Eight Blocks Time Up Interesting of Many Countries



The eight-block oil and gas contract will expire starting next year. The management of the termination blocks will be submitted by the government to Pertamina.

Director General of Oil and Gas at the Ministry of Energy and Mineral Resources (ESDM) IGN Wiratmaja Puja said many foreign companies are interested in the termination blocks. Interested enthusiasts come from Malaysia, China, and Russia. "Once heard Pertamina can return these blocks to the government, many multinational companies are contacting," said Wiratmaja.

Pertamina can indeed return the termination blocks to the government if it can not manage them. If that happens, the government may auction off the termination block to a foreign company.

Wiratmaja asserted that the management of the eight termination blocks would use a gross split sharing scheme. The reason, oil and gas production from these blocks is quite economically promising.

"We hope that Pertamina termination blocks are all done for these good things".

The government is currently awaiting the results of the economic review conducted by Pertamina until the end of June 2017. The economic calculation is done to weigh the revenue share for Pertamina considering that the eight blocks will be managed under a gross split scheme.

The eight termination blocks handed over to Pertamina are the Attaka Block, South East Sumatra Block, East Kalimantan Block, Central Block, North Sumatera Offshore Block, Ogan Komering Block, Sanga-Sanga Block and Tuban Block.

Currently ESDM Minister Ignasius Jonan has offered the termination blocks to three Chinese oil and gas companies. Namely, China National Petroleum Corporation (CNPC), China Petrochemical Corporation (Sinopec), and China National Offshore Oil Corporation (CNOOC).

The three companies are considered to have a good reputation because it has a higher ranking in the list of Fortune 500 when compared with Pertamina. CNPC, Sinopec and CNOOC were ranked 3rd, 4th and 109th, while Pertamina 220. Meanwhile, Pertamina and Perusahaan Gas Negara (PGN) agreed to work together to build and operate the Duri-Dumai gas transmission pipeline. The composition of participation is 60 percent Pertamina and 40 percent PGN.

Delapan Blok Terminasi Diminati Banyak Negara


Kontrak delapan blok minyak dan gas akan habis mulai tahun depan. Pengelolaan blok-blok terminasi tersebut akan diserahkan pemerintah kepada Pertamina.

Dirjen Migas Kementerian Energi dan Sumber daya Mineral (ESDM) IGN Wiratmaja Puja menyatakan, banyak perusahaan asing yang meminati blok-blok terminasi itu. Peminat datang dari Malaysia, Tiongkok, dan Rusia. "Begitu mendengar Pertamina bisa mengembalikan blok-blok ini kepada pemerintah, banyak perusahaan multinasional yang mengontak," ujar Wiratmaja. 

Pertamina memang bisa mengembalikan blok-blok terminasi tersebut kepada pemerintah bila tidak sanggup mengelolanya. Jika hal itu terjadi, pemerintah bisa saja melelang blok terminasi tersebut kepada perusahaan asing.

Wiratmaja menegaskan bahwa pengelolaan delapan blok terminasi itu akan menggunakan skema bagi hasil gross split. Alasannya, produksi migas dari blok-blok tersebut cukup menjanjikan secara ekonomis.

"Kita berharap blok terminasi dikerjakan Pertamina semua karena bagus-bagus ini". 

Saat ini Pemerintah menunggu hasil kajian keokonomian yang dilakukan Pertamina hingga akhir Juni 2017. Perhitungan keekonomian dilakukan untuk menimbang bagi hasil yang akan didapat Pertamina mengingat delapan blok itu akan dikelola dengan skema gross split.

Delapan blok terminasi yang diserahkan ke Pertamina tersebut adalah Blok Attaka, Blok South East Sumatera, Blok East Kalimantan, Blok Tengah, Blok North Sumatera Offshore, Blok Ogan Komering, Blok Sanga-Sanga, dan Blok Tuban.

Saat ini Menteri ESDM Ignasius Jonan telah menawarkan blok-blok terminasi tersebut kepada tiga perusahaan migas Tiongkok. Yakni, China National Petroleum Corporation (CNPC), China Petrochemical Corporation (Sinopec), dan China National Offshore Oil Corporation (CNOOC).

Ketiga perusahaan dinilai memiliki reputasi yang baik karena memiliki peringkat yang lebih tinggi dalam daftar Fortune 500 jika dibandingkan dengan Pertamina. CNPC, Sinopec, dan CNOOC menduduki peringkat 3, 4, dan 109, sedangkan Pertamina 220. Sementara itu, Pertamina dan Perusahaan Gas Negara (PGN) sepakat bekerja sama membangun dan mengoperasikan pipa transmisi gas Duri-Dumai. Government Increases Target Oil Lifting



When oil lifting is proposed to be 800 thousand bpd, per lifting of natural gas is targeted to be 1,200 thousand barrels of oil equivalent per day (bopd). The proposal is higher than the 2017 state budget.

The government plans to increase its oil lifting target by 2017 to 800 thousand barrels per day (bpd) in the 2018 State Budget. The target is higher than the previously proposed 771 thousand bpd lower threshold.

This was conveyed by the Director General of Oil and Gas at the Ministry of Energy and Mineral Resources IGN Wiratmaja Puja in a Working Meeting with the House Budget Board on the preliminary discussion of the macroeconomic framework and the principal of fiscal policy on Wednesday (7/6).

According to Wiratmaja, the target increase is due to the possibility of additional production from several fields. When oil lifting is proposed to be 800 thousand bpd, per lifting of natural gas is targeted at 1,200,000 barrels of oil equivalent per day (bopd). Thus, total lifting of oil and gas is proposed 2,000 thousand barrels of oil equivalent per day (boepd). The proposal is also higher than the 2017 state budget set to 1965 thousand barrels of oil equivalent per day (boepd). The price of Indonesian crude oil (ICP) is set at US $ 55 per barrel.

The ICP's filing is considering fluctuations in world oil prices that have not fully recovered. Until 2020 world oil prices are predicted not far from the range of US $ 60 per barrel.

Currently world oil prices from various indices are recorded at US $ 46-US 50% per barrel. On the other hand, geopolitical factors in the Middle East region also have a big effect in hoisting world oil prices. "If we look for example the situation in the Middle East has started to move again. So, geopolitics is very big role, "said Wiratmaja.

Governance

The government continues to make efforts to improve the governance of the mineral and coal mining business sector (minerba). Therefore, in the early stages, the Ministry of Energy and Mineral Resources (ESDM) has verified
Thousands of Mining Permits (IUP).

The verification of IUP is done due to the turmoil in the sector, which is the impact of the spike in licensing during the transition from the era of centralism to regional autonomy. As an illustration, the Mining Business License (IUP) in 2001 recorded 750 permits. However, by 2017, the number of IUP will reach 8,606 permits. It can be said that the issuance of permits in the mining sector becomes uncontrolled.

Based on the verification result, as of May 2017, from 8,606 IUPs recorded 5,998 IUPs are Clean and Clear (CnC) and 2,607 IUPs are heavy non CnC.

After completing the data collection, the ESDM Ministry synchronized data with the Corruption Eradication Commission (KPK). The data is a reference for local governments to revoke IUPs that do not meet administrative and regional evaluations.

"Indeed, overlaps in the mineral and coal sectors are still occurring. You could say there is no significant change, but we want the non-tax state revenue (PNBP) of this sector increased, "said Deputy Chairman of KPK Laode M Syarief. To that end, the government is asked to accelerate the follow-up on the control of the mineral and coal sectors, especially coal which is still problematic, both administratively and regionally.

Pemerintah Naikkan Target Lifting Minyak


Bila lifting minyak diusulkan jadi 800 ribu bph, per lifting gas bumi ditargetkan jadi 1.200 ribu barel setara minyak per hari (bopd). Usulan itu lebih tinggi daripada APBN 2017.

Pemerintah berencana menaikkan target produksi siap jual (lifting) minyak pada 2017 menjadi 800 ribu barel per hari (bph) pada Anggaran Pendapatan dan Belanja Negara (APBN) 2018. Target itu lebih tinggi daripada ambang batas bawah yang diusulkan sebelumnya, 771 ribu bph.

Hal itu disampaikan Direktur Jenderal Minyak dan Gas Bumi (Migas) Kementerian ESDM IGN Wiratmaja Puja dalam Rapat Kerja dengan Badan Anggaran DPR mengenai pembahasan pendahuluan kerangka ekonomi makro dan pokok-pokok kebijakan fiskal, Rabu (7/6). 

Menurut Wiratmaja, penaikan target disebabkan adanya peluang penambahan produksi dari beberapa lapangan. Bila lifting minyak diusulkan jadi 800 ribu bph, per lifting gas bumi ditargetkan 1.200 ribu barel setara minyak per hari (bopd). Dengan demikian, total lifting migas diusulkan 2.000 ribu barel setara minyak per hari (boepd). Usulan tersebut juga lebih tinggi daripada APBN 2017 yang ditetapkan jadi 1.965 ribu barel setara minyak per hari (boepd). Harga minyak mentah Indonesia (ICP) dipatok US$55 per barel.

Pengajuan besaran ICP itu mempertimbangkan fluktuasi harga minyak dunia yang belum sepenuhnya pulih. Hingga 2020 harga minyak dunia diprediksi tidak jauh dari kisaran US$60 per barel.

Saat ini harga minyak dunia dari berbagai indeks tercatat US$46-US%50 per barel. Di lain sisi, faktor geopolitik di kawasan Timur Tengah juga berpengaruh besar dalam mengerek harga minyak dunia. “Kalau kita Iihat misalnya situasi di Timur Tengah sudah mulai bergerak lagi. Jadi, geopolitik itu perannya besar sekali,” ujar Wiratmaja.

Tata kelola

Pemerintah terus melakukan upaya pembenahan tata kelola sektor usaha pertambangan mineral dan batubara (minerba). Untuk itu, pada tahap awal, Kementerian Energi dan Sumber Daya Mineral (ESDM) telah melakukan verifikasi terhadap ribuan Izin Usaha Pertambangan (IUP).

Verifikasi IUP dilakukan Iantaran terjadinya kekarut-marutan di sektor itu, yang merupakan imbas dari adanya lonjakan perizinan pada masa transisi dari era sentralisme menuju otonomi daerah. Sebagai gambaran, Izin Usaha Pertambangan (IUP) pada 2001 tercatat 750 izin. Namun, pada 2017, jumlah IUP mencapai 8.606 izin. Bisa dikatakan penerbitan izin di sektor pertambangan menjadi tidak terkontrol.

Berdasarkan hasil verifikasi, per Mei 2017, dari 8.606 IUP tercatat 5.998 IUP berstatus Clean and Clear (CnC) dan 2.607 IUP beratatus non CnC. 

Setelah menyelesaikan pendataan, Kementerian ESDM melakukan sinkronisasi data dengan Komisi Pemberantasan Korupsi (KPK). Data tersebut menjadi acuan bagi pemerintah daerah untuk mencabut IUP yang tidak memenuhi evaluasi administrasi dan kewilayahan.

“Memang tumpang-tindih di sektor mineral dan batubara masih saja terjadi. Bisa dibilang belum ada perubahan signifikan, padahal kami ingin penerimaan negara bukan pajak (PNBP) dari sektor ini meningkat,” ujar Wakil Ketua KPK Laode M Syarief. Untuk itu, pemerintah diminta mempercepat tindak lanjut penertiban sektor mineral dan batubara utamanya batu bara yang masih bermasalah, baik secara administratif maupun kewilayahan.

Chevron expected to sta at most productive oil block



The government is trying to entice a local unit of American oil and gas giant Chevron to extend its operations at Rokan block in Riau under the newly introduced gross-split sliding scale scheme to maintain future investment and national oil production.



PT Chevron Pacific Indonesia (CPI) contract will expire in 2021 at the Rokan block, the country’s biggest oil contributor, which had a lifting rate of about 256,000 barrels of oil per day (bopd) last year, 31 percent of the national output. Lifting is industry jargon for domestic ready-to-sell production.


CPl’s contract is one of 23 cooperation contracts that will expire from 2018 to 2021. The government previously stated that it will prioritize state-owned energy firm Pertamina to take over all expired blocks, including eight in 2018, in an effort to strengthen its role as a national oil company.

“We have asked the company [CPI] to extend its contract under the condition that it will have to use' the gross-split scheme,” Djoko Siswanto, the deputy head of procurement control at the Upstream Oil and Gas Regulatory Special Task Force (SKKMigas), said on Wednesday evening. 

Under such a scheme, the government will be released from its duty to reimburse contractors for their exploitation costs during the length of their contracts, forcing companies to carry the burden of these costs themselves. 

 “Now, they are still calculating the economic value of using such a scheme. If they agree, they will send a formal letter [indicating so],” Djoko said, adding that should CPI decide to stay it would be able to maintain the current production level of the maturing Rokan block. 

Djoko said he also shares the optimism that CPI would take the govermnenfs offer since it would be more profitable for the company to use the gross-split scheme, which offers a43 percent base split in advance for oil projects, in comparison to the previous cost recovery scheme, in which investors are only entitled to 15 percent of the profits at the end ofthe road.

As stated in the Energf and Mineral Resources Ministry’s decrees No. 8/2017 and No. 26/2017, if a cooperation contract is extended using the gross-split scheme, a contractor will also receive an additional split to make up unrecovered investment costs coming from the old cost recovery scheme.

Yanto Sianipar, senior vice president for policy government and public affairs at Chevron Indonesia, however, refused to comment on this matter as he claimed that he had not heard about the details of the government’s offer. On the other hand, Djoko said, by giving the Rokan block back to CPI, Pertamina would be able to focus on ensuring a smooth transition in the operation of the gas rich Mahakam block in East Kalimantan.

Pertamina, through subsidiary PT Pertamina Hulu Mahakam (PHM), will officially take over all operations at the Mahakam block on Jan. 1, 2018, from French oil and gas corporation Total E&P Indonesie (TEPI), which currently holds a 50 percent stake in the block, while its Japanese partner Inpex controls the other 50 percent. 

In order to maintain the continuity and level of oil and gas production of the Mahakam block after the takeover, Pertamina plans to start drilling 15 Wells at the block in the second half of this year with an investment value of at least US$160 million.

This year, the Mahakam block is expected to produce 1.43 billion cubic feet of gas per day and 53,000 bopd.

     Meanwhile, Djoko said Pertamina could put all of its efforts into developing eight expired oil and gas blocks given to it next year, namely the Tuban, Ogan Komering, Sanga-Sanga, Southeast Sumatra, North Sumatra Offshore, Tengah, East Kalimantan and Attaka blocks.

Commenting on the mandate, Pertamina upstream director Syamsu Alam said that his company had been conducting a thorough evaluation regarding the cost structure and risks of operating those blocks under the gross-split scheme. The evaluation report would be submitted to the government by the end of this month, he added.

‘After the evaluation process, we can see whether we will need to find partners or go it alone with these blocks and whether we will have to request some changes in the terms and conditions,” Syamsu said.

On the other hand, Djoko claimed that Malaysian state-owned oil company Petronas had shown interest in teaming up with Pertamina to develop the eight expired blocks using the gross-split scheme.

He said Petronas had yet to send an official letter, but its representatives had earlier met with Energy and Mineral Resources Minister Ignasius Jonan and SKKMigas oliicials during their recent visit to Jakarta.

“lt all will depend on its business-to-business approach with Pertamina,” Djoko said.

Pertamina Imports LPG 1.1 Million Tons Per Year from Australia



PT Pertamina again adds commitment to import liquefied natural gas / LNG with a maximum volume of 1.1 million tons per year. The LNG is supplied by trading company Woodside Petroleum Ltd, an Australian oil and gas company. Woodside, through its subsidiary Woodside Energy Trading Singapore Ltd., said that it has signed a sale and purchase agreement (SPA) with Pertamina.

The Woodside gas supply can be increased from 0.6 million tons per year to 1.1 million tons per year. In detail, Pertamina can obtain LNG of 0.6 million tons per year in the period of 2022-2034. Alternatively, the company may request a maximum supply of 1.1 million tons per year for the period from 2024 to 2038. The gas source comes from Woodside's global assets.

Gas Director of Pertamina Yenny Andayani confirmed the import agreement with Woodside. The LNG import is said to be tailored to national gas needs in the future, where it has been declared by the government to be dealing with gas supply in the country.

"We can not say that Pertamina's import needs to be seen as a national necessity because we are buying not only Pertamina's needs, but also national needs," he said in Jakarta on Thursday (8/6).

Woodside CEO Peter Coleman welcomed the signing of the SPA with Pertamina. "Our track record as a reliable LNG supplier and the proximity of our LNG sources with Indonesia are key to obtaining this agreement. Along with the increasing number of buyers in the market, we become the right choice, "he said.

In Australia, Woodside has three assets that have entered the production phase, two of which produce LNG. North West Shelf Project with LNG export capacity reaches 16.9 million tons per year and LNG Pluto Project with a production capacity of 4.3 million tons per year. In addition, Woodside is also working on several LNG projects at once.

In detail, Sunrise LNG with 5.13 trillion cubic feet of gas reserves offshore between East Timor and Darwin, Australia, Wheatstone with a production capacity of 1.16 million tonnes per year in Australia, Grassy Point LNG in Canada and Kitimat LNG in Vancouver, Canada with reserves of 10.5 trillion cubic feet.

Australian Ambassador to Indonesia Paul Grigson said the LNG supply agreement is a major new investment in bilateral economic relations between the two countries. As energy needs increase in Indonesia, this agreement contributes to energy security in Indonesia, supporting economic growth, employment and development.

"As a neighbor and friend, the long-term closeness and cooperation make Indonesia and Australia a natural strategic partner. Ongoing negotiations within the Indonesia-Australia Comprehensive Economic Partnership (IA-CEPA) will create more equal opportunities for business and consumers in both countries, "Ambassador Grigson said in his official statement.

Not Excessive

Previously, Pertamina had a LNG import deal of 2.52 million tons per year with various companies. Pertamina signed a contract with Cheniere Energy Inc. subsidiary, Corpus Christi Liquefaction Liability Company, to supply LNG of 0.76 million tons per year for 20 years starting 2019. Pertamina has also contracted with Cheniere Energy with the same volume for 20 years, but Starting in 2018.

Later, Pertamina recently signed an LNG import agreement with ExxonMobil. Under this deal, ExxonMobil will supply LNG from 2025 to 1 million tons per year for 20 years. On the other hand, Indonesia still has gas projects under construction, such as the Masela Block Project, Deepwater Development (IDD), and East Natuna Block.

When it starts production, these projects will add to domestic gas supply. However, Yenny stated, there will be no oversupply when LNG imports start to enter. The reason, when the government declared a future gas deficit, the schedule and scale of production of these gas projects have been taken into account. So there will be no unabsorbed gas supply.

"It is impossible that nothing is absorbed. Why deficit, this is because the amount supplied is not enough with the required amount, "said Yenny

Previously, Head of Communication, Public Information Service and Cooperation Bureau of the Ministry of Energy and Mineral Resources (ESDM) Sujatmiko said that gas imports are needed to anticipate the growth of national gas needs in the future. Because the national gas demand is predicted to continue to increase given the increasing number of gas-fired power plants that operate. Thus, the gas supply must be optimized both from within and outside the country.

Based on data from the Ministry of Energy and Mineral Resources, domestic gas needs will skyrocket above national gas production starting 2019. At that time, despite rising, domestic gas supply will be lower than requirement. Specifically, gas supply is estimated at only 7,651 mmscfd, lower than the requirement of 9,323 mmscfd. This estimate assumes that potential demand in 2019 reaching 1,436 nunscfd is actually realized.

Pertamina Impor LPG 1,1 Juta Ton Per Tahun dari Australia


PT Pertamina kembali menambah komitmen impor gas alam cair/LNG dengan volume maksimal 1,1 juta ton per tahun. LNG ini dipasok oleh perusahaan dagang Woodside Petroleum Ltd, perusahaan migas asal Australia. Dalam keterangan resminya, Woodside melalui anak usahanya, Woodside Energy Trading Singapore Ltd, menyatakan telah meneken perjanjian jual beli (sale and purchase agreement/ SPA) dengan Pertamina.

Pasokan gas dari Woodside ini dapat ditingkatkan dari 0,6 juta ton per tahun menjadi 1,1 juta ton per tahun. Rincinya, Pertamina bisa memperoleh LNG sebesar 0,6 juta ton per tahun dalam periode 2022-2034. Pilihan lainnya, perseroan bisa meminta pasokan maksimal sebesar 1,1 juta ton per tahun untuk jangka waktu dari 2024 sampai 2038.  Sumber gas berasal dari aset-aset global milik Woodside. 

Direktur Gas Pertamina Yenny Andayani membenarkan adanya kesepakatan impor dengan Woodside ini. Impor LNG ini disebutnya disesuaikan dengan kebutuhan gas nasional di masa mendatang, di mana telah dinyatakan pemerintah akan terjadi deisit pasokan gas di dalam negeri.

“Kami tidak bisa bilang kebutuhan impor Pertamina, harus dilihat kebutuhan nasional karena kami beli bukan hanya untuk kebutuhan Pertamina, tetapi kebutuhan nasional seperti apa,” kata dia di Jakarta, Kamis (8/6). 

CEO Woodside Peter Coleman menyambut baik penandatanganan SPA dengan Pertamina ini. “Track record kami sebagai pemasok LNG yang dapat diandalkan dan kedekatan sumber LNG kami dengan Indonesia adalah kunci untuk memperoleh kesepakatan ini. Seiring dengan semakin banyaknya pembeli di pasar, kami menjadi pilihan yang tepat,” kata dia.

Di Australia, Woodside memiliki tiga aset yang telah masuk tahap produksi, dua diantaranya menghasilkan LNG. North West Shelf Project dengan kapasitas ekspor LNG mencapai 16,9 juta ton per tahun dan Proyek Pluto LNG dengan kapasitas produksi 4,3 juta ton per tahun. Selain itu, Woodside juga seadng mengerjakan beberapa proyek LNG sekaligus. 

Rincinya, Sunrise LNG dengan cadangan 5,13 triliun kaki kubik gas di lepas pantai antara Timor Leste dan Darwin, Australia, Wheatstone dengan kapasitas produksi 1,16 juta ton per tahun di Australia, Grassy Point LNG di Kanada, dan Kitimat LNG di Vancouver, Kanada dengan cadangan 10,5 triliun kaki kubik.

Duta Besar Australia untuk Indonesia Paul Grigson mengatakan, kesepakatan pasokan LNG ini merupakan investasi baru yang besar dalam hubungan bilateral ekonomi kedua negara. Seiring meningkatnya kebutuhan energi di Indonesia, kesepakatan ini memberi kontribusi bagi keamanan energi di Indonesia, mendukung pertumbuhan ekonomi, lapangan pekerjaan, dan pembangunan.

“Sebagai tetangga dan teman, kedekatan dan kerjasama jangka panjang membuat Indonesia dan Australia menjadi mitra strategis yang alami. Negosiasi yang sedang berlangsung dalam Kemitraan Ekonomi Komprehensif Indonesia-Australia (IA-CEPA) akan menciptakan kesempatan-kesempatan serupa yang lebih banyak bagi pebisnis dan konsumen di kedua negara,” kata Duta Besar Grigson dalam keterangan resminya.

Tidak Berlebih

Sebelumnya, Pertamina telah memiliki kesepakatan impor LNG sebesar 2,52 juta ton per tahun dengan berbagai perusahaan. Pertamina meneken kontrak dengan anak usaha Cheniere Energy Inc, yakni Corpus Christi Liquefaction Liability Company, untuk pasokan LNG sebesar 0,76 juta ton per tahun selama 20 tahun mulai 2019. Pertamina juga sudah berkontrak dengan Cheniere Energy dengan volume yang sama selama 20 tahun, namun dimulai pada 2018.

Kemudian, belum lama ini Pertamina juga meneken perjanjian impor LNG dengan ExxonMobil. Dalam kesepakatan ini, ExxonMobil akan memasok LNG mulai 2025 sebesar 1 juta ton per tahun selama 20 tahun. Di sisi lain, Indonesia masih memiliki proyek-proyek gas yang masih dalam pengerjaan, seperti Proyek Blok Masela, Indonesia Deepwater Development (IDD), dan Blok East Natuna. 

Ketika mulai produksi, proyek-proyek ini bakal menambah pasokan gas dalam negeri. Meski demikian, Yenny menyatakan, tidak akan ada kelebihan pasokan ketika impor LNG mulai masuk. Pasalnya, ketika pemerintah menyatakan adanya defisit gas di masa mendatang, jadwal dan besaran produksi proyek-proyek gas ini sudah diperhitungkan. Sehingga tidak akan ada pasokan gas yang tidak terserap. 

“Tidak mungkin tidak ada yang serap. Kenapa defisit, ini karena jumlah yang dipasok tidak cukup dengan jumlah yang dibutuhkan,” kata Yenny

     Sebelumnya, Kepala Biro Komunikasi, Layanan Informasi Publik, dan Kerja Sama Kementerian Energi dan Sumber Daya Mineral (ESDM) Sujatmiko mengatakan, impor gas dibutuhkan untuk mengantisipasi pertumbuhan kebutuhan gas nasional di masa mendatang. Pasalnya, kebutuhan gas nasional diprediksi akan terus meningkat mengingat semakin banyaknya pembangkit listrik berbahan bakar gas yang beroperasi. Sehingga, pasokan gas harus dioptimalkan baik dari dalam maupun luar negeri. 

Berdasarkan data Kementerian ESDM, kebutuhan gas dalam negeri akan melejit di atas produksi gas nasional mulai 2019. Pada saat itu, meskipun naik, pasokan gas dalam negeri akan lebih rendah dari kebutuhan. Rincinya, pasokan gas diperkirakan hanya sebesar 7.651 mmscfd, lebih rendah dibandingkan dengan kebutuhan yang mencapai 9.323 mmscfd. Perkiraan itu dengan mengasumsikan potential demand pada 2019 yang mencapai 1.436 nunscfd benar-benar terealisasi.

Many Oil and Gas Contractors Target the Termination Block



The management of the eight expired block will apply the gross split scheme

Special Unit for Upstream Oil and Gas Business Activities (SKK Migas) is happy. Many companies are interested to work on oil and gas blocks that expire contract (termination). One of the so-called Interested is a Malaysian oil company, namely Petronas.

While PT Pertamina itself is still thinking about managing the eight blocks of oil and gas termination next year. Because the government requires using the scheme for gross split for the entire block.

Djoko Siswanto, Deputy of Controlling Procurement of SKK Migas, said that anyone interested in joining Pertamina to work on the termination block must use the gross split scheme. Petronas already knows the requirements and still expresses interest. "Petronas if given the opportunity to join Pertamina, using a gross split scheme," he said on Wednesday (7/6).

One of the attractions of the termination blocks is the nature of production. So it does not require a large initial exploration fund.

Djoko has not explained which block will be targeted by Petronas. To be sure, the corporation is very interested. Meanwhile, Country Chairman of Petronas Indonesia, Mohammad Zaini Noor has not answered the confirmation of interest in working on one of the eight blocks termination.

Meanwhile, Pertamina's President Director Elia Massa Manik was reluctant to be interviewed about the certainty of the eight blocks of oil and gas termination after a hearing with Commission VII at the Parliament Building.

Massa Manik explained that Pertamina's financial position is currently tight because many projects must be done by the country's oil and gas company in the next few years.

"Therefore we talk to EMR, we make reliable, accountable calculations," said Massa.

China and Iran interest

Meanwhile, Director General of Oil and Gas at the Ministry of Energy and Mineral Resources (ESDM) IGN Wiratmaja Puja revealed that not only Petronas is interested in managing one of the eight oil and gas blocks. He claims that other multinational companies are also interested.

The eight blocks of termination are still good enough to be developed. "Many are interested, because he heard Pertamina does not want to manage, therefore, these companies directly contact and want to come," he said at the House of Representatives, Thursday (8/6).

Unfortunately he did not want to explain which oil and gas blocks were requested. Wiratmaja just explained that the interested multinational companies are from Malaysia, China and Iran. On the other hand, Pertamina has also not stated that it has resigned from the eight termination blocks.

Thus, the ESDM Ministry gives a deadline. Time until the end of this month to Pertamina to detail details, whether the block is still economical to manage.

"We are waiting for Pertamina to calculate the economy until the end of this month, we hope that Pertamina will manage, because the blocks are good," Wiratmaja added.

Banyak Kontraktor Migas Mengincar Blok Terminasi


Pengelolaan kedelapan blok yang habis masa kontraknya akan menerapkan skema gross split

Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) sedang bahagia. Banyak perusahan yang tertarik menggarap blok migas yang habis masa kontraknya (terminasi). Salah satu yang disebut-sebut sangat tertarik adalah perusahaan minyak asal Malaysia, yakni Petronas.

Saat ini, perusahaan hulu migas asal Malaysia itu masih menunggu penawaran kerjasama Pertamina, sebelum bergabung menggarap di salah satu blok terminasi itu.

Sedangkan PT Pertamina sendiri masih memikirkan mengelola delapan blok migas terminasi tahun depan itu. Pasalnya, pemerintah mewajibkan memakai skema bagi hasil gross split untuk seluruh blok tersebut.

Djoko Siswanto, Deputi Pengendalian Pengadaan SKK Migas, mengatakan, siapapun yang berminat bergabung dengan Pertamina untuk menggarap blok terminasi tersebut, wajib menggunakan skema gross split. Petronas sudah mengetahui persyaratan tersebut dan tetap menyatakan ketertarikan. "Petronas kalau diberikan kesempatan mau bergabung dengan Pertamina, menggunakan skema gross split," ujarnya, Rabu (7/6).

Salah satu yang menjadi daya tarik blok-blok terminasi tersebut adalah sifatnya yang sudah produksi. Jadi tidak membutuhkan dana eksplorasi awal yang besar.

Djoko belum menjelaskan blok mana yang akan dibidik Petronas. Yang pasti, korporasi itu sangat berminat. Apalagi hitung-hitungan blok itu yang sudah produksi, akan menjadi daya tarik tersendiri. "Kalau eksplorasi belum tentu dapat, jadi ini keekonomiannya akan masuk dan diberikan kesempatan tentu dia mau gabung dengan Pertamina. Tetapi itu tergantung penawaran Pertamina 

Sementara itu, Country Chairman Petronas Indonesia, Mohammad Zaini Noor belum menjawab konfirmasi soal ketertarikan menggarap satu dari delapan blok terminasi tersebut.

Sedangkan Direktur utama Pertamina Elia Massa Manik enggan diwawancarai soal kepastian delapan blok migas terminasi itu usai rapat Dengar Pendapat dengan Komisi VII di Gedung DPR. 

Namun sebelumnya, Massa Manik pernah menjelaskan bahwa saat ini posisi keuangan Pertamina sedang ketat, karena banyak proyek yang harus dikerjakan oleh perusahaan migas negara ini hingga beberapa tahun ke depan.

"Oleh karena itu kami bicara dengan ESDM, kami buat perhitungan reliable, dan akuntabel," kata Massa.

China dan Iran minat 

Sementara itu, Direktur Jenderal Minyak dan Gas Bumi Kementerian Energi dan Sumber Daya Mineral (ESDM) IGN Wiratmaja Puja mengungkapkan, tidak hanya Petronas yang berminat mengelola satu dari delapan blok migas itu. la mengklaim, perusahaan multinasional lain juga berminat. 

Ke delapan blok terminasi itu memang masih cukup bagus untuk dikembangkan. "Banyak yang berminat, karena mendengar Pertamina tidak mau mengelola, oleh karena itu, perusahaan-perusahaan itu langsung kontak dan mau ikut," katanya di Gedung DPR, Kamis (8/6). 

Sayang ia belum mau menjelaskan blok migas mana yang diminta itu. Wiratmaja hanya menjelaskan bahwa perusahaan multinasional yang berminat itu berasal dari Malaysia, China dan Iran. Di sisi lain, Pertamina juga belum menyatakan bahwa pihaknya mengundurkan diri dari delapan blok terminasi itu.

Maka, Kementerian ESDM memberikan tenggat. waktu sampai akhir bulan ini kepada Pertamina untuk merinci detail, apakah blok tersebut masih ekonomis untuk dikelola.

"Kita tunggu Pertamina menghitung keekonomian sampai akhir bulan ini. Kita berharap, Pertamina yang mengelola, karena bloknya bagus-bagus," Wiratmaja menambahkan.

Rokan Block Possible Given Again to Chevron



To keep the Rokan Block production in Riau at 250,000 barrels per day (bpd), the government will provide the block management to the existing operator, PT Chevron Pacific Indonesia. Requirement, Chevron must be willing to use profit sharing with gross split scheme.

Djoko Siswanto, Deputy of Controlling the Procurement of Upstream Oil and Gas Upstream Business Unit (SKK Migas), said the plan has been submitted to Chevron's management. And currently the process of calculating the economy Rokan Block.

Giving Rokan Block to Chevron also to reduce the burden of Pertamina, which has received the Mahakam Block and eight other termination blocks. "Chevron is likely to be extended, so it is not given to Pertamina, because Chevron has the right to extend but use gross split and Chevron now counts," he said on Wednesday (7/6).

The Rokan Block contract will be completed in 2021. But the government offers a long-term extension to keep the investment consistency. That way, the national oil and gas production is stable, will not go down. Finally Pertamina's burden will not be too great with the responsibility of managing so many termination blocks.

According to Djoko, Chevron is counting, having to use a gross split scheme. "If it has reached the economy, after it is submitted, it does not use cost recovery, an extension of at least 10 years and at least two years, so it is still in 2021. Now we are encouraging Chevron to invest," said Djoko.

Blok Rokan Kemungkinan Diberikan Lagi ke Chevron


Untuk menjaga produksi Blok Rokan di Riau sebesar 250.000 barel per hari (bph), pemerintah akan memberi pengelolaan blok tersebut kepada operator eksisting, yakni PT Chevron Pacific Indonesia. Syaratnya, Chevron harus bersedia memakai bagi hasil dengan skema gross split. 

Djoko Siswanto, Deputi Pengendalian Pengadaan Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas), mengatakan, rencana tersebut sudah disampaikan kepada manajemen Chevron. Dan saat ini sedang proses perhitungan keekonomian Blok Rokan. 

Pemberian Blok Rokan kepada Chevron juga untuk mengurangi beban Pertamina, yang sudah mendapatkan Blok Mahakam dan delapan blok terminasi lain. "Chevron itu kemungkinan akan kami perpanjang, jadi tidak diberikan ke Pertamina. Kami minta, karena Chevron punya hak melakukan perpanjangan, tetapi menggunakan gross split. Dan Chevron sekarang lagi menghitung," ujarnya, Rabu (7/6).

Kontrak Blok Rokan akan selesai tahun 2021 mendatang. Tapi pemerintah menawarkan perpanjangan jauh-jauh hari untuk menjaga konsistensi investasi. Dengan begitu, produksi migas nasional stabil, tidak akan turun. Akhirnya beban Pertamina tidak akan terlalu besar dengan tanggung jawab mengelola begitu banyak blok terminasi.

Menurut Djoko, Chevron sedang menghitung, karena harus menggunakan skema gross split. "Kalau sudah mencapai keekonomian, setelah itu diajukan, itu tidak menggunakan cost recovery. Perpanjangan paling tidak 10 tahun dan paling telat dua tahun, jadi masih tahun 2021. Sekarang sedang kami dorong Chevron untuk mau investasi," kata Djoko.
