Pertamina Bisa Jadi Perusahaan Energi Terintegrasi Kelas Dunia

    PT Pertamina diyakini bakal menjadi perusahaan energi terintegrasi kelas dunia. Hal ini lantaran adanya dukungan penuh dari pemerintah, terutama dengan masuknya Wakil Menteri Energi dan Sumber Daya Mineral (ESDM) Arcandra Tahar sebagai Wakil Komisaris Utama PT Pertamina. Arcandra menjadi Wakil Komisari Utama Pertamina berdasarkan hasil Rapat Umum Pemegang Saham (RUPS) Pertamina yang dituangkan dalam salinan Keputusan Menteri BUMN Nomor SK-254/ MBU/ 11/ 2016, Senin (14/11/2016) lalu, menggeser posisi Edwin Hidayat Abdullah.

    Pengamat Hukum Sumber Daya Alam Ahmad Redi, mengatakan dengan adanya Arcandra sekaligus diharapkan mampu memperbaiki komunikasi antara Kementerian BUMN dengan Kementerian ESDM ke arah yang lebih baik. Hal senada dikemukakan Ketua Komisi VII DPR Rl Gus Irawan Pasaribu. Keberadaan Arcandra sudah tepat sebagai Wakil Komisaris Utama di Pertamina. Saya kira ini juga akan memudahkan Bapak Jonan (Menteri ESDM) untuk memastikan bahwa kebijakan pemerintah dapat diterima dan dilaksanakan dengan baik oleh Pertamina,” kata Gus Irawan Pasaribu.

    Tentang wacana akuisisi PGE oleh PLN, Redi mengaku sudah mendengarnya. Namun menurutnya, hal itu hanya sebuah usulan sehingga bukan alasan utama pergantian posisi. Yang penting, masuknya Arcandra menandakan adanya reposisi untuk orang-orang yang bisa bekerja dengan lebih baik. Pengajar Fakultas Hukum Universitas Tarumanegara ini melihat Arcandra adalah orang yang sangat paham di sekitar pengelolaan migas. Penulis sejumlah buku terkait pertambangan ini lalu menyebutkan beberapa tugas yang bisa dilakukan Arcandra untuk membuat Pertamina lebih maju.

Kontrak Blok East Natuna Gagal Ditanda tangani Tahun ini

KKKS Harus Siap Menalangi Hak Partisipasi BUMD

    Kementerian Energi dan Sumber Daya Mineral (ESDM) segera mengeluarkan peraturan menteri terkait hak partisipasi atau participating interest (PI) yang didapat oleh pemerintah daerah dalam beleid tersebut pemerintah mengatur mengenai mekanisme pembiayaan oleh Badan Usaha Milik Daerah (BUMD). Jika pemerintah daerah tidak memiliki dana cukup untuk membiayai investasi di proyek hulu migas, maka kontraktor kontrak kerjasama (KKKS) akan menanggung biaya tersebut. Supaya daerah tidak mengeluarkan dana yang besar.

    Disyaratkan dahulu ke kontraktor, nanti biaya ini akan dicicil oleh BUMD yang dapat Participating Interest PI) jika sudah berproduksi, sehingga BUMD tidak harus mengeluarkan dana besar di awal, kata Wiratmaja. Dengan begitu, pemerintah daerah tidak perlu menganggarkan dana dalam APBD. Namun dia menegaskan, BUMD yang mendapatkan hak partisipasi dalam blok migas dilarang menjual hak partisipasi itu ke pihak lain.     BUMD harus perusahaan terbatas milik daerah, 100% milik daerah, tidak boleh dijual selama masa kontrak ini, kata Wiratmaja. Lifting Migas Jatim Naik 23 Persen

    Jumlah produksi (lifting) minyak dan gas (migas) di Jawa Timur tumbuh 23 persen pada triwulan ketiga tahun ini. Kenaikan itu ditopang produksi minyak dari Bojonegoro. Humas SKK Migas Jabanusa Priandono Hernanto mengatakan, penopang utama produksi minyak di Wilayah Jabanusa adalah ExxonMobil Cepu Limited. Total produksi minyak kontraktor Blok Cepu tersebut mencapai 110 ribu barel per hari. Target di Jabanusa selalu mengikuti target nasional. Kami berkontribusi sekitar 20 persen dari produksi nasional, katanya.

    Target lifting minyak secara nasional pun mencapai 800 ribu barel per hari. Setelah itu ditopang Petronas Carigali Ketapang 11 Ltd dengan produksi 17 ribu barel per hari. Area pertambangan minyak tersebut berlokasi di 40 km utara Sampang-Madura. Petronas Carigali Ketapang II Ltd juga memproduksi gas sebesar 15,4 mmscfd. Pembentukan modal tetap bruto non bangunan Jatim pada triwulan ketiga tahun ini pun ditopang oleh, salah satunya, pembangunan di sektor migas, yakni instalasi lepas pantai di perairan Madura.

    Di Madura ada tiga KKKS kontraktor kontrak kerja sama, Red) yang tengah melakukan proses seismik. RI Berharap dari Investor Iran

    Pemerintah Indonesia meminta investor dari Iran untuk membangun kilang minyak di Indonesia untuk melanjutkan kerja sama pasokan liquefied petroleum gas atau Elpiji asal Negeri Persia tersebut ke Tanah Air. Kilang Bontang merupakan salah satu kilang yang ditawarkan kepada Iran. Indonesia menyepakati pasokan LPG dari Iran pada medio 2016. Direktur Jenderal Minyak dan Gas Bumi Kementerian Energi dan Sumber Daya Mineral (ESDM) IGN Wiratmaja Puja mengatakan, Kementerian ESDM telah bertemu dengan delegasi Iran pada Jumat (25/ 11).

    Melalui pertemuan itu, pemerintah berharap agar Iran tenarik menggarap proyek kilang minyak di Indonesia. Dia menambahkan, kerja sama Indonesia-Iran saat ini semakin intens. Iran yang telah menjadi pemasok LPG ke Indonesia diharapkan melanjutkan, kerja sama dalam proyek kilang. Negara itu memiliki produksi minyak yang cukup tinggi sehingga memiliki kepentingan untuk memasarkan cairan hitam itu melalui proyek kilang. Wiratmaja mengatakan kami mengundang investor minyak dari Iran untuk membangun kilang di sini.

35 Kontrak Agar Diputuskan

    Pemerintah perlu segera memutuskan nasib 35 blok minyak dan gas bumi yang akan habis kontrak agar potensi produksi migas 1 juta barel setara minyak per hari tidak terganggu. Berdasarkan data Kementerian ESDM, ada 35 kontrak blok migas yang akan habis kontrak pada 2018-2025. Keputusan pemerintah tersebut yaitu memperpanjang atau menghentikan kontrak akan menjadi kepastian bagi operator blok itu. Konsultan energi Wood Mackenzie dalam laporannya menyebut produksi migas di atas l juta barel setara minyak per hari (barrel oil equivalent per day/boepd) bakal terganggu.

    Ketidakpastian peralihan pengelolaan menjadi masalah utama yang akan mengancam kegiatan usaha hulu migas di Indonesia. Nlai aset blok yang akan habis masa kontraknya ini diperkirakan US$10 miliar. Beberapa blok migas yang akan habis kontrak pada 2018 antara lain Tuban, Ogan Komering, Sanga-Sanga, South East Sumatera, Blok B dan NSO yang sudah beralih pengelolaan ke PT Pertamina, Selain itu, Blok Tengah yang juga akan beralih ke Pertamina karena menjadi bagian Blok Mahakam dan Blok East Kalimantan yang telah dikembalikan Chevron pada awal 2016. Blok Rokan yang dioperatori Chevron juga akan berakhir pada 2021.

    Padahal, blok itu berkontribusi 30% terhadap capaian lifting minyak. Blok yang memiliki produksi rata-rata sebesar 200.000 boepd itu membutuhkan investasi US$2,7 miliar setahun untuk menahan penurunan produksi. Analis Hulu Minyak dan Gas Bumi Asia Pasifik dari Wood Mackenzie Johan Utama mengatakan, perlu lebih dari dari satu tahun bagi investor untuk menetapkan pilihan pada suatu blok.  Menurutnya, waktu satu tahun terlalu singkat baik bagi kontraktor saat ini maupun investor yang berminat terhadap blok tersebut.

    Berdasarkan Peraturan Menteri ESDM No. 15/2015, kontraktor bisa mengajukan perpanjangan kontrak paling cepat sepuluh tahun dan paling lambat dua tahun sebelum kontrak berakhir. Sementara itu, pemerintah bisa memberikan keputusan atas nasib suatu Wilayah kerja paling lambat satu tahun sebelum kontrak berakhir. Satu tahun terlalu lama bagi operator lama maupun operator baru untuk merencanakan transisi dan rencana kerja dengan tepat.

Partisipasi di Blok ONWJ Mengacu Skema Bisnis

    Pemerintah telah resmi menyerahkan pengelolaan blok offshore Northwest java (ONWJ) sepenuhnya kepada PT Pertamina mulai 19 Januari 2017 dengan menyisihkan hak partisipasi 10% kepada PT Migas Hulu Jabar, badan usaha milik daerah (BUMD) Provinsi Jawa Barat. Pembagian hak partisipasi dan peluang masuknya mitra baru untuk pengelolaan blok migas di pantai utara Jawa Barat itu diserahkan kepada Pertamina dengan tetap merujuk pada skema business to business (b to b).

    Kontrak pengelolaan Blok ONWJ telah selesai, dan Pertamina yang akan melanjutkan pengelolaannya,” kata Menteri ESDM Ignasius Jonan.  Direktur Hulu Pertamina, Syamsu Alam, menambahkan Pertamina kini tinggal menunggu pembicaraan dengan pemerintah terkait hak partisipasi BUMD itu. Menurut Syamsu, praktis saat ini Blok ONWJ dikelola sendiri oleh Pertamina melalui PHE ONWJ, anak usaha PT Pertamina Hulu Energi. Meski ada mitra lain di Blok ONWJ (Energi Mega Persada ONWJ Ltd dan Kuwait Foriegn Petroleum Exploration Company/Kufpec), mereka tidak banyak memberikan kontribusi terhadap arus kas (cash flow) perusahaan.

    Setelah Kupfec mundur dari Blok ONWJ pasca berakhirnya kontrak pertengahan Januari tahun depan, hingga kini EMP ONWJ, pemegang hak partisipasi 24% Blok ONWJ, belum menyatakan minatnya untuk berpartisipasi kembali. Dalam pandangan pengamat energi ReforMiner Institute,  Komaidi Notonegoro, Pertamina makin dipercaya untuk mengelola blok migas, termasuk blok yang segera habis masa kontraknya. Ketua Alumni Migas, Ibrahim Hasyim, yang menyebut peluang Pertamina untuk menambah lapangan gas yang bisa dikelola semakin besar seiring banyaknya lapangan yang akan jatuh tempo kontraknya (expired).

    Keraguan pada Pertamina seharusnya tidak perlu terjadi karena perusahaan ini telah menunjukkan produksi yang terus naik,” kata Ibrahim. PHE ONWJ mencatatkan produksi minyak 37.112 barel per hari (bph) dan gas 172,5 juta kaki kubik per hari (mmscfd) di Blok ONWJ. Gas itu disalurkan ke PT PLN melalui PLTGU Muara Karang dan Tanjung Priok, pabrik Pupuk Kujang di Cikampek, Jawa Barat, dan Refinery Unit VI Balongan, Indramayu.

Izin Perpanjangan Kontrak Tambang Segera Direvisi

    Pemerintah melalui Kementerian Energi dan Sumber Daya Mineral (ESDM) dan Kementerian Koordinator Bidang Perekonomian (Kemenko Perekonomian) berencana melonggarkan prosedur perpanjangan kontrak pertambangan. Jika saat ini, pengajuan perpanjangan kontrak pertambangan bisa dilakukan dua tahun sebelum habis kontrak, nantinya menjadi lima tahun. Itu artinya, pemerintah akan merombak Peraturan Pemerintah (PP) Nomor 77 Tahun 2014 tentang Perubahan Ketiga Atas Peraturan Pemerintah Nomor 23 Tahun 2010 tentang Pelaksanaan Kegiatan Usaha Pertambangan Mineral Dan Batubara (Minerba).

    Asal tahu saja, rencana revisi beleid ini sempat bergaung oleh Menteri Energi Sumber Daya Mineral (ESDM) sebelumnya, yakni Sudirman Said. Namun, rencana revisi tersebut tidak jadi dilakukan lantaran banyak yang menolak. Draft revisi PP 77/2014 dibahas satu paket dengan PP 01/2014 mengenai insentif ekspor mineral yang akan dilakukan pada 12 Januari 2017 mendatang. Dalam penjelasannya, perbaikan keempat untuk revisi PP 77/2014 dilakukan agar iklim investasi di Indonesia bisa lebih baik. Pasalnya, permohonan pengajuan perpanjangan izin yang dibatasi dua tahun sebelum habis kontrak menyulitkan pebisnis merencanakan bisnis, terutama yang berinvestasi miliaran dolar Amerika Serikat (AS).

    Bambang Gatot Ariyono, Direktur Jenderal Mineral dan Batubara (Dirjen Minerba) Kementerian ESDM hanya bilang, revisi PP 77/2014 hingga saat ini masih dievaluasi di kantor Menko Perekonomian. Sujatmiko, Kepala Biro Komunikasi Layanan Inforinasi Publik dan Kerjasama Kementerian ESDM, menjelaskan, soal revisi PP 77/2014 akan dijelaskan oleh Kementerian ESDM kepada publik, media, dunia usaha, serta stakeholders lainnya. Rencana pemerintah melonggarkan kebijakan waktu perpanjangan kontrak taMbang mendapat sambutan positif dari Irwandy Arif, Ketua Indonesia Mining Institute (IMI).

    Menurut Irvsandy, perpanjangan waktu perrnohonan perpanjangan izin usaha. tambang tersebut akan memudahkan investor melakukan perencanaan bisnis. Kelonggaran Waktu pengajuan perpanjangan kontrak pertambangan dari dua tahun menjadi lima tahun sebelum kontrak berakhir akan memberikan kepastian bagi investor Sebab, ada beberapa perusahaan tambang perlu merencanakan banyak hal untuk melanjutkan usahanya misalnya mengatur tentang permodalan.

SKK Migas Yakin Produksi Minyak Mencapai Target

    Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) optimistis target produksi minyak sebesar 820.000 barel oil per day (bopd) bisa tercapai akhir tahun ini. M.I.Zikrullah, Wakil Kepala SKK Migas menyebutkan, target produksi minyak yang tertuang dalam Anggaran Pendapatan Belanja Negara (APBN) 2016 tersebut di sokong produksi minyak dari Blok Cepu.

    Produksi Blok Cepu sekarang 165.000 bopd. Tahun depan naik menjadi 200.000 bopd, kata Zikiullah. Dengan produksi yang membaik, Zikrullah bilang, rata-rata produksi harian minyak Indonesia bisa melebihi target 820.000 bopd. Pada Oktober lalu, rata-rata produksi sudah melebihi target sebanyak 834.600 bopd, dan produksi gas mencapai 6.900 mmscfd.

    Pencapaian didukung sejumlah proyek migas yang mulai beroperasi sejak awal tahun. Tercatat pada Februari 2016 lalu, proyek Banyu Urip mencapai puncak produksi dengan kapasitas produksi 185.000. Di susul proyek Bukit Tua OTF yang memproduksi sebesar 20.000 bopd dan 50 mmscfd pada Maret 2016.

    Setelah itu proyek Pondok Makmur memproduksi 4.000 bopd dan 42 mmscfd yang beroperasi Mei 2016. Pada akhir Agustus 2016, proyek Bangka juga mulai beroperasi. Proyek Bangka ini menyumbang produksi kondensat sebesar 4.000 bopd dan 110 mmscfd. Yang teranyar adalah produksi minyak dari lapangan Alkatara Blok Lemang yang menyumbang produksi sebesar 500 bopd bagi produksi minyak nasional.

SKK Migas Sure Reach Oil Production Target

    Special Unit of Upstream Oil and Gas (SKK Migas) is optimistic that oil production target of 820,000 barrels of oil per day (bopd) could be reached later this year. M.I.Zikrullah, Deputy Head of SKK Migas said oil production target set out in the State Budget (APBN) 2016, in favor of oil production from the Cepu Block.

    Cepu Block production is now 165,000 bopd. Next year rose to 200,000 bpd, said Zikiullah. With the improved production, Zikrullah say, the average daily production of oil Indonesia could exceed the target of 820,000 bopd. In October, the average production has exceeded the target of 834 600 bopd and gas production reached 6,900 MMSCFD.

    Achievements are supported by a number of oil and gas projects that started operation since the beginning of the year. Recorded in February 2016 and then, Banyu Urip project reaches peak production with a production capacity of 185,000. Bukit Tua project in one after another OTF that produce 20,000 bopd and 50 MMSCFD in March 2016.
