Completing the Pertamina Refinery Project Requires Investors


Refinery investment reaches the US $ 40 billion

PT Pertamina (Persero) needs partners in funding all fuel refinery projects targeted for completion in 2026-2027. This is because the company's finances are unable to finance the investment needs of the refinery project, which is estimated at the US $ 48 billion.


Director of PT Pertamina International Refinery Ignatius Tallulembang said, as the Processing and Petrochemical Subholding of Pertamina, it was targeting to become the best processing and petrochemical company in the Southeast Asia region. 

    This was achieved by increasing Pertamina's refinery capacity to 1.8 million barrels per day (BPD) or the largest in the region. Investment needs to increase the capacity of the refinery from the current 1 million BPD to 1.8 million BPD, he said, reached the US $ 48-50 billion.

"If you use Pertamina's own funds, of course, you can't. So in building a refinery, Pertamina really needs a partner. Because in addition to funding shares, risk-sharing can be shared, "he said.

Tallulembang explained, in the partnership the company will also continue to issue cash. However, financing refinery projects will also be borne by partners. Pertamina opened two partnership schemes, namely strategic partners (strategic investors) and financial (financial investors).

"The point is that this strategic investor is a well-known oil and gas company and has built refineries. Usually, they are involved from the start, they will bring technology and expertise. They also usually have special requirements, for example offering crude oil or joint marketing, "he explained.

Furthermore, financial partners are usually only involved in funding. According to Tallulembang, the financial partners did not intervene too much on the project and gave Pertamina the flexibility to run its business.

"The important thing is the profit we will share [with financial partners] when dividend distribution," he said.

Rosneft Oil Company Russia

So far, Pertamina has partnered with Rosneft Oil Company as a strategic partner in the Tuban Refinery Project in East Java Province. Then, Pertamina has partnered with K-Sure and Exim Bank of South Korea as financial partners and is exploring similar cooperation with Mubadala Investment Company.



But the company is also still looking for partners to complete the Bontang Refinery Project in East Kalimantan Province and Cilacap Refinery in Central Java Province. 


    Pertamina was assigned by the government to work on the Balongan Refinery Project in West Java Province, Balikpapan Refinery in East Kalimantan, Bontang Refinery also in East Kalimantan, Cilacap Refinery in Central Java, and Tuban Refinery in East Java.


After the entire refinery project is completed in 2026-2027, in addition to the processing capacity increasing to 1.8 million BPD, the refinery will also produce 1.5 million BPD of fuel and 8,600-kilo tons of petrochemical products per annum.

Private Role

Not only the partnership scheme, Tallulembang added that the development of national refineries can also be done by involving the private sector or through the Cooperation between the Government and Business Entity (KPBU). This scheme has been regulated in a law, where private business entities can work together to build refineries with Pertamina as the person in charge.

"Unfortunately this scheme has not yet been used even though it is very possible, and Pertamina can take products from refineries built. The government as an off-taker when domestic energy demand is still high is still needed, "he said.

The Director of Oil and Gas Engineering and Environment of the Ministry of Energy and Mineral Resources (ESDM) Soerjaningsih revealed, since 2001, many national private companies have obtained permits to build fuel refineries. However, the huge investment costs, high technology, land issues, crude oil supply, and product off-takers are constraints so that not even one refinery has been realized.

In the assignment of refinery construction to Pertamina, the government opened up opportunities for cooperation for domestic and foreign companies.

Funding facilities include state capital participation (PMN), retained earnings, government loans, bond issuance, and loans with government guarantees. While the fiscal incentives include a 100% Tax Holiday, taxes in the framework of imports, as well as income tax facilities.

Chairman of the Association of Oil and Gas Companies (Aspermigas) John S Karamoy said many national private entrepreneurs were interested in building small-capacity refineries or mini-refineries. 

   However, he admitted that the refinery development plan met with many obstacles, one of which was the certainty of off-takers or buyers of refinery products. This can be overcome if the private refinery business gets a processing deal or a processing agreement from Pertamina.

"Private refineries that will be built can also be accelerated, which is important to get a processing deal, namely this refinery will process only where Pertamina's ready-to-sell products and refinery owners only get processing fees [processing fees]," he explained.

He said he was pushing for plans to build mini refineries in eight clusters again. Because the plan was announced by the government a few years ago, but it hasn't started yet. These eight clusters are North Sumatra, Maluku Long Strait, Riau, Jambi, South Sumatra, South Kalimantan, North Kalimantan, and Maluku.

"We, together with Regionally Owned Enterprises, want to realize and hope that the eight units can be completed in 2027," said John.

Previously, in February, Pertamina said that it would not continue to work together on the development of the Bontang Refinery with OOG. Pertamina and OOG did not extend the framework agreement / FWA which formed the basis for the two companies to form a joint venture.

Pertamina also did not continue to cooperate with Saudi Aramco in the project of upgrading and upgrading the Cilacap Refinery. According to him, it is likely that the Chinese company will work on the refinery project itself, aka not cooperating with Pertamina. However, for the sale of refinery products, it is possible that the company will cooperate with Pertamina.

In addition, Purbaya added that investment interest in the national refinery project was also conveyed by companies from the United Arab Emirates (UAE), namely the Abu Dhabi National Oil Company (ADNOC) and Mubadala Investment Company.

Pertamina Refinery Project Continues



Pertamina built a national strategic project at the time of the Covid-19 pandemic, the Investment Coordinating Board (BKPM) said the development of land acquisition for the oil refinery and petrochemical complex in Tuban, East Java, had reached 92 percent of the total 841 hectares.

The progress of neglected investment settlement is good news during the Covid-19 pandemic in Indonesia. This project is part of the New Grass Root Refinery (NGRR) that Pertamina built to meet domestic energy needs and produce high-quality petrochemicals.

The construction of oil refineries has been included in priority infrastructure projects since President Jokowi's first cabinet in the form of new refineries (NGRR) and the development of existing refineries (refinery development master projects / RDMP). However, various obstacles confront, such as land acquisition, licensing, until the completion of the contract.

"Completion of this project is the government's priority to build downstream industries in the country so that Indonesia can reduce the deficit in the import balance, dependence on oil imports, and can build national industry resilience," Imam said.
The Head of BKPM forms a special team within BKPM to accelerate problem-solving in Tuban. In early February 2020, the head of BKPM visited the project site to complete negotiations with the surrounding community. This was done because this project would have a direct positive impact, including requiring up to 20 thousand workers at the time of construction and 2,500 workers in the operational phase.

Pertamina's Director of Processing and Petrochemicals (MP2) Ignatius Tallulembang stated that the Tuban GRR is one of the priority projects to be completed immediately. Pertamina and Rosneft have even signed a Tuban Refinery design contract with selected contractors last October 2019.

At present, Basic Engineering Design (BED) and Front End Engineering Design (FEED) are ongoing. The construction of the Refinery Development Masterplan Program or Balikpapan RDMP also continues.

Pertamina-Rosneft Refinery Land Acquisition Reaches 92%

Positive Pertamina Refinery Progress



PT Pertamina (Persero) continues to record positive progress to complete the construction of a national refinery to meet the targets set. The project, known as the Refinery Development Master Plan (RDMP) and Grass Root refinery (GRR) megaprojects, continues to be accelerated to pursue national energy security and independence, which is marked by the stop of imports of fuel oil (BBM) in 2026.

Balongan RDMP Project, divided into three Phases. The Balongan Phase 1 RDMP development is currently in the Dual FEED Competition (DFC) stage with two consortia, namely the RRE Consortium (PT Industri Industri, PT Teknik Engineering, and PT Enviromate Technology International) and the JSW consortium, including J GC Indonesia, PT Synergy Engineering, and PT Wijaya Karya.

This process is targeted to be completed in May 2020. For Phase 2, a Feasibility Study is currently underway and the ARDHM Unit Revamp Study is currently underway. While for Balongan RDMP Phase 3 (New Refinery and Petchem Complex West Java), the Feasibility Study will be conducted with partners and are in the location and land acquisition.

Progress of Balongan Phase 3, currently in the process of procurement of land and partnership, namely Pertamina and ADNOC have signed a Memorandum of Understanding (MOU) for the development of the Petrochemical Integrated Complex in Balongan, West Java. At present the Basic Engineering Design (BED) and Front End Engineering Design (FEED) have begun.

Land Clearing progress has reached 90.08 percent and restoration progress has reached 46.40 percent. The progress of General Engineering Design (GED) has reached 6.22 percent.

When the COVid - 19 pandemic that hit the world, Pertamina delivered the good news of oil and gas production in the first quarter of 2020 which recorded an increase of two percent compared to the average production in 2019.

Pertamina Upstream Director, Dharmawan Samsu stated, oil and gas production in the first quarter of 2020 recorded 919 million barrels of oil equivalent per day (MBOEPD), an increase of two percent compared to the average production in 2019 of 901 MBOEPD.

In detail, oil production averaged 421 thousand barrels per day (MBOPD), while gas production reached an average of 2,887 million standard cubic feet per day (MMSCFD).

"By adjusting work systems and personnel to anticipate the Covid-19 pandemic, Pertamina is still working to keep oil and gas production in line with the targets in the RKAP. Until now, it has reached 99 percent of the target, "said Pertamina Upstream Director, Dharmawan Samsu.

Dharmawan added, positive performance also came from oil and gas field operations operating abroad through a subsidiary of PT Pertamina International EP (PIEP) which successfully contributed oil and gas production by 156 MBOEPD or 103 percent of the 2020 Quarter-1 target.

"This increase in production is mainly from field performance in Algeria," Dharmawan said.

“Kalau tentang mafia minyak dan gas itu saya selalu mengatakan ini seperti bau kentut, tercium tapi kalau dilihat siapa yang kentut susah, tapi dirasakan ada,” ujarnya.

Menurut Kardaya, praktik mafia minyak dan gas sulit diselidik lantaran kebanyakan dari mereka beraksi mengikuti peraturan yang ada. Namun mereka memanfaatkan celah-celah dari ketentuan yang berlaku.

“Mafia minyak dan gas ini melihat peluang kalau pembelian minyak terasa lebih mahal dari yang semestinya, nah itulah tanda-tandanya. Sebetulnya mafia minyak dan gas ini susah dilihat karena mereka bekerja mengikuti peraturan ketentuan, ya legal saja. Tapi mereka memanfaatkan celah-celah dari peraturan yang ada,” tambahnya.

Dia mencontohkan, misalnya ada proyek minyak dan gas yang diikuti oleh beberapa perusahaan. Jika ditelusuri ternyata induk dari induk perusahaan-perusahaan yang ikut tender merupakan satu pihak. “Karena pejabat itu takutnya hanya satu, yaitu kehilangan jabatan, dengan tuhan saja pejabat tidak takut, setelah disumpah pejabat itu melakukan hal aneh-aneh,” tutup Kardaya.

Bukti Mafia Minyak dan gas, kilang tidak segera dibangun

Sebelumnya menurut hitungan tim reformasi tata kelola pejabat yang dipimpin Faisal Basri sewaktu membongkar praktik mafia pejabat pada 2014-2015 lalu di tubuh Petral, diketahui para importir minyak ini bisa mendapatkan USD 1 sampai USD 3 dari tiap barel impor minyak ke Indonesia. Ini Bukti Ada Mafia minyak dan gas. 

Terkait mafia minyak dan gas kini pemerintahan Jokowi kembali melakukan upaya untuk memberantasnya. Lantas apa buktinya mafia minyak dan gas masih berkeliaran? Pengamat Ekonomi Energi dari Universitas Gadjah Mada (UGM) Fahmy Radhi mengatakan, salah satu bukti adanya mafia minyak dan gas adalah tidak adanya pembangunan kilang minyak dan gas.

“Ada upaya sistemik menghalangi pembangunan kilang. Itu kan dikeluhkan Jokowi juga, sudah 35 tahun Pertamina tidak membangun kilang, padahal banyak juga investor seperti Saudi Aramco, ada Rosneft Rusia, ada OOG (Overseas Oil & Gas) Oman itu sudah dalam tahap penandatanganan framework agreement, tapi sampai sekarang tidak ada satu pun yang bisa direalisasikan,” tuturnya.

Fahmi yang pernah menjadi Tim Anti Mafia minyak dan gas yang pernah diketuai oleh Faisal Basri, meyakini mafia minyak dan gas erat kaitannya dengan impor. Mereka bisa hidup terus jika Indonesia masih terus impor minyak dan gas, oleh karena itu mereka melakukan berbagai cara untuk menghalanginya.

“Jadi kalau berdasarkan pada hasil temuan kami dulu, kemudian melihat gejala sekarang ini, salah satu indikatornya memang peningkatan impor minyak dan gas, dan mafia minyak dan gas bermain di jalur impor tadi, berburu rente di impor" tambahnya.

Besarnya impor minyak dan gas memang sudah menjadi perhatian Jokowi. Presiden mengaku sudah mengetahui nama dalang di balik impor minyak dan gas yang mencapai 800 ribu barel per hari.

Pertamina Is Ready to Integrate TPPI with GRR Tuban



After controlling 51% of Tuban Petro's majority shares, Pertamina is ready to integrate PT Trans-Pacific Petrochemical Indotama (TPPI) Refinery which is a subsidiary of Tuban Petro with the Grass Root Refinery (GRR) Tuban mega project.

Pertamina President Director Nicke Widyawati explained that the restructuring of Tuban Petro is part of Pertamina's refinery which prioritizes flexibility, in which the refinery mode can switch to either petrochemical or mogas modes. This makes the refinery production can adjust to the demand at the time of operation.

Then with the integrated supply of raw materials between one refinery and other refineries, it is hoped that it can also improve efficiency in terms of both operational expenses and capital expenditures, so as to achieve maximum profitability. With a maximum level of profitability, Pertamina refinery projects will be able to become sustainable businesses in the future.

"So it is clear that our ongoing refinery project will become a sustainable business because it can adapt to market needs and be supported by integration between our refineries and other Pertamina infrastructure," Nicke said.

Nicke said that Pertamina is currently developing refineries in 6 locations, the construction of which is integrated with the construction of a petrochemical plant. One of them is the Tuban GRR which will later be integrated with TPPI, with a 7 km connecting pipeline being built.

Nicke added, the petrochemical business market opportunity is currently around Rp 40-50 trillion per year. In addition, the petrochemical business also has a higher margin than fuel oil.

Nicke said the move to integrate the TPPI refinery with GRR in Tuban was carried out by Pertamina by carrying out a corporate action to purchase Rp. 3.2 trillion in the Tuban Petro series B shares, so that Pertamina currently controls a 51 percent majority stake. By controlling majority shares, Pertamina has controlling shares in order to develop TPPI.

Nicke explained, starting in 2020 according to the RKAP, Pertamina will increase the aromatic production of TPPI refineries from currently 46 thousand tons to 55 thousand tons. In the long term, Pertamina will also build an Olefin Center, so that later the TPPI will produce petrochemicals of 700 thousand tons per year.

At the same time, the Tuban GRR megaproject will have a petrochemical production facility with 1,205 ktpa of polypropylene products, 1,317 ktpa of paraxylene and 750 ktpa of polyethylene.

Tuban Refinery Built, Residents Do Not Become Spectators



Republic of Indonesia House of Representatives Commission VII (DPR RI) of the Electoral District of Tuban-Bojonegoro, Rama Juwita Sari hopes that the public will not become spectators When the Rosneft Tuban oil refinery is established. 


"Rama Juwita Sari, at least 70 percent of Tuban residents must participate and work in the Pertamina company which is in the commission of VII. They continue to convey that local workers must be employed at least 70 percent of local residents," said Rama Juwita.

She added the establishment of the Tuban refinery needs to be welcomed by the community. The reason is, if it has already been built it will reduce oil imports by 30 percent. On the other hand, the economy of the Tuban Regency will automatically progress and develop. Seeing these conditions the community should improve so that the existence of the Tuban refinery has a positive impact.

"If so far there are still those who refuse, the local government should immediately sit together to talk from day to day and find the best solution," said Rama Juwita Sari.

This DPR RI member said, if the problem of rejection continues to drag on, it will be exploited by individuals who are only looking for profit. Therefore, it is better if the Tuban District Government and the refusing community need to sit together.

"Do not let this problem drag on, let alone be exploited by persons who only seek personal gain," said Rama Juwita Sari.

Meanwhile, for the sake of residents being able to work at the Tuban refinery, the Regency Government should bridge by making training and skills training. In fact, Commission VII is currently continuing to encourage the Ministry of Energy and Mineral Resources and Oil and Gas SKK to immediately create an Oil and Gas Vocational High School (SMK) in Tuban Regency.

Kilang Tuban Dibangun, Warga Jangan Jadi Penonton


Anggota DPR RI Komisi VII Daerah Pemilihan Tuban-Bojonegoro, Rama Juwita Sari berharap, kepada masyarakat agar tidak menjadi penonton Saat kilang minyak Rosneft Tuban berdiri. 

     Rama Juwita Sari , minimal 70 persen warga Tuban harus ikut serta dan bekerja di perusahaan pertamina itu yang berada dikomisi VII terus menyampaikan agar tenaga kerja lokal harus dipekerjakan minimal 70 persen dari warga lokal," ujar Rama Juwita.

Rama Juwita menambahkan, berdirinya kilang Tuban ini perlu disambut oleh masyarakat. Pasalnya, bila sudah dibangun maka akan mengurangi impor minyak sebanyak 30 persen. 

    Di sisi lain, perekonomian Kabupaten Tuban secara otomatis akan maju dan berkembang. Melihat kondisi tersebut sebaiknya masyarakat perlu improvisasi agar keberadaan kilang Tuban ini memberikan dampak positif. 

"Jika selama ini masih ada yang menolak, sebaiknya pemerintah setempat segera duduk bersama berbicara dari hari ke hari dan temukan solusi yang terbaik," tutur Rama Juwita Sari.

Anggora DPR RI ini menuturkan, jika permasalahan penolakan masih terus berlarut, maka akan dimanfaatkan oleh oknum-oknum yang hanya mencari keuntungan. Oleh sebab itu, sebaiknya antara Pemerintah Kabupaten Tuban dan masyarakat penolak kilang perlu duduk bersama.

"Jangan sampai permasalahan ini berlarut-larut, apalagi dimanfaatkan oleh oknum-oknum yang hanya mencari keutungan pribadi," kata Rama Juwita Sari.

Sementara itu, demi warga dapat bekerja di kilang Tuban, sebaiknya Pemerintah Kabupaten menjembatani dengan membuat pelatihan-pelatihan dan training keahlian. 

     Bahkan, Komisi VII saat ini terus mendorong Kementerian ESDM dan SKK Migas agar segera membuat Sekolah Menengah Kejuruan (SMK) Minyak dan Gas di Kabupaten Tuban.
