The Study of Kepodang Field Completed Beginning 2018

The Ministry of Energy and Mineral Resources will announce the results of a study of Kepodang Field's gas reserves, Muriah Block in early 2018.

Ministry of Energy and Mineral Resources through the Institute of Oil and Gas Research (Lemigas) is conducting Kepodang Field study related to emergency or kahar. Grand force alone is an event that emerges outside the control of the contractor affecting operations in the field.

Muriah Block operator Petronas Cargali Muriah Limited declared Kepodang Field Majority in early June 2017. The gas and oil and gas field located on the north coast of Java plummeted. It caused the gas and field disbursements to fall well under an agreed contract.

 Block Petronas Cargali Muriah Limited
Member of Lemigas Exploitation Research and Technology Development Program Group and Andy Setyo said that it is still undertaking a study on the subsurface to know the field reserves that start its first production in 2015.

According to him, until now can not be produced picture of reserve condition of Kepodang Field. He estimates that the process will be completed in the next 2-3 months.

"Hopefully, next year there will be a result," he said after attending the Global Methane Initiative Workshop at SKK Migas office on Monday (20/11). Under the gas sale and purchase agreement (PJBG), Kepodang field will supply 116 million cubic feet per day (MMSCFD) gas for 12 years to the Tambaklorok Steam Power Plant (PLTGU) in Semarang City.

However, with these conditions, Kepodang Field still has a gas distribution commitment until 2018 with daily production of about 70 MMscfd. Previously, Director of Upstream Oil and Gas Business Development of the Ministry of ESDM Tunggal said that conditions in the field showed that gas from Kepodang Field could not meet the distribution according to the contract.

On the block, Petronas Carigali Muriah Limited controls 80% participation stake and Saka Energi Muriah Limited by 20%.

NOT FULL OF CONTRACT

"Production capability does not match initial estimates at the time of field development so that the impact can not meet contracts with buyers," he said.

Deputy for Oil and Gas Operations SK Migas Fataryani Abdurahman said that as a result of the force's condition, Petronas is only able to supply 70 MMSCFD of contract deal of 116 MMscfd.

With gasoline powered by Petronas Caligali Muriah Limited as operator, gas supply will be distributed until 2018. Gas Kepodang sells for US $ 4.61 per MMBtu with escalation of 8.6% per year which is channeled to PLTGU Tambaklorok 1,000 megawatt (MW) . The gas that generates 600 MW of electricity is channeled through the Kepodang-Tambaklorok gas pipeline.

He explains, the declaration of majeure from the operator will be the basis to revise the contract of sale and purchase of gas. However, he said, need to wait opinion from the Research Institute of Oil and Gas, Ministry of Energy and Mineral Resources. In accordance with the gas sale and purchase agreement, the Oil and Gas Research Institute has been appointed as an independent party entitled to give opinion in the event of a force majeure.

"Thus, the declaration of the powers is necessary to revise the PJBG [Gas Sales and Purchase Agreement]. That is to prove, "he said.

Kajian Kepodang Selesai Awal 2018

Oil and Gas Block Auction Will Be Renewed Back

The government is considering extending the auction of oil and gas blocks for the first period of 2017. This will be done if government regulations (Government Regulation) on oil and gas contracts scheme for gross bills before the auction is completed on 27 November.

Director General of Oil and Gas at the Ministry of Energy and Mineral Resources Ego Syahrial said it hoped the government regulation governing taxation imposed in the gross split production sharing contract (PSC) could be issued before the auction closes.

The reason, although the incentives offered in the draft Government Regulation is welcomed by investors, legal black on white beleid is still needed.

"So, for example up to another week (Government Regulation gross split tax) has not come out. if necessary we extend (auction of oil and gas blocks), "he said in Jakarta, Thursday (16/11).

As it is known the government has held an auction of 15 oil and gas blocks since the middle of this year. As no one is interested, the auction period is then extended by the time limit of document access until November 20 and the entry of documents of participation maximum 27 November. So far, 19 oil and gas companies have taken the auction documents, but none have submitted any documents of participation.

Secretary of Oil and Gas Directorate Susyanto said that this is because the Government Regulation of gross split tax has not yet been issued.

"No one has entered the document yet. Hence oil and gas companies are still waiting for Government Regulation of gross split tax, "he said.

The block auctioned by the government recorded 15 blocks of oil and gas. 10 conventional oil and gas blocks and Ezra unconventional oil and gas blocks. A total of 10 blocks of oil and gas have the potential of oil reserves of about 830 million barrels and 22 trillion cubic feet of gas. While oil potential for five non-conventional oil and gas blocks is about 640 million barrels and 17 trillion cubic feet of gas.

For conventional oil and gas blocks auctioned through direct offerings are the Andaman I and Iaman Block II offshore Aceh, South Tuna offshore Natuna, Merak Lampung offshore and Banten-Lampung mainland, Pekawai offshore East Kalimantan, West Yamdena off beaches and mainland Maluku, and Kasuri III in West Papua.

While offered with regular auctions are the Block of Tongkol offshore Natuna, East Tanimbar off the coast of Maluku, and Mamberano on the mainland and off Papua monitor.

Furthermore, three unconventional oil and gas blocks auctioned through direct offerings are MNK Jambi I in Jambi, MNK II in Jambi and Sumatra, and GMB West Air Komering in South Sumatra. Finally, GMB Raja and GMB Bungamas in South Sumatra are offered through regular auctions.

For the progress of making Government Regulation of gross split tax, Susyanto explained, the design of the beleid has been completed. Currently, it is seeking the principal approval from the Head of State to begin the process of issuing the new regulation. Once approval is obtained, discussions will be made with the inter-ministerial committee (PAK).

Earlier, Deputy Minister of Energy and Mineral Resources Arcandra Tahar said, this Government Regulation will provide incentives for oil and gas companies. During the exploration period, oil and gas companies will be exempt from UN and Import Duty. Likewise for indirect taxes, oil and gas companies will not be charged during the exploration period, ie from the approval of the plan of development (POD) to first oil production.

"After that (from first oil to break even point / BEP), if the economy is not enough, then compensated with split," said Arcandra.

The economic level of this project is based on the calculations made during the compilation of POD.

Not only that, investors will also get the facility of deferring tax loss carry forward 10 years. This is because at the beginning of the oil and gas project, oil and gas companies have not yet earned revenue from the project. Furthermore, all expenses incurred until the first drops of oil are produced will be tax deductions for up to 10 years.

Licensing Simplification Meanwhile, the government continues to make it easier to raise national oil and gas investment. One of them is with the development of information system integration in the framework of granting of fiscal facility to the import of goods of operation for the purposes of Contractor Cooperation Contract (KKKS) for upstream oil and gas business activities by the Directorate General of Oil and Gas, Special Unit for Upstream Oil and Gas Business Activities (SKK Migas), and the Indonesian National Single Portal Portal Manager (INSW Government Regulation). Fiscal facility in question is the exemption of import duty, Import Value Added Tax (PPn) and Import Tax (PPh) Import.

Ego Syahrial said, Moreover, the peak of oil and gas business in Indonesia has passed in the Era 70s when production reached 1.7 million barrels per day (bpd). Therefore, the acceleration of administrative process and bureaucratic chain cutting need to be done to re-increase the upstream oil and gas sector investment. Because the oil and gas industry requires a long process to produce oil and gas, at least 10 years.

"Restoring it requires acceleration, can not carry on with business as usual," says Ego,

With this system, according to the Director General of Customs Heru Pambudi, the KKKS only need to submit a one-time document in submitting the application for the Proposal of Imported Goods (RKBI), Import Plan of Goods (RIB), up to the Decision Letter of Import Duty Exemption (BM) and Import Tax (PDRI).

Not only that, the total transactions conducted KKKS will be cut into two times with the time required to be only 24 working days.

Previously, oil and gas contractors had to apply to each of the agencies mentioned above. Thus, the total transactions reached six times to get the Masterlist Decree with total service time of 42 working days. Although, previously it and its KKKS have an integrated system, but the Directorate General of Oil and Gas, SKK Migas, and Government Regulation INSW has not been involved. This service can be utilized KKKS next year.

"For this first phase, piloting can be launched in March-April next year. Implementation, because usually testing takes 1-2 months, then normally the end of the first semester is life, "said Heru.

Until now, the provision of oil and gas facilities that have been issued by Customs in 2015 amounted to 1,392 decree with import value of USS 2.3 billion. Furthermore, this value increased in 2016 to US $ 3.9 billion in which issued 1,221 letters of decree.

In the future, the integration of this system is said to be expanded to connect with the Directorate General of Taxation, Directorate General of State Assets, and Directorate General of Budget, specifically for Upstream Oil and Gas Business activities. So it is expected to use data for the benefit of cost recovery, asset valuation of State Owned (BMN), and calculation of Oil and Gas Income Tax and oil and gas PNBP can be more accurate.

Lelang Blok Migas Berpotensi Kembali Diperpanjang

“Jadi, umpamanya sampai seminggu lagi (Peraturan Pemerintah pajak gross split) belum keluar. bila perlu kami perpanjang (lelang blok migas),” kata dia di Jakarta, Kamis (16/11).

Makanya perusahan migas masih menunggu Peraturan Pemerintah pajak gross split,” ujarnya.

Imports of Oil and Gas Contractor Goods Will be Shortened

The government hopes the oil and gas industry can produce oil and gas faster

Ministry of Energy and Mineral Resources (ESDM) signed a memorandum of understanding with the Directorate of Customs of the Ministry of Finance for the development of information system integration. The objective is the provision of fiscal facilities on the import of goods for the operation of KKKS for upstream oil and gas activities. KKKS is expected to work faster to produce oil and gas.

Just so you know, the Minister of Finance has long published this duty-free rule based on PMK No. 177/2007 regarding the exemption of import duty on the import of goods for upstream oil and gas and geothermal business activities. But all this time, the period of care is very long.

Director General of Customs, Heru Pambudi added that with this cooperation, the government will provide incentives for import duty exemption of imported goods for Contractor Cooperation Contract (KKKS) and tax exemption of imported goods both VAT and import tax. This synergy is expected to facilitate KKKS in applying for fiscal exemption facility on the import of operating goods for Upstream Oil and Gas business activities.

"Therefore, KKKS is expected to be interested in investing in exploration and exploitation in Indonesia," said Heru, at the ESDM Ministry office on Thursday (16/11).

After conducting system integration, service to the provision of fiscal facilities to the import of goods for the operation of KKKS for upstream oil and gas business activities will be faster. If the previous transaction is done six times, then after the integrated system will only be twice or faster 66%.

"As for the total time required in the management of this facility will only be 24 working days or approximately 42.8% faster," he explained.

With this synergy step is expected to import value can be bigger. Based on Customs data, the provision of oil and gas facilities that have been issued by Customs in 2015 as many as 1,392 decree of oil and gas facilities and in 2016 as many as 1,221 letters.

"The value of imports increased by US $ 2.3 billion in 2015 to US $ 13.9 billion in 2016. Our state revenues increase and if there is cost recovery we are efficiency," Heru said.

One example of the efficiency that KKKS can obtain through the provision of oil and gas facilities is the efficiency of 14 rigs worth Rp 300 billion. Head of SKK Migas Amien Sunaryadi also optimistic, this synergy will create efficiency from the budget side of cost recovery next year.

Because there will be time savings to take care of imported goods at customs. With synergy, the time spent by KKKS can be shorter. He has not been able to estimate what percentage of efficiency or the value of dollars that can be saved.

"But cost recovery will decrease because the time spent on KKKS is shorter, so KKKS personnel will be able to use the time for other work, so it is more productive," explained Amien

Director General of Oil and Gas of the ESDM Ministry Ego Syahrial explained that the purpose of this cooperation is for the upstream oil and gas industry to return on the track. One of them is efforts to increase oil and gas production. Because oil needs reached 1.6 million barrels per day. But production is only 800,000 barrels per day.

Under these conditions, Indonesia must import about 800,000 oil per day. Therefore, it is hoped that KKKS can perform production quickly by simplifying the license and free of excise duty on KKKS production goods.

"The average time to produce oil from a field oil and gas reaches 10 years," he said.

He stated that currently there are several strategic upstream oil and gas projects such as IDD project in Bangka Strait Makassar, Tangguh Train 3 project, Tiung Biru field project, and the largest is Masela Field development in Eastern Indonesia.

In addition to increasing production, Ego is hoping with this synergy then the investment target next year of US $ 13.5 billion can be achieved. This year, oil and gas investment target of US $ 14 billion is difficult to achieve. As of October, oil and gas investment realization was only US $ 6.4 billion.

"Beginning in 2018, the oil and gas investment activities are expected to be more enthusiastic, with many groundbreaking projects such as Tiung Biru project, Duri-Dumai pipeline, and next year we hope that oil and gas fields will be onstream," Ego explained.

Impor Barang Kontraktor Migas Akan Dipersingkat

"Nilai impor yang meningkat dali US$ 2.3 miliar tahun 2015 menjadi US$ 13,9 miliar di tahun 2016.

Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM Ego Syahrial menjelaskan, tujuan kerjasama ini agar industri hulu migas kembali on the track. Salah satunya upaya meningkatkan produksi migas. Sebab kebutuhan minyak mencapai 1,6 juta barel per hari.

Hingga Oktober, realisasi investasi migas hanya US$ 6,4 miliar.

"Awal tahun 2018 kegiatan investasi migas kami harapkan bergairah lagi.
