There are Five KKKS Interested to Join Auction of Oil and Gas Block



Investors are awaiting Government Regulation on gross split tax in order to get stimulus.

The year 2018 is still two weeks away. The new year always brings new hope, not to mention the upstream oil and gas investment climate. Deputy Minister of Energy and Mineral Resources (ESDM), Arcandra Tahar optimistic, upstream oil and gas investment climate will be better next year. Because the government will soon issue the rules of taxation gross split.

Gross split tax rules are most awaited by business actors. The final draft of the gross split tax regulation has reached the State Secretary (Setneg) table since the beginning of last week.

The Ministry of Energy and Mineral Resources is still waiting for a Letter of Intent from the Secretary of State so that four ministers can immediately sign the draft before being signed by President Joko Widodo (Jokowi).

"The four ministers are the Minister of Finance, Maritime, ESDM, Kemenkumham," explained Arcandra, Friday (15/12).

But Arcandra did not know when the Government Regulation was out. He hopes that the Government Regulation of the gross split tax can come out before the deadline for the return of 15 oil and gas blocks ending on 31 December 2017.

Currently there are 20 companies that take the auction proposal, but there are five who committed to return the proposal or buy the oil and gas block.

"If the oil and gas blocks we sell, is a good sign. That said with gross split a lot of doubts, the evidence with last year's cost recovery, how many that work? Zero yes. This year we try there, "he explained.

Head of Program and Communications Program Division of Special Unit for Upstream Oil and Gas Business Activities (SKK Migas) Wisnu Prabawa Taher said that the company targets upstream oil and gas investment next year to reach more than US $ 12 billion. That number should be almost equal to the target of upstream oil and gas investment this year which is at US $ 12 billion-US $ 13 billion.

Wisnu said that next year's investment target will increase by 10 percent. That's because the projected achievement of the target until the end of the year is only US $ 10.5 billion-US $ 11 billion until the end of the year. Until the end of November 2017, SKK Migas recorded upstream oil and gas investment of US $ 8 billion to US $ 9 billion.

SKK Migas is still optimistic that there will be an increase in upstream oil and gas investment in 2018. The world oil price is rising.

"With oil prices improving this could be a stimulus to KKKS," he said.

Ada Lima KKKS Berminat Ikut Lelang Blok Migas


Investor menunggu Peraturan Pemerintah tentang pajak gross split agar bisa mendapat stimulus.

Tahun 2018 masih dua pekan lagi. Tahun baru selalu membawa harapan baru, tidak terkecuali iklim investasi hulu migas. Wakil Menteri Energi dan Sumber Daya Mineral (ESDM), Arcandra Tahar optimistis, iklim investasi hulu migas akan lebih baik tahun depan. Sebab pemerintah sebentar lagi akan mengeluarkan aturan perpajakan gross split.

Aturan pajak gross split ini paling ditunggu oleh para pelaku usaha. Draft akhir aturan perpajakan gross split telah sampai di meja Sekretaris Negara (Setneg) sejak awal pekan lalu.

Kementerian ESDM masih menunggu Surat pengantar dari Sekretaris Negara agar empat menteri bisa segera menadatangani draf itu sebelum ditandatangani oleh Presiden Joko Widodo (Jokowi). 

"Empat menteri itu adalah Menteri Keuangan, Maritim, ESDM, Kemenkumham," jelas Arcandra, Jumat (15/12). 

Namun Arcandra belum tahu kapan Peraturan Pemerintah itu keluar. Dia berharap, Peraturan Pemerintah pajak gross split bisa keluar sebelum batas akhir pengembalian lelang 15 blok migas yang berakhir pada 31 Desember 2017. 

Saat ini sudah ada 20 perusahaan yang mengambil proposal lelang, tapi ada lima yang berkomitmen mengembalikan proposal atau membeli blok migas itu.

“Kalau blok migas kita laku, merupakan suatu pertanda baik. Bahwa dikatakan dengan gross split banyak yang meragukan, buktinya dengan cost recovery tahun lalu, berapa yang berhasil? Nol ya. Tahun ini kami usahakan ada," terangnya.

Kepala Divisi Program dan Komunikasi Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) Wisnu Prabawa Taher menyebutkan, pihaknya menargetkan investasi hulu migas tahun depan bisa mencapai lebih dari US$ 12 miliar. Angka itu seharusnya hampir sama dengan target investasi hulu migas tahun ini yang di angka US$ 12 miliar-US$ 13 miliar. 

Wisnu menyebut, target investasi tahun depan naik 10% Itu karena proyeksi pencapaian target hingga akhir tahun hanya US$ 10,5 miliar-US$ 11 miliar sampai akhir tahun. Hingga akhir November 2017, SKK Migas mencatat investasi hulu migas sebesar US$ 8 miliar- US$ 9 miliar.

SKK Migas masih optimistis ada kenaikan angka investasi hulu migas di 2018. Sebab harga minyak dunia beranjak naik. 

"Dengan harga minyak membaik ini bisa jadi stimulus ke KKKS," katanya.

Design of JTB Gas Development Project Approved by Oil and Gas Directorate General



Government c.q Ministry of ESDM approved Design of Development Project of Gas Unitization of Tiung Biru Blue (JTB) PT Pertamina EP Cepu (PEPC). This is marked by the submission of approval documents by the Director of Oil and Gas Engineering and Patuan Alfon Simanjuntak to the President Director of PEPC Jamsaton Nababan.

With the approval of this design, PEPC and the consortium of implementers can undertake the construction of the JTB project in accordance with engineering principles and installation, as stipulated in Regulation of the Minister of Energy and Mineral Resources No. 38 of 2017 concerning Installation Safety Safety and Equipment on Oil and Gas Business Activities.

PEPC is the first KKKS to get design approval from the Directorate General of Oil and Gas, after the issuance of Regulation of the Minister of Energy and Mineral Resources No. 38 of 2017.

Design review to get the Design Approval done by Project Team JTB PEPC in House with the Directorate General of Oil and Gas and related Institution, design review covers the fulfillment of oil and gas regulation, risk management, process safety system and environmental document, use of standard and application of good engineering principle, utilization commitment domestic industry and TKDN plan of goods or services or combination.

Director of Oil and Gas Engineering and Environment at the Ministry of Energy and Mineral Resources (ESDM) Patuan Alfon Simanjuntak said, in the process of design review, the Government had requested that additional levels of domestic components be included in the design approval.

In the implementation of JTB project development, PEPC is expected to do well and avoid the occurrence of oil and gas accidents.

"Hope all of us, during the development project, please be well supervised. If you talk about oil and gas safety, avoid worker accidents. Avoid accidents or even cause bad things to the public because
that is what should be maintained during the construction of the project, "said Alfon.

PEPC President Director Jamsaton Nababan on the occasion, expressed his gratitude for the support of the Directorate General of Oil and Gas in the implementation of JTB project development. It is expected that this project can be completed on time, right on budget, exact specifications and exact results.

Desain Proyek Pengembangan Gas JTB Disetujui Ditjen Migas


Pemerintah c.q Kementerian ESDM menyetujui Desain Proyek Pengembangan Gas Unitisasi Jambaran Tiung Biru (JTB) PT Pertamina EP Cepu (PEPC). Hal ini ditandai dengan penyerahan dokumen persetujuan oleh Direktur Teknik dan Lingkungan Migas Patuan Alfon Simanjuntak kepada Direktur Utama PEPC Jamsaton Nababan.

Dengan diperolehnya persetujuan desain ini, PEPC bersama konsorsium pelaksana dapat melaksanakan pembangunan proyek JTB sesuai dengan kaidah-kaidah keteknikan dan instalasi, sebagaimana diatur dalam Peraturan Menteri ESDM Nomor 38 Tahun 2017 tentang Pemeriksanaan Keselamatan Instalasi dan Peralatan Pada Kegiatan Usaha Migas.

PEPC merupakan KKKS pertama yang mendapatkan persetujuan desain dari Ditjen Migas, setelah dikeluarkannya Peraturan Menteri ESDM Nomor 38 Tahun 2017.

Penelaahan desain untuk mendapatkan Peresetujuan Desain dilakukan oleh Tim Proyek JTB PEPC secara In House bersama Ditjen Migas dan Institusi terkait, penelahaan desain meliputi pemenuhan regulasi migas, manajemen resiko, sistem keselamatan proses serta dokumen lingkungan, penggunaan standar dan penerapan kaidah keteknikan yang baik, komitmen pemanfaatan industri dalam negeri dan rencana TKDN barang atau jasa atau gabungan.

Direktur Teknikdan Lingkungan Minyak dan Gas Bumi Kementerian Energi dan Sumber Daya Mineral (ESDM) Patuan Alfon Simanjuntak mengatakan, dalam proses penelahaan desain, Pemerintah sempat meminta agar dilakukan penambahan tingkat komponen dalam negeri yang kemudian dimasukkan dalam persetujuan desain.

Dalam pelaksanaan pembangunan proyek JTB, PEPC diharapkan melakukannya dengan baik dan menghindari terjadinya kecelakaan migas. 

“Harapan kita semua, selama proyek pembangunan, tolong diawasi secara baik. Kalau bicara keselamatan migas, hindarilah kecelakaan pekerja. Hindarilah terjadinya kecelakaan-kecelakaan atau bahkan menimbulkan yang tidak baik terhadap publik karena memang itu yang harus dijaga selama pembangunan proyek,” kata Alfon.

Dirut PEPC Jamsaton Nababan dalam kesempatan tersebut, mengucapkan terima kasih terhadap dukungan Ditjen Migas dalam pelaksanaan pembangunan proyek JTB. Diharapkan proyek ini dapat diselesaikan tepat waktu, tepat anggaran, tepat spesifikasi dan tepat hasil.

“Suatu keberuntungan bagi PEPC bahwa KKKS ini yang pertama memperoleh persetujuan desain sesuai Peraturan Menteri dan Undang-Undang. Tidak sebatas persetujuan ini saja, mudah-mudahan keberuntungannya mengikuti proyek JTB dan ending-nya dari tahap proyek ini yang kita harapkan On Time, On Budget, On Specs dan On Return (OTOBOSOR). Sehingga yang diharapkan oleh Pemerintah terhadap proyek ini akan bisa terpenuhi. Bukan hanya harapan Pemerintah, tetapi seluruh rakyat Indonesia dari Sabang sampai Merauke,” ujar Jamsaton.

PGN Ready to Sell Two LNG Cargo from Sanga-Sanga Block




The government has assigned PT Perusahaan Gas Negara Tbk (PGN) to sell uncommitted LNG parts of the Sanga-Sanga Block starting next year. PGN targets the LNG sales process to start on first semester of 2018.

Head of Marketing and Product Development Division of PGN, Adi Munandir, said that the initial phase of PGN will only sell two LNG cargoes in the first semester.

"It is now being evaluated on the further assignment of uncomitted cargo," Adi said.

Currently, the issuer coded PGAS in Indonesia Stock Exchange is conducting a tender mechanism with a variety of tenders to sell the two cargoes LNG to overseas buyers. However, PGN has not set its price.

"PGN is selling through a tender mechanism with a variety of tenders and sellers, but nothing has been done yet," explained Adi.

As for domestic gas maintenance this year, PGN recorded gas distribution of 750 billion british thermal units per day (bbtud) from the electricity, industry to household sectors. If coupled with gas transmission, PGN managed gas reached 1600 bbtud. Next year, PGN expects there will be a significant increase in gas management.

"PGN historically about 800 bbtud we have ever achieved, we hope to be the most optimum but it depends on the condition of the economy and others," said Adi.

PGN Siap Jual Dua Kargo LNG dari Blok Sanga-Sanga


Pemerintah telah menugaskan PT Perusahaan Gas Negara Tbk (PGN) menjual LNG bagian negara yang belum terkontrak (uncommitted) dari Blok Sanga-Sanga mulai tahun depan. PGN menargetkan proses penjualan LNG tersebut bisa dimulai pada semester I 2018. 

Head of Marketing and Product Development Division PGN Adi Munandir mengatakan, tahap awal PGN hanya akan  menjual dua kargo LNG di semester awal. 

"Sekarang sedang dievaluasi mengenai penugasan lebih lanjut atas uncomitted kargo," kata  Adi.

Saat ini, emiten berkode PGAS di Bursa Efek Indonesia itu sedang melakukan mekanisme tender dengan berbagai macam tender untuk  menjual dua kargo LNG tersebut kepada pembeli luar negeri. Namun, PGN belum menetapkan harganya. 

"PGN melakukan penjualan melalui mekanisme tender dengan berbagai macam tender dan penjual. Tapi belum ada hasilnya," Jelas Adi. 

Sementara untuk pengeloIaan gas domestik tahun ini, PGN mencatatkan distribusi gas sebanyak 750 billion british thermal unit per day (bbtud) yang berasal dari sektor kelistrikan, industri hingga rumah tangga. Jika ditambah gas transmisi, gas kelolaan PGN mencapai 1600 bbtud. Tahun depan, PGN berharap akan ada peningkatan pengelolaan gas yang cukup signifikan. 

"Secara historis PGN sekitar 800 bbtud pernah kami capai, kami berharap bisa kembali paling optimum tapi itu tergantung kondisi perekenomian dan lain-lain," Ujar Adi.

Chevron Signs IDD Project Review Contract



Chevron has signed a front end engineering design (FEED) contract for the Indonesia Deepwater Development Project (IDD). The Pre-FEED study is targeted for completion by 2018.

Managing Director of Chevron Indo Asia Business Unit Chuck Taylor said the study will affect the development costs as well as the feasibility of the project. Pre-FEED studies will be the basis of revision of the plan of development (POD).

"This study will explore alternatives that can significantly decrease the cost of capital needs and increase the feasibility level of the project," he said in an official statement on Wednesday (14/12).

In his official statement, Chevron explains there are two signed contracts. Chevron is contracted with PT Worley Parsons Indonesia for feasibility study of engineering design and project design of Indonesia Deepwater Development (IDD) for underwater section and PT Tripatra Engineering for production facility section.

"The work in these contracts is expected to be completed by 2018. The second phase IDD project is estimated to have total natural gas production potential of around 3 trillion cubic feet," he said.

Chevron IDD project combines four contracts of cooperation namely Ganal, Rapak, Makassar Strait, and Muara Bakau. In the four concessions there are five fields namely Bangka Field, Gehem, Gendalo, Maha and Gandang. The related studies were conducted for the second phase of development which included Gendalo and Gehem Fields.

The second phase of IDD is estimated to have a total potential gas production of 3 trillion cubic feet (tcf). Meanwhile, Bangka Field has operated first in August 2016 and generates 110 million cubic feet per day (MMscfd) of gas and 4,000 barrels per day (bph) condensate.

Recorded, to date, six liquefied natural gas (LNG) cargoes from Bangka Field have been shipped from the Bontang LNG Plant to meet PT Pertamina's needs for five years.

Previously, Senior Vice President of Policy, Government, and Public Affairs Yanto Sianipar said the review needs to be completed first before it sets targets. Therefore, it has not been able to detail the IDD Project development plan, including production volume and project on-stream target. He also emphasized that POD previously compiled can not be used as a benchmark.

Chevron Tandatangani Kontrak Kajian Proyek IDD


Chevron telah menandatangani kontrak pengerjaan pra desain rinci (front end engineering design/FEED) Proyek Indonesia Deepwater Development (IDD). Kajian Pra-FEED ditargetkan selesai pada 2018.

Managing Director Chevron Indo Asia Business Unit Chuck Taylor mengatakan, studi yang dilakukan akan berpengaruh terhadap biaya pengembangan sekaligus kelayakan proyek. Studi pre-FEED akan menjadi basis revisi rencana pengembangan lapangan (plan of development/ POD).

“Kegiatan studi ini akan mendalami alternatif-alternatif yang dapat menurunkan kebutuhan biaya kapital secara signifikan dan meningkatkan tingkat kelayakan proyek,” ujarnya dalam keterangan resminya, Rabu (14/12).

Dalam keterangan resminya, Chevron menjelaskan terdapat dua kontrak yang ditandatangani. Rincinya, Chevron berkontrak dengan PT Worley Parsons Indonesia untuk studi kelayakan pekerjaan keteknikan dan desain proyek Indonesia Deepwater Development (IDD) khusus seksi bawah laut dan PT Tripatra Engineering untuk seksi fasilitas produksi.

“Pekerjaan dalam kontrak-kontrak tersebut diharapkan selesai pada 2018. Proyek IDD tahap kedua diperkirakan memiliki potensi total produksi gas alam sekitar 3 triliun kaki kubik,” katanya.

Proyek IDD Chevron ini menggabungkan empat kontrak kerja sama yaitu Ganal, Rapak, Makassar Strait, dan Muara Bakau. Dalam keempat konsesi tersebut terdapat lima lapangan yaitu Lapangan Bangka, Gehem, Gendalo, Maha dan Gandang. Kajian yang dilakukan terkait untuk pengembangan tahap kedua yang meliputi Lapangan Gendalo dan Gehem. 

IDD tahap kedua ini diperkirakan memiliki potensi total produksi gas sebesar 3 triliun kaki kubik (trillion cubic feet/tcf). Sementara Lapangan Bangka telah beroperasi terlebih dahulu pada Agustus 2016 lalu dan menghasilkan gas 110 juta kaki kubik per hari (million standard cubic het per day/ MMscfd) dan kondensat 4.000 barel per hari (bph). 

Tercatat, hingga saat ini, enam kargo gas alam cair (liquefied natural gas/LNG) dari Lapangan Bangka telah dikapalkan dari Kilang LNG Bontang untuk memenuhi kebutuhan PT Pertamina selama lima tahun.

Sebelumnya, Senior Vice President Policy, Government, and Public AffairYanto Sianipar mengatakan, kajian perlu diselesaikan terlebih dahulu sebelum pihaknya menetapkan target. Karenanya, pihaknya belum dapat merinci rencana pengerjaan Proyek IDD, termasuk volume produksi dan target operasi (on stream) proyek. Ditegaskannya pula, POD yang pernah disusun sebelumnya juga tidak bisa dijadikan patokan.

2017 Oil and Gas Receipts Reach US $ 13 Billion



Special Unit for Upstream Oil and Gas Activities (SKK Migas) states that state revenues exceed the target set in the 2017 Revised State Budget (APBN). The realization of state revenue reaches US $ 13 billion or 10% of the 2017 APBNP target of US $ 12.2 billion.

"If the state revenue from oil and gas will be above 100 percent, that lifting it all," Head of SKK Migas Amien Sunaryadi in Jakarta, Thursday (14/12).

Signs of exceeding state revenues have been seen since late September yesterday. The reason is three months before the end of the year state revenue has reached 79% or for US $ 9.58 billion.

The condition is different from the realization of oil and gas production in 2017. Realization until the end of 2017 only reached 98% of the lifting target in APBN-P 2017 of 1.96 million barrels of oil equivalent per day (BOEPD). But Amien did not explain the cause of the achievement of the target lifting.

"Approximately lifting this 2017 will only reach about 98% (of the target)," he said.

Based on the oil and gas production record of SKK Migas, until December 12, 2017, Indonesia's oil production reached 786,504 barrels per day (bpd), while the average production throughout 2017 reached 802,199 bpd.

For gas production until December 12, 2017 reached 7,824 MMSCFD, while the average gas production throughout 2017 reached 7,620 MMSCFD. Artiya total lifting oil and gas only reached 1.94 million BOEPD. While the target set APBN-P 2017 amounted to 1.96 million BOEPD.

When viewed realization in last September, oil lifting has actually reached 1.93 million BOEPD or 98% of the target. The realization is in line with the start of production of five oil and gas fields. First, Banyu Urip oil field in Bojonegoro, East Java with an investment value of US $ 3.38 billion. Currently its production reaches 200,000 barrels per day (bpd) from the target of 185,000 bpd.

The next field is Bangka Field which is part of the deepwater development project (Indonesian Deep Water Development / IDD) with an investment value of US $ 6.98 billion. Bangka field produces 100 mmscfd of gas and 4,000 bpd of condensate and gas allocation for domestic needs. Then Donggi Square, Matindok, and Senoro.

Investment for Donggi and Matindok amounted to US $ 762.1 million and Senoro reached US $ 815.5 million. Each production is 90 mmcfd and 270 mmscfd. The fourth field is the Jangkrik Field with an investment value of US $ 3.77 billion. The oil and gas field has an initial production capacity of 450 mmscfd and can be increased up to 600 mmscfd. The gas is supplied to Bontang refinery with 50% utilization for domestic.

Finally, Madura BD Field with an investment value of US $ 642.1 million. This oil and gas field produces gas of 46 mmscfd and 3,000 bpd of condensate. Production capacity 100 mmscfd. Now only 46 mmscfd.

On the same occasion, Amin also revealed that the upstream oil and gas industry still faces major challenges, namely the declining value of investment due to the low price of oil. Penerimaan Migas 2017 Capai US$ 13 Miliar


Satuan Kerja Khusus Pelaksana Kegiatan Hulu Minyak dan Gas Bumi (SKK Migas) menyatakan penerimaan negara melebihi dari target yang ditetapkan dalam Anggaran Pendapatan Belanja Negara (APBN) Perubahan 2017. Realisasi penerimaan negara mencapai US$ 13 miliar atau 10% dari target APBNP 2017 sebesar US$ 12,2 miliar.

“Kalau penerimaan negara dari migas akan di atas 100 persen, itu lifting semuanya,” Kepala SKK Migas Amien Sunaryadi di Jakarta, Kamis (14/12).

Tanda-tanda terlampauinya penerimaan negara itu sudah terlihat sejak akhir September kemarin. Sebabnya tiga bulan jelang tutup tahun penerimaan negara sudah mencapai 79% atau sebesar US$ 9,58 miliar.

Kondisi berbeda dengan realisasi produksi minyak dan gas siap jual (lifting migas) 2017. Realisasi hingga akhir 2017 hanya mencapai 98% dari target lifting dalam APBN-P 2017 sebesar 1,96 juta barel setara minyak per hari (BOEPD).  Namun Amien tidak menjelaskan penyebab tidak tercapainya target lifting tersebut. 

“Kira-kira lifting 2017 ini hanya akan tercapai sekitar 98% (dari target)," ujarnya.

Berdasarkan catatan produksi migas SKK Migas, sampai 12 Desember 2017 produksi minyak Indonesia mencapai 786.504 barel per hari (bph), sedangkan produksi rata-rata sepanjang 2017 mencapai 802.199 bph.

Untuk produksi gas sampai 12 Desember 2017 mencapai 7.824 MMSCFD, sedangkan rata-rata produksi gas sepanjang 2017 mencapai 7.620 MMSCFD. Artiya total lifting migas hanya mencapai 1,94 juta BOEPD. Sedangkan target yang ditetapkan APBN-P 2017 sebesar 1,96 juta BOEPD.

Bila dilihat realisasi pada September lalu, sebenarnya lifting migas sudah mencapai 1,93 juta BOEPD atau 98% dari target. Realisasi itu seiring dengan mulai berproduksinya lima lapangan migas. Pertama, lapangan migas Banyu Urip di Bojonegoro, Jawa Timur dengan nilai investasi mencapai US$ 3,38 miliar. Saat ini produksinya mencapai 200.000 barel per hari (bph) dari target 185.000 bph.

Lapangan berikutnya yakni Lapangan Bangka yang merupakan bagian dari proyek pengembangan laut dalam (Indonesian Deep Water Development/ IDD) dengan nilai investasi US$ 6,98 miliar. Lapangan Bangka memproduksi gas 100 mmscfd dan 4.000 bph kondesat dan alokasi gasnya untuk kebutuhan domestik.  Kemudian Lapangan Donggi, Matindok, dan Senoro.

Investasi untuk Donggi dan Matindok sebesar US$ 762,1 juta dan Senoro mencapai US$ 815,5 juta. Masing-masing produksi 90 mmcfd dan 270 mmscfd. Lapangan keempat yakni Lapangan Jangkrik dengan nilai investasi US$ 3,77 miliar. Lapangan migas memiliki kapasitas produksi awal 450 mmscfd dan bisa ditingkatkan hingga 600 mmscfd. Gas tersebut disalurkan menuju kilang Bontang dengan pemanfaatan 50% untuk domestik.

Terakhir, Lapangan Madura BD dengan nilai investasi US$ 642,1 juta. Lapangan migas ini menghasilkan gas sebesar 46 mmscfd dan 3.000 bph kondensat. Kapasitas produksi 100 mmscfd. Sekarang hanya 46 mmscfd.

Tekan Biaya Operasional 

Pada kesempatan yang sama, Amin juga mengungkapkan bahwa industri hulu minyak dan gas bumi (migas) masih menghadapi tantangan besar yakni menurunnya nilai investasi akibat rendahnya harga minyak. Untuk dapat bertahan dalam menjalankan kegiatan di sektor hulu migas, pemerintah, investor, maupun industri pendukungnya dituntut untuk menghasilkan keputusan bisnis yang paling efektif dan efisien.

Tidak hanya di kegiatan inti hulu migas, Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) mendorong efisiensi di segala bidang, tidak terkecuali operasional kantor (general affairs) mulai dari sewa gedung, transportasi untuk mobilisasi pekerja, fasilitas dan peralatan kantor, fasilitas kedinasan, serta travel dan akomodasi perjalanan dinas.

“SKK Migas terus berusaha menjaga kesinambungan kegiatan hulu migas, berupaya untuk terus efisien di berbagai aspek, termasuk menjaga iklim investasi agar industri ini tetap menarik bagi investor,” kata Amien.

Dicontohkan, SKK Migas telah melakukan efisiensi operasional. Untuk gedung, pengurangan luas area ruang kantor yang disewa menghemat Rp 70 miliar untuk lima tahun.

Efisiensi anggaran untuk rapat luar kantor mulai tahun 2017 ini diperkirakan mencapai Rp 51 miliar per tahun. Sementara itu, dalam pengajuan anggaran general affairs oleh seluruh kontraktor kontrak kerja sama dalam rencana program dan anggaran (WP&B) tahun 2017, memberikan kontribusi efisiensi senilai Rp 350 miliar. 

“Hal ini bisa dicapai melalui komunikasi dan koordinasi intensif, terbentuknya kelompok kerja, serta rekomendasi standarisasi pengelolaan general affairs,” kata Kepala Divisi Fasilitas Kantor dan Keuangan SKK Migas Sapta Nugraha.

GA Forum 2017 diselenggarakan sebagai wadah bertukar ide dan benchmarking bagi pengelola General Affairs melibatkan pelaku industri hulu migas maupun industri lainnya. Tahun ini, kegiatan yang dihadiri 300 orang peserta ini mengangkat tema “Smart Facility Management to Enhance Business Process and fficiency”.

Forum menghadirkan Finance and Administration Director, MRT Jakarta, Tuhiyat sebagai pembicara utama dan belasan narasumber dari SKK Migas, Unilever Indonesia, Bank Mandiri, Grad Indonesia, Microsoft Indonesia, Citilink, Chevron, dan lainnya. Selain itu, digelar pemeran yang melibatkan beberapa perusahaan, semisal Telkomsel dan Garuda Indonesia.

Oil and Gas Production This Year Approximately 99% of Target



The Upstream Oil and Gas Upstream Business Unit (SKK Migas) said that until the end of the year, oil and gas lifting could reach 99 percent of this year's Revised State Budget target of 1.97 million barrels of oil equivalent per day (boepd). If detailed, the APBN-P 2017 target of oil reaches 815,000 barrels per day (bpd) and gas is 6,440 mmscfd.

Head of Program and Communication Division SKK Migas Wisnu Prabawa Taher stated, although not reaching 100% of the target, the achievement was good. Wisnu said several projects to be started next year include Block A which is projected to produce 70 mmscfd of gas. There is also a Cricket Project which will reach the peak of production next year. The current gas production from the Cricket Project has reached 600 mmscfd.

Upstream Director of Pertamina Syamsu Alam said upstream production is achieved, until the end of November 2017 already 693,000 boepd with oil and gas each contributing 50%.

"The greatest contribution from Pertamina EP Cepu is 80,000 bpd," said Syamsu, and the second contribution came from PT Pertamina EP and PHE.

Although some targets are not reached, SKK Migas can still smile broadly because the state revenue exceeds the target.

"Outlook is about US $ 13 billion from US $ 12.2 billion this year," said Vishnu.

Amien said oil and gas revenues are encouraged because the price of Indonesian crude oil or Indonesian Crude Price (ICP) continues to increase.

Produksi Migas Tahun Ini Sekitar 99% dari Target 


Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) menyatakan hingga akhir tahun lifting migas bisa mencapai 99% dari target APBN-P tahun ini sebesar 1,97 juta barrels oil equivalent per day (boepd). Jika didetailkan, target APBN-P 2017 minyak mencapai 815.000 barel per hari (bph) dan gas 6.440 mmscfd.

Kepala Divisi Program dan Komunikasi SKK Migas Wisnu Prabawa Taher menyatakan, meskipun tidak mencapai 100% dari target, pencapaian itu sudah bagus. Sebab, sepanjang tahun ini terjadi beberapa pengembangan di lapangan migas yang tidak optimal dan ada penurunan produksi secara alamiah yang lebih besar dari perkiraan SKK Migas. 

"Di beberapa lapangan, penurunan alamiah diperkirakan 10%-15% ini malah 20%-25%. ltu wajar sebetulnya karena kita dominan lapangan tua," ungkapnya, Kamis (14/12).

Selain itu, Kepala SKK Migas Amien Sunaryadi beberapa waktu lalu juga bilang, faktor yang membuat lifting tidak mencapai 100% misalnya karena gas di Blok Simenggaris belum ada pembeli. Lalu, ada kejadian platform rigs di Blok West Offshore Madura (WMO) milik PT Pertamina Hulu Energi WMO miring, sehingga terjadi gangguan fasilitas produksi (unplanned shutdown).

Apalagi pipa-pipa migas yang sudah tua, sehingga produksi tertahan. 

"Tahun ini banyak yang unplanned shutdown, apalagi kalau Lapangan Banyu Urip mati sehari saja, bisa turun," ungkap Amien.

Kemudian cadangan migas juga diperkirakan tidak mencapai target karena plan of development (PoD) Blok Kasuri belum selesai. Blok Kasuri diprediksi dapat memproduksi gas 285 mmscfd. 

"Kalau Blok Kasuari beroperasi, target bisa melewati," ujarnya.

Sementara proyeksi investasi hingga akhir tahun hanya US$ 10,5 miliar-US$ 11 miliar. Dalam catatan SKK Migas pada akhir November 2017 investasi hulu migas yang masuk hanya US$ 8 miliar-US$ 9 miliar dari target US$ 12 miliar tahun ini.

Meski tidak bisa mengenjot investasi pada tahun ini. SKK Migas yakin tahun depan investasi migas akan lebih besar, yakni mencapai US$ 12 miliar. Ini karena harga minyak mulai naik. 

"Kegiatan KKKS bisa meningkat di tahun 2018, tentu saja juga untuk eksplorasi," ujar Wisnu.

Tahun depan diprediksi bagian investasi kegiatan eksplorasi bisa mencapai 10%-15% dari total seluruh investasi tahun 2018. Sementara, target produksi migas tahun depan diproyeksikan bisa mencapai 2 juta boepd. Pencapaian produksi itu bisa dicapai dengan proyek baru dan pencapaian produksi maksimal di sejumlah blok berproduksi pada tahun 2017.

"Ada empat proyek fase puncak produksi dan lima POD baru di 2018," imbuhnya.

Wisnu menyatakan, beberapa proyek yang akan dimulai tahun depan di antaranya adalah Blok A yang diproyeksi bisa menghasilkan gas sebesar 70 mmscfd. Ada juga Proyek Jangkrik yang tahun depan akan mencapai puncak produksi. Saat ini produksi gas dari Proyek Jangkrik sudah mencapai 600 mmscfd.

Direktur Hulu Pertamina Syamsu Alam mengatakan, produksi hulu tercapai, sampai akhir November 2017 sudah 693.000 boepd dengan minyak dan gas masing-masing memberikan kontribusi 50%. 

“Paling besar kontribusi dari Pertamina EP Cepu sebesar 80.000 bph," kata Syamsu. Lalu kontribusi kedua datang dari PT Pertamina EP dan PHE. 

Meski beberapa target tak tercapai, SKK Migas masih bisa tersenyum lebar karena pendapatan negara melebihi target. 

"Outlook sekitar US$ 13 miliar dari US$ 12,2 miliar tahun ini," ujar Wisnu.

Amien mengatakan, pendapatan migas terdorong karena harga minyak mentah Indonesia atau Indonesian Crude Price (ICP) terus meningkat.

"Jadi bukan prestasi SKK Migas, kata dia.

Kementerian Keuangan juga lega dengan tren di industri migas ini. 

“Jika penerimaan negara melewati target Menteri Keuangan senang," katanya.

Lifting Under Target



The average production of ready-to-sell oil during January-December 12, 2017 reached 802,199 barrels per day (bpd) or 98.43% of the target in the APBN 2017 Changes of 815,000 bpd. Rerata produksi gas bumi siap jual (lifting) selama Januari-12 Desember 2017 mencapai 7.6.20 juta kaki kubik (Mlvlscfd) atau 118,32% dari target 6.440 MMscfd.

Kepala SKK Migas Amien Sunaryadi mengatakan bahwa target lifting minyak tersebut sulit tercapai. Pasalnya, menjelang akhir tahun, rata-rata produksi migas masih belum mencapai target.

“Kira-kira lifting 2017 hanya akan tercapai sekitar 98 % dan target yang ditetapkan dalam APNBP 2017  tuturnya, Kamis (14/12).

Berdasarkan data SKK Migas, per 12 Desember 2017, produksi minyak dan kondensat mencapai 786.504 bph dan gas bumi 7.824 MMscfd. Sementara itu, total lifting migas selama Januari-12 Desember 2017 mencapai 1,94 juta barel setara minyak per hari (boepd atau 97,96% dari target yang ditetapkan dalam APBN P 2017 sebesar 1,96 juta boepd.

Kendati lifting pada tahun ini tidak akan tercapai, pendapatan negara dari sektor tersebut diperkirakan melampaui target hingga akhir tahun. Target penerimaan negara dari migas dalam APBNP 2017 sebesar US$ 12,2 miliar. 

“Penerimaan negara kita dari migas akan di atas 100%. Itu dari lifting semuanya,” katanya.

Sebelumnya, analis hulu migas Wood Mac Johan Utama mengatakan bahwa untuk bisa mencapai target produksi yang telah ditetapkan pemerintah diperlukan upaya lebih keras lagi. Laju penurunan produksi tergolong lebih cepat, sehingga yang mungkin bisa dilakukan yakni memperlambat laju penurunan.

Kontraktor membutuhkan biaya sangat tinggi untuk menjaga produksi migas tidak turun. Langkah untuk menghentikan operasi lapangan migas akan mengakibatkan produksi turun. Berdasarkan data SKK Migas kuartal III/2017, penurunan produksi tertinggi Blok Sanga-Sanga sebesar 25 % dengan realisasi produksi 40.572 boepd. 

Penurunan produksi di Blok SES 4% dengan realisasi produksi 52.944 boepd. Blok East Kalimantan dan Attaka turun 3% dengan produksi migas sebanyak 34.315 boepd.

Pertamina One Step Again




PT Pertamina will certainly manage Mansouri Block, oil and gas area in Iran.

Business Sources knowing the negotiation process of the Government of Indonesia with the Government of Iran revealed that Pertamina immediately managed the Mansouri Block.

The Iranian government gave Pertamina exclusive rights to manage the block. Besides Mansouri, Pertamina also targeted Ab Teymour Block. However, Pertamina must compete with contractors from other countries to be able to have a share of participation in Ab Teymour.

Oil reserves from both oil and gas blocks in Iran reached 3 billion barrels. In fact, oil reserves in Indonesia currently only about 3.3 billion barrels.

With a reserve of 3.3 billion barrels, oil production will be exhausted within 11 years with no record of finding new reserves. Initially, the Government of Indonesia rejected Iran's offer to MAPNA, an Iranian-owned power company, in cooperation with PT Perusahaan Listrik Negara in the electricity sector. However, the government finally agreed on Iran's offer so that Pertamina could have a share of participation in the Mansouri Block.

EMR Deputy Minister of Energy Arcandra Tahar said that energy security does not have to be met and domestic sources. Japan for example, as a country that has no energy source, but is able to maintain energy security through import and investment of oil and gas in other countries.

This will be done Pertamina to increase oil and gas investment abroad so that it can strengthen the national oil and gas reserves. Head of Communications, Public Information Service and Cooperation Bureau of the Ministry of ESDM Agung Pribadi said it was not aware of the plan to sign oil and gas cooperation between Indonesia and Iran. According to him, there is no such schedule in January 2018.

"There is no such information, maybe Pertamina knows more details," he said on Thursday (14/12).

PT Pertamina will sign a Mansouri Block management contract in Iran by 2018. Upstream Director of Pertamina Syamsu Alam said earlier it will control 30 percent participation share and an Iranian partner of 20 percent. The remaining 50%, Pertamina will partner with other partners to manage the block with the type of Service Contract. The Iranian government has decided to sign the contract next year, April 2018.

"Well the Iranian government is requesting the signing of the year-end contract, April."

According to him, there are already other partners who showed interest to participate in managing the Mansouri Block. However, he was reluctant to mention because it is still in the conversation stage. The plan, Mansouri Block produces 250,000 to 300,000 barrels per day (bpd). From the oil produced, he called the company will bring it to Indonesia to meet the needs of fuel oil (BBM).

Mansouri is one of two blocks planned by Pertamina. Previously, there was the Ab-Teymour Block which was also included in the radar in order to increase the company's oil and gas production but ultimately only Mansouri could be agreed upon.

Pertamina Selangkah Lagi


PT Pertamina dipastikan akan mengelola Blok Mansouri, wilayah minyak dan gas bumi di Iran.

Sumber Bisnis yang mengetahui proses negosiasi Pemerintah Indonesia dengan Pemerintah Iran mengungkapkan, Pertamina segera mengelola Blok Mansouri.

Pemerintah Iran memberikan hak eksklusif kepada Pertamina untuk mengelola blok tersebut. Selain Mansouri, Pertamina juga mengincar Blok Ab Teymour. Namun, Pertamina harus bersaing dengan kontraktor dari negara lain untuk dapat memiliki saham partisipasi di Ab Teymour.

Cadangan minyak dari kedua blok migas di Iran itu mencapai 3 miliar barel. Padahal, cadangan minyak di Indonesia saat ini hanya sekitar 3,3 miliar barel.

Dengan cadangan 3,3 miliar barel, produksi minyak akan habis dalam waktu 11 tahun dengan catatan tidak ada penemuan cadangan baru. Pada awalnya, Pemerintah Indonesia menolak penawaran Iran agar MAPNA, perusahaan listrik milik Iran, bekerja sama dengan PT Perusahaan Listrik Negara di sektor kelistrikan. Namun, pemerintah akhirnya menyepakati penawaran Iran itu sehingga Pertamina bisa memiliki saham partisipasi di Blok Mansouri. 

Wakil Menteri ESDM Arcandra Tahar mengatakan bahwa ketahanan energi tidak harus dipenuhi dan sumber dalam negeri. Jepang misalnya, sebagai negara yang tidak memiliki sumber energi, tetapi mampu menjaga ketahanan energi baik melalui impor maupun investasi migas di negara lain.

Hal tersebut yang akan dilakukan Pertamina untuk meningkatkan investasi migas di luar negeri sehingga bisa memperkuat cadangan migas nasional. Kepala Biro Komunikasi, Layanan Informasi Publik, dan Kerja Sama Kementerian ESDM Agung Pribadi mengatakan pihaknya belum mengetahui rencana penandatanganan kerja sama di bidang migas antara Indonesia dengan Iran.  Menurutnya, belum ada jadwal tersebut pada Januari 2018.

"Belum ada infomiasi seperti itu. Mungkin Pertamina lebih tahu detailnya," ujarnya Kamis (14/12).

PT Pertamina akan menandatangani kontrak pengelolaan Blok Mansouri di Iran pada 2018. Direktur Hulu Pertamina Syamsu Alam sebelumnya mengatakan pihaknya akan menguasai saham partisipasi sebesar 30% dan mitra Iran sebesar 20%. Sisanya sebesar 50%, Pertamina akan menggandeng mitra lain untuk mengelola blok dengan jenis Service Contract itu. Pemerintah Iran telah menetapkan agar penandatanganan kontrak dilakukan tahun depan, yakni April 2018. 

"Nah Pemerintah Iran yang minta penandatanganan kontrak akhir tahun, April."

Menurutnya, sudah ada mitra lain yang menunjukkan minat untuk turut terlibat mengelola Blok Mansouri. Namun, dia enggan menyebut karena masih dalam tahap pembicaraan. Rencananya, Blok Mansouri menghasilkan 250.000 hingga 300.000 barel per hari (bph). Dari minyak yang dihasilkan, dia menyebut perseroan akan membawanya ke Indonesia untuk memenuhi kebutuhan bahan bakar minyak (BBM).

Mansouri merupakan satu dari dua blok yang rencananya dikuasai Pertamina. Sebelumnya, terdapat Blok Ab-Teymour yang juga masuk dalam radar agar bisa menambah produksi migas perseroan tapi akhirnya hanya Mansouri yang bisa disepakati.

Dikutip dari laman resmi NIOC, Iran akan melelang 50 wilayah kerja dengan sistem kontrak bagi hasil. Poin utama dalam kontrak kerja sama tersebut, seperti dikutip dari laman Herbert Smith Freehills, satu firma hukum internasional, Iran menggunakan sistem kontrak yang memungkinkan pengembalian biaya investor 

Untuk masa eksplorasi, ditetapkan 4 tahun dengan perpanjangan 2 tahun. Sementara itu, untuk tahap pengembangan dan produksi ditetapkan 20 tahun. Pemerintah akan menetapkan target produksi tapi akan disiapkan insentif bagi investor yang bisa memaksimalkan pengelolaan lapangan.

Adapun, perubahan kontrak kerja sama, mengacu pada laman itu, dikarenakan Iran ingin mencapai target investasi US$150 miliar yang harus masuk selama 5 tahun ke depan.

" Pertamina bagiannya 30%-an, 20% lokal, sisanya kita lagi mencari partner [mitra]," kata Syamsu.
