Oil, gas imports too costly for RI in long term



Despite once being a major oil and gas producer, Indonesia is projected to rely on imports to meet domestic demand by 2050 amid growing un-attractiveness in the sector. 

    Indonesia’s domestic oil production has gradually dwindled from 1.2 million barrels per day in the early 2000s to the current 800,000 barrels per day forcing it to import 60 percent of its oil needs of 1.6 million barrels each day Such a dependence on imports will be too costly for Indonesia in the long run, Jakarta-based energy think tank ReforMiner Institute has warned. 

In its simulation revealed Monday the institute predicts Indonesia will need to allocate between US$41.23 billion and $58.6 billion in foreign exchange in 2025 to buy foreign oil if global oil prices continue to hover at around $50 to $70 a barrel within the 2017-2025 period. 

    The figure might range between $67.2 billion and $94.1 billion in 2025 if  state-owned energy giant Pertamina fails to complete its refinery development projects. The y government allocated $15.9 billion in foreign exchange for oil last year. 

Acknowledging the persistently low oil production, the government has launched the General Planning for National Energy. (RUEN) for the 2025-2050 period in a bid to maintain production at around 699,000 barrels of oil per day (bopd) by 2050. The measures will include boosting enhanced oil recovery (EOR) activities at existing fields and conducting exploration activities to find new oil and gas sources. 

However, investors have seemingly lost their appetite for injecting cash into 1ndonesia’s oil and gas sector, as investment for exploration activities gradually declined to $800 million in 2016 from $1.3 billion in 2012, according to data from the Upstream Oil and Gas Regulatory Special Task Force (SKKMigas). 

   ReforMiner executive director Komaidi Notonegoro said it would be hard for the government to depend on EOR and exploration activities, especially at a time of deterioration in the industry, as investors would be reluctant to spend much.On the other hand, it was also competing tightly with its peers in Asia Pacific.

“If We have to rely on imports, We Will compete with our neighbors for oil supplies, including from the Middle East. Therefore, We shouldn’t have to rely on imports,” Komaidi said. Responding to this issue, National Energy Board (DEN) member Andang Bachtiar acknowledged the need to reform the investment climate in the industry to improve its competitiveness, which in turn would help meet each target set in the RUEN. 

   He pointed out that the Energy and Mineral Resources Ministry’s plan to issue a ministerial decree that may require new contracts for existing fields to include proposals for EOR activities to curb lndonesia’s production decline. “All targets in the RUEN are practical and realistic as long as the government is Willing to change,” Andang said.

FPU Cricket Production Reaches 900 MMSCFD




Gas production from the cricket floating processing unit (FPU) of Cricket in Muara Bakau Block, Makassar Strait has the potential to increase to 900 million standard cubic feet per day / mmscfd. Additional production comes from Merakes Field and the Indonesia Deepwater Development (IDD) project.

Minister of Energy and Mineral Resources (ESDM) Ignasius Jonan said, FPU Crickets have started production since May 26 with a volume of 120-130 mmscfd. In accordance with production capacity plan, FPU Cricket ship is designed for gas processing with capacity up to 450 mmscfd gradually or equivalent to 83 thousand barrel oil equivalent per day / boepd.

"If adjusted again, slightly increased, the production capacity can be up to 600 mmscfd with additional gas coming from Merakes field in East Sepinggan Block," he said in his official statement on Sunday (10/6).

This has a very significant effect on the upstream oil and gas industry in Indonesia. The reason, according to Jonan, production from this Cricket Field could be a substitute for the production of the Mahakam Block began to fall. As is known, the Cricket Complex Project, which includes North Korea's Cricket and Cricket Fields, started production in May, faster than the target in 2018. Production from both fields is channeled through 10 subsea wells connected to FPU Cricket.

Once processed on the FPU, the gas will be flown through a special 79-kilometer pipeline to the Onshore Receiving Facility, through the East Kalimantan Transportation System, to the Badak LNG plant in Bontang.

Produksi FPU Jangkrik Capai 900 MMSCFD


Produksi gas dari fasilitas pemrosesan gas terapung (floating processing unit/FPU) Jangkrik di Blok Muara Bakau, Selat Makassar berpotensi meningkat menjadi 900 million standard cubic feet per day/mmscfd. Tambahan produksi berasal dari Lapangan Merakes dan proyek Indonesia Deepwater Development (IDD).

Menteri Energi dan Sumber Daya Mineral (ESDM) Ignasius Jonan mengatakan, FPU Jangkrik sudah mulai berproduksi sejak 26 Mei dengan volume 120-130 mmscfd. Sesuai dengan rencana kapasitas produksi, kapal FPU Jangkrik dirancang untuk pengolahan gas dengan kapasitas hingga 450 mmscfd secara bertahap atau setara dengan 83 ribu barrel oil equivalen per day/ boepd.

“Kalau disesuaikan lagi, ditingkatkan sedikit, kapasitas produksinya bisa sampai 600 mmscfd dengan tambahan gas yang berasal dari lapangan Merakes di Blok East Sepinggan,” kata dia dalam keterangan resminya, Minggu (10/ 6).

Hal ini memberikan efek yang sangat signifikan terhadap industri hulu migas Indonesia. Pasalnya, menurut Jonan, produksi dari Lapangan Jangkrik ini bisa menjadi pengganti produksi Blok Mahakam yang mulai turun. “Kalau bisa minimal 450 mmscfd itu lumayan sekali, produksi gas nasional sekarang 7.100 mmscfd, mestinya menambah 7% bila kondensatnya sedikit,” katanya.

Sebelumnya, ENI yang juga operator Blok Muara Bakau, mengumumkan keberhasilan pengeboran dan pengetesan Sumur Marekes 2 di Blok East Sepinggan. Temuan di Merakes ini diperkirakan sebesar 2 triliun kaki kubik gas dengan tambahan potensi yang perlu dievaluasi. Lokasi Sumur Merakes 2 dengan Lapangan Jangkrik memudahkan sinergi dengan infrastruktur produksi eksisting.

Dalam kunjungan Jonan ke Lapangan Jangkrik tersebut, ENI juga menyampaikan rencananya untuk menggandeng Chevron Indonesia terkait rencana kerja sama penggunaan fasilitas produksi pada proyek Indonesia Deepwater Development (IDD) di Gendalo-Gehem, Selat Makassar, yang cukup dekat dengan lokasi FPU Jangkrik ini.

“Jadi Chevron tidak usah berinvestasi lagi yang besar, fasilitas yang sama bisa dipakai, supaya tidak ada duplikasi (lebih efisien) dan waktunya bisa lebih cepat,” kata Jonan.

Sebagaimana diketahui, Proyek Kompleks Jangkrik yang mencakup Lapangan Jangkrik dan Jangkrik North East, telah memulai produksinya pada Mei lalu, lebih cepat dari pada target pada 2018. Produksi dari kedua lapangan disalurkan melalui 10 sumur bawah laut yang terhubung dengan FPU Jangkrik. 

Setelah diproses di atas FPU, gas akan dialirkan melalui pipa khusus sepanjang 79 kilometer ke Fasilitas Penerima di Darat atau Onshore Receiving Facility, melalui Sistem Transportasi Kalimantan Timur, hingga tiba di kilang LNG Badak di Bontang.

Petrochina Begins to Explore Oil and Gas Downstream Business in Indonesia



The China-based oil and gas company Petrochina began exploring to develop its business in the downstream sector. This step further strengthens the existence of a company that has 15 years operating in the country.

Budi said the downstream business is being explored as a refinery or distribution. Currently Petrochina continues to open opportunities with various parties to develop oil and gas business, including with PT Pertamina. "Petrochina will continue to develop operations in Indonesia, can also play in the refinery. Not only oil and gas, but chemical. Our technology and funds are ready, "he said.

Budi said that Petrochina's interest in the downstream sector of oil and gas is in line with the development of a company that has been operating for 15 years in Indonesia. "So it is not because the business in the upstream is sluggish," he said.

Perusahaan migas asal Tiongkok, Petrochina mulai menjajaki untuk mengembangkan bisnis di sektor hilir. Langkah ini semakin mengokohkan keberadaan perseroan yang sudah 15 tahun beroperasi di Tanah Air.

“Sudah ada arahan dari pusat (holding di Tiongkok) untuk mencoba diskusi dengan mitra atau stakeholder tidak hanya di up stream (hulu), tapi juga di hilir (down stream),” kata VP Government Relations Petrochina Indonesia Budi Setiadi.

Budi mengatakan, bisnis sektor hilir yang dijajaki yakni kilang atau distribusi. Saat ini Petrochina terus membuka peluang dengan berbagai pihak untuk mengembangkan bisnis migas, termasuk dengan PT Pertamina. “Petrochina akan terus mengembangkan operasi di Indonesia, bisa juga main di refinery. Tidak hanya minyak dan gas, tapi chemical. Teknologi dan dana kami siap,” kata dia.

Budi mengatakan, ketertarikan Petrochina di sektor hilir migas sejalan berkembangnya perusahaan yang sudah 15 tahun beroperasi di Indonesia. “Jadi bukan karena bisnis di hulu sedang lesu,” kata dia.

Di sisi lain, Budi mengatakan, Petrochina juga terus mencari blok migas baru seiring akan berakhirnya blok Tuban pada Februari 2018. Menurutnya jika ada wilayah kerja yang menarik dan ekonomis akan dipertimbangkan untuk diakuisisi. “Kami sudah melakukan pembicaraan awal dengan Pertamina yang menjadi mitra perseroan di Tuban, bicara secara business to business, apa bisa masuk lagi” kata Budi.

Diketahui, wilayah kerja blok Tuban Jawa Timur dimiliki oleh PT Pertamina Hulu Energi (PHE) Tuban East Java sebesar 50 persen, Petrochina International Java 25 persen dan PT Pertamina Hulu Energi Tuban sebesar 25 persen. Pada awal tahun ini, pemerintah sudah memtuskan untuk memberikan pengelolaan blok Tuban kepada PHE.

Budi mengatakan, Petrochina pada tahun 2017 menargetkan produksi 80.000 - 85.000 BOEPD. Angka ini turun dari 2016 sebesar 90 BOEPD seiring lesunya industri. “Ini normal dan natural, industrinya memang menurun,” kata Budi.

DEN Request ESDM Review Ministerial Regulation EOR



The National Energy Council (DEN) requested the Ministry of Energy and Mineral Resources (ESDM) review the regulations related to enhanced oil recovery (EOR) activities. "So this Ministerial Regulation should be able to provide incentives that are still within the authority of the Ministry of Energy and Mineral Resources, in order for EOR to run," he said.

For the form of incentives, Wiratmaja is still under discussion. One of the incentives to be considered is the additional profit sharing (split) for oil and gas contractors. While the drafting of this regulation is still under discussion in the internal Directorate General of Oil and Gas. The plan, this Rule will apply both to existing contracts and new contracts.

DEN Minta ESDM Kaji Peraturan Menteri EOR 


Dewan Energi Nasional (DEN) meminta Kementerian Energi dan Sumber Daya Mineral (ESDM) mengkaji kembali peraturan terkait kegiatan pengurasan tahap lanjut (enhanced oil recovery/EOR). Beleid EOR tersebut seharusnya mampu mendorong kegiatan agar lebih masif lagi. Anggota DEN Andang Bachtiar mengatakan regulasi tersebut akan diteken Menteri ESDM Ignasius Jonan itu pada bulan ini.

Hanya saja dia bilang naskah Peraturan Menteri ESDM itu belum seperti yang diharapkan. “Peraturan Menteri EOR sedang diajukan dan ingin ditandatangani Juni. Pada IPA Covex, didiskusikan ternyata Peraturan Menteri normative saja, tidak mengarah ke EOR yang diharapkan mengalir pada tahun 2020/2021,” kata Andang dalam acara diskusi Indonesian Petroleum Association (IPA) di Jakarta, Senin (12/ 6).

Andang tidak memaparkan naskah peraturan yang disebut normatif itu. Namun dia meminta Kementerian ESDM untuk mengundang asosiasi dalam rangka menyusun beleid tersebut. Menurutnya peraturan EOR ini memiliki arti penting dalam kegiatan migas. Dia berharap beleid tersebut segera terbit

Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM I Gusti Nyoman Wiratmaja sebelumnya mengatakan migas masih menjadi sumber energi primer di Indonesia. EOR merupakan salah satu upaya untuk mempertahankan produksi migas nasional, karena cadangan migas yang diambil bisa mencapai 70 persen dibanding cara biasa hanya 30 persen.

Pasalnya, tanpa upaya-upaya tambahan atau kegiatan EOR, produksi minyak yang saat ini sebesar 800 ribu barel per hari (bph) akan terus turun menjadi 300 ribu bph pada 2025.

Untuk itu, pemerintah akan mendorong kegiatan EOR dengan menerbitkan peraturan menteri tentang pedoman pelaksanaan EOR pada kegiatan usaha hulu migas. “Jadi Peraturan Menteri ini bagaimana bisa memberikan insentif yang masih dalam kewenangan Kementerian ESDM, agar EOR berjalan,” katanya.

Untuk bentuk insentifnya, diakui Wiratmaja masih dalam pembahasan. Salah satu bentuk insentif yang dipertimbangkan yakni tambahan bagi hasil (split) bagi kontraktor migas. Sementara pembuatan peraturan ini masih dalam pembahasan di internal Direktorat Jenderal Migas. Rencananya, beleid ini akan berlaku baik untuk kontrak eksisting maupun kontrak baru.

Production Pertamina EP Asset 14 reaches 110



Oil and gas production of PT Pertamina EP Asset 4 in the first quarter of 2017 exceeded the target. Until May 31, 2017, the production of oil produced reached 14,357 BOPD or barrel per day. Produksi rninyak dan gas PT Pertamina EP Asset 4 pada kuartal I/2017 berhasil melebihi target. Hingga 31 Mei 2017, produksi minyak yang dihasilkan mencapai 14.357 BOPD atau barel per hari. Dengan jumlah itu, Pertamina EP berhasil merealisasikan produk hingga 110 persen diatas target 12.255 barel per hari.

General Manager PT Pertamina EP Asset 4, Didik Susilo mengatakan, produksi tersebut dihasilkan dari 4 Field yang ada di Wilayah Asset 4. Di antaranya, Field Cepu di Jawa Tengah dengan produksi mencapai 1.740 Barel per hari dan Field Poleng di Jawa Timur dengan produksi mencapai 3.184 Barel per hari.

Selain itu, Pertamina EP Asset 4 juga mendapatkan tambahan produksi dari Field Donggi Matindok dengan produksi mencapai 265 Barel per hari dan Field Papua mencapai 1.057 Barel per hari.

“Produksinya kami pada kuartal I/2017 diatas target dan mampu memberikan profit per bulan April 2017 mencapai 28 juta dollar AS atau setara Rp 378 miliar 14,5 persen dari keseluruhan pendapatan korporasi,” kata Didik. Dikatakan tahun ini korporasi juga berencana akan melakukan unitisasi Jambaran Tiung Biru. Sumur ini ditargetkan akan onstream pada Tahun 2019. Sedangkan unitisasi dari Blok Sukowati saat ini tercatat mencapai 8.111 Barel per hari.

“Kami berkomitmen untuk menerapkan prinsip efisiensi. Pada periode ini kami berhasil menghemat biaya secara keseluruhan sekitar Rp 9 miliar,” katanya. Sementara itu, Public Goverment Relation and CSR Staf, PT Pertamina EP Field Poleng, Kikie Muhammad Rizqie mengungkapkan dalam menjalankan strategi perusahaan Journey to 100.000 Barel perhari, Pertamina EP asset 4 juga melakukan beberapa kegiatan percepatan operasi sumur.

“Saat ini kami sedang merencanakan bor offshore di Poleng Field yang merupakan pertama kalinya di PT Pertamina EP dan kegiatan 2 sumur bor di Struktur Tapen serta Work Over sumur Kedung Tuban. Serta rencana terminasi Blok Sukowati pada Tahun 2018,”kata Kikie.

Three Industrial Sectors Gasoline Absorption Gas

Previously, the government has issued a work order to Inpex Corporation to begin the initial design review of the Masela Block project implementation. The initial design work or pre-FEED Block Masela is done in one stage. 

    In this pre-FEED phase, Inpex examines options on the production capacity and location of the refinery development. Previously there were two location options for the Masela Block plant, Yamdena and Aru. Distance Masela Block with Yamdena Island 183 kilometers, while Aru is 512 km with the gas field.

If the pre-FEED has been completed with FEED then approved by the government into POD then done Final Investment Decision (FID) to Engineering Procurement and Construction (EPC).

Tiga Sektor industri Serap Gas Masela  


Pemerintah mulai menentukan alokasi gas Blok Masela untuk industri. Terdapat tiga potensi industri yang akan menyerap gas dari Blok Masela, yakni industri pupuk, metanol, dan dimethyl ether.

”Proses pengembangan proyek Blok Masela masih tertahan karena belum adanya kepastian penyerapan gas Masela yang menjadi bagian dari pemerintah. Nantinya kepastian alokasi gas ini untuk dijadikan kajian seberapa besar kapasitas yang dapat ditetapkan,” ujar Menteri Perindustrian (Menperin) Airlangga Hartato di sela rapat koordinasi pemanfaatan gas Blok Masela di Kementerian Koordinator Bidang Kemaritiman, Jakarta

Pemerintah tidak terburu-buru mengeksekusi pembelian alokasi gas Blok Masela karena ada beberapa kesepakatan yang harus dibicarakan dengan kontraktor, seperti masalah harga dalam bentuk perjanjian jual beli gas (PJBG) dan lokasi pembangunan industri. ”Nanti tergantung dari harga dan delivery point, waktunya kapan? Kalau lokasi pabrik tergantung nanti titiknya ada di mana, setelah itu dibangun kompleksnya," tutur dia.

Pada kesempatan yang sama, Direktur Pengadaan PT Perusahaan Listrik Negara Iwan Supangkat mengatakan, pemerintah telah meminta PLN untuk mengkaji pasokan listrik untuk membangun tiga sektor industri yang telah direncanakan pemerintah tersebut. Kebutuhan pasokan listrik untuk tiga industri diperkirakan mencapai 300 megawatt (MW). 

Menurut dia, pasokan listrik akan dipenuhi dari pembangkit listrik tenaga gas uap (PLTGU) di Masela. Adapun, alokasi gasnya juga akan dipasok dari gas Masela, yang jumlahnya diperkirakan mencapai 60 MMSCFD. "Sementara ada 300 MW yang sudah direncanakan dari Kementerian Perindustrian. Kalau industri beroperasi kira-kira butuh 60 MMS CFD,” ujar dia. 

Iwan menambahkan pembangunan PLTGU Masela akan dimasukkan dalam Rencana Usaha Penyediaan Tenaga Listrik (RUPTL). Terkait pengembangan, Iwan mengatakan dilakukan oleh PLN bersama pengembang swasta.

”Kemungkinan akan dilakukan pada 2023. Nanti tergantung kapan selesai pembangunan fasilitas pengolahan gas di Masela,” tuturnya.

Sebelumnya pemerintah telah memberikan surat perintah kerja kepada Inpex Corporation untuk memulai kajian desain awal pelaksanaan proyek Blok Masela. Pengerjaan desain awal atau pre-FEED Blok Masela dilakukan dalam satu tahap. 

   Dalam tahapan pre-FEED ini, Inpex mengkaji berbagai opsi mengenai kapasitas produksi dan lokasi pembangunan kilang. Sebelumnya ada dua opsi lokasi untuk kilang Blok Masela yakni Yamdena dan Aru. Jarak Blok Masela dengan Pulau Yamdena 183 kilometer, sedangkan Aru berjarak 512 km dengan ladang gas tersebut. 

Apabila pre-FEED sudah selesai dilanjutkan dengan FEED kemudian disetujui pemerintah menjadi POD selanjutnya dilakukan Final Investment Decision (FID) sampai pada Engineering Procurement and Construction (EPC).

Gas Priority to Domestic Gas Allocation



Related to Masela gas utilization, Coordinating Minister for Maritime Affairs Luhut B Panjaitan called on Ministry of Industry and Deputy Minister of Energy and Mineral Resources Arcandra Tahar on Monday (12/6). From the results of the meeting came the agreement about the allocation of gas allocations. Muhammad Khayam, Director of Upstream Chemical Industry at the Ministry of Industry, said the government will decide on gas allocation from Masela Block on Wednesday (14/6).

Terkait pemanfaatan gas Masela, Menteri Koordinator Bidang Maritim Luhut B Panjaitan memanggil Kementerian Perindustrian dan Wakil Menteri ESDM Arcandra Tahar pada Senin (12/6). Dari hasil rapat itu muncul kesepakatan soal pembagian alokasi gas. Muhammad Khayam, Direktur Industri Kimia Hulu Kementerian Perindustrian mengatakan pemerintah akan memutuskan alokasi gas dari Blok Masela pada Rabu (14/6).

Alokasi tersebut akan disesuaikan dengan industri yang akan membangun pabrik di sekitar Blok Masela. Kementerian Perindustrian mencatat, ada tiga industri PT PLN akan mendapat gas Masela sebesar 60 mmscfd untuk PLTGU Masela. yang sudah pasti akan membeli gas dari Blok Masela.

Mereka adalah Pupuk Indonesia, Kaltim Methanol Industri/Sojitz dan Elsoro Multi Pratama. Selain itu, ada PT Perusahaan Listrik Negara (PLN) yang meminta alokasi gas sebesar 60 mmscfd untuk membangun PLTGU berkapasitas 300 megawatt. PLTGU ini akan menyuplai listrik untuk industri yang akan dibangun di sekitar Blok Masela.

Sementara PT Pertamina batal meminta alokasi gas dari Blok Masela. Sebelumnya Pertamina meminta alokasi sebesar 200 mmscfd. "Padahal kami berharap, Pertamina tetap mengambil gas dari Blok Masela untuk membangun petrokimia," ujar Khayam pada Senin (12/6).

Dengan komposisi pembeli itu, alokasi gas untuk Blok Masela paling besar untuk industri dalam negeri hanya akan sebesar 470 mmscfd. "Itu sudah termasuk untuk PLN," ujarnya.

Soal harga harga gas Masela akan dibahas nanti setelah diputuskannya alokasi gas untuk industri dalam negeri. Khayam menyebutkan, jika berdasarkan formula, maka harga gas Masela seharusnya US$ 5 -US$ 6 per mmbtu. 

Vice President Corporate Service Inpex Corporation Nico Muhyiddin mengaku belum mengetahui alokasi gas untuk industri dalam negeri. Maklum saja, dalam rapat tentang Blok Masela yang digelar pada Senin (12/6) di Kementerian Koordinator bidang Kemaritiman tersebut, Inpex tidak dilibatkan.

Untuk itu Nico bilang, apapun keputusannya, Inpex akan tetap mengikuti surat dari Menteri Energi dan Sumber Daya Mineral (ESDM) Ignasius Jonan. Surat tersebut memutuskan pre feed Blok Masela untuk kapasitas 9,5 metrik ton per annum plus 150 mmscfd.

ESDM Offers 10 Blocks to Three Chinese Companies

Kementerian Energi dan Sumber Daya Mineral (ESDM) menawarkan Wilayah kerja (WK) migas baru yang masuk lelang pada tahun ini kepada perusahaan hulu migas asal China. Perusahaan migas yang mendapat tawaran itu adalah China National Offshore Oil Corporation (CNOOC), Petrochina dan Sinopec.

Direktur Pembinaan Hulu Migas Kementerian ESDM, Tunggal mengungkapkan ada 10 blok migas yang telah ditawarkan kepada CNOOC, Petrochina, dan Sinopec. "Perusahaan migas China sedang mempelajari blok migas tersebut," katanya.

Perusahaan hulu Minyak dan Gas asal China tersebut juga mendapat tawaran memiliki Participating Interest di delapan blok migas terminasi. Namun prosesnya melalui business to business dengan Pertamina sebagai badan usaha yang ditugaskan oleh pemerintah untuk mengelola delapan blok terminasi tersebut. "Surat Menteri diberikan kepada Pertamina. Pertamina bisa bermitra kepada siapa saja, baik dengan kontraktor eksisting atau yang lain asal secara bisnis yang wajar," kata Tunggal.

Menurut Tunggal, CNOOC sebelumnya telah mengirirnkan proposal perpanjangan untuk Blok South East Sumatra. Namun ternyata blok tersebut justru ditugaskan ke Pertamina. Jika berminat mengelola Blok South East Sumatra, maka CNOOC bisa mengirimkan Surat penawaran ke Pertamina. "Justru kemarin diminta, kalau berminat segera menyurati Pertamina" kata Tunggal.

Kapasitas Eksplorasi Harus Dinaikkan Tiga Kali Lipat

Indonesia akan berpotensi menghadapi sejumlah masalah apabila ketergantungan pada impor minyak dan gas semakin besar. Impor sulit dihindari seiring terus membesarnya konsumsi minyak dan gas bumi, sedangkan produksi di dalam negeri terus turun.

Oleh karena itu, perlu terobosan untuk mengurangi ketergantungan pada impor. Demikian mengemuka dalam diskusi bertema ”Implementing Indonesia’s Energy Plan (RUEN): Status Update of Oil and Gas Exploration and Enchanced Oil Recovery”, Senin (12/6), di Jakarta. 

     Diskusi yang diselenggarakan Asosiasi Perminyakan Indonesia (IPA) dan harian Kompas ini menghadirkan nara sumber anggota Dewan Energi Nasional (DEN) Andang Bachtiar dan Direktur Eksekutif ReforMiner Institute Komaidi Notonegoro. Andang yang sedang di luar negeri berbicara melalui video jarak jauh.

Berdasar dokumen Rencana Umum Energi Nasional yang tertuang dalam Peraturan Presiden Nomor 22 Tahun 2017, kebutuhan minyak mentah Indonesia pada 2040 diproyeksikan 4,5 juta barrel per hari (BOPD). Adapun produksi dalam negeri diperkirakan 600.000 BOPD.

Kebutuhan gas bumi di Indonesia pada 2050 diperkirakan sekitar 25.000 juta standar kaki kubik per hari (MMSCFD), sedangkan produksi dalam negeri di tahun yang sama 5.000 MMSCFD. Selisih kebutuhan minyak dan gas tersebut harus dipenuhi melalui impor.

”Ketergantungan terhadap impor harus diwaspadai. Impor migas yang membesar berpotensi bisa menghabiskan cadangan devisa Indonesia,” ujar Komaidi.

Tony Prasetiantono, salah satu peserta diskusi, menanggapi impor akan semakin pelik apabila harga minyak mentah naik. Yang akan menjadi persoalan kemudian adalah masalah keterjangkauan. Harga beli yang tinggi dapat mengurangi kemampuan negara mendapatkan pasokan energi.

”Selain soal keterjangkauan, harga minyak yang tinggi berpotensi membengkakkan subsidi energi. Pada masa lalu, saat harga minyak 100 dollar AS per barrel, subsidi energi Rp 350 triliun per tahun,” ucap Tony

Eksplorasi

Andang mengatakan, salah satu solusi mengurangi tekanan impor migas Indonesia adalah dengan meningkatkan kapasitas eksplorasi sedikitnya tiga kali lipat dari sekarang. Apalagi, dalam RUEN ditegaskan rasio penggantian cadangan minyak bumi harus 100 persen pada 2025. Artinya, penemuan cadangan minyak yang baru harus setara dengan setiap barrel minyak yang dikuras.

Direktur Jenderal Minyak dan Gas Bumi Kementerian Energi dan Sumber Daya Minaral I Gusti Nyoman Wiratmaja mengatakan, industri migas tetap dipandang penting oleh pemerintah. Meskipun penerimaan negara dari sektor migas terus turun dalam beberap tahun terakhir dampak ganda sektor ini masih sangat besar bagi perekonomian nasional.

Secara terpisah, Corporate Affairs Director PT Donggi-Senoro LNG Aditya Mandala mengatakan pihaknya telah mengantongi kontrak pengiriman gas alam cair ke luar negeri hingga 2027. Untuk 2017 saja, yang telah terkontrak jangka panjang ada 40 kargo gas alam cair. Namun, tidak menutup kemungkinan gas alam cair dijual ke pasar dalam negeri jika ada yang memerlukan.

Gas Price Not Fix

Harga Gas Belum Pas


Pemerintah masih mempunyai pekerjaan rumah untuk segera menyatukan pendapatan antara pemangku kepentingan dalam merumuskan besaran harga gas hasil produksi Blok Masela Maluku. Pemanfaatan Iadang gas Blok Masela membutuhkan keberadaan industri integrasi seperti petrokimia. Namun, kepastian harga menjadi hal yang diharapkan pelaku industri untuk meneruskan rencana investasi di ladang gas tersebut.

Dalam rapat koordinasi yang digelar di Kantor Kementerian Koordinator bidang Kemaritiman, Senin (I2/6), Kementerian Perindustrian memastikan tiga perusahaan akan membangun pabrik petrokimia berbasis gas di Blok Masela. Mereka adalah Pupuk Indonesia, Elsoro Multi Prima, dan Sojitz Indonesia. Total kebutuhan untuk ketiganya mencapai 474 MMscfd, dengan perinciannya adalah Pupuk Indonesia mendapat alokasi 214 MMscfd, Elsoro 160 MMscfd, dan Sojitz sebesar 100 MMscfd.

Rapat Koordinasi juga menyinggung mengenai penawaran harga gas sebesar US$5,86 per MMbtu, di atas usulan industri yang meminta harga gas maksimal US$3,S per MMbtu. Menteri Perindustrian Airlangga Hartarto menyebutkan pemerintah sejauh ini belum menyusun skema waktu untuk pendirian pabrik dari eksplorasi gas Masela. Nantinya, Iokasi pabrik akan menyesuaikan dengan delivery point di kompleks tersebut.

“Kalau bicara mengenai gas dari Masela untuk industri, komitmen pembeli tentu tergantung pada harga. Setelah itu nanti akan kami bicarakan PJBG [perjanjian jual beli gas]," kata Airlangga.

Dirjen Industri Kimia, Tekstil, dan Aneka (IKTA) Kementerian Perindustrian Achmad Sigit Dwiwarjono memastikan bahwa pemerintah akan menagih komitmen para investor setelah penetapan harga gas. Saat ini, Indonesia masih mengimpor nyaris setengah bahan baku industri petrokimia yang nilainya per tahun mencapai rata-rata US$ 10 miliar

Padahal industri petrokimia merupakan pemasok bahan baku dari banyak sektor seperti plastik, tekstil, cat, kosmetika, dan farmasi. Sampai saat Indonesia hanya memiliki produsen petrokimia berbasis nafta atau minyak.

Sementara itu, Direktur Utama PT Pupuk Indonesia Aas Asikin ldat berekspektasi mendapatkan harga gas senilai US$3 per MMbtu. “Intinya kami tentu ingin floor price-nya sekitar US$3 per MMbtu. Tetapi bila tidak bisa, mungkin kami tetap mengikuti dengan catatan menaikkan harga produk,” ujar Aas.

Sekjen Asosiasi Industri Plastik dan Olefin Indonesia (lnaplas) Fajar Budiyono menilai harga gas di atas US$5 per MMscfd kurang menarik bagi investor. Menurut Fajar, perlu perhitungan yang lebih detail untuk mendapatkan IRR (internal rate of return) yang sesuai dan menarik bagi investor.

“Mungkin maksimal di US$3,5 per MMbtu untuk dapat IRR di 12,5% dan kami menghitungnya untuk 25 tahun. Kalau harga gasnya US$5,86, jangka waktunya harus mundur. Apakah gasnya masih tersedia untuk 25 tahun 30 tahun?” kata Fajar.

Sementara itu, manajemen Inpex Masela Limited sebagai operator Blok Masela yang menguasai saham partisipasi sebesar 65 %, belum bisa menetapkan harga jual gas pipa maupun LNG karena harus menanti kajian selesai.

TUNGGU STUDI

Vice President Corporate Services Inpex Nico Muhyiddin menjelaskan perhitungan secara detail dari sisi keteknisan dan keekonomian diperoleh pada tahap desain detail proyek atau (front end engineering design/FEED) yang akan memformulasikan rencana pengembangan lapangan (plan of development/PoD). “Nanti masih lama. Tunggu proses studi ini selesai,” ujarnya.

Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM IGN Wiratmaja Puja mengatakan pemanfaatan gas Masela masih terus dibahas. Di sisi lain, PLN pun mengajukan alokasi 60 MMscfd untuk pembangunan pembangkit listrlk dengan kapasitas 300 megawatt (MW)
