Negotiable Gas Price Sakakemang Difficult

Deputy of Finance and Monetization of SKK Migas, Arief Setiawan Handoko, said that discussions related to gas prices have been carried out many times. 

    The calculation of the price according to the economy is carried out between the Repsol Cooperation Contract Contractor (KKKS) and the SKK Migas Deputy Planning team. 

    Arief is optimistic that an agreement can be reached in the near future or before the end of 2020 along with the Phase 1 development plan or plan of development (PoD) of the Sakakemang Block.

"The Sakakemang economic gas price will soon be met, in the near future," said Arief.

The difficulty of this negotiation is due to the government's decision to set a maximum industrial gas price of US $ 6 per MMBtu. So, Repsol as the Sakakemang Block operator has an objection to the gas price. This Spanish company wants a price above the US $ 7 per MMBtu which is considered still in accordance with the economic value of the project. 

    Unfortunately, Arief is reluctant to reveal how the progress and the amount of gas price discussed so far. What is clear, he hopes that Sakakemang gas price can be economical and in line with the gas price policy of US $ 6 per MMBtu which has been decided by the government.

"If we are from the commercial sector, we must look at the gas price policy of US $ 6 per MMBtu, so that the selling price is easier," said Arief.

As is known, industrial gas pricing is regulated in Presidential Regulation No. 4/2016 and Minister of Energy and Mineral Resources Regulation No. 8/2020. According to Arief, the regulation is correct and can encourage KKKS to optimize its production costs. Repsol Stakeholder Relations Manager, Amir Faisal Jindan, said that currently, his party is still conducting the POD 1 approval process with the government.

Repsol's continued development of the Sakakemang Block is constrained by the gas price which has not been agreed upon. Repsol and Pan Orient Exit the East Jabung Block

     Repsol SA and Pan Orient Energy said that they would divest ownership of the East Jabung Block after exploration activities did not find oil and gas reserves. Both companies must finalize their exact commitments before leaving the oil and gas block.

     This decision was made after the discovery of oil and gas reserves from drilling the Anggun-1 exploration well last year. However, the two companies have not yet submitted an official letter on the decision.

"In March there has been no official discussion about the KKKS (cooperation contract contractor) stopping this. We will ask again the KKKS commitments, "he said.

     He explained that if the Anggun-1 drilling had succeeded in finding oil and gas reserves, the contractor would continue drilling the Cantik-1 and Anggun-2 wells. However, because drilling failed to find oil and gas reserves (dry holes), the exploration activities in the East Jabung Block were decided to stop.

"If it is also continued exploration activities there might not be oil and gas findings. In fact, drilling a well for Anggun-1 costs the US $ 30 million, "he said.

     Referring to SKK Migas data, drilling Anggun-1 wells is part of the exact commitment agreed by the contractor with the government when given an extension of the exploration period at the beginning of last year. The Anggun-1 well was drilled on November 14, 2019, and completed on December 10 of the same year.

This year, it is planned that Repsol and Pan Orient will undertake two G&G studies and drilling Anggun-2 or Cantik-1 wells depending on the results of the Anggun-1 well drilling.

     After the decision of Repsol and Pan Orient to end activities in the East Jabung Block, SKK Migas reminded that the contractor must still fulfill the obligations of the seventh and eighth work commitments as agreed upon when given an extension of the exploration period.

Acquisition of the Southeast Jambi Block US $ 135,000

PT Pertamina (Persero) intends to increase cooperation with the Cooperation Contract Contractors (KKKS) to pursue a production target of 923,000 barrels of oil equivalent per day (boepd) this year. Pertamina hopes that the increase in production is in line with profit growth.

The signature value of the Southeast Jambi Block bonus that is part of the PHE is the US $ 135,000. When referring to the Bank Indonesia middle rate (IDX) of Rp. 14,413, the value is around Rp. 1.95 billion.

ESDM Accelerates Sakakemang Block

Luhut Asks for 1 Million BPD Oil Production to be Accelerated in 2025

"We want the target of 1 million BPD to be accelerated. They say in 2030, I ask for 2025, "he said in Jakarta.

According to him, the increase in oil production can be obtained from the optimization of existing oil and gas wells using EOR technology. At present, there are 23 oil and gas wells that can be boosted by EOR oil production. On Monday (3/2), his party and SKK Migas will discuss the technical increase in oil production.

"While exploring new wells, some of the old wells can be EOR. "The potential is still large, around 1.7 billion barrels," Luhut said.

Even now, Pertamina through Pertamina EP has also implemented EOR in Tanjung Field. The company has also signed the points of understanding between Pertamina and Repsol for full-scale management, including the implementation of surfactant-polymer EOR.

In the Jirak and Rantau Fields, Pertamina is conducting a study of the application of surfactant chemicals for the implementation of EOR in both fields. Furthermore, related to CO2 flooding, Pertamina is currently conducting studies in several fields, namely Jatibarang, Sukowati, and Ramba.

Pertamina also expanded this EOR activity to the oil and gas block managed by PT Pertamina Hulu Energi (PHE), namely in the North West Java Offshore Block, precisely in the Zulu Field and E-Main. In addition, in the near future the Batang field, which is operated by PHE Siak, will be an EOR steam flooding pilot project.

EOR activities were also promised by PT Medco E&P when signing the Rimau Block contract. Medco promises four full EOR chemical pre-injection fields, namely US $ 1.1 million in the second year, US $ 8.2 million in the third year, US $ 6.2 million in the fourth year, and the US $ 4.8 million in the fifth year.

In addition, Medco also plans for a full-field chemical EOR Phase I at the Kaji Harapan Field worth the US $ 1 million. Referring to the Ministry of Energy and Mineral Resources data, national oil lifting continues to fall.

Oil lifting reached 861 thousand BPD in 2012. However, the realization of oil lifting continued to fall to 779 thousand BPD in 2015. Lifting oil increased slightly in 2016 to 829 thousand BPD. After that, the realization of oil lifting continues to fall to 804 thousand BPD in 2017, 778 thousand BPD in 2018, and 746 thousand BPD last year.

Luhut Minta Produksi Minyak 1 Juta BPH Dipercepat di 2025

Menteri Koordinator Bidang Kemaritiman dan Investasi Luhut Binsar Pandjaitan meminta peningkatan produksi minyak hingga menjadi 1 juta barel per hari (bph) dipercepat pada 2025. 

Penerapan teknologi pengurasan minyak tahap lanjut (enhanced oil recovery/EOR) bisa dilakukan untuk merealisasikan target tersebut. Luhut menuturkan, Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) awalnya mengusulkan pencapaian produksi minyak 1 juta bph pada 2030. Namun, melihat dampak positif dari peningkatan produksi minyak dalam memperkecil impor energi, dirinya meminta agar pencapaian target produksi itu dipercepat.

“Kami mau target 1 juta bph itu dipercepat. Mereka bilang pada 2030, saya minta 2025,” kata dia di Jakarta.

Menurutnya, peningkatan produksi minyak itu bisa diperoleh dari optimasi sumur-sumur migas eksisting dengan menggunakan teknologi EOR. Saat ini, terdapat 23 sumur migas yang dapat digenjot produksi minyaknya dengan EOR. Pada Senin (3/2) ini, pihaknya dan SKK Migas akan membahas teknis peningkatan produksi minyak ini. 

“Sambil eksplorasi sumur baru, sumur lama kan ada yang bisa EOR. Masih besar [potensinya] sekitar 1,7 miliar barel,” ujar Luhut.

Kegiatan EOR salah satunya diharapkan dapat dilakukan di Blok Rokan yang kontraknya akan berakhir pada tahun depan. Pada saat meneken kontrak baru Blok Rokan, salah satu yang dijanjikan PT Pertamina (Persero) adalah pelaksanaan kegiatan EOR. 

Beberapa kegiatan itu yakni studi EOR senilai US$ 4 juta, stage-1 CEOR 7 pattern US$ 247 juta, dan stage-1 steam flood Kulin atau Rantau Bais US$ 88,6 juta. Luhut menegaskan, sudah tidak ada masalah terkait formula zat kimia yang kini masih diuji coba di Blok Rokan oleh Chevron Indonesia selaku operator saat ini. Pihaknya menginginkan Pertamina melakukan EOR dengan menggunakan formula zat kimia tersebut. Kegiatan EOR disebutnya harus dilakukan secepat mungkin.

“Biarkan gunakan saja yang punya Chevron, buat apa diganti terus? Saya bilang tadi supaya itu dibicarakan agar tidak lama lagi cari cara lain,” tegasnya. 

Dalam rapat dengan Dewan Perwakilan Rakyat (DPR) pekan lalu, Direktur Utama Pertamina Nicke Widyawati mengungkapkan, EOR merupakan salah satu kunci keberhasilan peningkatan produksi minyak di Blok Rokan.

Chevron Indonesia, selaku operator saat ini, telah mengkaji formula zat kimia yang akan dipakai dalam kegiatan EOR tersebut. Namun, pihaknya khawatir tidak dapat menggunakan formula yang sedang dibuat Chevron lantaran terdapat komponen yang tidak masuk dalam daftar biaya investasi yang dapat dikembalikan (cost recovery). 

“Kalau formula ini tidak diberikan ke kami, maka perlu waktu empat tahun lagi karena EOR ini spesifik untuk setiap lokasi. Alih kelola ini salah satu yang menjadi kunci adalah formula EOR,” kata Nicke Widyawati.

Kepala SKK Migas Dwi Soetjipto meyakinkan, hasiil uji coba dan kajian penerapan EOR di Blok Rokan oleh Chevron sudah masuk dalam bagian aset negara karena sudah dibiayai negara. Oleh karena itu Pertamina tidak perlu mengulang percobaan EOR di blok migas yang berlokasi di Riau tersebut. Tidak hanya EOR, Direktur Hulu Pertamina Dharmawan H Samsu menuturkan bahwa pihaknya diminta membuat inovasi guna mencapai target produksi minyak 1 juta bph.

“Kami harus lebih agresif dalam melakukan pengeboran, dan tingkat kesuksesannya ditingkatkan, kalau bisa jangan dry hole,” ujarnya.

Saat ini pun, Pertamina melalui Pertamina EP juga telah melaksanakan EOR di Lapangan Tanjung. Perseroan juga telah meneken pokok-pokok kesepahaman antara Pertamina dan Repsol untuk pengelolaan full scale tersebut, termasuk implementasi EOR surfaktan-polimer. 

Di Lapangan Jirak dan Rantau, Pertamina sedang melakukan studi aplikasi zat kimia surfaktan untuk implementasi EOR di kedua lapangan ini. Selanjutnya, terkait dengan CO2 flooding, Pertamina saat ini sedang melakukan studi di beberapa lapangan yaitu Jatibarang, Sukowati dan Ramba. 

Pertamina juga memperluas kegiatan EOR ini ke blok migas yang dikelola PT Pertamina Hulu Energi (PHE), yakni di Blok Offshore North West Java, tepatnya di Lapangan Zulu dan E-Main. Selain itu, di lapangan Batang yang dioperasikan oleh PHE Siak dalam waktu dekat akan dilakukan pilot project EOR steam flooding.

Kegiatan EOR juga dijanjikan PT Medco E&P ketika menandatangani kontrak Blok Rimau. Medco menjanjikan empat pre injection full field chemical EOR, yakni senilai US$ 1,1 juta pada tahun kedua, US$ 8,2 juta pada tahun ketiga, US$ 6,2 juta pada tahun keempat, dan US$ 4,8 juta pada tahun kelima. 

Selain itu, Medco juga merencanakan Fase-I full field chemical EOR di Lapangan Kaji Semoga senilai US$ 1 juta. Mengacu data Kementerian ESDM, lifting minyak nasional terus turun. 

Lifting minyak sempat mencapai 861 ribu bph pada 2012. Namun, realisasi lifting minyak ini terus turun menjadi 779 ribu bph pada 2015. Lifting minyak kembali naik sedikit pada 2016 menjadi 829 ribu bph. Setelah itu, realisasi lifting minyak terus turun menjadi 804 ribu bph pada 2017, 778 ribu bph pada 2018, dan 746 ribu bph pada tahun lalu.

Exploration Begins in 2023

The Sakakemang Block owned by Repsol, an oil and gas company from Spain, operates in Musi Banyuasin Regency, South Sumatra, and is confirmed to be operating the fastest in 2023.

    Musi Banyuasin Regent Dodi Reza Alex said Repsol's plan to exploit gas reserves in the block was classified as fast. The reason is only 5 years after the discovery of gas sources in the District of Bayung Lencir in February 2019.

"The latest information that we have received has not changed. Repsol will begin exploration in 2023 or no later than 2024, "he said.

Dodi said that currently, Repsol is still conducting a number of explorations around the discovery of gas in the Kaliberau 2 Well to further ensure the amount of gas content in the region. The plan is that Repsol will utilize existing lines to make corridor blocks like the oil and gas drilling process.

 "The Regency Government is very supportive of the steps taken by Repsol, and sincerely hopes exploration will soon materialize," he said.

The discovery of new gas reserves in the Kaliberau 2 Well (KBD2X) Sakakemang Block is said to be the fourth largest discovery in the world in the period 2018-2019. The KBD2X well in the Sakakemang Block is estimated to have a potential of approximately 2 Tcf (trillion cubic feet), or to be the best finding in oil and gas exploration in Indonesia within 18 years.

This discovery was made thanks to Repsol's decision to drill the 2nd inside the Sakakemang Block on August 20, 2018, with the help of two other consortium members, namely Petronas and Mitsui Oil Exploration.

Repsol work in the Sakakemang working area can be carried out after the company succeeded in purchasing the previous operator, Talisman, in 2015. The Repsol second exploration well in the Sakakemang Block has located about 60 km from the Suban giant gas field, Musi Banyuasin. In early February 2019,

Repsol then discovered the potential for gas reserves at a depth of 2,430 MD.

"The success of KBD2X will open exploration from South Sumatra to Central Sumatra," said Dodi.

In the near future, Dodi said that the Regency Government will coordinate with SKK Migas to make a road map for developing energy potential in Musi Banyuasin. The Regional Government hopes that Repsol can immediately produce and empower local residents according to their fields and expertise.

Eksplorasi Mulai 2023

Blok Sakakemang milik Repsol perusahaan minyak dan gas yang berasal dari Spanyol beroperasi di Kabupaten Musi Banyuasin, Sumatra Selatan dipastikan beroperasi paling cepat pada 2023. Bupati Musi Banyuasin Dodi Reza Alex mengatakan rencana Repsol untuk mengeksploitasi cadangan gas di blok itu tergolong cepat. Pasalnya hanya 5 tahun setelah penemuan sumber gas di Kecamatan Bayung Lencir tersebut pada Februari 2019. 

“Informasi terbaru yang kami terima tidak ada perubahan. Repsol akan memulai eksplorasi pada 2023 atau paling lambat 2024,” katanya.

Dodi mengatakan saat ini Repsol masih masih melakukan sejumlah eksplorasi di sekitar penemuan gas di Sumur Kaliberau 2 untuk semakin menyakinkan jumlah kandungan gas di kawasan tersebut. Rencananya, Repsol akan memanfaatkan jalur yang sudah ada (eksisting] untuk membuat blok koridor seperti pada umumnya proses pengeboran migas.

 “Pemerintah Kabupaten sangat mendukung langkah-langkah yang ditempuh Repsol, dan sangat berharap eksplorasi segera terwujud," ujarnya.

Penemuan cadangan gas baru di Sumur Kaliberau 2 (KBD2X) Blok Sakakemang disebut-sebut sebagai penemuan terbesar ke empat di dunia pada periode 2018-2019. Sumur KBD2X di Blok Sakakemang itu diperkirakan memiliki potensi kurang lebih 2 Tcf (trillion cubic feet), atau menjadi temuan terbaik dalam eksplorasi minyak dan gas di Indonesia dalam kurun waktu 18 tahun. 

Penemuan ini berkat keputusan Repsol melakukan pengeboran ke-2 di dalam Blok Sakakemang pada 20 Agustus 2018 dengan dibantu dua anggota konsorsium lainnya, yakni Petronas dan Mitsui Oil Exploration.

Pengerjaan Repsol di wilayah kerja Sakakemang ini dapat dilakukan setelah perusahaan tersebut berhasil membeli operator sebelumnya, Talisman, pada 2015. Sumur eksplorasi kedua Repsol di Blok Sakakemang ini berlokasi sekitar 60 km dari lapangan gas raksasa Suban, Musi Banyuasin. Pada awal Februari 2019, Repsol kemudian menemukan potensi cadangan gas pada kedalaman sumur 2.430 MD.

“Keberhasilan surnur KBD2X akan membuka eksplorasi dari Sumatra Selatan hingga ke Sumatra bagian Tengah,” kata Dodi.

Dalam waktu dekat, Dodi mengatakan Pemerintah Kabupaten akan berkoordinasi dengan SKK Migas untuk membuat peta jalan pengembangan potensi energi di Musi Banyuasin. Pemerintah Daerah berharap Repsol dapat segera berproduksi dan memberdayakan warga sekitar sesuai bidang dan keahliannya.
