Petronas may use Shell site for LNG



Malaysia’s Petroliam Nasional Bhd. may be looking at building a US$27 billion liquefied natural gas export (LNG) terminal in northwestern Canada on the site of an abandoned Royal Dutch Shell Plc. energy project, according to the company’s chief executive officer.

Menurut Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM, I Gusti Nyoman Wiratmaja Puja, saat ini Kementerian ESDM sedang menyusun aturan mengenai penggunaan teknologi EOR. Karena, hasil maksimum reservoir yang bisa diproduksi dari dalam bumi hanya 30%. "Masih ada 70% yang belum bisa di ambil. Dengan EOR, kami berharap bisa terangkat (reservoir) lebih banyak lagi,” katanya, Rabu (6/4).

Maka, pemerintah ingin mempercepat penggunaan teknologi tersebut. Kalau bisa dalam tahun ini. Menurut data Ditjen Migas, bila dalam eksplorasi minyak nasional sudah memakai teknologi EOR dengan bahan kimia, maka produksi minyak Indonesia bisa mencapai 600.000 barel minyak per hari pada tahun 2032.

Bila tidak memakai teknoIogi ini, maka produksi minyak nasional langsung turun drastis menjadi 200.000 barel per hari. "Kami harus segera berikan perlindungan hukum untuk melaksanakan hal itu. Jika tidak, SKK Migas bisa pindah ke ruko," kata Wiratmaja. 

Dalam aturan yang sedang dirancang tersebut, pemerintah akan mengatur besaran insentif bagi KKKS supaya EOR bisa berjalan. Bentuk insentifnya sendiri masih dalam pembahasan. Namun salah satu usulan, menurut Wiratmaja, adalah berbentuk bagi hasil (split).

Total E&P Indonesie dan lnpex Corporation belum mengambil sikap untuk mengambil 30% saham di Blok Mahakam meskipun PT Pertamina tetap memberikan ruang kepada kedua perusahaan itu.

Pertamina menjadi operator baru di Blok Mahakam mulai 1 Januari 2018 menggantikan Total E&P Indonesie. Namun Total dan lnpex, sebagai operator eksis saat ini, masih diberikan peluang untuk tetap memiliki 30% saham blok migas yang berlokasi di Kalimantan Timur tersebut. Pertamina dan Total menggelar pertemuan di Kementerian Energi dan Sumber Daya Mineral (ESDM), Kamis (6/4). Direktur Utama Pertamina Elia Massa Malik, Direktur Hulu Pertamina Syamsu Alam, dan Direktur PT Pertamina Hulu Mahakam (PHM) Ida Yusmiati juga hadir dalam pertemuan itu.

Sementara itu, CEO Total Patrick Pouyanne turut hadir dalam pertemuan itu setelah menghadiri GasTech di Jepang bersama President Total Exploration & Production Arnaud Breuillac, Senior Vice President Total Exploration & Production Asia Pacific Javier Rielo, dan President & General Manager Total E&P lndonesie Arividya Noviyanto.

Namun, tidak ada satu pun perwakilan dan Total, perusahaan energi asal Prancis yang mau memberikan keterangan usai menggelar rapat. Padahal, kedatangan petinggi Total untuk merespons posisi Total setelah Menteri ESDM Ignasius Jonan menyatakan bahwa kontraktor eksis bisa memiliki ruang hingga 39% dalam kepemilikan saham partisipasi (participating intenest/PI) di wilayah kerja migas yang berusia 50 tahun itu. 

Elia mengatakan, dalam pertemuan hanya dibahas tentang ruang hingga 30% bagi kontraktor eksis. Menurutnya, Total belum menyatakan minat dengan tawaran kepemilikan 30% saham dalam kontrak baru Blok Mahakam. Secara formal, Total akan menyampaikan sikapnya setelah pertemuan tersebut. “Nanti Total akan kirim surat, tetapi hari ini kami bicarakan 30%,” katanya usai menghadiri pertemuan Menteri ESDM dengan Total di Jakarta, Kamis (6/4).

Menurutnya, sikap Total pada kontrak baru tidak bisa ditebak dan suasana rapat. Dia menyebut tidak ada batasan waktu kapan Total bisa menyatakan sikapnya secara formal atas tawaran tersebut. Oleh karena itu, dia menilai, masih terdapat dua kemungkinan apakah Total sebagai kontraktor eksis akan melanjutkan pengelolaannya di Blok Mahakam meskipun memiliki ruang yang lebih kecil atau hengkang dari Mahakam.

Saat ini Blok Mahakam dioperasikan Total dengan kepemilikan Saham sebesar 50% dan lnpex Corporation 50%. Komposisi kepemilikan saham di Blok Mahakam itu hanya berlaku hingga 31 Desember 2017. Tepat pada 1 Januari 2018, Pertamina melalui PHM mengoperasikan Blok Mahakam. Badan usaha milik daerah Kalimantan Timur mendapatkan saham partisipasi 10%. “Belum mengambil sikap tawaran 30% saham Mahakam. Bisa juga mereka akhirnya tidak mau ikut,” kata Elia. 

KEGIATAN DIKURANGI

Dalam kesempatan yang sama, Direktur Hulu Pertamina Syamsu Alam mengatakan, pada tahun ini kegiatan pengeboran di Mahakam masih dilakukan oleh Total Sebagai operator. Sesuai dengan kesepakatan, dalam masa transisi pengelolaan Blok Mahakam, Pertamina mulai berinvestasi untuk menjaga produksi minyak dan gas bumi tidak turun.

Total masih mendanai pengeboran enam sumur. Kegiatan pun telah diselesaikan sejak Maret 2017. Awalnya, Pertamina berencana mendanai pengeboran 19 sumur. Namun, karena waktu penandatanganan kesepakatan yang baru dilakukan pada Maret, Syamsu menyebut terdapat penyesuaian termasuk jumlah sumur yang akan dibor menjadi delapan sumur yang dimulai pada Agustus 2017.

Berdasarkan data SKK Migas, Total akan melakukan pengeboran 25 sumur, 158 kerja ulang, dan perawatan atas 6.820 sumur sepanjang tahun ini. Perusahaan migas asal Prancis itu telah melakukan pengeboran 41 sumur, kerja ulang 147 sumur, dan perawatan atas 7.339 sumur sepanjang 2016.

Volume produksi tahunan wilayah kena Mahakam saat ini 1.635 juta kaki kubik per hari (MMscfd) gas dan minyak 63.000 barel per hari. 

“Tahun ini kita mengebor delapan sumur. Awalnya dulu hanya 18 sumur. Masih ada dengan Total bridging agreement /perjanjian transisi pengelolaan Mahakam yaitu pertengahan Mei 2017. Kita berusaha realistis" kata Syamsu.

New Contract with Pertamina Targets Signed in May



The government expects to sign a new contract of seven oil and gas blocks whose contract finishes and assigned its management to PT Pertamina in May. Director General of Oil and Gas of the Ministry of Energy and Mineral Resources (ESDM) I Gusti Nyoman Wiratmaja say, of eight oil and gas blocks were submitted to Pertamina, only seven are targeted to be signed in May.

For North Sumatra Block Offshore have yet to be signed in May because it was in Aceh which is the authority of the Oil and Gas Agency business Aceh (BPMA). Transition period

According to him, Pertamina has a number of options for the transition so that the operatorship of production to eight oil and gas blocks have not fallen dramatically.

Kontrak Baru dengan Pertamina Ditargetkan Diteken Mei


Pemerintah menargetkan dapat menandatangani kontrak baru dari tujuh blok migas yang kontraknya selesai dan ditugaskan pengelolaannya kepada PT Pertamina pada Mei ini. Direktur Jenderal Minyak dan Gas Bumi Kementerian Energi dan Sumber Daya Mineral (ESDM) I Gusti Nyoman Wiratmaja mengatakan, dari delapan blok migas yang diserahkan kepada Pertamina, hanya tujuh yang ditargetkan diteken pada Mei ini.

Untuk Blok North Sumatera Offshore belum akan diteken pada Mei karena berada di wilayah Aceh yang merupakan kewenangan Badan Pengelola Migas Aceh (BPMA). Saat ini, pihaknya bersama Pertamina intensif menyiapkan kontrak baru ini. “Semoga bisa ditandatangani semua (kontraknya) pada saat IPA Convention pada Mei ini,” kata dia.

Seperti diketahui, Pemerintah menugaskan Pertamina untuk mengelola delapan blok yang selesai kontraknya pada 2018. Kontrak baru seluruh blok ini ditetapkan akan menggunakan kontrak kerja sama (production sharing contract/PSC) skema bagi hasil kotor (gross split). Kedelapan blok ini adalah Blok Tuban, Ogan Komering, Sanga-Sanga, South East Sumatera, Tengah, North Sumatera Offshore, East Kalimantan, dan Attaka.

Menurut Wiratmaja, ada beberapa blok yang diprioritaskan untuk segera dirampungkan kontraknya. “Untuk Blok ONWJ (Offshore North West Java)  sudah diteken. Sekarang prioritas keduanya Blok Sanga-Sanga, setelah itu South East Sumatera,” ujar dia.

Dia menjelaskan, dua blok ini menjadi prioritas lantaran kontrak yang berlaku saat ini akan selesai dalam waktu dekat. Selain itu kedua lapangan ini cukup kompleks sehingga term and condition dalam kontrak akan lebih rumit. Pertimbangan lainnya yakni produksi migas dua lapangan ini yang cukup besar. “Produksi besar juga termasuk prioritas. Tetapi yang jelas karena kekompleksan lapangan dan jarak habisnya kontrak dalam waktu dekat,” kata Wiratmaja.

Direktur Hulu Pertamina Syamsu Alam pernah menuturkan, pihaknya sudah mulai membahas kontrak blok-blok ini dengan Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas). Kontrak baru diakuinya harus segera diteken sehingga perseroan dapat mulai menyiapkan transisi pengelolaan dari kontraktor eksisting.

“Secepatnya mestinya (penandatanganan kontrak) karena tahu depan transisi. Seperti Blok Mahakam misalnya, kontrak ditandatangani sejak 2015 dan setelah itu kami bicara dengan Total E&P Indonesie,” ujar dia. Pasca kontrak diteken, pihaknya berencana menyerahkan pengelolaan delapan blok migas ini ke anak perusahaan. 

Blok East Kalimantan, Sanga-Sanga, dan Attaka akan dikelola anak perusahaan baru, yakni Pertamina Hulu Indonesia. PT Pertamina Hulu Mahakam akan berada di bawah Pertamina Hulu Indonesia. Sementara Blok North Sumatera Offshore, South East Sumatera, dan Tengah akan digarap PT Pertamina Hulu Energi. “Jadi PHE mengelola blok yang berdekatan dengan daerahnya, agar lebih efisien. Ini lebih memudahkan koordinasi dengan operasional saja,” papar Alam.

Masa Transisi

Paralel dengan pembahasan kontrak, Kementerian ESDM juga sedang merampungkan peraturan menteri mengenai pengembalian investasi tanpa mekanisme depresiasi (penyusutan aset) tidak dipercepat. Dijelaskannya beleid ini untuk mencegah produksi migas di lapangan migas habis kontrak terjadi penurunan signifikan. “Kan kalau ini (kontrak eksisting) habis, kalau tidak digantikan, nanti kontraktor eksisting berhenti investasi dan produksi turun,” tutur Wiratmaja.

Dia sempat menjelaskan, aturan soal depresiasi ini utamanya guna memuluskan masa peralihan blok migas dari kontrak PSC cost recovery ke gross split. Pihaknya kini sedang secara intensif membahas peraturan menteri tersebut, utamanya bagaimana agar depresiasi tetap diperoleh Kontraktor Kontrak Kerja Sama (KKKS) eksisting tanpa membebani KKKS berikutnya yang menggarap blok tersebut.

“Kami intensif sekali membahas bagaimana depresiasi dipercepat atau depresiasi bisa di carry over ke kontraktor berikutnya," kata dia. Pihaknya masih harus membahas beleid ini dengan Badan Kebijakan Fiskal. Pembahasan termasuk dampak dari penerapan kedua opsi tersebut. Jika depresiasi dipercepat, kontraktor migas bisa menjadi enggan berinvestasi pada masa-masa jelang kontrak blok migasnya selesai. 

Hal ini bisa berdampak pada kelangsungan produksi migas di blok tersebut. Padahal pemerintah menginginkan peralihan kontraktor blok migas ini tidak menyebabkan penurunan produksi.

“Atau opsinya, ini sedang dibahas, biayanya di carry over ke kontraktor berikutnya. Ini sedang dibahas secara legal apakah bisa dilakukan,” katanya. Soal transisi, Alam mengakui belum mulai dibahas. Karena perlu ada PSC terlebih dahulu untuk mulai menyiapkan peralihan pengelolaan blok migas. 

Walaupun secara informal, perseroan sudah mulai terlibat. “Kami belum membahas transisi, karena harus ada dasar kami bisa melakukan engagement bersama mereka para kontraktor eksisting. Sebetulnya harus ada PSC dulu baru kami bisa bicara,”. Dia berharap maksimal pertengahan tahun depan sudah bisa mulai transisi. 

Terkait percepatan depresiasi, akan membantu kontraktor eksisting. Namun jika akan di carry over, maka perlu dipikirkan mekanisme akunting dan perpajakannya.

“erjadi perubahan operator atau kepemilikan share (saham) di blok tersebut,” kata dia.

Pihaknya sendiri kini sudah mulai menyiapkan transisi delapan blok migas yang ditugaskan oleh pemerintah. Persiapan ini utamanya berdasarkan pengalaman transisi operator di Blok Mahakam dari Total E&P Indonesie. 

Walaupun, diakuinya transisi delapan blok itu lebih rumit karena ada perubahan kontrak dari PSC cost recovery menjadi gross split. Sehingga, pihaknya harus melakukan evaluasi terlebih dahulu untuk memastikan seluruh blok ini cukup ekonomis untuk dikembangkan.  Menurutnya, Pertamina telah memiliki sejumlah opsi untuk transisi operatorship sehingga produksi ke delapan blok migas ini tidak turun drastis.

Pemerintah akan mengeluarkan perlindungan hukum berbentuk Peraturan Menteri (mengenai keterbukaan data minyak dan gas bumi Republik Indonesia. Hal itu dilakukan untuk meningkatkan investasi di sektor hulu migas. Direktur Jenderal Migas, Kementerian ESDM, IGN Wiratmaja, mengatakan pemerintah akan melakukan revolusi agar investor yang berminat investasi di sektor hulu migas lebih mudah mengetahui data-data eksplorasi. 

Cara yang di lakukan ialah membuka data migas itu. "Dengan Peraturan Menteri open data, akan ada revolusi cukup besar, data-data eksplorasi bisa di akses di mana saja di dunia, tapi orangnya harus daftar. Kita tahu siapa yang ingin akses dan kalau mereka tertarik, mereka bisa datang ke sini untuk membeli wilayah kerjanya," kata Wiratmaja di Kantor Ditjen Migas, Jakarta.

Seperti halnya Meksiko, Wiratmaja mencontohkan, negara itu sudah menerapkan open data migas sejak 2013 dan juga telah menawarkan split yang menarik.

Pemerintah, dalam hal ini Kementerian Koordinator Bidang Politik Hukum dan Hak Asasi Manusia (Kemenkopolhukam) mendukung penuh rencana Pemerintah Kabupaten Musi Banyuasin (Muba), Sumatera Selatan yang akan melakukan penertiban dan penutupan sumur minyak khususnya di wilayah kerja PT Pertamina EP Asset 1 Field Ramba di Kelurahan Mangunjaya, Kecamatan Babat Toman, Muba yang di rebut oleh oknum masyarakat.

Kemenkopolhukam akan terus mendorong Pemerintah Kabupaten Muba dan aparat keamanan, baik TNI maupun Polri di daerah, untuk menyukseskan pelaksanaan penutupan sumur minyak ilegal.

“Kami sudah mendapat laporan Ilegal. Laporan itu dan ini sesuatu yang positif terkait penanganan ilegal migas khususnya di Wilayah Sumatera Selatan,” ujar Assisten Deputi Koordinasi Penanganan Kejahatan Nasional dan kejahatan Terhadap Kekayaan Negara Kemenkopolhukam Brigadir Jendral (Pol) Supriyanto Tarah, di Jakarta kemarin

Pelaksana Tugas Bupati Muba Yusnin sebelumnya menjanjikan penertiban 27 sumur minyak yang berada di Wilayah kerja dan menjadi aset Pertamina EP di Mangunjaya, Kecamatan Babat Toman, Muba yang dikelola secara ilegal oleh para penambang, tuntas akhir April 2017.

Sedikitnya 104 sumur minyak yang menjadi aset Pertamina EP di Muba. Sebanyak 81 sumur berada di area Mangunjaya, Babat Toman dan 23 sumur di area Keluang yang saat ini dikelola masyarakat secara ilegal. Sumur minyak yang berada di Keluang relatif berhasil ditertibkan, sementara 27 sumur di Babattoman belum ditertibkan menanti respons dari Pemkab Muba.

Supriyanto mengatakan, untuk menyukseskan program penutupan sumur Minyak ilegal tersebut, semua pihak terkait, baik pemerintah daerah, kontraktor kontrak kerja sama (KKKS) migas harus saling bersinergi. Kemenkopolhukham akan mendorong aparat keamanan untuk berperan aktif dan ikut membantu agar kegiatan penutupan sumur minyak ilegal tersebut bisa berjalan aman dan lancar.

Director General of Oil and Gas Ministry of Energy and Mineral Resources I G.N. Wiratrnaja Puja said today it is discussing contract clauses new cooperation. As a result, in May not only auction new work areas, but also in new contract work area assigned to Pertamina.

MEMR targeting seven new cooperation contract could soon be signed in May in the Exhibition and Convention Indonesian Petroleum Association (IPA), 2017. Seven of the working area will switch its cooperation contract of a production sharing contract refundable operational costs (cost recovety) into gross split.

Therefore, the government and contractors need to calculate the costs of the previous contract that will be cost is not depreciated. Moreover, it will be determined for the results (split) based on the variables listed in the Minister of Energy and Mineral Resources No. 8/2017 on Contracts Gross Split in order to stay awake for Economic pitch.

Through gross split, the government offered a profit-sharing system more flexible with the division of government and contractor respectively 57% and 43% for oil structure, while gas 52% and 48%. Seven working areas namely Tuban Block (JOB Pertamina-PetroChina East Java), Block Ogan Ogan (JOB Pertamina-Talisman), Sanga-Sanga (Saka Energy), Block Southeast Sumatra (CNOOC SES Ltd), Block Central (Total E & P Indonesie ), Block East Kalimantan (Chevron Indonesia Company) and Block Attaka (Chevron).

Meanwhile, Block Offshore North Sumatra, Aceh (Pertamina) will be signed separately because under the authority of the Oil and Gas Agency business Aceh (BPMA).

"The field termination of [contract expires, the new contract God willing, our target is the LPA during the exhibition," he said, Wednesday (5/4). Of the seven work areas, two of which are a priority discussion of the Sanga-Sanga and Block South East Sumatra.

7 Kontrak Diteken Mei


Pemerintah akan menandatangani tujuh kontrak kerja sama lapangan minyak dan gas bumi dengan skema bagi hasil kotor atau gross split pada Mei 2017. Pada Januari 2017, Menteri Energi dan Sumber Daya Mineral (ESDM) Ignasius Jonan telah menetapkan nasib delapan wilayah kerja migas yang habis masa kontraknya pada 2017 dan 2018. Kedelapan wilayah kerja yang habis kontrak itu akan di limpahkan kepada PT Pertamina

Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM I G.N. Wiratrnaja Puja mengatakan, hingga saat ini pihaknya masih melakukan pembahasan klausul kontrak kerja sama yang baru. Alhasil, pada Mei tidak saja lelang wilayah kerja baru, tetapi juga akan di  kontrak baru wilayah kerja yang ditugaskan kepada Pertamina.

Kementerian ESDM menargetkan tujuh kontrak kerja sama baru bisa segera di tandatangani pada Mei dalam acara Pameran dan Konvensi Indonesian Petroleum Association (IPA) 2017. Tujuh Wilayah kerja tersebut akan beralih kontrak kerja samanya dari kontrak bagi hasil biaya operasional yang dapat dikembalikan (cost recovety) menjadi gross split. 

Oleh karena itu, pemerintah dan kontraktor perlu menghitung beban biaya dari kontrak sebelumnya yang akan menjadi biaya yang tidak terdepresiasi. Selain itu, akan ditentukan bagi hasil (split) berdasarkan variabel yang tercantum dalam Peraturan Menteri ESDM No. 8/2017 tentang Kontrak Gross Split agar ke ekonomian lapangan tetap terjaga.

Melalui gross split, pemerintah menawarkan sistem bagi hasil yang lebih fleksibel dengan pembagian pemerintah dan kontraktor masing-masing 57% dan 43% untuk struktur minyak, sedangkan gas 52% dan 48%. Tujuh wilayah kerja tersebut yakni Blok Tuban (JOB Pertamina-PetroChina East Java), Blok Ogan Komering (JOB Pertamina-Talisman), Blok Sanga-Sanga (Saka Energi), Blok Southeast Sumatera (CNOOC SES Limited), Blok Tengah (Total E&P Indonesie), Blok East Kalimantan (Chevron Indonesia Company) dan Blok Attaka (Chevron).

Sementara itu, Blok North Sumatera Offshore, Aceh (Pertamina) nantinya akan ditandatangani terpisah karena di bawah otoritas Badan Pengelola Migas Aceh (BPMA).

“Yang lapangan terminasi [kontrak berakhir, kontrak barunya Insya Allah kami targetnya adalah pada saat pameran lPA,”ujarnya, Rabu (5/4). Dari tujuh wilayah kerja itu, dua di antaranya menjadi prioritas pembahasan yakni Blok Sanga-Sanga dan Blok South East Sumatera.
