Gas Production from FPU Crickets Potentially Rise



Gas production from the Floating Production Unit (FPU) of Cricket Field, Muara Bakau BV Block could potentially rise to 600 MMscfd due to additional supply from the field located in the vicinity

Several gas fields that potentially deliver gas to the Cricket FPU include Merakes field, East Sepinggan Block and Gendalo field, an Indonesian Deepwater Development (IDD) project operated by Chevron. Cricket Field is operated by Eni Muara Bakau BV.

Gas production at peak and cricket field will reach 450 million standard cubic feet per day / MMscfd. However, the gas production from FPU Cricket has the potential to reach 600 MMscfd when it gets supplies from Merakes and Gendalo.

Minister of Energy and Mineral Resources (ESDM) Ignasius Jonan said that the production of gas from the deepwater project has the potential to rise with the integration of operations of several working areas in the vicinity. Meanwhile, additional production is obtained from Merakes field in East Sepinggan Block which is also operated by Eni So that its production can reach 600 MMscfd.

Currently, Merakes field is still in the backup certification stage after completing the exploration drilling phase. He predicts, FPU Crickets will be generated as much as 800 MMscfd gas through integration with several gas fields around the facility.

"Maybe less gas production from FPU Crickets 600 MMSFD. If 800 MMSCFD, I think it should be with additional Chevron well, "he said after visiting FPU Cricket in Balikpapan, East Kalimantan, Sunday (11/6).

While visiting China recently, Jonan has discussed with CNOOC, one of the shareholders in IDD, about the use of joint facilities of IDD and FPU Cricket projects.

He considered, the development of Gendalo and Gehem (IDD) field would be better if done in an integrated manner. The reason is that the investment can be lower because there is no need to build a new production facility and the solution can be faster

"ENI has talked with us how they want to talk to Chevron, Chevron's IDD project in Makassar Strait, Cendalo, and Gehem wants the cooperation of production facilities," he said.

The additional gas production from the production facility could offset the decline in production in the Mahakam Block so that the national gas production target is maintained. Field Cricket gas production is currently in the range of 130 MMscfd.

He estimates, it took about 3 months to achieve 450 MMSCFD gas production at FPJ Cricket. The first gas production and FPU Cricket starts from May 26th. Currently, ENI is still waiting for the onshore receiving facilities (ORF) to Senipah and Liquefied Natural Gas / LNG Bontang Plant.

This is a positive stimulus for the national upstream oil and gas industry as well as supporting industries. Moreover, the cost of producing Cricket gas field is US $ 3.6 per MMscfd and about 50% of it is absorbed domestically.

     On the same occasion, VP Operations Eni Muara Bakau Jahnawi Tri Wasisto said that gas production of 450 MMscfd will be obtained from four to five wells. Currently there are 10 wells in Cricket Field. According to the plan, at the end of June will be sent the first cargo to Nusantara Regas. At first he mentioned 30% of Cricket gas supply sold to domestic market. But it can be optimized to about 50%.

     From the planned Cricket field production of 450 MMscfd or equivalent to 3 million tonnes per year, more than 50% will be used to meet domestic needs. The gas is purchased by PT Pertamina with a volume of 1.4 million tons per year for 7 years until 2024.

     ENI Muara Bakau BV since 2002 with 55% participation stake in Muara Bakau Block, while Engie E & P 33,3% and PT Saka Energi Muara Bakau 11,7%. Meanwhile, in the East Sepinggan Block, ENI controls 85% participation and Pertamina 15%. From drilling activities at Merakes 1 and Merakes 2 wells, gas reserves at Merakes are estimated at 2 trillion cubic feet / tcf with potential additional potential being evaluated.

     Head of Special Unit for Upstream Oil and Gas Business Activities (SKK Migas) Amien Sunaryadi, said the additional production of his plan to offset the decline in the production of cricket gas after passing the peak production. When cricket production declines, Merakes production is targeted to enter by 2019. After that, additional Gendalo production (IDD project) is added.

"Peak production until Merakes comes in about 18 months, 2019. It starts to fall, Merakes enter. When Merakes down, hopefully Gendalo can enter, "he said.

     Eni who also has a share of participation in the IDD project has discussed it with Chevron. According to him, the development of Gendalo field will be operated separately with Gehem field. With that option, Chevron is still recalculating the investment cost to develop the gas field.

Produksi Gas dari FPU Jangkrik Berpotensi Naik


Produksi gas dari fasilitas produksi terapung (Floating Production Unit/ FPU) Lapangan Jangkrik, Blok Muara Bakau BV berpotensi naik hingga 600 MMscfd karena ada tambahan pasokan dari lapangan yang berlokasi di sekitarnya

Beberapa lapangan gas yang berpotensi mengirim gas ke FPU Jangkrik antara lain lapangan Merakes, Blok East Sepinggan dan lapangan Gendalo, proyek Indonesian Deepwater Development (IDD) yang dioperasikan oleh Chevron. Lapangan Jangkrik dioperasikan oleh Eni Muara Bakau BV.

Produksi gas pada saat puncak dan lapangan Jangkrik akan mencapai 450 million standard cubic feet per day/MMscfd. Namun, produksi gas dari FPU Jangkrik berpotensi mencapai 600 MMscfd ketika mendapatkan pasokan dari Merakes dan Gendalo.

Menteri Energi dan Sumber Daya Mineral (ESDM) Ignasius Jonan mengatakan bahwa produksi gas dari proyek laut dalam itu berpotensi naik dengan integrasi operasi beberapa wilayah kerja di sekitarnya. Sementara itu, tambahan produksi diperoleh dari lapangan Merakes di Blok East Sepinggan yang juga dioperasikan Eni Sehingga produksinya bisa mencapai 600 MMscfd. 

Saat ini, lapangan Merakes masih dalam tahap sertifikasi cadangan setelah menyelesaikan tahap pengeboran eksplorasi. Dia memprediksi, FPU Jangkrik nantinya bisa dihasilkan gas sebanyak 800 MMscfd melalui integrasi dengan beberapa lapangan gas di sekitar fasilitas tersebut.

“Mungkin kurang produksi gas dari FPU Jangkrik 600 MMSFD. Kalau 800 MMSCFD, saya kira harus dengan tambahan sumurnya Chevron,” ujarnya usai mengunjungi FPU Jangkrik di Balikpapan, Kalimantan Timur, minggu (11/6).

Ketika berkunjung ke China belum lama ini, Jonan sudah membicarakan dengan CNOOC, salah satu pemilik saham di IDD, tentang penggunaan fasilitas bersama proyek IDD dan FPU Jangkrik.

Dia menilai, pengembangan lapangan Gendalo dan Gehem (IDD) akan lebih baik bila dilakukan secara terintegrasi. Alasannya investasi yang dikeluarkan bisa lebih rendah karena tidak perlu membangun fasilitas produksi yang baru dan penyelesaiannya bisa lebih cepat

“ENI sudah bicara dengan kami bagaimana mereka mau bicara dengan Chevron, proyek IDD-nya Chevron di Selat Makassar, Cendalo, dan Gehem maunya kerja sama fasilitas produksi,” katanya.

Tambahan produksi gas dari fasilitas produksi itu dapat mengimbangi penurunan produksi di Blok Mahakam sehingga target produksi gas nasional tetap terjaga. Produksi gas lapangan Jangkrik saat ini di kisaran 130 MMscfd.

Dia memperkirakan, butuh waktu sekitar 3 bulan untuk mencapai produksi gas 450 MMSCFD di FPU Jangkrik. Produksi gas pertama dan FPU Jangkrik dimulai sejak 26 Mei. Saat ini, ENI masih menunggu kesiapan fasilitas penerima darat (onshore receiving facilities/ORF ke Kilang Senipah dan Kilang gas alam cair/LNG Bontang.

Hal itu menjadi stimulus positif bagi industri hulu migas nasional juga industri penunjang. Terlebih biaya produksi gas lapangan Jangkrik US$3,6 per MMscfd dan sekitar 50% di antaranya diserap dalam negeri. 

UNTUK DOMESTIK

Dalam kesempatan yang sama, VP Operations Eni Muara Bakau Jahnawi Tri Wasisto mengatakan bahwa produksi gas 450 MMscfd akan diperoleh dari empat hingga lima sumur. Saat ini terdapat 10 sumur di Lapangan Jangkrik. Rencananya, pada akhir Juni akan dikirim kargo pertama ke Nusantara Regas. Semula dia menyebut 30% pasokan gas Jangkrik dijual ke pasar domestik. Namun ternyata bisa dioptimasi menjadi sekitar 50%.

Dari produksi lapangan Jangkrik yang direncanakan sebesar 450 MMscfd atau setara 3 juta ton per tahun, lebih dari 50% akan digunakan untuk memenuhi kebutuhan domestik. Gas tersebut dibeli oleh PT Pertamina dengan volume 1,4 juta ton per tahun selama 7 tahun hingga 2024. 

ENI Muara Bakau BV sejak 2002 dengan kepemilikan saham partisipasi sebanyak 55% di Blok Muara Bakau, sedangkan Engie E&P 33,3%, dan PT Saka Energi Muara Bakau 11,7%. Sementara itu, di Blok East Sepinggan, ENI menguasai saham partisipasi sebesar 85% dan Pertamina 15%. Dari kegiatan pengeboran di sumur Merakes 1 dan Merakes 2, cadangan gas di Merakes diestimasikan sebesar 2 trillion cubic feet/tcf dengan kemungkinan potensi tambahan yang sedang dievaluasi.

Kepala Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) Amien Sunaryadi, mengatakan tambahan produksi rencananya untuk mengimbangi penurunan produksi gas Jangkrik setelah melewati produksi puncak. Ketika produksi Jangkrik menurun, produksi Merakes ditargetkan mulai masuk pada 2019. Setelah itu tambahan diperoleh dari produksi Gendalo (proyek IDD). 

“Produksi puncak sampai Merakes masuk sekitar 18 bulan, 2019. Ini mulai turun, Merakes masuk. Saat Merakes turun, mudah-mudahan Gendalo bisa masuk," katanya.

Eni yang juga memiliki saham partisipasi di proyek IDD telah membicarakan hal itu dengan Chevron. Menurutnya, pengembangan lapangan Gendalo nantinya akan dioperasikan secara terpisah dengan lapangan Gehem. Dengan opsi itu, Chevron masih menghitung kembali biaya investasi untuk mengembangkan lapangan gas itu.

Problem Mahakam, Inpex and Total EP Wait Pertamina



Despite the offer of share ownership to participate in managing the Mahakam block, Inpex Corp and Total E & P Indonesie have not received any assurance from PT Pertamina. Just so you know, both are bidding to get 39% stake in Mahakam Block to PT Pertamina.

If it gets the shares, both will share a flat portion: 19.5% of the shares. The difficulty of the conversation is none other than the amount of shares to be given. Pertamina will only provide 30% of the shares and is valuing the assets of the Mahakam Block.

Usman Slamet, Senior Manager of Communication and Relations at Inpex Corp., said there is no final decision from the government regarding the amount of share down that will be earned Total EP and Inpex. It is also reluctant to reveal whether to follow the desire of Pertamina to pay participating interest or not.

Because, said Usman, everything is in negotiations and there is no final decision. Currently, it is still waiting for the decision to be issued to determine the future attitude. "Our participation depends on the amount, so must count" said Usman

Kristanto Hartadi, Head of Corporate Communication Total EP stated the same thing. Until now, it is still waiting for the government's response to the letter sent by Total and Inpex related to the amount of shares in the Mahakam Block.

Soal Mahakam, Inpex dan Total EP Tunggu Pertamina


Kendati sudah mengajukan tawaran kepemilikan saham untuk ikut mengelola blok Mahakam, Inpex Corp dan Total E&P Indonesie belum juga mendapatkan kepastian dari PT Pertamina. Asal tahu saja, keduanya mengajukan penawaran untuk mendapatkan 39% saham Blok Mahakam kepada PT Pertamina.

Jika mendapat saham itu, keduanya akan berbagi rata porsi: 19,5% saham. Sulitnya pembicaraan tidak lain karena besaran saham yang akan diberikan. Pertamina hanya akan memberikan 30% saham dan sedang melakukan valuasi atas aset Blok Mahakam. 

Usman Slamet, Senior Manager Communication and Relation Inpex Corp, bilang belum ada keputusan final dari pemerintah mengenai besaran share down yang akan didapat Total EP dan Inpex. Pihaknya juga enggan mengungkapkan apakah akan mengikuti keinginan Pertamina untuk membayar participating interest atau tidak.

Sebab, kata Usman, semuanya sedang dalam negosiasi dan belum ada keputusan final. Saat ini pihaknya masih akan menunggu keputusan yang dikeluarkan untuk menentukan sikap ke depan. "Keikutsertaan kami tergantung besarannya, jadi harus masuk hitungannya" ujar Usman

Kristanto Hartadi, Head of Corporate Communication Total EP menyatakan hal serupa. Sampai sekarang pihaknya juga masih menunggu jawaban dari pemerintah terhadap surat yang dikirimkan oleh Total dan Inpex terkait besaran saham di Blok Mahakam.

PGN-Pertamina Synergy Expected More Solid



Synergy becomes a must for the development of oil and gas infrastructure more integrated.

The government is targeting the formation of a state-owned oil and gas company (BUMN) holding this year. Pending the legal and commercial aspects, the government hopes the two SOEs to join, namely PT Pertamina and PT Perusahaan Gas Negara Tbk, strengthen the synergy.

"There's still a lot of homework to do. No longer there is the problem of PGN pipes and Pertagas pipeline (Pertamina subsidiaries) across. All are integrated and the energy balance must be one that will be regulated in holding, "said Deputy of Energy, Logistics, Regions and Tourism Ministry of SOEs Edwin Hidayat after the signing of the Duri-Dumai gas transmission pipeline.

The synergy between the two SOEs in building the infrastructure of natural gas has actually been established quite the same. It is reflected in the establishment of PT Nusantara Regas in order to manage the West Java Floating Storage Regasification Unit (FSRU) in Jakarta Bay which is now supplying gas for PT Perusahaan Listrik Negara. 

    Nevertheless, Edwin hoped the cooperation of both SOEs became massive in line with the formation of holding BUMN oil and gas. According to him, synergy becomes a must for the development of oil and gas infrastructure more integrated.

"Pertamina controls up-stream and fuel oil (BBM), but many distribution channels are managed by PGN. If the holding formation is still long, at least the cooperation should be improved. Energy must reach the community with a good price and affordable while realizing energy security, "said Edwin.

The synergy in strengthening the natural gas infrastructure is embodied in the joint development and operational agreement of the Duri-Dumai gas transmission pipeline. The signing is a follow up of the assignment from the Ministry of Energy and Mineral Resources (ESDM) as stated in Ministerial Decree No. 5975 K / 12 / MEM / 2016.

Increasing the uptake The cooperation also aims to increase domestic gas absorption, mainly in Riau Province. The construction of a 67 km (km) gas transmission pipeline runs within 18 months. It is expected that in the third quarter of 2018, gas can be channeled. 
  
     The transmission pipeline will be used to channel Pertamina's natural gas to Dumai Refinery, and to transport PGN's natural gas which is channeled to industrial, commercial, and small-scale customers and households.

"We want to have more strategic cooperation in the future which will support the development of gas utilization in the country widely and more flexible for consumers," said Pertamina Gas and EBT Director Yenny Andayani after the signing of cooperation in the Ministry of SOEs.

The first stone laying is targeted in the third quarter of 2017. With a capital expenditure / capex of US $ 76 million, the composition of each party's participation in the project is Pertamina 60% and PGN 40%. Meanwhile, the total volume of gas flowing in this transmission pipe reaches 140 million standard cubic feet per day.

Sinergi PGN-Pertamina Diharapkan Semakin Solid


Sinergi menjadi suatu keharusan agar pengembangan infrastruktur migas lebih terintegrasi.

Pemerintah menargetkan pembentukan holding badan usaha milik negara (BUMN) migas terwujud tahun ini. Sambil menanti penyelesaian aspek legal dan komersial, pemerintah berharap dua BUMN yang akan bergabung yakni, PT Pertamina dan PT Perusahaan Gas Negara Tbk memperkuat sinergi.

“Masih banyak pekerjaan rumah yang harus diselesaikan. Jangan lagi ada persoalan pipa PGN dan pipa Pertagas (anak usaha Pertamina) berseberangan. Semua diintegrasikan dan neraca energinya harus satu yang nantinya diatur dalam holding,” kata Deputi Bidang Energi, Logistik, Kawasan, dan Pariwisata Kementerian BUMN Edwin Hidayat seusai penandatanganan kerja sama pipa transmisi gas Duri-Dumai.

Sinergi antara kedua BUMN dalam membangun infrastruktur gas bumi sebenarnya sudah terjalin cukup Iama. Itu tecermin dari pembentukan PT Nusantara Regas dalam rangka mengelola Floating Storage Regasfication Unit (FSRU) Jawa Barat di Teluk Jakarta yang kini memasok gas untuk pembangkit PT Perusahaan Listrik Negara. 

     Kendati demikian, Edwin berharap kerja sama kedua BUMN kian masif seiring dengan pembentukan holding BUMN migas. Menurut dia, sinergi menjadi suatu keharusan agar pengembangan infrastruktur migas lebih terintegrasi.

“Pertamina menguasai up-stream dan bahan bakar minyak (BBM), tapi jalur distribusi banyak dikelola PGN. Kalau pembentukan holding masih lama, setidaknya kerja sama harus tetap ditingkatkan. Energi harus sampai ke masyarakat dengan harga yang baik dan terjangkau sekaligus mewujudkan ketahanan energi,” kata Edwin.

Sinergi dalam memperkuat infrastruktur gas bumi itu diwujudkan dalam perjanjian kerja sama pembangunan dan pengoperasian bersama pipa transmisi gas Duri-Dumai. Penandatanganan itu merupakan tindak lanjut dari penugasan dari Kementerian Energi dan Sumber Daya Mineral (ESDM) sebagaimana tertuang dalam Keputusan Menteri No 5975 K/12/MEM/2016. 

Meningkatkan serapan Kerja sama itu juga bertujuan meningkatkan serapan gas domestik, utamanya di wilayah Provinsi Riau. Pembangunan pipa transmisi gas sepanjang 67 kilometer (km) ini dijalankan dalam waktu 18 bulan. Diharapkan, pada kuartal III 2018, gas sudah bisa dialirkan. 

    Pipa transmisi nantinya digunakan untuk mengalirkan gas bumi milik Pertamina ke Kilang Dumai, dan mengangkut gas bumi milik PGN yang disalurkan ke pelanggan industri, komersial, serta pelanggan kecil dan rumah tangga.

“Kami ingin ke depannya lebih banyak kerja sama strategis yang intinya akan mendukung pengembangan pemanfaatan gas di Tanah Air secara luas dan lehih fleksibel bagi konsumen,” kata Direktur Gas dan EBT Pertamina Yenny Andayani seusai penandatanganan kerja sama di Kementerian BUMN.

Peletakan batu pertama ditargetkan dilakukan pada kuartal III 2017. Dengan capital expenditure/capex US$76 juta, komposisi partisipasi setiap pihak dalam proyek tersebut ialah Pertamina 60% dan PGN 40%. Sementara itu total volume gas yang mengalir di pipa transmisi ini mencapai 140 juta standar kaki kubik per hari.

New gas pipeline expected to spur industry growth



A new pipeline belonging to state-owned oil and gas firm Pertamina and state-owned gas firm PT Perusahaan Gas Negara (PGN) is expected to spur industry growth in Riau province when it starts operating in the third quarter of 2018. 

The two firms signed a head of agreement (HOA) on Friday to construct and operate a new 67-kilometer pipeline from Duri to Dumai in Riau. “With a 60 percent stake going no Pertamina. The Pipeline transit around 140 million metric standard cubic feet of gas per day (mmscfd) when it operates.

PGN president director Jobi Triananda Hasjim confirmed that a portion of the gas would be sourced from the Corridor gas field in South Sumatra, which is currently being operated by ConocoPhillips, and provide affordable gas for refineries and petrochemical plants in the region. 

Jobi said the new pipeline was expected to trigger industrial growth in the region, as new gas infrastructure often encourages development of the downstream sectors.

“Gas infrastructure often triggers the industrial sector. When a pipeline was built in Cilegon [in Banten], industries grew there, and when a PGN pipeline was built from Bekasi to Karawang [in West Java], the industries also built there. We hope that this new pipeline will do the same,” he said during a press conference.

Sumatra is still the second largest growth machines for Indonesia after Java. Data from the Central Statistics Agency (BPS) shows that Sumatra contributed to almost 22 percent to economic growth in the first quarter of 2017, while the island’s growth itself rose by 4 percent year-on-year.

PGN infrastructure and technology director Dilo Seno Widagdo said that PGN and Pertamina had agreed to an investment of around US$76 million for the pipeline.

While land acquisition issues are rife in the country, Dilo assured that it would not be much of a problem in this project as around 70 percent of the pipeline would go through main roads, and the remaining would go through plantations. 

Friday’s agreement marked a new beginning for PGN and Pertamina. PGN has long competed against PT Pertamina Gas, a Pertamina subsidiary, in the development of gas infrastructure. 

The Government has state it is looking to merge PGN and Pertamina under the supervision of the latter as the future state-owned holding company in the oil and gas sector.

By then, Pertamina will take over 57 percent shares in PGN owned by the government. The PGN Pertagas merger is expected to save at least $1.6 billion in investment and accelerate infrastructure projects, such as gas pipelines, floating storage regasification unit (FSRU) facilities and the monetization of gas infrastructure.

The State-Owned Enterprises Ministry’s deputy of energy logistics, estates and tourism business, Edwin Hidayat Abdullah, said that PGN and Pertamina must continue to work together to create efficient and accessible energy for the masses and the industry. “There is still a lot of work to be done. We no longer want to hear that PGN owns one set of pipelines, while right across it is Pertamina’s,” he said. 

PGN currently operates around 7,278 km or 80 percent of all downstream gas pipelines in the country distributing around 1,599 mmscfd. The need to streamline and integrate the country’s gas infrastructure may be more urgent than ever following the government’s latest data, which shows that domestic gas supplies will be unable to fuliill-demand between 2017 and 2022.

Construction of Duri-Dumai Pipeline US $ 76 Million Starts soon



PT Pertamina and PT Perusahaan Gas Negara will begin construction of Duri-Dumai Transmission Pipe in the third quarter of this year. The 67 kilometer (km) pipeline is targeted for completion by the end of 2018. Pertamina and PGN have signed a head of agreement (HoA) joint development and joint operation of the Duri-Dumai Gas Transmission Line.

The signing is an extension of the Ministerial Decree of the Ministry of Energy and Mineral Resources (ESDM) No 5975 K / 12 / MEM / 2016 concerning the assignment of construction and joint operation of the Duri-Dumai gas transmission pipeline.

Pertamina Renewable Energy and Renewable Energy Director Yenni Andayani said the cooperation is an important milestone for SOE synergies in developing national gas infrastructure. The synergy in the construction of Duri-Dumai Transmission Pipe is expected to support national economic growth.

Pertamina and PGN will work on this pipeline under an operational cooperation scheme (KSO). "For the composition, Pertamina 60% and PGN 40%," he said.

Director of PGN Jobi Triananda Hasjim added, it will immediately start construction of this Duri-Dumai Transmission Pipe. The reason, PGN has obtained gas allocation that must be flown to Dumai no later than 2018.

Construction of the 67 km long Duri-Dumai gas transmission pipeline will be implemented in 18 months. This transmission pipeline will be used to transport natural gas owned by Pertamina and PGN. Pertamina will use its gas to meet the needs of Dumai Refinery. While PGN will distribute its gas to meet the needs of customers both industry, commercial, small customers, and household.

Director of Infrastructure and Technology Dilo Seno Widagdo added that his side and Pertamina have jointly discussed the design of construction of Duri-Dumai Transmission Pipe to obtain a relatively efficient amount of toll fee. Pertamina and PGN agreed on the investment value of US $ 76 million, of which US $ 30 million must be disbursed by PGN. Land acquisition for this project has also begun.

Yenny said the company has obtained gas allocation of 57 million standard cubic feet per day / mmscfd from the Corridor Block and 40 mmscfd from Bentu Block. Konstruksi Pipa Duri-Dumai US$ 76 Juta segera Dimulai


PT Pertamina dan PT Perusahaan Gas Negara akan mulai pembangunan Pipa Transmisi Duri-Dumai pada kuartal ketiga tahun ini. Pipa sepanjang 67 kilometer (km) ini ditargetkan selesai pada akhir 2018. Pertamina dan PGN telah meneken pokok perjanjian (head of agreement/ HoA) kerja sama pembangunan dan pengoperasian bersama Pipa Transmisi Gas Duri-Dumai. 

Penandatanganan ini merupakan tidak lanjut dari Keputusan Menteri Kementerian Energi dan Sumber Daya Mineral (ESDM) No 5975 K/12/MEM/2016 tentang penugasan pembangunan dan pengoperasikan bersama pipa transmisi gas bumi Duri-Dumai. 

Direktur Gas dan Energi Baru Terbarukan Pertamina Yenni Andayani mengatakan, kerjasama ini merupakan tonggak penting bagi sinergi BUMN dalam membangun infrastruktur gas bumi nasional. Sinergi dalam pembangunan Pipa Transmisi Duri-Dumai ini diharapkan dapat menopang pertumbuhan ekonomi nasional.

Pertamina dan PGN nantinya akan menggarap pipa ini dengan skema kerja sama operasi (KSO). “Untuk komposisinya, Pertamina 60% dan PGN 40%,” kata dia.

Direktur Utama PGN Jobi Triananda Hasjim menambahkan, pihaknya akan sesegera mungkin mulai konstruksi Pipa Transmisi Duri-Dumai ini. Pasalnya, PGN telah memperoleh alokasi gas yang harus dialirkan ke Dumai paling lambat akhir 2018. 

Pembangunan pipa transmisi gas bumi Duri-Dumai sepanjang 67 km akan dilaksanakan dalam 18 bulan. Pipa transmisi ini akan digunakan untuk mengangkut gas bumi milik Pertamina dan PGN. Pertamina akan menggunakan gasnya untuk memenuhi kebutuhan Kilang Dumai. Sementara PGN akan menyalurkan gasnya untuk memenuhi kebutuhan pelanggan baik industri, komersial, pelanggan kecil, dan rumah tangga.

Direktur Infrastruktur dan Teknologi Dilo Seno Widagdo menambahkan, pihaknya dan Pertamina telah bersama-sama membahas desain pembangunan Pipa Transmisi Duri-Dumai untuk memperoleh besaran ongkos angkut (toll fee) yang relatif efisien. Pertamina dan PGN menyepakati nilai investasinya sebesar US$ 76 juta, dimana yang harus dikucurkan PGN sekitar USS 30 juta. Pembebasan lahan untuk proyek ini juga sudah mulai dikerjakan. 

“Jalur utama pipa 70% mengikuti jalan raya, hanya 20-30% yang masuk kawasan perkebunan yang butuh pembebasan. Kami juga sudah mendapat izin dari pemerintah daerah tingkat I dan II. Jadi target selesai akhir 2018 akan tercapai,”.

Yenny mengungkapkan, pihaknya telah memperoleh alokasi gas sebesar 57 million standard cubic feet per day/mmscfd dari Blok Koridor dan 40 mmscfd dari Blok Bentu. Sementara PGN disebutnya mendapat pasokan gas sebesar 37 mmscfd dari Blok Koridor. “Sehingga total ada 140 mmscfd yang akan mengalir ke pipa ini,” ujar dia.

Dalam membangun dan mengoperasikan pipa transmisi Duri-Dumai ini, kedua BUMN segera membentuk Komite Manajemen sebagai wadah konsultasi dan koordinasi. Komite Managemen terdiri 10 orang, enam orang berasal dari Pertamina dan empat orang dari PGN. Tugas komite ini berakhir setelah terbentuknya Joint Venture Company atau bentuk kerjasama lainya.

Dorong Pertumbuhan 

Jobi optimistis pembangunan pipa transmisi gas bumi dari Duri ke Dumai akan memberikan banyak manfaat, khususnya bagi masyarakat. Pipa ini diharapkan dapat meningkatkan ketahanan energi daerah, menciptakan multiplier effect seperti penciptaan Iapangan kerja, sampai meningkatkan daya saing industri di Kota Dumai.

“Di Dumai ada pabrik petrokimia, pabrik kelapa sawit, pelabuhan, dan industri-industri yang akan berkembang. Karena seperti biasa, infrastruktur gas akan menjadi trigger pertumbuhan industri,” kata dia.

Karenanya, paralel dengan konstruksi Pipa Duri-Dumai, PGN juga sedang mengerjakan pipa distribusi dengan panjang sekitar 60 km. Progres pembangunan pipa distribusi tersebut berjalan dengan baik. “Kami juga antisipasi akan connect ke section Duri ke Medan,” tambah Jobi.

Dikatakannya, untuk Sumatera saat ini telah terbangun pipa transmisi yang menghubungkan Arun-Belawan dan Lampung-Duri. Namun, masih terdapat titik-titik daerah yang belum tersambung pipa. Pihaknya akan membahas dengan pemerintah apakah perlu di bangun pipa di bagian yang kosong ini.

 “Hari ini memang belum ada industri di sana, tetapi dengan Jalan Tol Sumatera semoga bisa menggerakkan industri di luar yang ada sekarang,” jelasnya. 

Jobi mengatakan dengan sinergi antar BUMN, pembangunan infrastruktur gas bumi dapat semakin masif sehingga mampu meningkatkan pemanfaatan gas bumi yang efisien dan ramah lingkungan di masyarakat. Hal ini sejalan dengan Nawacita/Nine Hope dari Presiden Jokowi yang menargetkan pembangunan infrastruktur gas bumi senilai US$32 miliar di berbagai daerah. 

“Sinergi antara Pertamina dan PGN bukanlah barang baru, selain pengelolaan FSRU Jawa Barat, melalui SAKA Energi PGN memasok LPG ke Pertamina. Kami berharap sinergi Pertamina dan PGN terus dapat dilakukan termasuk dengan BUMN lainnya,” kata Jobi.

Pertamina-PGN Builds Duri-Dumai Gas Pipelines



PT Pertamina and PT Perusahaan Gas Negara (PGN) signed a cooperation agreement on the development and operation of the Duri-Dumai Gas Transmission Gas Pipeline. This cooperation is called as a concrete step of SOE synergy in building natural gas infrastructure needed to increase domestic gas utilization, especially in Riau Province.

"The synergy in the construction of the Duri-Dumai pipeline is expected to be a booster for both SOEs to improve cooperation relationships in the provision of natural gas energy sources to sustain national economic growth," said Gas Director and EBT Pertamina Yenni Andayani

He said the cooperation between Pertamina and PGN is an important milestone for SOEs synergies in building national natural gas infrastructure. Pertamina has become one of the main natural gas suppliers for PGN and the two have successfully synergized to form PT Nusantara Regas to manage FSRU West Java in Jakarta Bay which is now used to supply natural gas for power plant PT Perusahaan Listrik Negara.

The construction of a 67 km (km) pipeline with a diameter of 24 inches requires an investment of USD76 million or equivalent to Rp1.01 trillion. Investment funds are divided into two, where Pertamina has a majority share of 60% and PGN about 40%.

Yenni estimates the construction of Duri-Dumai gas transmission pipeline will be implemented in 18 months. The Duri-Dumai transmission pipeline will be used to transport Pertamina's natural gas to meet the needs of Dumai Refinery and also to transport PGN's natural gas to be channeled to PGN customers' needs, both industrial, commercial, small and household customers.

The signing of this cooperation is a follow up of the assignment from the Ministry of Energy and Mineral Resources as stated in Ministerial Decree No. 5975 K / 12 / MEM / 2016 dated June 27, 2016 concerning the assignment of construction and joint operation of the Duri-Dumai gas transmission pipeline.

Director of PGN Jobi Triananda Hasjim said that the company is currently developing a distribution pipeline network in Dumai, whose development progresses well. He believes that the construction of the natural gas transmission pipeline from Duri to Dumai will provide many benefits, especially for the community.

"Starting from increasing the energy security of the region, creating multiplier effects such as job creation, to increase the competitiveness of industries in Dumai City," said Jobi.

The government is targeting the development of natural gas infrastructure worth USD32 billion in various regions. This signed synergy, according to him, is one form of concrete support from Pertamina and PGN to achieve the target.

Dia mengatakan, kerjasama Pertamina dan PGN ini merupakan tonggak penting bagi sinergi BUMN dalam membangun infrastruktur gas bumi nasional. Pertamina telah menjadi salah satu pemasok utama gas bumi bagi PGN dan keduanya sukses bersinergi membentuk PT Nusantara Regas untuk mengelola FSRU Jawa Barat di Teluk Jakarta yang kini digunakan untuk memasok gas bumi bagi pembangkit PT Perusahaan Listrik Negara.

Pembangunan pipa sepanjang 67 kilometer (km) dengan diameter 24 inchi ini membutuhkan investasi senilai USD76 juta atau setara Rp1,01 triliun. Dana investasi tersebut dibagi dua, di mana Pertamina memiliki porsi mayoritas sebesar 60% dan PGN sekitar 40%.

Yenni memperkirakan pembangunan pipa transmisi gas bumi Duri-Dumai ini akan dilaksanakan dalam 18 bulan. Pipa transmisi Duri-Dumai tersebut akan digunakan untuk mengangkut gas bumi milik Pertamina untuk memenuhi kebutuhan Kilang Dumai dan juga untuk mengangkut gas bumi milik PGN yang akan disalurkan bagi kebutuhan pelanggan PGN, baik industri, komersial, pelanggan kecil, dan rumah tangga.

Pemerintah menargetkan pembangunan infrastruktur gas bumi senilai USD32 miliar di berbagai daerah. Sinergi yang ditandatangani ini, menurut dia, merupakan salah satu bentuk konkret dukungan Pertamina dan PGN untuk mencapai target tersebut. 

"Sinergi BUMN ini akan semakin masif sehingga mampu meningkatkan pemanfaatan gas bumi yang lebih efisien dan ramah lingkungan,” ujarnya. 

Kerja sama antara Pertamina dan PGN bukan merupakan hal baru. Sebelumnya, kedua perusahaan energi milik pemerintah tersebut telah bersinergi dalam pengelolaan FSRU Jawa Barat, di mana melalui Saka Energi, PGN memasok elpiji ke Pertamina.

Pertamina and PGN Synergy Build Gas Pipes

Dengan penandatanganan head of agreement, menandakan era baru sinergi Pertamina dan PGN yang sebelumnya kurang akur terkait urusan gas. Kedua BUMN ini akan memulai proses pembangunan jaringan pipa tersebut pada kuartal III-2017.

     Yeni Handayani, Direktur Gas dan Energi Baru Terbarukan Pertamina, mengatakan, kedua pihak sudah melakukan pembicaraan mengenai detail proyek dan pengerjaan.

Pertamina menggenggam 60% saham pada proyek jaringan pipa gas Duri-Dumai. Sedangkan PGN menggenggam sisanya. Nantinya desain pipa sepanjang 67 kilometer (km) tersebut akan menggunakan diameter 24 inci untuk mengaliri gas. Oleh karena itu, baik Pertamina dan PGN akan mengebut proses pengadaan dan kontraktor setelah Lebaran nanti. Menurut Yeni, sumber pasokan ada dari ConocoPhillips.

"Sedangkan koridor Pertamina juga dapat tambahan dari Buntu, jadi bisa memasok wilayah Dumai dan sekitarnya," kata Yeni

Hitungan Yeni, volume gas yang akan mengalir di pipa tersebut dari Pertamina sebanyak 97 million standafrd cubic fee/ per day (mmscfd), sedangkan untuk PGN sekitar 37 mmscfd. Sehingga total gas yang akan mengalir 140 mmscfd.

Sementara itu, Jobi Triananda Hasjim, Direktur Utama PGN bilang, pihaknya akan mengawal proyek ini sampai selesai. Sebab potensi permintaan di Dumai cukup baik. Maklum, di Wilayah ini terdapat industri petrokimia, kelapa sawit, pelabuhan dan kilang.

Dengan adanya jaringan pipa gas juga akan memicu semakin bertumbuhnya industri-industri baru di wilayah tersebut. Hal ini juga memungkinkan bagi PGN membangun jaringan pipa menyambung hingga ke Medan. Bila jaringan pipa Arun- Belawan sudah jadi, ditambah jaringan dari Lampung ke Duri, maka sangat memungkinkan membangun koreksi jaringan pipa Duri ke Medan.

Saat ini, Wilayah yang terletak diantara Duri dengan Medan memang belum tumbuh industri alias blank spot. Dengan adanya jaringan pipa yang mengaliri daerah tersebut juga akan menyokong pertumbuhan industri di Wilayah tersebut. Efek dominonya, memungkinkan pengembangan jaringan-jaringan gas di Wilayah sekitar. 

Jobi menjelaskan, infrastruktur gas memicu pertumbuhan industri. “Karena ada pipa gas Cilamaya-Cilegon, tumbuh industri Cilegon. Karena ada pipa Bokasi-Karawang, tumbuh industri di sana. Jadi kalau ada pipa, industri tumbuh," ujar Jobi.

Jaringan pipa gas Duri-Dumai mayoritas akan mengikuti jalur utama atau jalan raya, sehingga tidak terlalu dipusingkan urusan pembebasan lahan. "Untuk menggarap proyek tersebut, baik Pertamina dan PGN menyiapkan dana belanja modal sebesar US$ 76 juta," ungkap dia. Setelah proyek ini akan banyak lagi sinergi keduanya. "Tapi tidak bisa declare hari ini," kata Jobi.

Sebagai tindak lanjut, dilakukan penandatanganan kerjasama antara Direktur Gas dan EBT Pertamina Yenni Andayani dan Direktur Utama PGN Jobi Triananda Hasjim. Penandatanganan tersebut disaksikan oleh Deputi BUMN bidang Energi Logistik Kawasan dan Panwisata, Edwin Hidayat.

Direktur Utama PT Perusahaan Gas Negara, Jobi Triananda menargetkan konstruksi bisa dimulai pada kuartal III/2017. Pasalnya, jadwal pembangunan pipa disesuaikan dengan jadwal mengalirnya pasokan gas dari hulu, yakni pada 2018. 

“Sudah harus mengalirkan akhir kuartal III/2018. Mudah-mudahan groundbreaking kuartal III tahun ini, setelah lebaran,” ujarnya 

Dalam kesempatan yang sama, Direktur lnfrastruktur dan Teknologi PGN Dilo Seno Widagdo mengatakan kedua badan usaha yang mengantongi izin transportasi gas di ruas Duri-Dumai itu akan mengeluarkan investasi US$76 juta yang telah mencakup biaya pembebasan lahan karena sekitar 70% lahan melewati jalan raya dan sisanya melewati tanah perkebunan.

Adapun, nilai investasi terbagi sesuai dengan komposisi partisipasi masing-masing pihak dalam proyek tersebut yaitu 60% Pertamina dan 40% PGN melalui pembentukan kerja sama operasi (KSO). Pipa sepanjang 67 kilometer (km) itu akan mengalirkan gas Kilang Dumai, industri, komersial, hingga rumah tangga. Oleh karena itu, pihaknya juga berupaya agar bisa mendapatkan biaya pengangkutan gas melalui pipa seefisien mungkin.

“Untuk bisa mendapatkan toll fee dengan harga efisien kita sudah bicara, sama-sama merencanakan desain pembangunan ini bersama dengan Penamina. Kami sudah punya nilai kesepakatan US$76 juta,” katanya.

Direktur Gas dan EBT PT Pertamina Yenni Andayani mengatakan pihaknya telah meneken perjanjian jual-beli gas (PJBG) yang akan dialirkan di ruas ini.

Untuk Pertamina pihaknya telah mendapat pasokan gas dari Blok Corridor (ConocoPhillips) 57 juta kaki kubik per hari (million standard cubic feet per day/MMscfd) dan Blok Bentu (Energi Mega Persada Bentu) sebesar 40 MMscfd. Sementara, PGN mendapat pasokan dan Blok Corridor sebanyak 37 MMscfd.

Dia pun berharap agar proyek ini bisa selesai sesuai jadwal yang telah ditetapkan. Selain itu, diharapkan agar Pertamina-PGN bisa bersinergi pada proyek pembangunan infrastruktur gas lainnya agar bisa meningkatkan pemanfaatan gas.

“Saya harapkan ke depannya akan lebih banyak lagi kerjasama strategis antara Pertamina-PGN yang intinya akan mendukung pengembangan pemanfaatan gas Indonesia secara luas dan dapat memberikan fleksibilitas buat para konsumen,” katanya.
