This Year Pertamina Drill 15 Wells Mahakam Block



PT Pertamina as the new operator in 2018, began drilling one well in the Mahakam block on Monday (17/7) yesterday. This year, the company will drill a maximum of 15 wells.

He said, according to the work program 2017, it will drill 14-15 wells in the Mahakam Block. This drilling is targeted for completion by the end of this year. Drilling of one well is estimated to take about 12 days. Once completed, the company will continue drilling the next well. Furthermore, oil and gas production from these wells will begin to flow next year.

"He opened the well on January 1, 2018," he said.

Senior Vice President of Strategic Planning and Operation Evaluation Meidawati added that the company's first well drilled well was Tunu Wells 74. The cost required for drilling the well was approximately US $ 8-9 million depending on work and depth.

"In Mahakam has drilled a well, its name is Well Tunu 74," her said.

The drilling of the well can be done after the signing of Bridging Agreement (BA) and Funding Agreement (FA) by Pertamina and Total E & P Indonesie and Inpex Corporation. The agreement has also been approved by the Special Unit for Upstream Oil and Gas Business Activities (SKK Migas).

The bridging agreement stipulates the implementation of Total Operations, as an existing operator in 2017 for the interests of PT Pertamina Hulu Mahakam. Meanwhile, the funding agreement stipulates the financing mechanism of CMF for Total Operations conducted in accordance with BA. Previously, it was known that Pertamina had signed a new Mahakam Bloc contract starting from 1 January 2018 at the end of 2015.

Under the contract, the company promised a signature bonus of US $ 41 million. In addition, state revenues from production bonuses include US $ 5 million from a cumulative production of 500 million barrels of oil equivalent, of US $ 4 million from a cumulative production of 750 million barrels of oil equivalent, and US $ 4 million from a cumulative production of 1,000 million barrels of oil equivalent.

Tahun Ini Pertamina Mengebor 15 Sumur Blok Mahakam


PT Pertamina sebagai operator baru pada 2018, mulai pengeboran satu sumur di Blok Mahakam pada Senin (17/ 7) kemarin. Tahun ini, perseroan akan mengebor maksimal 15 sumur. 

Dikatakannya, sesuai program kerja 2017, pihaknya akan mengebor 14-15 sumur di Blok Mahakam. Pengeboran ini ditargetkan selesai seluruh pada akhir tahun ini. Pengeboran satu sumur diperkirakan akan memerlukan waktu sekitar 12 hari. Setelah selesai, perseroan akan melanjutkan pengeboran sumur berikutnya. Selanjutnya, produksi migas dari sumur-sumur ini akan mulai dialirkan pada tahun depan. 

“Dibukanya sumur pada 1 Januari 2018,” ujarnya. 

Senior Vice President Strategic Planning and Operation Evaluation Meidawati menambahkan, nama sumur pertama yang dibor perseroan ini yakni Sumur Tunu 74. Biaya yang dibutuhkan untuk pengeboran sumur ini kurang lebih sekitar US$ 8-9 juta tergantung pekerjaan dan kedalamannya.

Pemboran sumur itu dapat dilakukan setelah ditekennya Bridging Agreement (BA) dan Funding Agreement (FA) oleh Pertamina dan Total E&P Indonesie serta Inpex Corporation. Kesepakatan tersebut juga sudah disetujui oleh Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas).

Ketentuan bridging agreement tersebut mengatur tentang pelaksanaan kegiatan operasi yang dilakukan Total, sebagai operator eksisting pada 2017 untuk kepentingan PT Pertamina Hulu Mahakam. Adapun, funding agreement mengatur tentang mekanisme pembiayaan PHM atas kegiatan operasi yang dilakukan Total sesuai dengan BA. Sebelumnya, seperti diketahui Pertamina telah meneken kontrak baru Blok Mahakam yang berlaku mulai 1 Januari 2018 pada akhir 2015 lalu. 

Dalam kontrak itu, perseroan menjanjikan bonus tanda tangan US$ 41 juta. Selain itu juga penerimaan negara dari bonus produksi meliputi US$ 5 juta dari kumulatif produksi 500 juta barel setara minyak, sebesar US$ 4 juta dari kumulatif produksi 750 juta barel setara minyak, dan US$ 4 juta dari kumulatif produksi 1.000 juta barel setara minyak.

Uneconomic, Exxon goes from East Natuna



Pertamina will form a new consortium in East Natuna Block

Esso Natuna Ltd, a subsidiary of ExxonMobil has finally chosen to resign from the management of the East Natuna Block. Blocks with super jumbo gas capacity is indeed full of uncertainty since it was discovered in 1973 ago.

Director General of Oil and Gas at the Ministry of Energy and Mineral Resources (ESDM) I Gusti Nyoman Wiratinaja Puja said Exxon had sent a letter to the ESDM Ministry on East Natuna Block. Currently, his side is discussing inetrnal.

"Exxon said that the contract has been exhausted and Exxon also said it is not okonomic with the existing terms," ​​said Wiratmaja, Tuesday (18/7).

For information, ExxonMobil entered as a consortium led by PT Pertamina. In addition to Exxon, there is also a Thai oil and gas company, PTT Exploration and Production (EP) Thailand. Wiratmaja said the reason Exxon said East Natuna Block is not economical because it uses an old study on the management of the block. Whereas Exxon very clearly states have the technology and capabilities.

"Exxon has an exploration block and if needed, it is ready to help Indonesia," said Wiratmaja.

With the resignation of Exxon from East Natuna Block, the government will discuss about Pertamina's next partner. Pertamina is authorized to seek new partners in the management of the Block.

Vice President of Public and Government Affairs of Exxon Mobil Indonesia Erwin Maryoto said, after completing the technical and marketing review or Technology and Market Review (TMR) and reviewing its findings, ExxonMobil no longer wishes to continue the discussion or further activities related to East Natuna. Despite retreat from the East Natuna Block, ExxonMobil remains committed to ExxonMobil's operations in Indonesia.

Meanwhile, Afiat Djajanegara, General Manager of PTT EP Thailand, said that after hearing ExxonMobil backed down, his side is still doing an internal evaluation.

Tidak Ekonomis, Exxon Pamit dari East Natuna


Pertamina akan membentuk konsorsium baru di Blok East Natuna

Esso Natuna Ltd, anak usaha ExxonMobil akhirnya memilih mundur dari pengelolaan Blok East Natuna. Blok dengan kapasitas gas super jumbo ini memang penuh ketidakpastian sejak ditemukan tahun 1973 silam.

Direktur Jenderal Minyak dan Gas Bumi Kementerian Energi dan Sumbor Daya Mineral (ESDM) I Gusti Nyoman Wiratinaja Puja mengatakan, Exxon sudah mengirimkan Surat kepada Kementerian ESDM tentang Blok East Natuna. Saat ini pihaknya sedang membahas secara inetrnal.

"Exxon mengaku sudah habis kontrak bloknya. Exxon juga bilang saat ini tidak okonomis dengan terms yang ada," kata Wiratmaja, Selasa (18/7).

Sebagai informasi, ExxonMobil masuk sebagai konsorsium yang dipimpin oleh PT Pertamina. Selain Exxon, ada juga perusahaan migas asal Thailand, yaitu PTT Exploration and Production (EP) Thailand. Wiratmaja bilang alasan Exxon menyatakan Blok East Natuna tidak ekonomis karena memakai kajian lama pada pengelolaan blok tersebut. Padahal Exxon sangat jelas menyatakan memiliki teknologi dan kemampuan. 

"Exxon punya blok eksplorasi dan jika diperlukan siap membantu Indonesia. Itu isi suratnya," ungkap Wiratmaja.

Dengan mundurnya Exxon dari Blok East Natuna, pemerintah akan membahas mengenai mitra Pertamina selanjutnya. Pertamina diberikan wewenang mencari mitra baru dalam pengelolaan Blok tersebut. 

"Untuk East Natuna, ada cukup banyak yang berminat. Kita sudah menugaskan Pertamina mencari partner," ungkapnya. 

Vice President Public and Goverment Affairs Exxon Mobil Indonesia Erwin Maryoto menyebutkan, setelah menyelesaikan kajian teknis dan pemasaran atau Technology and Market Review (TMR) dan mengkaji temuannya, ExxonMobil tidak lagi berkeinginan meneruskan pembahasan atau kegiatan lebih lanjut terkait East Natuna tersebut. Meskipun mundur dari Blok East Natuna, ExxonMobil masih tetap berkomitmen pada operasi ExxonMobil di Indonesia. 

"Kami juga akan terus mencari dan mengkaji peluang baru di Indonesia," terangnya 

Sementara itu, Afiat Djajanegara, General Manager PTT EP Thailand, mengungkapkan, setelah mendengar ExxonMobil mundur, pihaknya masih melakukan evaluasi secara internal. 

"Sejauh ini belum ada keputusan dari top management," ungkap dia.

Sedangkan Pertamina akan membicarakan secara internal maupun dengan Kementerian ESDM. Direktur Hulu Pertamina Syamsu Alam menjelaskan, pihaknya kemungkinan besar akan membentuk konsorsium baru untuk Blok East Natuna. Menurut dia, saat ini sudah ada beberapa perusahaan yang berminat untuk bergabung ke blok tersebut. 
   
   Ketika dikonfirmasi terkait kabar masuknya Petrochina, Syamsu tidak bersedia menjawab. Ia hanya menjelaskan, kajian teknis dan pemasaran sudah selesai.

Pertamina Drill in Mahakam



Transition period of oil and gas block

PT Pertamina started drilling one well which is the first drilling in transition period of Mahakam Block management from Total E & P Indonesian to the state-owned oil and gas company. Upstream Director of Pertamina Syamsu Alam said the company started drilling activities on Monday (17/7). The well is one of 14 wells to be completed this year.

This drilling activity relies on previous activities derived from Total's investment as an existing operator completed in March 2017. He hopes that with this effort, gas production in Mahakam Block can still survive at the level of about 1,400 million cubic feet per day (MMscfd).

Pertamina's activities in the transition period in accordance with the agreement with Total to maintain production because it is feared that the operator's transition process on the block which will end its contract on December 31, 2017 has a negative impact on the Mahakam block production.

Based on data from SKK Migas, Mahakam Block operated by Total E & P Indonesie, its gas production until June 2017 reaches 105% or 1,504 MMscfd of gas higher than target of 1,430 MMscfd. Mahakam gas production contributes 20% to national gas production which reaches 7.512 MMscfd.

Actual production of oil / condensate was 55,100 barrels per day (bpd) or 103% higher than the target of 53,600 bpd. "Just drilled earlier, one well," he said on Monday (17/7).

He mentioned that the work of one well would take 12 days. After that, drilling activities move to another location that has been predetermined. The Company allocated US $ 160 million for the cost of drilling 14 wells in Mahakam during the transition period.

     From data of SKK Migas, in 2017, Total will drill 25 wells, 158 reprocesses and 6,820 wells. In 2016, drilling was done 41 wells, re-working 147 wells and care for 7,339 wells.

MASA TRANSISI BLOK MIGAS

Pertamina Mengebor di Mahakam


PT Pertamina mulai mengebor satu sumur yang merupakan pengeboran pertama di masa transisi pengelolaan Blok Mahakam dari Total E&P lndonesie ke perusahaan BUMN migas tersebut. Direktur Hulu Pertamina Syamsu Alam mengatakan, perseroan memulai kegiatan pengeboran pada Senin (17/7) . Adapun sumur tersebut merupakan satu di antara 14 sumur yang akan diselesaikan pada tahun ini.

Kegiatan pengeboran ini menyambung kegiatan sebelumnya yang berasal dari investasi Total sebagai operator existing telah diselesaikan pada Maret 2017. Dia berharap agar dengan upaya tersebut produksi gas di Blok Mahakam masih bisa bertahan pada level sekitar 1.400 juta kaki kubik per hari (MMscfd).

Kegiatan Pertamina di masa transisi sesuai dengan kesepakatan dengan Total untuk menjaga produksi karena dikhawatirkan proses transisi operator pada blok yang akan berakhir masa kontraknya pada 31 Desember 2017 itu berdampak negatif terhadap produksi Blok Mahakam.

Berdasarkan data SKK Migas, Blok Mahakam yang dioperasikan Total E&P Indonesie, realisasi produksi gasnya hingga Juni 2017 mencapai 105% atau 1.504 MMscfd gas yang lebih tinggi dari target yakni 1.430 MMscfd. Produksi gas Mahakam berkontribusi 20% terhadap produksi gas nasional yang mencapai 7.512 MMscfd.

Realisasi produksi minyak/kondensat sebesar 55.100 barel per hari (bph) atau lebih tinggi 103% dari target 53.600 bph. “Baru saja mengeboran tadi, satu sumur,” ujarnya, Senin (17/7).

Dia menyebut bahwa pengerjaan satu sumur akan membutuhkan waktu selama 12 hari. Setelah itu, kegiatan pengeboran beralih ke lokasi lain yang telah ditentukan sebelumnya. Perseroan mengalokasikan US$ 160 juta untuk biaya kegiatan pengeboran 14 sumur di Mahakam selama masa transisi. 

      Dari data SKK Migas, pada 2017, Total akan mengebor 25 sumur, 158 kerja ulang dan perawatan 6.820 sumur. Pada 2016, pengeboran dilakukan 41 sumur, kerja ulang 147 sumur dan perawatan atas 7.339 sumur.

JOB PPEJ Give Education Media Crew for Entrepreneurship

Akbar also explained that this time education is not only to improve journalist communication with oil and gas company, but it is expected to add insight in the entrepreneurship sector which will undoubtedly increase the income of journalists.

In the education which was attended by dozens of journalists in Bojonegoro also featured resource practitioners of export in Surabaya Bagus Andris Lesmana who is also an outstanding lecturer.

"There is an opinion if you want to be rich do not be a journalist but a media entrepreneur," said moderator of media education Dwi Eko Lokononto of online media beritajatim.

Kegiatan dengan tema Enterpreneur atau Kewirausahaan tersebut menghadirkan pemateri, Ir. Bagus A. Lesmana Dosen Luar Biasa Universitas Ciputra, Grendra Sri Bhismajurnalis yang juga pengusaha warung kopi.

Pada kesempatan tersebut hadir juga perwakilan dari Satuan Kerja Khusus Pelaksana Kegiatan Hulu Minyak dan Gas Bumi (SKK Migas), Media Relation SKK Migas Suhendra Atmaja, Field Admin Superintenden JOB-PPEJ Akbar Pradima, dan Dwi Eko Lokononto dari beritajatimcom, Media Relation SKK Migas Suhendra Atmaja mengatakan, pengertian jurnalisme migas tentu tidak terlepas dari pengertian jurnalisme pada umumnya. 

Namun perlu dipahami, profesi sebagai jurnalis juga punya peluang lain seperti wirausaha. 

"Dulu saya aktif menjadi reporter di salah satu stasiun televisi, tapi sekarang menjadi media relation. Itu contoh saja? namun usaha lain juga bisa dilakukan tanpa meninggalkan jurnalisme," ujar Suhendra.

JOB PPEJ mendorong kepada para jurnalis di Bojonegoro ini untuk memulai membuka usaha atau Berwirausaha sebagai sampingan untuk menopang hidup memenuhi kebutuhan keluarga selain sebagai jurnalis. 

"Giat edukasi media kali ini menjadi momen yang baik bertukar pengalaman dalam wirausaha," kata Field Admin Superintenden JOB PPEJ, Akbar Pradima.

Akbar juga menjelaskan edukasi kali ini tidak hanya untuk meningkatkan komunikasi jurnalis dengan perusahaan Migas, akan tetapi diharapkan dapat menambah wawasan dalam sektor wirausaha yang tidak dipungkiri nantinya bisa menambah pendapatan jurnalis.

Dalam edukasi yang diikuti puluhan wartawan di Bojonegoro juga menampilkan nara sumber praktisi ekspor di Surabaya Bagus Andris Lesmana yang juga dosen luar biasa. 

"Memang ada pendapat kalau ingin kaya jangan jadi wartawan tapi jadi pengusaha media," kata moderator edukasi media Dwi Eko Lokononto dari media online beritajatim.

Dalam kesempatan tersebut, seluruh wartawan yang ikut acara diajak melakukan simulasi untuk merancang bisnis dengan menentukan produk barang dan cara memasarkannya.

Pertamina Supply LNG to Ambon

The LNG is supplied from Chevron IDD Bangka KKKS located in Bontang, East Kalimantan. Through PTGN's partnership with its partner, PT Aico Energy, LNG is then shipped by General Cargo Meratus from Kariangau Container Port, Balikapan, to Yos Sudarso Port, Ambon.

Each time the ships carry four LNG ISO tanks with a capacity of about 1,600 mmbtu which is predicted to be able to meet the needs of shopping centers up to eight days.

The first LNG utilization trials have been conducted earlier this month and continue to date. Linda is optimistic LNG supply to eastern Indonesia will stimulate the growth of industry. Previously PTGN has pioneered LNG trading through ISO tank trucking in East Kalimantan and North Sumatra to meet the needs of various industries and PLTG.

Pertamina Pasok LNG ke Ambon


Untak pertama kalinya pengiriman LNG dilakukan ke wilayah timur Indonesia Hal itu dilakukan sebagai upaya mewujudkan pemerataan distribusi dan diversifikasi energi ke seluruh wilayah. PT Pertamina melalui afiliasinya, PT Pertagas Niaga (PTGN), mengirimkan liquified natural gas (LNG) ke Kota Ambon, Maluku, Pengiriman perdana itu sebagai wujud upaya pemerataan distribusi dan diversifikasi energi

“Salah satu yang didorong pemerintah saat ini ialah pemerataan distribusi energi. Langkah pengiriman LNG ini tindakan nyata untuk merealisasikannya. Apabila sambutannya positif, kami akan memperluas suplai LNG ke wilayah Indonesia Timur lainnya,” jelas Direktur Utama PTGN Linda Sunarti 

Menurut dia, ini pertama kalinya pengiriman LNG dilakukan ke wilayah timur Indonesia sebagai wujud upaya pemerataan distribusi dan diversilikasi energi. Konsumen LNG di sana ialah pusat perbelanjaan Ambon City Center yang memanfaatkan LNG untuk pembangkit generator dan sebagai pendingin udara.

LNG itu disuplai dari KKKS Chevron IDD Bangka yang berada di Bontang, Kalimantan Timur. Melalui kerja sama PTGN dengan mitranya, PT Aico Energi, LNG selanjutnya dikirim dengan menggunakan kapal General Cargo Meratus dari Pelabuhan Peti Kemas Kariangau, Balikapan, menuju Pelabuhan Yos Sudarso, Ambon.

Tiap kali pengirirnan, kapal membawa empat ISO tank LNG dengan kapasitas sekitar 1.600 mmbtu yang diprediksi akan mampu memenuhi kebutuhan pusat perbelanjaan hingga delapan hari.

Uji coba pemanfaatan LNG pertama telah dilakukan awal bulan dan terus berlanjut hingga saat ini. Linda optimistis suplai LNG ke timur Indonesia ini akan merangsang tumbuhnya industri. Sebelumnya PTGN telah mempelopori niaga LNG melalui trucking ISO tank di wilayah Kalimantan Timur dan Sumatra Utara untuk memenuhi kebutuhan berbagai industri dan PLTG.

Selanjutnya ekspansi pengiriman LNG juga dilakukan ke Pulau Jawa dan Bali untuk menyuplai kebutuhan gas khususnya ke industri-industri yang wilayahnya belum memiliki fasilitas jaringan pipa gas.

Sementara itu, PT Pertamina Lubricants, anak perusabaan PT Pertamina yang mengelola usaha pelumas otomotif dan industri serta base oil pasar domestik dan internasional, memproyeksikan menjadi pemain global di industri pelumas dan masuk ke posisi 15 besar dunia pad 2020. Untuk mencapai target tersebut, perusahaan terus berupaya untuk memperluas pasar, baik domestik maupun internasional dan meningkatkan kualitas produk.

Pertamina EP a to drill three new wells in East Java



Pertamina EP the upstream subsidiary of state owned oil and gas giant Pertamina,'is preparing to drill three new Wells in East Java in the second half of this year at a cost of US$21 to $23 million. The company Will drill an offshore well in the Poleng field in August With an estimated investment of $15 million. It will also drill the fourth and fifth Wells of the Tapen field in September and October, respectively, each with an investment of around $3 to $4 million.

“The cost for the one in the Poleng field is bigger because it is located offshore,” Pertamina EP public relations manager Muhammad Baron told The Jakarta Post on Monday.

“We need to be more prepared because this is the first time for us to undertake offshore drilling activities.”

The drilling activities at each of the three wells are expected to be complete Within 45 days so that they can bear fruit before year end. The offshore Well in the Poleng field is expected to produce 700 barrels of oil per day (bopd) and 1.2 million standard cubic feet per day (mmscfd). Moreover, the fourth well of the Tapen Held is estimated to produce 250 bopd, while the fifth well could yield 200 bopd and 2 mmscfd ofgas.

The Poleng and Tapen fields are located in Pertamina EP’s Asset 4 areas, which cover East Java, Central Java, Sulawesi and Papua. However, the company is pinning high hopes specifically on the Poleng field, which produced an average of 2,858 bopd throughout last year. The production rate is expected to reach 3,088 bopd in 2017.

Furthermore, there is also the Jambaran-Tiung Biru (JTB) gas field in Central Java, which is also included in the Asset 4 areas. The J TB field is located within the Cepu block. which is jointly owned and operated by several parties, including subsidiary PT Pertamina EP Cepu (PEPC), local government-owned enterprises, and two local units of American oil producer EXXonMobil, namely EXXonMobil Cepu Ltd. (EMCL) and Ampolex Cepu PET Ltd. 

PEPC, which aspires to fully acquire the JTB field, has found it difficult to seal the deal because of prolonged deadlock with state-owned electricity firm PLN over the price of gas sold to the latter. PLN is only willing to pay $7 per million British thermal unit (mmbtu) for the gas at its plant gate in Gresik, while PEPC wants the price of $7 per mmbtu at its wellhead in the JTB field.

As a result, PEPC has not been able to kick off construction of its production facilities at the JTB field, which was initially slated to be on stream in 2020 and is expected to produce at least 172 mmscfd.

“We’ll conduct an audit to see whether the development cost can be reduced, including in the procurement of its production facilities,” Fatar Yani Abdurrahman, the deputy for operational control at the Upstream Oil and Gas Regulatory Special Task Force (SKK Migas), said recently. In total, Pertamina EP aims to undertake development drilling activities at 48 wells in 2017.

September, Rekind Must Ensure the Fate of Gas Pipeline Project



The Downstream Oil and Gas Regulatory Agency (BPH Migas) gave until September 15 for PT Rekayasa Industri to ensure the continuation of the Cirebon-Semarang transmission pipeline project. The reason, since auctioned in 2006, the construction of this pipe has not been realized as well.

Head of BPH Migas Fanshurullah Asa said, Cirebon-Semarang Pipe Project has been almost 11 years not done. His side has several times called the Rekind to ensure its ability to work on this project, last on July 6, 2017.

The result, Rekind will give answer to BPH Migas and Directorate General of Oil and Gas about the ability or not to build Pipe Cirebon Transmission Segment - Semarang no later than 15 September 2017.

"We give the time limit because almost 11 years is not realized," he said at a hearing with Commission VII DPR RI, Monday (17/7).

The next result of the meeting, Rekind mentioned the absence of gas allocation for the Cirebon-Semarang Pipe Project as a development constraint. In addition, Rekins also has not maximally obtained prospective gas buyers along this pipeline.

"We push PT Rekind, although there is no gas allocation but there is shadow shipper (buyer), can be realized," said Fanshurullah.

In 2015, there was a groundbreaking plan for Pipe Cirebon-Semarang in May-June that year. Furthermore, this pipeline is targeted to start operating (onstream) in 2019 later. In working on this project, Rekind cooperates with PT Pertamina Gas (Pertagas).

For gas supply, Rekind plans to utilize gas supply from floating storage and regasification unit (FSRU) or oil and gas field. Efforts to obtain gas will be easier because Rekind took Pertagas who also worked on Pipa Gresik - Semarang.

Director General of Oil and Gas at the Ministry of Energy and Mineral Resources, I Gusti Nyoman Wiratmaja, is reluctant to assume that Rekind does not continue the construction of Cirebon-Semarang Pipe.

"Let's wait, this is still being discussed. Construction of the pipeline must be connected from the supply until the buyer gas, "he explained.

Pipe Cirebon-Semarang is part of Trans-Java Pipe. The Trans-Java gas pipeline integration project consists of three main projects. First, West Java worth US $ 300 million with Cirebon-KHT line (84 km) and Tegalgede-Muara Tawar (50 km). Second, North Java worth US $ 400 million with Cirebon-Semarang line (255 km). Third, East Java worth US $ 360 million with Semarang-Gresik line (271 km) and East Java Gas Pipeline (EJGP) -Grati worth US $ 58 million (22.1 km).

Not only Pipe Cirebon-Semarang, Fanshurullah states, the construction of Pipa Kalimantan Jawa (Kalija) II is also stagnant. It has received Letter from President Director of PT Bakrie & Brothers Tbk with No. 041 / S / BOD-BGU / VIII / 2016 concerning the Kalija II Development Plan on 8 August 2016 ago.

"They state the main obstacle to the pipeline construction because they have not received gas allocation," he said. Thus, companies have difficulty getting funds from banks to build this project.

The Kalimantan-Java Pipeline Project was won by PT Bakrie & Brothers Tbk in 2006. Initially, there was no segmentation of segments for Pipa kalija. However, there is no clarity of gas sources from Kalimantan making the project hampered. Then in 2009, the pipeline upstream scheme that drains gas from Kepodang Field to PLTGU Tambaklorok is converted into a downstream scheme to become Kalija I Pipe.

For Pipe Kalija I, Fanshurullah states it has been built and operates. However, now Petronas Carigali just stated the state of powers at Kepodang Field which became the source of gas because of the decline of oil and gas reserves. Gas supply is expected to be sufficient until 2018 since gas flows from 2014, even though the initial count is up to 26 years.

"So this investor reaches BEP (break even point / return on capital) not yet," he said.

September, Rekind Harus Pastikan Nasib Proyek Pipa Gas


Badan Pengatur Hilir Minyak dan Gas Bumi (BPH Migas) memberi waktu hingga 15 September bagi PT Rekayasa Industri untuk memastikan kelanjutan proyek pipa transmisi Cirebon-Semarang. Pasalnya, sejak dilelang pada 2006, pembangunan pipa ini belum terealisasi juga.

Kepala BPH Migas Fanshurullah Asa mengatakan, Proyek Pipa Cirebon-Semarang sudah hampir 11 tahun tidak juga dikerjakan. Pihaknya sudah beberapa kali memanggil pihak Rekind untuk memastikan kesanggupannya dalam mengerjakan proyek ini, terakhir pada 6 Juli 2017. 

Hasilnya, Rekind akan memberikan jawaban kepada BPH Migas dan Ditjen Migas mengenai kesanggupan atau tidak membangun Pipa Ruas Transmisi Cirebon - Semarang paling lambat 15 September 2017.

“Kami beri batasan waktu karena hampir 11 tahun tidak terealisasi,” kata dia dalam rapat dengar pendapat dengan Komisi VII DPR RI, Senin (17/7).

Hasil berikutnya dari pertemuan itu, Rekind menyebut tidak adanya alokasi gas untuk Proyek Pipa Cirebon-Semarang sebagai kendala pembangunan. Selain itu, Rekins juga belum secara maksimal memperoleh calon pembeli gas di sepanjang jalur pipa ini.

“Kami desak PT Rekind, walau belum ada alokasi gas tetapi ada bayangan shipper (pembeli), bisa direalisasikan,” tegas Fanshurullah.

Pada 2015 lalu, sempat ada rencana groundbreaking Pipa Cirebon-Semarang dilakukan pada Mei-Juni tahun itu. Selanjutnya, pipa ini ditargetkan bisa mulai beroperasi (onstream) pada 2019 nanti. Dalam mengerjakan proyek ini, Rekind bekerja sama dengan PT Pertamina Gas (Pertagas).

Untuk pasokan gas, sempat muncul rencana Rekind bisa memanfaatkan pasokan gas dari unit penampungan dan regasifikasi terapung (floating storage and regasification unit/FSRU) atau lapangan migas. Upaya memperoleh gas akan lebih mudah karena Rekind menggandeng Pertagas yang juga menggarap Pipa Gresik- Semarang.

Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM I Gusti Nyoman Wiratmaja enggan berandai-andai jika Rekind tidak melanjutkan pembangunan Pipa Cirebon-Semarang.

“Kita tunggu dulu, hal ini masih didiskusikan. Pembangunan pipa itu memang harus terhubung dari pasokan sampai pembeli gasnya,” jelasnya.

Pipa Cirebon-Semarang ini merupakan bagian dari Pipa Trans-Jawa. Proyek integrasi pipa gas Trans-Jawa terdiri atas tiga proyek utama. Pertama, Jawa bagian Barat senilai US$ 300 juta dengan jalur Cirebon-KHT (84 km) dan Tegalgede-Muara Tawar (50 km). Kedua, Jawa bagian Utara senilai US$ 400 juta dengan jalur Cirebon-Semarang (255 km). Ketiga, Jawa bagian Timur senilai US$ 360 juta dengan jalur Semarang-Gresik (271 km) dan East Java Gas Pipeline (EJGP)-Grati senilai US$ 58 juta (22,1 km).

Tidak hanya Pipa Cirebon-Semarang, Fanshurullah menyatakan, pembangunan Pipa Kalimantan Jawa (Kalija) II juga stagnan. Pihaknya telah menerima Surat dari Presiden Direktur PT Bakrie & Brothers Tbk dengan Nomor 041/S/ BOD-BGU/VIII/2016 perihal Rencana Pembangunan Kalija II pada 8 Agustus 2016 lalu.

“Mereke menyatakan kendala utama pelaksanaan pembangunan pipa tersebut karena belum mendapat alokasi gas,” kata dia. Sehingga, perusahaan sulit mendapat dana dari bank untuk membangun proyek ini. 

Proyek Pipa Kalimantan-Jawa dimenangkan oleh PT Bakrie & Brothers Tbk pada 2006. Awalnya, tidak ada segmentasi ruas untuk Pipa kalija. Namun, tidak ada kejelasan sumber gas dari Kalimantan membuat proyek terhambat. Kemudian pada 2009, pipa skema hulu yang mengalirkan gas dari Lapangan Kepodang ke PLTGU Tambaklorok diubah menjadi skema hilir untuk menjadi Pipa Kalija I. 

Untuk Pipa Kalija I, Fanshurullah menyatakan sudah dibangun dan beroperasi. Namun, kini Petronas Carigali justru menyatakan keadaan kahar pada Lapangan Kepodang yang menjadi sumber gasnya karena penurunan cadangan migas. Pasokan gas diperkirakan hanya cukup sampai 2018 sejak gas mengalir mulai 2014, padahal hitungan awal sampai 26 tahun. 

“Jadi ini investornya mencapai BEP (break even point/balik modal) belum,” ujarnya.

Suko Hartono Appointed as President Director of Pertagas



Suko Hartono was officially appointed as president of PT Pertamina Gas, a subsidiary of PT Pertamina to replace Toto Nugroho, who was appointed as Senior Vice President of Integrated Supply Chain of PT Pertamina

Men born in Madiun, 48 years ago it has been 20 years serving in PT Perusahaan Gas Negara (PGN). Various assignments have been graduated from ITB Chemical Engineering graduates throughout his career in PGN, such as General Manager of Regional Distribution Division I SBU West Java and assignments in the environment of PGN subsidiaries.

The appointment of Suko according to Director of Pertamina Gas as well as Pertagas President Commissioner Yenni Andayani is not without good consideration.

"Not only considering the corporate side, but also has seen the future interests of the national gas business," said Yenni, while giving a speech at the inauguration ceremony of Pertagas President Director on Monday (17/7).

On the occasion, Yenni hope Suko figure can also provide a wider path for the awakening synergy that has been established with PGN.

"Particularly in the holding synergy of SOE Oil and Gas is expected to be even better,"

The new history in appointing the executive branch of a subsidiary from outside Pertamina is, according to Yenni, expected to be a good start in building a better Pertamina in the future.

On the mandate entrusted, Suko is determined to run as well as possible.

Suko Hartono secara resmi ditunjuk menjadi direktur utama PT Pertamina Gas, anak perusahaan PT Pertamina menggantikan Toto Nugroho yang sejak bulan lalu ditunjuk sebagai Senior Vice President Integrated Supply Chain PT Pertamina

Pria kelahiran Madiun, 48 tahun lalu ini tercatat sudah 20 tahun mengabdi di PT Perusahaan Gas Negara (PGN). Berbagai penugasan sudah pernah diemban lulusan Teknik Kimia ITB ini sepanjang karirenya di PGN, seperti General Manager SBU Distribusi Wilayah I Jawa Bagian Barat serta penugasan di lingkungan anak perusahaan PGN.

Penunjukan Suko menurut Direktur Gas Pertamina sekaligus juga Komisaris Utama Pertagas, Yenni Andayani, bukanlah tanpa pertimbangan baik.

“Tidak hanya mempertimbangkan sisi korporasi, tapi juga sudah melihat kepentingan masa depan bisnis gas nasional,” ujar Yenni, saat memberikan sambutan pada acara pengukuhan Dirut Pertagas, Senin (17/7).

Dalam kesempatan tersebut, Yenni berharap sosok Suko juga bisa memberikan jalan yang lebih lebar lagi bagi terbangunnya sinergi yang selama ini terjalin dengan PGN. 

“Khususnya dalam sinergi holding BUMN Migas diharapkan bisa lebih baik lagi,”

Sejarah baru dalam pengangkatan jajaran eksekutif anak perusahaan dari luar Pertamina ini, masih menurut Yenni, diharapkan menjadi awal yang baik dalam membangun Pertamina yang lebih baik lagi ke depannya. 

“Untuk itu, saya harapkan dukungannya dari seluruh insan Pertagas,” 

Atas amanah yang dipercayakan tersebut, Suko bertekad menjalankan dengan sebaik-baiknya. 

”Dengan dukungan penuh dari Pertamina serta seluruh insan Pertagas Insya Allah saya akan berusaha membawa Pertagas tumbuh lebih baik lagi,” katanya.

Berbagai kebijakan serta program yang sudah berjalan dengan baik, Suko berjanji akan dilanjutkan di masa kepemimpinannya. 

“Saya akan selaraskan dengan visi dan misi Pertamina ,” ujarnya.

Menyelesaikan berbagai proyek pipa baru, mengoptimalkan ruas pipa eksisting, serta menjalankan operation excelent dengan menjunjung tinggi aspek HSE, akan menjadi beberapa fokus awal Suko memimpin Pertagas. 

“Ke depan, kami juga akan lebih mempererat lagi hubungan dengan seluruh stakeholder Pertagas,” tutupnya

Parliament Supports Brent So Formula ICP



Vice Chairman of Commission VII of the House of Representatives Satya Widya Yudha supports the use of "dated Brent" plus alpha crude oil price in Indonesia crude price (ICP).

"The use of 'dated Brent' plus alpha is expected to boost state revenues in the state budget significantly. Crude oil production in the country could increase in the coming years, "he said during a discussion held by the Ministry
ESDM in Jakarta, Monday (17/7).

Attending the event were Director General of Oil and Gas at the Ministry of Energy and Mineral Resources, IGN Wiratmaja, representatives of SKK Migas Arwan, and Calvin Lee from Platts. Currently, the government is still evaluating the ICP formula / in line with the expiration of the Minister of Energy and Mineral Resources Decree No 6171 K / 2 / MEM / 2016 on the Determination of the Crude Oil Price Formation Indonesia for July 2016 June 2017.

The ICP formula consists of "dated Brent" plus alpha which is calculated taking into account the suitability of crude oil quality, the development of international crude oil prices and national energy security. Alpha is set every month by the Minister of EMR.

According to Satya, Brent has been the basis for the formation of international oil prices since 1971.

"More than 70 percent of all oil production in the world has used Brent as a reference oil price formula, especially in Middle Eastern countries such as Saudi Arabia, Iran, Iraq, and even Malaysia enforce it since 2011," he said.

Therefore, he is optimistic that the use of "dated Brent" by the government can be more accurate to reflect the actual price of each semester. Satya adds that ICP formula must meet the four main principles of clear, objective and transparent (fairness and transparency), can compete with the price of crude oil from other countries or international competitiveness, the formula is relatively stable and ICP produced from non-fluctuating formula ) And enforced in a fairly long period (continuity).

According to him, the adjustment of ICP price formulation must be done to optimize state revenue, to reflect market development, and to ensure smooth operation of national oil and gas activities.

DPR Dukung Brent Jadi Formula ICP


Wakil Ketua Komisi VII DPR Satya Widya Yudha mendukung penggunaan acuan harga minyak mentah “dated Brent” ditambah alpha dalam penetapan formula harga minyak mentah Indonesia (Indonesia crude price/ ICP).

“Penggunaan acuan ‘dated Brent’ plus alpha ini diharapkan mampu mendongkrak penerimaan negara dalam APBN secara signifikan. Produksi minyak mentah dalam negeri bisa meningkat di tahun-tahun mendatang,” katanya saat diskusi yang digelar Kementerian ESDM di Jakarta, Senin (17/7).

Hadir dalam kesempatan tersebut antara lain Dirjen Migas Kementerian ESDM IGN Wiratmaja, perwakilan SKK Migas Arwan, dan Calvin Lee dari Platts. Saat ini, pemerintah masih mengevaluasi formula ICP/ seiring habisnya masa berlaku Keputusan Menteri ESDM No 6171 K/2/ MEM/ 2016 tentang Penetapan Formula Harga Minyak Mentah Indonesia Periode Juli 2016 Juni 2017.

Formula ICP itu terdiri dari “dated Brent” ditambah alpha yang dihitung dengan mempertimbangkan kesesuaian kualitas minyak mentah, perkembangan harga minyak mentah internasional dan ketahanan energi nasional. Alpha ditetapkan setiap bulan oleh Menteri ESDM. 

Menurut Satya, Brent sudah menjadi dasar dalam pembentukan harga minyak di internasional sejak 1971. 

“Lebih dari 70 persen seluruh produksi minyak di dunia telah menggunakan Brent ini sebagai acuan formula harga minyak terutama di negara Timur Tengah seperti Saudi Arabia, Iran, Irak, bahkan Malaysia memberlakukannya sejak 2011,” ujarnya.

Oleh karena itu, ia optimistis opsi penggunaan “dated Brent” oleh pemerintah bisa lebih akurat untuk mencerminkan harga sebenarnya setiap semester. Satya menambahkan formula ICP harus memenuhi empat prinsip utama yakni jelas, objektif dan transparan (fairness and transparency), dapat bersaing dengan harga minyak mentah dari kawasan atau negara lain (international competitiveness) , formula relatif stabil dan ICP yang dihasilkan dari formula tidak berfluktuatif (stability) dan diberlakukan dalam periode yang cukup panjang (continuity). 

Menurut dia, penyesuaian formulasi harga ICP harus dilakukan untuk mengoptimalkan penerimaan negara, merefleksikan perkembangan pasar, dan menjamin kelancaran operasional kegiatan migas nasional.
