Oil and Gas Investment Projected to Reach US $ 18.2 Billion



The government estimates investment in the oil and gas sector will continue to rise and reach. US $ 18.2 billion in 2019. Whereas since 2013 the realization of national oil and gas investment continues to decrease every year.

Investasi Migas Diproyeksikan Capai US$ 18,2 Miliar    


Pemerintah memperkirakan investasi di sektor minyak dan gas bumi bakal terus naik dan mencapai. US$ 18,2 miliar pada 2019. Padahal sejak 2013 realisasi investasi migas nasional terus berkurang setiap tahunnya.

Dalam materi Kementerian Energi dan Sumber Daya Mineral (ESDM), pada tahun ini, investasi migas diproyeksikan sebesar US$ 15,28 miliar dengan sebaran US$ 12,85 miliar di hulu dan US$ 2,4 miliar di hilir. Pada 2018, angka investasi ini diproyeksikan naik menjadi US$ 17,03 miliar, yakni US$ 14,45 miliar di hulu dan US$ 2,5 miliar di hilir. 

Tren kenaikan investasi ini diprognosakan bertahan sampai 2019. Pada saat itu, investasi migas diperkirakan mencapai US$ 18,26 miliar di mana US$ 15,45 miliar di hulu dan US$ 2,7 miliar di hilir.

Kepala Biro Komunikasi, Layanan Informasi Publik, dan Kerja Sama Kementerian ESDM Dadan Kusdiana menuturkan, di sektor hilir migas, prognosa tersebut merupakan hasil forecasting dari realisasi pada tahun-tahun sebelumnya. Sementara di sektor hulu, berdasarkan perencanaan proyek yang masih berjalan. 

“Selain itu juga berdasarkan Work Program and Budget (WP&B) 2017,  kata dia di Jakarta, Rabu (8/11).

Padahal, masih berdasarkan data yang sama, investasi migas nasional terus turun sejak 2013 lalu. Pada saat itu, investasi migas nasional mencapai US$ 22,37 miliar di mana sektor hulu mendominasi dengan realisasi US$ 20,38 miliar dan hilir US$ 1,9 

Realisasi investasi ini terus terpotong menjadi US$ 21,72 miliar pada 2014, US$ 17,98 miliar pada 2015, dan US$ 12,73 miliar pada 2016. Karenanya, untuk merealisasikan proyeksi investasi ke depan, pemerintah harus bekerja keras.

Pasalnya, sampai awal Oktober lalu, realisasi investasi migas masih mencapai US$ 6,4 miliar. Angka tersebut hanya 41,88% dari target 2017 yang sebesar US$ 15,28 miliar. Sementara pemerintah hanya memiliki waktu kurang dari dua bulan untuk mengejar target tahun ini. 

Padahal, proyeksi investasi di tahun-tahun mendatang jauh lebih besar lagi. Ditanya soal upaya pemerintah, Dadan mengungkapkan, akan menjaga agar seluruh proyek berjalan sesuai rencana.

“Pemerintah memonitor, memfasilitasi, dan juga koordinasi dengan instansi terkait untuk memastikan semua rencana dapat berjalan di lapangan sesuai target,” tutur Dadan.

Di sektor hulu migas, terdapat beberapa proyek yang diharapkan pemerintah, termasuk Blok Cepu. Namun, beberapa proyek telah selesai dan mulai menghasilkan migas. Sehingga hanya ada beberapa proyek besar lagi yang masih beroperasi, yakni Proyek Tangguh Train-3 dengan nilai investasi US$ 11,13 miliar yang akan selesai pada 2020.

Proyek Indonesia Deepwater Development untuk Lapangan Gendalo dan Gehem, serta Proyek Lapangan Abadi, Blok Masela. Di sektor hilir, rencana investasi didominasi proyek pipa gas dan kilang minyak. Menurut data Badan Pengatur Hilir Minyak dan Gas Bumi (BPH Migas) terdapat lima proyek pipa gas yang kini sedang dibangun.

Rincinya, pipa transmisi Gresik-Semarang sepanjang 266,26 km, Pipa Grissik-Pusri sepanjang 176 km, Pipa Duri-Dumai sepanjang 67 km, serta Pipa PK 52-Tanjung Batu sepanjang 55 km.

Untuk proyek kilang, tidak tanggung-tanggung, enam proyek kilang sedang digarap sekaligus. Rincinya, pembangunan dua unit baru di Tuban, Jawa Timur dan Bontang, Kalimantan Timur, serta perbaikan empat kilang eksisting yang tersebar di Balongan-Jawa Barat; Balikpapan-Kalimantan Timur; Dumai-Riau; Serta Cilacap-Jawa Tengah. Total investasi enam kilang ini lebih dari US$ 30 miliar.

Sebelumnya, Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM Ego Syahrial mengatakan, rendahnya realisasi investasi migas tahun ini sebagai dampak kondisi global, utamanya harga minyak.

Dampak dari terjunnya harga minyak ini dirasakan tidak hanya di sektor hulu migas, tetapi juga hilir migas. Di sisi hilir migas, progres proyek-proyek belum terlalu bagus. Walaupun, sumbangan investasi sektor hilir migas memang cukup kecil, yakni hanya sekitar 20%. Pemerintah akan mendukung investor dengan meminimalkan proses perizinan.

Selain itu, pemerintah juga telah mengeluarkan beberapa regulasi yang mendorong pertumbuhan produksi migas, seperti Peraturan Pemerintah Nomor 27/2017 soal perpajakan kontrak migas dan Peraturan Menteri No 22 Tahun 2016 soal kontrak migas gross split.

“Kemudian yang sedang dikerjakan adalah Peraturan Pemerintah tentang perpajakan gross split. Kami harapkan dalam waktu dekat bisa diterbitkan,” ujarnya.

Coupled with Solar Turbines, SKK Migas Save Rp 550 Billion



Special Unit for Upstream Oil and Gas Business Activities (SKK Migas) initiated a strategic agreement with Solar Turbines International Company.

The estimated savings from this strategic agreement in five years is estimated to reach US $ 40.67 million or around Rp 550 billion. The strategic agreement was signed by Head of SKK Migas Amien Sunaryadi and President Solar Turbines, Pablo Koziner, represented by Vice President of Customer Services, Solar Turbines, Juan Rojas at SKK Migas office, Jakarta, Tuesday (8/11).



This savings comes from the same purchase and maintenance discounts for all existing contracting contractors (KKKS) in Indonesia. Solar Turbines is also responsible for spare parts management on the use of existing machinery in Indonesia.

"Not only to get cost efficiency, most importantly this cooperation will increase national capacity," Amien said in a written statement in Jakarta on Wednesday (8/11).

Amien explained that SKK Migas encourages Solar Turbines to make investment road map in Indonesia to develop human resource capability, build manufacturing facilities, and make Indonesia as the center of Solar Turbines market in Asia Pacific.

"They have declared their commitment to this matter to increase the use of domestic components in Indonesia," he said.

In Indonesia, several turbomachinery brands are found, including turbines and / or equipment with main turbine drives, such as those found in compressors and pumps. When Solar Turbines became the largest turbomachinery equipment used in Indonesia with a percentage of 81%.

Deputy of Procurement Control, SKK Migas Djoko Siswanto explained, looking at this significant amount, SKK Migas felt the need to make a strategic agreement. In addition to cost efficiency and national capacity building, this agreement can improve operational reliability and ensure after sales service support.

"Hopefully, unplanned shutdown can be minimized," he said.

Djoko said, before the existence of this strategic agreement, often found some problems that appear in the field. For example, there are different discounts between KKKS. This is acknowledged by President Director of PT Indoturbines, Deny B. Kurnianto as sole agent of Solar Turbines in Indonesia.

According to him, the amount of discount varies greatly depending on the amount of purchases made by each PSC Contractor. The greater the purchases made, the greater the discounts can be given.

"The existence of this agreement, the discount given the same for all KKKS," he said.

In addition to the amount of discounts, it is often found that there is an inventory ordering from each KKS Contractor which often raises the additional cost of logistics and warehousing, and the function of equipment becomes less than the maximum due to the time-consuming spare parts waiting time.

Not only that, one of the things that often hinder the maintenance process of this turbomachineries because overhaul and maintenance activities for certain types of machines still have to be done at Solar Turbines headquarters in the United States.

"There is no training center for this Solar Turbines product in Indonesia," said Head of Procurement Management Division, SKK Migas, Erwin Suryadi.

He hopes the contract between Solar Turbines with each KKS Contractor can be implemented immediately. According to him, this strategic agreement gets a good response from PSC Contractors. SKK Migas is considered to be a work partner that is oriented towards cost efficiency and decision-making speed in order to maintain Indonesia's oil and gas production.

SKK Migas will continue to make other positive innovations to create efficiency in Indonesia's upstream oil and gas industry.

"The upstream oil and gas investment climate in Indonesia will be more attractive with these innovations," said Erwin.

Previously, there have been several innovations by SKK Migas, especially in increasing national capacity. For example, by cooperating with national banks as a place to deposit compulsory funds in the upstream oil and gas industry. Then, cooperation with national airlines as a partner in official travel, and various other cooperation.

Gandeng Solar Turbines, SKK Migas Hemat Rp 550 Miliar


Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) menginisiasi kesepakatan strategis (strategic agreement) dengan Solar Turbines International Company.

Estimasi penghematan dari kesepakatan strategis ini dalam lima tahun diperkirakan mencapai US$ 40,67 juta atau sekitar Rp 550 miliar. Kesepakatan strategis tersebut ditandatangani Kepala SKK Migas Amien Sunaryadi dan Presiden Solar Turbines, Pablo Koziner, yang diwakili oleh Vice President Customer Services, Solar Turbines, Juan Rojas di kantor SKK Migas, Jakarta, Selasa (8/11).

Penghematan ini berasal dari diskon pembelian dan perawatan yang sama untuk seluruh kontraktor kontrak kerja sama (KKKS) yang ada di Indonesia. Solar Turbines juga bertanggung jawab atas pengelolaan suku cadang terhadap penggunaan mesin-mesin yang ada di Indonesia.

“Tidak hanya untuk mendapatkan efisiensi biaya, yang paling penting kerja sama ini akan meningkatkan kapasitas nasional,” kata Amien dalam keterangan tertulis di Jakarta, Rabu (8/11).

Amien menjelaskan, SKK Migas mendorong Solar Turbines membuat road map investasi di Indonesia untuk mengembangkan kemampuan sumber daya manusia (SDM), membangun fasilitas manufaktur, serta menjadikan Indonesia sebagai pusat pasar Solar Turbines di Asia Pasifik. 

“Mereka telah menyatakan komitmennya terhadap hal tersebut untuk meningkatkan penggunaan komponen dalam negeri Indonesia,” ujarnya.

Di Indonesia, ditemukan beberapa merk turbomachinery, yang meliputi turbin dan atau peralatan dengan penggerak utama turbin, seperti yang terdapat pada kompresor dan pompa. Saat  Solar Turbines menjadi peralatan turbomachinery terbesar yang digunakan di Indonesia dengan persentase mencapai 81%.

Deputi Pengendalian Pengadaan, SKK Migas Djoko Siswanto menjelaskan, melihat jumlah yang cukup signifikan ini, SKK Migas merasa perlu membuat kesepakatan strategis. Selain efisiensi biaya dan peningkatan kapasitas nasional, kesepakatan ini dapat meningkatkan kehandalan operasi dan menjamin dukungan layanan purna jual. 

“Harapannya, penghentian operasi yang tidak direncanakan (unplanned shutdown) dapat diminimalisir,” ujarnya.

Djoko mengungkapkan, sebelum adanya kesepakatan strategis ini, kerap kali ditemukan beberapa permasalahan yang muncul di lapangan. Contohnya, adanya diskon yang berbeda di antara KKKS. Hal ini diakui Direktur Utama PT Indoturbines, Deny B. Kurnianto selaku agen tunggal Solar Turbines di Indonesia. 

Menurutnya, besaran diskon sangat beragam tergantung dari jumlah pembelian yang dilakukan oleh masing-masing Kontraktor KKS. Makin besar pembelian yang dilakukan, makin besar pula diskon yang dapat diberikan. 

“Adanya kesepakatan ini, diskon yang diberikan sama untuk seluruh KKKS,” katanya.

Selain mengenai besaran diskon, kerap kali ditemukan adanya pemesanan inventori dari masing-masing Kontraktor KKS yang sering memunculkan tambahan biaya logistik dan pergudangan, serta fungsi peralatan menjadi kurang maksimum disebabkan karena waktu tunggu suku cadang yang cukup memakan waktu. 

Tidak hanya itu, salah satu hal yang kerap menghambat proses pemeliharaan turbomachineries ini karena kegiatan overhaul dan pemeliharaan untuk tipe-tipe mesin tertentu masih harus dilakukan di kantor pusat Solar Turbines di Amerika Serikat. 

“Belum ada training center untuk produk Solar Turbines ini di Indonesia,” kata Kepala Divisi Pengelolaan Pengadaan Barang dan Jasa, SKK Migas, Erwin Suryadi.

Dia berharap kontrak antara Solar Turbines dengan masing-masing Kontraktor KKS dapat segera diimplementasikan. Menurutnya, kesepakatan strategis ini mendapatkan respon yang baik dari Kontraktor KKS. SKK Migas dianggap dapat menjadi mitra kerja yang berorientasi pada efisiensi biaya dan kecepatan pengambilan keputusan guna menjaga produksi migas Indonesia. 

SKK Migas akan terus melakukan inovasi-inovasi positif lainnya guna menciptakan efisiensi di industri hulu migas Indonesia.

“Iklim investasi hulu migas di Indonesia akan semakin menarik dengan adanya inovasi-inovasi ini,” kata Erwin.

Sebelumnya, sudah ada beberapa inovasi yang dilakukan SKK Migas, khususnya dalam meningkatkan kapasitas nasional. Misalnya, dengan melakukan kerja sama dengan bank-bank nasional sebagai tempat penyimpanan dana-dana wajib di industri hulu migas. 

     Kemudian, kerja sama dengan maskapai nasional sebagai partner dalam melakukan perjalanan dinas, dan berbagai kerja sama lainnya.

SKK Migas Cooperates with Solar Turbines

Selain mengenai besaran diskon, sering kali ditemukan pemesanan inventori dari masing-masing KKKS yang sering memunculkan tambahan biaya logistik dan pergudangan, serta fungsi peralatan menjadi kurang maksimum disebabkan waktu tunggu suku cadang yang cukup lama. 

     Tidak hanya itu, salah satu hal yang kerap menghambat proses pemeliharaan turbo machineries ini karena kegiatan over haul dan pemeliharaan untuk tipe-tipe mesin tertentu masih harus dilakukan di kantor pusat Solar Turbines di Amerika Serikat.

”Belum ada training center untuk produk Solar Turbines ini di Indonesia,” ungkap Kepala Divisi Pengelolaan Pengadaan Barang dan Jasa SKK Migas Erwin Suryadi.

Erwin berharap, kontrak antara SolarTurbines dan masing-masing KKKS dapat segera diimplementasikan. Kesepakatan strategis ini mendapatkan respons yang baik dari Kontraktor KKS. SKK Migas dianggap dapat menjadi mitra kerja yang berorientasi pada efisiensi biaya dan kecepatan pengambilan keputusan guna menjaga produksi migas Indonesia. SKK Migas, akan terus melakukan inovasi positif lainnya untuk menciptakan efisiensi di industri hulu migas Indonesia. 

"Iklim investasi hulu migas di Indonesia akan semakin menarik dengan adanya inovasi ini," kata Erwin.

Sebelumnya, sudah ada beberapa inovasi yang dilakukan SKK Migas, khususnya dalam meningkatkan kapasitas nasional.

Government Will Rearrange Gas Distribution Area



The government will reorganize the distribution of gas pipeline distribution areas managed by business entities, both existing and new areas. This re-arrangement is one of the revised points of the Regulation of the Minister of Energy and Mineral Resources (ESDM) No. 19 Year 2009 on Gas Operations through Pipes.

Member of the Gas Committee of the Oil and Gas Downstream Regulatory Agency (BPH Migas) Jugi Prajugio said that the revision of the Ministerial Regulation is still being processed, mainly concerning the pattern of distribution of the distribution network.

However, this change of territorial division is said to be applied to new and existing areas, though, re-arranging for existing areas would be more difficult,

The business entity is PT Pertamina Gas (Pertagas) and PT Perusahaan Gas Negara (PGN). In the revised matter of Ministerial Regulation No 19/2009, the government will arrange a plan for the construction of transmission pipelines and distribution pipes within the distribution network (WJD) category in the master plan of natural gas infrastructure.

On the construction of the pipeline, the government will conduct auction and assignment. In this document, prepared three alternative arrangement of distribution pipeline network. First, a commercial entity can build a technical and economical distribution pipeline which can not be established as WJD.

Business entities can conduct commercial activities within a certain period until the economy is reached, then the distribution pipeline can be utilized together.

Second, the government will assign WNT to the region not yet categorized as WJD by considering the technical and economic aspects. Distribution pipelines in WNT are closed access and can be accessed only after reaching the economy. The determination of WNT is conducted through an auction by BPH Migas which will also provide Special Rights.

Third option, WNT will be established within the WJD so that there is a distribution pipeline connecting between WNT The distribution pipeline built in WJD is open access and pipes in the WNT category will be closed access.

When it reaches the economy, pipeline closed access on WNT can be changed into open access. However, not all business entities may do business in WJD. Business entities shall have Oil and Natural Gas Business License for natural gas transportation activities through pipeline as well as Special Rights.

Pemerintah Bakal atur ulang wilayah Distribusi Gas  


Pemerintah bakal mengatur ulang pembagian wilayah jaringan distribusi gas pipa yang dikelola oleh badan usaha, baik Wilayah eksisting maupun baru. Pengaturan ulang ini merupakan salah satu poin revisi dari Peraturan Menteri Energi dan Sumber Daya Mineral (ESDM) No 19 Tahun 2009 tentang Kegiatan Usaha Gas melalui Pipa.

Anggota Komite Gas Badan Pengatur Hilir Minyak dan Gas Bumi (BPH Migas) Jugi Prajugio mengatakan, revisi Peraturan Menteri itu kini masih terus diolah, utamanya soal pola pembagian wilayah jaringan distribusi ini.

“Pihaknya juga mengaku belum mengetahui kapan regulasi ini akan diterbitkan."

Meski demikian, perubahan pembagian wilayah ini disebutnya bakal diterapkan untuk wilayah baru dan eksisting, walaupun, pengaturan ulang untuk wilayah eksisting bakal lebih sulit, 

“Yang eksisting tetap akan berjalan seperti sekarang sampai alokasi gas habis. Setelah itu akan kami tetapkan Wilayah Jaringan Distribusi (WJD) dan Wilayah Niaga Tertentu (WNT)," kata dia di Jakarta, Selasa (8/11).

Diakui Jugi, badan usaha yang bergerak di bisnis distribusi dan niaga gas memang belum sepakat soal pengaturan ulang wilayah jaringan distribusi. Karena itulah, pihaknya bakal menunggu sampai alokasi gas milik badan usaha tersebut di wilayah tertentu selesai, baru kemudian ditetapkan WJD yang baru. 

“Kalau untuk virgin area, mereka sudah sepakat,” ujarnya.

Badan usaha yang dimaksud yakni PT Pertamina Gas (Pertagas) dan PT Perusahaan Gas Negara (PGN). Dalam materi revisi Peraturan Menteri No 19/2009 yang beredar, pemerintah akan mengatur rencana pembangunan pipa transmisi dan pipa distribusi dalam kategori Wilayah Jaringan Distribusi (WJD) dalam rencana induk infrastruktur gas bumi.
Atas pembangunan pipa tersebut, pemerintah akan melakukan lelang dan penugasan. Dalam dokumen ini, disiapkan tiga alternatif pengaturan jaringan pipa distribusi. Pertama, badan usaha niaga dapat membangun pipa distribusi yang secara teknis dan ekonomis belum dapat ditetapkan sebagai WJD. 

Badan Usaha dapat melakukan kegiatan niaga dalam jangka waktu tertentu sampai dengan keekonomian tercapai, selanjutnya pipa distribusi dapat dimanfaatkan bersama.

Kedua, pemerintah akan menetapkan WNT pada Wilayah belum dikategorikan WJD dengan mempertimbangkan aspek teknis dan ekonomis. Jaringan pipa distribusi dalam WNT bersifat closed access dan baru bisa dibuka aksesnya setelah mencapai keekonomian. Penetapan WNT ini dilakukan melalui lelang oleh BPH Migas yang juga akan memberikan Hak Khusus.

Opsi Ketiga, WNT akan dibentuk di dalam WJD sehingga terdapat pipa distribusi yang menghubungkan antar WNT Pipa distribusi yang dibangun di WJD tersebut bersifat open access dan pipa dalam kategori WNT akan bersifat closed access. 

Ketika telah mencapai keekonomian, pipa closed access pada WNT dapat diubah menjadi open access. Meski demikian, tidak semua badan usaha boleh berbisnis di WJD. Badan usaha harus memiliki Izin Usaha Pengangkutan Minyak dan Gas bumi untuk kegiatan pengangkutan gas bumi melalui pipa juga Hak Khusus.

Exploration of Oil and Gas Reserves Constrained by Capital

The need for oil and gas in the country is getting higher. However, the investment climate is not yet supportive. Madya Finance and Monetization Specialist SKK Migas A. Rinto Pudyantoro stated that oil consumption in Indonesia will continue to rise around 8 percent per year.

"By 2025, our consumption is estimated to reach 1.9 million barrels per day (bopd)," he said during a workshop in Jogjakarta yesterday (8/11).

On the other hand, domestic oil production is predicted to continue falling by 15-20 percent until 2025 and reaching only 450 thousand barrels per day. "In fact, the potential of oil and gas in Indonesia is there. What we have produced now, both oil and gas, is 41.2 billion barrels of oil equivalent (bboe). Our potential oil and gas reserves reach 11 bboe, "Rinto said.

"We have to look for it, we need capital and investment to find and add new reserves," he said.

Konsumsi Tinggi, Produksi Semakin Turun


Eksplorasi Cadangan Migas Terkendala Modal

Kebutuhan minyak dan gas dalam negeri makin tinggi. Namun, iklim investasi belum mendukung. Spesialis Madya Keuangan dan Monetisasi SKK Migas A. Rinto Pudyantoro menyatakan, konsumsi minyak di Indonesia akan terus mengalami kenaikan sekitar 8 persen per tahun. 

"Pada 2025, diperkirakan konsumsi kita mencapai 1,9 juta barel per hari (bopd)," katanya dalam lokakarya di Jogjakarta kemarin (8/11).

Di sisi lain, produksi minyak dalam negeri diprediksi terus turun 15-20 persen sampai 2025 dan hanya mencapai 450 ribu barel per hari.  Artinya, Indonesia defisit 1,5 juta barel per hari. Rinto menjelaskan, yang dilakukan SKK Migas adalah mengoptimalkan lapangan yang ada atau existing dengan sistem enhanced oil recovery (EOR). 

"Kalau kita tidak melakukan apa-apa (tidak pakai EOR), pada 2050 produksi minyak kita diprediksi tidak sampai 100 ribu barel per
hari,” jelasnya. 

"Bila kita hanya mengoptimalkan lapangan yang ada dengan sistem EOR, paling banyak produksi kita hanya 173 ribu barel per hari," Ianjut Rinto. Cara lain yang bisa dilakukan adalah menambah cadangan baru. Namun, sampai saat ini cara tersebut dianggap menjadi persoalan. 

”Padahal, sebenarnya potensi migas di Indonesia itu ada. Yang sudah kita produksi sekarang, baik minyak maupun gas, adalah 41,2 billion barrel of oil equivalent (bboe). Cadangan migas potensial kita mencapai 11 bboe,” kata Rinto.

Selain itu, cadangan migas yang tempatnya belum ditemukan sekitar 84,4 bboe. 

"Kami harus mencari itu. Dibutuhkan modal dan investasi untuk mencari dan menambah cadangan baru. lni menjadi kendala," tuturnya.

Saat ini main project SKK Migas untuk minyak berada di lapangan Ande-Ande Lumut. Sekarang masih memasuki tahap tender EPC. Diperkirakan, pada 2021 produksinya mencapai 20 ribu barel per hari.

Kepala Perwakilan SKK Migas Jabanusa Ali Masyhar menyebut, untuk minyak, Jawa Timur adalah andalan nasional. Misalnya, lapangan Banyu Urip sudah memproduksi 200 ribu-206 ribu barel per hari. Artinya, kalau produksi kita secara nasional 800 ribu sampai 815 ribu barel per hari, berarti Banyu Urip mendukung 25-30 persen," paparnya.

Menurut dia, jika tidak ditemukan lapangan-lapangan baru, tentu produksi bakal lebih menurun lagi. 

"Nanti di dekat Banyu Urip ada lapangan Kedung Keris, tapi baru saja mau di development. Potensinya maksimal sekitar 10 ribu bopd. Sekarang masih siap-siap, belum tahu produksi kapan," jelasnya.

Ali mengunggkapkan, banyak hambatan di lapangan untuk menemukan cadangan-cadangan baru. Misalnya, masalah pembebasan lahan dan lamanya perizinan. Begitu pula masalah sosial yang bisa muncul ketika eksekusi. 

"Karena itulah, investasi di dunia migas tidak menarik" ungkapnya.

Bila itulah yang terjadi, di satu pihak konsumsi minyak yang makin tinggi tidak bisa ditahan. 

"Di pihak lain, mempercepat investasi di bidang ini memiliki banyak tantangan,” katanya.


Kerja Sama Tekan Biaya Operasional

Sementara itu, biaya produksi migas yang terus naik setiap tahun membuat KKKS (kontraktor kontrak kerja sama) melakukan efisiensi. Nah, untuk menekan biaya operasi KKKS, Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) membuat kesepakatan strategis dengan Solar Turbines International Company.

Kepala SKK Migas Amien Sunaryadi menyatakan, penghematan berasal dari diskon pembelian dan perawatan yang sama untuk seluruh KKKS di Indonesia. 

"Solar Turbines juga bertanggung jawab atas pengelolaan suku cadang terhadap penggunaan mesin-mesin di Indonesia," jelasnya (8/11).

Estimasi penghematan dari kesepakatan tersebut dalam lima tahun diperkirakan mencapai USD 40,67 juta atau sekitar Rp 550 miliar. 

”Tidak hanya untuk mendapatkan efisiensi biaya, yang paling penting, kerja sama ini akan meningkatkan kapasitas nasional," kata Amien.

Dia menjelaskan, kerja sama tersebut diharapkan dapat meningkatkan penggunaan komponen dalam negeri untuk sektor migas. Saat ini Solar Turbines menjadi peralatan turbomachimary terbesar yang digunakan di Indonesia Persentasenya mencapai 81 persen.

Deputi Pengendalian Pengadaan SKK Migas Djoko Siswanto menambahkan, Selain efisiensi biaya dan peningkatan kapasitas nasional, kesepakatan tersebut dapat meminimalkan penghentian operasi yang tidak direncanakan (unplanned shutdown). Menurut dia, sebelum ada kesepakatan strategis itu, kerap ditemukan beberapa permasalahan di lapangan. Contohnya, adanya perbedaan diskon di antara KKKS. 

Direktur Utama PT Indoturbines Deny B. Kumianto mengakui, besaran diskon sangat beragam Nilainya bergantung jumlah pembelian setiap KKKS.

New Contract Block Termination Still Delayed



The Ministry of Energy and Mineral Resources (ESDM) has yet to sign a new termination contract which will expire next year. In fact, the government has appointed PT Pertamina to become the termination block operator in 2017-2018 since January 2017 and Pertamina has submitted the termination block management proposal.

Director of Upstream Oil and Gas Development of the Ministry of ESDM Tunggal said the government is still waiting for proposals from existing contractors before signing new contracts. Indeed, the government decided to provide opportunities for existing contractors to cooperate with Pertamina in termination blocks.

"It is still awaiting the final proposal from interested parties and the results of the evaluation team," said Tunggal

The evaluation team will assess the proposals proposed by the existing contractor. After that it was submitted to the ESDM Minister before signing a new contract. Kontrak Baru Blok Terminasi Masih Tertunda


Kementerian Energi dan Sumber Daya Mineral (ESDM) belum juga meneken kontrak baru untuk blok terminasi yang akan habis masa kontrak pada tahun depan. Padahal, pemerintah telah menunjuk PT Pertamina untuk menjadi operator blok terminasi tahun 2017-2018 sejak Januari 2017 lalu dan Pertamina telah menyerahkan proposal pengelolaan blok terminasi tersebut.

Direktur Pembinaan Hulu Migas Kementerian ESDM Tunggal bilang, pemerintah masih menanti proposal dari kontraktor eksisting sebelum meneken kontrak baru. Memang, pemerintah memutuskan memberikan peluang bagi kontraktor eksisting agar bekerjasama dengan Pertamina di blok terminasi. 

"Betul masih menunggu proposal final dari para pihak yang berminat dan hasil tim evaluasi," kata Tunggal

Tim evaluasi akan menilai proposal yang diajukan kontraktor eksisting. Setelah itu diajukan kepada Menteri ESDM sebelum penandatanganan kontrak baru. Namun, Tunggal belum bisa menyebutkan target kapan penandatanganan kontrak baru untuk blok terminasi yang habis kontrak tahun depan. 

Sebelumnya, Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM Ego Syahrial mengatakan, pihaknya masih kurang yakin Pertamina bisa mempertahankan produksi sehingga perlu mengundang kontraktor eksisting agar ikut mengelola.

Oil and Gas Investment is Targeted to Increase



The government targets oil and gas sector investments in 2018 and 2019 to continue rising as regulations have been issued that simplify and improve the business climate. Berdasarkan data Kementerian Energi dan Sumber Daya Mineral (ESDM), target investasi sektor migas pada 2018 sebesar US$17,04 miliar terdiri atas US$ 14,45 miliar dari hulu dan US$ 2,S9 miliar dari hilir. Pada 2019, target investasi migas mencapai US$ 18,22 miliar dengan US$ 15,45 miliar diantaranya dan hulu dan US$2,76 miliar dan hilir.

“Optimism karena telah terbit beberapa regulasi yang akan mempermudah dan memperbaiki iklim investasi seperti kebijakan gross split [kontrak bagi hasil kotor],” ujarnya.

Dan sisi produksi migas, pemerintah telah menetapkan asumsi lifting dibuat dua versi, yakni moderat dan optimistis. Asumsi optimistis, Kementerian ESDM memasang target lifting minyak pada 2018 sebesar 815.000 bph. Kemudian, angkanya naik pada 2019 menjadi 850.000 bph. Sebelumnya, Kepala SKK Migas Amien Sunaryadi mengatakan, target investasi pada 2017 tidak akan tercapai. Menurutnya, aspek finansial menjadi masalah utama pembelanjaan modal.
