Jumbo Pipeline Project Abandoned 11 Years

The Downstream Oil and Gas Regulatory Agency (BPH Migas) stated that there are two jumbo pipe projects that are still abandoned. The operators of the two abandoned projects are PT Rekayasa Industri Tbk and PT Bakrie Brothers Tbk.

Head of BPH Migas Fanshurullah Asa stated that the 255 kilometers (km) Cirebon-Semarang pipeline project assigned to the Industrial Engineering abandoned almost 11 years. BPH Migas has summoned the Industrial Engineering on July 6, requesting information on the development of the project.

In the meeting, Industrial Engineering has not yet been able to realize the construction of the US $ 400 million projects, as it faced obstacles.

"Industrial Engineering Complaints can not be due to gas supply constraints and buyers have not been maximized, gas supply has not been allocated," he said, Monday (17/7)

Industrial Engineering asked for time to give answers to the capability of the Cirebon-Semarang gas pipeline development. BPH Migas provides a time limit for Industrial Engineering to provide answers to BPH Migas and the Directorate General of Oil and Gas on the ability or not to build the project.

"No later than September 15, 2017. We ask for a time limit, because almost 11 years is not realized," said Fanshurullah.

In addition to the Cirebon-Semarang gas pipeline, Fanshurullah said the Kalija II gas pipeline project along 1,200 km is also constrained. Bakrie Brothers explained the problem in a letter sent to BPH Migas. The letter was written in the Letter of President Director of PT Bakrie & Brothers Tbk to Head of BPH Migas regarding Kalija II Development Plan on 8 August 2016.

It turned out that the main obstacle to the implementation of the construction of Kalija II pipeline because it has not received a gas allocation. This Kalija II project extends from Bontang to Mangkang, Semarang. While the Kalija I project is threatened with not getting gas supply because gas production from Kepodang Field is in Kahar condition.

"The Kalija I pipeline has been built and implemented by PT Kalimantan Jawa Gas and Bakrie, but by 2018 the gas is already exhausted, while POD mentions that in 2026 it should be finished," he explained.

Related to this problem, PT Kalimantan Jawa Gas requested an independent consultant to declare force majeure. "Already built 400 km gas pipes and has not returned the capital, the gas is up," he said.

Proyek Pipa Jumbo Terbengkalai 11 Tahun


Badan Pengatur Hilir Minyak dan Gas Bumi (BPH Migas) menyatakan ada dua proyek pipa jumbo yang masih terbengkalai. Operator kedua proyek yang terbengkalai tersebut adalah PT Rekayasa Industri Tbk dan PT Bakrie Brothers Tbk.

Kepala BPH Migas Fanshurullah Asa menyatakan, proyek pipa Cirebon-Semarang sepanjang 255 kilometer (km) yang ditugaskan ke Rekayasa Industri terbengkalai hampir 11 tahun. BPH Migas telah memanggil Rekayasa Industri pada 6 Juli lalu, meminta informasi perkembangan pembangunan proyek tersebut.

Dalam pertemuan itu Rekayasa Industri belum juga dapat merealisasikan pembangunan proyek senilai US$ 400 juta itu, karena terbentur kendala. 

"Keluhan Rekayasa Industri tidak bisa akibat kendala pasokan gas dan pembeli belum maksimal. Pasokan gas belum dialokasikan," katanya, Senin (17/7)

Rekayasa Industri meminta waktu untuk memberikan jawaban kesanggupan pembangunan pipa gas Cirebon-Semarang tersebut. BPH Migas memberikan batasan waktu bagi Rekayasa Industri memberikan jawaban kepada BPH Migas dan Ditjen Migas mengenai kesanggupan atau tidak membangun proyek itu.

"Paling lambat 15 September 2017. Kami minta batasan waktu, karena hampir 11 tahun tidak terrealisasi,”ujar Fanshurullah.

Selain ruas pipa gas Cirebon-Semarang, Fanshurullah mengatakan, proyek pipa gas Kalija II sepanjang 1.200 km juga terkendala. Bakrie Brothers menjelaskan masalah tersebut dalam surat yang dikirim ke BPH Migas. Surat itu tertuang dalam Surat Presiden Direktur PT Bakrie & Brothers Tbk kepada Kepala BPH Migas perihal Rencana Pembangunan Kalija II pada 8 Agustus 2016.

Ternyata kendala utama pelaksanaan penbangunan pipa Kalija II karena belum mendapat alokasi gas. Proyek Kalija II ini terbentang dari Bontang hingga Mangkang, Semarang. Sedangkan proyek Kalija I terancam tidak mendapatkan pasokan gas karena produksi gas dari Lapangan Kepodang dalam kondisi Kahar. 

"Pipa Kalija I sudah dibangun dan dilaksanakan PT Kalimantan Jawa Gas dan Bakrie. Namun tahun 2018 gas sudah habis. Padahal POD menyebutkan baru tahun 2026 harusnya habis," jelasnya.

Terkait masalah ini, PT Kalimantan Jawa Gas meminta konsultan mandiri untuk menyatakan force majeure. "Sudah membangun pipa gas 400 km dan belum balik modal, gas sudah habis," ujarnya.

Pertamina Appoints PGN Officials to Become President Director of Pertagas

Holding BUMN Migas tampaknya masih terus bergulir. PT Pertamina kali ini menempatkan pejabat karier PT Perusahaan Gas Negara (PGN) sebagai Presiden Direktur Pertamina Gas (Pertagas). lni merupakan sejarah baru bagi Pertamina, yakni pengangkatan jajaran eksekutif anak perusahaan dari luar BUMN itu.

Direktur Gas Pertamina sekaligus juga Komisaris Utama Pertagas Yenni Andayani mengatakan, manajemen mengangkat direktur utama baru yang berasal dari pejabat karier PGN, yaitu Suko Hartono pada Senin (17/7), Suko ditunjuk menjadi Direktur Utama Pertagas menggantikan Toto Nugroho, yang digeser menjadi Senior Vice President Integrated Supply Chain PT Pertamina.

Penunjukan Suko tidak hanya mempertimbangkan sisi korporasi, tapi juga melihat kepentingan masa depan bisnis gas nasional. Dengan masuknya Suko di jajaran Pertagas, juga bisa memberikan jalan lebih lebar lagi bagi terbangunnya sinergi yang selama ini terjalin dengan PGN. 

“Khususnya dalam sinergi holding BUMN Migas diharapkan bisa lebih baik lagi," ujarnya dalam rilis, Senin (17/7). 

Suko mengungkapkan, dirinya akan meneruskan berbagai proyek pipa baru, mengoptimalkan ruas pipa eksisting, serta menjalankan operation excelent dengan menjunjung tinggi aspek health, safety dan environment.

Pertamina Gas Supply to Eastern Indonesia

LNG

PT Pertagas Niaga started supplying liquefied natural gas for industrial needs and power generation in Ambon, Maluku. The supply, which began in the second week of July 2017, was the first to be conducted in eastern Indonesia.

Liquefied natural gas is needed for remote areas of Indonesia. In an official statement, President Director of PT Pertagas Niaga Linda Sunarti, Monday (17/7), said the first supply of liquefied natural gas (LNG) in Ambon region for generator generated shopping center in the city. LNG is stored in a tank with a capacity of 1,600 million British thermal units (MMBTU) to be delivered to Ambon.

"This delivery is an effort to increase distribution of energy in Indonesia. If the market response is positive, we will expand LNG supply to other parts of eastern Indonesia, "Linda said.

The LNG is supplied from Bangka Field located in Bontang, East Kalimantan, operated by Chevron through a deepwater project. Pertagas Niaga is working with PT Aico Energi to ship LNG from Kariangau Port in Balikpapan to Yos Sudarso Port in Ambon. LNG is transported by General Cargo Meratus ship.

Stakeholders Relation Manager of Pertagas Niaga Ratna Dumila added that the company has also supplied LNG to East Kalimantan and North Sumatra. Generally, LNG is to meet the needs of industry and power plants that do not have gas pipeline facilities. Pertagas Niaga also supplies LNG in Java and Bali.

"The volume of LNG supplied by Pertagas Niaga is fluctuating," Ratna said.

PT Pertagas Niaga is a subsidiary of PT Pertamina Gas engaged in gas trade through piped gas, compressed natural gas (CNG), LNG, and management of city gas networks. Pertagas Niaga gas supply is obtained from PT Pertamina EP, PT Pertamina Hulu Energi, and other cooperative contractors (KKKS) in Indonesia.

Power plants

In the Gas Indonesia Summit 2017 event held last week in Jakarta, Director General of Oil and Gas at the Ministry of Energy and Mineral Resources I Gusti Nyoman Wiratmaja Puja said most of the gas for domestic needs is used as a source of power plants and industries. Domestic gas consumption reached 3.997 million standard cubic feet per day (MMSCFD).

"The exported gas reaches 2,860 MMSCDs in the form of gas pipelines or LNG," said Wiratmaja.

According to Wiratmaja, Indonesia experienced an increase in gas production because from the Jangkrik Field, Muara Bakau Block offshore East Kalimantan, the initial production of 450 MMSCFD could be increased to 600 MMSCFD.

With the immediate operation of Tangguh Train 3 in Papua and the Masela Block in Maluku, LNG import plans estimated in 2019 can be postponed.

Pertamina Pasok Gas ke Indonesia Bagian Timur


PT Pertagas Niaga mulai memasok gas alam cair untuk kebutuhan industri dan pembangkit listrik di Ambon, Maluku. Pasokan yang dimulai sejak pekan kedua Juli 2017 itu adalah yang pertama dilakukan di Wilayah Indonesia bagian timur.

Gas alam cair dibutuhkan untuk wilayah-wilayah terpencil di Indonesia. Dalam keterangan resmi, Direktur Utama PT Pertagas Niaga Linda Sunarti, Senin (17/7), menyatakan, pasokan gas alam cair (LNG) yang pertama di wilayah Ambon itu untuk pembangkit generator yang dioperasikan pusat perbelanjaan di kota tersebut. LNG disimpan di dalam tangki dengan kapasitas 1.600 juta British thermal unit (MMBTU) untuk dikirim ke Ambon.

”Pengiriman ini sebagai upaya pemerataan distribusi energi di wilayah Indonesia. Apabila respons pasar positit, kami akan memperluas pasokan LNG ke wilayah lain di Indonesia bagian timur,” kata Linda.

LNG tersebut dipasok dari Lapangan Bangka yang berada di Bontang, Kalimantan Timur, yang dioperasikan Chevron lewat proyek laut dalam. Pertagas Niaga bekerja sama dengan PT Aico Energi untuk mengirim LNG dari Pelabuhan Kariangau di Balikpapan menuju Pelabuhan Yos Sudarso di Ambon. LNG diangkut dengan kapal General Cargo Meratus.

Stakeholders Relation Manager Pertagas Niaga Ratna Dumila menambahkan, sebelumnya perusahaan juga memasok LNG ke wilayah Kalimantan Timur dan Sumatera Utara. Umumnya, LNG tersebut untuk memenuhi kebutuhan industri dan pembangkit listrik yang belum memiliki fasilitas jaringan pipa gas. Pertagas Niaga juga memasok LNG di wilayah Jawa dan Bali.

”Volume LNG yang dipasok Pertagas Niaga angkanya fluktuatif,” ujar Ratna.

PT Pertagas Niaga merupakan anak prusahaan PT Pertamina Gas yang bergerak dalam bidang niaga gas melalui jaringan gas pipa, gas alam terkompresi (CNG), LNG, dan pengelolaan jaringan gas kota (city gas). Pasokan gas Pertagas Niaga didapat dari PT Pertamina EP, PT Pertamina Hulu Energi, dan kontraktor kontrak kerja sama (KKKS) lainnya yang ada di Indonesia.

Pembangkit Listrik

Dalam acara Gas Indonesia Summit 2017 yang berlangsung pekan lalu di Jakarta, Direktur Jenderal Minyak dan Gas Bumi Kementerian Energi dan Sumber Daya Mineral I Gusti Nyoman Wiratmaja Puja mengatakan, sebagian besar gas untuk kebutuhan dalam negeri dimanfaatkan sebagai sumber tenaga pembangkit Iistrik dan industri. Konsumsi gas di dalam negeri mencapai 3.997 juta standar kaki kubik per hari (MMSCFD). 

”Gas yang diekspor mencapai 2.860 MMSCD yang berupa gas pipa ataupun LNG,” ujar Wiratmaja. 

Berdasarkan Neraca Gas Bumi Indonesia, kata Wiratmaja, Indonesia mengalami penambahan produksi gas karena dari Lapangan Jangkrik, Blok Muara Bakau di lepas pantai Kalimantan Timur, yang produksi semula 450 MMSCFD dapat ditingkatkan menjadi 600 MMSCFD.

Dengan segera beroperasinya Tangguh Train 3 di Papua dan Blok Masela di Maluku, rencana impor LNG yang diperkirakan tahun 2019 dapat ditunda.

Prepare Offshore Drilling

Siapkan Pengeboran Lepas Pantai


PT Pertamina EP yang bergerak di sektor hulu migas kembali menunjukkan komitmennya mendukung pemenuhan energi nasional. Anak usaha PT Pertamina ini bersiap melakukan pengeboran lepas pantai perdananya. 

     Public Relation Manager PT Pertamina EP, Muhammad Baron mengatakan, persiapan pengeboran lepas pantai kali ini dilakukan di salah satu lapangan di sekitar wilayah Laut Jawa Bagian Timur yaitu PT Pertamina EP Asset 4 Poleng Field. Menurut dia, langkah ini adalah wujud nyata perusahaan dan pertama kali dilakukan sejak 12 tahun perusahaan berdiri.

"Saat ini kami sedang mempersiapkan segala sesuatu untuk kelancaran proses pemboran lepas pantai di Poleng Field.

Saat ini Rig ENSCO 67 yang akan kami gunakan untuk melakukan pemboran sedang dilakukan inspeksi menyeluruh," ujar Baron dalam keterangan resminya, Senin 17 Iuli 2017.

Ia menuturkan, sumur yang akan dibor bernama Poleng N2 atau sumur CW-12H yang memiliki koordinat permukaan X : 708,283.73 ; Y : 9.259.346,09. 

"Insya Allah apabila semua persiapan berjalan lancar, kegiatan pemboran akan mulai dilaksanakan awal Agustus 2017 dengan durasi pekerjaan estimasi mencapai 45 hari dengan target kedalaman mencapai 9 ribu ft dan perkiraan hiaya mencapai US$ 15 Juta," ujarnya menjelaskan.

Baron mengungkapkan, melalui pemboran ini diharapkan mampu menghasilkan 700 Barel Minyak Per Hari dan 1,2 Juta Kaki Kubik Gas Per Hari. Selain itu pemboran ini juga bertujuan untuk menambah titik serap hidrokarhon di area CW dan DW. 

Asset 4 General Manager PT Pertamina EP, Didik Susilo menambahkan, Asset 4 merupakan salah satu asset yang paling lengkap, sebab selain memiliki lapangan minyak juga memiliki tiga pusat produksi gas yaitu CPP Gundih, CPP Donggi dan CPP Matindok. Kemudian di Asset 4 juga ada lapangan di darat serta di lepas pantai seperti yang ada di Poleng Field Poleng Field masuk ke PT Pertamina EP kurang lebih empat tahun yang lalu. 

"Setelah berjalan kurang lebih empat tahun dengan tingkat produksi yang cukup bagus, kini kami mempersiapkan langkah yang cukup berani dengan melaksanakan pemboran," ujarnya.

Sementara itu, Poleng Field Manager, Charles S Siallagan menjelaskan, bahwa sampai saat ini tim Asset 4 Poleng Field sangat optimis dengan persiapan pemboran Poleng N2 tersebut.

"Kami telah mempersiapkan tim khusus haik untuk tim teknis maupun non teknis demi kelancaran operasi ini. Kami berharap pemboran ini berjalan lancar dan bisa menamhah produksi PT Pertamina EP pada khususnya dan secara nasional pada umumnya," ujar Charles

Suko Hartono Appointed as President Director of Pertagas



After being vacant since mid-2016, Suko Hartono, who started his career at PT Perusahaan Gas Negara, was elected President Director of PT Pertamina Gas, a subsidiary of PT Pertamina. The position of President Director of Pertagas was previously empty since mid-2016 after the abandonment of Hendra Jaya who retired. After that, in early 2017, was appointed Toto Nugroho.

However, the post of Pertagas President Director was again empty after last month Toto Nugroho was appointed to the Senior Vice President of Pertamina Integrated Supply Chain in charge of imports of crude oil, fuel oil and liquefied petroleum gas (LPG).

The man born in Madiun, 48 years ago it has been 20 years serving in PGN with various assignments such as General Manager SBU Distribution Region I West Java and the assignment in the environment of a subsidiary of PGN.

President Commissioner of Pertagas Yenni Andayani said the appointment of Suko is not merely considering the corporate aspect. The reason is that the synergy of state-owned enterprises (SOEs) oil and gas sector could be better.

"Especially in the holding synergy [holding company] BUMN Migas is expected to be better again," her said.

Suko said it would adjust Pertagas's vision and mission with the company. He also said it would prioritize new pipeline projects, optimize existing pipelines, and ensure operations according to aspects safety. 

"I will align with Pertamina's vision and mission."

The appointment of Suko is expected to facilitate the synergy of Pertagas and PGN as fellow gas players in the country. Both companies, for example, are still building a gas pipeline on the same segment, Duri-Dumai

The construction of the Duri-Dumai gas pipeline constructed by Pertamina through Pertamina Gas and PGN since August 2016 has been delayed to 2018. The Government has issued a Decree of the Minister of Energy and Mineral Resources. 4975 K / 12 / MEM / 2016 PGN and Pertagas must build together the gas infrastructure along with their joint support. Through that beleid, the Duri-Dumai pipeline project is targeted to operate in Q1 / 2017.

Director of Infrastructure and Technology of Perusahaan Gas Negara Dilo Seno Widagdo said the two companies have agreed that both of them will invest and deliver gas according to the segment.

Constraints at this time, he admitted it is difficult to complete the physical development this year with the condition of land that has not been free. He estimates that physical development takes 18 months or is completed around the first half of 2018.

     Based on the assignment, PGN is assigned to reach industries in South Sumatra, Riau and Jambi areas as it requires acceleration.

Suko Hartono Ditunjuk Jadi Presiden Direktur Pertagas


Setelah sempat kosong sejak medio 2016, Suko Hartono yang mengawali karir di PT Perusahaan Gas Negara dipilih menjadi Presiden Direktur PT Pertamina Gas, anak perusahaan PT Pertamina. Jabatan Presiden Direktur Pertagas sebelumnya sempat kosong sejak pertengahan 2016 setelah ditinggalkan Hendra Jaya yang memasuki masa pensiun. Setelah itu, pada awal 2017, ditunjuk Toto Nugroho.

Namun, jabatan Presiden Direktur Pertagas kembali kosong setelah bulan lalu Toto Nugroho ditunjuk menempati Senior Vice President Integrated Supply Chain Pertamina yang mengurusi impor minyak mentah, bahan bakar minyak, dan liquefied petroeleum gas (LPG).

Pria kelahiran Madiun, 48 tahun lalu ini tercatat sudah 20 tahun mengabdi di PGN dengan berbagai penugasan seperti General Manager SBU Distribusi Wilayah I Jawa Bagian Barat Serta penugasan di lingkungan anak perusahaan PGN.

Komisaris Utama Pertagas Yenni Andayani mengatakan, penunjukan Suko bukan sekadar mempertimbangkan aspek korporasi. Alasannya, agar sinergi badan usaha milik negara (BUMN) sektor migas bisa semakin baik.

“Khususnya dalam sinergi holding [induk usaha] BUMN Migas diharapkan bisa lebih balk lagi," katanya.

Suko mengatakan, pihaknya akan menyesuaikan visi dan misi Pertagas dengan perseroan. Dia pun menyebut pihaknya akan memprioritaskan berbagai proyek pipa baru, mengoptimalkan ruas pipa yang sudah ada, serta memastikan operasi sesuai dengan aspek keselamatan. "Saya akan selaraskan dengan visi dan misi Pertamina."

Penunjukkan Suko diharapkan mampu mempermudah sinergi Pertagas dan PGN sebagai sesama pemain gas di Tanah Air. Kedua perusahaan itu misalnya, masih membangun pipa gas pada ruas yang sama yaitu Duri-Dumai 

Proyek pembangunan pipa gas ruas Duri-Dumai yang dibangun Pertamina melalui Pertamina Gas dan PGN sejak Agustus 2016 molor ke 2018. Pemerintah telah menerbitkan Keputusan Menteri ESDM No. 4975 K/12/MEM/2016 PGN dan Pertagas harus membangun bersama infrastruktur gas berikut penunjangnya secara bersama-sama. Melalui beleid tersebut pun, ditargetkan ruas pipa Duri-Dumai bisa beroperasi pada Kuartal l/2017.

Direktur Infrastruktur dan Teknologi Perusahaan Gas Negara Dilo Seno Widagdo mengatakan, kedua badan usaha telah menyepakati agar keduanya berinvestasi dan menghantarkan gas sesuai dengan ruasnya.

Kendala saat ini, dia mengakui sulit untuk menyelesaikan pembangunan fisik di tahun ini dengan kondisi lahan yang belum bebas. Dia memperkirakan bahwa pembangunan fisik menghabiskan waktu 18 bulan atau rampung di sekitar semester I /2018.

     Berdasarkan penugasan, PGN ditugaskan untuk mencapai industri di wilayah Sumatra Selatan, Riau, dan Jambi karena memerlukan percepatan.

Rekind Commitment Billed



The downstream oil and gas regulatory agency has requested the construction of the Cirebon-Semarang gas pipeline project by PT Rekayasa Industri and the Kalimantan-Java II segment by PT Bakrie & Brothers Tbk.

Meanwhile, based on the projection, Indonesia needs additional regasification facilities capacity of 25 million tons per year by 2035. Senior Expert Gas & Power Wood Mackenzie Edi Saputra previously said to be able to utilize gas required additional capacity of regasification facility of 25 million tons per year [mtpa] at 2035. The projection is based on the assumption of LNG demand growth.

He calls the capacity of the installed regasification facility currently only about 8 mtpa. On the other hand, LNG consumption is expected to continue to rise. This year, LNG consumption of 2.8 mtpa, 2020 by 8 mtpa and became 2030 rose to 15 mtpa.
He mentioned the addition of gas infrastructure is absolutely necessary in order to meet the needs. The reason is there is a tendency of growth of LNG consumption in the country especially from the electricity sector.

According to him, there is a period of supply shortages in small volumes by 2020 and 2025. He also estimates that Indonesia does not need to make long-term import contracts of LNG.

Komitmen Rekind Ditagih


Badan pengatur hilir minyak dan gas bumi menagih komitmen pembangunan proyek pipa gas ruas Cirebon-Semarang oleh PT Rekayasa Industri dan ruas Kalimantan-Jawa II oleh PT Bakrie & Brothers Tbk.

Badan Pengatur Hilir Minyak dan Gas Bumi (BPH Migas) telah memanggil Rekayasa Industri (Rekind) terkait dengan proyek pembangunan pipa gas transmisi ruas Cirebon, Jawa Barat-Semarang, Jawa Tengah dan Bakrie&Brothers terkait dengan proyek pipa transmisi Kalimantan-Jawa (Kalija) II yang akan menghubungkan gas dari Bontang, Kalimantan Timur-Semarang, Jawa Tengah sepanjang 1.115 kilometer.

Kepala BPH Migas Fanshurullah Asa mengatakan, pihaknya telah bertemu dengan Rekayasa Industri karena 11 tahun berselang, belum ada perkembangan proyek pipa gas sepanjang 250 km tersebut. Pihak Rekind, kata Fanshurullah akan memberikan keputusan tetap melanjutkan atau menghentikan proyek itu paling lambat 15 September 2017.

“Pipa Cirebon-Semarang sudah 11 tahun kami meminta kepastian Rekind membangun pipa ini,” ujarnya dalam Rapat Dengar Pendapat BPH Migas dan Komisi VII DPR, Senin (17/7).

Pada proyek Kalija II, Presiden Direktur Bakrie&Brothers telah mengirim Surat kepada Kepala BPH Migas No. 041/S/BOD-BGU/VIII/2016 terkait dengan rencana pembangunan Kalija II pada 8 Agustus 2016. Kedua proyek tersebut karena terhambat pasokan gas. Padahal, kepastian pasokan gas diperlukan agar proyek mendapatkan akses pembiayaan dari bank. 

“Kendala utama pelaksanaan pembangunan pipa tersebut belum mendapat alokasi gas,” katanya.

Dalam kesempatan yang sama, Anggota Komisi VII Harry Poernomo mengatakan, lelang proyek pipa gas tanpa dilengkapi alokasi bukanlah keputusan yang tepat. Menurutnya, pemerintah seharusnya telah mempersiapkan pasokan gasnya sebelum melelang proyek tersebut. Dia pun menyayangkan proyek Cirebon-Semarang dan Kalimantan-Jawa yang menjadi proyek di lokasi strategis dan membutuhkan investasi besar, terhambat karena belum adanya pasokan gas.

“Bagaimana bisa terjadi lokasi strategis yang investasinya besar tidak bisa mendapat alokasi," katanya.

Anggota Komisi VII Kurtubi mengatakan, seharusnya pemerintah menuntaskan kajian terkait dengan pasokan gas di hulu terlebih dahulu. Begitu pula dengan calon pemanfaat gas di sekitar jaringan gas tersebut. Dengan demikian, kajian terintegrasi harus tuntas sebelum mas dilelang. 

"Harus difinalkan dulu hulunya." katanya.

TULANG PUNGGUNG

Direktur Jenderal Minyak dan Gas Bumi Kementerian Energi dan Sumber Daya Mineral IGN Wiratmaja Puja mengatakan kedua proyek tersebut penting posisinya sebagai tulang punggung distribusi energi di Pulau Jawa. Menurutnya, kelanjutan proyek kedua ruas pipa gas itu masih dalam pembahasan dengan pihak terkait.

"Sedang diskusi dengan pihak terlibat," katanya.

Terkait pasokan gas, dia menyebut bisa dicari dari beberapa lapangan migas di Jawa. Sementara itu, dia menyebut bisa saja gas dipasok dari gas alam cair (liquefied natural gas/LNG). Caranya dengan membangun terminal regasifikasi agar LNG bisa diregas lalu dikirimkan melalui pipa. Kendati demikian dia tidak menyebut dalam rencana pembangunan pipa siapa yang akan memanfaatkan gasnya.

“Alternatifnya banyak sekali bisa dari Jawa sendiri bisa LNG bisa bikin terminal bikin di Jawa kalau user-nya ada,” katanya.

Sementara itu, berdasarkan proyeksi, Indonesia perlu tambahan kapasitas fasilitas regasifikasi sebanyak 25 juta ton per tahun pada 2035. Senior Expert Gas & Power Wood Mackenzie Edi Saputra sebelumnya mengatakan untuk bisa memanfaatkan gas diperlukan tambahan kapasitas fasilitas regasifikasi 25 juta ton per tahun [mtpa] pada 2035. Proyeksi tersebut dibuat berdasarkan asumsi pertumbuhan permintaan LNG.

Dia menyebut kapasitas fasilitas regasifikasi yang terpasang saat ini hanya sekitar 8 mtpa. Di sisi lain, konsumsi LNG diperkirakan terus naik. Pada tahun ini, konsumsi LNG sebesar 2,8 mtpa, 2020 sebesar 8 mtpa dan menjadi 2030 naik menjadi 15 mtpa.
Dia menyebut penambahan infrastruktur gas mutlak diperlukan agar bisa memenuhi kebutuhan. Pasalnya, terdapat kecenderungan pertumbuhan konsumsi LNG di dalam negeri khususnya dari sektor ketenagalistrikan.

Menurutnya, terdapat masa kekurangan pasokan dalam volume yang kecil pada 2020 dan 2025. Dia pun memperkirakan Indonesia belum perlu membuat kontrak impor LNG dalam jangka panjang.

Aggregator seen as crucial to lower gas price



A prolonged delay in the formulation of domestic gas aggregation has been a major bottleneck in the current administration’s goal to provide affordable, industrial gas nationwide. Indonesia, a gas-rich country is struggling to lower its domestic gas price, which still stands at US$9 per million British thennal units (mmbtu) - more than double than that of some Southeast Asian neighbors, like Singapore and Malaysia - due to a lack of distribution infrastructure.

In recent years, the government and gas regulators have been designing a national aggregation scheme to boost efficiency in the sector and address this issue. 

Sampe L. Purba, head of the Upstream Oil and Gas Regulatory Special Task Force’s (SKKMigas) gas commercialization division, said that the government must have an integrated infrastructure development scheme and this could be addressed with the presence of a national gas authority Such an authoritywould bridge the different interests of stake holders in key issues, such as gas procurement and infrastructure development across the country.

“Itfs like the chicken or the egg [dilemma]. Without infrastructure, there is no supply and demand,” Sampe said. “But if you just build infrastructure without supply and demand, you will end up with no economics. So, it’s not easy”

Under a model proposed by the Energy and Mineral Resources Ministry it would team up with SKK Migas to play the role of gas aggregator tasked with coordinating supply sold at different prices from various gas fields. It would then mix the gas and sell it under a price formula set by the government to customers, including industrial users, power plants and households.

At the same time, the body will collaborate with the Downstream Oil and Gas Regulatory Agency (BPH Migas) to develop gas infrastructures across the archipelago. Separately BPH Migas has also offered its own model, which includes the establishment of a buffer agency to manage overall gas supply and sell it at the same price to the gas aggregator, big consumers such as the fertilizer and petrochemical secrpts, power plants and natural gas filling stations (SPBG).

The aggregator would be in charge of distributing gas with some extra distribution costs to households and other small constuners. President Joko “Jokowi” Widodo instructed his Cabinet to cut gas prices to around $6 per mmbtu for 10 industrial sectors last year, but at present, only three sectors can enjoy the lower price.

Gas demand in the industrial sector reached 2,230 million standard cubic feet per day (mmscfd) last year, or 34.6 percent. of national gas production. Despite the significant demand, industrial Hrms must buy gas at an average price of $9.5 per mmbtu. State owned gas distributor PT Perusahaan Gas Negara’s (PGN) commerce director Danny Praditya acknowledged that infrastructure was the main stumbling block hindering the availability of sufficient and affordable gas supply in the country

Data from PGN shows that Indonesia will need to operate gas pipeline networks spanning 57,093 kilometers by 2025 in order to contribute 22 percent to the national energy. As of last year, the country needs pipeline networks stretching 14,382 km.

Pertamina Immediately Drilling Poleng Field



Pertamina through its subsidiary, PT Pertamina EP, is preparing offshore drilling for the first time since it was formed on September 13, 2005. The drilling was conducted in one of the PT Pertamina EP fields, around the eastern Java Sea, PT Pertamina EP Asset 4 Poleng Field.

"Currently we are preparing everything for the drilling process at Poleng Field to run smoothly. Now the ENSCO 67 Rig that we will use for drilling is in full inspection, "said Public Relation Manager of PT Pertamina EP Muhammad Baron during a media gathering in Tangerang, Banten.

According to him, a well drilled named Poleng N2 or CW-12H well. Drilling activities are planned in early August with work of approximately 45 days.

"The target depth reaches 9,000 ft and costs about US $ 15 million."
Baron explained that drilling activities are expected to produce 700 barrels of oil per day and 1.2 million cubic feet of gas per day.

"In addition, the drilling is also to add hydrocarbon absorption points in the CW and DW areas."

Asset 4 General Manager of PT Pertamina EP Didik Susilo added Asset 4 is one of the most complete assets because in addition to having oil field, there are also three gas production centers, namely CPP Gundih, CPP Donggi, and CPP Matindok.

"Including field on land and offshore like the one in this Field-Field."

Separately, Pertamina's Vice President of Corporate Communications, Adiatma Sardjito, said Pertamina also immediately realized one-price fuel oil at 25 points. That followed the operation of channeling institutions supporting the implementation of the program of Fuel Oil One Price on four islands this month.

The four islands are South Halmahera, Kabaruan Island, Karakelang Island, and West Seram Island. The premium price in the four locations is only Rp 6,450 per liter and Rp 5,150 per liter for diesel fuel.

Pertamina Segera Bor Poleng Field


Pertamina melalui anak perusahaannya, PT Pertamina EP, sedang mempersiapkan pengeboran lepas pantai pertama kalinya sejak terbentuk pada 13 September 2005. Pengeboran dilakukan di salah satu lapangan PT Pertamina EP, sekitar Laut Jawa bagian timur yakni PT Pertamina EP Asset 4 Poleng Field. 

“Saat ini kami sedang mempersiapkan segalanya agar proses pengeboran di Poleng Field berjalan lancar. Kini Rig ENSCO 67 yang akan kami gunakan untuk pengeboran sedang ada inspeksi menyeluruh,” kata Public Relation Manager PT Pertamina EP Muhammad Baron saat media gathering di Tangerang, Banten.

Menurutnya, sumur yang dibor bernama Poleng N2 atau sumur CW-12H. Kegiatan pengeboran direncanakan awal Agustus dengan pekerjaan sekitar 45 hari. 

“Target kedalaman mencapai 9.000 ft dan biaya sekitar US$ 15 juta.”

Baron menjelaskan kegiatan pengeboran diharapkan bisa menghasilkan 700 barel minyak per hari dan 1,2 juta kaki kubik gas tiap hari. 

“Selain itu, pengeboran ini juga untuk menambah titik serap hidrokarbon di area CW dan DW.”

Asset 4 General Manager PT Pertamina EP Didik Susilo menambahkan Asset 4 ialah salah satu aset paling lengkap karena selain memiliki lapangan minyak, juga ada tiga pusat produksi gas, yaitu CPP Gundih, CPP Donggi, dan CPP Matindok.

“Termasuk lapangan di darat dan lepas pantai seperti yang ada pada Poleng-Field ini.”

Secara terpisah, Vice President Corporate Communication Pertamina Adiatma Sardjito mengatakan Pertamina juga segera merealisasikan Bahan Bakar Minyak Satu Harga di 25 titik. Itu menyusul beroperasinya lembaga penyalur pendukung pelaksanaan program Bahan Bakar Minyak Satu Harga di empat pulau pada bulan ini. 

Keempat pulau itu ialah Halmahera Selatan, Pulau Kabaruan, Pulau Karakelang, dan Pulau Seram Bagian Barat. Harga premium di empat lokasi itu hanya Rp 6.450 per Liter dan Rp 5.150 per liter untuk solar.

Pertamina EP Immediately Drill Wells in Poleng Field



PT Pertamina EP, a subsidiary of PT Pertamina, is preparing an offshore drilling program at Poleng Field. This offshore drilling was first conducted by Pertamina EP. Public Relation Manager of PT Pertamina EP Muhammad Baron said it is conducting a thorough inspection of the ENSCO 67 Rig that will be used for drilling.

The well that will be drilled is named Poleng N2 or CW-12H well. The first offshore drilling cost of Pertamina EP is estimated at US $ 15 million.

"If all the preparations are going well, drilling activities will begin in early August 2017 with an estimated 45-day work duration targeting a depth of 9,000 feet," he said in an official statement on Sunday (16/7).

Baron explained that through this drilling activity, it is expected to produce 700 barrels of oil per day (bpd) and gas 1.2 million cubic feet per day / mmscfd. In addition, the well drilling also aims to add hydrocarbon absorption points in the CW and DW areas.

Meanwhile, Asset 4 General Manager of PT Pertamina EP Didik Susilo said, this asset is the responsibility of one of the most complete asset. Public Relation Manager PT Pertamina EP Muhammad Baron mengatakan, pihaknya sedang melakukan inspeksi menyeluruh terhadap Rig ENSCO 67 yang akan diunakan untuk melakukan pengeboran. 

Sumur yang akan dibor yakni bernama Poleng N2 atau sumur CW-12H. Biaya pengeboran sumur lepas pantai pertama Pertamina EP ini diperkirakan mencapai US$ 15 juta. 

“Apabila semua persiapan berjalan lancar, kegiatan pengeboran akan mulai dilaksanakan mulai awal Agustus 2017 dengan durasi pekerjaan estimasi mencapai 45 hari dengan target kedalaman mencapai 9.000 kaki,” kata dia dalam keterangan resminya, Minggu (16/7).

Baron menjelaskan bahwa melalui kegiatan pengeboran ini, diharapkan mampu menghasilkan minyak sebanyak 700 barel per hari (bph) dan gas 1,2 juta kaki kubik per hari/mmscfd. Selain itu, pengeboran sumur ini juga bertujuan untuk menambah titik serap hidrokarbon di area CW dan DW.

Sementara itu, Asset 4 General Manager PT Pertamina EP Didik Susilo menuturkan, aset yang menjadi tanggung jawabnya ini merupakan salah satu aset yang paling lengkap. Pasalnya, selain memiliki lapangan minyak, di aset ini juga terdapat tiga pusat produksi gas yaitu CPP Gundih, CPP Donggi, dan CPP Matindok. Kemudian, dengan adanya Poleng Field, Asset 4 juga ada lapangan darat serta lepas pantai. Poleng Field dikelola Pertamina EP kurang lebih sejak empat tahun yang lalu.

“Setelah berjalan kurang lebih empat tahun dengan tingkat produksi yang cukup bagus, kini kami menyiapkan langkah yang cukup berani dengan melaksanakan pengeboran,” ujarnya.
