mubadala

Meski begitu, pihak UEA berharap pemerintah dapat memberikan jaminan investasi. Salah satu bentuknya adalah adanya kepastian bahwa pemerintah tidak akan menasionalisasi perusahaan UEA yang berinvestasi di Indonesia. “Ini adalah hal wajar. Jaminan investasi sangat dibutuhkan,” katanya.

Direktur Utama PT Pertamina Elia Massa Manik mengatakan, Pertamina akan melakukan konsolidasi dengan Mubadala Petroleum untuk membahas bentuk kerja sama. Pertamina dan Mubadala akan lebih dahulu membentuk tim teknis untuk mengetahui potensi keija sama. 

“Mubadala ada lapangan migas di sini, itu akan kami kaji. Nanti kami juga melihat lapangan Mubadala di luar,” kata Ellia.

Dia menjelaskan, Pertamina memiliki delapan wilayah kerja. Pertamina harus menghitung lebih dahulu soal skema gross split untuk merealisasikan kerja sama. Setelah itu, barulah Pertamina melaporkan ke Kementerian ESDM secara tertulis mengenai potensi dari masing-masing wilayah kerja.

Sampai Saat ini, belum ada lapangan migas yang akan dikerjasamakan secara langsung dengan Mubadala. Dengan demikian, masih butuh waktu bagi kedua pihak untuk menjalin kerja sama di bidang energi.

“Namun, harus dilaksanakan secepat mungkin karena sudah teken komitmen. Mengapa tidak dilaksanakan,? ujarnya.

Selain di sektor hulu, ada juga investor UEA, Masdar, yang ingin berinvestasi di sektor energi terbarukan, khususnya pembangkit listrik tenaga surya (PLTS). Sebelumnya, Masdar sudah melakukan komunikasi dengan PT PLN membahas bentuk kerja sama.

Menteri Energi UEA Suhail Mohammed Faraj al-Mazroui mengatakan, kedatangannya ke Indonesia untuk mendiskusikan kerja sama dan peningkatan investasi dengan Indonesia. Menurut dia, masih banyak kerja sama yang bisa digarap antara kedua negara.

“Kami menunggu kesepakatan yang akan terjalin ke depannya,”. Suhail menegaskan, UEA akan bekerja dengan baik dalam setiap kerja sama atau investasi yang dilakukan.

Menteri ESDM Ignasius Jonan mengungkapkan, kerja sama yang sedang dijajaki bukan hanya soal pengoperasian lapangan migas. Pemerintah, juga sedang mengkaji pembelian minyak mentah dan gas secara langsung dari Abu Dhabi National Oil Company (ADNOC), oleh Pertamina. “Presiden ingin ada pembelian minyak secara langsung dari ADNOC,” katanya.

BP Migas Aceh Billing Operational Budget

BPMA management is stipulated in Government Regulation No. 23 of 2015 on Joint Management of Oil and Gas Resources in Aceh. BPMA authority is not much different from SKK Migas.

Based on the Ministry of Energy's record of 2013, Aceh has oil reserves of 150.68 million barrels and natural gas of 6.93 trillion cubic feet. Eleven oil and gas blocks in Aceh are located in six exploitation areas and five exploration areas. 

      Secretary General of the Mochamad Energy Ministry, Teguh Pamuji, reported that this year's BPMA budget has been approved by the government. The amount is in accordance with the proposed. But the funds will be liquid in July.

BP Migas Aceh Tagih Anggaran Operasional


Sejak dibentuk pada Maret 2016, Badan Pengelola Minyak dan Gas Aceh (BPMA) tidak kunjung menerima anggaran operasional. Kepala BPMA Marzuki Daham berharap dana untuk menunjang kinerja lembaganya cair tahun ini.  “Mudah-mudahan anggarannya bisa turun. Kami sudah membahasnya bersama Kementerian Keuangan,” ujar Marzuki

Marzuki melaporkan sampai saat ini BPMA tidak memiliki pegawai. Bahkan dia tidak memiliki kantor untuk kegiatan sehari-hari. Usul anggaran telah dibahas BPMA bersama Kementerian Keuangan sejak akhir tahun lalu. 

       Dia mengajukan anggaran Rp 70 miliar untuk kebutuhan kantor dan gaji karyawan. Marzuki juga meminta pemerintah menyetujui remunerasi pegawai BPMA.  Upah pekerja hanya setara dengan pegawai negeri sipil.

“Sementara kami harus punya posisi yang setara dengan kontraktor. Bagaimana mungkin kontraktor yang mengawasi kami?”

Pengelolaan BPMA ditetapkan dalam Peraturan Pemerintah Nomor 23 Tahun 2015 tentang Pengelolaan Bersama Sumber Daya Migas di Aceh. Wewenang BPMA tidak jauh berbeda dengan SKK Migas.

Berdasarkan catatan Kementerian Energi tahun 2013, Aceh memiliki cadangan minyak sebesar 150,68 juta barel dan gas alam sebesar 6,93 triliun standar kaki kubik. Sebanyak sebelas blok migas yang berada di Aceh berada di enam Wilayah eksploitasi dan lima Wilayah eksplorasi. 

     Sekretaris Jenderal Kementerian Energi Mochamad Teguh Pamuji melaporkan anggaran BPMA tahun ini sudah disetujui pemerintah. Jumlahnya sesuai dengan yang diusulkan. Tapi dananya akan cair pada Juli mendatang.

Aceh Proposed the Integration of Two Oil and Gas Blocks

Marzuki explained that so far both areas are supplying gas for the same consumer, namely PT Pupuk lskandar Muda. The shifting scheme predicted Marzuki would not take time. This is different from the operation of the NSB Block whose supervision is carried out by BPMA. The current block contractor is PT Pertamina Hulu Energi (PHE), a subsidiary of PT Pertamina. Negotiations for the merger of the bloc must wait for the Aceh government's decision that has just finished electing the regional head.

"We are waiting for the succession process to be completed, maybe the new discussion will start in July," said Marzuki. The negotiations will also decide the fate of the NSB Block contract after the enactment of Regulation of the Minister of Energy and Mineral Resources Number 8 Year 2017 which regulates the gross split scheme. Marzuki said the new regulation is indeed beneficial to the state because the revenue share will be larger, but the contractor needs clarity on the return of oil and gas field restoration fund.

In a gross split system, the cost of recovery becomes a full manager burden. If the NSB Block does not use a gross split system, merging blocks will be more difficult. The reason, the government decided a new contract management of NSO Block by using the new rules.

The NSB block includes an old working area that produces oil and gas since 1977. The NSO has been in production since 1996: Both blocks were previously managed by ExxonMobil. Current gas production of NSB and NSO Blocks is 115.5 million standard cubic feet per day (MMSCFD).

In addition to the NSO block, the government decided on the working areas of the Tuban Block, Sanga-Sanga Block, South East Sumatra Block, Ogan Komering Block, North Sumatera Offshore Block (NSO), Central Block, East Kalimantan Block and Attaka Block using gross split. Energy Minister Ignatius Jonan handed over the management of all blocks to Pertamina after 2018.

President Director of PHE Gunung Sardjono Hadi expects profit sharing from the new contract. This is because Pertamina's expenses are incremented by having to bear the investment cost of the previous contractor, in accordance with Regulation of the Minister of Energy No. 26 of 2017. “Saya sudah mendapatkan informasi dari Pertamina. Tinggal pembahasannya bagaimana nanti. Integrasi masih memungkinkan,” ujar Marzuki 

Marzuki menjelaskan selama ini kedua area itu memasok gas untuk konsumen yang sama, yakni PT Pupuk lskandar Muda. Peralihan skema diprediksi Marzuki tidak akan membutuhkan waktu. Proposal penggabungan harus mendapat persetujuan Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Migas (SKK Migas). Sebab lembaga itu yang berwenang mengawasi operasi Blok NSO. 

Ini berbeda dengan operasi Blok NSB yang pengawasannya dilakukan oleh BPMA. Kontraktor blok saat ini adalah PT Pertamina Hulu Energi (PHE), anak usaha PT Pertamina. Perundingan penggabungan blok harus menunggu keputusan pemerintah Aceh yang baru saja selesai menggelar pemilihan kepala daerah.

“Kami tunggu proses suksesi selesai, mungkin pembahasan baru mulai bulan Juli nanti,” kata Marzuki. Perundingan juga akan memutuskan nasib kontrak Blok NSB setelah berlakunya Peraturan Menteri Energi dan Sumber Daya Mineral Nomor 8 Tahun 2017 yang mengatur skema bagi hasil kotor (gross split). Marzuki menuturkan regulasi baru itu memang menguntungkan bagi negara karena bagi hasil yang diperoleh akan lebih besar, tapi kontraktor membutuhkan kejelasan soal pengembalian dana restorasi lapangan migas. 

Dalam sistem gross split, biaya pemulihan menjadi beban pengelola sepenuhnya. Jika Blok NSB tidak memakai sistem gross split, penggabungan blok akan lebih sulit. Pasalnya, pemerintah memutuskan kontrak baru pengelolaan Blok NSO dengan memakai aturan baru.

Blok NSB termasuk wilayah kerja tua yang memproduksi migas sejak 1977. Adapun NSO befrproduksi sejak 1996: Kedua blok sebelumnya dikelola ExxonMobil. Saat ini produksi gas Blok NSB dan NSO sebesar 115,5 juta standar kaki kubik per hari (MMSCFD).

Selain blok NSO, pemerintah memutuskan wilayah kerja Blok Tuban, Blok Sanga-Sanga, Blok South East Sumatera, Blok Ogan Komering, Blok North Sumatera Offshore (NSO), Blok Tengah, Blok East Kalimantan, dan Blok Attaka menggunakan gross split. Menteri Energi Ignasius Jonan menyerahkan pengelolaan seluruh blok kepada Pertamina setelah 2018.

Presiden Direktur PHE Gunung Sardjono Hadi mengharapkan bagi hasil yang menguntungkan dari kontrak baru. Sebab, beban Pertamina bertambah karena harus menanggung biaya investasi kontraktor sebelumnya, sesuai dengan Peraturan Menteri Energi Nomor 26 Tahun 2017. Perusahaan sedang menghitung nilai keekonomian proyek jika menggunakan skema gross split. “Kami mencoba, mungkinkah gross split bisa membuat net present value dan bagian kontraktor tidak berbeda jauh dengan skema yang dulu.

UAE wants to invest more in Indonesia



A  Middle Eastern country the United Arab Emirates, (UAE) wants to invest more in Indonesia, but has asked the government to provide guarantees that its counterpart will not nationalize its future projects. During his visit to Jakarta, UAE Energy Minister Suhail Mohamed Faraj Al Mazrouei conveyed the rich country’s intention to invest in the areas of solar energy, ports, real estate, oil and gas, food and agriculture.

“The current investment is US$2 billion as of now. The potential [new] investment we’re looking at is up to $5 billion,” Al Mazrouei said following the signing of a memorandum of understanding (MoU) at the Energy and Mineral Resources Ministry on Thursday.

For instance, the Masdar Group is looking to invest in a solar farm and the government has agreed to help find land for the project. 

“The President promises to seek land, probably outside Java because it’s difficult [to find land] in Java,” Indonesian Ambassador to the UAE Husin Bagis told The Jakarta Post after accompanying Al Mazrouei to meet with President Joko “Jokowi” Widodo at the State Palace.

Husin acknowledged that the project might cost much more than in the UAE because of the oil country’s zero-percent tax regime, lower bank loan rates and higher solar generation capacity, which reaches 30 percent as opposed to the 18 percent in Indonesia.

“The costs might be higher, but if we could push it [electricity prices] to between 6 US cents and 7 cents per kWh [kilowatt hour], it would be feasible and they would give us more projects,” he said.

Electricity prices from the solar farm will be as competitive as the ones from coal-powered plants, from which power costs 6.5 cents per kWh, Energy and Mineral Resources Minister Ignasius Jonan said.

In the oil and gas sector, Indonesia’s state-owned Pertamina will cooperate with the UAE’s energy firms, Mubadala Petroleum and Abu Dhabi National Oil Company (ADNOC).

Mubadala has expressed interest in partnering with Pertamina in eight fields that were obtained by PT Pertamina Hulu Energi (PHE)  a Pertamina subsidiary  in January after the contracts with previous operators expired.

Pertamina president director Elia Massa Manik said that it was currently reviewing the gross split calculations for those eight fields. They consist of Tuban, Sanga-Sanga, Ogan Komering, North Sumatra Offshore, Tengah, East Kalimantan, Attaka and South East Sumatra.

The government has mandated PHE to take over eight other fields under the newly implemented gross-split scheme. Under the new scheme, the profit split between the government and contractors will differ depending on several variables, including global oil prices and the stage of production.

However, Pertamina wants to hold off the signing of the remaining production sharing contracts (PSCs) to first review the operations and costs. Pertamina will also review the operations of the blocks currently managed by Mubadala before initiating collaboration.

“We will create a small team with Mubadala. We will review their Fields, including the Ruby field, and they will review ours. Then we will collaborate,” Massa said.

Mubadala has also said it will help Pertamina find new blocks, outside Indonesia. I Regarding the partnership with ADNOC, Pertamina is looking to purchase the former’s liquefied petroleum gas (LPG) directly, without the involvement of a third party. 

The UAE’s investment, meanwhile, comes with a price. Energy and mineral resources deputy minister Arcandra Tahar said the UAE had asked Indonesia to sign an investment protection guarantee, which includes a tax treaty between the two countries and the promise to not nationalize UAE business entities in Indonesia.

Indonesia has already granted similar investment protection guarantees to 57 countries. “The investment protection is about nationalization. They asked if there was any possibility of nationalization by the Indonesian government,” Arcandra said.

Key reform aims to revive upstream sector



Playing second fiddle to anyone is hard, however, the upstream oil and gas sector seems to be all but neglected now that it is no longer the state’s main money maker. State revenue from the oil and gas sector is no longer what it once was amid low global crude oil prices.

It only contributed Rp 44.9 trillion (US$3.35 billion), around 17 percent, to non-tax state revenue totaling Rp 262.4 trillion, a far cry from the target of Rp 68.7 trillion. A former member of the Organization of Petroleum Exporting Countries (OPEC), the country faces the painful reality of being a net importer of oil, as its output -has consistently been low because of aging oil fields and minor investment in exploration.

Oil and gas imports surged 55.7 percent year-on-year (yoy) to US$ 88.2 billion from January to April, according to the Central Statistics Agency (BPS). However, the grim picture may soon change as Indonesia is apparently determined to reverse a drop in its crude oil production.

In its latest plan to overhaul the flagging upstream sector, the government has expressed its desire to follow the footsteps of Mexico, which it considers a role model, It is preparing a set of new regulations to patch up loopholes and , disincentives that have made the sector largely unattractive, according to the Energy and Mineral Resources Ministry’s oil and gas director general, IGN Wiratmaj a Puja.

“We are trying to copy what our friends in Mexico did to attract more investment in the upstream. We will use, Mexico as a benchmark, although We won’t make everything the same,” said Wiratmaja on the sidelines of the 41th Indonesian Petroleum Association (IPA) exhibition and conference on Thursday.

Indonesia- UAE Agrees on Direct Purchasing of LPG and Crude Oil



Indonesia and United Arab Emirates (UAE) agreed on direct purchases of LPG and crude from ADNOC to PT Pertamina. This agreement is one of the results of a meeting between the Minister of Energy and Mineral Resources (EMR) Ignatius Jonan and UAE Energy Minister Suhail Mohamed Al Mazroei.

The meeting which took place at the office of the ESDM Ministry was closed with the signing of Minute of Meeting. The results of this discussion will be followed up at a meeting at a higher level in the First Joint Committee Meeting this year. Jonan said the purchase of LPG and crude oil directly is a directive from President Joko Widodo. With this scheme then able to break the chain of third parties.

"What is expected of Mr. President is the direct purchase of LPG and oil from ADNOC to Pertamina," said Jonan in a press conference in Jakarta, Thursday (18/5).

Indonesia- UEA Sepakati Pembelian Langsung Elpiji dan Minyak Mentah


Indonesia dan Uni Emirat Arab (UEA) menyepakati transaksi pembelian langsung elpiji dan minyak mentah dari ADNOC ke PT Pertamina. Kesepakatan ini merupakan salah satu dari hasil pertemuan antara Menteri Energi dan Sumber Daya Mineral (ESDM) Ignasius Jonan dan Menteri Energi UEA Suhail Mohamed Al Mazroei.

Pertemuan yang berlangsung di kantor Kementerian ESDM itu ditutup dengan penandatanganan Minute of Meeting. Hasil pembahasan ini akan ditindak lanjuti pada pertemuan di level yang lebih tinggi dalam First Joint Commitee Meeting pada tahun ini. Jonan mengatakan pembelian elpiji dan minyak mentah secara langsung itu merupakan arahan dari Presiden Joko Widodo. Dengan skema ini maka mampu memutus rantai pihak ketiga.

“Yang diharapkan Bapak Presiden yaitu pembelian langsung elpiji dan minyak dari ADNOC ke Pertamina,” kata Jonan dalam jumpa pers di Jakarta, Kamis (18/ 5).

Di tempat yang sama, Suhail menuturkan pembelian elpiji dan minyak mentah secara langsung itu akan ditindaklanjuti oleh ADNOC dan Pertamina. “Kami sepakat, Pertamina dan ADNOC akan bertemu untuk membahas impor langsung," ujarnya.

Sementara itu Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM I Gusti Nyoman Wiratmaja menambahkan pembelian langsung elpiji dan minyak mentah ini memberi keuntungan karena mendapatkan harga yang relatif murah dari harga pasar. Namun dia belum bisa membeberkan perbedaan harga kedua komoditas tersebut karena ADNOC dan Pertamina akan membahasnya.

“Kita berharap karena ini secara direct bisa lebih murah NOC (National Oil Company/ Perusahaan minyak nasional) ke NOC langsung. Belum tahu harganya. Kita lihat diskusinya Pertamina,”

Hasil pertemuan ini lainnya yakni UEA akan meningkatkan investasi di Indonesia hingga US$ 5 miliar. Investasi sebesar itu tidak hanya pada sektor energi tapi juga mencakup sektor perhubungan, pelabuhan, agrikultur, dan real estate. Suhail menuturkan UEA sudah menanamkan investasi hingga US$ 2 miliar di berbagai sektor. “lnvestasi saat ini sekitar US$ 2 miliar dan kami tertarik meningkatkan investasi hingga US$ 5 miliar,” ujarnya.

The Energy Ministry of the United Arab Emirates will increase energy investment in Indonesia. So far, Indonesia's energy investment has touched US $ 2 billion and in the future, God willing, it will grow to around US $ 7 billion.

This year, the demand for LPG is 7 million metric tons, up 700 percent compared to LPG usage in 2007 which was then only 1 million metric tons.

Garap Migas, Uni Emirat Arab Gandeng Pertamina


Kementerian Energi Uni Emirat Arab akan menambah investasi energi di Indonesia. Selama ini investasi energi di Indonesia baru menyentuh US$ 2 miliar dan ke depan insya Allah akan membesar menjadi sekitar US$ 7 miliar.

Salah satu indikasinya adalah Uni Emirat Arab tertarik bekerjasama dengan Pertamina mengelola blok migas yang akan habis kontrak tahun 2018. Ignasius Jonan Menteri Energi dan Sumber Daya Mineral (ESDM), bilang, Uni Emirat Arab berminat melakukan Joint Venture dengan Pertamina agar bisa mengelola blok migas yang sudah ditugaskan ke BUMN itu. 

Setidaknya ada 10 blok migas yang nantinya akan ditawarkan kepada Uni Emiraty Arab agar bisa di-review dan dikerjasamakan. "Ini segera bicara di level business to business, mudah-mudahan bisa dimulai, karena mereka yakin, operasi produksi oleh Mubadala Petroleum sangat efisien," kata Jonan, usai pertemuan dengan jajaran Kementerian Energi Uni Emirat Arab di kantornya, Kamis (18/5). 

Mubadala Petroleum adalah salah satu perusahaan hulu minyak eksplorasi dan produksi gas internasional berasal Abu Dhabi, berdiri sejak Juni 2012. Pertamina dan Mubadala  juga bisa melakukan kerjasama dalam pengelolaan blok migas Mubadala di Afrika dan negara-negara lain. "Pertamina akan diajak mengembangkan blok, baik di sini maupun mencari ladang minyak baru di luar Indonesia, bisa saja di Afrika atau tempat lain," kata Jonan.

Selain dengan Mubadala, Pertamina akan membeli elpiji dari Abu Dhabi National Oil Company (ADNOC). Sayang, jumlah impor elpiji itu belum disepakati. Yang pasti, kebutuhan elpiji di Indonesia terus meningkat. Tahun ini kebutuhan elpiji sebesar 7 juta metrik ton, naik drastis 700% dibandingkan penggunaan elpiji pada tahun 2007 yang saat itu baru 1 juta metrik ton.

Oil and Gas Lifting Can be Crushed Gross Split



Indonesia's oil and gas production and lifting target is likely to decline this year and in the coming period. Because investment in the oil and gas sector continues to shrink. Entrepreneurs blame the government for this because of wrong policy.

     The criticism was conveyed by the Chairman of the Indonesian Employers Association (Apindo), Hariyadi Srikamdani at Indonesian Petroleum Association (IPA) Convention and Exhibition in Jakarta, Wednesday (18/5). 

According to him, the gross split scheme in oil and gas investment becomes a disincentive for the entrepreneurs. Because the rate of return is reflected in the internal rate of return (IRR) is relatively small.

"This investment scheme is not something that we are passionate about, and at the end, we are always talking about a sizeable IRR, which does not seem to be considered by the government," Hariyadi said.

Employers will be interested in investing in a country if the IRR offered is high. With the gross split scheme, Hariyadi believes investment in the oil and gas sector will not grow. "Is our oil and gas sector attractive? Is our policy really interesting? I do not see it that way. The proof, now the investor's response is very low. Investments are getting weaker. Though oil and gas sector most need investors, "he added.

Therefore, the government should review the gross split scheme. For, if no oil and gas investment goes to, Indonesia, then the long term is national energy availability. Especially so far oil and gas lifting tend to weaken.

      In 2012, oil lifting reached 860,000 barrels per day (bpd), down to 825,000 bpd in 2013, 2015 794,000 bpd, and 778,000 bpd. "We have to think long-term for our energy sector reserves.If we do not do a comprehensive step there will be a problem, we as end users will face problems," said Hariyadi.

Director of Non-Tax State Revenue (PNBP) Directorate General of Budget of the Ministry of Finance Mariatul Aini who attended the event said that the gross split scheme gives benefits to the country. This is already proven in the North Sumatra Java Offshore block contract (ONWJ) managed by PT Pertamina Hulu Energi PHE) changes from cost recovery to gross split.

"We are seeing an increase in state revenue," Aini said. Not only the state revenue, according to Ministry of Finance data, cost recovery is also increasing every year. Even greater than the ceiling set in the APBN.

     For example, in 2012, the ceiling in APBN is only US $ 12.3 Billion, but the realization reached US $ 15.6 billion. In 2016, the realization reached US $ 11.6 billion, while only budgeted US $ 8.9 billion.

Target produksi/lifting minyak dan gas  Indonesia berpotensi semakin turun pada tahun ini dan periode mendatang. Pasalnya, investasi di sektor migas terus menyusut. Pengusaha menyalahkan pemerintah atas hal ini karena salah mengambil kebijakan.  

     Kritik itu disampaikan Ketua Umum Asosiasi Pengusaha Indonesia (Apindo), Hariyadi Srikamdani di Indonesian Petroleum Association (IPA) Convention and Exhibition di Jakarta, Rabu (18/5). 

Menurutnya, skema gross split dalam investasi migas justru menjadi disinsentif bagi pengusaha. Pasalnya, tingkat pengembalian yang tergambar dalam internal rate of return (IRR) relatif kecil.

"Skema investasi ini bukan sesuatu yang buat kita semangat. Di akhir, kita selalu berbicara mengenai IRR pengembalian yang cukup besar. Ini sepertinya tidak dipertimbangkan pemerintah," kata Hariyadi. 

Pengusaha akan tertarik berinvestasi di suatu negara jika IRR yang ditawarkan tinggi. Dengan skema gross split, Hariyadi yakin, investasi di sektor migas tidak akan berkembang. “Apakah sektor migas kita sudah menarik? Apa kebijakan kita sudah betul-betul menarik? Saya tidak lihat seperti itu. Buktinya, sekarang tanggapan investor sangat rendah. Investasi makin melemah. Padahal sektor migas paling membutuhkan investor," tambahnya. 

Oleh karena itu, pemerintah harus meninjau kembali skema gross split. Sebab, jika tidak ada investasi migas yang masuk ke, Indonesia, maka jangka panjangnya adalah kebersediaan energi nasional. Apalagi selama ini lifting migas cenderung melemah. 

     Tahun 2012, lifting minyak mencapai 860.000 barel per hari (bph), turun menjadi 825.000 bph tahim 2013, 2015 794.000 bph, dan 778.000 bph. "Kita harus berpikir jangka panjang untuk cadangan sektor energi kita. Kalau kita tidak melakukan langkah komprehensif akan ada masalah, kami sebagai end user akan menghadapi masalah," kata Hariyadi.

Direktur Penerimaan Negara Bukan Pajak (PNBP) Direktorat Jenderal Anggaran Kementerian Keuangan, Mariatul Aini yang hadir di acara tersebut menilai, skema gross split memberikan keuntungan bagi negara Ini sudah terbukti pada kontrak blok Offshore North West Java (ONWJ) yang dikelola PT Pertamina Hulu Energi (PHE) berubah dari cost recovery ke gross split. 

"Kami melihat ada peningkatan penerimaan negara," kata Aini. Tidak hanya penerimaan negara, menurut data Kementerian Keuangan, cost recovery juga selalu bertambah besar setiap tahun. Bahkan lebih besar dari pagu yang ditetapkan dalam APBN.

      Misal, pada 2012, pagu dalam APBN hanya US$ 12,3 Miliar, tapi realisasinya mencapai US$ 15,6 miliar. Pada 2016 lalu, realisasi mencapai US$ 11,6 miliar, padahal hanya dianggarkan US$ 8,9 miliar.
