Harga Minyak Tetap Panas
Pada perdagangan Kamis (15/12) pukul 17.18 WIB harga minyak WTI kontrak Januari 2017 berada di posisi US$ 51,25 per barel, naik 0,21 poin atau 0,41 %. Sementara minyak Brent kontrak Februari 2017 bertengger di US$ 54,4 per barel, meningkat 0,52 poin atau 0,96%. Dalam rapat OPEC di Wina, Austria, pada 30 November, organisasi memutuskan pemangkasan produksi sebesar 1,2 juta barel per hari menjadi 32,5 juta barel per hari mulai awal 2017. Selanjutnya pada 10 Desember, anggota OPEC dan negara produsen minyak non anggota mencapai kesepakatan menahan suplai untuk pertama kalinya sejak 2001.
Para produsen non OPEC sepakat memangkas suplai, baru hingga 558.000 barel per hari. Sementara itu tingkat produksi naik sebesar 9.900 barel peg hari menjadi 8,79 juta barel per hari. “Ada reaksi awal untuk bullish setelah rilis data EIA, tetapi menguatnya dolar AS berpotensi mengubah itu.

Daerah Migas Dituntut Kreatif

Hal Ini khususnya terkait dengan pertambangan dan kehutanan kepada pemerintah pusat dan provinsi. “Pasca transisi UU N023/2014, ada kekhawatiran akan berkurangnya sumbér pendapatan. Dulu kan perizinan masih di bawah pemerintah kota dan kabupaten. Itu bisa jadi pendapatan bagi daerah. Sekarang tidak lagi. Kendati demikian, dia mengatakan pemda masih bisa memanfaatkan pembagian dana bagi hasil yang diberikan sesuai kontribusi daerah masing-masing untuk menunjang pencarian sumber pendapatan baru dengan berbagai cara.

RI to buy LPG from lran, team up on energy
Indonesia is seeking to forge closer economic ties with Iran as it plans to import liquefied petroleum gas (LPG) and cooperate in the energy sector. Pertamina Pacu Infrastruktur Energi
PT Pertamina terus menambah infrastruktur dan fasilitas gas, khususnya terminal Liqufied Natural Gas (LNG) dan unit penyimpanan dan regasifikasi terapung (FSRU). Di sektor transportasi, Pertamina menyediakan 56 unit SPBG termasuk mobile refueling unit (MRU) di Jabodetabek, Palembang, Semarang, dan Balikpapan. Dirjen EBT dan Konservasi Energi Kementerian ESDM Dadan Kusdiana meminta Pertamina untuk menjadi pemakai (offtaker) produk EBT dan menjadi pengembang panas bumi. “Itu akan memicu badan usaha lain mengembangkan EBT.

Sebelumnya, Menteri Koordinator Kemaritiman Luhut Binsar Pandjaitan mengatakan lambatnya keputusan Aramco terjadi lantaran keuangan mereka sedang menyusut.

Presiden Joko Widodo (Jokowi) akan mengkonkretkan kerja sama antara Republik Indonesia - Republik Islam Iran oli sektor minyak dan gas (migas) selama kunjungan kenegaraan di Teheran, Iran, pada Rabu (14/12). Presiden Jokowi didampingi Menko Perekonomian Darmin Nasution, Menteri ESDM Ignasius Jonan, dan Kepala Badan Koordinasi dan Penanaman Modal (BKPM) Thomas Trikasih Lembong akan menggelar pertemuan dengan sejumlah pemimpin perusahaan setingkat Chief Executive Officer (CEO) Iran dan Indonesia untuk mewujudkan kerja sama tersebut. “Kunjungan Presiden bersama jajaran menteri adalah dalam rangka mewujudkan kerja sama di bidang migas.
Di bidang migas inilah yang akan menjadi prioritas kerja sama dengan Iran,” kata Menteri Luar Negeri (Menlu) Retno Marsudi. Menurut Menlu, Menteri ESDM Ignasius Jonan telah menjajaki pertemuan dengan jajaran pimpinan perusahaan MAPNA Group dan The National Iranian Oil Company (NIOC). MAPNA Group adalah konglomerasi perusahaan industri bergerak di bidang kelistrikan, energi dan transportasi, pabrikan peralatan boiler, turbin uap dan gas, generator listrik dan peralatan terkait lainnya, serta investor.

PT Pertamina EP, anak usaha PT Pertamina di sektor eksplorasi dan eksploitasi minyak dan gas bumi, mencatatkan prestasi positif di pengujung 2016 dengan memperoleh dua penghargaan dari dalam dan Iuar negeri. Dari dalam negeri, Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) memberikan penghargaan kepada Pertamina EP untuk kinerja terbaik 2016 atas komitmen perusahaan dalam menemukan cadangan migas baru melalui aktivitas, eksplorasi.
Dari luar negeri, Pertamina EP selaku kontraktor kontrak kerja sama di bawah naungan SKK Migas menjuarai ajang Asean Risk Management 2016 yang diikuti oleh 23 perusahaan di kawasan ASEAN. Kami berkomitmen untuk mencari dan menemukan cadangan migas untuk mendukung ketahanan energi Indonesia. Kami bersyukur mendapatkan penghargaan dari SKK Migas untuk kategori survei darat terbaik, pemboran eksplorasi terbaik dan peringkat ke-2 pemboran eksploitasi terbaik," ujar Nanang Abdul Manaf Exploration & New Discovery Project Director Pertamina EP.
Menurut Nanang, target Pertamina EP pada 2016 untuk kegiatan survei darat (seismik) tiga dimensi (3D) seluas 785 km2 dan berhasil direalisasikan mencapai 951 km2 atau sebesar 121% di atas target. Sedangkan target seismik 2D 2016 sepanjang 941 km, Pertamina EP berhasil merealisasikan hingga 953 km atau 101% diatas target. Untuk kegiatan pemboran eksplorasi, target 2016 adalah delapan pemboran sumur eksplorasi, hingga Desember ini lima sumur telah selesai atau sebesar 63% dari target.
Satu sumur lagi saat ini dalam tahapan persiapan rig up. Kami berterima kasih atas sinergi seluruh fungsi dan dukungan yang baik dari seluruh stakeholder, terutama SKK Migas dan Pertamina sehingga aktivitas operasi perusahaan dapat berjalan lancar,” ujar Nanang. Kementerian Energi dan Sumber Daya Mineral (ESDM) menyatakan pengelolaan sumber daya alam minyak dan gas bumi milik negara harus dapat memberikan manfaat dan penerimaan yang maksimal bagi negara untuk sebesar-besar kemakmuran rakyat. Gross split merupakan bentuk kontrak kerja sama di bidang migas yang pembagian hasilnya ditetapkan berdasarkan hasil produksi bruto (gross) migas. Skema gross split tidak rumit, sehingga mengurangi birokrasi dan mempercepat investasi di bidang migas.
Menteri ESDM Ignasius Jonan mengatakan dalam penerapan skema gross split itu kedaulatan negara merupakan segalanya. “Pemerintah menetapkan syarat ketat terkait penggunaan Tingkat Komponen Dalam Negeri (TKDN) dalam penunjukan pengelolaan Wilayah kerja. Selain itu, penggunaan tenaga kerja nasional khususnya tenaga kerja di Wilayah kerja juga menjadi prioritas,” kata Jonan. Jonan menuturkan konsep gross split ini sudah disosialisasikan sebelumnya.
Terkait pokok-pokok gross split ini, Menteri ESDM telah menyampaikan hal tersebut kepada 20 kontraktor kontrak kerja sama (KKKS) terbesar, Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) dan pengurus Indonesian Petroleum Association (IPA). Dia mengungkapkan secara umum peserta yang hadir memahami upaya Pemerintah untuk meningkatkan iklim investasi hulu migas, antara lain dengan penerapan skema gross split yang tidak rumit dan mengurangi birokrasi.

MEDC Bidik Dana Besar di Pasar Modal
PT Medco Energi Internasional Tbk (MEDC) mulai menyiapkan agenda ekspansi tahun depan. Produsen minyak dan gas ini akan mulai mencari pendanaan dari pasar saham serta surat utang untuk membayar kembali utangnya dan mendanai ekspansi tahun depan. Tahun depan, MEDC menyiapkan belanja modal alias capital expenditure (capex) US$ 150 juta hingga US$ 180 juta. Nilai belanja modal ini lebih tinggi dari capek 2016 yang sekitar US$ 100 juta hingga US$ 145 juta.
Hingga September 2016, MEDC menyerap capex US$ 87 juta. Direktur MEDC Ronald Gunawan mengatakan, belanja modal ini digunakan untuk menjaga produksi MEDC tahun depan. "Nilai belanja modal ini belum termasuk biaya akuisisi seperti akuisisi South Natuna Sea Block B PSC, dan akuisisi lain," kata Ronald.
Jika harga minyak tahun depan bisa berada di level US$ 60 per barel, MEDC bisa mendanai sepertiga capex dari keuntungan kenaikan harga minyak. MEDC juga akan membayar utang US$ 60 juta tahun depan. Ronald bilang, tiap kenaikan harga minyak US$ 10 per barel menambah kas sebesar US$ 45 juta untuk membayar utang. Selain fokus pengembangan blok migas yang sudah ada, MEDC juga bakal fokus ke aset strategis PT Amman Mineral Nusa Tenggara., yang sebelumnya dimiliki Newmont.
Direktur dan Chief Excecutive Officer MEDC Roberto Lorato mengatakan, MEDC akan melepas saham anak usaha yang baru diakuisisinya itu melalui penawaran perdana saham ke publik (IPO). "saat ini sedang diskusi' berapa nilai yang akan dilepas, mungkin tahun depan atau tahun 2018, akan tergantung harga komoditas.
MEDC mengakuisisi aset tambang emas Newmont itu senilai US$ 2,6 miliar dan mengontrol kepemilikan 82,2% saham di PT Newmont Nusa Tenggara. MEDC mendapatkan kucuran pendanaan dari Liga bank BUMN sebesar US$ 750 juta. Pinjaman ini harus dilunasi MEDC, dalam jangka waktu dua tahun ke depan.
Sonia Ayudiah, Head of Investor Relations MEDC, mengatakan, pihaknya mengkaji penerbitan surat utang dengan nilai yang sama untuk melunasi, pinjaman bank BUMN ini. Surat utang itu bisa berupa obligasi global ataupun domestik. Namun, penerbitan obligasi itu akan dilakukan melalui Amman Mineral, bukan lewat, MEDC.
Ia bilang, sejatinya, Newmont bisa mencetak EBITDA hingga US$ 600 juta melalui aset tambang Batu Hijau. Sehingga, Newmont memiliki kemampuan untuk membayar utang. Tapi tetap dikaji obligasi untuk mempertahankan kas. Sementara IPO dilakukan agar Amman lebih bankable untuk pengembangan berikutnya.
Direktur Investa Saran Mandiri Hans Kwee mengatakan, pembelian Newmont menguntungkan bagi saham MEDC. Hal ini diperkuat dengan harga minyak yang akan memasuki area US$ 60 per barel. Hans meyakini bahwa harga minyak tidak akan ada di bawah US$ 50 per barel lagi. Hans menilai, ekspansi MEDC yang didanai utang justru bisa positif. Tidak masalah selama dia bisa menutup margin bunga utang," kata Hans. Dia merekomendasikan buy saham. MEDC dengan target harga Rp 1.950 per saham tahun depan. Kemarin, MEDC ditutup di Rp 1.385.
