Gas Price US $ 6 Difficult Implemented



Gas price of US $ 6 per mmbtu can not be realized. Up to now only eight companies enjoy the facility. Another 76 companies are still buying gas at US $ 8-14 per mmbtu. In fact, Presidential Regulation No. 40 of 2016 on the Determination of Gas Prices mandated gas prices of US $ 6 per mmbtu since January 1, 2016.

The price of industrial gas in the country is much more expensive than in other countries. Japan, South Korea and China set a gas price of US $ 4-4.55 per mmbtu. While Singapore is around US $ 4-5 per mmbtu, Malaysia US $ 4.47 per mmbtu, and Vietnam US $ 7.5 per mmbtu.

Due to expensive gas prices, the domestic industry is difficult to compete with the industries of other countries. Gas prices in Indonesia are still high due to the length of the distribution chain, inadequate gas infrastructure, the high cost of logistics, and the number of traders (traders) who play.



This was revealed in an Investor Daily interview with members of the Committee of the Oil and Gas Downstream Regulatory Agency (BPH Migas) Jugi Prajogio, Head of Communications, Public Information Service and Cooperation Bureau of the Ministry of Energy and Mineral Resources Dadan Kusdiana, member of Commission VII DPR Eni Maulani Saragih, and President Director of Pertamina Hulu Energi Gunung Sardjono Hadi.

The same thing was stated by Secretary General of the Ministry of Industry Haris Munandar, Upstream Chemical Director of the Ministry of Industry Muhammad Khayam, Corporate Secretary of PT Perusahaan Gas Negara Tbk (PGN) Rachmat Hutama, and oil and gas observer who is also Executive Director of ReforMiner Institute Komaidi Notonegoro. They were contacted separately in Jakarta, Thursday (9/11).

The gas pricing of US $ 6 per mmbtu at the user industry level (end user) is in Presidential Regulation 40/2016 on Gas Pricing. Presidential Regulation 40/2016 is completed by Regulation of the Minister of Energy and Mineral Resources No. 40 of 2016 on Natural Gas Prices for Certain Industries.

The regulation is aimed at stimulating the acceleration of economic growth and enhancing the competitiveness of national industries. The Presidential Regulation is a follow up of the gas price reduction plan in the Economic Policy Package III released in October 2015.

There are eight industry sectors that are entitled to buy gas at US $ 6 per mmbtu at user industry level, namely fertilizer industry, petrochemical industry, oleo chemical industry, steel industry, ceramic industry, glass industry and glove industry.

From 84 companies, which have obtained US gas price of 6 per mmbtu since the beginning of this year only eight companies. They are engaged in petrochemical industry, fertilizer and steel. The eight companies are PT Pupuk Kalimantan Timur, PT Pupuk Kujang Cikampek, PT Pupuk Sriwidjaja Palembang, PT Pupuk Iskandar Muda, PT Petrokimia Gresik, PT Krakatau Steel Tbk, PT Kaltim Parna Industri, and PT Kaltim Methanol Industri.

Discussion of the Coordinating Minister

According to the Head of Communications, Public Information Services and Cooperation Bureau of the Ministry of Energy and Mineral Resources, Dadan Kusdiana, the decline in gas prices for industry is still waiting for discussion at the level of the Coordinating Ministry of Economic Affairs.

"The Ministry of Industry has sent a letter of recommendation of any industry that gets a decrease in gas prices," he said.

However Dadan can not be sure how long the discussion at the level of the Coordinating Ministry.

"Now that process is the stage. Hopefully before the end of the year is over, "he said.

He added that there are four industrial sectors that have not enjoyed the decline in gas prices, namely the ceramics industry, glass, oleo chemicals, and rubber gloves. While the three industries that have been getting the decline in gas prices since the beginning of this year are the fertilizer industry, petrochemicals, and steel.

Dadan explained that the mechanism of reducing the price of industrial gas begins with the recommendation of the Ministry of Industry to the Ministry of Energy and Mineral Resources. Then the recommendations were discussed across ministries in meetings at the Coordinating Ministry for the Economy.

The mechanism is in accordance with Presidential Instruction No. 4 of 2017. The Presidential Instruction states that ministerial regulations affecting other sectors should be coordinated through their respective Coordinating Ministries.

BPH Migas Committee member Jugi Prajogio said a number of measures are underway to reduce gas prices, including reviewing the toll fee of the transmission pipeline. For example the toll fee for Arun-Belawan is down from US $ 2.53 per mmbtu to US $ 1,545 / mmbtu.

"For Arun-Belawan gas price could drop US $ 1 / MMBTU," he said.

Jugi explained, the study was also conducted for toll fee of Gunung Magang pipeline to Singa Station and Cilegon pipeline owned by PT Majuko. Then the pipe segment is still a lot of his shipper and has many customers, for example PGN's SSWJ segment.

"BPH is involved from the beginning of planning to implementation of the work. BPH supports the Ministry of Energy and Mineral Resources efforts to determine the commercial margin and the return on investment (IRR) for the construction of distribution pipelines, "he said.

On the other hand, House Commission VII member Eni Maulani Saragih stated that although President Jokowi has been approved by Presidential Regulation issued last year, even with the Regulation of the Minister of Energy and Mineral Resources as its derivative regulation, the gas price of US $ 6 per mmbtu has not been fully realized.

"We have repeatedly held work meetings with the Minister of Energy and Mineral Resources since led by Sudirman Said to Ignasius Jonan. The answer about the related gas price reduction has not been satisfactory.

Up to now, there is still higher upstream gas prices than the provisions of the Presidential Regulation or the Minister of Energy and Mineral Resources Regulation.

"For example, Pertamina Hulu Energi West Madura Offshore (PHE WMO) gas price could reach US $ 7.8 per mmbtu," She said.

Eni regretted that the signed Regulation was not implemented properly.

"We hope the regulation will be realized so that its effet multiplier will soon be felt. "If not implemented, why make the rules," She said.

Pertamina Hulu Energi President Director, Sardjono Hadi, said that the company is continuing to make cost efficiency on all fronts, such as procurement of goods and services that are centralized so as to obtain standard quality and higher discounts.

"The organization of SSO (share service organization) has been implemented since September 1, 2017, so that time sharing and the effect can be cost reduction," he said.

New rules

Secretary General of the Ministry of Industry Haris Munandar revealed that the implementation of the decline in gas prices for industry to the level of US $ 6 per mmbtu is still awaiting approval of the latest draft Minister of Energy and Mineral Resources. Currently the draft Ministerial Regulation is still awaiting further process at the Coordinating Ministry of Marine Affairs.

"There are still 76 companies that are still waiting for certainty of the decline in gas prices, can only be realized after the draft of the Minister's Regulation is signed," he said.

Haris explains, the problem of the high price of gas is a chain of distribution that is too long, so there must be disconnected to suppress the price.

"It is difficult for the government to cut costs in gas distribution," he said.

In fact, according to him, if the price of gas falls, the government gets reciprocal of tax revenue due to the growth of the gas user industry, in the form of value added tax (VAT), corporate income tax (PPh), or other taxes.

However, gas providers still have to reduce profit margins. For initial application, reduced cost of distribution costs can be borne by the government in advance by looking at the overall cost structure.

"So, it is clear there is something that can be obtained from the government. If the industry can increase production, then the government revenue will be bigger, "he said.

Upstream Chemical Director of the Ministry of Industry Muhammad Khayam believes that the new Regulation of the Minister of Energy and Mineral Resources will be more effective in lowering gas prices because this regulation reaches downstream and regulates toll fees. That way, gas prices are expected to fall US $ 0.5-1 per mmbtu. Based on data from the Ministry of Industry, this year's industrial gas demand reached 2,70,39 mmscfd.

"The determination of the toll fee is more effective because previously there was no specific limit on the cost of gas distribution. This plan has been in existence since 2015, "he said.

Moreover, usually toll fees for downstream industries are more expensive, because the position is far from gas sources. While the cost of distribution for the upstream industry is usually smaller because it is close to the gas source.

"This is one source of difficulty in lowering gas prices, moreover many user industries are downstream sectors, where gas is used as energy, not raw materials," he said.

Meanwhile, PGN Corporate Secretary Rachmat Hutama said that as a SOE, PGN will support and implement any government policies or decisions, including the policy of lowering the industry price to US $ 6 per mmbtu.

"As we know, the purpose of the decline in gas prices is the step of President Jokowi's government to improve the competitiveness of national industries," he said.

Rachmat explained that the gas price incentive is one of them for industries in Industrial Zone (KI) Medan, whose gas supply is managed by PGN. The company which floored in Indonesia Stock Exchange (BEI) with PGAS stock code has lowered gas price in Medan Industrial Estate.

"After discussing with all related parties, starting from the Ministry of Energy and Mineral Resources, the Ministry of Industry and Pertamina and industry players in Medan, it was decided that gas price will decrease from US $ 12.22 per mmbtu to US $ 9.95, retroactively since February 1, 2017 , "He explained.

He explained that significant gas price incentives can be given because PGN is aggregating national gas pipeline infrastructure. According to Rachmat Hutama, the cost of managing and distributing natural gas is not only done on one gas pipeline segment, but in aggregation or unified in all PGN pipelines in 12 provinces and 19 cities / districts.

"As a result, the cost of distribution and pipeline management to customers is more efficient and transparent and accountable," he said.

In its development, industrial gas price incentives have a positive impact for all parties, especially the industries that increase their production. It is illustrated in the increasing consumption of industrial gas, especially in Medan Industrial Estate.

"Overall, government-to-industry incentives also resulted in a 17% increase in PGN's natural gas distribution volume - since the incentive has been granted," he said.

Still Expensive

Oil and gas observer / Executive Director of ReforMiner Institute Komaidi Notonegoro said gas prices in other countries are cheaper because there is a component of subsidies from the government. Their government subsidizes. So the price of gas for household, industry, and electricity customers there are different, "he said.

He pointed out, in Japan, South Korea and China, the price of gas is only US $ 4-4.55 per mmbtu, in Singapore US $ 4-5, Malaysia US $ 4.47 and Vietnam US $ 7.5 per mmbtu.

"Logically, Singapore alone buys gas from Indonesia on long-term contracts, costing around US $ 8-9 per mmbtu. They have no gas source, so buy from other countries, such as Indonesia. So, there is a component of subsidies in the final consumer, "he explained.

In Indonesia, according to Komaidi Notonegoro, the price of gas from the mouth of the mine alone has reached an average of US $ 6-7 per mmbtu.

"There is indeed gas from several Pertamina fields that cost US $ 4 per mmbtu, but the amount is limited. The price was not added yet other costs such as toll fees, "said Komaidi.

Thus, it is quite hard to realize the gas price of US $ 6 per mmbtu as mandated by Presidential Regulation 40/2016.

"Unless the government acts like a Bulog for gas. But it is difficult because the government does not have the facilities, "he said.

Komaidi fears that the US $ 6 per mmbtu gas price determination is not based on a deep academic review by looking at various aspects.

"If it can not be realized, it should be revised only its Presidential Regulation," he stressed.

He added that if the government would later subsidize the industry, it would have to go through in-depth study. For example, whether the industry in practice is really economical. It should also be seen how much the portion of gas prices to the cost of production.

"Do not let the subsidy has been given, the upstream industry is also pressed so difficult to develop. In fact, its downstream not efficient. So, it will be futile also later, "he said.

Based on data from SKK Migas, at the end of 2016 gas price in East Java is around US $ 8.01-8,05 per mmbtu, western Java US $ 9,14-9,18 per mmbtu, in Sumatra region US $ 13,9- 13.94 per mmbtu. Apart from Pertamina, gas supply comes from PGN.

So far PGN is the largest gas distributor in Indonesia for the downstream sector, with a contribution of about 70%. A number of studies say, the policy of cheap gas prices should be done by involving various components, from upstream, transmission, distribution, to taxes and margins.

In the upstream, the decline can be done by reducing the share of government in the context of profit sharing with KKKS. In addition, there should be a pricing that is not solely based on the economy, but is associated with the price of oil. For the transmission side, the price reduction can be done through the optimization of open access pipes.

While on the distribution side, the decline in gas prices can be done through the optimization of distribution pipelines to be utilized by others. In terms of taxes and margins, components that can be used to reduce gas prices are to provide tax incentives for business entities, to reduce the contribution of BPH Migas to open access pipes, and through limits on gas trade margins

Due to the high price of gas, a number of industries have difficulty producing. Even 45 manufacturing factories have just been declared closed due to high gas prices. Of that number, as many as 36 are rubber glove factories, eight ceramics factories, and one sheet glass factory.

Harga Gas US$ 6 Sulit Diwujudkan


Harga gas US$ 6 per mmbtu belum bisa diwujudkan. Hingga kini hanya delapan perusahaan yang menikmati fasilitas tersebut. Sebanyak 76 perusahaan lainnya masih membeli gas seharga US$ 8-14 per mmbtu. Padahal, Peraturan Presiden Nomor 40 Tahun 2016 tentang Penetapan Harga Gas Bumi mengamanatkan harga gas US$ 6 per mmbtu sejak 1 Januari 2016.

Harga gas industri di dalam negeri jauh lebih mahal dibanding di negara-negara lain. Jepang, Korea Selatan, dan Tiongkok menetapkan harga gas US$ 4-4,55 per mmbtu. Sedangkan Singapura berkisar US$ 4-5 per mmbtu, Malaysia US$ 4,47 per mmbtu, dan Vietnam US$ 7,5 per mmbtu.

Karena harga gas mahal, industri di dalam negeri sulit bersaing dengan industri negara-negara lain. Harga gas di Indonesia masih tinggi akibat panjangnya mata rantai distribusi, belum memadainya infrastruktur gas, mahalnya biaya logistik, serta banyaknya pedagang (trader) yang bermain.

Hal itu terungkap dalam wawancara Investor Daily dengan anggota Komite Badan Pengatur Hilir Minyak dan Gas Bumi (BPH Migas) Jugi Prajogio, Kepala Biro Komunikasi, Layanan Informasi Publik dan Kerja Sama Kementerian Energi dan Sumber Daya Mineral (ESDM) Dadan Kusdiana, anggota Komisi VII DPR Eni Maulani Saragih, serta Presiden Direktur Pertamina Hulu Energi Gunung Sardjono Hadi.

Hal senada dikemukakan Sekretaris Jenderal Kementerian Perindustrian Haris Munandar, Direktur Kimia Hulu Kementerian Perindustrian  Muhammad Khayam, Sekretaris Perusahaan PT Perusahaan Gas Negara Tbk (PGN) Rachmat Hutama, serta pengamat migas yang juga Direktur Eksekutif ReforMiner Institute Komaidi Notonegoro. Mereka dihubungi secara terpisah di Jakarta, Kamis (9/11).

Penetapan harga gas sebesar US$ 6 per mmbtu di tingkat industri pengguna (end user) ada dalam Peraturan Presiden 40/2016 tentang Penetapan Harga Gas Bumi. Peraturan Presiden 40/2016 dilengkapi Peraturan Menteri ESDM No 40 Tahun 2016 tentang Harga Gas Bumi untuk Industri Tertentu. 

Regulasi itu ditujukan untuk mendorong percepatan pertumbuhan ekonomi dan peningkatan daya saing industri nasional. Peraturan Presiden itu merupakan tindak lanjut dari rencana penurunan harga gas dalam Paket Kebijakan Ekonomi III yang dirilis Oktober 2015.

Ada delapan sektor industri yang berhak membeli gas seharga US$ 6 per mmbtu di tingkat industri pengguna, yaitu industri pupuk, industri petrokimia, industri oleo kimia, industri baja, industri keramik, industri kaca, dan industri sarung tangan.

Dari 84 perusahaan, yang sudah memperoleh harga gas US 6 per mmbtu sejak awal tahun ini hanya delapan perusahaan. Mereka bergerak dibidang industri petrokimia, pupuk dan baja. Ke-8 perusahaan itu adalah PT Pupuk Kalimantan Timur, PT Pupuk Kujang Cikampek, PT Pupuk Sriwidjaja Palembang, PT Pupuk Iskandar Muda, PT Petrokimia Gresik, PT Krakatau Steel Tbk, PT Kaltim Parna Industri, dan PT Kaltim Methanol Industri.

Pembahasan Menteri Koordinator 

Menurut Kepala Biro Komunikasi, Layanan Informasi Publik, dan Kerja Sama Kementerian ESDM Dadan Kusdiana, penurunan harga gas untuk industri masih menunggu pembahasan di tingkat Kementerian Koordinator Perekonomian.

“Kementerian Perindustrian sudah mengirimkan surat rekomendasi industri mana saja yang mendapatkan penurunan harga gas,” tutur dia.

Namun Dadan tidak bisa memastikan berapa lama pembahasan di level Kementerian Koordinator. 

“Sekarang sudah proses itu tahapannya. Mudah-mudahan sebelum akhir tahun sudah selesai,” ujar dia.

Dia menambahkan, ada empat sektor industri yang belum menikmati penurunan harga gas, yaitu industri keramik, kaca, oleo kimia, dan sarung tangan karet. Sedangkan tiga industri yang sudah mendapatkan penurunan harga gas sejak awal tahun ini yaitu industri
pupuk, petrokimia, dan baja.

Dadan menerangkan, mekanisme penurunan harga gas industri diawali rekomendasi Kementerian Perindusterian kepada Kementerian ESDM. Kemudian rekomendasi itu dibahas lintas kementerian dalam rapat di Kementerian Koordinator Perekonomian.

Mekanisme tersebut sesuai Instruksi Presiden (Inpres) No 4 Tahun 2017. Instruksi Presiden  ini menyatakan bahwa peraturan menteri yang berdampak pada sektor lain harus dikoordinasikan melalui Kementerian Koordinator masing-masing.

Anggota Komite BPH Migas Jugi Prajogio mengungkapkan, sejumlah langkah sedang dilakukan untuk menekan harga gas, di antaranya mengkaji ulang toll fee pipa transmisi. Misalnya toll fee untuk Arun-Belawan turun dari US$ 2,53 per mmbtu menjadi US$ 1,545/mmbtu.

“Untuk Arun-Belawan harga gas bisa turun US$ 1/ MMBTU,” ucap dia.

Jugi menjelaskan, kajian juga dilakukan untuk toll fee ruas pipa Gunung Magang ke Singa Station serta ruas pipa Cilegon milik PT Majuko. Kemudian ruas pipa yang masih banyak shipper-nya dan memiliki banyak pelanggan, misalnya ruas SSWJ milik PGN.

“BPH terlibat sejak awal perencanaan sampai pelaksanaan pekerjaan. BPH mendukung upaya Kementerian ESDM untuk menetapkan margin niaga dan hasil pengembalian investasi (internal rate of return/IRR) bagi pembangunan pipa distribusi,” tegas dia.

Di sisi lain, anggota Komisi VII DPR Eni Maulani Saragih mengemukakan, meski sudah ditetapkan Presiden Jokowi melalui Peraturan Presiden yang diterbitkan tahun lalu, bahkan sudah dilengkapi Peraturan Menteri ESDM sebagai Regulasi turunannya, harga gas di level US$ 6 per mmbtu belum terealisasi seluruhnya.

“Kami sudah berulang kali menggelar rapat kerja dengan Menteri ESDM sejak dipimpin oleh Sudirman Said hingga Ignasius Jonan. Jawaban tentang terkait penurunan harga gas belum memuaskan. 

“Hanya tiga sektor industri yang mendapatkan penurunan harga. Padahal, masih banyak industri yang menantikan janji Presiden," kata Eni

Hingga kini, masih ada harga gas di hulu yang lebih tinggi dari ketentuan Peraturan Presiden atau Peraturan Menteri ESDM. 

“Contohnya harga gas Pertamina Hulu Energi West Madura Offshore (PHE WMO), bisa sampai US$ 7,8 per mmbtu,” tutur dia.

Eni menyayangkan Regulasi yang telah ditandatangani itu tidak diimplementasikan dengan baik. 

“Kami berharap peraturan tersebut segera direalisasikan agar multiplier effet-nya segera terasa. “Kalau tidak dilaksanakan, buat apa membuat peraturan,” kata dia. 

Presiden Direktur Pertamina Hulu Energi Gunung Sardjono Hadi mengatakan, pihaknya terus berupaya melakukan efisiensi biaya di segala lini, misalnya pengadaan barang dan jasa yang tersentralisasi sehingga memperoleh kualitas yang standar dan potongan harga lebih besar.

“Organisasi SSO (share service organization) sudah kami terapkan sejak 1 September 2017, sehingga bisa time sharing dan efeknya bisa cost reduction,” ujar dia.

Peraturan Baru

Sekjen Kementerian Perindustrian Haris Munandar mengungkapkan, implementasi penurunan harga gas untuk industri ke level US$ 6 per mmbtu masih menunggu pengesahan draf Peraturan Menteri ESDM terbaru. Saat ini draf Peraturan Menteri tersebut masih menunggu proses lebih lanjut di Kementerian Koordinator Kemaritiman.

“Masih ada 76 perusahaan yang masih menunggu kepastian penurunan harga gas, hanya bisa direalisasikan setelah draf Peraturan Menterinya ditandatangani,” kata dia. 

Haris menjelaskan, permasalahan mahalnya harga gas adalah rantai distribusi yang terlalu panjang, sehingga harus ada yang diputus untuk menekan harga. 

“Memang sulit bagi pemerintah untuk memotong biaya dalam distribusi gas,” ucap dia.

Padahal, menurut dia, jika harga gas turun, pemerintah mendapatkan timbal balik dari penghasilan pajak akibat bertumbuhnya industri pengguna gas, baik berupa pajak pertambahan nilai (PPN), pajak penghasilan (PPh) badan, maupun pajak-pajak lainnya.

Meski demikian, perusahaan penyedia gas tetap harus mengurangi margin keuntungan. Untuk penerapan awal, beban biaya distribusi yang dikurangi bisa ditanggung pemerintah terlebih dahulu dengan melihat struktur beban biaya secara keseluruhan.

“Jadi, sudah jelas ada yang bisa didapatkan dari pemerintah. Kalau industri bisa meningkatkan produksi maka pendapatan pemerintah lebih besar,” kata  dia.

Direktur Kimia Hulu Kementerian Perindusterian Muhammad Khayam yakin Peraturan Menteri ESDM yang baru akan lebih efektif menurunkan harga gas karena aturan ini menjangkau hingga hilir dan mengatur toll fee. Dengan begitu, harga gas diharapkan bisa turun US$ 0,5-1 per mmbtu.  Berdasarkan data Kementerian Perindusterian, kebutuhan gas industri tahun ini mencapai 2.70,39 mmscfd.

“Penentuan toll fee ini lebih efektif karena sebelumnya tidak ada batasan tertentu mengenai biaya distribusi gas. Rencana ini sebenarnya sudah ada sejak 2015,” tutur dia.

Apalagi, biasanya toll fee untuk industri hilir lebih mahal, karena posisinya jauh dari sumber gas. Sedangkan biaya distribusi untuk industri hulu biasanya lebih kecil karena dekat dengan sumber gas.

“Inilah salah satu sumber kesulitan dalam menurunkan harga gas, apalagi banyak industri pengguna merupakan sektor hilir, di mana gas digunakan sebagai energi, bukan bahan baku,” papar dia. 

Sementara itu, Sekretaris Perusahaan PGN Rachmat Hutama mengemukakan, sebagai BUMN, PGN akan mendukung dan menjalankan setiap kebijakan atau keputusan pemerintah, termasuk kebijakan menurunkan harga industri ke level US$ 6 per mmbtu.

“Seperti kita ketahui, tujuan penurunan harga gas tersebut merupakan langkah pemerintahan Presiden Jokowi untuk meningkatkan daya saing industri nasional,” ujar dia.

Rachmat menjelaskan, insentif harga gas tersebut salah satunya untuk industri di Kawasan Industri (KI) Medan yang pasokan gasnya dikelola PGN. Perusahaan yang melantai di Bursa Efek Indonesia (BEI) dengan kode saham PGAS ini telah menurunkan harga gas di Kawasan Industri Medan.

“Setelah melakukan pembahasan dengan seluruh pihak terkait, mulai Kementerian ESDM, Kementerian Perindusterian, Pertamina, dan pelaku industri di Medan, diputuskan harga gas turun dari US$ 12,22 per mmbtu menjadi US$ 9,95, berlaku surut sejak per 1 Februari 2017,” papar dia.

Dia menerangkan, insentif harga gas yang cukup signifikan itu bisa diberikan karena PGN melakukan agregasi infrastruktur pipa gas bumi secara nasional. Menurut Rachmat Hutama, biaya pengelolaan dan pendistribusian gas bumi tidak hanya dilakukan pada satu ruas pipa gas bumi, tetapi di agregasi atau disatukan secara keseluruhan di semua pipa PGN di 12 provinsi dan 19 kota/kabupaten. 

“Hasilnya, biaya distribusi dan pengelolaan pipa sampai ke pelanggan lebih efisien serta transparan dan akuntabel,” kata dia.

Dalam perkembangannya, insentif harga gas industri berdampak positif bagi semua pihak, terutama industri yang meningkatkan produksinya. Hal itu digambarkan pada peningkatan konsumsi gas industri, khususnya di Kawasan Industri Medan.

“Secara keseluruhan, insentif dari pemerintah ke industri ini juga membuat peningkatan volume penyaluran gas bumi PGN sebesar 17%- sejak insentif tersebut diberikan,” ujar dia.

Masih Mahal

Pengamat migas/Direktur Eksekutif ReforMiner Institute Komaidi Notonegoro mengatakan, harga gas di negara lain lebih murah karena ada komponen subsidi dari pemerintah. Pemerintah mereka memberikan subsidi. Maka harga gas untuk pelanggan rumah tangga, industri, dan kelistrikan di sana berbeda-beda,” ujar dia.

Dia mencontohkan, di Jepang, Korea Selatan, dan Tiongkok, harga gas hanya US$ 4-4,55 per mmbtu, di Singapura US$ 4-5, Malaysia US$ 4,47, dan Vietnam US$ 7,5 per mmbtu.

“Logikanya, Singapura saja membeli gas dari Indonesia dengan kontrak jangka panjang, harganya berkisar US$ 8-9 per mmbtu. Mereka tidak punya sumber gas, sehingga membeli dari negara lain, seperti Indonesia. Jadi, ada komponen subsidi di konsumen akhir,” papar dia.

Di Indonesia, menurut Komaidi Notonegoro, harga gas dari mulut tambang saja rata-rata sudah mencapai US$ 6-7 per mmbtu. 

“Memang ada gas dari beberapa lapangan Pertamina yang harganya US$ 4 per mmbtu, namun jumlahnya terbatas. Harga itu pun belum ditambah biaya lain seperti toll fee,” kata Komaidi.

Dengan demikian, cukup berat untuk merealisasikan harga gas US$ 6 per mmbtu seperti diamanatkan Peraturan Presiden 40/ 2016.

“Kecuali kalau pemerintah berperan seperti Bulog untuk gas. Tapi itu sulit karena pemerintah tidak memiliki fasilitas,” ucap dia.

Komaidi khawatir penetapan harga gas US$ 6 per mmbtu tidak didasarkan pada kajian akademis yag mendalam dengan melihat berbagai aspek menyeluruh. 

“Kalau memang tidak bisa direalisasikan, sebaiknya direvisi saja Peraturan Presiden-nya,” tegas dia.

Dia menambahkan, jika pemerintah kelak memberi subsidi kepada industri, itu pun harus melalui kajian mendalam. Misalnya apakah industri tersebut dalam praktiknya benar-benar sudah ekonomis. Juga harus dilihat berapa besar porsi harga gas terhadap biaya produksi. 

“Jangan sampai subsidi sudah telanjur diberikan, industri hulu juga ditekan sehingga sulit berkembang. Nyatanya, di hilirnya yang tidak efisien. Jadi, akan sia-sia juga nantinya,” tutur dia.

Berdasarkan data SKK Migas, pada akhir 2016 harga gas di Jawa Timur berkisar US$ 8,01-8,05 per mmbtu, Jawa bagian barat US$ 9,14-9,18 per mmbtu, di wilayah Sumatera US$ 13,9-13,94 per mmbtu. Selain dari Pertamina, pasokan gas berasal dari PGN.

Sejauh ini PGN merupakan distributor gas terbesar di Indonesia bagi sektor hilir, dengan kontribusi sekitar 70%. Sejumlah kajian menyebutkan, kebijakan harga gas murah harus dilakukan dengan melibatkan berbagai komponen, mulai dari hulu, transmisi, distribusi, hingga pajak dan margin.

Di hulu, penurunan bisa dilakukan dengan mengurangi porsi pemerintah dalam konteks bagi hasil dengan KKKS. Selain itu, perlu ada penetapan harga yang tidak semata-mata berdasarkan keekonomian, namun dikaitkan dengan harga minyak. Untuk sisi transmisi, penurunan harga bisa dilakukan melalui optimalisasi pipa open acces. 

Sedangkan pada sisi distribusi, penurunan harga gas bisa dilakukan melalui optimalisasi pipa distribusi untuk dimanfaatkan pihak lain. Dari sisi pajak dan margin, komponen yang bisa digunakan untuk menekan harga gas adalah memberikan insentif pajak bagi badan usaha, mengurangi iuran BPH Migas untuk pipa open access, serta melalui pembatasan margin niaga gas 

Akibat mahalnya harga gas, sejumlah industri kesulitan berproduksi. Bahkan 45 pabrik industri manufaktur baru saja dinyatakan tutup akibat mahalnya harga gas. Dari jumlah itu, sebanyak, 36 merupakan pabrik sarung tangan karet, delapan pabrik keramik, dan satu pabrik kaca lembaran.

2018, Mahakam Block Production Targeted 1,100 MMSCFD



PT Pertamina Hulu Indonesia, a subsidiary of state oil and gas company PT Pertamina, targets to produce 11,100 million cubic feet per day (mmscfd) of next year's Mahakam block gas production. This figure is down 14.19% from the current gas production position of 1,282 mmscfd.

President Director of Pertamina Hulu Indonesia, Bambang Manumayoso, said that the Mahakam block is a oil and gas block that has entered the fourth phase or decreased production. If no effort is made, the rate of decline in production of this block can reach about 50%. However, it will restrain the rate of this decline in the range of 20-25%.

"In 2018, gas production is targeted at 1,100 mmscfd and oil / condensate 48 thousand barrels per day (bpd)," he said in a media workshop in Jakarta on Thursday (9/11).

In his explanation, if there is not any activity in the Mahakam Block, then gas production could drop drastically to 934 mmscfd and oil 25,717 bpd. However, with drilling and re-working the well layer, it is optimistic to maintain oil and gas production in the Mahakam block.

In detail, it will drill 55-57 development wells, re-work in 132 wells, run maintenance for 5601 wells, and work on up to seven plans of future development (POFD). The amount of these activities is potentially added if the price of crude oil gets better.

"Initial plan, we will only drill 55 development wells, but then there are five additional wells from the new POD (plan of development). But it can grow 15 wells or become 70 wells if oil prices improve at US $ 60-70 per barrel, "he explained.

Admittedly, because the price of oil fell drastically, it is selective in choosing drilling wells. This is to ensure that operations in the Mahakam Block can be run at a low cost so that the economy is maintained. If the price of oil reaches US $ 100 per barrel, it does not hesitate to execute all well drilled wells.

Currently, it is applying for two new PODs. In the five approved POD, the company is focused on drilling in the Mahakam delta area, not offshore. In the two newly proposed POD, the company plans to add offshore offshore, including additional new platforms.

"The potential at South Mahakam is also included in two PODs. If it can be accelerated, then at the end of 2018 can be drilled and continued in 2019, "he explained.

For that, it set aside funds of up to US $ 1.8 billion to finance the Mahakam block next year, namely for investment of US $ 700 million and operations of US $ 1.1 billion. Funding comes from Pertamina's cash.

"This is a commitment that Pertamina must finance the Mahakam block to make its production better," said Bambang.

Gas production is projected to rise to 1,207 mmscfd by 2019, 1,268 mmscfd by 2020, and fall slightly to 1,267 by 2021. Correspondingly, oil and condensate production is projected to increase to 42 thousand bpd by 2019, 43,184 by 2020, down slightly to 41,850 bpd at 2021.

It is said Bambang, recovery factor Mahakam block is still pretty good. For oil, the drainage rate is still in the range of 43-45%, although other old fields can be only 20%. For gas, recovery factor is still about 60%, only slightly down from the optimum level which is 80% average. In addition, oil and gas reserves and resources in the Mahakam block are still 57 billion barrels of oil and 4.9 trillion cubic feet of gas.

"Then there is an upside potential of 756.95 billion cubic feet of gas and 12.6 billion barrels of oil," he added.

Working Alone

Problem partner in working on Mahakam block, Bambang said it is still waiting for Pertamina's parent policy. So far, it is preparing the management of Mahakam Block where Pertamina holds 90% participation rights and 10% BUMD. Including the interest of Mubadala Petroleum and Total E & P Indonesie into the Mahakam block, it also awaits the parent attitude of Pertamiua.

"It's a decision in Upstream Business Development Pertamina, We are waiting for orders only," he said.

As is known, Mubadala Petroleum which is a UAE oil and gas company expressed interest to participate in managing the Mahakam Block. This was conveyed by the leadership of Mubadala to the Vice Minister of Energy and Mineral Resources (ESDM) Arcandra Tahar on Wednesday (8/11). The government asked the company to negotiate with Pertamina.

Earlier, Total E & P Indonesie also said it wanted to rejoin the Mahakam Block if it could get 39% participation rights. However, despite Total already communicating with the Ministry of Energy and Mineral Resources (ESDM), discussions with Pertamina have not been continued. So there is no decision whatsoever about this partnership.

Upstream Director of Pertamina Syamsu Alam stated that Pertamina is able to work on Mahakam Block with or without partners.

"Are we able to manage the Mahakam? Capable, permanent employees there. then we have some finance who want to join. So we wait until the end of the year, "said Alam.

Previously, as known Pertamina has signed a new contract of Blok Mahakam valid from January 1, 2018 at the end of 2015 ago. Under the contract, the company promised a signature bonus of US $ 41 million.

In addition, state revenues from production bonuses include US $ 5 million from a cumulative production of 500 million barrels of oil equivalent, of US $ 4 million from a cumulative production of 750 million barrels of oil equivalent, and US $ 4 million from a cumulative production of 1.009 million barrels of oil equivalent.

2018, Produksi Blok Mahakam Ditargetkan 1.100 MMSCFD  


PT Pertamina Hulu Indonesia, anak usaha PT Pertamina, menargetkan produksi gas Blok Mahakam pada tahun depan sebesar 1.100 juta kaki kubik per hari/mmscfd.  Angka ini turun 14,19% dari posisi produksi gas saat ini sebesar 1.282 mmscfd.

Presiden Direktur Pertamina Hulu Indonesia Bambang Manumayoso mengatakan, Blok Mahakam merupakan blok migas yang sudah memasuki fase empat atau penurunan produksi. Jika tidak dilakukan upaya apapun, laju penurunan produksi blok ini bisa mencapai sekitar 50%. Namun, pihaknya akan menahan laju penurunan ini pada kisaran 20-25%.

“Pada 2018, produksi gas ditargetkan sebesar 1.100 mmscfd dan minyak/kondensat 48 ribu barel per hari (bph),” kata dia dalam media workshop di Jakarta, Kamis (9/11).

Dalam paparannya, jika tidak ada kegiatan apapun di Blok Mahakam, maka produksi gas bisa turun drastis hingga menjadi 934 mmscfd dan minyak 25.717 bph. Namun, dengan pengeboran maupun kerja ulang pindah lapisan sumur, pihaknya optimis bisa menjaga produksi migas di Blok Mahakam.

Rincinya, pihaknya akan mengebor 55-57 sumur pengembangan, melakukan kerja ulang di 132 sumur, menjalankan perawatan untuk 5601 sumur, serta menggarap hingga tujuh rencana pengembangan tahap lanjut (plan of future development/POFD). Jumlah kegiatan ini berpotensi ditambah jika harga minyak mentah semakin membaik.

“Rencana awal, kami hanya akan mengebor 55 sumur pengembangan, namun kemudian ada tambahan lima sumur dari POD (plan of development/ rencana pengembangan) baru. Tetapi bisa bertambah 15 sumur atau jadi 70 sumur kalau harga minyak membaik di US$ 60-70 per barel,” jelasnya.

Diakuinya, lantaran harga minyak turun drastis, pihaknya selektif dalam memilih pengeboran sumur. Hal ini untuk menjaga agar operasi di Blok Mahakam bisa dijalankan dengan biaya rendah sehingga keekonomiannya terjaga. Jika harga minyak mencapai US$ 100 per barel, pihaknya tidak ragu mengeksekusi seluruh pengeboran sumur yang telah direncanakan.

Saat ini pun, pihaknya sedang mengajukan persetujuan untuk dua POD baru. Dalam lima POD yang sudah disetujui, perseroan memang fokus untuk pengeboran di wilayah delta Mahakam, bukan offshore. Dalam dua POD yang baru diajukan, perseroan berencana menambah sumur lepas pantai (offshore), termasuk tambahan platform baru.

“Potensi di South Mahakam juga masuk dalam dua POD. Kalau bisa dipercepat, maka di akhir 2018 bisa dibor dan dilanjutkan pada 2019,” jelasnya.

Untuk itu, pihaknya menyiapkan dana hingga US$ 1,8 miliar untuk membiayai Blok Mahakam pada tahun depan, yakni untuk investasi US$ 700 juta dan operasi US$ 1,1 miliar. Pendanaan berasal dari kas Pertamina. 

“Ini komitmen bahwa Pertamina harus membiayai blok Mahakam agar produksinya lebih baik,” tutur Bambang.

Dalam materi yang dipaparkan, Pertamina optimistis mampu mendongkrak produksi Blok Mahakam. Meski mencapai titik terendah di 2018, produksi migas blok di lepas pantai Kalimantan Timur ini akan meningkat mulai 2019. 

Produksi gas diproyeksikan bisa meningkat menjadi 1.207 mmscfd pada 2019, 1.268 mmscfd pada 2020, dan turun sedikit menjadi 1.267 pada 2021. Sejalan, produksi minyak dan kondensat diproyeksikan meningkat menjadi 42 ribu bph pada 2019, 43.184 pada 2020, dan turun sedikit menjadi 41.850 bph pada 2021.

Dikatakan Bambang, recovery factor Blok Mahakam masih cukup bagus. Untuk minyak, tingkat pengurasan masih di kisaran 43-45%, meski lapangan tua lainnya bisa hanya 20%. Untuk gas, recovery factor masih sekitar 60%, hanya turun sedikit dari tingkat optimumnya yang rata-rata 80%. Selain itu, cadangan dan sumber daya migas di Blok Mahakam masih 57 miliar barel minyak dan 4,9 triliun kaki kubik gas. 

“Kemudian masih ada upside potential 756,95 miliar kaki kubik gas dan 12,6 miliar barel minyak,” tambahnya.

Garap Sendiri

Soal mitra dalam menggarap Blok Mahakam, Bambang menuturkan pihaknya masih menunggu kebijakan induk Pertamina. Sejauh ini, pihaknya menyiapkan pengelolaan Blok Mahakam di mana Pertamina memegang hak partisipasi 90% dan BUMD 10%. Termasuk soal minat Mubadala Petroleum maupun Total E&P Indonesie masuk ke Blok Mahakam, pihaknya juga menunggu sikap induk Pertamiua.

“Itu keputusan di Upstream Business Development Pertamina, Kami menunggu perintah saja,” kata dia.

Seperti diketahui, Mubadala Petroleum yang merupakan perusahaan migas Uni Emirat Arab menyatakan minatnya untuk ikut mengelola Blok Mahakam . Hal ini disampaikan pimpinan Mubadala kepada Wakil Menteri Energi dan Sumber Daya Mineral (ESDM) Arcandra Tahar pada Rabu (8/11) lalu. Pemerintah meminta perusahaan tersebut negosiasi dengan Pertamina.

Sebelumnya, Total E&P Indonesie juga menyatakan ingin bergabung kembali di Blok Mahakam jika bisa memperoleh hak partisipasi 39%. Namun, meski Total sudah berkomunikasi dengan Kementerian Energi dan Sumber Daya Mineral (ESDM), diskusi dengan Pertamina justru belum berlanjut. Sehingga belum ada keputusan apapun soal kemitraan ini.

Direktur Hulu Pertamina Syamsu Alam menyatakan, Pertamina mampu menggarap Blok Mahakam dengan atau tanpa mitra. 
“Apakah kami mampu mengelola Mahakam? Mampu, karyawan tetap di sana. lalu kami ada beberapa finance yang mau bergabung. Jadi kami tunggu sampai akhir tahun,” tegas Alam.

Sebelumnya, seperti diketahui Pertamina telah menandatangani kontrak baru Blok Mahakam yang berlaku mulai 1 Januari 2018 pada akhir 2015 lalu. Dalam kontrak itu, perseroan menjanjikan bonus tanda tangan US$ 41 juta. 

Selain itu juga penerimaan negara dari bonus produksi meliputi US$ 5 juta dari kumulatif produksi 500 juta barel setara minyak, sebesar US$ 4 juta dari kumulatif produksi 750 juta barel setara minyak, dan US$ 4 juta dari kumulatif produksi 1.009 juta barel setara minyak.

Pertamina Uptimistis Mahakam Block Beneficial



PT Pertamina through its subsidiary, PT Pertamina Hulu Indonesia (PHI), is optimistic to maintain the productivity level of Mahakam Block in East Kalimantan. At least from the Mahakam Block, Pertamina will provide oil and gas contributing 24 percent of the total national oil and gas production.

"In the Mahakam block, we have drilled 11 wells in Tunu and Handil Field, from 15 wells to be drilled until 2018," explained Director of PHI Bambang Manumayoso to the press in Jakarta (9/11)

He continued, to support the drilling, Pertamina invested US $ 160 million. Specifically for the Mahakam block, the IRC is preparing various strategies to maintain oil and gas production by ensuring the continuity of drilling and well intervention activities in the Mahakam area during the transition from Total E & P Indonesie (TEPI) to Pertamina on January 1, 2018.

"We also completed five field development plans (POFDs) (plan of further development) in 2017 to support drilling activities in 2018, and to optimize the procurement of rigs and materials to support drilling activities. Pertamina Uptimistis Blok Mahakam Menguntungkan


PT Pertamina melalui anak usaha mereka, PT Pertamina Hulu Indonesia (PHI), optimistis mampu menjaga tingkat produktivitas Blok Mahakam di Kalimantan Timur. Setidaknya dari Blok Mahakam itu, Pertamina akan memberikan tambahan kontribusi minyak dan gas (migas) sebesar 24% dari total produksi migas nasional.

“Di Blok Mahakam tersebut, kami telah melakukan pengeboran 11 sumur di Tunu dan Handil Field, dari 15 sumur yang akan dibor hingga 2018,” jelas Direktur Utama PHI Bambang Manumayoso kepada pers di Jakarta (9/11)

Ia melanjutkan, untuk mendukung pengeboran itu, Pertamina menginvestasikan dana US$ 160 juta. Khusus untuk Blok Mahakam, PHI menyiapkan berbagai strategi untuk tetap menjaga produksi migas dengan memastikan keberlangsungan kegiatan pengeboran dan well intervention di wilayah kerja Mahakam saat peralihan dari Total E&P Indonesie (TEPI) ke Pertamina pada 1 Januari 2018. 

“Kami juga menyelesaikan lima rencana pengembangan lapangan/ POFD (plan of further development) pada 2017 untuk mendukung kegiatan pengeboran pada 2018, serta melaksanakan optimalisasi pengadaan rig dan material untuk menunjang kegiatan pengeboran. Pengelolaan Blok Mahakam nantinya dilaksanakan Pertamina Hulu Mahakam yang merupakan anak usaha dari Pertamina Hulu Indonesia,” paparnya.

Bambang menambahkan, selain mengelola Blok Mahakam, PHI juga siap mengelola beberapa blok terminasi lainnya, seperti Sanga-sanga dan Attaka, serta Intergrasi Tengah-K. Menurutnya, upaya tersebut sebagai langkah strategis Pertamina sebagai national oil company (NOC) yang mengemban tugas dalam menjaga ketahanan energi nasional.

Di sisi lain, dalam menjalankan bisnis, PHI juga berkomitmen dalam pengelolaan aspek QHSS (quality, health, safety security/and environment), menjaga dan meningkatkan produksi untuk ketahanan energi nasional, mengembangkan SDM, serta meningkatkan pemanfaatan inovasi teknologi yang semuanya menuju pada penguatan bisnis sektor hulu. Pertamina yakin sumber daya manusia Indonesia mampu melaksanakan amanat menjaga ketahanan energi Indonesia.

Drastic measures prepared for depleting Mahakam block



A subsidiary of state-owned energy giant Pertamina is slashing costs to make the most of themature, depleting Mahakam block in East Kalimantan, whose oil and gas reserves are expected to run out within the next 20 years, While hoping that higher oil prices will soon return.

Pertamina’s subsidiary PT Pertamina Hulu Indonesia (PHI) is due to take over the operations at the Mahakam block from French company Total E&P Indonesie and Japanese Inpex on Jan. 1, 2018. In order to maintain continuity and production levels after the takeover, PHI plans to drill 15 development wells this year at a cost of US$ 180 million.

PHI president director Bambang Manumayoso said the company had undertaken various efficiency measures to reduce its operating costs, including reducing the size of wells, connection pipelines and duration of well drilling. As a result, PHI has been able to reduce its well-drilling costs by around 20 to 25 percent, to between $ 140 million and $ 150 million.

“Therefore, we propose to drill an additional two wells this year, on top of the previous 15, in an effort to boost production in 2018,” Bambang told a press conference on Thursday.

His team are also reviewing 20 to 25 other items in PHI’s operations that could be the subject of further efficiencies. Such a move might pave the way for PHI to slash another $100 million to $200 million per year from its operating costs, he said. 

At present, the cost recovery for the Mahakam block’s oil and gas production stands at $16.5 per barrel of oil equivalent. We aim to reduce this in 2018 through various efficiency efforts,” Bambang said.

By doing so, PHI expects it will be able to drill a total of 70 development wells next year, up from 55 wells stated in its previous work program and budget.

The company has allocated $ 1.7 billion to develop the Mahakam block next year. However, Bambang said it was possible for PHI to drill more wells if oil prices continued to improve, as the assumed price of oil used in its work program and budget for next year was only $ 48 per barrel.

The price of global benchmark Brent crude reached this years peak of $ 64.27 per barrel on Monday continuing its upward trend since falling to aslow as $ 44.82 per barrel on June 21. PHI needs to drill as many wells as possible to maintain oil and gas production in the Mahakam block’s deltaic environment, comprising multi-layer reservoirs. Otherwise, production will significantly drop each successive year.

“The Mahakam block currently faces a declining rate of 51 percent per year. We expect to reduce this to around 20 to 25 percent per year,” Bambang said.

In 2018, PHI aims to produce 48,000 barrels of oil per day (bopd) and 1,100 million standard cubic feet per day (mmscfd) of at the Mahakam block. Mean- while, this year’s production is estimated to reach 46,420 bopd and 1,309 mmscfd of gas.

Energy and Mineral Resources Minister Ignasius Jonan has pinned high hopes on Pertamina maintaining oil and gas production at the Mahakam block, which accounts for 24 percent of national production.

PT Pertamina Hulu Mahakam is optimistic that next year it will maintain the Mahakam Block gas production, although it will not be the same as this year's production. Several drilling plans have been prepared, with an investment of US $ 1.8 billion.

President Director of Pertamina Hulu Indonesia, Bambang Manumaryoso, said that the company targets gas production from the Mahakam Block in 2018 to reach 1,100 million cubic feet per day (mmscfd) and oil at 48,000 barrels per day (bph). Gas production targets have decreased slightly from this year's production of 1,200 mmscfd.

While oil production rose from this year, which ranges from 40,000-42,000 bpd. Bambang said, Mahakam block is an old block that has passed the peak production. So naturally decreased production. So to achieve the 2018 oil and gas production target, Pertamina Hulu Indonesia should still make efforts to drill development wells.

Next year, Pertamina Hulu Indonesia plans to drill a number of development wells, a minimum of 55 wells. The number of wells can increase as the oil price increases are directly proportional to the economy of the field.

Currently Pertamina Hulu Indonesia has submitted two proposals plan of development (POD) to SKK Migas for the addition of the number of development wells. The plan, Pertamina Hulu Indonesia will add between two development wells up to 15 wells. The addition of the number of development wells is intended to increase the oil and gas production of the Mahakam Block.

"Hopefully from the additional POD we can add wells and increase production," said Bambang, in a press conference on Thursday (9/11).

In addition to working on development wells, Pertamina also conducted workovers of 125 wells (initial plan) plus seven additional wells. There are also well service efforts as many as 5,500 wells (initial plan) plus 101 wells.

"Maintain the production through existing wells as well, through workover or repair of wells," he said.

In fact, next year's oil and gas production is also derived from Pertamina's efforts to drill this year. Now Pertamina has entered the drilling stage of the 11th well, from 15 wells to 17 wells targeted this year.

The total investment of drilling 15 wells 17 wells this year reached US $ 140 million US $ 150 million. While next year's investment is projected to reach US $ 700 million plus operating costs reach US $ 1.1 billion.

With total funding requirement of US $ 1.8 billion next year, Pertamina Hulu Indonesia will open its partners. Finally Mubadala Petroleum is interested in becoming Pertamina's partner.

"If IRR is only 10% we are still brave, but partners want IRR 11% -12%," said Bambang.

PT Pertamina Hulu Mahakam optimistis, tahun depan tetap mempertahankan produksi gas Blok Mahakam, meskipun tidak akan sama dengan produksi tahun ini. Beberapa rencana pengeboran sudah disiapkan, dengan investasi US$ 1,8 miliar.

Direktur Utama Pertamina Hulu Indonesia Bambang Manumaryoso bilang, pihaknya menargetkan produksi gas dari Blok Mahakam tahun 2018 bisa mencapai 1.100 juta kaki kubik per hari (mmscfd) dan minyak sebesar 48.000 barel per hari (bph). Target produksi gas memang menurun tipis dari produksi tahun ini sebesar 1.200 mmscfd. 

Sementara produksi minyak naik dari tahun ini, yang berkisar 40.000-42.000 bph. Bambang menyatakan, Blok Mahakam merupakan blok tua yang sudah melewati Puncak produksi. Sehingga secara alami mengalami penurunan produksi. Maka untuk mencapai target produksi migas 2018, Pertamina Hulu Indonesia tetap harus melakukan upaya dengan pengeboran sumur pengembangan.

Tahun depan, Pertamina Hulu Indonesia berencana mengebor sejumlah sumur pengembangan, minimal sebanyak 55 sumur. Jumlah sumur bisa bertambah seiring kenaikan harga minyak yang berbanding lurus dengan keekonomian lapangan.

Saat ini Pertamina Hulu Indonesia telah mengajukan dua proposal plan of development (POD) ke SKK Migas untuk penambahan jumlah sumur pengembangan. Rencananya, Pertamina Hulu Indonesia akan menambah antara dua sumur pengembangan sampai 15 sumur. Penambahan jumlah sumur pengembangan itu dimaksudkan untuk menambah produksi migas Blok Mahakam. 

"Semoga dari POD tambahan itu kami bisa menambah sumur dan menambah produksi," kata Bambang, dalam konferensi pers, Kamis (9/11).

Selain mengerjakan sumur pengembangan, Pertamina juga melakukan workover sebanyak 125 sumur (rencana awal) plus tujuh sumur tambahan. Ada juga upaya well service sebanyak 5.500 sumur (rencana awal) plus 101 sumur. 

"Menjaga produksi itu melalui sumur eksisting juga, melalui workover atau perbaikan sumur," katanya.

Sebenarnya, produksi migas tahun depan juga berasal dari upaya Pertamina melakukan pengeboran tahun ini. Kini Pertamina telah masuk dalam tahap mengebor sumur yang ke-11, dari 15 sumur hingga 17 sumur yang ditargetkan pada tahun ini.

Total investasi pengeboran 15 sumur 17 sumur pada tahun ini mencapai US$ 140 juta US$ 150 juta. Sementara investasi tahun depan diproyeksikan mencapai US$ 700 juta plus biaya operasi mencapai US$ 1,1 miliar.

Dengan totaly kebutuhan dana US$ 1,8 miliar tahun depan, Pertamina Hulu Indonesia membuka diri masuknya mitra. Terakhir Mubadala Petroleum berminat masuk menjadi mitra Pertamina.

"Kalau IRR cuma 10% kami masih berani, tapi mitra ingin IRR 11%-12%," tegas Bambang.

Decrease Production Prevent



Pertamina Manages Full Block Mahakam Starting January 1, 2018

PT Pertamina Hulu Indonesia will strive to prevent the decline in oil and gas production of the Mahakam block in East Kalimantan. The decline in oil and gas production by 51 percent will be reduced to about 20 percent.

Until now, Mahakam Block is still managed by Total Exploration & Production Indonesia (from France) and Inpex Corporation from Japan. The Government has decided that the Mahakam Block contract expiring on December 31, 2017 is entirely handed over to Pertamina as of January 1, 2018. Of all the tenure, 10 percent of the shares are handed over to the provincial-owned enterprises of East Kalimantan Province.

President Director of PT Pertamina Hulu Indonesia, Bambang Manumayoso, said that the character of wells in the old Mahakam block and production since 1974 has decreased production. Although the rate of decline in production is inevitable, it tries hard to decrease not too big.

"The way is by doing work over well, well maintenance, and adding new wells. In essence, our main program is to maintain the best possible production rate and implement cost efficiency of operations, "said Bambang on Thursday (9/11), in Jakarta.

This year, or the so-called transition period, Pertamina plans to drill 19 wells with an investment cost of up to Rp 1.7 trillion. As of early November, 11 drilling wells have been realized. According to Bambang, there is potential for additional new oil and gas reserves from the drilling.

"The capital expenditure we allocate for next year is Rp 9.5 trillion," said Bambang.

Regarding the work plan in 2018, it plans 132 re-operation wells, 5,601 well-care activities, and 57 development wells. The oil production in the block is expected to reach 48,000 barrels per day and gas 1,100 million standard cubic feet per day.

"If the price of crude oil is in the range of US $ 60 to US $ 70 per barrel, we plan to add new drilling activities of 170 units. With oil prices now (about 50 US dollars per barrel), maybe only half we can work on, "added Bambang.

Regarding the fate of Total and Inpex employees in the Mahakam Block, there is already an agreement. Of 1,919 employees, 1,885 people said they joined Pertamina when it was taken over in full.

As for Total and Inpex participation plan to manage Mahakam block next year, according to Pertamina Upstream Director of Syamsu Alam, Pertamina offers 30 percent shares. He said the decision whether the offer is taken or not is entirely in the hands of Total and Inex. Until now, said Syamsu, there is no clarity about the offer.

Open auction

Executive Director of Indonesian Resources Studies (IRESS) Marwan Batubara proposed that the 30 percent stock offering plan be conducted through an open auction. Thus, Pertamina can get the best price from a number of interested companies.

"With an open auction, it will prevent the potential for collusion or corruption rather than offering business to business," Marwan said.

The government has decided the fate of oil and gas block contracts that end will be left entirely to Pertamina. If Pertamina is not interested in taking over, the government will auction off the block.

Penurunan Produksi Dicegah


Pertamina Kelola Penuh Blok Mahakam Mulai 1 Januari 2018

PT Pertamina Hulu Indonesia akan berusaha keras mencegah penurunan produksi minyak dan gas bumi Blok Mahakam di Kalimantan Timur. Laju penurunan produksi minyak dan gas bumi yang sebesar 51 persen akan ditekan menjadi sekitar 20 persen.

Hingga saat ini, Blok Mahakam masih dikelola Total Exploration & Production Indonesia (asal Perancis) dan Inpex Corporation dari Jepang. Pemerintah telah memutuskan bahwa kontrak Blok Mahakam yang berakhir pada 31 Desember 2017 diserahkan secara penuh kepada Pertamina per 1 Januari 2018. Dari seluruh penguasaan tersebut, 10 persen saham diserahkan kepada badan usaha milik daerah Provinsi Kalimantan Timur.

Direktur Utama PT Pertamina Hulu Indonesia Bambang Manumayoso mengatakan, karakter sumur-sumur di Blok Mahakam yang tua dan berproduksi sejak tahun 1974 membuat produksinya terus menurun. Kendati laju penurunan produksi tidak bisa dihindari, pihaknya berusaha keras agar penurunan tidak terlalu besar.

”Caranya dengan melakukan kerja ulang sumur (work over), perawatan sumur (well service), dan menambah sumur-sumur baru. Intinya, program utama kami adalah menjaga sebaik mungkin laju produksi dan menerapkan efisiensi biaya operasi,” kata Bambang, Kamis (9/11), di Jakarta.

Tahun ini, atau yang disebut sebagai masa transisi, Pertamina merencanakan pengeboran 19 sumur dengan biaya investasi hingga Rp 1,7 triliun. Sampai dengan awal November, 11 sumur pengeboran sudah terealisasi. Menurut Bambang, ada potensi penambahan cadangan minyak dan gas yang baru dari hasil pengeboran tersebut.

”Belanja modal yang kami alokasikan untuk tahun depan sebanyak Rp 9,5 triliun,” ujar Bambang.

Terkait rencana kerja pada 2018, pihaknya merencanakan 132 kegiatan kerja ulang sumur, 5.601 kegiatan perawatan sumur, dan 57 kegiatan sumur pengembangan. Adapun produksi minyak pada blok tersebut diharapkan bisa mencapai 48.000 barrel per hari dan gas 1.100 juta standar kaki kubik per hari.

”Apabila harga minyak mentah ada di berkisar 60 dollar AS-70 dollar AS per barrel, kami berencana menambah kegiatan pengeboran sumur baru sebanyak 170 unit. Dengan harga minyak sekarang (sekitar 50 dollar AS per barrel), kemungkinan hanya separuh yang bisa kami garap,” tambah Bambang.

Mengenai nasib karyawan Total dan Inpex di Blok Mahakam, sudah ada kesepakatan. Dari 1.919 karyawan, sebanyak 1.885 orang menyatakan bergabung dengan Pertamina saat diambil alih secara penuh.

Adapun rencana keikutsertaan Total dan Inpex mengelola Blok Mahakam pada tahun depan, menurut Direktur Hulu Pertamina Syamsu Alam, Pertamina menawarkan saham 30 persen. Ia mengatakan, keputusan apakah tawaran ilu diambil atau tidak sepenuhnya ada di tangan Total dan lnpex. Hingga kini, kata Syamsu, belum ada kejelasan perihal tawaran tersebut.

Lelang terbuka

Direktur Eksekutif Indonesian Resources Studies (IRESS) Marwan Batubara mengusulkan sebaiknya rencana penawaran saham 30 persen tersebut dilakukan lewat lelang terbuka. Dengan demikian, Pertamina bisa mendapatkan harga terbaik dari sejumlah perusahaan yang berminat.

”Dengan lelang terbuka, akan mencegah potensi terjadinya kolusi atau korupsi ketimbang penawaran secara business to business (antar perusahaan),” kata Marwan. 

Pemerintah sudah memutuskan nasib kontrak-kontrak blok migas yang berakhir akan diserahkan sepenuhnya kepada Pertamina. Jika Pertamina tidak berminat mengambil alih, pemerintah akan melelang blok tersebut.

Optimistic to Keep Oil and Gas Production



USD 1.1 Billion for Operationization in Mahakam Block

PT Pertamina, represented by its subsidiary, PT Pertamina Hulu Indonesia, officially manages the Mahakam block in early 2018. This state-owned oil and gas company replaces Total E & P Indonesie (TEPI) whose contract expires on December 31, 2017.

In preparation, Pertamina will spend USD 700 million for investment budget (ABI) and operational cost USD 1.1 billion to manage the Mahakam Block.

President Director of PT Pertamina Hulu Indonesia Bambang Manumayoso said one of the purposes of using the funds is to drill 60-70 wells in Mahakam block next year.

"The drilling estimates are as much as for the condition of oil prices which reached USD 48 per barrel. If the estimated oil price could reach USD 60 to USD 70 per barrel, there would be 170 wells that could be drilled yesterday (9/11).

The majority of drilling will be done on land. Meanwhile, offshore, there are seven wells to be drilled. The plan, this year, is done 19 drilling on the block that has been operating 40 years. As of September 2017, only eleven wells were successfully drilled. By the end of the year, there are probably only 15 wells drilled.

"If we can, we would like to have two more wells drilling," he said, adding that drilling wells could be accelerated to 4 days for one well.

Funds spent for drilling the well reached USD 160 million.

Pertamina does have to drill a well consistently to maintain oil and gas production in the Mahakam Block. Therefore, the Mahakam Block accounts for 24 percent of national oil and gas production. This year, gas production in Mahakam Block reaches 1,309 mmscfd and oil production is 46,420 barrels per day (bph).

Next year, Pertamina plans to keep oil production at 36,168 bph. That number rose 10,451 bpd from the supposed production, which is 25,717 bpd. Then, the gas production target in 2018 will be maintained at 1,041 mmscfd or an increase of 107 mmscfd from the supposed production of 934 mmscfd.
Until 2023, Pertamina will maintain gas production in the Mahakam block to 1,122 mmscfd and oil production is maintained to 22,927 bpd from the supposed 12.648 bph.

Optimistis Jaga Produksi Migas


USD 1,1 Miliar untuk Operasionalisasi di Blok  Mahakam

PT Pertamina yang diwakili anak perusahaannya, PT Pertamina Hulu Indonesia, resmi mengelola Blok Mahakam pada awal 2018. Perseroan migas milik pemerintah ini menggantikan Total E&P Indonesie (TEPI) yang kontraknya berakhir pada 31 Desember 2017.

Sebagai persiapan, Pertamina akan mengeluarkan dana USD 700 juta untuk anggaran biaya investasi (ABI) serta biaya operasional USD 1,1 miliar untuk mengelola Blok Mahakam.

Dirut PT Pertamina Hulu Indonesia Bambang Manumayoso menyatakan, salah satu tujuan penggunaan dana itu adalah melakukan pengeboran 60-70 sumur di Blok Mahakam tahun depan.

”Estimasi pengeboran sebanyak itu untuk kondisi harga minyak yang mencapai USD 48 per barel. Jika estimasi harga minyak bisa mencapai USD 60 hingga USD 70 per barel, akan ada 170 sumur yang bisa dibor paparnya kemarin (9/11).

Mayoritas pengeboran bakal dilakukan di darat. Sementara itu, di lepas pantai, ada tujuh sumur yang akan dibor. Rencananya, tahun ini, dilakukan 19 pengeboran di blok yang telah beroperasi 40 tahun tersebut. Hingga September 2017, hanya sebelas sumur yang berhasil dibor. Hingga akhir tahun, sangat mungkin hanya ada 15 sumur yang dibor.

"Jika bisa, kami ingin ada tambahan pengeboran dua sumur. Saat ini, pengeboran sumur bisa dipercepat menjadi 4 hari untuk satu sumur. Estimasinya, hingga akhir tahun, ada tambahan lima sampai enam sumur” ungkapnya.

Dana yang dikeluarkan untuk pengeboran sumur mencapai USD 160 juta.

Pertamina memang harus mengebor sumur secara konsisten untuk menjaga produksi minyak dan gas di Blok Mahakam. Sebab, Blok Mahakam menyumbang 24 persen produksi migas nasional. Tahun ini, produksi gas di Blok Mahakam mencapai 1.309 mmscfd dan produksi minyak 46.420 barel per hari (bph).

Tahun depan, Pertamina berencana menjaga produksi minyak di angka 36.168 bph. Angka itu naik 10.451 bph dari produksi seharusnya, yaitu 25.717 bph. Kemudian, target produksi gas pada 2018 akan dijaga pada angka 1.041 mmscfd atau bertambah 107 mmscfd dari produksi seharusnya, yaitu 934 mmscfd.

Hingga 2023, Pertamina akan menjaga produksi gas di Blok Mahakam menjadi 1.122 mmscfd dan produksi minyak dijaga menjadi 22.927 bph dari seharusnya, yaitu 12.648 bph.
