Di tengah kesepakatan pemangkasan produksi oleh negara-negara pengekspor minyak (OPEC), masih ada indikasi banjir pasokan di pasar. Maklum, negara non OPEC seperti Iran tetap menaikkan produksi minyak. Hal tersebut membuat harga minyak tertekan. Mengutip Bloomberg, Senin (9/1) pukul 15.26 WIB, harga minyak WTI kontrak pengiriman Februari 2017 di New York Mercantile Exchange terkoreksi 0,54% ke US$ 53,70 per barel dibanding hari sebelumnya.

Namun sepekan terakhir, harga minyak masih menguat 2,62%. Nanang Wahyudi, analis Finex Berjangka, mengatakan, koreksi harga terjadi akibat kekhawatiran pasar terhadap peningkatan ekspor Iran. Belum lama ini Iran menjual 13 juta barel minyak pada kapal tanker di laut.

Negara yang tidak terlibat dalam kesepakatan pemangkasan produksi OPEC itu juga berniat ,meningkatkan produksi dari 3,7 juta barel per hari di Oktober 2016 menjadi 3,8 ,juta per barel di bulan Januari ini. Sikap Iran ini membuat pasar khawatir.

Deddy Yusuf Siregar, analis Asia Tradepoint Futures, menambahkan, di antara negara penghasil minyak yang tidak terlibat dalam kesepakatan pemangkasan produksi, seperti Libia dan Nigeria, Iran memang paling berpotensi menaikkan produksi. Bahkan produksi harian Iran bisa dipacu hingga 4 juta barel per hari. Kalau itu terjadi akan mengganggu stabilitas harga minyak. Padahal akhir pekan lalu, Arab Saudi dan Kuwait memastikan akan mulai memangkas produksi. Arab Saudi memangkas produksi 486.000 barel per hari.

Kuwait juga mengurangi produksi dari 2,89 barel per hari menjadi 2,7 juta barel per hari. Tak hanya itu, Amerika Serikat (AS) juga menambah jumlah rig. Menurut Baker Hughes Inc, AS telah menambah lebih dari 100 rig sejak akhir September kemarin. Pergerakan dollar Pergerakan harga minyak mentah pekan ini juga akan dipengaruhi pernyataan pejabat bank sentral AS. Rencananya, Kamis (19/1) malam di Amerika, Gubernur The Fed Janet Yellen akan mengeluarkan pernyataan jelang pertemuan Federal Open Market Committee (FOMC).

Analis NH Korindo Securities Raphon Prima mengatakan, jaringan pipa gas PGAS yang selama ini fokus di Jawa dan Sumatra bisa lebih tersebar. Pertamina merupakan perusahaan dengan jaringan yang sangat besar. Dengan aset gas Pertamina dikonsolidasi ke PGAS, maka jangkauan PGAS akan lebih luas," kata Raphon

Secara teknis, pengembangan infrastruktur PGAS juga akan lebih luas dan volume distribusi PGAS akan meningkat signifikan. Karena pada dasarnya, bisnisnya serupa dengan Pertagas. Tahun ini volume distribusi bisa meningkat menjadi 870 mmscfd. Itu belum ditambah dengan konsolidasi Pertagas. Volumenya bisa jauh lebih tinggi.

PGN and Pertamina Spread 5,000 Converter Kit

The government assigned PT PGN and PT Peltamina to distribute and install 5,000 units converter kit in official vehicles and public transport vehicles this year. Pemerintah menugaskan PT PGN dan PT Pertamina untuk membagikan dan memasang 5.000 unit konverter kit pada kendaraan dinas dan kendaraan  umum pada tahun ini. Melalui Keputusan Menteri Energi dan Sumber Daya Mineral (ESDM) NO. 8103 K/12/ MEM/2016, pemerintah menugaskan Perusahaan Gas Negara (PGN) menyediakan, membagikan, dan memasang konverter kit sebanyak 2.000 paket. Pertamina ditugaskan menyalurkan 3.000 paket konverter kit bagi kendaraan dinas dan kendaraan umum melalui Keputusan Menteri ESDM N0.8087 K/12/MEM/2016.

Berdasarkan keputusan tersebut, penyediaan, pendistribusian dan pemasangan paket konverter kit bagi kendaraan dinas dan angkutan umum akan dilakukan di daerah yang telah tersedia stasiun pengisian bahan bakar gas (SPBG). Sebanyak 2.000 paket konverter akan dibagikan di lima provinsi dan 3.000 paket di empat provinsi. PGN akan membagikan 2.000 paket konverter kit kepada kendaraan dinas dan kendaraan umum di lima provinsi yakni Kepulauan Riau, Lampung, DKI Jakarta, Jawa Barat, dan Jawa Timur.

Pertamina akan membagikan 3.000 paket di empat provinsi mencakup Sumatra Selatan, DKI Jakarta, Jawa Barat, dan Kalimantan Timur. Jumlah sebaran di masing-masing provinsi dapat disesuaikan mengikuti data Direktur Jenderal Minyak dan Gas Bumi, Kementerian ESDM. Dalam pelaksanaannya, PGN wajib mengutamakan penggunaan material dan komponen dalam negeri untuk mendukung industri lokal.

Kendati ditugaskan kepada perusahaan pelat merah, biaya penerapan program itu bersumber pada APBN 2017. Kepala Biro Komunikasi, Layanan Informasi Publik dan Kerja Sama Kementerian ESDM Sujatmiko mengatakan, penugasan pembagian konverter kit berasal dari alokasi APBN 2017 senilai Rp 123 miliar.  Dengan pendistribusian dan pemasangan konverter kit, pemanfaatan gas untuk sektor transportasi diharapkan dapat meningkat.

Selain konverter kit bagi kendaraan bermotor, pemerintah pun akan membagikan alat konversi itu bagi nelayan sebanyak 24.000 paket dengan anggaran Rp 55 miliar. Daerah yang akan tersentuh pembagian konverter kit bagi nelayan antara lain Sumatra Utara, Bangka Belitung, Jambi, Sumatra Barat, Sulawesi Barat, Nusa Tenggara Barat, Kalimantan Timur, dan Kalimantan Utara. Landasan  hukum untuk pengelolaan lebih jelas. Dalam Peraturan Menteri Nomor 1/2008 disebutkan pengelolaan sumur tua dilakukan oleh Badan Usaha Milik Desa (BUMD) atau Koperasi Unit Desa (KUD). Namun, hasil evaluasi Komisi A, tidak ada pemasukan optimal selama pengelolaan dilakukan KUD desa. Padahal seharusnya ada hasil signifikan yang bisa mendorong perputaran ekonomi desa.

Sekarang rencana itu masih menjadi pertimbangan pemilik Wilayah Kerja Pertambangan (WKP) Pertamina EP Asset 4 Field Cepu,” kata Doni yang menyebutkan rencana itu disampaikan Komisi A dalam rapat bersama dengan sejumlah Kontraktor Kontrak Kerja Sama (KKKS) dan SKK Migas di DPRD Bojonegoro pada 27 Desember 2016.
Sementara Field Manager Pertamina EP Asset 4 Cepu, Agus Amperianto mengatakan, kontrak dua paguyuban yang sebelumnya mengelola sumur tua tidak diperpanjang. Dia berharap pengelolaan sumur tua nanti tak menyalahi aturan Peraturan Menteri Nomor 11/2008. Tapi apabila bupati merekomendasikan apa pun bentuk BUMD nya, maka Pertamina akan mempelajarinya dulu untuk persetujuan SKK Migas dan Ditjen Migas.

Sedangkan kontribusi terbesar lainnya diperoleh dari kegiatan pengembangan ditaksir menyumbang 10% dari target investasi. Kontribusi lain yaitu dari kegiatan administrasi menyumbang 8% serta terakhir eksplorasi menyumbang 7%. Menurut dia, target investasi hulu migas didasarkan atas kesepakatan bersama Kontraktor Kontrak Kerja Sama (KKKS).

SKK Migas bersama KKKS menyepakati beberapa program kerja pada wilayah kerja eksploitasi yakni pemboran 2232 sumur pengembangan baru, lebih rendah dari yang diusulkan oleh KKKS sebanyak 245 sumur, serta pengeboran pada sumur eksploitasi sebanyak 25 sumur, lebih rendah dari usulan KKKS sebanyak 35 sumur.

Sementara kegiatan perbaikan (work over) dan pemeliharaan sumur masing-masing sebanyak 860 sumur serta 57.512 sumur. Adapun kegiatan survei seismik 3D pada tahun ini disepakati 2.795 km2, angka ini lebih tinggi dari usulan KKKS yakni 1.747 km2. Dia mengatakan, hingga November 2016 realisasi investasi di bidang hulu migas masih berada di angka USD10,43 miliar.

Angka tersebut ditopang dari kegiatan produksi sebesar USD7,814 miliar, kegiatan pengembangan sumur USD 1,043 miliar, kegiatan administrasi USD 839 juta, dan kegiatan eksplorasi senilai USD 732 juta. Di sisi lain, Taslim juga menyebutkan, produksi minyak dan gas siap jual (lifting) 2016 melampaui target yang ditetapkan dalam Anggaran Pendapatan  dan Belanja Negara Perubahan (APBN-P) 2016. Lifting minyak 2016 telah mencapai 820.300 barel per hari (bph), lebih tinggi dari target APBN-P 2016 sebesar 820.000 bph. Sedangkan lifting gas mencapai 1.181,5 juta barel, setara minyak per. hari atau 2% lebih tinggi dari target sebesar 1.150 juta barel setara minyak per hari.

Salah satu kontribusi terbesar lifting minyak berasal dari Lapangan Banyu Urip, Blok Cepu. Sedangkan kontribusi besar lain dari Blok Rokan, Pertamina EP Mahakam, dan Offshore Northwest Java (ONWJ). Sedangkan lima kontributor terbesar untuk gas adalah Blok Mahakam, Berau, Pertamina EP Corridor, dan Senoro-Toili. Produksi tersebut berasal dari 67 wilayah kerja migas yang sudah berproduksi.

SKK Migas menargetkan lifting minyak pada tahun ini mencapai 825.000 bph.

Pertamina Siap Jadi Juragan Migas

Pembentukan holding BUMN minyak dan gas bumi akan terealisasi Januari ini. Hampir pasti, PT Pertamina menjadi pemimpin holding BUMN migas, membawahi PT PGN. Pasalnya, Presiden Joko Widodo telah menanda tangani Peraturan Pemerintah (PP) No. 72/2016 pada 30 Desember 2016. Ini perubahan atas PP No. 43/2005 tentang Penyertaan dan Penatausahaan Modal Negara pada BUMN dan Perseroan Terbatas.

Perubahan PP ini syarat pembentukan holding migas, ujar Deputi Bidang Restrukturisasi dan Pengembangan Usaha Kementerian BUMN Aloysius Kiik Ro. Selanjutnya pemerintah segera membentuk holding migas. PP holding migas masih di Kementerian Keuangan, diupayakan selesai bulan ini," kata Aloysius.

Dalam rancangan PP holding migas, pemerintah menambah penyertaan modal ke Pertamina. Penyertaan modal negara (PMN) itu berupa pengalihan 13,8 miliar saham seri B milik pemerintah di PGN ke Pertamina, setara 56,96% saham di PGN. Nilai PMN itu ditetapkan Menteri Keuangan atus usulan Menteri BUMN.

Ahmad Bambang, Wakil Direktur Utama Pertamina, mengaku, belum mengetahui status PP holding migas tersebut. Saya malah belum tahu, coba tanyakan ke Pak Dwi (Direktur Utama Pertamina, Dwi Sutjipto). Begitu juga dengan Ketua Serikat Pekerja PGN Rosyid, mengaku belum menerima aturan itu. Saya belum menerima PP yang sudah ditanda tangani, jadi belum bisa memberi komentar.

Dalam pembentukan holding migas tersebut, ada beberapa hal yang perlu digaris bawahi. Jika menjadi anak perusahaan Pertamina, artinya PGN berstatus swasta. Dengan status bukan BUMN, tak ada kewajiban lagi bagi PGN menyetor dividen ke negara. Padahal, PGN merupakan salah satu diantara 10 BUMN penyumbang dividen terbesar ke negara.

Holding menggabungkan pengelolaan miuyak dan gas bumi di bawah satu entitas. Sementara minyak dan gas adalah substitusi. Semakin besar konversi Bahan Bakar Minyak (BBM) ke gas mengurangi impor Bahan Bakar Minyak (BBM). Holding memungkinkan kendali pengelolaan gas, rawan untuk mempertahankan pengelolaan bisnis impor minyak.

Iwan Gamiwa, pengamat energi, mempertanyakan holding BUMN ini memiliki tiga tuan, yakni Kementerian ESDM, Kementerian BUMN dan Kementerian Keuangan. Menurutnya, terpenting adalah pembagian tugas jelas antara BUMN itu. Namun, Aloysius menegaskan, anak BUMN itu mendapat perlakuan sama. Akan mendapat privilege dengan diberikan penugasan langsung seperti induk BUMN, kata Aloysius.
