Vico & Pertamina Compete Bid Sanga-Sanga Block



The Ministry of Energy and Mineral Resources (ESDM) emphasized that PT Pertamina is not necessarily the operator of the Sanga-Sanga Block in Kutai Kartanegara, East Kalimantan after the end of PT Vico Indonesia's contract next year. Moreover, there is PT Saka Energi Indonesia who also wants to be operator there because it already has 26.25% shares.

Director of Upstream Oil and Gas Business Development, Ministry of ESDM Tunggal said Pertamina was asked to make a presentation of interest in managing the Sanga Sanga Block whose contract will expire at the end of 2018.

"The program is told in detail and we want to evaluate it, for the important government we can not maintain the production," he explained, at the Office of the Ministry of Energy and Mineral Resources on Monday (23/10).

However, Tunggal asserted, Pertamina is not necessarily the operator of the Sanga Sanga Block, although it has been assigned through Ministerial Regulation No. 15/2015 on the Management of Oil and Gas Working Areas that Ends the Contract Period.

"It is not necessarily the operator, the assignment is there, we talk term and conditioning, each of us we have the presentation, because the existing one is Vico filed as well," he said.

Vico as the existing operator has also made a presentation on the desire to extend his contract in the Sanga Sanga Block.

"Depending on the evaluation team, such existing commitments, then what Pertamina's commitment is," he said.

Vico & Pertamina Bersaing Menawar Blok Sanga-Sanga


Kementerian Energi dan Sumber Daya Mineral (ESDM) menekankan, PT Pertamina belum tentu menjadi operator di Blok Sanga-Sanga di Kutai Kartanegara, Kalimantan Timur pasca berakhirnya kontrak PT Vico Indonesia pada tahun depan. Apalagi ada PT Saka Energi Indonesia yang juga ingin menjadi operator di sana karena sudah memiliki 26,25% saham.

Direktur Pembinaan Usaha Hulu Migas, Kementerian ESDM Tunggal menyatakan, Pertamina diminta melakukan presentasi minatnya mengelola Blok Sanga Sanga yang kontraknya akan berakhir di akhir tahun 2018. 

"Programnya diceritakan detail, mau ngebor sekian. Nah itu kita evaluasi, bagi pemerintah yang penting bisa tidak kita mempertahankan produksi," terangnya, di Kantor Kementerian ESDM, Senin (23/10).

Namun, Tunggal menegaskan, Pertamina belum tentu menjadi operator Blok Sanga Sanga, meskipun telah mendapatkan penugasan melalui Peraturan Menteri Nomor 15/2015 tentang Pengelolaan Wilayah Kerja Migas Yang Berakhir Masa Kontraknya. 

"Memang belum tentu menjadi operator, penugasan memang ada, kita bicara term and conditioning, masing-masing kita suruh presentasi. Karena yang eksisting yaitu Vico mengajukan juga," ungkapnya.

Vico selaku operator eksisting juga telah melakukan presentasi atas keinginan memperpanjang kontraknya di Blok Sanga Sanga itu. 

"Tergantung tim evaluasi. Komitmen yang eksisting seperti ini, lalu komitmen Pertamina seperti apa," kata dia.

Oil and Gas Workers Union Unions Demand Revision of Oil and Gas Law Completed



The Working Unions of the Upstream Oil and Gas Upstream Business Unit (SP SKK Migas) together with the National Trade Unions Confederation encourage the completion of the revision of the Oil and Gas Law (UU). Currently the revision of this Act is still under discussion by the House of Representatives (DPR) for approximately five years.

Bambang Dwi Djanuarto, Chief of Workers Union of SKK Migas, said that the revision of the Oil and Gas Law has been in circulation for less than five years, namely from 2012 until now in 2017. The revision of the Oil and Gas Law is considered important, given the current situation of Indonesia are in a state of energy crisis.

According to him, there is no legal certainty in the context of upstream oil and gas governance to date.

"We, together with KSPN, have requested the Government and the House of Representatives to immediately complete the mandate of the Constitutional Court, namely to establish a permanent agency or entity that can carry out the exploitation of Indonesia's natural resources to manage upstream oil and gas," Bambang said in a press release received on Monday (23/10).

He said Indonesia is currently in an energy crisis, because the consumption of fuel needs (BBM) Indonesia of 1.6 million barrels per day (bpd). While crude oil production in the range of 800,000 bpd and oil refinery capacity Indonesia only 1 million bpd. This means that Indonesia must import about 1.5 million bpd of crude oil and BBM.

SP SKK Migas Tuntut Revisi UU Migas Diselesaikan 


Serikat Pekerja Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SP SKK Migas) menggandeng Konfederasi Serikat Pekerja Nasional mendorong penyelesaian revisi Undang-undang (UU) Migas. Saat ini revisi UU ini masih dalam tahap pembahasan oleh Dewan Perwakilan Rakyat (DPR) selama kurang lebih lima tahun.

Bambang Dwi Djanuarto, Pengurus Serikat Pekerja SKK Migas, mengatakan, revisi Undang-Undang Migas sudah terkatung-katung selama kurang Iebih lima tahun, yakni dari tahun 2012 hingga sekarang tahun 2017. Revisi Undang-Undang Migas ini dinilai penting, mengingat situasi Indonesia saat ini berada dalam kondisi krisis energi.

Menurut dia, belum ada kepastian hukum dalam konteks tata kelola hulu migas hingga saat ini. 

"Kami bersama KSPN meminta Penierintah dan DPR segera menyelesaikan amanat Mahkamah Konstitusi yaitu membentuk lembaga atau badan usaha permanen yang bisa melakukan pengusahaan sumber daya alam Indonesia untuk mengelola hulu migas," jelas Bambang melalui siaran pers yang diterima, Senin (23/10).

     Ia bilang, Indonesia saat ini berada dalam krisis energi, lantaran kebutuhan konsumsi Bahan Bakar Minyak (BBM) Indonesia sebesar 1,6 juta barel per hari (bph). Sementara produksi minyak mentah di kisaran 800.000 bph dan kapasitas kilang minyak Indonesia hanya 1 juta bph. Artinya Indonesia harus mengimpor sekitar 1.5 juta bph minyak mentah dan BBM.

Govt reluctant to cut gas prices at risk of state income



A plan to cut gas prices for several sectors has been put on hold as the government is concerned about the significant decrease in state revenue such a move would result in.

Although the current administration issued a government regulation to allow lower gas prices for certain industrial sectors in January last year, Deputy Energy and Mineral Resources Minister Arcandra Tahar said the government was still studying which industries would provide the largest multiplier effect to make up for the possibility of lower state revenues from the oil and gas sector.

“We need to see which [industry] has the biggest multiplier effect. For every US$ 1 per mmbtu [million British thermal unit] of gas, how much would it contribute to non-tax revenue?” he said recently. 

“lf a reduction of $ 1 does not provide a multiplier effect, then it would mean that the state is simply subsidizing the industry” Last year, President Joko “Jokowi’ Widodo instructed his Cabinet to cut end-user gas prices to below $ 6 per mmbtu for seven industrial sectors in order to develop the downstream sector and create a significant multiplier effect in the economy.

However, only state-owned petrochemical, fertilizer and steel industries have been party to the price cut starting Jan. 1 this year, following the issuance of a decree by the Energy and Mineral Resources Ministry late last year. Meanwhile, gas prices for the four other sectors consisting of the oleochemical, glass, ceramics and rubber glove sectors - and all industries from the private sector remain in limbo.

Some have suggested that gas prices could easilybe cut if the government was willing to lower its expectations of revenues from the gas sector. The government estimates a revenue target of Rp 124.6 trillion ($9.2 billion) from the oil and gas sector in next year’s state budget. 

The government is also working to cut costs in the midstream sector to ensure lower gas prices at the plant gate. The Energy and Mineral Resources Ministry will soon issue a regulation limiting the internal rate of return to 11 percent and the margin for traders to be at 7 percent.

However, gas users from the industrial sector say that price cuts are not being made fast enough. The Forum for Natural Gas-Using Industries (FIGB) claim that the national gas price remains at about $ 9 per mmbtu. 

Moreover, the high prices have led to many factories operating at a much lower capacity, or even going bankrupt, including eight in the ceramic sector, one in the sheet glass sector and 35 in the glove and latex sectors.

The industrial sector’s sluggish operations have only made it easier and cheaper for imports of similar goods to enter the country. Jusmery Chandra from the lndonesian Ceramic Industry Association (Asaki) said gas made up 35 percent to 40 percent of production costs, and that the ‘high, prices had forced factories to operate at only 70 percent capacity.

This led to losses that factories could only burden for a short period of time, Jusmery explained. Indonesia is struggling to boost manufacturing, which has expanded at only a single digit rate for more than a decade, in contrast to that before the 1997-1998 financial crisis when it outpaced economic growth.

Samsung Working FSRU PLTGU Java-1



South Korean shipbuilding company, Samsung Heavy lndustry Co. Ltd., obtained a contract to build a floating storage and regasification facility for the Java-1 Gas and Steam Power Plant project. Consortium of PT Pertamina, Sojitz Corp., and Marubeni Corp. to be the operator of the Java-1 Gas and Steam Power Plant (PLTGU) project with a capacity of 1,760 megawatts (MW).

Gas-fired power plant to be built in Cilamaya. Subang, West Java requires a floating storage regasification unit (FSRU) .The Pertamina consortium has signed an engineering, procurement, and construction (EPC) operator to the subsidiary of the Samsung Group.

Director of PT Pertamina Power Indonesia Ginanjar said that the FSRU construction contract has been signed with the involvement of a South Korean shipbuilding company, Samsung Heavy lndustry Co. Ltd. The FSRU will have a capacity of 400 million cubic feet per day (MMscfd).

     FSRU will convert liquefied natural gas (LNG) from liquid to gas phase so that it can be utilized for Java gas steam power plant (PLTGU) 1.

"It has been signed with Samsung Heavy Industry," he said when contacted on Sunday (22/10).

According to him, the FSRU construction contract was signed with a value of about US $ 200 million. The working period of the regasification facility for 2 years and 3 months.

"The contract value of FSRU is about US $ 200 million more. The work is about 2 years and 3 months, "he said.

After the newly built shipping and regasification vessel was shipped to Indonesia, which is around 2020. Previously, Ginanjar mentioned the total capacity of 400 MMscfd. about 60% of which will be utilized to meet the needs of the plant, while the rest for other purposes such as industry.

But it still needs further discussion with PT Perusahaan Listrik Negara. For the gas supply to FSRU it has been obtained from the Tangguh Train III LNG Plant which is planned to start flowing in 2020.

The British Petroleum (BP British) project will ship 16 volumes of gas and can add up to 22 cargoes on a 20-year contract. According to him, Pertamina will also be involved in the PLTGU project in Bangladesh.

     It is planned that the PLTGU in Bangladesh will have a capacity of 1,200 MW to 1,400 MW. The project will be similar to the Java PLTGU l where the plant and FSRU will be built in an integrated manner.

"We are submitting a proposal to Bangladesh. The concept is the same, PLTGU is the same as Java 1, integrated, "he said.

In addition, the consortium targets PLTGU Java 1 to secure financial closure in March 2018. Initially, the consortium projected the completion of funding can only be obtained in September 2018 by calculating the completion of electricity sales agreement (PPA). However, the process could be accelerated to 6 months so that financial close in March 2018.

If the project is financed by September 2018, the largest PLTGU in Indonesia will commence commercial operation in 2021. Meanwhile, if the financial close is reached in March 2018, by 2020 the project could start to generate electricity.

    The loan portion is 80% of the total value of the project. The Pertamina Consortium already has a potential fund injector namely Japan Bank for International Corporation (JBIC), ADB and Nippon Export and Investment Insurance (NEXI).

BALANCE OF GAS

Planning for the addition of regasification facility will await the improvement of gas balance data. Deputy Minister of Energy and Mineral Resources (ESDM) Arcandra Tahar said that it knows there are additional regasification facilities based on land or floating. According to him, the development of new units needs to consider aspects of supply and needs.

Therefore, the planned addition of new units whether the company will be in the downstream sector of gas and PT Perusahaan Listrik Negara need to get an accurate basis.

In the 2016-2035 Gas Balance 2016, the comitted demand recorded increased from the current 923 MMscfd to 1,427 MMsCfd in 2018 and 2,289 MMscfd by 2019.

Given the commitment and potential demand, Indonesia needs to start importing gas by 2019. At that time, the total needs including those already contracted reached 9,323 MMscfd. Meanwhile, the total national gas supply is only 7,651 MMscfd so it needs to import gas 1,672 MMscfd.

On the gas balance, gas imports have begun in 2016. In fact, it is explained that new import projection around 2020. Based on Wood Mackenzie's data, there are currently four storage and regasification facilities operating. First, Arun FSRU in Aceh belongs to PT Pertamina with a capacity of 3 million tons per year (mtpa).

Second, FSRU Lampung owned by PT Perusahaan Gas Negara Tbk. with a capacity of 1.8 mtpa. Third, FSRU Nusantara Regas with 3 mtpa capacity. Fourth, FSRU Benoa in Bali belongs to PT Pembangkitan Jawa-Bali.

"This is what we are looking at. The plan should be more accurate with the gas balance," he said during a visit to FSRU Nusantara Regas off the coast of the Java Sea to the west, Thursday (19/10).

He also considered that the price of regasification or the conversion of liquid phase to gas is still relatively cheap. Thus, for now in the arrangement of gas governance, no regasification price regulation is required. Currently, according to him, regasification costs US $ 0.8 per MMBtu

"Now the cost of regasification that is here enough in the future is quite cheap," he said.

President Director of Nusantara Regas Tammy Meidhanna said that the current capacity of 500 MMscfd, the average distribution of 220 MMscd for electricity needs.

The gas power plant (PLTGU), which becomes the dominant consumer is actually a supporter during peak load so that its absorption is dynamic. For the night alone, its absorption drops to 150 MMscfd and daylight can reach 300 MMscfd.

"Afternoon can be up to 300 MMscfd, but if the night is 150 MMscfd absorption," he said.

Previously, Senior Experts Gas 81 Power Wood Mackenzie Edi Sagutra said that the addition of infrastructure in the form of regasification facilities both on land and floating is needed to improve gas utilization.

Samsung Garap FSRU PLTGU Jawa-1


Perusahaan galangan kapal asal Korea Selatan, Samsung Heavy lndustry Co. Ltd., mendapatkan kontrak untuk membangun fasilitas penyimpanan dan regasifikasi terapung unfuk proyak Pembangkit Listrik Tenaga Gas dan Uap Jawa-1. Konsorsium PT Pertamina, Sojitz Corp., dan Marubeni Corp. menjadi pelaksana proyek Pembangkit Listrik Tenaga Gas dan Uap (PLTGU) Jawa-1 berkapasitas 1.760 megawatl (MW).

Pembangkit listrik berbahan bakar gas yang akan dibangun di Cilamaya. Subang, Jawa Barat ilu membutuhkan fasilitas penyimpanan dan (egasifikasi terapung (floating storage regasification unit/FSRU). Konsorsium Pertamina telah menandatangani pelaksana rekayasa, pengadaan dan konstruksi (enginering, Procurement & construction/EPC) kepada anak perusahaan Grup Samsung tersebut.

Direktur PT Pertamina Power Indonesia Ginanjar mengatakan bahwa kontrak pembangunan FSRU telah ditandatangani dengan melibatkan perusahaan galangan kapal asal Korea Selatan, yaitu Samsung Heavy lndustry Co. Ltd. FSRU tersebut akan memiliki kapasitas 400 juta kaki kubik per hari (MMscfd). FSRU akan mengubah gas alam cair (liquefied natural gas/LNG) dari fase cair ke gas sehingga bisa dimanfaatkan untuk pembangkit listrik tenaga gas uap (PLTGU) Jawa 1.

“Sudah ditandatangan dengan Samsung Heavy Industry,” ujarnya saat dihubungi, Minggu (22/10).

Menurutnya, kontrak pembangunan FSRU itu diteken dengan nilai sekitar US$ 200 juta. Masa pengerjaan fasilitas regasifikasi itu selama 2 tahun 3 bulan. 

“Nilai kontrak FSRU sekitar US$ 200 juta lebih. Pengerjaan sekitar 2 tahun 3 bulan,” katanya.

Setelah kapal penyimpan dan regasifikasi itu selesai dibangun baru dikirim ke Indonesia, yaitu sekitar 2020. Sebelumnya, Ginanjar menyebut dari total kapasitas 400 MMscfd. sekitar 60% di antaranya akan dimanfaatkan untuk memenuhi kebutuhan pembangkit, sedangkan sisanya untuk keperluan lain seperti industri.

Namun hal itu masih perlu diskusi lebih lanjut dengan PT Perusahaan Listrik Negara. Untuk pasokan gas ke FSRU itu telah didapatkan dari Kilang LNG Tangguh Train III yang rencananya akan mulai mengalir pada 2020.

Proyek yang dioperasikan British Petroleum (BP Inggris) itu akan mengirim gas dengan volume 16 kargo dan dapat ditambah hingga 22 kargo dengan kontrak selama 20 tahun. Menurutnya, Pertamina juga akan terlibat dalam proyek PLTGU di Bangladesh. Rencananya, PLTGU di Bangladesh akan memiliki kapasitas 1.200 MW hingga 1.400 MW Proyek tersebut akan sama dengan PLTGU Jawa l di mana pembangkit dan FSRU akan dibangun secara terintegrasi.

“Kami sedang memasukkan proposal ke Bangladesh. Konsepnya sama, PLTGU sama seperti Jawa 1, integrated," katanya.

Selain itu, konsorsium menargetkan PLTGU Jawa 1 mendapatkan kepastian pendanaan (financial close) pada Maret 2018. Pada awalnya, konsorsium memproyeksikan penuntasan pendanaan hanya bisa diperoleh pada September 2018 dengan menghitung penyelesaian transaksi penjualan Iistrik (power purchase agreement/PPA). Namun, proses bisa dipercepat menjadi 6 bulan sehingga financial close pada Maret 2018.

Bila proyek mendapat kepastian pendanaan pada September 2018, PLTGU terbesar di Indonesia itu akan mulai beroperasi secara komersial pada 2021. Sementara, bila financial close dicapai pada Maret 2018, pada 2020 proyek bisa mulai mengalirkan listrik. 

     Porsi pinjaman sebesar 80% dari nilai total proyek. Konsorsium Pertamina telah memiliki calon penyuntik dana yakni Japan Bank for International Coorporation (JBIC), ADB dan Nippon Export and Investment Insurance (NEXI).

NERACA GAS

Perencanaan penambahan fasiIitas regasifikasi akan menunggu perbaikan data neraca gas. Wakil Menteri Energi dan Sumber Daya Mineral (ESDM) Arcandra Tahar mengatakan bahwa pihaknya mengetahui terdapat penambahan fasilitas regasifikasi berbasis darat atau terapung. Menurutnya, pembangunan unit-unit baru perlu mempertimbangkan aspek pasokan dan kebutuhannya.

Oleh karena itu, perencanaan penambahan unit baru baik yang akan dilakukan perusahaan di sektor hilir gas maupun PT Perusahaan Listrik Negara perlu mendapat dasar yang akurat.

Dalam Neraca Gas 2016-2035, komitmen permintaan (comitted demand) tercatat meningkat dari saat ini 923 MMscfd menjadi 1.427 MMsCfd pada 2018 dan 2.289 MMscfd pada 2019.  

Dengan adanya komitmen dan potensial permintaan itu, Indonesia perlu mulai impor gas pada 2019. Pada saat itu, total kebutuhan termasuk dengan yang sudah terkontrak mencapai 9.323 MMscfd. Sementara itu, total pasokan gas nasional hanya 7.651 MMscfd sehingga diperlukan impor gas 1.672 MMscfd.

Pada neraca gas itu, impor gas telah dimulai pada 2016. Padahal, dijelaskan bahwa proyeksi impor baru di sekitar tahun 2020. Berdasarkan data Wood Mackenzie, saat ini terdapat empat fasilitas penyimpanan dan regasifikasi yang beroperasi. Pertama, FSRU Arun di Aceh milik PT Pertamina yang berkapasitas 3 juta ton per tahun (mtpa).

Kedua, FSRU Lampung milik PT Perusahaan Gas Negara Tbk. berkapasitas 1,8 mtpa. Ketiga, FSRU Nusantara Regas berkapasitas 3 mtpa. Keempat, FSRU Benoa di Bali milik PT Pembangkitan Jawa-Bali.

“Ini yang sedang kita lihat perencanaannya harus bisa lebih akurat dengan neraca gas,” ujarnya di sela kunjungan ke FSRU Nusantara Regas di lepas pantai Laut Jawa sebelah barat, Kamis (19/10).

Dia pun menilai bahwa harga regasifikasi atau pengubahan fasa cair ke gas masih tergolong murah. Dengan demikian, untuk saat ini di saat penataan tata kelola gas, belum diperlukan pengaturan harga regasifikasi. Saat ini, menurutnya, biaya regasifikasi US$ 0.8 per MMBtu 

"Sekarang biaya regasifikasi yang ada di sini cukup ke depan ini cukup murah," katanya.

Direktur Utama Nusantara Regas Tammy Meidhanna mengatakan bahwa saat ini dari kapasitas 500 MMscfd, rata-rata penyalurannya sebesar 220 MMscd untuk kebutuhan ketenagalistrikan.

Pembangkit listrik tenaga gas (PLTGU), yang menjadi konsumen dominan sebenarnya bersifat pendukung saat beban puncak sehingga penyerapannya dinamis. Untuk malam saja, penyerapannya turun menjadi 150 MMscfd dan siang hari bisa mencapai 300 MMscfd.

“Siang bisa sampai 300 MMscfd, tetapi kalau malam 150 MMscfd penyerapannya," katanya.

Sebelumnya, Senior Experts Gas 81 Power Wood Mackenzie Edi Sagutra mengatakan bahwa penambahan infrastruktur berupa fasilitas regasifikasi baik di darat maupun terapung memang diperlukan untuk meningkatkan pemanfaatan gas.

Oil and Gas Supporting Industries Take Opportunity



The petroleum and natural gas supporting industries will take advantage of the new policy in oil and gas sharing contracts, the gross split sharing scheme. The government imposes a gross profit-sharing scheme-since the beginning of this year through Minister of Energy and Mineral Resources Regulation No. 8/2017 on the gross split-sharing contract. The regulation was subsequently revised into Ministerial Regulation No. 52/2017.

The gross split scheme that replaces the net profit sharing (cost recovery) applies only to new contracts. Chairman of the Indonesian Oil and Gas Facility Experts Association (IAFMI) Rudianto Rimbono said that in every policy change there must be some inconvenience, including what happened in the gross split scheme. However, IAFMI members will focus on finding opportunities from the new scheme.

"Every time there is a change, there must be some discomfort, whatever the change is. It's a necessity that exists in all sectors, "he said Friday (20/10).

He asserted that from the beginning it has appealed to the oil and gas industry not to see gross split as negative, but should focus on finding opportunities from the new policy.

According to him, with gross split, there is no longer strict rules that must be followed in the procurement process of oil and gas goods and services. Therefore, the implementation of the gross profit sharing can reduce the bureaucratic chain so that it can accelerate the time of commercialization that is expected to attract investors.

He hoped that the gross profit sharing scheme could be an innovation to improve the investment climate in the upstream oil and gas sector which is still quite depressed with oil prices in the range of US $ 50 per barrel.

In addition, the gross split policy is also expected to reduce business risk and reduce the budget from cost recovery cost so that the state of the oil and gas industry can increase.

In relation to the application of this gross split, the supply chain management is fully left to the contractor of the cooperation contract (KKKS).

INCENTIVE TKDN

Although the gloss split contract does not require limiting the level of domestic components (TKDN) in the procurement of goods and services, the high local content value becomes an incentive for increasing the profit sharing for KKKS.

In terms of EPC contractors and material suppliers, the problems that arise are how to create innovations in response to declining oil and gas project situations in order to survive and compete in a free-market business climate with imported materials and more competitive and cost-competitive foreign labor.

In response to this situation, IAFMI as an entity in the lndonesian oil and gas production facility will host the CEO Talk event with the theme of Opportunities and Challenges of the National Industry of Oil and Gas Supporting the Implementation of the Gross Split Scheme in November 2017.

"This Talk-IAFMI CEO Program is expected to invite oil and gas stakeholders in the country to support and provide inputs so that the implementation can provide real contribution for stakeholders," said Rudianto.

IAFMI Executive Director Edwin Badrusomad said that the dynamics of the procurement process from the standpoint of KKKS and contractors will be discussed in more detail in CEO Talk to explore the opportunities and synergies that stakeholders, such as governments, KKKS, EPC contractors, and vendors, can generate.

Currently, the government is finalizing the government regulations on taxation in the scheme for gross split. In the draft Peratruan Pemerintah, contractors who use the gross profit-sharing contract will get incentives in the form of tax facilities until the work area to achieve production according to field development plan.

Vice Minister of Finance Mardiasmo previously said that for contractors using gross split contracts, there may be fiscal incentives, for imposition of indirect taxes, such as value added tax (VAT) and income tax (PPh), will consider the stages in the management of oil and gas working areas. Deputy Minister of EMR, Arcandra Tahar, said that the gross split scheme will cut the bureaucratic chain.

lndustri Penunjang Migas Ambil Peluang


lndustri penunjang minyak dan gas bumi akan mengambil peluang dari kebijakan baru dalam kontrak bagi hasil migas, yaitu skema bagi hasil kotor atau gross split. Pemerintah memberlakukan skema bagi hasil kotor-sejak awal tahun ini melalui Peraturan Menteri ESDM Nomor 8/2017 tentang Kontrak Bagi Hasil gross split. Regulasi itu kemudian direvisi menjadi Peraturan Menteri ESDM Nomor 52/2017.

Skema gross split yang menggantikan bagi hasil bersih (cost recovery) hanya berlaku bagi kontrak baru. Ketua lkatan Ahli Fasilitas Minyak dan Gas Indonesia (IAFMI) Rudianto Rimbono mengatakan bahwa dalam setiap perubahan kebijakan pasti ada ketidaknyamanan, termasuk yang terjadi dalam skema gross split.  Namun, anggota IAFMI akan fokus untuk mencari peluang dari skema baru tersebut.

“Setiap kali ada perubahan, pasti ada ketidaknyamanan, apa pun bentuk perubahan itu. ltu sebuah keniscayaan yang ada di semua sektor," katanya Jumat (20/10).

Dia menegaskan bahwa sejak awal pihaknya telah mengimbau agar industri migas tidak melihat gross split sebagai hal yang negatif, tetapi sebaiknya fokus mencari peluang dari kebijakan baru tersebut.

Menurutnya, dengan gross split, tidak ada lagi aturan ketat yang harus diikuti dalam proses pengadaan barang dan jasa migas. Oleh karena itu, penerapan bagi hasil kotor dapat mengurangi rantai birokrasi sehingga dapat mempercepat waktu komersialisasi yang diharapkan dapat menarik minat investor.

Dia berharap agar skema bagi hasil kotor dapat menjadi inovasi untuk memperbaiki iklim investasi di sektor hulu migas yang saat ini masih cukup tertekan dengan harga minyak di kisaran US$ 50 per barel.

Selain itu, kebijakan gross split juga diharapkan mampu mengurangi risiko bisnis serta menekan anggaran dari biaya cost recovery sehingga bagian negara dari industri migas dapat meningkat.

Dalam kaitannya dengan penerapan gross split ini, pengelolaan rantai suplai sepenuhnya tetap diserahkan kepada kontraktor kontrak kerja sama (KKKS). 

lNSENTIF TKDN

Walaupun kontrak gloss split tidak mempersyaratkan pembatasan tingkat komponen dalam negeri (TKDN] dalam pengadaan barang dan jasa, nilai kandungan lokal yang tinggi menjadi insentif penambah besaran bagi hasil untuk KKKS.

Dari sisi kontraktor EPC dan penyuplai material, permasalahan yang muncul adalah bagaimana menciptakan inovasi-inovasi dalam merespons situasi proyek migas yang menurun untuk dapat bertahan dan bersaing dalam iklim usaha pasar bebas dengan material impor dan tenaga kerja asing yang lebih kompetitif dan segi harga.

Untuk merespons situasi ini, IAFMI sebagai entitas dalam fasilitas produksi migas lndonesia akan menggelar acara CEO Talk dengan tema Peluang dan Tantangan lndustri Nasional Penunjang Migas dalam Penerapan Skema Gross Split pada November 2017.

“Program CEO Talk-IAFMI kali ini diharapkan dapat mengajak para stakeholder migas di Tanah Air untuk dapat mendukung dan memberikan masukan agar dalam pelaksanaannya dapat memberikan kontribusi riil bagi stakeholder terkait," ujar Rudianto.

Direktur Eksekutif IAFMI Edwin Badrusomad mengatakan bahwa dinamika proses pengadaan dari sudut pandang KKKS dan kontraktor akan dibahas secara lebih rinci dalam CEO Talk untuk menggali peluang-peluang dan sinergi yang dapat dimunculkan oleh para pemangku kepentingan, seperti pemerintah, KKKS, kontraktor EPC, dan vendor.

Saat ini, pemerintah sedang melakukan finalisasi peraturan pemerintah soal perpajakan dalam skema bagi hasil gross split. Dalam draf Peratruan Pemerintah itu, kontraktor yang menggunakan kontrak bagi hasil kotor akan mendapatkan insentif berupa fasilitas perpajakan hingga wilayah kerja mencapai produksi sesuai rencana pengembangan lapangan.

Wakil Menteri Keuangan Mardiasmo sebelumnya mengatakan bahwa untuk kontraktor yang menggunakan kontrak gross split dimungkinkan adanya insentif fiskal, untuk pengenaan pajak tidak langsung, seperti pajak pertambahan nilai (PPN) dan pajak penghasilan (PPh), akan mempertimbangkan tahapan pada pengelolaan wilayah kerja migas. Wakil Menteri ESDM Arcandra Tahar menilai skema gross split akan memotong rantai birokrasi.

Appointment of Inpex Contract Renewal Only Orally



Minister of Energy and Mineral Resources (EMR) Ignatius Jonan confirmed that the extension of Inpex Corporation's contract in Abadi Square, Masela Block until 2055 is not yet official. Jonan explained, meeting himself with Inpex officials in Japan last week only verbally agreed on a contract extension.

As is known, Jonan said last week Inpex will get an additional 27-year contract from the previous contract which will end 2028.

"Yes it is extended next year, this is just an oral agreement," said Jonan after doing groundbreaking and inauguration of PLTGU in Lombok, Friday (20/10).

He disclosed that the verbal contract agreement considers the timing of construction. Construction of the Masela Block development is about 7 years time. Meanwhile, the contract will expire in 2028.

"If not renewed how? Because the remaining ten years, build it alone seven years," he explained.

About the location of the land refinery, Jonan says, he will follow the desire lnpex. Currently, the Masela project is planning stage.

Janji Perpanjangan Kontrak Inpex hanya Secara Lisan


Menteri Energi dan Sumber Daya Mineral (ESDM) Ignasius Jonan memastikan bahwa perpanjangan kontrak Inpex Corporation di Lapangan Abadi, Blok Masela sampai 2055 belum resmi. Jonan menjelaskan, pertemuan dirinya dengan petinggi Inpex di Jepang pekan lalu hanya secara lisan menyepakati perpanjangan kontrak.

Seperti diketahui, Jonan pekan lalu menyatakan Inpex akan mendapat tambahan kontrak 27 tahun dari kontrak sebelumnya yang akan berakhir 2028. 

"Iya diperpanjangnya memang tahun depan, ini cuma kesepakatan lisan saja," kata Jonan usai melakukan groundbreaking dan peresmian PLTGU di Lombok, Jumat (20/10).

Ia membeberkan, kesepakatan kontrak secara lisan itu mempertimbangkan waktu konstruksi. Konstruksi pengembangan Blok Masela tersebut memburuhkan waktu sekitar 7 tahun. Sementara, kontrak akan habis pada 2028. 

"Kalau tidak diperpanjang bagaimana? karena sisa sepuluh tahun, membangunnya saja tujuh tahun," jelas dia. 

Soal lokasi kilang darat, Jonan bilang, dirinya akan mengikuti keinginan lnpex. Saat ini, proyek Masela tahap perencanaan.

Irony of Gas Producer Region



Natuna, Kepulauan Riau is an area rich in oil and natural gas resources. There are about 16 oil and gas blocks comprising 5 blocks already in production and 11 in the exploitation stage. But unfortunately the gas produced it has not been able to illuminate the islands in Natuna. Because the electricity in Natuna comes from diesel power plants (PLTD).

Natuna Deputy Regent Ngesti Yuni Suprapti said gas from Natuna Block wells has been exported to Malaysia and Singapore. It has tried to ask for gas rations. But the effort has not produced results.

"We always asked for one, but only one pipe to Singapore and Malaysia. 2016, when President Jokowi here, I convey, I met the Coordinating Minister of Maritime Luhut, also and convey this, "Yuni said in Natuna, Friday (20/10).

Yuni said the President has given direction related to Natuna area development starting from fishery sector, tourism to security defense. For the fishery sector he said Lampa Strait will be a maritime and fishery center. There is already a cooling room and preparations (cold storage) with a capacity of 200 tons. Later there will also place a fish auction.

Then for the tourism sector, Yuni said Natuna is rich in diversity of fish and has a tourist location under the sea. He mentioned that there are 22 locations of shipwrecks from China that are sinking in Natuna waters. The wreck became the best spot for diving. Yuni had already set the island of Senoa as a pilot island tourist area.

But Yuni said, there are few obstacles in the development of tourism because it collided with the defense and security sector. Do not let tourism activities disrupt the security of state borders and vice versa.

"We are coordinating this on Spatial and territory," she said.

He said the entire development in the Natuna region is certainly to be supported with the availability of electricity supplies. The main thing that is often asked by the developers is about electricity. Yuni appreciates PLN's continued efforts trying to meet the electricity needs in the islands of Natuna.

"Of the 154 islands only 27 islands are inhabited," she said.

Meanwhile, Human Resources Manager (SDM) and General PLN Riau and Riau Islands Dwi Suryo Abdullah said the gas supply from Natuna can be used for power plant. He said one Million Metric British Thermal Unit (MMBTU) gas capable of generating electricity equivalent to 5 megawatts (MW).

"If Natuna can be 5 MMBTU it can be 25 MW So we can turn off all the diesel," he said.

Dwi said if Natuna get the gas quota then it must be converted into compressed natural gas (CNG) which is then stored into the tube. Later the gas cylinders will be distributed to PLN plants spread across the islands of Natuna. He said with the gas supply, the diesel engine will be replaced by a gas engine.

"PLN's subsidiary, PLN Batam has been able to produce gas engines," he said.

He said PLN is committed to support the development of Natuna area through the provision of 27 islands power will be illuminated with 84 PLTD until the end of this year. Dwi hope many business growing in Natuna so that electricity can be fully absorbed.

Ironi Daerah Penghasil Gas


Natuna, Kepulauan Riau merupakan daerah dengan kaya akan sumber minyak bumi dan gas alam. Terdapat sekitar 16 blok migas yang terdiri 5 blok sudah berproduksi dan 11 dalam tahap eksploitasi. Namun sayangnya gas yang dihasilkan itu belum mampu menerangi pulau-pulau di Natuna. Pasalnya listrik yang ada di Natuna berasal dari pembangkit listrik tenaga diesel (PLTD).

Wakil Bupati Natuna Ngesti Yuni Suprapti mengatakan gas dari sumur-sumur Blok Natuna selama ini diekspor ke Malaysia maupun Singapura. Pihaknya sudah berusaha meminta jatah gas. Namun usaha itu belum membuahkan hasil. 

“Dari dulu kami minta, tapi pipanya cuma satu ke Singapura dan Malaysia. 2016 ketika Presiden Jokowi kesini, saya sampaikan, saya ketemu Menteri Koordinator Maritim Luhut, juga dan sampaikan ini," kata Yuni di Natuna, Jumat (20/10) .

Yuni menuturkan Presiden sudah memberi arahan terkait pengembangan kawasan Natuna mulai dari sektor perikanan, pariwisata hingga pertahanan keamanan. Untuk sektor perikanan dia bilang Selat Lampa akan menjadi sentra kelautan dan perikanan. Sudah terdapat ruang pendingan dan olahan (cold storage) dengan kapasitas 200 ton. Nantinya akan terdapat pula tempat pelelangan ikan.

Kemudian untuk sektor pariwisata, Yuni mengungkapkan Natuna kaya akan keberagaman ikan serta memiliki lokasi wisata bawah laut. Dia menyebut ada 22 titik lokasi kapal asal Tiongkok yang karam di Perairan Natuna. Bangkai kapal itu menjadi spot terbaik untuk Wisata menyelam (diving). Yuni pun sudah menetapkan Pulau Senoa sebagai pulau percontohan kawasan wisata.

Namun Yuni mengatakan, ada sedikit kendala dalam pengembangan wisata lantaran berbenturan dengan sektor pertahanan keamanan. Jangan sampai kegiatan pariwisata mengganggu pengamanan perbatasan negara dan begitu pula sebaliknya. 

“Kami sedang koordinasikan ini mengenai Tata ruang dan wilayah,” ujarnya.

Dikatakannya seluruh pengembangan di Wilayah Natuna ini tentunya harus didukung dengan ketersediaan pasokan listrik. Hal utama yang sering ditanyakan para pengembang tersebut yakni mengenai listrik. Yuni mengapresiasi upaya PLN yang terus berusaha mencukupi kebutuhan listrik di pulau-pulau Natuna. 

“Dari 154 pulau hanya 27 pulau yang berpenghuni,” ujarnya.

Sementara itu Manager Sumber Daya Manusia (SDM) dan Umum PLN Wilayah Riau dan Kepulauan Riau Dwi Suryo Abdullah mengatakan pasokan gas dari Natuna itu bisa dimanfaatkan untuk pembangkit listrik. Dia bilang satu Million Metric British Thermal Unit (MMBTU) gas mampu menghasilkan listrik setara dengan 5 megawatt (MW). 

“Kalau Natuna dapat 5 MMBTU saja sudah dapat 25 MW Maka bisa kami matikan semua PLTD,” ujarnya.

Dwi menuturkan bila Natuna memperoleh jatah gas maka itu harus diubah menjadi compressed natural gas (CNG) yang kemudian disimpan ke dalam tabung. Nantinya tabung gas tersebut akan didistribusikan PLN ke pembangkit yang tersebar di pulau-pulau Natuna. Dia bilang dengan adanya pasokan gas itu maka mesin PLTD akan diganti oleh mesin gas.

“Anak usaha PLN yakni PLN Batam sudah mampu memproduksi mesin gas,” tuturnya.

Dikatakannya PLN berkomitmen menyokong pengembangan kawasan Natuna melalui penyediaan listrik 27 pulau akan diterangi dengan 84 PLTD hingga akhir tahun ini. Dwi berharap banyak usaha yang semakin tumbuh di Natuna sehingga listrik dapat terserap sepenuhnya.

Inpex Gets Contract Extension



Inpex Corporation Ltd received a contract extension to operate the Masela Block. The extension of the contract was awarded by Minister of Energy and Mineral Resources (ESDM) Ignasius Jonan when he met Inpex Corp CEO Toshiaki Kitamura in Tokyo, Japan earlier this week.

Inpex pocketed a 27-year contract extension after the operating contract expires in 2028. This means that Inpex will operate in the Masela Block until 2055. Jonan said the extension of Inpex's operations contract in Masela Block consists of a 20-year contract extension agreement and seven years of transition compensation from offshore gas development into offshore refineries onshore)

"The extension of this contract as compensation for changes in the scheme of refinery development," said Jonan, Karnis (19/10).

In addition to the agreement on contract extension, the government and Inpex also agreed on the selection of the location of the refinery.

"The government has given Inpex the opportunity to choose the location of an LNG plant on land," he said.

Long discussions related to the discussion of the Masela Block contract have been ongoing since the beginning of 2017. The plan to make the downstream industry of Masela Block was enlivened by involving three downstream gas industries to absorb gas production.

Pre-FEED will be an important step to formulate revised field development plan (POD). As previously known, the PoD revision was made to increase LNG production capacity while still using the floating refinery scheme. The government agreed on preFEED with one option of production capacity and one island. The LNG plant capacity is set at 9.5 million tons per year (MTPA) and pipe gas production reaches 150 million cubic feet per day (MMSCFD).

The Masela Block, signed in 1998, is managed by Inpex as operator with 65 percent ownership and Shell Upstream Overseas Services 35 percent. The Indonesian government hopes that Inpex will immediately start the Masela project. While in Japan, Jonan also met LNG Japan Corporation on Monday (16/10), to convey the policy of Indonesia gas purchases longer term contract with fixed volume.

"The main policy of Indonesian gas is prioritized for domestic smuggling, after which the rest is exported," said Head of Information Communication and Cooperation Bureau of Ministry of Energy and Mineral Resources Dadan Kusdiana.

When meeting LNG Japan, Jonan also requested that a more detailed discussion with SKK Migas to reduce the cost of the Tangguh LNG project. Similarly, Benoa LNG, Jonan said, the shipping price is very expensive, so efforts to reduce prices need to be done immediately.

Meanwhile, Jonan met Tokyo Gas on Tuesday (17/10), requested the support of the Government of Indonesia for the LNG study in Sulawesi. Including support for legislation in Indonesia to encourage gas business. 

     Currently, Tokyo Gas is being study on LNG development in Sulawesi and committed to accelerate the completion of its studies. He explained that Tokyo Gas plans to build LNG in Indonesia and is studying in Sulawesi. Tokyo Gas with Pertamina is also running Bojanegara LNG development project, Banten.

"At a meeting with Tokyo Gas, ESDM Minister Ignatius Jonan again stressed the importance of efficiency" he said.

Inpex Kantongi Perpanjangan Kontrak


Inpex Corporation Ltd mendapat perpanjangan kontrak untuk mengoperasikan Blok Masela. Perpanjangan kontrak tersebut diberikan Menteri Energi dan Sumber Daya Mineral (ESDM) Ignasius Jonan saat menemui CEO Inpex Corp Toshiaki Kitamura di Tokyo, Jepang, awal pekan ini.

Inpex mengantongi perpanjangan kontrak selama 27 tahun setelah kontrak operasi habis pada 2028 mendatang. Artinya, Inpex akan beroperasi di Blok Masela hingga 2055. Jonan mengatakan, perpanjangan kontrak operasi Inpex di Blok Masela terdiri atas kesepakatan 20 tahun perpanjangan kontrak dan tujuh tahun kompensasi masa peralihan dari pengembangan gas alam cair di lepas pantai (offshore) menjadi di kilang darat (onshore)

"Perpanjangan kontrak ini sebagai kompensasi adanya perubahan skema pengembangan kilang," kata Jonan, Karnis (19/10).

Selain kesepakatan soal perpanjangan kontrak, pemerintah dan Inpex juga menyepakati soal pemilihan lokasi kilang. 

"Pemerintah memberikan keleluasaan Inpex memilih lokasi kilang LNG di darat," katanya.

Diskusi panjang terkait pembahasan kontrak Blok Masela sudah berlangsung sejak awal 2017. Rencana untuk bisa membuat industri hilir Blok Masela ini pun sempat tercuat dengan melibatkan tiga industri hilir gas untuk bisa menyerap produksi gas.

Pra-FEED akan menjadi tahapan penting untuk memformulasikan revisi rencana pengembangan lapangan (POD). Seperti diketahui, sebelumnya revisi PoD dilakukan untuk menambah kapasitas produksi LNG ketika masih menggunakan skema kilang terapung. Pemerintah menyepakati preFEED dilakukan dengan satu opsi kapasitas produksi dan satu pulau. Kapasitas kilang LNG ditetapkan 9,5 juta ton per tahun (MTPA) dan produksi gas pipa mencapai 150 juta kaki kubik per hari (MMSCFD).

Blok Masela yang ditandatangani pada 1998 dikelola Inpex sebagai operator dengan kepemilikan 65 persen dan Shell Upstream Overseas Services 35 persen. Pemerintah Indonesia berharap Inpex segera memulai proyek Masela. Selama di Jepang, Jonan juga bertemu pihak LNG Japan Corporation pada Senin (16/10), untuk menyampaikan kebijakan pembelian gas Indonesia berjangka waktu kontrak lebih lama dengan volume tetap.

"Kebijakan utama gas Indonesia itu diutamakan untuk permenuhan dalam negeri, setelah itu sisanya diekspor," kata Kepala Biro Komunikasi Layanan Informasi dan Kerja Sama Kementerian ESDM Dadan Kusdiana.

Saat bertemu LNG Japan, Jonan juga meminta agar dilakukan diskusi lebih detail dengan SKK Migas untuk menurunkan biaya proyek LNG Tangguh. Demikian pula dengan LNG Benoa, Jonan mengemukakan, harga pengapalannya sangat mahal, sehingga usaha-usaha penurunan harga perlu segera dilakukan.

Sedangkan, Jonan saat bertemu pihak Tokyo Gas, Selasa (17/ 10), diminta dukungan Pemerintah Indonesia atas studi LNG di Sulawesi. Termasuk dukungan agar peraturan perundangan di Indonesia dapat mendorong bisnis gas. 

     Saat ini, Tokyo Gas sedang studi pembangunan LNG di Sulawesi dan berkomitmen mempercepat penyelesaian studinya. Dia menjelaskan, Tokyo Gas rencananya akan membangun LNG di Indonesia dan sedang Studi di Sulawesi. Tokyo Gas bersama Pertamina juga sedang menjalankan proyek pembangunan LNG Bojanegara, Banten. 

"Pada pertemuan dengan Tokyo Gas, Menteri ESDM Ignasius Jonan kembali menekankan pentingnya efisiensi" ujarnya.
