Criminal Investigation Agency Checks Honggo Palace

    

Police Headquarters Investigator ransacked the home of former Managing Director of TPPI Honggo Wendratno, Wednesday (24/1) night. Honggo is still a fugitive status after being named a suspect in a condensate sale corruption case involving PT TPPI and SKK Migas.

    While Honggo Wendratno has not been arrested for undergoing post-operative heart health care in Singapore. However, Singapore through the Facebook account of the Singapore Embassy for Indonesia denied the existence of Honggo in Singapore.

Badan Reserse Kriminal Geledah Istana Honggo

    Penyidik Mabes Polri menggeledah rumah eks Direktur Utama TPPI Honggo Wendratno, Rabu (24/1) malam. Honggo masih berstatus buron setelah ditetapkan menjadi tersangka atas kasus korupsi penjualan kondensat yang melibatkan PT TPPI dan SKK Migas.

“Malam ini ada penggeledahan di rumah tersangka HW (kasus kondensat),” kata Kepala Bagian Penerangan  Umum Divisi Hubungan Masyarakat Markas Besar Polisi Republik Indonesia Komisari Besar Polisi Martinus Sitompul melalui keterangan tertulis, Jakarta, Rabu (24/1).

    Kepala Sub Diretorat III TPPU Badan Reserse Kriminal Polri Kombes Pol Jamaludin mengatakan, jika dirinya bersama anak buahnya menemukan Honggo, akan membawa yang bersangkutan.

“Malam ini akan membawa saudara Honggo. Ada 25 orang tim dari kami masuk didampingi Kepala Warga setempat. Ini Surat tugas kami, kami mohon izin.didampingi,” kata Jamaludin saat di rumah Honggo sambil meminta izin terhadap RW setempat.

Ketua RW 005 Sugandi Saputra mengatakan, dirinya tidak terlalu sering bertemu Honggo. Dirinya mengungkapkan, terakhir melihat Honggo pada saat Pemilu Kepala Daerah 2014 lalu.

“Kalau ketemu setiap Pilkada, terakhir Pilkada 2014,” ujar Sugandi di lokasi.

    Dia juga menuturkan, Bukan hanya di Martimbang III, Honggo mempunyai rumah yang berukuran sangat mewah yang memiliki dua tingkat. Tapi juga masih mempunyai tiga rumah lagi yang jaraknya tidak jauh dari Martimbang III.

"Di Martimbang I ada 1 rumah, Martimbang II ada 2 rumah dan Martimbang III 1 rumah,” katanya.

    Sampai pukul 21.00 tadi malam, Bareskrim Polri yang dipimpin langsung oleh Jamaludin masih melakukan penggeledahan terhadap rumah tersangka atas kasus korupsi penjualan kondensat yang melibatkan PT TPPI dan SKK Migas, Honggo Wendratno.

Ingin Limpahkan 2 Tersangka

    Kabareskrim Polri Komjen Pol Ari Dono Sukmanto mengatakan saat ini dirinya tetap mengupayakan tahap dua kasus korupsi penjualan kondensat yang melibatkan PT TPPI dan SKK Migas dengan tersangka yang lengkap. Karena sampai saat ini pihaknya hanya bisa menangkap dua dari tiga orang tersangka dalam kasus tersebut.

“Kita tetap upayakan tiga tersangka, masih ada koordinasi dengan kejaksaan, kalau memungkinkan kalau bisa dua tersangka dulu, kita tangkap dua tersangka dulu,” kata Ari di Aula PTIK/ STIK, Kebayoran Baru, Jakarta Selatan, Rabu (24/1).

    Jika polisi hanya melimpahkan dua tersangka saja, yaitu Raden Priyono dan Djoko Harsono kepada kejaksaan, Ari khawatir masyarakat akan berpikir negatif terhadap pihaknya karena saat ini eks Direktur Utama TPPI Honggo Wendratno masih buron.

“Nanti masyarakat akan menilai macam-macam, benar katanya dua orang tersangka, yang satu digelapkan. Hal itu tidak bagus juga. Hasil koordinasi istilahnya kita berharap publik tidak menjustifikasi kita, jangan memperburuk situasi,” ujarnya.

    Dia menegaskan, Polri serius menyelesaikan kasus ini karena sudah lama diproses. Dan pihaknya juga akan benar-benar melengkapi seluruh berkas dan tersangka usai dinyatakan lengkap alias (P21) oleh Kejaksaan.

“Dalam artian pemerintah sudah serius dan aparat penegak hukum yang sudah sekian lama perbaikan-perbaikan sudah kita buktikan bahwa Jaksa melihat bahwa ini sudah cukup, kita naikkan kasusnya, dianggap lengkap dan bisa diserahkan tapi karena belum ada orangnya, ya kita lengkapi berkasnya,” ucapnya.

    Badan Reserse Kriminal akan berkoordinasi dengan pihak Kejaksaan apabila pihaknya bisa menyerahkan dua tersangka terlebih dahulu kepada Kejaksaan. Dan itu dilakukan sambil pihaknya melakukan pencarian terhadap Honggo yang sampai saat ini masih buron yang info-nya berada di Singapura.

“Pada prinsipnya kita akan serahkan lengkap tiga orang tersangka. Tapi karena yang dua orang tersangka sudah siap, yang satu tersanga tidak ada, kita upayakan dulu langsung, jangan sampai kita dinilai negatif seperti itu. Kita upayakan untuk bisa tiga orang tersangka, nanti kira-kira dalam upaya pencarian ini kita belum bisa ditemukan, nanti kita koordinasi bersama Jaksa, apakah memang kita berkenan untuk dua orang tersangka dulu,” katanya.

Diduga Menggunakan Identitas Palsu

    Sebelumnya, Kepala Divisi Humas Mabes Polri Irjen Pol Setyo Wasisto mengaku dirinya telah berkoordinasi mengenai hilangnya Honggo Wendratmo dengan atase polisi Singapura.

“Saya sudah kontak dengan atase polisi sana, bahwa dia sudah emmastikan bahwa tidak ada dokumen yang mendukung bahwa Honggo ada di Singapura, tetapi kita harus periksa lagi, karena tidak menutup kemungkinan dia menggunakan identitas lain,” kata Setyo di Mabes Polri, Jakarta Selatan, Senin (22/1).

    Setyo menjelaskan, Polisi mendeteksi penyamaran identitas Honggo saat singgah di Singapura untuk berobat. Namun saat di kroscek, yang bersangkutan berhasil menyamarkan jejak dan berlabuh ke tempat lain. Polri pun kini kehilangan jejak Honggo.

“Kalau informasinya yang bersangkutan sakit di sana, sudah di cek oleh atase ternyata tidak ditemukan. Dokumennya juga tidak ada, dokumen Honggo keluar dari Singapura ada dimana juga tidak ada,” kata Setyo.

    Seperti diketahui, kasus korupsi penjualan kondensat yang melibatkan PT Trans Pacific Petrochemical Indonesia dan SKK Migas sempat terbengkalai di Badan Reserse Kriminal (Bareskrim) lebih dari dua tahun. Padahal berkas perkara yang telah disusun penyidik Direktorat Tindak Pidana Ekonomi dan Khusus (Dittipideksus) Bareskrim telah empat kali dilimpahkan.

    Sejak Mei 2015, Penyidik sudah menetapkan tiga orang sebagai tersangka dalam kasus kondensat ini. Mereka adalah Raden Priyono, Djoko Harsono, dan Honggo Wendratno. Namun, yang ditahan penyidik hanya Raden Priyono dan Djoko Harsono. 

    Sementara Honggo Wendratno belum ditahan karena menjalani perawatan kesehatan pascaoperasi jantung di Singapura. Akan tetapi, Singapura melalui akun Facebook Kedutaan Besar Singapura untuk Indonesia membantah keberadaan Honggo di Singapura.

“Honggo Wendratno tidak ada di Singapura. Kami telah menyampaikan hal ini kepada pihak berwenang Indonesia pada kesempatan sebelumnya. Singapura telah memberikan bantuan penuh kepada Indonesia dalam kasus ini, sesuai dengan undang-undang kami dan kewajiban internasional,” demikian pernyataan resmi Kementerian Luar Negeri Singapura, seperti dikutip dari akun Facebook Kedutaan Besar Singapura untuk Indonesia, Sabtu (13/1) malam.

    Perbuatan melawan hukum yang dilakukan oleh para tersangka adalah Tindak Pidana Korupsi Pengolahan Kondensat Bagian Negara. Mereka dinilai melawan hukum karena pengolahan itu tanpa dilengkapi kontrak kerjasama, mengambil dan mengolah serta menjual kondensat bagian negara yang merugikan keuangan negara. Sebagaimana telah dilakukan audit oleh Badan Pemeriksa Keuangan Republik Indonesia kerugian negara mencapai sebesar USD 2.717.894.359,49 atau Rp 38 Triliun.

Pertagas and PG Integration Targeted Completed March

    The Ministry of State-Owned Enterprises (SOEs) targets the business uniting of PT Pertagas, a subsidiary of PT Pertamina (Persero), with PT Perusahaan Gas Negara Tbk (Persero) in a gas sub-holding, to be realized by the end of March 2018.

    Deputy of Mining Business, Strategic Industries, and Media Ministry of State-Owned Enterprises, Harry Sampurno, said that the valuation process is still conducted by the oil and gas holding team.

"The Valuation must be completed in March," he said at the Ministry of SOE Building, Jakarta.

    Pertagas and PGN integration are still waiting for the Government Regulation (PP) on holding state-owned enterprises which are expected to come out next week.

"The draft Government Regulation has reached the hands of the President, still waiting to be signed," he said.

    According to Harry, to realize the formation of gas sub-holding, 56.6% of PGN's shares to Pertamina will be done through the Extraordinary General Meeting of Shareholders (EGM) of PGN scheduled on January 25, 2018.

"The transfer of PGN shares to Pertamina is part of the formation of state-owned oil and gas holding company. So, PGN and Pertagas are sub-holding the gas business in the two companies," Fajar said.

    Director of Human Resources of Pertamina Nicke Widyawati added that gas sub-holding is one part of big design of state-owned oil and gas holding. According to the dawn although the establishment of oil and gas holding is still in the implementation stage, gas sub-holding can already be realized first.

    Nicke Widyawati explains the purpose of gas business integration between Pertagas and PGN covering the creation of efficiency, effectiveness, and investment capability in the future.

    In the oil and gas holding structure, besides gas sub-holding, sub-holding of refinery and petrochem will also be established.

Integrasi Pertagas dan PG Ditargetkan Selesai Maret

    Kementerian Badan Usaha Milik Negara (BUMN) menargetkan penyatuan bisnis PT Pertagas, anak usaha PT Pertamina (persero), dengan PT Perusahaan Gas Negara Tbk (persero) dalam satu sub-holding gas, akan terealisasi pada akhir Maret 2018.

    Deputi Bidang Usaha Pertambangan, Industri Strategis, dan Media Kementerian BUMN Fajar Harry Sampurno mengungkapkan, saat ini proses valuasi masih dikerjakan tim transaksi holding migas.

“Valuasinya itu harus selesai Maret,” ujarnya di Gedung Kementerian BUMN, Jakarta.

    Integrasi Pertagas dan PGN masih menunggu Peraturan Pemerintah (PP) tentang holding BUMN yang diperkirakan keluar pada pekan depan.

“Rancangan Peraturan Pemerintah sudah sampai di tangan Presiden, masih menunggu ditandatangani,” ujarnya.

    Menurut Harry untuk merealisasikan pembentukan sub-holding gas tersebut terlebih dahulu dilakukan pengalihan 56,6.% saham PGN ke Pertamina melalui Rapat Umum Pemegang Saham Luar Biasa (RUPSLB) PGN yang dijadwalkan pada 25 Januari 2018.

“Pengalihan saham PGN ke Pertamina bagian dari pembentukan holding company BUMN migas, Jadi, PGN dan Pertagas menjadi sub-holding yang menangani bisnis gas di dua perusahaan itu,” kata Fajar.

    Direktur SDM Pertamina Nicke Widyawati menambahkan, sub-holding gas ialah salah satu bagian dari desain besar holding BUMN migas. Menurut fajar meskipun pembentukan holding Migas masih dalam tahap implementasi, sub-holding gas sudah bisa terlebih dulu direalisasikan.

    Nicke Widyawati menjelaskan tujuan integrasi bisnis gas antara Pertagas dan PGN meliputi terciptanya efisiensi, efektivitas, serta kemampuan investasi di masa datang.

    Dalam struktur holding migas tersebut, selain sub-holding gas, juga akan dibentuk sub-holding marketing serta sub-holding refinery and petrochem.

House of Representatives Supports Pertamina Manage Mahakam Block

Dewan Perwakilan Rakyat Dukung Pertamina Kelola Blok Mahakam

    Pertamina diyakini mampu mengelola Blok Mahakam, pasca alih kelola dari Total lndonesie awal tahun ini. Sebab, Pertamina memiliki pengalaman dan teknologi yang mampu untuk kembali menaikkan produksi blok tersebut yang sudah menurun.

”Saya yakin, apalagi dikelola oleh BUMN. Mereka memiliki rasa tanggungjawab untuk terus meningkatkan produksi sampai memberikan keuntungan bagi rakyat Indonesia," kata Wakil Ketua Komisi VII DPR Herman Khaeron dalam keterangan tertulisnya di Jakarta.

    Menurut Herman, siapa pun yang mengelola blok tersebut, memang harus melakukan development terhadap sumur minyak. Jika tidak, tentu produksi akan terus mengalami penurunan. Untuk itulah dia yakin, karena dalam rencana kerja Pertamina terkait pengelolaan Blok Mahakam, antara lain menekankan pada peningkatan atau mempertahankan produksi rata-rata harian.

”Rencana kerja tersebut disampaikan BUMN itu pada saat pengambilalihan. Kita percaya pada komitmen mereka,” lanjut Herman.

Kepercayaan Herman juga didasarkan atas berbagai pengalaman dalam pengelolaan blok selama ini. Termasuk di antaranya Blok Madura yang terbukti bisa ditingkatkan produksinya. Selain itu, tentu saja sumber daya manusia (SDM) yang selama ini terbukti andal di lapangan.

”SDM tetap dan mereka sudah terbukti. Ini hanya peralihan manajemen dan untuk itu kita percaya pada kemampuan Pertamina" kata dia.

    Sejak alih kelola awal tahun ini, Pertamina memang melakukan berbagai langkah konkret. Termasuk di antaranya, kepastian akan mengebor sumur baru di Lapangan Handil, satu dari wilayah kerja (WK) Mahakam.

    Dari Lapangan Handil, PT Pertamina Hulu Mahakam (PHM) akan meningkatkan pasokan khususnya minyak mentah. Adapun saat ini pasokan jenis Handil Mix Crude berkisar 17.000 barel per hari (BPH). PHM memang menargetkan 69 pengeboran sumur sepanjang tahun ini.

    Dalam rencana kerja dan anggaran (WP&B) ditargetkan sebesar 42.000 barel per hari atau BPH. Sementara 916 juta kaki kubik per hari (MMscfd) untuk gas. Selain pengeboran, 132 workover sumur, dan 5 .623 perbaikan sumur juga akan dilakukan.

    Terpisah, anggota Dewan Energi Nasional (DEN) Tumiran juga menganggap positif alih kelola Blok Mahakam oleh Pertamina. Alih kelola tersebut, yaitu buah kerja keras Pemerintah yang harus direspons Pertamina dengan komitmennya.

”Ini positif. Ke depan, kita bisa belajar dari sini bahwa wilayah-wilayah tua yang sudah selesai masa kontrak, kita serahkan saja kepada Pertamina. Karena semua untuk negara,” ujar Tumiran.

    Terkait penurunan produksi saat ini, menurut Tumiran adalah hal yang wajar mengingat usia Blok Mahakam memang sudah tua. Namun semua harus memberikan kepercayaan karena bisa saja peningkatan produksi dilakukan melalui penambahan sumur-sumur baru diblok tersebut.

”Kalau pun ada penurunan minyak, itu kita lihat masalah reservoirnya. Namun, dengan pengalamannya, tentu mereka tahu apa yang harus dilakukan untuk kembali meningkatkan produksi. Makanya, kita semua harus optimistis,” lanjut Tumiran.

End of January, Auction Winners of Oil and Gas Block Auction Announced

    The government will announce the winners of the 2017 oil and gas block auction by the end of this month. At this auction, there are five oil and gas blocks that investors are interested in.

"Good news in the near future that the auction is still gross split by the end of this month is over, it will be announced who the winner is," said Deputy Minister of Energy and Mineral Resources (EMR) Archandra Tahar.

    According to him, the government deliberately speed up the auction process that was held since mid-2017 this. Hopefully, with the auction winner announced soon, the exploration of oil and gas blocks offered can be done faster.

    Previously, Archandra stated that there were 13 companies that accessed 20 documents at auction in 2017. Akhir Januari, Pemenang Lelang Blok Migas Diumumkan

    Pemerintah akan mengumumkan pemenang lelang blok migas periode 2017 pada akhir bulan ini. Pada lelang ini, terdapat lima blok migas yang diminati oleh investor.

“Good news sebentar lagi yang lelang masih gross split akhir bulan ini selesai, akan diumumkan siapa pemenangnya,” kata Wakil Menteri Energi dan Sumber Daya Mineral (ESDM) Archandra Tahar.

    Menurutnya, pemerintah sengaja mempercepat proses lelang yang digelar sejak pertengahan 2017 ini. Harapannya, dengan pemenang lelang segera diumumkan, eksplorasi blok migas yang ditawarkan ini bisa lebih cepat dilakukan.

“Lelang dipercepat supaya produksinya lebih cepat, agar proses eksplorasi bisa dipercepat,” jelas Archandra.

    Sebelumnya, Archandra menyatakan, adanya 13 perusahaan yang mengakses 20 dokumen pada lelang 2017. Sementara total blok migas yang ditawarkan pada tahun lalu, termasuk blok migas konvensional maupun nonkonvensional, terdapat 15 blok. Dari 15 blok migas ini, lima blok diminati oleh investor.

    Hal ini terlihat dari adanya enam perusahaan yang mengembalikan dokumen lelangnya. Rincinya, Mubadala Petroleum (SE Asia) Ltd berminat mengambil Blok Andaman I. Kemudian, Repsol Exploracion SA, EMP Tbk, dan Konsorsium Premiere Oil Far East Ltd, Mubadala Energy (SE Asia), dan Kris Energy memperebutkan Blok Andaman II. Berikutnya, PT Tansri Madjid Energy mengincar Blok Merak-Lampung. Terakhir PT Saka Energi Indonesia berminat menggarap Blok Pekawai dan West Yamdena.

    Berdasarkan rencana awal, setelah investor memasukkan dokumen, pembukaan dokumen partisipasi akan dilakukan pada minggu kedua Januari, dilanjutkan evaluasi administrasi dan dokumen teknis pada minggu ketiga. Kemudian, evaluasi dan penilaian dokumen keuangan oleh kantor akuntan publik akan dilakukan dari minggu ketiga Januari hingga minggu ketiga Februari.

    Selanjutnya, rekomendasi tim untuk usulan penetapan pemenang ditargetkan selesai pada minggu ketiga Februari. Mengacu pada jadwal ini, pengumuman pemenang wilayah kerja baru akan dilakukan pada minggu keempat Februari. Kemudian dilanjutkan penandatanganan kontrak sekitar Maret.

    Terkait apakah perusahaan yang menjadi satu-satu peminat pada blok tertentu akan menjadi pemenang, Arcandra enggan menjawab. “Tunggu dulu, tunggu. Akhir bulan diumumkan, dipercepat,” tuturnya.

    Sementara untuk lelang periode 2018, akan ada 25 blok migas yang akan ditawarkan kepada investor. Namun dalam paparan kepada Komisi VII DPR RI, data pemerintah menunjukkan terdapat 40 blok migas yang ditawarkan pada tahun ini. Namun berdasarkan evaluasi, Arcandra mengungkapkan, hanya 25 blok migas yang menarik untuk dilelang.

“Sekitar 16-17 Maret baru dilelang,” kata dia. Sayangnya, dia tidak merinci mana saja 25 blok migas ini. Blok migas non-konvensional dipastikan tidak akan ditawarkan lantaran belum menarik dengan harga minyak saat ini.

Government Regulation on Oil and Gas Holding is Targeted Immediately

    The Government Regulation on which the legal formation of oil and gas holding is targeted will be completed in the near future. Once the regulation comes out, the government will transfer 57.3% of its shares in PT PGN (Persero) Tbk to PT Pertamina (Persero) which becomes the holding holding of oil and gas.

    Deputy for Mining Business, Strategic Industries and Media Ministry of State Enterprises Fajar Harry Sampurno said the Government Regulation Draft (RPP) was deliberately formulated as the legal basis for the establishment of oil and gas holding. Peraturan Pemerintah Holding Migas Ditargetkan Segera Terbit

    Peraturan Pemerintah yang menjadi landasan hukum pembentukan holding migas ditargetkan selesai dalam waktu dekat. Begitu regulasi keluar, pemerintah akan mengalihkan 57,3% saham yang dimilikinya di PT PGN (Persero) Tbk ke PT Pertamina (Persero) yang menjadi induk holding migas.

    Deputi Bidang Usaha Pertambangan, Industri Strategis dan Media Kementerian BUMN Fajar Harry Sampurno mengatakan, Rancangan Peraturan Pemerintah (RPP) tersebut sengaja disusun sebagai dasar hukum pembentukan holding migas. Saat ini, RPP itu sudah selesai disusun dan dibahas di Kementerian Hukum dan HAM, serta telah dikembalikan ke Sekretariat Negara.  RPP tersebut juga sudah ditandatangani oleh Menteri BUMN dan Menteri Keuangan.

“Ini dikirimkan ke Presiden. Kami harapkan minggu ini sudah ditandatangani Presiden,” kata Harry.

    Harry menjelaskan, pembentukan holding ini diawali dengan diserahkannya saham pemerintah sebesar 57,3% di PGN kepada Pertamina. Pada Kamis (25/1) rencananya akan digelar Rapat Umum Pemegang Saham (RUPS) Luar Biasa PGN untuk meminta persetujuan pemegang saham atas rencana pengalihan saham tersebut.

“RUPS itu sebenarnya proses persetujuan pemegang saham untuk pengalihan saham pemerintah. RUPS tidak harus menunggu Peraturan Pemerintah ditandatangani Presiden,” ujarnya.

    Proses berikutnya Pertamina akan ditugaskan menyiapkan rencana strategic holding, di mana akan dibentuk subholding. Salah satu subholding yang dibentuk yakni untuk subholding gas. Untuk subholding gas ini, rencananya PT Pertamina Gas (Pertagas) akan digabungkan dengan PGN.

“Menteri BUMN harapkan selesai semua Maret, ini hanya untuk (subholding) gas. Sub-holding lainnya itu nanti urusan Pertamina,” tutur Harry.

    Sementara itu, Direktur Sumber Daya Manusia (SDM) Pertamina Nicke Widyawati menambahkan, nantinya bakal ada empat subholding di bawah holding yang sedang dibentuk. Keempat subholding itu yakni hulu, pengolahan, pemasaran, dan gas. Anak usaha Pertamina yang memiliki bidang yang sama akan diintegrasikan ke dalam subholding tersebut. Dengan begitu dapat diperoleh keuntungan dari sisi efisiensi dan efektifitas. Nicke Widyawati  menyebut integrasi dilakukan dengan akuisisi atau merger.

“Jadi struktur Pertamina sebagai holding migas, nanti bentuk akhirnya itu adalah strategic holding, di bawahnya ada beberapa subholding,” kata Nicke Widyawati.

    Senada dengan Harry, Nicke juga mengatakan, subholding gas dengan mengintegrasikan Pertagas ke PGN ditargetkan selesai pada Maret mendatang. Subholding gas akan mengurus seluruh bisnis gas dari midstream hingga downstream.

    Namun, untuk perusahaan yang menjadi induk subholding gas ini masih dalam tahap pematangan. Pembentukan sub-holding ini disebutnya akan dilakukan secara bertahap. Pasalnya pihaknya tidak ingin pembentukan holding ini mengganggu kegiatan perusahaan yang telah berjalan selama ini.

“Ada customer yang dilayani, kita tidak ingin mengganggu itu. Tim operasi yang akan detailkan tahapannya. Kami sepakat final structure-nya seperti itu,” tutur Nicke.

    Sekretaris Perusahaan PGN Rachmat Hutama menambahkan, pihaknya sudah melakukan sosialisasi ke pekerja soal rencana pembentukan holding migas ini, termasuk manfaat dari rencana ini. Pihaknya juga menegaskan bahwa penggabungan dua perusahaan ini dipastikan tidak akan dibarengi dengan rasionalisasi pekerja.

“Rencana rasionalisasi tidak ada. Penggabungan atau masuknya suatu badan usaha ke badan usaha lain tidak akan Iangsung ada impact rasionalisasi pekerja,” kata dia.

Menggenjot Investasi

    Lebih lanjut Harry menuturkan, tujuan utama pembentukan holding migas untuk mengerjar efisiensi, efektititas, dan kemampuan untuk investasi di masa depan.

“Yang terakhir, dengan masuknya aset PGN ke Pertamina, tentu saja yang diharapkan Menteri BUMN supaya menjadikan leverage Pertamina lebih besar,” ujarnya.

    Selanjutnya, integrasi perusahaan sektor gas memberi manfaat bagi masyarakat serta meningkatkan pemanfaatan energi ramah lingkungan. Pasalnya pembentukan sub-holding gas ini diharapkan mampu membuat harga gas lebih terjangkau dan tersedianya pasokan gas.

“Kemudian tidak terjadi duplikasi pembangunan pipa. Sekarang Pertagas dan PGN membangun di daerah yang sama untuk investasi yang sama, ini bisa diintegrasikan,” ujarnya.

    Direktur Eksekutif Reforminer Institute Komaidi Notonegoro juga berharap holding migas dapat menghasilkan perbaikan infrastruktur gas nasional. Pasalnya, baru wilayah tertentu yang memiliki infrastruktur gas cukup bagus, yakni Jawa Barat, Jawa Timur, dan sebagian Sumatera.

“Selain itu, masih relatif kurang,” ujarnya.

    Sebaliknya, Pengamat Kebijakan Publik Agus Pambagio tidak sepakat perbaikan infrastruktur diatasi dengan pembentukan holding. Pasalnya, mengacu pada kajian Pusat Studi Energi UGM, tidak ada perolehan pendanaan akan lebih mudah ketika aset dua BUMN digabungkan. Hal ini mengingat adanya resiko kebangkrutan seiring dengan potensi kenaikan beban keuangan.

    Kajian ini menyimpulkan agar rencana pembentukan holding migas dievaluasi lebih lanjut dan tidak diterapkan terburu-buru. Pemerintah disarankan memperhatikan beberapa hal, diantaranya kesesuaian dengan konstitusi dan menjamin pengelolaan atas cabang penting yang mencakup hajat hidup orang banyak, serta sistem tata kelola energi yang baru baik melalui holding migas
maupun penguatan kelembagaan pemerintah harus mampu mengakselerasi pembangunan infrastruktur gas.

    Menurut data Kementerian Energi dan Sumber Daya Mineral (ESDM), hingga tahun lalu, panjang pipa gas yang telah terpasang tercatat sepanjang 10.671 km. Panjang pipa gas ini ditargetkan terus bertambah setiap tahunnya dan mencapai 17.584 km pada 2020. Pipa tersebut terdiri dari pipa open acces 5.665 km, dedicated hilir 7.095 km, dedicated hulu 4.697 km, dan pipa untuk kepentingan sendiri 127 km.

Construction of Tangguh Train-3 On Track

    BP Indonesia declared the construction of a Tangguh Train-3 liquefied natural gas (LNG) refinery in Bintuni Bay, West Papua has been running according to the schedule. The project is targeted to start operating in 2020.

    Head of Country BP Indonesia Darmawan Syamsu said the construction of Tangguh Train-3 Refinery has been running. It is now working on planting the foundations and opening camps for workers.

As reported previously, the contractor working on this project is a consortium of PT Tripatra Engineering. While for the drilling of the well is scheduled to begin 2018-2019.     The Tangguh Train Development Project will add one new LNG processing facility (Train 3) and an additional production capacity of 3.8 million tonnes per annum (million ton per annum / mtpa) which will make the total capacity of Tangguh LNG plant to 11.4 mtpa. The project will also add two offshore platforms, 13 new production wells, a new LNG loading dock, and other supporting infrastructure.

    Related to the supply of gas for electricity in Papua, Darmawan once revealed, remains committed to channeling 20 million cubic feet per day / mmscfd. BP also remains committed to supply gas for fertilizer plants to be built in West Papua. Based on the commitment, gas for this fertilizer must flow in 2019.

"We see it is possible if it is completed in 2019 sooner, if the infrastructure is ready, we give from the existing," he explained. Currently, the Tangguh refinery operates with a capacity of 7.6 mtpa.

    The investment value of the Tangguh Train-3 LNG Plant reaches US $ 8 billion, BP has secured a loan of US $ 3.7 billion to cover this investment requirement. The Tangguh Project loan facility is conducted through Trustee Borrowing Scheme (TBS) method with HSBC (New York) as trustee and HSBC (Jakarta) as domestic bank account.

    This funding has received approval from the Government of Indonesia's Foreign Commercial Loan (PKLN) team. As much as 75% of LNG production from Tangguh Train-3 refinery is sold to PT PLN (Persero). PLN will receive 688 cargoes from Tangguh LNG Plant during 2016-203, ie 12 cargoes in 2016, 20 cargoes per year during 2017-2019 and 44 cargoes in the period of 202-2033. Other LNG buyers are Kansai Electric Power Company of 1 million tons per year.

    BP holds a 37.16% stake in the project. Other Tangguh Train contract partners are MI Berau BM (16.30%), CNOOC Muturi Ltd. (13.90%), Nippon Oil Exploration (Berau), Ltd. (12.23%), KG Berau / KG Wiriagar (10.00%), Indonesia Natural Gas Resources Muturi Inc. (7.35%), and Talisman Wiriagar Overseas Ltd. (3.06%).

Konstruksi Kilang Tangguh Train-3 Sesuai Jadwal

    BP Indonesia menyatakan konstruksi kilang gas alam cair/LNG Tangguh Train-3 di Teluk Bintuni, Papua Barat sudah berjalan sesuai dengan jadwal yang ditetapkan. Proyek ini ditargetkan mulai beroperasi pada 2020.

    Head of Country BP Indonesia Darmawan Syamsu mengatakan, konstruksi Kilang Tangguh Train-3 sudah berjalan. Pihaknya kini sedang mengerjakan penanaman pondasi dan pembukaan camp untuk para pekerja.

"‘Sesuai target semuanya konstruksi. Operasi targetnya pada 2020,” kata dia

    Sayangnya dia enggan merinci pada bulan apa tepatnya Train-3 ini mulai beroperasi. Seperti diberitakan sebelumnya, kontraktor yang menggarap proyek ini yakni konsorsium PT Tripatra Engineering. Sementara untuk pengeboran sumur dijadwalkan dimulai 2018-2019. Pengerjaan kilang dan pemboran ini akan diintegrasikan sehingga selesai pada saat bersamaan.

    Proyek Pengembangan Train Tangguh akan menambahkan satu fasilitas proses LNG baru (Train 3) dan tambahan kapasitas produksi sebesar 3,8 juta ton per tahun (million ton per annum/mtpa) yang menjadikan kapasitas total kilang LNG Tangguh menjadi 11,4 mtpa. Proyek ini juga akan menambahkan dua anjungan lepas pantai, 13 sumur produksi baru, dermaga pemuatan LNG baru, dan infrastruktur pendukung lainnya.

    Terkait pasokan gas untuk kelistrikan di Papua, Darmawan pernah mengungkapkan, tetap berkomitmen menyalurkan sebesar 20 juta kaki kubik per hari/mmscfd. BP juga tetap berkomitmen akan memasok gas untuk pabrik pupuk yang akan dibangun di Papua Barat. Berdasarkan komitmen, gas untuk pupuk ini harus mengalir pada 2019.

“Kami melihatnya ada kemungkinan kalau lebih cepat selesai pada 2019, kalau infrastruktur sudah siap, kami berikan dari eksisting,” jelasnya. Saat ini, Kilang Tangguh beroperasi dengan kapasitas sebesar 7,6 mtpa.

    Nilai investasi Kilang LNG Tangguh Train-3 mencapai US$ 8 miliar, BP telah memperoleh pinjaman sebesar USS 3,7 miliar untuk menutup kebutuhan investasi ini. Fasilitas pinjaman Proyek Tangguh dilakukan melalui metode Trustee Borrowing Scheme (TBS) dengan HSBC (New York) sebagai wali amanat (trustee) dan HSBC (Jakarta) sebagai akun bank dalam negeri.

    Pendanaan ini telah mendapatkan persetujuan dari tim Pinjaman Komersial Luar Negeri (PKLN) Pemerintah Indonesia. Sebanyak 75% produksi LNG dari Kilang Tangguh Train-3 dijual ke PT PLN (Persero). PLN nantinya akan menerima 688 kargo dari Kilang LNG Tangguh selama 2016-203, yakni sebanyak 12 kargo pada 2016, 20 kargo per tahun selama 2017-2019, dan 44 kargo pada periode 202-2033. Pembeli LNG lainnya yakni Kansai Electric Power Company sebesar 1 juta ton per tahun.

ESDM Auctioned 25 Unexpected Oil and Gas Blocks

    Investors want investment certainty in running upstream oil and gas projects

ESDM Melelang 25 Blok Migas yang Tidak diminati

Investor menginginkan kepastian investasi dalam menjalankan proyek hulu migas

    Kementerian Energi dan Sumber Daya Mineral (ESDM) menyatakan hanya akan melakukan lelang blok minyak an gas bumi (migas) sebanyak 25 blok migas pada tahun 2018 ini. Padahal, sebelumnya Kementerian ESDM akan menggelar lelang sebanyak 40 blok migas yang tidak laku pada lelang beberapa tahun ke belakang.

    Keputusan hanya melelang 25 blok migas karena dari hasil evaluasi sisanya tidak menarik bagi para kontraktor migas. Rencananya, lelang 25 blok migas ini dipercepat. Biasanya digelar pada bulan Mei 2018. Wakil Menteri ESDM, Arcandra Tahar Wakil Menteri ESDM menegaskan, lelang blok migas secara resmi akan diumumkan pertengahan Februari.

"Ada 25 blok migas. sekitar tanggal 16-17 Februari baru dilelang," katanya di Kantor Kementerian ESDM.

    Dia menjelaskan, dari evaluasi yang dilakukan harus diakui ada beberapa blok migas yang dinilai tidak akan menarik perhatian para pelaku usaha. Kebanyakan merupakan blok yang sempat dilelang juga di tahun-tahun sebelumnya. Adapun di antara blok tersebut terdapat tiga blok non konvensional yang tidak akan diikutsertakan dalam lelang selanjutnya.

"Dari 40 blok migas yang sebelumnya, setelah dievaluasi hanya sisa 25 blok migas. Itu blok migas yang lama. Nanti kita lihat, yang tidak menarik seperti apa. Non-konvensional belum dilelang dengan harga minyak) saat ini," katanya.

    Sayangnya, Archandra masih enggan menyebutkan nama dan lokasi 25 blok migas yang akan dilelang. Dia juga enggan menyebutkan mana saja blok migas yang dianggap tidak menarik itu.

    Pri Agung Rakhmanto, Pengamat Migas dari Universitas Trisakti menuturkan, salah satu yang harus dipastikan pemerintah menjelang lelang blok berikutnya adalah adanya jaminan kepastian investasi dari sisi kebijakan. Menurut dia, masalahnya ada di pemerintah.

"Permasalahan klasik, misalnya ketidakpastian akibat inkonsistensi kebijakan atau regulasi, perizinan atau birokrasi," katanya.

    Dia juga menilai klaim pemerintah yang menyatakan investasi migas semakin menarik masih terlalu dini, menarik atau tidaknya investasi tidak hanya berdasarkan jumlah perusahaan yang mengembalikan dokumen lelang blok migas pada tahun lalu.

"Jika hanya sekadar ada peminat, lalu dinyatakan ada pemenang tender (terjual), itu sebenarnya belum menandakan apapun," ucapnya.

    Dia bilang, jika melihat data dari periode tahun 2002-2014 lelang blok migas selalu ada peminat dan terjual dalam jumlah kuantitas yang juga tidak sedikit, tapi hasilnya tidak menggembirakan hingga sekarang.

"Tapi hasilnya tidak terefleksikan dalam bentuk peningkatan cadangan dan produksi. Jadi, yang lebih penting itu bukan kuantitas peminat atau kuantitas blok yang laku, tapi kualitas peminat dan juga kualitas blok yang digarap," terangnya.

    Pemenang lelang 207 Sementara itu, dari 15 blok migas yang dilelang tahun lalu, hanya lima yang yang terjual akan segera diumumkan nama perusahaan pemenangnya. Kata Archandra, pengumuan pemenang akan dipercepat dan dilakukan secara resmi pada akhir bulan ini.

    Ia menjelaskan, pengumuman pemenang memang sengaja dipercepat karena pemerintah sudah selesai mengevaluasi penawaran pengelolaan blok yang diajukan oleh masing-masing kontraktor.

"Lelang baru dengan skema gross split akhir bulan Januari ini selesai. Akan diumumkan siapa pemenangnya," katanya.

PGN Employees Already Accepted Entering Holding

    The existence of holding BUMN Migas initially caused turmoil among employees, especially employees of PT Perusahaan Gas Negara Tbk (PGN), which will become a subsidiary of PT Pertamina (Persero). However, because socialization has been massive then they have started to accept the holding of state-owned oil and gas.

    PGN Corporate Secretary Rachmat Hutama said the company is conducting socialization to PGN workers in relation to the formation of BUMN holdings of oil and gas up to the plan of the Extraordinary General Shareholders Meeting (RUPSLB). All PGN workers have also accepted the formation of state-owned oil and gas holding companies.

"All issues have been submitted, including benefits from holding formation, valuation achieved, related to existing operations and infrastructure integration, to subholding that will take care of midstream to downstream gas business activities.

    Keberadaan holding BUMN Migas awalnya menimbulkan gejolak di kalangan karyawan, khususnya karyawan PT Perusahaan Gas Negara Tbk (PGN), yang akan menjadi anak usaha PT Pertamina (Persero). Namun, ternyata karena sosialisasi sudah masif maka mereka sudah mulai menerima adanya holding BUMN Migas.

    Sekretaris Perusahaan PGN Rachmat Hutama mengatakan perseroan ini melakukan sosialisasi kepada pekerja PGN terkait pembentukan holding BUMN migas hingga rencana penyelenggaraan Rapat Umum Pemegang Saham Luar Biasa (RUPSLB). Semua pekerja PGN pun telah menerima pembentukan holding BUMN migas.

"Semua isu sudah disampaikan, termasuk benefit dari pembentukan holding, valuasi yang dicapai, terkait operasional dan integrasi infrastruktur yang ada, sampai akhirnya subholding yang akan mengurusi midstream sampai downstream kegiatan bisnis gas.

    Dalam sosialisasi, semua pekerja sudah bisa menerima pemahaman dari manajemen dan pemegang saham kementerian,"kata Rachmat.

    Direktur Sumber Daya Mineral Pertamina Nicke Widyawati menyebutkan, Pertamina akan melakukan upaya transisi terhadap karyawan PGN sama seperti yang dilakukan Pertamina di Blok Mahakam. Harapannya cara ini bisa membuat pembentukan holding BUMN migas berjalan mulus.

"Seperti blok ONWJ, blok Mahakam, kami memberikan semua peluang terbuka, dan smooth, itulah yang akan kami lakukan. Prosesnya memang demikian yang menjadi policy di Pertamina," kata Nicke.

Government Keeps Oil Price Assumption

The rise in ICP is believed to provide a surplus in state revenue this year

    The Financial System Stability Committee (KSSK) believes the upward trend in crude oil prices in the world market need not be feared. Therefore, the government has not thought to change the assumption of Indonesian oil price (ICP) in the State Budget of Reception and Expenditure (APBN) 2018.

    This KSSK statement contradicts a number of other economic thinkers. They are pushing the government to immediately propose changes to the 2018 state budget as rising global oil prices will make subsidies grow and inflation is increasing.

    In trading Tuesday (23/1), WTI oil price was set at US $ 63.88 per barrel, down slightly from a day before US $ 63.97 per barrel. In December 2017, WTI oil price was US $ 57.95 per barrel and Indonesian oil price (ICP) was set at US $ 60.9 per barrel.

However, Sri asserted, the government has no thought to change the assumptions of ICP and the state budget 2018. However, this policy recognizes the impact on increasing the burden of subsidies borne by Pertamina and PLN. The government does not want to change the assumption because it wants to maintain the credibility of the state budget.

"In terms of subsidy spending will be a good accountability mechanism on who ultimately bear and how much. And we see it in one year, because the Law on State Budget does not indicate change (fuel price), "added Sri Mulyani.

Still a surplus

    According to Sri Mulyani, the rise in ICP will benefit the state budget. Receipts from oil and gas, from taxes and non-tax state revenues (PNBP) will increase. In fact, its contribution is greater than the increase in expenditure.

"Therefore, in APBN, our oil price hike still gets a surplus," explained Sri Mulyani.

    APBN 2018 noted that every increase of ICP of US $ 1 per barrel gives a surplus of Rp 300 billion-Rp 1 trillion. If the ICP this year reaches US $ 60 per barrel, then there will be an increase of US $ 12 per barrel, so additional revenue can reach Rp 3.6 trillion-Rp 12 trillion.

    Samuel Asset Management economist Lana Soelistyaningsih hopes the government will propose changes to the 2018 state budget to make the APBN realistic.

"But not too fast, because it may be considered reactive, April may be fitting," he said.Lana estimates this year the price of oil could reach US $ 75 per barrel.

Pemerintah Pertahankan Asumsi Harga Minyak 

Kenaikan ICP dipercaya akan memberikan surplus pada penerimaan negara tahun ini

    Komite Stabilitas Sistem Keuangan (KSSK) yakin tren kenaikan harga minyak mentah di pasar dunia tidak perlu ditakutkan. Oleh karena itu pemerintah belum memikirkan untuk mengubah asumsi harga minyak Indonesia (ICP) dalam Anggaran Penerimaan dan Belanja Negara (APBN) 2018.

    Pernyataan KSSK ini bertentangan dengan sejumlah pemikiran lembaga ekonomi Iain. Mereka mendorong pemerintah segera mengajukan perubahan APBN 2018 karena kenaikan harga minyak dunia akan membuat subsidi bertambah besar dan inflasi semakin meningkat.

    Pada perdagangan Selasa (23/1), harga minyak WTI ditetapkan US$ 63,88 per barel, turun sedikit dari sehari sebeIumnya US$ 63,97 per barel. Pada Desember 2017, harga minyak WTI US$ 57,95 per barel dan harga minyak Indonesia (ICP) ditetapkan US$ 60,9 per barel.

    Sebelumnya Bank Standard Chartered Indonesia memprediksi rata-rata harga minyak dunia tahun ini US$ 61 per barel. Sehingga ada potonsi bertambah besar subsidi energi Rp 30 triliun. Menteri Keuangan Sri Mulyani Indrawati selaku Ketua KSSK mengakui, kenaikan harga minyak mentah dunia menjadi salah satu hal yang dicermati KSSK.

"KSSK mencermati tantangan seperti dampak kenaikan harga minyak terhadap inflasi, subsidi," kata Sri Mulyani

    Dia bilang pergerakan harga minyak di pasar gIobaI menimbulkan deviasi dengan ICP di APBN. Namun, Sri menegaskan, pemerintah belum memiliki pemikiran mengubah asumsi ICP maupun APBN 2018. Meski demikian kebijakan ini diakuinya akan berimbas pada peningkatan beban subsidi yang ditanggung Pertamina dan PLN. Pemerintah tidak ingin mengubah asumsi karena ingin mempertahankan kredibilitas APBN.

"Dari sisi belanja subsidi akan dilakukan mekanisme akuntabilitas yang baik mengenai siapa yang pada akhirnya menanggung
dan berapa. Dan kami Iihat dalam satu tahun ini, sebab Undang-Undang APBN tidak mengindikasikan perubahan (harga BBM),“ tambah Sri Mulyani.

Masih surplus

Menurut Sri Mulyani, kenaikan ICP akan menguntungkan APBN. Penerimaan yang berasal dari minyak dan gas, dari pajak maupun penerimaan negara bukan pajak (PNBP) akan meningkat. Bahkan, kontribusinya lebih besar dibanding peningkatan belanja.

"Oleh karena itu secara APBN, kenaikan harga minyak kita masih mendapatkan surplus," terang Sri Mulyani.

    APBN 2018 mencatat, setiap kenaikan ICP sebesar US$ 1 per barel memberikan surplus penerimaa Rp 300 miliar-Rp 1 triliun. Jika ICP tahun ini mencapai US$ 60 per barel, maka terjadi kenaikan US$ 12 per barel, sehingga tambahan penerimaan bisa mencapai Rp 3,6 triliun-Rp 12 triliun.

    Ekonom Samuel Asset Management Lana Soelistyaningsih berharap pemerintah mengajukan perubahan APBN 2018 untuk membuat APBN realistis.

"Namun jangan terlalu cepat, karena mungkin dianggap reaktif. April mungkin pas,” katanya. Lana memperkirakan tahun ini harga minyak bisa mencapai US$ 75 per barel.

Transfer of Shares from PGN Could Immediately Reach

    The Extraordinary General Shareholders Meeting of PT Perusahaan Gas Negara Tbk is scheduling the agenda for approval of amendment to the articles of association and shareholder approval of the transfer of state shares to PT PGN to PT Pertamina. However, the establishment of the parent company of the state-owned oil and gas sector still has to wait for the government regulation.

 "The implementation team of SOE holding companies in the oil and gas sector has been established, namely the vision and mission team, transactions, operational, communication and human resources," said Fajar.

    The purpose of establishing a holding company of BUMN in oil and gas sector is to improve efficiency and business performance. For example, in terms of accessibility. Public access to gas needs to be expanded at affordable prices. The availability of gas as an environmentally friendly energy for consumers needs to be maintained.

    In the Extraordinary General Meeting of Shareholders of PT PGN which is planned to be implemented on January 25, will be discussed the amendment of the articles of association, including the approval of shareholders in relation to the transfer of state shares to PT Pertamina to PT PGN. 

    The government has a stake in PT PGN of 56.96 percent and the public owns 43.04 percent of the shares. From the existing data, PT PGN profit in 2016 amounted to 308 million US dollars or about Rp 4 trillion with an exchange rate of Rp 13,000 per US dollar.

The process of formation

    According to Human Resources Director of PT Pertamina Nicke Widyawati, the company will form a strategic holding company covering upstream or upstream subholding, processing, marketing and retail, and gas.

    First of all, PT Pertamina will undertake the formation of the parent company of subholding gas. The establishment and consolidation of other subholding parent companies will be carried out subsequently and will not interfere with business operations already in operation.

    Rapat Umum Pemegang Saham Luar Biasa PT Perusahaan Gas Negara Tbk menjadwalkan agenda persetujuan perubahan anggaran dasar dan persetujuan pemegang saham atas pengalihan saham negara pada PT PGN ke PT Pertamina. Namun, pembentukan perusahaan induk badan usaha milik negara sektor minyak dan gas bumi itu masih harus menanti peraturan pemerintah.

    Hal itu disampaikan Deputi Bidang Usaha Pertambangan, Industri Strategis, dan Media Kementerian Badan Usaha Milik Negara Fajar Harry Sampurno.

 ”Tim implementasi perusahaan induk BUMN di sektor migas sudah dibentuk, yaitu tim visi dan misi, transaksi, operasional, komunikasi, dan sumber daya manusia,” kata Fajar.

    Tujuan pembentukan perusahaan induk BUMN di sektor migas adalah meningkatkan efisiensi dan kinerja usaha. Misalnya, dari sisi aksesibilitas. Akses masyarakat mendapatkan gas perlu diperbanyak dengan harga terjangkau. Ketersediaan gas sebagai energi ramah lingkungan bagi konsumen perlu dijaga.

    Dalam RUPS Luar Biasa PT PGN yang direncanakan dilaksanakan 25 Januari, akan dibahas perubahan anggaran dasar, termasuk persetujuan pemegang saham terkait dengan pengalihan saham negara pada PT PGN kepada PT Pertamina. Pemerintah memiliki saham di PT PGN sebesar 56,96 persen dan publik memiliki saham 43,04 persen. Dari data yang ada, laba PT PGN tahun 2016 sebesar 308 juta dollar AS atau sekitar Rp 4 triliun dengan nilai tukar Rp 13.000 per dolar AS.

Proses pembentukan
   
    Menurut Direktur Sumber Daya Manusia PT Pertamina Nicke Widyawati, pihaknya akan membentuk perusahaan induk secara strategis yang meliputi pembagian subholding upstream atau hulu, pengolahan, pemasaran dan ritel, serta gas.

    Pertama-tama, PT Pertamina akan melakukan pembentukan perusahaan induk subholding gas. Pembentukan dan konsolidasi perusahaan induk subholding lain akan dilakukan kemudian dan tidak akan mengganggu kegiatan bisnis yang sudah beroperasi.

    Fajar menambahkan, draf peraturan pemerintah (PP) pembentukan perusahaan induk BUMN sektor migas masih diproses di Sekretariat Negara dan tinggal ditandatangani Presiden, Pemegang saham bisa saja mengagendakan pembahasan persetujuan pemegang saham mengenai pengalihan saham negara di PT PGN tanpa harus menunggu Peraturan Pemerintah keluar.
