Potential Investors are Targeting 9 Oil and Gas Blocks



The Ministry of Energy and Mineral Resources (ESDM) is still anxious to follow the tender process of oil and gas blocks. The government has confidence, the auction 15 blocks of oil and gas that took place since May 2017 and it will be followed by many devotees.

Calon Investor sedang Mengincar 9 Blok Migas


Kementerian Energi dan Sumber Daya Mineral (ESDM) masih harap-harap cemas mengikuti proses tender blok migas. Pemerintah punya keyakinan, lelang 15 blok migas yang berlangsung sejak Mei 2017 lalu itu akan diikuti banyak peminat.

Indikasi banyaknya peminat terlihat saat proses pembelian dokumen blok migas. Setidaknya ada sembilan dari 15 blok migas yang dilelang diminati calon pembeli. Catatan saja, 10 dari 15 blok migas itu berupa blok migas konvensional, dan 5 blok migas non konvensional.

"Para peminat sudah membeli dokumen lelang untuk sembilan blok migas," kata Dadan Kusdiana, Kepala Biro Komunikasi, Layanan Informasi Publik dan Kerja Sama Kementerian Energi dan Sumber Daya Mineral.

Dari jumlah pembeli dokumen itulah Dadan optimistis lelang blok migas kali ini akan ramai peminat. Sayangnya dia enggan menyebut blok migas mana saja yang sudah diincar para calon investor. Yang jelas, dia berharap penandatanganan kontrak blok akan terealisasi tahun ini.

Salah satu faktor yang membuat pemerintah yakin lelang blok migas tahun ini akan laku karena adanya skema gross split. Skema gross split memang baru kali ini ditawarkan pemerintah. 

“Gross Split menawarkan mekanisme lebih baik ke badan usaha," kata Dadan

Direktur Jenderal Migas Kementerian ESDM Ego Syahrial menambahkan, masih ada satu blok migas yang belum mendapatkan penawaran dari investor. 

"Tapi, minat terhadap 2017 ini ada, oleh karena itu pemerintah memperpanjang proses Ielang sampai September," tuturnya.

Untuk blok Migas non konvensional, akses dokumen penawaran alias bid document bisa dilakukan sampai 7 September 2017. Lalu proses pemasukan dokumen partisipasi bisa dilakukan sampai 14 September 2017.

Sementara untuk blok konvensional, akses bid document bisa dilakukan sampai 11 September 2017. Penyerahan dokumen partisipasi sampai 18 September 2017. Sebagai catatan, lelang blok migas sepi sejak 2009. Dari 47 blok yang dilelang, hanya 17 blok yang diminati. Pada 2015 dari 8 blok yang dilelang, tidak satupun ada peminatnya.

Global Oil Demand Will Be High



The International Energy Agency (IEA) estimates global oil demand will grow beyond this year's forecast. It eased global worries over global oil surplus due to rising US oil production and reduced interest from members of the world oil exporting organization (OPEC) to cut back on oil production.

The agency raised its forecast for global oil demand growth this year to 1.5 million barrels per day (bpd) from 1.4 million barrels of bpd in a previous report. Meanwhile, demand for next year is estimated to reach 1.4 million bpd.

"Manufacturers must find ways to continue increasing global demand, although demand realization is always stronger than expected," the IEA said in its official statement on Friday (11/8).

The Paris-based agency suggested that the world's oil-producing nations continue to tighten oil production, despite an indication of increased demand. The policy needs to be done so that global oil prices record a strong recovery.

OPEC member states have agreed to limit global oil production by about 1.2 million barrels per day. Meanwhile, Russia and other non-OPEC producers cut 600,000 bpd by March 2018 to support the recovery of world oil prices.

However, the IEA said that OPEC's compliance with its production cuts in July has dropped to 75%. The percentage of compliance is at its lowest level since the cutting deal of oil production began in January 2017. The IEA cited the weakness of the greatest level of compliance donated by Algeria, Iraq and the United Arab Emirates (UAE).

In addition, one of OPEC's Libyan members, currently freed from cuts in production policies, drastically increased oil production.

As a result, global oil supply as a whole increased by 520,000 bpd in July or much higher than the same period last year which recorded a rise of 500,000 bpd.

Another challenge that will hamper the process of reducing global oil surplus also comes from non-OPEC oil producing countries. The IEA estimates that non-OPEC countries' oil output will rise by 0.7 million bpd by 2017 and 1.4 million bpd by 2018. The increase is mostly contributed by Uncle Sam.

Permintaan Minyak Global Bakal Tinggi


Badan Energi Internasional (IEA) memperkirakan permintaan minyak global akan tumbuh melebihi prediksi pada tahun ini. Hal itu meredakan kekhawatiran global atas kelebihan pasokan minyak global akibat kenaikan produksi minyak Amerika Serikat (AS) dan berkurangnya minat anggota organisasi negara pengekspor minyak dunia (OPEC) untuk memangkas kembali produksi minyaknya.

Badan tersebut menaikkan perkiraannya atas pertumbuhan permintaan minyak global pada tahun ini menjadi 1,5 juta barel per hari (bph) dari 1,4 juta barel bph dalam laporan sebelumnya. Sementara itu, permintaan untuk tahun depan diperkirakan mencapai 1,4 juta bph.

“Produsen harus menemukan cara untuk terus meningkatkan permintaan global, kendati realisasi permintaan selalu lebih kuat dari perkiraan,” tulis IEA dalam keterangan resminya, Jumat (11/8).

Lembaga yang berbasis di Paris tersebut menyarankan agar negara-negara produsen minyak dunia tetap melanjutkan pengetatan produksi minyaknya, meskipun ada indikasi peningkatan permintaan. Kebijakan tersebut perlu dilakukan agar harga minyak global mencatatkan pemulihan yang kuat.

Negara anggota OPEC telah sepakat untuk membatasi produksi minyak global sekitar 1,2 juta barel per hari. Sementara itu, Rusia dan produsen non-OPEC lainnya memotong 600.000 bph sampai Maret 2018 demi mendukung pemulihan harga minyak dunia.

Namun, IEA mengatakan bahwa kepatuhan OPEC terhadap pemotongan produksinya pada Juli telah turun menjadi 75%. Persentase kepatuhan tersebut menjadi tingkat terendahnya sejak kesepakatan pemotongan produksi minyak dimulai pada Januari 2017. IEA menyebutkan lemahnya tingkat kepatuhan paling besar disumbangkan oleh Aljazair, Irak dan Uni Emirat Arab
(UEA). 

Selain itu, salah anggota OPEC yakni Libya, yang saat ini dibebaskan dari kebijakan pemotongan produksi, justru meningkatkan secara drastis produksi minyaknya.

Akibatnya, pasokan minyak global secara keseluruhan meningkat sebesar 520.000 bph pada Juli atau jauh lebih tinggi dari periode yang sama pada tahun lalu yang mencatatkan kenaikan 500.000 bph.

Tantangan lain yang akan menghambat proses pengurangan kelebihan pasokan minyak global juga datang dari negara produsen minyak non-OPEC. IEA memperkirakan, produksi minyak negara non-OPEC akan naik 0,7 juta bph pada 2017 dan 1,4 juta bph pada 2018. Kenaikan tersebut paling besar disumbang oleh Paman Sam.

Force Majeure Condition in Kepodang Block

Kondisi Kahar di Blok Kepodang


PT Perusahaan Gas Negara membenarkan terjadi kondisi force majeure atau kahar pada blok minyak dan gas bumi (migas) yang dikelola mereka bersama Petronas, yakni di Lapangan Kepodang Blok Muriah daerah Jawa Tengah. Oleh karena itu, mereka saat ini sedang meminta badan independen untuk menghitung kerugian. 

Direktur Keuangan PGN Nusantara Suyono menjelaskan pihaknya mengakui adanya kondisi kahar di blok tersebut. Artinya, cadangan gas di Blok kepodang itu terbukti Iebih sedikit daripada perkiraan semula.

Alhasil, produksi pun akan diberhentikan lebih cepat, yakni pada 2018 mendatang. Padahal kontrak pembelian gas dari Petronas berlaku hingga 2026 mendatang. PGN sebagai pemegang 20% saham Blok Muriah melalui anak usaha, yakni Saka Energi, dipastikan mengalami kerugian atas kondisi tersebut. Namun, total kerugian masih belum bisa dipastikan.

Pertamina Wait for Additional Realization of Split



PT Pertamina is still awaiting the realization of incentives in the development of the Jambaran-Tiung Biru Field in the form of additional revenue sharing (split) of 5%. Pertamina Tunggu Realisasi Tambahan Split


PT Pertamina masih menunggu realisasi insentif dalam pengembangan Lapangan Jambaran-Tiung Biru berupa tambahan bagi hasil (split) sebesar 5%. Direktur Hulu Pertamina Syamsu Alam mengatakan, tambahan split ini karena Proyek Jambaran-Tiung Biru termasuk proyek strategis nasional. Tambahan split ini dengan tujuan agar keekonomian proyek menjadi lebih baik.

Meski split diubah, dikatakannya tidak perlu sampai harus ada amenden kontrak kerjasama (Production sharing contract/PSC) lapangan Jambaran-Tiung Biru. Meski demikian, tambahan split harus direalisasikan secepatnya.

 “Kita bisa mengacu cara yang dilakukan di Lapangan Banyu Urip, tidak harus dilakukan dengan cara amendemen. Tentu [tambahan split] sebelum proyek dimulai,” kata dia di Jakarta, Rabu (9/8).

Untuk mengejar harga gas yang bisa diterima konsumen, dilakukan pemotongan biaya investasi Proyek Jambaran-Tiung Biru secara signifikan. Dalam rencana pengembangan (plan of development/ POD), nilai investasi Proyek Jambaran-Tiung Biru mencapai US$ 2,1 miliar. Namun, pemerintah bersama Pertamina kemudian sepakat mengefisienkan biaya hingga menjadi hanya US$ 1,8 miliar, dan ditekan lagi menjadi US$ 1,54 miliar.

Sebelumnya, Wakil Menteri Energi dan Sumber Daya Mineral (ESDM) Arcandra Tahar menjanjikan tambahan split untuk membantu Pertamina dalam merampungkan Proyek Jambaran-Tiung Biru. Awalnya bagi hasil Pertamina yakni sebesar 40% dan negara 60%, kemudian diubah menjadi Pertamina 55% dan negara 45%.

“Untuk hulunya, pemerintah memutuskan karena disini CO2 cukup tinggi, keekonomiannya sedikit sekali, maka bagi hasilnya dinaikkan,” jelasnya.

Presiden Direktur PT Pertamina EP Cepu Adriansyah menuturkan, proyek ini dirancang untuk dapat diselesaikan dalam 36 bulan. 

“Jika dimulai tahun ini, maka selesainya pada akhir 2020 atau awal 2021, itu sudah dengan antisipasi adanya delay,” kata dia.

Tahun ini, Pertamina EP Cepu telah menyiapkan dana sekitar US$ 100 juta untuk melanjutkan pengerjaan Proyek Unitisasi Lapangan Jambaran-Tiung Biru. Anggaran tidak terlalu besar karena kegiatan yang dilakukan pada tahun ini belum banyak kegiatan konstruksi. Aktifitas yang dilakukan yakni pengerjaan rekayasa (engineering) persiapan, dan pembebasan sebagian kecil lahan yang dibutuhkan.

Saat pengembangan Lapangan JTB sedang dalam pelaksanaan EPC Early Civil Work (ECW). “Early civil work sudah sekitar 50% berjalan. Target kami akhir tahun 2017 selesai,” ujar Adriansyah.

Tidak Mundur

Dalam mengerjakan Proyek Jambaran-Tiung Biru, Pertamina masih bermitra dengan badan usaha daerah. Walaupun ExxonMobil melepas kepemilikan hak partisipasinya karena keekonomiannya tidak sesuai dari hasil perhitungannya.

“Sementara ini BUMD masih tetap ikut untuk pengembangan JTB. Saya sudah dapat konfirmasi bahwa mereka akan tetap lanjut berpartisipasi,” kata Adriansyah.

Proyek Jambaran-Tiung Biru sendiri merupakan unitisasi dari dua lapangan dari blok yang berbeda. Lapangan Jambaran masuk dalam wilayah kerja Blok Cepu di mana Pertamina dan ExxonMobil sama-sama memiliki hak partisipasi. Sementara Lapangan Tiung Biru masuk area PT Pertamina EP. Khusus di Lapangan Jambaran, hak partisipasi Pertamina dan Exxon-Mobil masing-masing yakni sebesar 41,4%. Sementara pemegang saham partisipasi lain yaitu BUMD 9,2% dan PT Pertamina EP 8%.

Untuk saham partisipasi Exxon-Mobil, sedang dalam proses diakuisisi oleh Pertamina. Dalam diskusi terakhir, kata Alam, sudah diperoleh kisaran harga yang dapat diterima pihaknya dan ExxonMobil. Pihaknya menargetkan akuisisi hak partisipasi ini dapat diteken dalam waktu dekat.

“Proyeknya Jambaran-Tiung Biru harus selesai pada 2020. Jadi proyeknya harus dimulai akhir tahun ini. Sehingga untuk bisa dimulai, semua kesepakatan harus selesai sebelumnya mulai,” ujarnya. 

Proyek Jambaran Tiung Biru menghasilkan gas 172 juta kaki kubik per hari/mmscfd. Seperti diketahui pokok perjanjian (head of agreement/ HoA) jual beli gas Proyek Jambaran-Tiung Biru sudah diteken oleh Pertamina dan PT PLN. Perusahaan listrik milik pemerintah ini akan membeli gas sebanyak 100 mmscfd untuk 30 tahun pada harga US$ 7,6 per juta britih thermal unit (mmbtu) tanpa eskalasi di plant- gate. Perjanjian jual beli gas (PJBG) kesepakatan ini ditargetkan bisa diteken dalam satu bulan ke depan.

Operation of Gresik-Semarang Pipeline Delay

Hatim promised, it will complete the land acquisition of this pipeline project by the end of this year. Because the Pertagas team continues to accelerate the process of land acquisition. It is optimistic Pipa Gresik-Semarang can be completed in mid-2018.

Pengoperasian Pipa Gresik-Semarang Mundur


PT Pertamina menyatakan pengoperasian pipa transmisi Gresik-Semarang baru bisa dilakukan pada pertengahan 2018, mundur dari perkiraan awal pada akhir tahun ini. Sulitnya pembebasan lahan menjadi hambatan proyek ini.

Direktur Gas Pertamina Yenny Andayani menuturkan, jadwal on stream atau mulai produksinya Lapangan Jambaran-Tiung Biru pada 2020-2021 tidak mengganggu penyelesaian Pipa Gresik-Semarang. Konstruksi pipa ini terus berjalan seperti biasa. 

“Pipa Gresik-Semarang pertengahan 2018 sudah jadi,” kata dia di Jakarta, Selasa (8/8).

Public Relation and CSR Manager PT Pertamina Gas (Pertagas) Hatim Ilwan menambahkan, pipa akan dapat diselesaikan tahun depan karena belum selesainya pembebasan lahan. Pasalnya, untuk progres rekayasa, pengadaan, dan konstruksi (engineering, procurernent and construction/ EPC) sebenarnya sudah mencapai 84%. 

“EPC itu sudah 84%, tetapi karena pembebasan lahan belum selesai, belum bisa disambung pipanya ,” kata dia.

Dijelaskannya, pada rencana awal, sebagian besar atau lebih dari 50% dari jalur Pipa Gresik-Semarang sepanjang 266,26 kilometer (km) menggunakan jalur kereta api. Realitanya, jalur kereta api yang dapat dilewati tidak bisa sepanjang itu dan pihaknya harus mengubah jalur melewati wilayah pemukiman.

“Harus diperhatikan bahwa Pipa Gresik-Semarang secara komposisi banyak melewati pemukiman. Sehingga kami harus negosiasi secara hati-hati karena bersepakat dengan orang per orang," kata Hatim.

Perubahan jalur pipa menjadi tidak terhindarkan. Ketika sebagian warga keberatan dilewati pipa gas atau tidak tercapai kesepakatan dalam negosiasi, perubahan jalur harus dilakukan. Begitu juga kemudian jalur pipa harus memotong jalan atau sungai, perubahan jalur juga diperlukan.

“Kalau ada reroute, pasti membutuhkan waktu,” ujarnya.

Adanya perubahan jalur diakui Hatim akan mengubah biaya investasi yang dibutuhkan. Namun kenaikan biaya ini tidak signifikan. Sebelumnya diperkirakan nilai investasi Pipa Gresik-Semarang sebesar Rp 250 juta.

Hatim menjanjikan, pihaknya akan merampungkan pembebasan lahan proyek pipa ini pada akhir tahun ini. Pasalnya, tim Pertagas terus mempercepat proses pembebasan lahan ini. Pihaknya optimis Pipa Gresik-Semarang dapat selesai pada pertengahan 2018.

Establishment for Designed Area



Musi Banyuasin District in South Sumatra along with the United Nations Development Program (UNDP) is designing the establishment of endowment funds from non-renewable natural resources, oil and gas. Cooperation is to prepare the source of development funding if one day the resources are exhausted.

"In Indonesia, revenue from natural resources is the third largest. However, we all know, oil and gas natural resources may be exhausted by 2030. So, there needs to be a strategy for the benefits still can be enjoyed by future generations, "said UNDP Indonesia Deputy Director Francine Pickup in the signing of a memorandum of understanding between Musi Banyuasin Regency and UNDP Thursday (10/8), in Jakarta.

Quoted from the Results of the Feasibility Study on the Establishment of Eternal Funds by UNDP and the Institute of Economic and Community Investigation of the University of Indonesia, Musi Banyuasin Regency is one of 20 districts / cities with large natural resources of oil and gas and minerals with sufficient fiscal capacity. At the provincial level there are 13 provinces that are fiscally sufficient because of the large oil and gas revenues.

Pembentukan untuk Daerah Dirancang


Kabupaten Musi Banyuasin di Sumatera Selatan bersama Program Pembangunan PBB (UNDP) sedang merancang pembentukan dana abadi dari sumber daya alam tidak terbarukan, yakni minyak dan gas. Kerja sama tersebut untuk mempersiapkan sumber pendanaan pembangunan jika suatu saat sumber daya alam tersebut habis.

”Di Indonesia, penerimaan dari sumber daya alam itu terbesar ketiga. Namun, kita semua mengetahui, sumber daya alam minyak dan gas mungkin akan habis pada 2030. Maka, perlu ada strategi agar manfaatnya masih dapat dinikmati generasi masa depan,” kata Wakil Direktur UNDP Indonesia Francine Pickup dalam acara penandatanganan nota kesepahaman antara Kabupaten Musi Banyuasin dan UNDP Kamis (10/8), di Jakarta.

Dikutip dari Hasil Kajian Kelayakan Pembentukan Dana Abadi oleh UNDP dan Lembaga Penyelidikan Ekonomi dan Masyarakat Universitas Indonesia, Kabupaten Musi Banyuasin adalah salah satu dari 20 kabupaten/kota yang memiliki sumber daya alam migas dan mineral yang besar dengan kapasitas fiskal yang mencukupi. Di tingkat provinsi ada 13 provinsi yang tergolong mencukupi secara fiskal karena penerimaan dari migas dan mineral yang besar.

“ Dalam diskusi panel, menurut Pickup, tujuan pemanfaatan dana abadi harus jelas. Selain itu, pengelolaan dana abadi juga harus transparan dan akuntabel. Namun, hal itu dirasa akan rumit karena ada banyak berbagai kepentingan. Karena itu, keterlibatan rakyat untuk mengawasi dana abadi diperlukan. 

Bupati Musi Banyuasin Dodi Reza Alex Noerdin mengatakan, sumber dan bentuk dana abadi masih belum dipastikan. Ada beberapa model sebagaimana dilakukan negara lain, misalnya dari pajak perusahaan migas atau alokasi khusus dalam dana bagi hasil.

Di tingkat daerah, kami sudah siap. Namun, ini harus sejalan dengan kebijakan pemerintah pusat,” kata Dodi.

First Secretary Kedutaan Besar Norwegia Borgar Olsen Tormodsgard mengatakan, transparansi adalah hal penting dalam pengelolaan dana abadi dari migas.

Upstream Oil and Gas Investors Still Doubt

Licensing of the oil and gas sector in Indonesia scored the worst of the 18 components of the assessment of the Indonesia Resource Management Index. Overall Indonesia is ranked 12th out of 89 countries studied with the predicate of Satisfactory Index of Indonesian Resource Governance issued Natural Resource Governance Institute (NRGI), on Thursday (10/8), in Jakarta.

Responding to the predicate Satisfactory, the oil and gas sector business actors provide a note. In a discussion that coincided with the launch of the index by NRGI, the present speakers were Indonesia Country Manager NRGI Emanuel Bria and Expert Staff of the Minister of National Development Planning for Institutional Relations Diani Sadia Wati.

Also present is the Coordinator of Indonesian Publish What You Pay Indonesia Maryati Abdullah, Deputy Executive Director of the Indonesian Coal Enterpreneurs Association (APBI) Hendra Sinadia, and practitioner of Bimasena Energy Society Ananda Idris.

Emanuel said, overall, the oil and gas sector of Indonesia has scored 68 out of 100 points and the predicate is Satisfactory. In the Asia-Pacific region, Indonesia's resource governance is ranked third after Australia and India. While satisfactory, there is a record of what needs to be improved in Indonesia's governance of resources.

"There is still inconsistency with the rules made with the implementation. This is very closely related to the control and weak supervision of corruption. The lowest score is licensing and predicate very weak, "said Emanuel.

There are five types of NRGI assessments related to Good Predicate Good governance index or highest for a score of 75 and above, while the predicate is Satisfied at a score of 60-74. Weak Rank gets 45-59, Very Weak 30-44, and at worst predicated Failed to score less than 30.

NRGI recommends a number of things to improve the governance of resources in Indonesia, namely simplification of licensing, enforcement of rules, and transparency regarding the true ownership of the resource sector companies in Indonesia. It is also recommended to improve the contract disclosure between entrepreneurs and the government in terms of natural resource management.

Diani admitted, the problem of licensing in Indonesia is quite complicated. This is in line with Indonesia's enormous legislation, both at the central and regional levels. It is encouraging the simplification of regulations and licensing involving cross-ministries and agencies.

"From 2001 to April 2016 there were 106,717 regulations in Indonesia, ranging from law, central regulation, to local regulations. Not a few overlap. National Planning and Development Agency (Bappenas) is working to simplify the regulation. In the sector of licensing and investment in 20 ministries, we have revoked 324 regulations by the end of 2016 and 75 regulations are improved, "Diani said.

Reality on the ground

Related to the satisfactory status in terms of governance of the oil and gas sector of Indonesia, Idris argues, it is different from the reality in the field. According to him, the revision of Law No. 22/2001 on Oil and Gas that did not end soon raises doubts among upstream oil and gas investors. Similarly, the problem of revamped oil and gas revenues and cost recovery schemes is a profit sharing based on gross production (gross split).

According to the records of the Indonesian Petroleum Association (IPA), upstream oil and gas companies must take care of 373 types of permits from 19 ministries and agencies, both at the central and regional levels.

In the government's exposure related to the performance of oil and gas sector semester 1-2017, some time ago, the target of oil ready production (lifting) in APBN 2017 of 815.000 barrel per day has not been reached. Until the end of June 2017, the realization of 802,000 barrels per day.

Perizinan sektor minyak dan gas bumi di Indonesia mendapat skor terburuk dari 18 komponen penilaian tentang Indeks Tata Kelola Sumber Daya Indonesia. Secara keseluruhan Indonesia berada di peringkat ke-12 dari 89 negara yang diteliti dengan predikat Memuaskan Indeks Tata Kelola Sumber Daya Indonesia itu dikeluarkan Natural Resource Governance Institute (NRGI), Kamis (10/8), di Jakarta.

Menanggapi predikat Memuaskan itu, pelaku usaha sektor minyak dan gas bumi memberikan catatan. Dalam diskusi yang bersamaan dengan peluncuran indeks oleh NRGI, narasumber yang hadir adalah Indonesia Country Manager NRGI Emanuel Bria dan Staf Ahli Menteri Perencanaan Pembangunan Nasional Bidang Hubungan Kelembagaan Diani Sadia Wati. 

Hadir juga Koordinator Nasional Publish What You Pay Indonesia Maryati Abdullah, Deputi Direktur Eksekutif Asosiasi Pengusaha Batubara Indonesia (APBI) Hendra Sinadia, dan praktisi Bimasena Energy Society Ananda Idris.

Emanuel mengatakan, secara keseluruhan, sektor minyak dan gas bumi (migas) Indonesia mendapat nilai 68 dari 100 poin dan predikat Memuaskan. Di kawasan Asia Pasifik, tata kelola sumber daya di Indonesia ada di peringkat ketiga setelah Australia dan India. Kendati memuaskan, ada catatan mengenai hal yang harus diperbaiki dalam tata kelola sumber daya Indonesia. 

”Masih ada ketidak konsistenan aturan yang dibuat dengan pelaksanaannya. Ini sangat erat kaitannya dengan kontrol dan pengawasan yang lemah terhadap korupsi. Skor yang paling rendah adalah perizinan dan berpredikat sangat lemah,” kata Emanuel.

Ada lima jenis penilaian NRGI terkait indeks tata kelola Predikat Baik atau yang tertinggi untuk skor 75 dan di atasnya, sedangkan predikat Memuaskan pada skor 60-74. Peringkat Lemah mendapat 45-59, Sangat Lemah 30-44, dan paling buruk berpredikat Gagal untuk skor kurang dari 30.

NRGI merekomendasikan sejumlah hal untuk memperbaiki tata kelola sumber daya di Indonesia, yaitu penyederhanaan perizinan, penegakan aturan, dan transparansi mengenai kepemilikan sebenarnya dari perusahaan sektor sumber daya di Indonesia.  Direkomendasikan juga perbaikan keterbukaan kontrak antara pengusaha dan pemerintah dalam hal pengelolaan sumber daya alam. 

Diani mengakui, masalah perizinan di Indonesia tergolong pelik. Hal itu sejalan dengan peraturan perundangan di Indonesia yang sangat banyak, baik di tingkat pusat maupun daerah. Pihaknya sedang mendorong penyederhanaan peraturan dan perizinan yang melibatkan lintas kementerian dan lembaga.

”Sejak 2001 sampai April 2016 ada 106.717 peraturan di Indonesia, mulai dari undang-undang, peraturan tingkat pusat, sampai peraturan daerah. Tidak sedikit yang tumpang tindih. Bappenas sedang berupaya menyederhanakan peraturan tersebut. Di sektor perizinan dan investasi di 20 kementerian, kami sudah mencabut 324 peraturan sampai akhir 2016 dan 75 peraturan diperbaiki,” ujar Diani.

Kenyataan di lapangan

Terkait status Memuaskan dalam hal tata kelola sektor migas Indonesia, Idris berpendapat, hal itu berbeda dengan kenyataan di lapangan. Menurut dia, revisi Undang-Undang No 22/2001 tentang Minyak dan Gas Bumi yang tidak segera selesai menimbulkan keraguan di kalangan investor hulu migas. Begitu pula soal bagi hasil migas yang berubah dan skema biaya operasi yang dipulihkan (cost recovery) menjadi bagi hasil berdasarkan produksi bruto (gross split).

Menurut catatan Asosiasi Perminyakan Indonesia (IPA), perusahaan hulu migas harus mengurus 373 jenis izin dari 19 kementerian dan lembaga, baik di pusat maupun daerah.

Dalam paparan pemerintah terkait kinerja sektor migas semester 1-2017, beberapa waktu lalu, target produksi siap jual (lifting) minyak di APBN 2017 sebesar 815.000 barrel per hari belum tercapai. Sampai akhir Juni 2017, realisasinya 802.000 barrel per hari.

Support PLN to Buy JTB Gas



The Government of Bojonegoro Regency supports PLN to purchase Jambaran-Tiung Biru (JTB) gas in its area, as it will increase the regional revenue from the acquisition of Profit Sharing Fund (DBH) of gas.

"The District Government supports PLN to purchase the Jambaran-TBR gas, because it will increase the income of the producing regions through the DBH gas," said Head of Regional Revenue Agency of Bojonegoro Regency Herry Sudjarwo, Thursday (10/8).

He said it was responding to PLN's agreement to purchase the Jambaran-TBR gas delivered by the ESDM Ministry in Jakarta on August 8.

The gas pricing of Jambaran-TBR to PLN Gresik Region amounted to US $ 7.6 per MMBTU "flat" along the contract, delivered in the Letter of the Minister of Energy and Mineral Resources No. 5939/12 / MEM.M / 2017 dated August 1, 2017.

According to him, the revenue generating regions from the DBH gas reaches 12 percent greater than the DBH of oil which is only 6 percent. The distribution of Profit Sharing Funds (DBH) reaches 30 percent with details of 12 percent producing regions, districts / municipalities in provinces of 12 percent and 6 percent.

While the distribution of profit sharing fund (DBH) of oil is only 15 percent, with details of 6 percent producing regions, all districts / municipalities in provinces producing 6 percent and 3 percent province.

In addition, the "cost recovery" of the Jambaran-TBR gas field development that has to be paid for producing areas is smaller than the development of the Cepu Block oil project.

"Gas production will add regional revenue through the Profit Share Fund (DBH) of gas is quite large compared to revenue from profit sharing funds (DBH) of oil," he said.

He explained that the oil and gas revenue sharing fund from the Jambaran-TBR field gas field gas production with Pertamina EP Cepu (PEPC) operator will be obtained by 2019.

"The 2019 gas revenue sharing (DBH) forecasts for the Jambaran-TBR gas production in 2019," he said.

The development of the Jambaran-TBR gas field in Bojonegoro with an investment of around US $ 1.5 billion will produce 330 MMSCFD of gas with sales of 172 MMSCFD for 16 years. Of the 172 MMSCFD utilization of the gas, 100 MMSCFD will be distributed to PLN Gresik Region at US $ 7.6 per MMBTU flat during the contract period, and 72 MMSCFD for industries in Central Java and East Java.

Gas from Tiung Biru Jambaran field will also be connected with Gresik-Semarang pipe along 267 km with a diameter of 28 inches. Pipe Gresik-Semarang with an investment of approximately US $ 515 million is planned to be completed by 2018.

Dukung PLN Beli Gas JTB


Pemerintah Kabupaten Bojonegoro, mendukung PLN membeli gas Jambaran-Tiung Biru (JTB) di daerahnya, karena akan meningkatkan pendapatan daerah dari perolehan Dana Bagi Hasil (DBH) gas.

“Pemerintah Kabupaten mendukung PLN membeli gas Jambaran-TBR, sebab akan meningkatkan pendapatan daerah penghasil melalui DBH gas,” kata Kepala Badan Pendapatan Daerah Pemkab Bojonegoro Herry Sudjarwo, Kamis (10/8).

Ia menyatakan hal itu menanggapi adanya kesepakatan PLN untuk membeli gas Jambaran-TBR yang disampaikan Kementerian ESDM di Jakarta, pada 8 Agustus.

Penetapan harga gas Jambaran-TBR ke PLN Wilayah Gresik sebesar US$ 7,6 per MMBTU “flat” sepanjang kontrak, disampaikan di dalam Surat Menteri ESDM Nomor 5939/12/MEM.M/2017 tanggal 1 Agustus 2017 .

Menurut dia, perolehan pendapatan daerah penghasil dari DBH gas besarnya mencapai 12 persen Iebih besar dibandingkan DBH minyak yang hanya 6 persen. Pembagian Dana Bagi Hasil (DBH) gas mencapai 30 persen dengan rincian daerah penghasil 12 persen, kabupaten/kota di provinsi 12 persen dan provinsi 6 persen.

Sedangkan pembagian Dana Bagi Hasil (DBH) minyak besarnya hanya 15 persen, dengan rincian daerah penghasil 6 persen, semua kabupaten/kota di provinsi daerah penghasil 6 persen dan provinsi 3 persen.

Selain itu “cost recovery” pengembangan lapangan gas Jambaran-TBR yang harus dibayar daerah penghasil lebih kecil dibandingkan dengan pengembangan proyek minyak Blok Cepu. 

“Produksi gas akan menambahkan pendapatan daerah melalui Dana Bagi Hasil (DBH) gas cukup besar dibandingkan pendapatan dari Dana Bagi Hasil (DBH) minyak” katanya menegaskan. 

Ia menjelaskan Dana Bagi Hasil (DBH) minyak dan gas dari produksi gas lapangan Jambaran-TBR dengan operator Pertamina EP Cepu (PEPC) akan diperoleh daerahnya pada 2019. 

“Perkiraan perolehan Dana Bagi Hasil (DBH) gas 2019 karena produksi gas Jambaran-TBR pada 2019,” katanya menegaskan.

Pengembangan Iapangan gas Jambaran-TBR di Bojonegoro dengan investasi sekitar US$ 1,5 miliar akan memproduksikan gas sebesar 330 MMSCFD dengan penjualan sebesar 172 MMSCFD selama 16 tahun. Dari 172 MMSCFD pemanfaatan gas tersebut, 100 MMSCFD akan disalurkan ke PLN Wilayah Gresik dengan harga US$ 7,6 per MMBTU flat selama masa kontrak, dan 72 MMSCFD untuk industri di Jawa Tengah dan Jawa Timur. 

Gas dari lapangan Jambaran Tiung Biru nantinya juga akan terkoneksi dengan pipa Gresik-Semarang sepanjang 267 km dengan diameter 28 inchi. Pipa Gresik-Semarang dengan investasi sekitar US$ 515 juta direncanakan selesai pada 2018.

Sertecpet Technology Solutions Oil and Gas Upgrades Lifting



MEDIA Group signed a memorandum of understanding with an Ecuadorian oil technology company, Sertecpet. Company
It has a more efficient and inexpensive oil drilling pump tool.

The MoU was signed by Deputy Chairman of Media Group Lestari Moerdijat with CEO of President Sertecpet Holding Angel Eduardo Lopez. Chairman of Media Group Surya Paloh participated as a witness memorandum of understanding between the two parties.

In signing it, also featured a prototype called Smart Jet Pump. The inventor of this tool is Ecuadorian and its products have been patented in several countries, such as the United States, Russia, and Canada.



Sertecpet CEO Eduardo Lopez said the product has now been used in several countries in Latin America, the Middle East and North Africa. One pumping machine can drill about 9,000 barrels per day.

"This product can produce more oil per barrel per day from existing drilling systems," Eduardo said at Media Group office, The Plaza Building, Central Jakarta, yesterday.

His Smart Jet Pump product, Eduardo claims, can reduce the cost of producing high-yield oil drilling. This is the answer to the old oil well production in Indonesia.

Eduardo assesses that Asian markets, especially Indonesia, are very potential for their products. With a pump owned by Sertecpect, the oil and gas company does not take long to replace the technology in an old well. The transition from the new technology takes only one to two years. This is very fast compared to 5 years to 7 years using another machine.

"It is important to be able to share with private companies as well as internationally and locally about the capacity to supply all these technologies,".

itu memiliki produk alat pompa pengeboran minyak yang lebih efisien dan murah.

Penandatanganan nota kesepahaman dilakukan Deputy Chairman Media Group Lestari Moerdijat dengan CEO President Sertecpet Holding Angel Eduardo Lopez. Chairman Media Group Surya Paloh turut sebagai saksi nota kesepahaman antara kedua pihak.

Dalam penandatanganan itu, turut ditampilkan prototipe bernama Smart Jet Pump. Penemu alat ini ialah orang Ekuador dan produknya telah dipatenkan di beberapa negara, seperti Amerika Serikat, Rusia, dan Kanada.

CEO Sertecpet Eduardo Lopez menjelaskan produknya kini telah dipakai di beberapa negara di Amerika Latin, Timur Tengah dan Afrika Utara. Satu mesin pompa dapat mengebor sekitar 9.000 barel per harinya.

“Produk ini bisa menghasilkan lebih banyak minyak per barel per harinya dari sistem pengeboran yang sudah ada,” kata Eduardo di kantor Media Group, Gedung The Plaza, Jakarta Pusat, kemarin.

Produk Smart Jet Pump miliknya, klaim Eduardo, bisa menekan biaya produksi pengeboran minyak dengan hasil tinggi. Hal ini menjadi jawaban produksi minyak sumur-sumur tua di Indonesia.

Eduardo menilai pasar Asia, khususnya Indonesia, sangat potensial bagi produknya. Dengan pompa milik Sertecpect, perusahaan migas tidak butuh waktu lama untuk mengganti teknologi di sumur yang sudah tua. Peralihan dari teknologi baru itu hanya membutuhkan satu hingga dua tahun. Ini tergolong sangat cepat daripada 5 tahun hingga 7 tahun dengan menggunakan mesin lain.

“Sangat penting untuk bisa berbagi dengan perusahaan swasta maupun internasional dan lokal tentang kapasitas penyediaan semua teknologi ini,”.
