Upstream Oil and Gas Requested Adoption of Technology



The Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) encourages the implementation of the latest technology to support oil and gas search activities to accelerate the development of 73 basins waiting to be explored.

    As the capital and technology-intensive industries, oil and gas exploration efforts should be supported by innovation and making new breakthroughs.

Innovations to support exploration have also been carried out in the South East Jambi Block. This time Repsol South East Jambi BM in Collaboration with CGG (Company General DuGeophisic) Aviation Indonesia used aircraft specifically designed to carry out aerial surveys. 

  This aircraft will be able to read ground level with the aim of finding new oil and gas reserves in the work area / South East Jambi Block, which is mostly located in Sarolangun Regency, Jambi Province.

Airborne Gravity-Gradiometry (AGG)

Exploration of Airborne Gravity-Gradiometry (AGG) activities in the airspace of Sarolangun Regency for 10 to 20 days, depending on the brightness of the weather every day. Through this method, data can be quickly obtained which will then be evaluated for oil and gas exploration activities, one of which is determining the location of seismic activities.

Head of SKK Migas, South Sumatra Representative Adiyanto Agus Handoyo said that in conducting air surveys using aircraft, Repsol ensured all aspects of safety and the environment and fulfilled the necessary permits as applicable in the upstream oil and gas industry.

Hulu Minyak dan Gas Diminta Adopsi Teknologi

Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) mendorong implementasi teknologi mutakhir untuk mendukung kegiatan pencarian minyak dan gas bumi guna mempercepat pengembangan 73 cekungan yang menunggu untuk dieksplorasi. 

Kepala SKK Migas Dwi Soetjipto mengatakan industri hulu migas harus adaptif terhadap perkembangan teknologi. Menurutnya, SKK Migas telah menempatkan teknologi sebagai salah satu pilar pada 5 (lima) transformasi Hulu Migas, seperti integrated operation center (IOC). 

    Sebagai industri yang padat modal dan padat teknologi upaya eksplorasi migas sebaiknya didukung dengan inovasi dan membuat terobosan baru.

“lndustri hulu migas harus adaptif terhadap perkembangan teknologi,” katanya.

Inovasi untuk mendukung eksplorasi juga telah dilakukan di Blok South East Jambi. Kali ini Repsol South East Jambi BM bekerjasama dengan CGG (Company General DuGeophisic) Aviation Indonesia menggunakan pesawat udara yang didesain khusus untuk melaksanakan survei udara. 

    Pesawat ini nantinya mampu membaca permukaan tanah dengan tujuan penemuan cadangan baru minyak dan gas bumi di wilayah kerja/Blok South East Jambi yang sebagian besar berlokasi di Kabupaten Sarolangun, Provinsi Jambi.

Eksplorasi kegiatan Airborne Gravity-Gradiometry (AGG) di wilayah udara Kabupaten Sarolangun selama 10 sampai dengan 20 hari, tergantung dari kecerahan cuaca setiap harinya. Melalui metode ini akan dapat dengan cepat diperoleh data-data yang kemudian akan dievaluasi kegiatan eksplorasi migas, salah satunya adalah penentuan lokasi kegiatan seismik.

Kepala SKK Migas Perwakilan Sumatra Bagian selatan Adiyanto Agus Handoyo mengatakan dalam pelaksanaan survey udara menggunakan pesawat, Repsol memastikan semua aspek keselamatan dan lingkungan dan memenuhi izin-izin yang diperlukan sebagaimana yang berlaku di industri hulu migas.

“Sudah menggunakan standar perusahaannya dengan memperhatikan kaidah-kaidah keselamatan yang berlaku di Indonesia dan Internasional,” katanya.

POD Sakakemang Completed in the First Quarter

Previously, Repsol as a new operator in the Sakakemang Block submitted a proven reserve certification of 1 TCF from the potential proven reserves of 2 TCF. Previously, SKK Migas Head Dwi Sutjipto said the number of delineation wells in the field development in Sakakemang Block was not too much. 

    For information, delineation wells are wells drilled with the aim of setting oil and gas reservoir limits and well productivity. If according to plan, the field will start producing (on-stream) in 2021.

POD Sakakemang Rampung Kuartal I

Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) menargetkan rencana Plan Of Development/POD Blok Sakakemang dapat rampung pada kuartal I/2020. 

Deputi Perencanaan SKK Migas Jafee Suadin mengatakan pihaknya sedang mempercepat penyelesaian POD Blok Sakakemang. Untuk itu, pihaknya akan bertemu dengan Repsol untuk membahas penyusunan POD.

“Tapi saya harus ketemu dengan Repsol,” katanya di Kantor Kementerian ESDM.

Dalam paparan Kinerja SKK Migas 2019 dan Rencana 2020, Jafee menyebut target penyelesaian POD Blok Sakakemang pada kuartlal I/2020.

“Blok Sakakemang diumumkan discovery Januari 2019, kalau dilihat rata-rata dari discovery sampai POD ke full stream bisa 10-15 thn. Target kami kuartal I/2020 ini bisa ada POD di Sakakemang,” katanya.

Namun Repsol masih menunggu penerbitan sertifikasi cadangan terbukti 1 TCF dari Pusat Penelitian dan Pengembangan Teknologi Minyak dan Gas Bumi (Lemigas) sebelum membahas nencana pengembangan. 

Sebelumnya, Repsol sebagai operator baru di Blok Sakakemang mengajukan sertiflkasi cadangan terbukti sebesar 1 TCF dari potensi cadangan terbukti 2 TCF.  Sebelumnya, Kepala SKK Migas Dwi Sutjipto mengatakan jumlah sumur delineasi dalam pengembangan lapangan di Blok Sakakemang belum terlalu banyak. 

    Sebagai informasi, sumur delineasi adalah sumur yang dibor dengan tujuan menetapkan batas reservoir minyak dan gas bumi dan produktivitas sumur. Apabila sesuai rencana, lapangan tersebut sudah mulai berproduksi (on-stream) pada 2021.

Encouraging the Development of Oil and Gas Block



Earlier this year, the national oil and gas sector began to run fast. This can be seen from the hard work of the Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) in encouraging the development of three oil and gas blocks, namely the Sanga Sanga Block in East Kalimantan, the South Sumatra Sakakemang Block, and the South Sumatra Merakes Field.

The development aims to boost the lifting of 1 million barrels of crude oil per day (BPD). Based on SKK Migas data, up to 30 December 2019, Indonesia's oil lifting was only reached 735,219 barrels per day (BPD) or 94.87% of the target of the State Budget (APBN).



Meanwhile, gas lifting was only reached 5,934 million cubic feet per day / MMscfd or 84.77% of the APBN target. The development of these three regions is like fresh air in the world of oil and gas. The amount of reserves contained in the three oil and gas blocks is expected to drive the achievement of the lifting target.

Based on an evaluation conducted by SKK Migas, the operator in the Sanga-Sanga Block namely Pertamina Hulu Sanga-Sanga has proposed drilling 755 new wells. The Sanga-Sanga block is projected to have 1.2 trillion cubic feet / Tcf of gas and 84.3 million barrels of oil / MMbo.

     Meanwhile, field development in the Sakakemang Block is still awaiting the issuance of 1 Tcf proven reserve certification from the Center for Research and Development of Oil and Gas Technology (Lemigas).

Repsol

Repsol, as the operator of Sakakemang Block, has just submitted a certification of proven reserves of 1 Tcf from the potential of proven reserves of 2 Tcf. The discovery of 2 Tcf of gas reserves came from the Kaliberau Dalam ZX well. If the reserve certification from Lemigas has been obtained, Repsol can directly develop the Work Area in the first quarter / 2020. Meanwhile, the production process can begin in 2021.

On the contrary, currently, the Merakes field development plan has been approved by SKK Migas. Eni East Sepinggan Ltd, the operator of the East Sepinggan Block, said that gas reserves in the Merakes Field are estimated to reach 2 Tcf.

The government's strategy to encourage the development of a number of working areas cannot be separated from efforts to maintain the risk of increasing the deficit in the state budget due to oil and gas lifting targets that have not been achieved in recent years. 

     Not only that, but the government is also trying to spur oil and gas cooperation contract contractors (KKKS) who have old oil and gas wells to use the Enhanced Oil Recovery (EOR) technique. The use of this high technology to withstand the decline in natural production from a number of wells.

Oil and gas KKKS that use EOR technology will receive incentives from the government so that the economic value of the project can be maintained. In addition, the government also seeks to create a conducive investment climate so that oil and gas investors enter Indonesia.

A number of strategies taken by the government to encourage national oil and gas production are important to achieve because the community's need for energy sources is still very large. 

     However, all the efforts made by the government will not succeed without the support of stakeholders in the oil and gas industry. New innovations from investors used to explore potential areas need to achieve increased national oil and gas production.

Mendorong Pengembangan Blok Migas

Awal tahun ini, sektor minyak dan gas nasional mulai berlari kencang. Hal ini dapat dilihat dari upaya keras Satuan Kerja Khusus Pelaksana Kegiatan Usaha hulu Minyak dan Gas Bumi (SKK Migas) dalam mendorong pengembangan tiga blok migas, yakni Blok Sanga Sanga Kalimantan Timur, Blok Sakakemang Sumatra Selatan, dan Lapangan Merakes Sumatra Selatan. 

Pengembangan tersebut bertujuan menggenjot lifting minyak mentah 1 juta barel per hari (bph). Berdasarkan data SKK Migas, hingga 30 Desernber 2019, lifting minyak Indonesia hanya tercapai 735.219 barel per hari (bph) atau 94,87% dari target Anggaran Pendapatan dan Belanja Negara (APBN).

Adapun, lifting gas hanya tercapai 5.934 juta kaki kubik per hari/MMscfd atau 84,77% dari target APBN. Pengembangan dari tiga wilayah tersebut tidak ubahnya angin segar di dunia minyak dan gas. Jumlah cadangan yang terkandung di tiga blok minyak dan gas tersebut diharapkan dapat mendorong pencapaian target lifting.

Berdasarkan evaluasi yang dilakukan SKK Migas, operator di Blok Sanga-Sanga yakni Pertamina Hulu Sanga-Sanga telah mengajukan pengeboran 755 sumur baru. Blok Sanga-Sanga diproyeksikan memiliki 1,2 triliun kaki kubik/Tcf gas dan 84,3 juta barel minyak/MMbo. 

    Sementara itu, untuk pengembangan lapangan di Blok Sakakemang masih menunggu penerbitan sertifikasi cadangan terbukti 1 Tcf dari Pusat Penelitian dan Pengembangan Teknologi Minyak dan Gas Bumi (Lemigas).

Repsol, sebagai operator Blok Sakakemang, baru saja mengajukan sertifikasi cadangan terbukti sebesar 1 Tcf dari potensi cadangan terbukti 2 Tcf. Penemuan cadangan gas sebesar 2 Tcf tersebut berasal dari sumur Kaliberau Dalam ZX. 

     Jika sertifikasi cadangan dari Lemigas sudah didapatkan maka Repsol bisa langsung mengembangkan Wilayah Kerjanya tersebut pada kuartal I/2020. Sementara itu, proses produksi dapat dimulai pada 2021.

Sebaliknya, saat ini rencana pengembangan lapangan Merakes telah disetujui oleh SKK Migas. Eni East Sepinggan Ltd, operator Blok East Sepinggan, menyatakan bahwa cadangan gas di Lapangan Merakes diperkirakan rnencapai 2 Tcf. 

Strategi pemerintah untuk mendorong pengembangan sejumlah wilayah kerja ini tidak lepas dari upaya menjaga risiko peningkatan defisit dalam APBN akibat target lifting migas yang beberapa tahun ini tidak tercapai. 

    Tidak cukup hanya itu, pemerintah juga berupaya memacu kontraktor kontrak kerja sama (KKKS) migas yang memiliki sumur migas tua untuk menggunakan teknik Enhanced Oil Recovery (EOR). Penggunaan teknologi tinggi ini untuk menahan penurunan produksi alami dari sejumlah sumur.

KKKS migas yang menggunakan teknologi EOR akan mendapatkan insentif dari pemerintah, sehingga nilai keekonomian proyek dapat terjaga. Selain itu, pemerintah juga berupaya menciptakan iklim investasi yang kondusif agar investor migas yang masuk ke Indonesia bertambah. 

Sejumlah strategi yang diambil pemerintah untuk mendorong produksi migas nasional tersebut menjadi penting untuk dicapai, karena kebutuhan masyarakat terhadap sumber energi masih sangat besar. 

     Namun, seluruh upaya yang dilakukan oleh pemerintah tersebut tidak akan berhasil tanpa dukungan para pihak yang berkepentingan di industri migas. Inovasi baru dari investor yang digunakan untuk mengeksplorasi area potensial perlu untuk mencapai peningkatkan produksi migas nasional.

SKK Migas Accelerates Approval of Oil and Gas Block Development Plan



The Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) will accelerate the approval of the plan to develop several oil and gas blocks to achieve the oil production target of 1 million barrels per day (BPH). 


    The reason is, until the end of 2019, national oil lifting was recorded at only 735,219 bpd. Head of SKK Migas Dwi Soetjipto said, his party had begun the process of accelerating the plan of development / PoD for oil and gas blocks, both for production and exploration blocks.

At present, he still sees what incentives must be given so that the continued development of the Sanga-Sanga Block is very economical. Furthermore, he will submit the proposed incentive to the Minister of Energy and Mineral Resources. Drilling wells in the Sanga-Sanga Block are needed to boost the block's oil and gas production.

The 755 wells have a gas potential of 1.2 trillion cubic feet and oil of 84.3 million barrels. Regarding Sakakemang Block, Dwi said, Repsol SA as the contractor's cooperation contract (KKKS) had completed the delineation process of oil and gas reserves. 

    However, the contractor is still waiting for reserve certification from the government-owned research and development agency ESDM (Energy Mineral Resources) which operates in the upstream oil and gas sector (Lemigas).

"If you have received certification, then POD can be expected to be included in this first quarter and hopefully by the end of 2021 it can be on stream," he said.

Dwi explained that the potential for Sakakemang Block gas reserves reaches 2 trillion cubic feet. However, to accelerate development, reserve certification is only carried out for a portion of the existing potential, namely 1 trillion cubic feet. For certification, all potentials still need additional drilling.

In addition to the three oil and gas blocks, SKK Migas has approved further development plans for the Mahakam Block. Earlier in its official statement, SKK Migas announced that PT Pertamina Hulu Mahakam would drill 257 wells in five fields in the Mahakam Block during the 2020-2022 period. The investment cost is the US $ 1.5 billion.

    SKK Migas will also ensure that the approved POD goes according to plan. Regarding the Merakes Block, PoD was approved in 2018. In the PoD, ENI plans to drill six underwater wells and build an underwater pipeline system that will be connected to the floating production facility / FPU Jangkrik in the Muara Bakau Block.

    The Merakes Field is targeted to start operating in 2021 with a production peak estimated to reach 60,305 barrels of oil equivalent per day / boepd.

Target Lifting

To pursue the oil production target of 1 million BPD, SKK Migas also recently inaugurated the Integrated Operation Center (IOC). According to Dwi, with this system, his party can oversee the operational activities of all KKKS in Indonesia every day online. In addition, his party can provide input to KKKS before events occur that hamper oil and gas production targets. Although, not all KKKS data are integrated with this system.

"In 2020, hopefully, it can be integrated with exploitation blocks of at least 90%," he said.

In the first phase, the development of IOC has resulted in integration and supervision online and in real-time. For the next development phase, the IOC will be equipped with data management and analysis. With IOC, SKK Migas hopes that the implementation of oil and gas operations in 2020 can be even better.

"At this time the IOC has also been able to monitor the implementation of drilling work so that it will be easier to conduct supervision. So that precautions can be taken if there is potential for delays in drilling work, "Dwi said.

As is known, in 2019 oil and gas lifting in 2020 is targeted at 755 thousand BPD for oil and 1.19 million barrels of oil equivalent per day for gas. Meanwhile, referring to SKK Migas data, the realization of lifting up to 31 December 2019 was recorded at only 735,219 BPD or 94.8% of the targeted 775 thousand BPD APBN and gas at only 5,934 million cubic feet per day (mmscfd) or 84.7% of the target of 7,000 mmscfd .

   Although, in terms of the activities carried out, the realization in 2019 is better than 2018. For details, the realization of well work was recorded at 821 or rose 30%, well drilling reached 320 wells or rose 5%, and 3D seismic activity jumped 475% to 6,837 square kilometers.

Dwi explained, there are several SKK Migas strategies in increasing national oil and gas production. It will maintain existing production levels to remain high, convert resources that have been found into proven reserves that can be produced, accelerate chemical injection through advanced drainage activities (EOR), as well as exploration for major discoveries.

National oil lifting, referring to data from the Ministry of Energy and Mineral Resources, had reached 861 thousand BPD in 2012. However, the realization of oil lifting continued to fall to 779 thousand BPD in 2015. Lifting oil again rose slightly in 2016 to 829 thousand BPD.


After that, the realization of oil lifting continues to fall to 804 thousand BPD in 2017 and 778 thousand BPD in 2018. While national gas lifting has continued since 2012, which once reached 1.2 million barrels of oil equivalent per day / boepd. Even in the last four years, national gas lifting has been below 1.2 million bopeds. In particular, gas lifting continues to fall to 1.19 million boepd in 2015, 1.18 million boepd in 2016, 1.14 million boepd in 2017, and 1.13 million boepd in 2019.

SKK Migas Percepat Persetujuan Rencana Pengembangan Blok Migas

Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) akan mempercepat persetujuan persetujuan rencana pengembangan beberapa blok migas untuk mencapai target produksi minyak 1 juta barel per hari (BPH). 

     Pasalnya, hingga akhir tahun 2019 lalu, lifting minyak nasional tercatat hanya sebesar 735.219 bph. Kepala SKK Migas Dwi Soetjipto menuturkan, pihaknya telah memulai proses percepatan plan of development/PoD blok migas, baik untuk blok produksi maupun eksplorasi. 

Beberapa lapangan yang ditargetkannya sudah mendapat persetujuan PoD ini yakni Sanga-Sanga, Sakakemang, dan Merakes. Menurut dia, operator Blok Sanga-Sanga yakni PT Pertamina Hulu Sanga-Sanga, telah mengajukan proposal rencana pengembangannya yang meliputi pengeboran 755 sumur. Namun, lantaran operator meminta insentif dari pemerintah, maka persetujuan PoD menunggu keputusan terkait insentif tersebut.

“Sanga-sanga punya potensi besar, tentu saja perlu kalkulasi mengenai keekonomian itu. Menteri Energi dan Sumber Daya Mineral Arifin Tasrif sudah memberikan support bahwa kami akan lebih fleksibel di dalam melihat tingkat keekonomian, artinya perubahan insnetif akan dimungkinkan,” jelas Dwi

Saat ini, pihaknya masih melihat insentif apa yang harus diberikan agar pengembangan lanjutan Blok Sanga-Sanga ini sangat ekonomis. Selanjutnya, pihaknya akan mengajukan usulan insentif ini kepada Menteri ESDM. Pengeboran sumur di Blok Sanga-Sanga dibutuhkan untuk menggenjot produksi migas blok tersebut. 

Ke-755 sumur ini memiliki potensi gas 1,2 triliun kaki kubik dan minyak 84,3 juta barel. Terkait Blok Sakakemang, Dwi menyebutkan, Repsol SA selaku kontraktor kontrak kerja sama (KKKS) blok tersebut telah merampungkan proses deliniasi cadangan migas. Namun, kontraktor masih menunggu sertifikasi cadangan dari lembaga penelitian dan pengembangan ESDM (Energi Sumber Daya Mineral) milik pemerintah yang beroperasi dalam bidang hulu Migas (Lemigas). 

“Kalau sudah mendapat sertifikasi, maka POD bisa diharapkan bisa dimasukkan di triwulan pertama ini dan diharapkan akhir 2021 bisa on stream,” tutur dia. 

Dwi sempat menjelaskan, potensi cadangan gas Blok Sakakemang mencapai 2 triliun kaki kubik. Namun, untuk mempercepat pengembangan, sertifikasi cadangan hanya dilakukan untuk sebagian potensi yang ada, yakni 1 triliun kaki kubik. Untuk sertifikasi seluruh potensi yang ada masih membutuhkan tambahan pengeboran. 

Selain ketiga blok migas tersebut, SKK Migas telah menyetujui rencana pengembangan lanjutan untuk Blok Mahakam. Sebelumnya dalam keterangan resminya, SKK Migas mengumumkan bahwa PT Pertamina Hulu Mahakam akan mengebor 257 sumur di lima lapangan di Blok Mahakam selama periode 2020-2022. 
Biaya investasi yang dikucurkan yakni sebesar US$ 1,5 miliar. SKK Migas juga akan memastikan POD yang telah disetujui berjalan sesuai rencana. Terkait Blok Merakes, PoD telah disetujui pada 2018 lalu. 

     Dalam PoD tersebut, ENI rencananya akan mengebor enam sumur bawah laut serta membangun sistem pipa bawah laut yang akan terhubung dengan fasilitas produksi terapung/FPU Jangkrik di Blok Muara Bakau. Lapangan Merakes ditargetkan mulai beroperasi pada 2021 dengan puncak produksi yang diperkirakan bisa mencapai 60.305 barel setara minyak per hari/boepd.

Target Lifting

Untuk mengejar target produksi minyak 1 juta bph, SKK Migas juga baru saja meresmikan Integrated Operation Center (IOC). Menurut Dwi, dengan sistem ini, pihaknya bisa mengawasi kegiatan operasi seluruh KKKS di Indonesia setiap hari secara online. Selain itu, pihaknya dapat memberikan masukan kepada KKKS sebelum terjadi kejadian yang menghambat target produksi migas. Walaupun, belum seluruh data KKKS terintegrasi dengan sistem ini. 

“Pada 2020 ini, mudah-mudahan bisa untuk integrasi dengan blok eksploitasi paling tidak 90%,” ujarnya. 

Pada fase pertama, pengembangan IOC telah dihasilkan integrasi dan pengawasan secara online dan real time. Untuk fase pengembangan tahap berikutnya, IOC akan dilengkapi dengan manajemen dan analisis data. Dengan IOC, SKK Migas berharap pelaksanaan kegiatan operasi migas di 2020 dapat lebih bagus lagi.

“Saat ini di IOC juga telah mampu memonitor pelaksanaan pekerjaan drilling, sehingga akan semakin memudahkan dalam melakukan pengawasan. Sehingga dapat dilakukan tindakan pencegahan jika ada potensi keterlambatan pekerjaan drilling,” ujar Dwi. 

Seperti diketahui, pada tahun 2019 lifting migas tahun 2020 ditargetkan sebesar 755 ribu bph untuk minyak dan 1,19 juta barel setara minyak per hari untuk gas. Sementara itu, mengacu data SKK Migas, realisasi lifting hingga 31 Desember 2019 tercatat hanya 735.219 bph atau 94,8% dari target APBN 775 ribu bph dan gas hanya 5.934 juta kaki kubik per hari (mmscfd) atau 84,7% dari target 7.000 mmscfd. 

Walaupun, dari sisi kegiatan yang dilakukan, realisasi di 2019 lebih baik dari 2018. Rincinya, realisasi pekerjaan kerja ulang sumur tercatat sebanyak 821 atau naik 30%, pengeboran sumur mencapai 320 sumur atau naik 5%, dan kegiatan seismik 3D melonjak 475% menjadi 6.837 kilometer persegi.

Dwi menjelaskan, ada beberapa strategi SKK Migas dalam meningkatkan produksi migas nasional. Pihaknya akan mempertahankan tingkat produksi eksisting agar tetap tinggi, mengubah sumber daya yang telah ditemukan menjadi cadangan terbukti agar bisa diproduksi, mempercepat injeksi kimia melalui kegiatan pengurasan tahap lanjut (Enhance Oil Recovery/EOR), serta eksplorasi untuk penemuan besar. 

Lifting minyak nasional, mengacu data Kementerian ESDM, sempat mencapai 861 ribu bph pada 2012. Namun, realisasi lifting minyak ini terus turun menjadi 779 ribu bph pada 2015. Lifting minyak kembali naik sedikit pada 2016 menjadi 829 ribu bph. 

Setelah itu, realisasi lifting minyak terus turun menjadi 804 ribu bph pada 2017 dan 778 ribu bph pada 2018. Sementara lifting gas nasional terus sejak 2012 yang pernah mencapai 1,2 juta barel setara minyak per hari/boepd. Bahkan dalam empat tahun terakhir, lifting gas nasional sudah di bawah 1,2 juta boped. Rincinya, lifting gas terus turun menjadi 1,19 juta boepd pada 2015, 1,18 juta boepd pada 2016, 1,14 juta boepd pada 2017, dan 1,13 juta boepd pada tahun 2019 lalu.

The Government Asks for Corridor Block Production Not to Decline



Minister of Energy and Mineral Resources (ESDM) Arifin Tasrif urged that oil and gas Corridor Block production be maintained or even increased. This follows that a Corridor Block (2023-2043) production cooperation contract (PSC) has been signed.

     Arifin said, after the current contract expired at the Corridor Block was again managed by the existing contractor namely ConocoPhilip (Grissik) Ltd, Talisman Corridor LTd (Repsol), and PT Pertamina Hulu Energi Corridor.

Because the government considers that the existing contractor has good technical and financial skills to continue managing this block. He hopes the existing contractor can make a positive contribution to state revenue and national oil and gas production.

      Especially considering the Corridor Block is one of the largest natural gas producer blocks in Indonesia with gas production of 1,100 million cubic feet per day (million standard cubic feet per day / mmscfd) or 12% of total national production, and oil and condensate 6,600 barrels per day ( bph).

"With the contract extension being signed, so that [the contractor] not only maintains, but also increases the rate of oil and gas production in the Corridor Block, and seeks to discover new oil and gas reserves through exploration activities," he said in Jakarta.

Based on ESDM Ministry data, the new PSC Corridor Block will use a gross split scheme. Regarding the profit sharing (split), for base split and variable split, KKKS received a 48.5% allocation for oil and 53.5% for gas. Furthermore, progressive splits will be adjusted to developments in oil prices and cumulative oil and gas production. 

     Furthermore, the portion of participating interest rights (participating interest / PI) in the Corridor Block will also change after 2023. At present, ConocoPhilips holds a PI of 54%, Repsol 36%, and Pertamina 10%. After the existing PSC ends, ConocoPhilips has a 46% stake, Pertamina 30%, and 24% Repsol.

According to Arifin, before the contract was signed, the existing cooperation contract contractor (KKKS) had deposited a signature bonus of US $ 250 million. In addition, the contractor also promised a five-year fixed work commitment (KKP) of US $ 250 million. This number is the second largest since the signing of the contract in Indonesia.

"Hopefully with the signing of the Corridor Block gross split contract, it will hopefully arouse investors' enthusiasm for investment in Indonesia's upstream oil and gas," he said.

Referring to the Ministry of Energy and Mineral Resources data, KKKS has proposed a number of activities that will be carried out using KKP funds. In the first year, the contractor will work on drilling one well in Rowung Lower Palembang-1 worth US $ 2.4 million and 3D seismic acquisition of US $ 23.93 million. In the second year, activities that will be carried out are drilling one well in Suban Lower Palembang-1 US $ 11.6 million and 3D seismic acquisition of US $ 31.53 million.

Following this, activities planned for the third year included the work of Telisa Well with two wells valued at US $ 20 million, 3D seismic acquisition of US $ 25 million, and the development of Suban Far East at US $ 33.04 million. 

     In the fourth year, the contractor will work on Telisa Well one well worth US $ 18.04 million, another prospect of US $ 28.2 million, and 3D seismic acquisition of US $ 20 million. Finally, in the fifth year, the activities that will be carried out are the development of Suban Far East of US $ 8.26 million and other prospects of US $ 28 million.

Although still managed by the existing contractor, the holder of the Corridor Block operator will change. Currently the operator of this block is ConocoPhilips. For three years, after 19 December 2023 to 19 December 2026, ConocoPililip remained the Corridor Block operator. After that, this block will enter the operatorhip transition period, where Pertamina will then switch to the operator. 

     The government did not specify how long this transition period would be. PT Pertamina Hulu Energi Corridor (PHE Corridor) President Director Taufik Aditiyawarman said, based on current data, the Corridor Block has an area of ​​2,095.25 kilometers square (km2) which is mostly located in South Sumatra Province. Pertamina also has four active work areas in the South Sumatra area, namely Pertamina EP Asset 1, Jambi Merang PHE, Ogan Komering PHE, and Raja Tempirai PHE.

Pemerintah Minta Produksi Blok Corridor Tidak Turun


Menteri Energi dan Sumber Daya Mineral (ESDM) Arifin Tasrif mendorong agar produksi migas Blok Corridor bisa dipertahankan atau bahkan dinaikkan. Hal ini menyusul telah ditandatangani kontrak kerja sama atau (production sharing contract/PSC) Blok Corridor untuk 2023-2043. 

     Arifin menuturkan, setelah kontrak yang berlaku saat ini berakhir pada Blok Corridor kembali dikelola oleh kontraktor eksisting yakni ConocoPhilip (Grissik) Ltd, Talisman Corridor LTd (Repsol), dan PT Pertamina Hulu Energi Corridor. 

Pasalnya, pemerintah menilai bahwa kontraktor eksisting memiliki kemampuan teknis dan keuangan yang baik untuk melanjutkan pengelolan blok ini. Pihaknya berharap kontraktor eksisting dapat memberikan kontribusi positif bagi penerimaan negara dan produksi migas nasional. 

     Apalagi mengingat Blok Corridor merupakan salah satu blok produsen gas bumi terbesar di Indonesia dengan produksi gas 1.100 juta kaki kubik per hari (million standard cubic feet per day/ mmscfd) atau 12% dari total produksi nasional, dan minyak dan kondensat 6.600 barel per hari (bph).

“Dengan ditandatanganinya perpanjangan kontrak, agar [kontraktor] tidak hanya mempertahankan, tetapi juga meningkatkan laju produksi migas di Blok Corridor, dan mengupayakan penemuan cadangan migas baru melalui kegiatan eksplorasi,” kata dia di Jakarta.

Berdasarkan data Kementerian ESDM, PSC baru Blok Corridor akan menggunakan skema bagi hasil kotor (gross split). Terkait besaran bagi hasil (split), untuk base split dan variable split, KKKS memperoleh jatah 48,5% untuk minyak dan 53,5% untuk gas. 

     Selanjutnya, progressif split akan disesuaikan dengan perkembangan harga minyak dan kumulatif produksi migas. Selanjutnya, porsi kepemilikan hak partisipasi (participating interest/PI) di Blok Corridor juga akan berubah setelah 2023. Saat ini, ConocoPhilips memegang PI sebesar 54%, Repsol 36%, dan Pertamina 10%. Setelah PSC yang ada berakhir, ConocoPhilips memiliki saham 46%, Pertamina 30%, dan Repsol 24%.

Menurut Arifin, sebelum kontrak diteken, kontraktor kontrak kerja sama (KKKS) eksisting telah menyetorkan bonus tanda tangan sebesar US$ 250 juta. Selain itu, kontraktor juga menjanjikan komitmen kerja pasti (KKP) untuk lima tahun sebesar US$ 250 juta. Jumlah ini merupakan terbesar kedua sejak penandatanganan kontrak di Indonesia.

“Semoga dengan ditandatanganinya kontrak gross split Blok Corridor ini semoga semakin membangkitkan gairah investor untuk investasi di hulu migas Indonesia,” ujar dia. 

Mengacu data Kementerian ESDM, KKKS telah mengajukan sejumlah kegiatan yang akan dikerjakan menggunakan dana KKP. Pada tahun pertama, kontraktor akan menggarap pengeboran satu sumur di Dayung Lower Palembang-1 senilai US$ 2,4 juta dan akuisisi seismik 3D US$ 23,93 juta. Di tahun kedua, kegiatan yang akan dilakukan adalah pengeboran satu sumur di Suban Lower Palembang-1 US$ 11,6 juta dan akuisisi seismik 3D US$ 31,53 juta. 

Berikutanya, kegiatan yang direncanakan di tahun ketiga mencakup pengerjaan Telisa Well sebanyak dua sumur senilai US$ 20 juta, akuisisi seismik 3D US$ 25 juta, dan pengembangan Suban Far East US$ 33,04 juta. Pada tahun keempat, kontraktor akan mengerjakan Telisa Well satu sumur senilai US$ 18,04 juta, prospek lain US$ 28,2 juta, dan akuisisi seismik 3D US$ 20 juta. Terakhir, di tahun kelima, kegiatan yang akan dikerjakan adalah pengembangan Suban Far East US$ 8,26 juta dan prospek lain US$ 28 juta.

Meski tetap dikelola kontraktor eksisting, pemegang operator Blok Corridor akan berubah. Saat ini operator blok ini adalah ConocoPhilips. Selama tiga tahun, setelah 19 Desember 2023 hingga 19 Desember 2026, ConocoPhilip tetap menjadi operator Blok Corridor. 

     Setelah itu, blok ini akan memasuki masa transisi operatorship, di mana kemudian Pertamina akan beralih menjadi operator. Pemerintah tidak menentukan berapa lama masa transisi ini. 

     Direktur Utama PT Pertamina Hulu Energi Corridor (PHE Corridor) Taufik Aditiyawarman mengatakan, berdasarkan data saat ini, Blok Corridor memiliki luas 2.095,25 kilometer persegi (km2) yang sebagian besar berada di Provinsi Sumatera Selatan. Pertamina juga memiliki empat wilayah kerja aktif di area Sumatera Selatan, yaitu Pertamina EP Aset 1, PHE Jambi Merang, PHE Ogan Komering, dan PHE Raja Tempirai.

Repsol Can Extend Exploration of Andaman Block III



The Aceh Oil and Gas Management Agency (BPMA) said Repsol had obtained approval from the Ministry of Energy and Mineral Resources (ESDM) for the extension of the Andaman III Block exploration period. BPMA Deputy of Operations and Planning Teuku Muhammad Faisal said the extension was given for two years.

"The obligation to make a joint account and performance bond has been carried out, now all that remains is to prepare the drilling plan," said Faisal.



The drilling plan by Repsol will include drilling one well. Faisal said, Repsol submitted an extension request for one year, but for maximum results, BPMA recommended two years to the Ministry of Energy and Mineral Resources. Previously, Acting Director General of Oil and Gas at the Ministry of Energy and Mineral Resources, Djoko Siswanto, revealed that the Ministry of Energy and Mineral Resources was indeed waiting for a recommendation by BPMA.

"Just waiting for the BPMA recommendations for extensions," said Djoko.

According to Faisal, Repsol has the opportunity to open options to engage partners in a new exploration period.



"It's still a process, one of which is Petronas, but it still cannot be confirmed," said Faisal.

Repsol Dapat Perpanjangan Eksplorasi Blok Andaman III


Badan Pengelola Minyak dan Gas Aceh (BPMA) menyatakan Repsol telah mengantongi persetujuan dari Kementerian Energi dan Sumber Daya Mineral (ESDM) untuk perpanjangan masa eksplorasi Blok Andaman III. Deputi Operasi dan Perencanaan BPMA Teuku Muhammad Faisal mengatakan, perpanjangan tersebut diberikan selama dua tahun. 

"Kewajiban membuat joint account dan performance bond sudah dilakukan, sekarang tinggal mempersiapkan rencana pengeboran," kata Faisal.

Adapun rencana pengeboran oleh Repsol akan meliputi pengeboran satu sumur. Faisal menuturkan, Repsol mengajukan permintaan perpanjangan selama satu tahun, namun demi hasil yang maksimal, BPMA merekomendasikan dua tahun kepada Kementerian ESDM. Sebelumnya, Pelaksana Tugas Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM Djoko Siswanto mengungkapkan, Kementerian ESDM memang menantikan rekomendasi oleh BPMA. 

“Tinggal menunggu rekomendasi BPMA untuk extension," kata Djoko.

Menurut Faisal, Repsol berpeluang membuka opsi untuk menggandeng mitra dalam masa eksplorasi yang baru.

"Masih proses, salah satunya Petronas, namun masih belum bisa dikonfimasi," kata Faisal. 

Sebagai informasi, saat ini Repsol memiliki hak partisipasi sebesar 100% pada Blok Andaman III. Catatan KONTAN, BPMA menemukan potensi cadangan migas di Blok Andaman III setelah dilakukan survei seismik oleh Repsol selaku pengelola blok tersebut. Plt Kepala BPMA Azhari Idris bilang, masih perlu dilakukan pengeboran demi membuktikan potensi temuan cadangan di Blok Andaman III.
