Kepodang Study Awaited



The government is still awaiting the results of the study of the Center for Oil and Gas Technology Research and Development related to the subsurface layers of Kepadang Field after a drastic reduction in gas production from the block.

Selama ini, lapangan gas yang terletak di pantai utara Jawa Tengah itu menyalurkan gas ke pembangkit milik PT Perusahaan Listrik Negara, yaitu Pembangkit Listrik Gas Uap (PLTGU) Tambak Lorok Semarang.

Namun, kondisi di lapangan saat ini menunjukkan bahwa gas dari Lapangan Kepodang tidak bisa memenuhi penyaluran sesuai kontrak. Dalam kontrak, Lapangan Kepodang akan menyuplai gas sebanyak 116 juta kaki kubik per hari (MMscfd) selama 12 tahun ke

Senior Manager Corporate Affairs & Administration Petronas Carigali Andiono Setiawan sebelumnya mengatakan bahwa pihaknya telah menyatakan kondisi kahar (force majeure) di Lapangan Kepodang pada 8 Juni 2017.

Wakil Menteri Energi dan Sumber Daya Mineral (ESDM) Arcandra Tahar mengatakan bahwa hingga saat ini Iapangan Kepodang, Blok Muriah masih menyalurkan gas ke PLTGU Tambak Lorok. Namun, volume gas yang dialirkan tidak sesuai dengan kontrak jual beli gas
yang diteken antara Petronas dan PT Perusahaan Listrik Negara

Menurutnya, Lemigas melakukan kajian selama 1 bulan-1,5 bulan sejak operator menyatakan kondisi kahar Arcandra memperkirakan. pada bulan ini kajian tentang keadaan bawah permukaan Lapangan Kepodang bisa selesai.

Dengan demikian, dia belum bisa memperkirakan beberapa tindakan yang mungkin dilakukan seperti amendemen kontrak kerja sama maupun melakukan tindak lain khususnya terkait perjanjian jual beli gas antara Petronas dan PLN.

Dalam perjanjian jual beli gas (PJBG), Lapangan Kepodang akan menyuplai gas 116 MMscfd selama 12 tahun ke PLTGU Tambak Lorok. Produksi perdana gas Lapangan Kepodang dimulai pada September 2015.

“Kita lihat dulu hasil dari subsurfacenya, punya data yang lengkap, setelah kita lihat action selanjutnya apa," ujarnya, Kamis

Menurutnya, produksi yang menurun drastis ini bisa saja terjadi karena performa lapisan bawah permukaan yang tidak sesuai harapan. Dia menilai bahwa bila belum berproduksi, data yang didapatkan dari kegiatan eksplorasi seperti survei seismik bisa saja belum mencerminkan keadaan aktualnya.

“Seberapa canggih pun kita dianalisis eksplorasi, seismik, 3D seismik, appraisal well, macam-macam di-drilling, tapi kalau belum berproduksi, datanya mungkin belum akurat benar," katanya.

TURUN DRASTIS

Deputi Operasi SKK Migas Fataryani Abdurahman mengatakan bahwa sebagai akibat kondisi kahar dari komitmen 116 MMscfd, saat ini gas yang disalurkan sebesar 70 MMscfd. Kondisi kahar sendiri merupakan kondisi yang terjadi di luar kendali kontraktor yang memengaruhi operasi di Lapangan.

Dengan kondisi kahar yang telah disampaikan Petronas Carigali Muriah Limited sebagai operator pasokan akan disalurkan hingga 2018. Gas Kepodang dijual seharga US$ 4,61 per MMBtu dengan eskalasi 8,6% per tahun ke PLTGU Tambak Iorok sebesar 1.000 megawatt. Sesuai dengan perjanjian jual beli gas, Lemigas telah ditunjuk sebagai pihak independen yang berhak memberikan opini dalam hal terjadinya kahar.

“Jadi, deklarasi keadaan kahar ini diperlukan untuk merevisi PJBG. Justru itu untuk membuktikan,” katanya.

Direktur Bahan Bakar Minyak dan Gas PLN Chairani Rahmatullah mengatakan bahwa saat ini pihaknya masih menerima pasokan dari Lapangan Kepodang meskipun di bawah volume yang telah disepakati dalam kontrak. Hingga saat ini nasib pasokan dari Kepodang belum diputuskan.

PLN seharusnya mendapat pasokan 116 MMscfd selama 12 tahun sejak kontrak diteken 2015. Namun, karena kondisi kahar, kontrak berpeluang diakhiri atau negosiasi ulang.

Increase Gas Sales Price Benefits State

“Perubahan harga gas (Conoco Phillips ke PGN) selain menjaga fairness bisnis migas di hulu dan midstream juga akan meningkatkan penerimaan negara. Ini positif,” ujar Jonan di Kantor Kementerian ESDM, Jakarta, Rabu (23/8) malam seperti disampaikan melalui
rilisnya di Jakarta.

Menurut dia, berdasarkan kalkulasi lebih lanjut, tambahan penerimaan negara akibat perubahan harga gas Conoco Phillips ke PGN dari US$ 2,6 menjadi US$ 3,5 per MMBTU untuk volume 22,73 BBTUD, akan mencapai sebesar US$ 4,3 juta untuk periode kontrak Juli 2017 sampai November 2018.

“Tambahan penerimaan negara US$ 4,3 juta tersebut lebih besar dari potensi tambahan pendapatan Conoco Phillips sebesar US$ 2,3 juta periode yang sama,” ujarnya.

Jonan juga mengatakan keputusan perubahan harga itu diambil didasarkan unsur perhitungan yang berkeadilan, dengan prinsip adanya pembagian yang adil antara operator di hulu dengan operator di midstream.

Sementara itu, harga dari PGN ke konsumen diputuskan tetap dan tidak mengalami perubahan. Hal ini menurut Jonan, menunjukkan konsistensi pemerintah dalam menjaga harga gas yang terjangkau untuk masyarakat.

“Perubahan harga itu hanya di sisi supply yaitu harga gas Conoco Phillips Sumatera Selatan ke PGN Batam, sedangkan harga di konsumen tetap, ini yang penting, harga di end user seperti industri dan pembangkit listrik tidak naik, sehingga mendorong ekonomi nasional

Direktur Eksekutif Indonesia Resources Studies (IRESS) Marwan Batubara mengkritisi keputusan pemerintah menyetujui kenaikan harga jual gas Conoco Phillips itu. Apalagi kenaikan harga ini menyebabkan perusahaan negara mengalami kerugian Rp 240 miliar hingga berakhirnya masa kontrak pada 2019.

Pendapat berbeda datang dari pengamat energi Mamit Setiawan yang menilai perubahan harga jual gas itu wajar dan tidak dilakukan secara tiba-tiba. Proses renegosiasi harga telah berjalan sejak 2012 dan dilakukan dengan mekanisme business to business.

Indonesia faces uphill struggle to lift oil and gas output



Indonesia needs to raise the ante to sustain its oil and gas production in the next decade amid unfavorable circumstances in the
sector.

BMI Research, a unit of Fitch Group, has sent a strong warning to Indonesia that the countrys crude oil and natural gas output is expected to slide by 1.7 percent and 4 percent. respectively, each year until 2021 because of weak oil prices and slow development of new projects. 

"Indonesia’s crude oil and natural gas production is set to see firm declines over the next five years amid slowing investment into new projects to counter natural declines at mature assets,” BMI Research says in a recently published report.

“Moreover, although we believe oil prices will improve over the coming years, the gradual pace of the rebound, particularly over the next two years, will continue to drag on firms’ appetite for costly output maintenance works at aging fields.”

The report predicts that national oil production will start to decrease by 1.5 percent year-on-year (yoy) to 800,000 barrels of oil per day (bopd) in 2018 from 812,000 bopd this year, which is in line with the projection in the government’s proposed 2018 state budget.

Similarly natural gas production is expected to drop by 10 percent next year, caused by large output losses from Indonesia’s biggest gas source, the Mahakam block in East Kalimantan.

Global oil prices have not rebounded swiftly since their dramatic fall more than two years ago. Benchmark West Texas Intermediate (WTI) reached US$ 48.21 per barrel on Thursday afternoon, up only slightly from $ 47.33 last year. Fellow benchmark Brent traded at $52.39.

However, weak crude prices only play a minor role in the rapidly declining production rate, as the domestic regulatory environ-
ment primarily supports low-cost and low-risk projects, instead of new exploration and exploitation projects that could maintain the production rate.

Giant gas projects, such as the Masela block and the East Natuna block, have been stalled because of disputes between contractors and the government over the project concept and the domestic market obligation (DMO), respectively

Moreover, investment in the sector reached S399 billion in the first half of this year, which is only 28.84 percent of this year’s target of $13.8 billion, according to data from the Upstream Oil and Gas Regulatory Special Task Force (SKK Migas).

The dwindling production may force the country to rely heavily on imports. Despite the grim outlook the government still maintains that Indonesia is unlikely to start importing gas by 2025.

The government is not blind to the fact that investors are shying away from the upstream sector. In January, the government introduced a new scheme in production-sharing contracts (PSC), namely the gross split scheme, to guarantee fiscal iiexibility in new or high-risk projects, but the new scheme has received an undesirable response from investors and experts.
Energy and Mineral Resources Minister Arcandra Tahar said that while the scheme was initially composed based on case studies of existing fields, a revised one would consider the overall process.

“We previously carried out the analysis based only on existing fields. However, we have to look at a full circle from exploration until commissioning, since there have been many suggestions that the NPV [net present value] be the same as the cost recovery PSC,” he said, referring to the former PSC scheme.

The government is also drafting a new regulation on tax treatment under the gross-split scheme, slated to supplement Government Regulation (PP) No. 27/2017 on the same issue for the cost recovery scheme.

Separately, Wood Mackenzie Asia upstream research director Andrew Harwood said investors might still be cautious, despite any impending positive policy changes, as the 2001 Oil and Gas Law was still under revision.

“The gross split regime, by removing the cost recovery system, presents a new upstream frame-work. Investors will be keen to see if the new regime can be accommodated into a new oil and gas law," he told

July, Pertamina EP Asset 3 Oil Production Reaches 10,000 Bph



As of July, the average production of PT Pertamina EP Asset 3 is around 10,000 barrels per day (bpd) for oil and gas production averages 300 million cubic feet per day / mmscfd. With a number of development wells, it is expected that by the end of this year oil production will increase.

Juli, Produksi Minyak Pertamina EP Asset 3 Capai 10.000 Bph


Per Juli, produksi rata-rata PT Pertamina EP Asset 3 sekitar 10.000 barel per hari (bph) untuk minyak dan produksi gas rata-rata mencapai 300 juta kaki kubik per hari/mmscfd. Dengan sejumlah sumur pengembangan, diharapkan hingga akhir tahun ini produksi minyak bisa meningkat. 

“Hingga akhir tahun kami harapkan produksi minyak naik jadi 11.000 bph, sementara gas di kisaran 300 mmscfd,” kata GM PT Pertamina EP Asset 3 Wisnu Hindadari, dalam keterangan yang diterima, Kamis (24/8).

Dia mengatakan produksi Pertamina EP Asset 3 per Juli disumbangkan oleh field Tambun sekitar 2.200 bph minyak dan 50 mmscfd gas. Sementara Field Subang menyumbang 1.709 bph minyak dan 200 mmscfd gas. Adapun field Jatibarang menyumbang 6.000 bph dan gas 50 mmscfd. 

“Pendapatan justru terbesar dari gas yakni hampir 80 persen,” kata dia.

Dia mengatakan, kontribusi produksi migas Asset 3 terhadap induk usaha PT Pertamina EP tergolong kecil. Namun jika dirinci, kontribusi produksi gas kepada induk usaha di peringkat kedua setelah Field Prabumulih Asset 2. Sementara jika dilihat pendapatan, kontribusi pendapatan Asset 3 di urutan kedua.

Field Manajer PT Pertamina EP Asset 3 Subang Mel Hukom menambahkan, pihaknya sedang melakukan eksplorasi (pengembangan) sumur di lapangan Bambu Besar dan akan dieksekusi pada Oktober 2017.

Indonesia Consider Selling Tuna Block to Vietnam

At JC-ESTC yesterday both sides will support and facilitate companies from both countries in implementing oil and gas exploration and exploitation cooperation projects, seeking new cooperation opportunities, especially Tuna Project in Natuna Sea, provision of oil and gas technical services, and coal utilization cooperation.

Skema penjualan gas ke Vietnam ini juga merupakan bagian dari kesepakatan yang diteken Pemerintah Indonesia dan Vietnam. Selain soal jual beli batubara, kerja sama kedua negara juga mencakup pemanfaatan gas pada wilayah lintas batas kontinen.

Pembahasan kerjasama Indonesia dan Vietnam terutama di pemanfaatan gas pada wilayah lintas batas kontinen di inisiasi oleh Direktorat Jenderal Minyak dan Gas Bumi (Ditjen Migas) sejak Maret 2017 lalu. Kemudian dilakukan pertemuan The 7th Indonesia-Vietnam Joint Commission on Economic, Scientific, and Technical Cooperation (JC-ESTC) di Hanoi, Vitenam pada 12 Agustus 2017. 

Pada JC-ESTC kemarin kedua pihak akan mendukung dan memfasilitasi perusahaan-perusahaan dari kedua negara dalam mengimplementasikan proyek kerja sama eksplorasi dan eksploitasi migas, mencari peluang kerja sama baru khususnya Proyek Tuna di Laut Natuna, penyediaan jasa teknis migas, dan kerjasama pemanfaatan batubara.

Wakil Menteri Energi dan Sumber Daya Mineral (ESDM) Arcandra Tahar mengatakan pihaknya masih akan mengkaji soal pemanfaatan gas di Blok Tuna tersebut. Namun, pertimbangan menjual gas ke Vietnam ini muncul lantaran lokasi blok yang jauh di perbatasan. Pembangunan pipa memang dimungkinkan, namun harga gasnya ditaksir akan cukup tinggi.

“Kalau membangun pipa sampai ke Indonesia, itu lebih mahal, ke ekonomiannya tidak akan sebanding. Nah, kami melihat ada peluang agar lapangan itu bisa di develop dan ada [sebanding] ke ekonomian maka dialirkan ke sana [Vietnam],” kata dia di Jakarta, Rabu (24/8) malam.

Sekalipun dibuat menjadi gas alam cair/LNG, harga gas ke Indonesia tetap akan tinggi. Pasalnya, untuk bisa dimanfaatkan, perlu ada fasilitas penampungan dan regasifikasi LNG.

“Jadi keekonomiannya tidak masuk kalau ke Indonesia ” 

Masih Eksplorasi

Sementara itu Kepala Divisi Program dan Komunikasi SKK Migas Wisnu Prabawa Taher mengatakan, Blok Tuna yang dikelola Premiere Oil masih pada tahap eksplorasi. Kontraktor migas ini masih dalam tahap persiapan menyusun rencana pengembangan (plan of development/POD), termasuk skema dan tata waktu pelaksanaan pengembangannya.

Sehingga belum dapat dipastikan berapa besaran produksi gas dan kapan target operasi (on stream) dari Blok Tuna. Kedua hal ini baru bisa ditentukan setelah kajian dalam POD selesai. 

“Saat ini kan kerja sama Indonesia-Vietnam di bidang pemanfaatan gas diantaranya akan mencakup studi bersama untuk pemanfaatan dan pembangan infrastruktur gas di perbatasan, studi kelayakan konektivitas pipa gas di masing-masing wilayah perbatasan, dan pengawasan SKK Migas dan Petrovietnam atau perusahaan afiliasinya untuk melakukan pemanfaatan gas di wilayah perbatasan, MSP ini tidak akan mengurangi pihak manapun yang berkaitan dengan perbatasan Maritim serta hak dan kewajiban mereka di zona maritim masing-masing sesuai dengan UNCLOS 1982 sedang dalam tahap kajian monetisasi gas dari Blok Tuna antara Premier Oil dengan Petrovietnam dan sudah dalam tahap pembahasan MOU/MOA (nota kesepahaman),” tutur Wisnu.

Dalam laman resminya, Premiere Oil menyatakan masih mengevaluasi skenario pengembangan dua lapangan di Blok Tuna, yakni Kuda Laut dan Singa Laut. Kajian ini termasuk apakah gas akan dibawa melalui Pipa West Natuna Transportation System (WNTS) ke Indonesia dan Singapura, ataukah dialirkan melalui infrastruktur eksisting di Vietnam.

Total & Inpex Given Allotment of 39%



The government still offers 39% stake in Mahakam Block participation to PT Total E & P Indonesia Indoneie and lnpex Corporation after its contract expires on December 31, 2017.

Total is the operator of oil and gas blocks located in East Kalimantan with 50% ownership and 50% lnpex. However, starting January 1, 2018, PT Pertamina was appointed operator of the Mahakam Block.

Pemerintah masih menawarkan porsi kepemilikan saham partisipasi Blok Mahakam sebesar 39% kepada PT Total E&P lndonesie dan lnpex Corporation setelah kontraknya berakhir pada 31 Desember 2017.

Total menjadi operator blok minyak dan gas bumi yang berlokasi di Kalimantan Timur itu dengan kepemilikan saham 50% dan lnpex 50%. Namun, mulai 1 Januari 2018, PT Pertamina ditunjuk menjadi operator Blok Mahakam.

Wakil Menteri Energi dan Sumber Daya Mineral (ESDM) Arcandra Tahar mengatakan bahwa ruang bagi kontraktor Blok Mahakam setelah kontrak berakhir masih mengacu pada keinginan Menteri ESDM lgnasius Jonan dengan bagian maksimum 39%. Total E&P lndonesie sebagai operator dan lnpex sebagai mitra dengan kepemilikan hak kelola [participating interest/Pl) sebesar 50% di Blok Mahakam bisa menguasai hingga 39% saham partisipasi pada 2018 melalui skema bisnis dengan Pertamina sebagai kontraktor barunya.

Dalam kesempatan kunjungan kerja ke Blok Mahakam, Menteri ESDM Ignasius Jonan mengatakan, Total dan lnpex bisa kembali mendapat hak kelola di Blok Mahakam melalui skema bisnis dengan Pertamina.

Adapun bagian maksimum 39% masih menyisakan ruang sebesar 51% untuk Pertamina dan 10% untuk badan usaha milik daerah yang berhak mendapat penawaran saham partisipasi Blok Mahakam. Meskipun berbeda dengan keputusan yang dikeluarkan pada 2015, yakni kontraktor existing hanya mendapat ruang maksimum 30% pada Blok Mahakam, Jonan menilai bagian 39% tidak akan menjadi masalah karena Pertamina tetap mendominasi kepemilikan saham partisipasi.

“Kata Menteri ESDM seperti itu,” kata Arcandra, Rabu (23/8).

Menurutnya, bila memang Total dan Inpex masih berminat, opsi terbuka melalui kesepakatan yang harus dicapai melalui skema bisnis. 

“Kita minta Total bicara b to b [mekanisme bisnis] dengan Pertamina,” katanya.

Direktur Hulu Pertamina Syamsu Alam mengatakan bahwa perseroan masih mengacu pada batas kepemilikan saham partisipasi kontraktor existing, yaitu maksimal 30%. Pembicaraan tentang bagian kontraktor lama pada kontrak baru masih berjalan.

Syamsu menjelaskan, pembicaraan soal saham partisipasi itu sudah di mulai. Namun, dia berharap agar transaksi bisa diselesaikan ketika kontrak baru berlaku pada 1 Januari 2018 sehingga pelaksanaan kegiatan pada 2018 bisa lebih optimum.

Berdasarkan data SKK Migas, realisasi produksi gas Blok Mahakam hingga Juni 2017 sebesar 1.504 MMscfd atau 105% dari target 1.430 MMscfd. Produksi gas Mahakam berkontribusi sebesar 20% terhadap produksi gas nasional yang menyentuh 7.512 MMscfd

Subang Field Production Above 90%



During the period of January-August 2017, the average production per month of PT Pertamina EP Asset 3 Subang Field on the 2017 performance target of 95.1% for petroleum and 90.1% for natural gas.

Meanwhile, PEP Asset 3 oil production amounted to 1,527.09 barrels per day (bph) and 214.82 MMScfd for gas. The average oil and gas production of Pertamina EP has reached 353.48130 bpd (oil) and 50,053,215 MMscfd (gas).

Number of wells in Subang Field as many as 117 wells consisting of 58 wells producing, 52 wells not producing and 7 injection wells.

Currently Subang Field work area includes Subang, Purwakarta, and Karawang. Field Subang has 4 districts, namely District Subang, Cilamaya District, District Pegaden, and Cicauh Sukamandi District.

Subang District consists of Subang Collector Station, Pasirjadi Collector Station, and Test Unit Tunggulmaung. Cilamaya District includes Cilamaya Collecting Station. The Pegaden District area includes Pagaden Collecting Station, Tanjungsari Collector Station, Bojongraong Collecting Station, Pamanukan Collector Station, and Jatiasri Test Unit. Meanwhile, Cicauh Sukamandi District consists of Cicauh Collecting Station, Sukamandi Collector Station, and Large Bamboo Unit Test.

Pertamina EP Asset 3 Subang Field established a program related to HIV / AIDS prevention in Subang Regency as one form of corporate social responsibility (CSR).

Pertamina EP initiated the formation of Citizens Concerning AIDS (Wapa) and Anti-HIV / AIDS (Pantura) Anti-Transmission Force in Sukareja Village, Sukasari Sub-District, Subang. Produksi subang Field di Atas 90%


Sepanjang periode Januari-Agustus 2017, pencapaian rata-rata produksi per bulan PT Pertamina EP Asset 3 Subang Field terhadap target kinerja 2017 sebesar 95,1 % untuk minyak bumi dan 90,1% untuk gas bumi.

Sementara itu, produksi minyak PEP Asset 3 sebesar 1.527,09 barel per hari (bph) dan 214,82 MMScfd untuk gas. Rerata produksi migas Pertamina EP hingga saat ini mencapai 353.48130 bph (minyak) dan 50,053,215 MMscfd (gas).

Jumlah Sumur yang terdapat di Subang Field sebanyak 117 sumur yang terdiri dari 58 sumur yang berproduksi, 52 sumur tidak berproduksi dan 7 sumur injeksi.

Saat ini wilayah kerja Field Subang meliputi Kabupaten Subang, Purwakarta, dan Karawang. Field Subang memiliki 4 distrik, yakni Distrik Subang, Distrik Cilamaya, Distrik Pegaden, dan Distrik Cicauh Sukamandi.

Distrik Subang terdiri dari Stasiun Pengumpul Subang, Stasiun Pengumpul Pasirjadi, dan Test Unit Tunggulmaung. Distrik Cilamaya mencakup Stasiun Pengumpul Cilamaya. Wilayah Distrik Pegaden meliputi Stasiun Pengumpul Pagaden, Stasiun Pengumpul Tanjungsari, Stasiun Pengumpul Bojongraong, Stasiun Pengumpul Pamanukan, dan Test Unit Jatiasri. Adapun, Distrik Cicauh Sukamandi terdiri dan Stasiun Pengumpul Cicauh, Stasiun Pengumpul Sukamandi, dan Test Unit Bambu Besar. 

Pertamina EP Asset 3 Subang Field membentuk program terkait penanggulangan HIV/AIDS di Kabupaten Subang sebagai salah satu bentuk tanggung jawab sosial perusahaan (corporate social responsibility/ CSR).

Pertamina EP menginisiasi pembentukan Warga Peduli AIDS (Wapa) dan Pasukan Anti Penularan HIV/AIDS (Pantura) di Desa Sukareja, Kecamatan Sukasari, Subang. Peluncuran program Wapa Pantura Subang diresmikan oleh Asisten Sekwilda 11 Pemerintah Kabupaten Subang Komir Bastaman di Kantor Desa Sukareja, Kamis (24/8).

“Wapa Pantura merupakan salah satu program CSR Pertamina EP Asset 3 Subang Field.

Kami ingin turut serta memberdayakan masyarakat terkait penanggulangan HIV/AIDS, apalagi Subang Field memiliki wilayah kerja operasi di Subang dan Karawang," ujar General Manager Pertamina EP Asset 3 Wisnu Hindadari dalam acara peluncuran tersebut.

Selain kesehatan, Pertamina EP juga memasuki sektor pendidikan dan ekonomi di wilayah kerja Subang Field. Sejak 2013, Pertamina EP mulai memberi bantuan alat mesin jahit untuk kursus pelatihan menjahit. Mulai 2014, Pertamina EP mulai mengembangkan pusat kegiatan belajar masyarakat (PKBM) Assolahiyah di Desa Pasirjaya, Kecamatan Cilamaya Kulon, Kabupaten Karawang.

Direktur PKBM Assolahiyah Heru Saleh mengatakan, PKBM tersebut dibentuk pada 2008 sebagai salah satu cara untuk menempuh pendidikan secara infomual bagi masyarakat sekitar.

Tuban Block Wait Management Certainty

Blok Tuban Tunggu Kepastian Pengelola


Meski pengelolaan Wilayah Kerja (WK) Blok Tuban oleh Joint Operating Body Pertamina Petrochina East Java (JOB PPEJ) akan berakhir 28 Februari 2018 mendatang, hingga kini belum ada penjelasan resmi siapa yang akan mengelola blok itu.

Menurut Admin Superintendent JOB PPEJ Akbar Pradima, Wilayah Kerja Blok Tuban yang akan diserahkan JOB PPEJ pada pemerintah, selanjutnya pada 1 Maret 2018 oleh pemerintah pengelolaannya akan diserahkan kepada Pertamina Hulu Energi (PHE).

“Setahu saya, Wilayah Kerja Blok Tuban akan dikelola oleh Pertamina Hulu Energi (PHE). Apakah Petrochina akan bergabung, saya tidak dalam kapasitas menjelaskan,” kata Akbar Pradima.

Di pihak lain, General Manager Pertamina EP Asset 4 Didik Susilo menegaskan bahwa Lapangan Sukowati akan dikelola oleh Pertamina EP Asset 4. Alasannya, lapangan Sukowati sebagai bagian dari wilayah kerja Pertamina EP.

“Sudah ada surat dari Direktur Hulu Pertamina bahwa mulai 1 Maret 2018 lapangan Sukowati akan dikelola Pertamina EP Asset 4,” kata Didik Susilo dalam pertemuan dengan 36 editor media nasional yang melakukan kunjungan lapangan di wilayah Tuban, Bojonegoro dan Cepu.

Wilayah Kerja Blok Tuban yang terbagi menjadi Blok Tuban Timur meliputi Wilayah Kabupaten Sidoarjo, Kabupaten Mojokerto, Kabupaten Gresik dan Kabupaten Lamongan. Sementara Blok Tuban Barat meliputi Wilayah Kabupaten Tuban dan Kabupaten Bojonegoro.

Pada awal penandatangan kontrak 29 Februari 1988, Wilayah Kerja Blok Tuban seluas 7.391 km2. Setelah tiga kali penyisihan wilayah, saat ini luas wilayah kerja hanya sekitar 1.478 km2. Setelah mendapatkan mandat mengelola Wilayah Kerja Blok Tuban, penemuan cadangan terbukti pertama pada bulan April 1994.

Penemuan cadangan pertama ini diberi nama Lapangan Mudi. Penemuan selanjutnya terjadi di tahun 2001 yang dikenal dengan nama lapangan Sukowati.

Sebelum krisis harga minyak dunia, total kontribusi JOB PPEJ sekitar 25.083 BOPD minyak mentah (crude oil) dan 25,73 MMCPD gas (Juli 2014). Produksi tertinggi JOB PPEJ terjadi pada tahun 2012 yang bisa mencapai 48,000 barel per hari.

Kini, akibat tiadanya pengeboran sumur baru, untuk melawan penurunan alamiah, produksi JOB di Lapangan Mudi dan Sukowati berupaya dikendalikan lewat kegiatan perawatan sumur dan inovasi. Total jumlah sumur yang aktif dikelola JOB PPEJ pada saat ini sebanyak 35 sumur, dengan rincian Lapangan Sukowati 26 sumur dan Lapangan, Mudi 9 sumur.

Karena proses alamiah yang biasa disebut dengan istilah Normal Production Decline, kini produksi air jauh lebih besar daripada minyaknya. Di Lapangan Mudi saja air yang ikut diproduksi sebanyak 18.000 - 19.000 barel water per day (BWPD), sementara produksi minyak hanya sekitar 1.100 - 1.200 BOPD.

“Begitu juga dengan Lapangan Sukowati yang produksi airnya 19.000 - 20.000 BWPD dan minyak 8.700 - 8.900 BOPD,” kata Acting Field Manager JOB PPEJ, Fauzy Mayanullah.

ESDM Awaits Lemigas Investigation in Kepodang

The government gave a period of between 1.5 months and two months to Lemigas completing the Kepurang Field subsurface analysis located in the Muriah Block. That way Arcandra hope, at the end of August or next September there has been a result of subsurface analysis.

Once there is a result, the government will decide on contract amendments or penalties to be awarded to the Kepodang Field contractor, Petronas Carigali Muriah Ltd and Saka Energi Indonesia.

"Historical view, analyze existing data, reanalyzed, then decided the next step," he said.

According Arcandra, kahar conditions not only occur in the Field Kepodang, but never happened also in West Seno Square.

"Cases like this are also happening around the world with a variety of different cases, so it's a lot of cases, so people should not be arrogant," said Arcandra.

ESDM Menanti Investigasi Lemigas di Kepodang


Kementerian Energi dan Sumber Daya menyatakan hingga saat ini belum memutuskan satupun langkah yang akan diambil pasca diumumkannya kondisi force majeure alias kahar di Lapangan Kepodang. Produksi Lapangan Kepodang, Blok Muriah, Jawa Tengah terus menurun dari 116 mmscfd, sekarang hanya mencapai 80 mmscfd. Padahal Petronas Carigali baru saja memproduksi tahun 2015 lalu.

Menurut Wakil Menteri Energi dan Sumber Daya Mineral (ESDM) Arcandra Tahar, pemerintah akan memutuskan nasib lapangan Kepodang setelah melakukan analisa subsurface. 

"Evaluasi dilakukan oleh Lemigas," katanya, Kamis (24/8).

Pemerintah memberikan waktu antara 1,5 bulan hingga dua bulan ke Lemigas menyelesaikan analisa subsurface Lapangan Kepodang yang berada di Blok Muriah. Dengan begitu Arcandra berharap, pada akhir bulan Agustus atau September mendatang sudah ada hasil dari analisa subsurface.

Setelah ada hasil, pemerintah akan memutuskan soal amandemen kontrak atau penalti yang akan diberikan pada kontraktor Lapangan Kepodang, yaitu Petronas Carigali Muriah Ltd dan Saka Energi Indonesia. 

"Lihat historis, menganalisa data yang ada, dianalisa ulang, setelah itu diputuskan langkah selanjutnya," ujarnya.

Menurut Arcandra, kondisi kahar tidak hanya terjadi di Lapangan Kepodang, tapi pernah terjadi juga di Lapangan West Seno.
