Rosneft Uji Studi Amdal, Pemkab Tuban Butuh Masukan Publik

Rencana pembangunan mega proyek kilang baru minyak PT. Pertamina bekerjasama dengan Rosneft Oil Company dari Rusia, Pemerintah Kabupaten Tuban berharap publik memberikan masukan, saran dan usulan yang saat ini mulai masuk dalam tahap uji studi analisis mengenai dampak lingkungan (Amdal). Kepala Dinas Lingkungan Hidup Tuban, Moelyadi, SH  mengatakan kami harapkan masyarakat juga pro-aktif terkait masalah AMDAL yang akan diuji konsultan hingga dikeluarkannya ijin. 

Studi Amdal yang menjadi syarat utama sebelum proses pembersihan lahan dan pengembangan lokasi sebagai pekerjaan awal proyek dapat dilaksanakan dan diselesaikan dalam waktu enam bulan, sejalan dengan instruksi Presiden RI Joko Widodo pada saat melakukan kunjungan kerja ke Tuban pada 28 November 2016 lalu.

Presiden Jokowi meminta manajemen Pertamina untuk dapat melaksanakan ground breaking proyek New Grass Root Refinery (NGRR) Tuban pada awal Juli 2017, oleh karenanya Pertamina dan Rosneft pada 14 Desember 2016 juga telah melakukan kick off untuk Amdal dan Environment and Social Impact Analysis (ESIA). Seiring dengan ketentuan tersebut dan sebagai langkah lanjutan pasca kick off Amdal dan ESIA, terhitung mulai Senin (09/01/2017) telah mengumumkan pelaksanaan Amdal terpadu untuk pembangunan dan pengoperasian kilang Tuban, sekaligus mengundang masyarakat untuk menyampaikan tanggapan, saran dan masukan hingga batas waktu sampai dengan 20 Januari 2017.

Kilang baru yang terintegrasi Bahan Bakar Minyak dan Petrokimia Tuban ini merupakan kilang yang mengolah minyak mentah dengan kapasitas feed 300.000 barel per hari. Untuk mendukung kilang Pertamina-Rosneft, akan dibangun fasilitas penunjang antara lain jetty, jalur pipa bawah laut, SPM (Single Point Mooring), tangki penyimpanan minyak mentah (tank farm), komplek utilitas dan perkantoran. 

Oleh karenanya, setelah ijin studi amdal selesai, akan dilakukan kegiatan reklamasi (penataan  garis pantai) dan pengerukan alur kapal. Kilang Pertamina - Rosneft beserta fasilitas penunjangnya menempati areal sekitar 404 hektare berlokasi di desa Remen, Mentoso, Rawasan, Wadung dan Kaliuntu, Kecamatan Jenu, Kabupaten Tuban.

Sementara itu, Rifqi Muchlason Ketua Umum Karang Taruna Kecamatan Jenu ketika dikonfirmasi meminta kepada Pemkab bersama stakeholder lainnya untuk segera mempersiapkan langkah antisipatif guna membuat kebijakan-kebijakan yang pro terhadap masyarakat. Semua, termasuk lapangan kerja untuk warga ring 1 juga perlu diperhatikan, agar kelak tidak menumbuhkan masalah," kata Rifqi Muchlason

Dari data Kementerian ESDM, masih terdapat kargo gas alam cair (LNG) yang belum terserap yakni pada 2017 sebanyak 63 kargo, 2018 sebanyak 60 kargo. Namun, pada 2019, Indonesia diperkirakan akan defisit gas. Berdasarkan data Kementerian ESDM, Indonesia akan kekurangan pasokan LNG 27 kargo pada 2019. Para kontraktor kontrak kerja sama (KKKS) harus menawarkan terlebih dahulu kepada pembeli domestik. Bila tak ada pembeli dari dalam negeri, KKKS baru bisa mendapat rekomendasi dari Kementerian ESDM untuk dijual ke luar negeri.

Sebenarnya, pembeli premium seperti Jepang dan Korea Selatan siap menyerap gas dari Indonesia. Namun, kontraktor harus memastikan bahwa tak ada pembeli dalam negeri yang berminat. Beberapa contoh seperti Blok Kasuri di Papua yang belum bisa dikembangkan karena gas yang akan diproduksi belum mendapatkan pembeli. Begitu pula dengan Lapangan Jambaran-Tiung Biru yang hingga kini belum mendapat pembeli karena harga yang belum sesuai.

Industri pupuk, petrokimia, dan kelistrikan saat ini menjadi tiga sektor yang diharapkan bisa menyerap gas dalam negeri. Namun, gas kerap tak terserap karena faktor harga kendati sebenarnya pasokan nya terjamin dalam jangka panjang.

Dirjen Minyak dan Gas Bumi Kementerian ESDM IGN Wiratmaja Puja mengatakan, pengembangan lapangan gas saat ini menghadapi beberapa tantangan. Dari aspek hilir, gas belum optimal dimanfaatkan oleh petrokimia. Hal tersebut sesuai dengan rencana di Kementerian Perindustrian untuk membuat Kawasan Industri di Teluk Bintuni, Papua.

Berkaca pada hal tersebut, proyek pengembangan gas dengan skala besar seperti East Natuna menanti kepastian berbagai aspek termasuk pasar.

SANGAT KOMPLEKS

Direktur Hulu PT Pertamina Syamsu Alam mengatakan, pengembangan East Natuna sangat kompleks dan banyak tantangan dan sisi teknologi dan aspek komersial. Lapangan yang ditemukan sejak 1970-an itu mengandung kadar karbon dioksida (CO2) yang tinggi sehingga membutuhkan teknologi khusus untuk mengolah gas tersebut yang berisiko mengurangi tingkat pengembalian investasi.

Kita tidak ingin sampai seperti beberapa contoh lapangan gas kita terutama yang sampai sekarang sudah kita kembangkan, tetapi tidak bisa di monetisasi [dikomersialkan] karena buyer tidak jelas. Rencana percepatan penandatanganan kontrak kerja sama agar bisa dilakukan kegiatan di Natuna Timur pun tak bisa direalisasikan.

Menurut Alam, konsorsium yang terdiri dan ExxonMobil, PTT EP Thailand, dan Pertamina itu masih menanti kajian teknologi dan pasar yang selesai pada akhir 2017. Pada 2018, konsorsium bisa mengajukan proposal untuk mengembangkan lapangan berdasarkan hasil kajian tersebut.

Berdasarkan data Kementerian ESDM, Blok East Natuna menyimpan potensi gas bumi 222 trillion cubic feet (tcf) dengan hanya 46 tcf gas di antaranya yang bisa diproduksi. Selain itu, potensi cadangan minyak 15.000 barel per hari (bph). Infrastruktur gas seperti pipa di Tanah Air juga masih terbatas sehingga pemanfaatannya tidak optimal.

Namun dari tujuh lelang penawaran langsung, dalam prosesnya hanya di tiga wilayah kerja, yaitu Blok Ebuny, Blok Onin, dan Blok West Kaimana yang banyak peminatnya. Pemerintah akan mengumumkan pemenang salah satu dari blok tersebut.

Sementara untuk wilayah kerja yang tidak berhasil dilelang pada tahun lalu, akan kembali dilelang pada tahun ini. Seperti halnya di wilayah Kedinding. Di beberapa sumur yang akan diaktivasi sudah diberikan penanda.

Selain di wilayah Kedinding, masih kata Agus, juga ada beberapa sumur tua yang akan dilakukan reaktivasi. Yakni, wilayah Banyuasin, Caluk, dan Ngrayong. Kuwait juga mengurangi produksi dari 2,89 barel per hari menjadi 2,7 juta barel per hari. Tak hanya itu, Amerika Serikat (AS) juga menambah jumlah rig. Menurut Baker Hughes Inc, AS telah menambah lebih dari 100 rig sejak akhir September kemarin. Saat ini, area distribusi gas PGAS terbagi menjadi tiga bagian yakni Jawa Barat, Lampung, dan Palembang. Lalu, bagian Jawa Timur dan Jawa Tengah, serta Sumatra Utara dan Riau. Hingga kuartal tiga, PGAS menyalurkan 787 mmscfd gas. Toufan memperkirakan, hingga akhir 2016, volume distribusi PGAS bisa mencapai 812 mmscfd. Tahun ini volume distribusi bisa meningkat menjadi 870 mmscfd. Itu belum ditambah dengan konsolidasi Pertagas. Volumenya bisa jauh lebih tinggi.

Hingga tahun 2016, Toufan memperkirakan pendapatan PGAS hanya akan meningkat 6,59% menjadi Rp 39,54 triliun. Laba bersihnya malah menurun dari Rp 5,5 triliun di 2015 menjadi Rp 4,9 triliun di 2016. Namun, dengan peningkatan infrastruktur dan bertambahnya pelanggan, Toufan memperkirakan pendapatan PGAS bisa meningkat 10,87% menjadi Rp 43,8 triliun dengan kenaikan laba bersih 8,59% menjadi Rp 5,4 Triliun tahun ini. Jumlah ini belum terhitung dengan potensi pendapatan tambahan dari Pertagas.

Menurut Raphon, investor akan diuntungkan adanya peningkatan kinerja di tahun ini. Dia merekomendasikan buy saham PGAS dengan target harga Rp 2.900. Toufan merekomendasikan buy PGAS dan menaikkan target harga saham ke Rp 3350. Kemarin, harga saham PGAS turun 2,82% menjadi Rp 2.760

PGN and Pertamina Spread 5,000 Converter Kit

The government assigned PT PGN and PT Peltamina to distribute and install 5,000 units converter kit in official vehicles and public transport vehicles this year. Pemerintah menugaskan PT PGN dan PT Pertamina untuk membagikan dan memasang 5.000 unit konverter kit pada kendaraan dinas dan kendaraan  umum pada tahun ini. Melalui Keputusan Menteri Energi dan Sumber Daya Mineral (ESDM) NO. 8103 K/12/ MEM/2016, pemerintah menugaskan Perusahaan Gas Negara (PGN) menyediakan, membagikan, dan memasang konverter kit sebanyak 2.000 paket. Pertamina ditugaskan menyalurkan 3.000 paket konverter kit bagi kendaraan dinas dan kendaraan umum melalui Keputusan Menteri ESDM N0.8087 K/12/MEM/2016.

Berdasarkan keputusan tersebut, penyediaan, pendistribusian dan pemasangan paket konverter kit bagi kendaraan dinas dan angkutan umum akan dilakukan di daerah yang telah tersedia stasiun pengisian bahan bakar gas (SPBG). Sebanyak 2.000 paket konverter akan dibagikan di lima provinsi dan 3.000 paket di empat provinsi. PGN akan membagikan 2.000 paket konverter kit kepada kendaraan dinas dan kendaraan umum di lima provinsi yakni Kepulauan Riau, Lampung, DKI Jakarta, Jawa Barat, dan Jawa Timur.

Pertamina akan membagikan 3.000 paket di empat provinsi mencakup Sumatra Selatan, DKI Jakarta, Jawa Barat, dan Kalimantan Timur. Jumlah sebaran di masing-masing provinsi dapat disesuaikan mengikuti data Direktur Jenderal Minyak dan Gas Bumi, Kementerian ESDM. Dalam pelaksanaannya, PGN wajib mengutamakan penggunaan material dan komponen dalam negeri untuk mendukung industri lokal.

Kendati ditugaskan kepada perusahaan pelat merah, biaya penerapan program itu bersumber pada APBN 2017. Kepala Biro Komunikasi, Layanan Informasi Publik dan Kerja Sama Kementerian ESDM Sujatmiko mengatakan, penugasan pembagian konverter kit berasal dari alokasi APBN 2017 senilai Rp 123 miliar.  Dengan pendistribusian dan pemasangan konverter kit, pemanfaatan gas untuk sektor transportasi diharapkan dapat meningkat.

Selain konverter kit bagi kendaraan bermotor, pemerintah pun akan membagikan alat konversi itu bagi nelayan sebanyak 24.000 paket dengan anggaran Rp 55 miliar. Daerah yang akan tersentuh pembagian konverter kit bagi nelayan antara lain Sumatra Utara, Bangka Belitung, Jambi, Sumatra Barat, Sulawesi Barat, Nusa Tenggara Barat, Kalimantan Timur, dan Kalimantan Utara. Alokasi 5.000 konverter kit Rp 123 miliar.

Sementara itu, Subang Field yang dioperasikan PT Pertamina EP memproduksi gas 230,5 MMscfd selama 2016 di atas target 227,91 MMscfd. Produksi minyak dari lapangan itu mencapai 1.182 barel per hari (bph) atau 90.8% dari target 1.302 bph.

Capaian tersebut diperoleh dan berbagai kegiatan, seperti misalnya optimasi aset yang ada, pengerjaan ulang (workover & well service) sumur serta kegiatan pengeboran. Salah satu kegiatan work over yang berhasil menambah produksi Subang Field adalah sumur Jati Asri 03 (JAS-03) di wilayah Desa Bojong Tengah, Subang. Sumur itu menghasilkan minyak 486 bph atau lebih tinggi 162% dari target 300 bph dan gas 2,84 MMSFD.

Dari situ, pengunjung bisa melihat eksotisme alam perbukitan dan tiang-tiang tripot pengeboran minyak tradisional. Di sana sudah ada track untuk offroad, baik untuk roda empat, sepeda motor trail maupun sepeda.  Seiring waktu, pihaknya akan terus melakukan pengembangan wisata tersebut.

Kontrak pengelolaan minyak sumur tua di Wonocolo, Kecamatan Kedewean, Kabupaten Bojonegoro, oleh paguyuban berakhir pada 2016. Karena itu, pengelolaan sumur tua akan dikembalikan pada Peraturan Menteri pada Peraturan Menteri Nomor 1/2008 tentang Pedoman Pengusahaan Pertambangan Minyak Bumi di SumurTua.
Sekretaris Komisi A DPRD Kabupaten Bojonegoro Doni Bayu Setiawan berharap sumur minyak tua bisa dikelola Badan Usaha Milik Desa Sebab legalitas hukum sudah jelas dan akan berdampak maksimal terhadap pemasukan desa.

Landasan  hukum untuk pengelolaan lebih jelas. Dalam Peraturan Menteri Nomor 1/2008 disebutkan pengelolaan sumur tua dilakukan oleh Badan Usaha Milik Desa (BUMD) atau Koperasi Unit Desa (KUD). Namun, hasil evaluasi Komisi A, tidak ada pemasukan optimal selama pengelolaan dilakukan KUD desa. Padahal seharusnya ada hasil signifikan yang bisa mendorong perputaran ekonomi desa.

Sekarang rencana itu masih menjadi pertimbangan pemilik Wilayah Kerja Pertambangan (WKP) Pertamina EP Asset 4 Field Cepu,” kata Doni yang menyebutkan rencana itu disampaikan Komisi A dalam rapat bersama dengan sejumlah Kontraktor Kontrak Kerja Sama (KKKS) dan SKK Migas di DPRD Bojonegoro pada 27 Desember 2016.
Sementara Field Manager Pertamina EP Asset 4 Cepu, Agus Amperianto mengatakan, kontrak dua paguyuban yang sebelumnya mengelola sumur tua tidak diperpanjang. Dia berharap pengelolaan sumur tua nanti tak menyalahi aturan Peraturan Menteri Nomor 11/2008. Tapi apabila bupati merekomendasikan apa pun bentuk BUMD nya, maka Pertamina akan mempelajarinya dulu untuk persetujuan SKK Migas dan Ditjen Migas.
