"Tanah yang retak dan mengalami penurunan terdiri dari lembah, lereng dan perbukitan yang di bawahnya ada sungai," jelas dia.

Masih sesuai hasil survei geodetik, kata dia, tanah di lokasi setempat semacam tanah lepas/berpori, sehingga berpotensi terjadi penurunan tanah dari patahan/sinklin bagian bawah. Apalagi, di atasnya ada beban (sejumlah rumah warga) didukung dengan kondisi cuaca yang sering turun hujan. Ia memperkirakan luas penurunan/retakan di kawasan setempat sekitar 7,5 hektare dengan ketinggian elevasi dari bibir sungai sekitar 20 dan berada di ketinggian 186 meter dari permukaan air laut. "Tanah seluas itu apabila terjadi penurunan tanah hampir 1 meter akan menimbulkan suara gemuruh, juga dentuman akibat bunyi yang ditimbulkan dari retakan tanah dari pondasi rumah maupun tanaman," paparnya.

Sesuai perhitungan, menurut dia, terjadinya penurunan tanah di lokasi setempat bisa terjadi dalam kurun waktu lama. "Kami harapkan masyarakat tetap tenang dan waspada, sebab jauh dari lokasi operasi," ucapnya menambahkan.

Kepala Badan Penanggulangan Bencana Daerah (BPBD) Bojonegoro Andik Sudjarwo, sebelumnya menjelaskan sebanyak 4 kepala keluarga (KK) yang terdiri dari 11 orang, yang menempati tujuh rumah akan direlokasi. "Relokasi dilakukan karena lokasi tanah milik warga itu rawan terjadi longsor susulan," katanya menambahkan.

Tidak ada korban orang dalam kejadian tanah retak juga ambles yang didahului ledakan di Desa Wonocolo, Kecamatan Kedewan, pada Kamis (16/2). Namun sebanyak 11 orang (4 KK) yang menghuni tujuh rumah di atas tanah retak di lokasi setempat dievakuasi ke tempat yang aman dengan jarak 1 kilometer dari lokasi kejadian, bahkan rumah warga harus dibongkar. 

Sementara itu, Pemerintah Kabupatcn Bojonegoro berencana memindahkan empat KK dengan 11 orang ke tanah Perhutani karena tanah milik korban di Desa Wonocolo, Kecamatan Kedewan rawan terjadi longsor susulan. "Tim Ahli Pusat Pengembangan Sumber Daya Manusia Migas Cepu, merekomendasikan lokasi permukiman di atas tanah retak harus dikosongkan karena rawan terjadi longsor susulan," kata Kepala BPBD Bojonegoro Andik Sudjarwo. Apalagi, berdasarkan keterangan warga setempat longsor sudah pernah terjadi beberapa waktu lalu. 

Karena itu, menurut dia, pemerintah kabupaten dan pemerintah desa akan segera merelokasi warga ke tanah Perhutani menggunakan sistem tukar guling dengan tanah milik warga yang retak. "Pemerintah kabupaten akan memberikan santunan untuk biaya relokasi warga didukung anggaran pemerintah desa melalui pos tanggap bencana," ujarnya.

Menurutnya, Dinas Sosial setempat juga akan melakukan pelatihan bagi warga korban tanah retak, karena tanah pertanian yang mereka miliki juga rusak terkena dampak dalam kejadian tanah retak di desa setempat. "warga terancam tidak bisa bekerja karena tanah pertaniannya rusak akibat terkena longsoran tanah. Pemerinath kabupaten akan melakukan pemantauan kesehatan warga terdampak sebanyak 11 orang, di antaranya ada yang lanjut usia dan sedang hamil," katanya.

Lebih lanjut ia menjelaskan, Tim Ahli Pusat Pengembangan Sumber Daya Manusia Migas Cepu yang melakukan penelitian dengan tim BPBD sehari lalu, juga merekomendasikan tanah retak di lokasi itu harus segera di isi tanah lempung. Tujuannya agar tanah menjadi padat, sehingga air hujan tidak meresap ke dalam tanah sebagai usaha menghindari longsor susulan.

DPR mengajukan pembentukan badan usaha khusus (BUK) migas. Pengajuan tersebut terungkap dalam proses pembahasan revisi Undang-Undang Minyak dan Gas (UU Migas) di internal Komisi VII. Anggota Komisi VII Kurtubi mengungkapkan, pada periode ini, perubahan kebijakan yang akan dilakukan mengacu ke keputusan Mahkamah Konstitusi (MK) yang intinya melarang migas nasional dikelola pemerintah dan tidak diperbolehkan pemerintah untuk melakukan penandatanganan kontrak dengan investor. “Revisi UU Migas ini sebenarnya sudah dikerjakan oleh DPR periode sebelumnya, tapi memang belum membuahkan hasil,” ujarnya.

Dalam putusan itu, MK juga memutuskan harga BBM tidak boleh diserahkan kepada pasar dan industri migas tidak boleh dipecah antara hulu dan hilir. Agar tidak melanggar putusan tersebut, pengelola migas tidak boleh dari pemerintah, pengelola entitas bisnis harus badan usaha. Ia mengakui pihaknya sepakat nanti pengelola migas bukan lagi BP Migas, tidak SKK Migas, melainkan diserahkan kepada perusahaan negara. “Kami sebut badan usaha khusus (BUK) migas, dan poin ini sudah disepakati.”

Saat ini, Kurtubi mengakui, dewan masih membahas dalam internal Komisi VII tentang siapa nanti induk badan usaha khusus itu. “BUK itu siapa nanti didefinisikan, kami sebut saja misalnya PT Pertamina plus SKK Migas. Kami sarankan badan usaha khusus ini bekas aset Pertamina kalau ada, atau aset SKK migas kalau ada,” ujarnya.

Wakil Ketua Komisi VII DPR Satya Widya Yudha menambahkan, nantinya, pada induk BUK tersebut akan ada dewan pengawas, yang mungkin akan diketuai Menteri ESDM, dan beranggotakan bisa dari Menteri Keuangan dan lainnya. Hal tersebut dimaksudkan agar bisa terlaksana good governance yang  bersih.

“Regulator tetap berada dalam Kementerian ESDM. Jadi, ESDM masih punya hak untuk kelola jumiah dari cadangan-cadangan dan prospek bisnis dari cadangan-cadangan yang bisa dikapitalisasi,” katanya.

Satya pun menilai pembentukan BUK migas tidak bertentangan dengan pembentukan perusahaan induk (holding) BUMN bidang energi. Menurutnya, semangat holding BUMN dan BUK migas sama, yakni memajukan industri migas nasional.

Gubernur Sulawesi Tengah Longki Fjanggola pun melaporkan perkembangan masalah penertiban Izin Usaha Pertambangan berdasarkan koordinasi dan supervisi Komisi Pemberantasan Korupsi. Secara khusus, Longki menyampaikan soal masalah tumpang tindih lahan bekas penciutan PT Vale Indonesia, soal lahan PT Citra Palu Mineral dan PT Sulawesi Mining Investment.  “Kementerian ESDM sejak awal mendukung upaya kita menertibkan Izin Usaha Pertambangan (IUP) yang tumpang tindih itu. Meski kita kemudian menuai gugatan dari beberapa perusahaan,” kata dia.

Ia menambahkan Menteri Jonan memberi perhatian atas Iaporan masalah blok Tiaka yang belum beroperasi hingga kini. “Terkait masalah permintaan kita atas hak partisipatif sebesar 10 persen dari perusahaan pertambangan minyak dan gas, yakni Blok Matindok, Blok Senoro dan Tiaka, insya Allah dalam waktu tidak lama lagi akan dipenuhi, kata Mantan Bupati Parigi Moutong dua periode ini.

Selain SOP, JOB juga memiliki prinsip manajemen plan do check action (PDCA). Artinya, plan merencanakan program-program untuk menunjang keselamatan kerja. Do menerapkan program tersebut. Pertamina EP Cepu mengusulkan dua tahap untuk menyelesaikan pembahasan komersial proyek lapangan Jambaran Tiung Biru di Blok Cepu. Tahap pertama adalah penentuan mekanisme komersial. Selanjutnya adalah tahap penghitungan komersial.

Kalaupun belum bisa sampai tahap kedua, Pertamina EP Cepu berharap bisa segera bersepakat dengan ExxonMobil dalam hal mekanisme yang dipilih. "Biar" kami sepakati masing-masing liabilitasnya, apa batas liabilitasnya sehingga kami bisa eksekusi proyeknya dan mereka tidak kebebaan dengan tanggung jawabnya" ujar Direktur Utama PT Pertamina EP Cepu Ardiansyah, Jumat (17/2).

Target proyek lapangan Jambaran Tiung Biru mulai berproduksi alias on stream tahun 2020. Perkiraan produksinya 172 mmscfd dari kapasitas produksi 330 mmscfd. Kalau pengembangan proyek tak segera terealisasi, besar kemungkinan jadwal on stream molor. melalui State Oil Marketing Organization (SOMO) terkait dengan minyak mentah yang akan disuplai.  Oleh karena itu, dia belum bisa memastikan kapan pengadaan dan pengolahan minyaknya bisa dilakukan. Namun, Daniel mengatakan, nantinya minyak mentah yang akan diolah sebanyak 1 juta barel per bulan.

Kebijakan mengolah minyak mentah di kilang asing bukan sesuatu yang baru dilakukan BUMN migas tersebut. Pada 2016, Pertamina pun melakukan pola yang sama yakni dengan menyewa kilang milik Shell di Singapura. Dari kerja sama sewa kilang atau crude pmcessing deal (CPD), didapatkan produk mogas 88 dan 92 dengan total 1 juta barel per bulan sejak Juli hingga

Desember 2016. “Targetnya, tahun ini yang akan di CPD-kan 7 juta barel. Kapan mulainya, masih berkoordinasi dengan SOMO Irak,” ujar Daniel (19/2).

Setelah itu, pihaknya akan melakukan lelang bagi perusahaan penyedia jasa pemrosesan minyak mentah. Dia mengharapkan agar melalui proses tersebut bisa didapat nilai tambah pengadaan bahan bakar minyak. “Kami berharap bisa secepatnya dapat konfirmasi mengenai crude Irak tersebut supaya bisa segera tender Luntuk CPD-nya."

MINYAK IRAN 

Sebelumnya, usai menghadiri rapat koordinasi jelang kunjungan ke Iran, pihaknya akan menerima satu kargo minyak mentah asal Iran yang akan diuji di kilang Cilacap, Jawa Tengah. Menurut Daniel, pada kesempatan lawatan ke Iran pada 25 Februari mendatang, tak akan ada kerja sama baru yang diteken dalam hal pengadaan minyak mentah maupun liquefied petroleum gas (LPG).

Dia menyebutkan, saat ini Pertamina masih dalam tahap penyesuaian dengan kerja sama sebelumnya yakni mendatangkan 600.000 ton LPC dan satu kargo minyak mentah asal Iran. “Belum, belum ada tambah volume impor LPG dan minyak mentah. Mudah-mudahan ke depan kami bisa dapat tambahan LPG terutama yang sudah jalan sekarang. Kalau minyak mentahnya akan kami harus tes dulu,” katanya, Jumat (17/2).

Dalam kesempatan yang sama, Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM IGN Wiratmaja Puja mengatakan, kerja sama yang ditargetkan  bisa terjalin melalui kunjungan ke Iran, yakni impor LPG, minyak mentah, dan akuisisi dua lapangan minyak Ab Teymour dan Mansouri.

Kendati demikian, untuk impor liquefied natural gas/LNG belum bisa dilakukan. Pasalnya, Iran memang memiliki proyek pengembangan gas, tetapi belum memiliki kilang LNG untuk mencairkan gas menjadi LNG. “Dari sisi LNG, harus kami bahas dulu kanena Iran kan belum punya LNG plant,” kata Wiratmaja.

Selain itu, pihaknya pun ingin menawarkan proyek pembangunan kilang minyak di tanah Air. Proyek kilang seperti di Bontang, KalimantanTimur dengan kapasitas 300.000 barel per hari atau kilang swasta diharapkan bisa diminati Iran. "Kami undang [Iran] investasi untuk proyek kilang yang di Bontang dan juga di swasta. Dua-duanya kami tawarkan" katanya.

Menurut Satya, DPR dan pemerintah akan memiliki kesempatan untuk melakukan komunikasi agar saran dari pemerintah bisa diakomodasi dalam revisi Undang-Undang Migas. "Tunggu saja supaya segera dilakukan agar ada sinkronisasi antara pemerintah dan DPR," ujarnya.

“Kami sulit bila harus menaikkan produksi nasional. Alhasil, target yang masih memungkinkan untuk dicapai yakni dengan mempertahankan volume produksi dalam rentang yang cukup panjang,” ujarnya.

Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) mencatat hingga 7 Februari, rata-rata produksi minyak bumi sebesar 825.700  barel per hari (bph). Di sisi lain, Iaporan SKK Migas menyebutkan produksi gas bumi mencatat produksi sebesar 7.821 juta kaki kubik per hari (million standard cubic feet per day/MMscfd).

     Dalam Anggaran Pendapatan dan Belanja Negara (APBN) 2017, target produksi siap jual atau lifting ditetapkan sebesar 815.000 bph minyak dan gas 6.439 MMscfd. “Kalau [produksi] naik, berat. At least, kami ada [produksi] di 800.000 bph. Kami ingin

menahan [produksi] di level 800.000 bph.”

Berdasarkan data SKK Migas, diproyeksikan pada 2018 produksi hanya di kisaran 630.000 bph hingga 680.000 bph minyak dan gas 1,1 juta hingga 1,2 juta barel setara minyak per hari (thousand barrel oil equivalent per day/MBOEPD).

Bila dibandingkan dengan pasokan dan kebutuhan, selisih di antara keduanya diperkirakan semakin lebar. Dari data Kementerian ESDM, pasokan migas pada 2020 berada di angka 1.810 MBOEPD dan kebutuhan justru telah melampaui angka pasokan yaitu 2.600 MBOEPD.

Selisih semakin tinggi pada dekade selanjutnya berturut-turut pada 2030, pasokan menjadi 1.085 MBOEPD dan kebutuhan 3.950 MBOEPD, pasokannya menjadi 785 MBOEPD saat kebutuhan 4.550 MBOEPD (2040), dan pasokan turun menjadi 535 MBOEPD ketika kebutuhan melesat ke 5.315 MBOEPD. pada 2050.

“Kendala terbesar kontrak tidak pas. Yang menjadi kendala itu berupa izin yang di luar ESDM.” Secara terpisah, Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM IGN Wiratmaja Puja mengatakan pihaknya masih melakukan pembahasan bersama SKK Migas dan KKKS untuk menahan laju penurunan produksi. Menahan laju penurunan produksi, katanya, bukanlah langkah tanpa risiko.

Menurut dia, kalau tekanan dari bawah di kawasan “antiklin” itu terus menguat, maka yang akan terjadi selanjutnya yaitu dilokasi setempat, akan keluar minyak dengan sendirinya.

"Istilahnya minyak keluar sendiri dari perut bumi atau bisa disebut "flowing" kata alumnus Universitas Gajah Mada (UGM) tersebut pada, Jumat (17/2).

Sebaliknya, menurut dia, kalau tekanan dari bawah melemah, maka kondisi tanah di lokasi yang retak akan mereda dan perkembangan retakan tanah akan berhenti. Bukan hanya retak, melainkan tanah di sekitar lingkungan RT 07/RW 02 tersebut juga mangalami penurunan tanah

"Di sekitar ledakan tidak ada pipa minyak. Kami pastikan bukan karena pipa yang meledak," katanya menambahkan.

Sementara itu, Pelaksana Tugas (Plt) Kepala Badan Penanggulangan Bencana Daerah (BPBD) Bojonegoro, Andik Sudjarwo menjelaskan, sebanyak 11 warga yang menghuni tujuh rumah di lokasi tanah retak masih mengungsi di tempat yang aman berjarak sekitar 1 kilometer dari lokasi kejadian.

BPBD telah memberikan bantuan sembako kepada warga yang mengungsi. Menurut dia, BPBD akan bekerja sama dengan Pengembangan Sumber Daya Migas Cepu, JawaTengah, untuk melakukan penelitian untuk mengetahui penyebab pasti terjadinya tanah retak di kawasan setempat.

“Hasil penelitian akan dimanfaatkan untuk pertimbangan mengambil langkah selanjutnya. Saat ini situasi di lokasi kejadian sudah tenang, berbeda dengan sore kemarin warga masih ketakutan dan panik," tuturnya.

Kendati demikian, Rini enggan memberikan keterangan lebih lanjut terkait kandidat dan luar yang mungkin masuk dalam bursa calon pemimpin Pertamina. “Sekarang mereka [dewan komisaris] sedang dipelajari. Ada internal, ada dan luar,” ujarnya seusai menghadiri rapat koordinasi di Kementerian Koordinator Bidang Perekonomian, Jakarta, Jumat (17/2).

Deputi Bidang Usaha Energi, Logistik, Kawasan dan Pariwisata Kementerian BUMN Edwin Hidayat Abdullah mengatakan dewan komisaris sedang melakukan assessment atau uji kompetensi terhadap direksi Pertamina. Adapun, uji kompetensi dilakukan hanya kepada direksi Pertamina bukan direksi di anak usaha.

Saat ini, jajaran direksi Pertamina di isi Syamsu Alam sebagai Direktur Hulu, Rachmad Hardadi sebagai Direktur Mega Proyek Kilang dan Petrokimia, Arief Budiman sebagai Direktur Keuangan, Yenni Andayani sebagai Direktur Gas, Toharso sebagai Direktur Pengolahan, M. lskandar sebagai Direktur Pemasaran dan Dwi Wahyu Daryoto sebagai Direktur Sumber Daya Manusia, Teknologi dan Informasi.

Edwin yang juga menduduki jabatan sebagai komisaris menargetkan uji ikompetensi tuntas pada akhir bulan. “Belum selesai. Target minggu depan, semua kita assesment.” Dia menyebut setelah uji kompetensi dilakukan, setelah itu dewan komisaris menyodorkan calon terkuat Pertamina-1 kepada menteri BUMN. Setelah itu, menteri BUMN akan menetapkan daftar nama kandidat kepada Presiden.

Untuk calon dari luar perseroan, Edwin menuturkan siapapun memiliki peluang yang sama asalkan memenuhi kriteria dan lolos dalam uji kompetensi yang dilakukan secara independen. Dewan komisaris tidak campur tangan memilih nama dari luar kalangan Pertamina. Pengalaman berupa pernah menduduki jabatan di perusahaan milik pemerintah menurutnya tidak berpengaruh.  Selama sosoknya kompeten dan lulus uji integritas, siapapun memiliki kesempatan yang sama.

“Tidak ada ketentuan seperti itu. Yang jelas, mereka [kandidat] harus punya kompetensi yang baik, lulus assesment, lulus

uji integritas, dia punya kesempatan.”

Adapun baik calon dari dalam dan dari luar harus melalui penilaian dari menteri BUMN dan presiden. “Kalau ada calon

lain, selama dia lulus assessment, di interview oleh menteri BUMN, bersama presiden,” katanya.

Seperti diketahui, Kementerian BUMN telah mengeluarkan surat keputusan Menteri BUMN untuk memberhentikan Dwi Soetjipto dari posisi direktur utama dan Ahmad Bambang dari posisi wakil direktur utama.
